Court of Appeal rejects Kambwili application for judicial review By GRACE CHAILE-LESOETSA THE Court of Appeal has declined to grant Chishimba Kambwili leave to renew his application for judicial review challenging the decision of Lusaka principal magistrate, David Simusamba’s refusal to recuse himself from handling his forgery case and refer it to the High Court. Mr Kambwili was in the Lusaka magistrate court charged with three counts of forgery, uttering a false document and giving false information to a public officer in relation to Mwamona Technical Services Company Limited. He was found with a case to answer and placed on his defense , but he asked Mr Simusamba to

recuse himself from handling the case for alleged biasness but the latter refused to do so or refer the matter to High Court. As the embattled National Democratic Congress leader was waiting for a ruling of his application after the Court of Appeal hearing, magistrate Simusamba sentenced him to 12 months in two of the three counts which he was facing but the same would run concurrently. In its ruling delivered by Court of Appeal deputy president, Chalwe Mchenga on behalf of Judge Petronella Ngulube yesterday, the court stated that the refusal by Mr Simusamba to refer the case to the High court on Constitutional reference could not be the subject of judicial review.

Mr Ndalama said the people who were protesting at TAZAMA on Friday were drivers who do not have jobs because their trucks cannot move. Speaking from Ndola, Mr. Ndalama said that the drivers protested because they were directly feeling the impact of not having jobs because their trucks cannot move due to lack of business which has been given to foreign truckers. He said the owners of the trucks where they work have parked the vehicles because they don not have business and that the heat was also on the drivers. Mr. Ndalama said the government should hear them and reach an understanding before things get worse. He noted that the government gave the drivers the 50 percent quota but it is not being implemented by OMCs. “We were given the 50 percent quota but it is not being implemented,” he wondered. Local tanker drivers on Friday morning blocked TAZAMA fuel depot to prevent foreign tankers from offloading fuel. A Daily Nation news crew that rushed to the scene found tanker drivers stopping foreign trucks especially Zimbabwean trucks from entering the fuel depot. One of the drivers, Mr Billion Manengo said that the drivers decided to take the action because the government has failed to listen to their pleas. Meanwhile, Mr Nkhuwa said the 50 percent fuel transportation policy must be strictly adhered to. He said Government could even adjust the 50 percent fuel transportation policy once Zambians proved that they were capable.

John Magufuli, will forever be vividly imprinted in the minds of the people for his selfless resolve to bring about socioeconomic transformation and prosperity, President Edgar Lungu has said. President Lungu yesterday flew into Dodoma, Tanzania to pay his last respects to Dr Magufuli who died last Wednesday. According to a statement by Special Assistant to the President for Press and Public Relations, Isaac Chipampe, President Lungu arrived in Tanzania in the morning yesterday for the State funeral at Jamhuri Stadium. Delivering his tribute to Dr Magufuli, President Lungu described him as “a great son of Africa.” Whose personality and how he mesmerised residents on both sides of the border when he addressed them.

Dr. Austin Mwape is a former Deputy Governor at the Bank of Zambia. He has also worked as a senior financial sector consultant for the World Bank on financial sector matters in the Horn of Africa. He is the current Chairman of the Zambia National Advisory Board for Impact Investment, an affiliate of the G8 Global Steering Group for Impact Investment (GSG). He has also been recently appointed as a member of the Strategy Sub-committee of the GSG Board of trustees. Dr. Mwape’s has vast experience in financial sector stability matters including policy analysis and design, economic policy analysis and enterprise-wide risk management having worked at the central bank for 28 years. . He holds a PhD in Finance from the University of London, an MSc in Industrial Economics from the University of Lancaster, and a BA in Economics with Business Administration from the University of Zambia. Dr. Mwape has previously served as chairperson on several other boards including Stanbic Bank Zambia Limited, the Zambia Electronic Clearing House Limited (ZECHL), Economic Policy Management Programme and the Financial Sector Development Plan Implementation Committee, among others. He also sat on the Zambia Consolidated Copper Mines Investment Holdings (ZCCM-IH) board as a board member. MUTUAL RESPECT ZAMBIANS must be concerned and demand disciplinary action if those aspiring for political office at what ever level engage in politics of insults. They are not doing the country’s democracy any good, but destroying what the founding fathers built - a united and stable nation. The concern raised by Chief Chikwanda of Mpika over the manner in which some aspiring candidates are going about their campaigning is a source of worry. Chief Chikwanda said the level of insults among aspiring candidates was alarming and could be a source of chaos if not addressed. He said those aspiring for various political offices from both the ruling and the opposition had resorted to use of disrespectful language against each other. We wish to remind the culprits in the first place that they are yet to be declared official candidates by their respective parties. They are merely aspirants wishing to be adopted by their political parties. It means therefore that whoever they are insulting must be from their own parties also vying to be adopted. If this is the case, then we implore the various political parties to take disciplinary action against their members for sowing seeds of disunity. Let there be mutual respect. Chief Chikwanda said it was important for aspiring candidates to state what they would do as opposed to character assassination. “We want those who aspire for political office to refrain from the use of disrespectful language and insults against each other because people are interested in development and not otherwise.” Since the campaigns in all the political parties is still amongst their members, some of whom are still serving, the message should be on how differently they will serve the electorate. Let their ideas sway the people to win them adoption before they go on the national stage. As Chief Chikwanda said, people should compete on the basis of ideas and not insults. “We want those aspiring for political office to bring out issues that would help bring development, not demeaning insults because that would not bring positive change,” Chief Chikwanda said. He urged political parties to be peaceful in their mobilisation ahead of the August 12 general elections. As we have stated before, the August 12 general elections must not be regarded as a do or die affair but as a contest of ideas. The Patriotic Front top leadership is on record as having directed aspiring candates not to insult the incumbents even while they were allowed to market themselves on the ground. This was after some overzealous aspirants started to undermine their colleagues who were restrained because they were still serving. To this end, Eastern Province PF chairman Andrew Lubusha should be commended for his mature approach as he eyes the Chipangali parliamentary seat held by Mr Vincent Mwale. Mr Lubusha, speaking on Breeze FM Radio said his mission was not to de-campaign the incumbent MP. Mr Lubusha said he and Mr Mwale were on speaking terms and had noted the good that he had done in the constituency. That, we feel, is what must prevail in all the parties, brotherhood and sisterhood as the aspirants vie for adoption.

Zambia records lowest Covid-19 cases Chieftainess nabbed in Chavuma

ZAMBIA has continued to record major reduction in cases of Covid-19, with the last 24 hours having the lowest number since the onset of the second wave. Health Minister Jonas Chanda has however cautioned Zambians to remain alert to avert an escalation in the coming cold months. Dr Chanda announced in a statement that Zambia had recorded 86 new cases out of 4, 098 tests conducted, representing two percent positivity rate in the last 24 hours. This brings the cumulative number of confirmed cases recorded to date to 86, 535. He said the country had recorded three deaths during the same period. “We have seen a major reduction in our test positivity since the onset of the second wave; however, we remain on high alert as we head into the cold months of June/July to avert an escalation in the case numbers. “Today marks a key milestone in our efforts to flatten the curve as we record fewer than hundred new cases for the first time since 21st December, 2020,” Dr Chanda said. He assured the public and the frontline staff that Government would ensure that essential supplies such as personal protective

Dr Chanda said Government would ensure that the frontline health work force was adequately equipped to tackle the ongoing pandemic and the anticipated third wave. A TRADITIONAL ruler in Chavuma has been arrested with four others for unlawful assembly. North-Western Province Commissioner of Police, Joel Njase, confirmed the arrest of Sub-Chieftainess Nguvu in Kakoma area. Mr Njase said police received a tip that a group of people had assembled and were being addressed by the traditional leader. "Police received information that there was a group of people who had unlawfully assembled in Kakoma area and were being addressed by Melody Chinyama, who is Chieftainess Nguvu of the West Bank. "She claims to be Chief Luwezhi of Chavuma in the East Bank,” Mr Njase said. He said a follow up was made and Sub-Chieftainess Nguvu was found at the meeting. "She was arrested together with four others being Paul Kakanga, Rodgers Samundunga, Kennedy Sakavuyi, and Stephen Katoka for the subject offence," he added Mr Njase said the five are in police custody awaiting court appearance.

CHAPTER One Foundation Limited has sued the Zambia Medicines Regulatory Authority (ZAMRA) and Zambia Medicines and Medical Supplies Agency (ZMMSA) for failure to perform their statutory duties by exposing Zambians to substandard medicines and medical supplies procured from Honeybee Pharmaceuticals limited and Shalina Pharmaceuticals (Zambia) limited. It wants the Lusaka High Court to declare that ZAMRA breached its duties under the Medicines and Allied Substances Act; and a declaration that ZMMSA (formerly Medical Stores limited) breached its duties under the Zambia Medicines and Medical Supplies Agency Act. It also wants an order that the defendants give a detailed account and description including, but not limited to, the names and batch numbers of all the recalled medicines and medical supplies supplied by International Drug Company Limited, Honeybee Pharmaceuticals Limited and Shalina Pharmaceuticals (Zambia) limited. Chapter One Foundation wants an order that the two bodies give an account of the extent to which all the recalled medicines and allied substances have been distributed including quantities distributed, dates of distribution, locations and an estimate of the number of people exposed to them. It also wants an order that the defendants publish in a national newspaper the details requested above, each party to bear its own costs; and any other relief as the court may deem fit. In a claim filed in the Lusaka High Court on March 19, 2021, Chapter One Foundation stated that between January 1, 2020 and December 31, 2020, ZMMSA procured and stored medicines and medical supplies from Shalina and Honeybee on behalf of the Ministry of Health.

FUEL DILEMNA …Kenya’s fuel subsidy plan faces delay amid confusion

AIROBI - Confusion surrounding the roll-out of a multi-billion shillings fuel subsidy scheme to cushion consumers against high prices may delay the plan as various government officials give conflicting accounts on the implementation. Energy Cabinet Secretary Charles Keter maintains the regulations to roll out the plan have been forwarded to the Attorney-General (which denies having received them) for review, while the Department of Petroleum says the

regulations are yet to be completed. Zim industry brainstorms on AfCFTA market access AfCFTA is the African continent’s most ambitious integration initiative, embedded in the Agenda 2063 of the African Union (AU) and its main objective is to create a single continental market with free movement of people and investments. The continental free trade area, which opens up a huge market of about 1.3 billion people, came into force in January this year. The majority of members have since submitted schedules of concessions and commitments. Fifty-four out of 55 African countries have signed and ratified the continental trade deal, providing access to a market with gross domestic product (GDP) of US$3.4 trillion. Latest official reports indicate that 41 countries, out of 54 that have signed and ratified the AfCFTA and have already submitted schedules of tariff concessions while 34 nations have handed in schedules on tariff commitments.

Zimbabwe is in the process of coming up with a schedule of market access tariff offers as required under the AfCFTA. A market access tariff offer consists of lists of products the country will have to remove tariffs and duties on in the implementation of the continental free trade pact. Thus, the Confederation of Zimbabwe Industries (CZI), Ministry of Industry and Commerce and Competition and Tariff Commission have started consulting on products to make the AfCFTA market Access offer. Mantashe unveils 8 independent power-supply bidders to boost Eskom capacity JOHANNESBURG - Government has unveiled eight preferred independent power producers to produce 1 845 MW additional electricity to support Eskom, which is currently battling rotational load shedding induced by supply constraints. Mineral Resources and Energy Minister Gwede Mantashe said the projects are expected to inject a total of R45 billion private-sector investment to the economy. Bidders are required to have 51 perccent South African entity participation and 41 percent black ownership. The bidders, which will provide power generated by solar energy, wind, liquified natural gas and battery storage, are: ACWA Power Project, Karpowership SA Coega, Karpowership SA Richards Bay, Karpowership SA Saldanha, Mulilo Total Coega, Mulilo Total Hydra Storage, Oya Energy Hybrid Facility, and Umoyilanga Energy. The renewable electricity produced by these companies is expected to flow to

the grid from August 2022, providing a much-needed capacity boost to Eskom, which has for many years been crippled by outages which has been blamed for slowing economic growth. Eskom, which supplies the bulk of the electricity currently used, this week forecast that it would have a shortfall of 4. 000 MW over the next five years. Mantashe said the added renewable energy is meant to "supplement Eskom electricity supply" instead of merely waiting until the power utility's operational challenges are resolved. "If you add megawatts, you will see that we are supplying an equivalent of almost two power stations of energy, and we are going to grow that capacity ... we are concerned about the situation, that is why we think this programme is urgent." HH NOT DOING A FAVOUR TO ATTEMPT A SIXTH POSSIBLE DEFEAT Dear Editor,

A

FTER sensing the imminent and the quickly approaching sixth consecutive defeat, UPND long serving ruler and most rejected Presidential candidate Hakainde Hichilema has turned to insinuate that he is doing Zambia a favour by seeking to hold public office. Worse still, he recently single handedly picked some members into his National Management Committee of his ever declining UPND and clearly his tone of language suggest that he is doing some regions a favuor by appointing their tribesmen into the supreme decision making body of the party. We have heard much of the self-centred assertions from Mr Hichilema, his political party, his proxy and in some instances his surrogates desperately craving to redeem the dry spell he has on the ballot paper. One of the phrase that is frequently used by the UPND supporters when

tipped on the pending retirement is simply that, “even if HH lost, he has nothing to lose, he has everything and it is Zambians who will lose.” At face value, this phrase in Mr Hichilema’s own words somehow sounds like he is doing the 18 million Zambians a favour by standing as President and that he was indispensable to be in the driving seat. Now, our history of multiparty democracy from 1964 and the past successive regular elections, show we do not have any identifiable instance where Zambians have done themselves a favour by electing someone as President. Not even in 1964 did Zambians do themselves a favour when they entrusted the nation with first Republican President Dr Kenneth Kaunda as founding father. Being elected as President should not be mistaken to be a favour, it is a privilege to serve the Zambian people therefore such claims are an insult to the collective intelligence of the people.

We do not think Mr Hichilema is a superhuman with the sole ability to redeem the economic misalignment that has inadvertently been caused following the advent of the novel coronavirus pandemic. Even if the tenure of President Edgar Lungu elapses after 2026, there is a pool of significant talent, therefore rejecting the self-centred Mr Hichilema is not denying ourselves a favour. Mr Hichilema is indicating like 2021 elections is a matter of life and death, it is not and it will never be. Elections are not a matter of life and death but a normal democratic operation that is set to renew President Lungu’s mandate for another five years. It is therefore surprising that Mr Hichilema continues to hold out himself as though he has already won elections and that he is doing the Zambian people a favour yet he is seeking employment for the country’s top job. I would like to talk about the future of digital currency and its transformation processes within the context of emerging needs for the financial literacy in educational foundation, establishment and institutions especially with the focus on the Zambia's ICT curriculum in relation with the ever changing environment within the digital economy. I strongly believe that if we have to increase adoption of cashless economy and digitalisation framework, the school children and students should be kept abreast with the new changes in their ICT syllabus and this model of adoption can greatly help them to fill up the gaps in passing information faster within the society going forward. Investment in education with the students and children right in mind, should be held firmly such that the learners must be subjected to learn about new changes taking shape in digital finance so that our next set of generational crop don't have to face any form of inertia running through and operating on digital

platforms such as digital currency, digital payments systems, or getting to fully understanding about the emerging of cashless economy, and adoption of FinTech. This serves two purposes now, teaching students about it as it happens right now and in turn they will in turn teach their own relatives or others to accept the cashless payment and saving modes as well as taking care of their health much to the pleasure of fully knowing that "healthy is indeed wealthy" especially in the wake of Covid-19. This idea may truly widen up the market for digital payments and this too may lead to proper taking stock of FinTech sector of which I strongly believe that in our next GDP rebasing exercise, it should be taken with some keen interests to account for this particular emerging sub-sector, as it is making some remarkable strives today within the Zambian economy. "I don’t want violence or confusion in Chikankata, all I want and expect from all political players is peace," he said. Mr Mwiinde said the law would not spare anyone, engaging in violence in the run up to the August 12 general elections. The DC said explained that Chikankata district was a peaceful area whose people had co-existed regardless of their political affiliations. Mwinilunga woman kills daughter By JACKSON MAPAPAYI

A 28-YEAR-OLD woman of Mafwikila village in Mwinilunga district has allegedly killed her daughter in unclear circumstances. The incident is alleged to have happened between 12 and 20th March, this year at Lunga River Bridge. North-Western province Commissioner of Police, Joe Njase, identified the suspect as Emeldah Lukama, who is alleged to have killed her daughter, Vera. He explained that it is alleged that the suspect pushed her eight-year-old daughter into Lunga River. “In Mwinilunga we received a report of a murder case in which Janeces Lukama aged 61 of Mafwikila reported that her grand-daughter Vera lukama aged 08years was alleged to have been murdered by her mother Emaldah Lukama by pushing her into Lunga River,” he explained. Mr Njase that when Police visited the scene, the body was found in a decomposed state wrapped in a mosquito net and tied on the tree near the bank of the river.

THE Court of Appeal has declined to grant Chishimba Kambwili leave to renew his application for judicial review challenging the decision of Lusaka principal magistrate, David Simusamba’s refusal to recuse himself from handling his forgery case and refer it to the High Court. Mr Kambwili was in the Lusaka magistrate court charged with three counts of forgery, uttering a false document and giving false information to a public officer in relation to Mwamona Technical Services Company Limited. He was found with a case to answer and placed on his defense , but he asked Mr Simusamba to recuse himself from handling the case for alleged biasness but the latter refused to do so or refer the matter to High Court. As the embattled National Democratic Congress leader was waiting for a ruling of his application after the Court of Appeal hearing, magistrate Simusamba sentenced him to 12 months in two of the three counts which he was facing but the same would run concurrently. In its ruling delivered by Court of Appeal deputy president, Chalwe Mchenga on behalf of Judge Petronella Ngulube yesterday, the court stated that the refusal by Mr Simusamba to refer the case to the High court on Constitutional reference could not be the subject of judicial review. Mr Justice Mchenga said that since the court found that both claims were amenable to alternative statutory procedure for review, it found that the case was not one in which it was appropriate to grant leave to institute judicial review proceedings. The Court said that judicial review may be available where there were exceptional circumstances but the majority ruling found no exceptional circumstance to grant relief by way of judicial review. The ruling stated that Mr Kambwili still had an alternative avenue of appealing the Magistrate’s final decision in an event that he was not happy with it since he had alleged biasness from the trial magistrate . And in his dissenting ruling, Judge Mwiinde Siavwapa said after his analysis of the issue at hand, he would have granted Mr Kambwili leave to appeal against Mr Simusamba's decision . Mr Justice Siavwapa said the circumstances of the case justified the need for Mr Simusamba to recuse himself and refer the matter to the High Court for determination of constitutional issues. "It is my considered view that the trial magistrate ought to have recused himself in view of the gravity of the allegations against him whether they were true or not should have left it to another tribunal," he said .

INDO ZAMBIA PAYS K30M DIVIDEND By BUUMBA CHIMBULU

A

K75 MILLION dividend has been declared by Indo Zambia Bank (IZB) to its shareholders for the financial year ended 2021. Out of this amount, K30 million has been paid to the Industrial Development Corporation (IDC). The dividend which has been paid to IDC has increased by five percent from what was paid in 2019. In 2019, Info Zambia paid a dividend of K71 million, which represents a growth of K4 million. In receiving the cheque dividend in Lusaka yesterday, IDC Group Chief Executive Officer, Mateyo Kaluba, challenged IZB to take up its place as one of the country's

largest banks. Mr Kaluba said IZB had shown resilience in the growth by braving the bullish economic environment. "We celebrate that you are the third most profitable bank in Zambia. You need to change the way the Bank is perceived in the market as a small bank. "This year the need the market should feel your weight. OLITICAL parties in the country should consider adopting and funding more women and youth candidates that have shown interest to contest the August elections, says the Project Support Learners Zambia (PSLZ). PSLZ Livingstone District Coordinator, Nyambe Mutete, said there were many women and youths that had shown interest to contest various positions in the forthcoming elections. Mr Mutete said that as in the case of Livingstone Constituency, women and youths had shown interest to contest the parliamentary, mayoral and local government seats.

As such, Mr Mutete feels political parties must put into consideration the need to adopt more women and youths. He was speaking in an interview with the Daily Nation in Livingstone. "PSLZ would like to make a strong appeal to political parties to adopt women and youths and fully allow them to participate in 2021 general elections," he said. And Mr Mutete has charged that the decision by the Electoral Commission of Zambia (ECZ) to reduce nomination fees was timely. "This is a timely decision that is in the best interest of the people especially for women and youths who could find it difficult to participate in elections because of high nomination

A representative of the people living with hearing impairment, Limbikira Mvunga, said his members had been neglected in Matero as did not participate in various empowerment programmes. NDOLA VANDAL JAILED 10 YEARS By SANFROSSA MANYINDA

A 32-year-old man has been sentenced to 10 years imprisonment with hard labour by the Ndola High Court for vandalising a Zesco transformer. The court has described the man as an enemy of progress. Boston Nkulungwe vandalised a transformer at Neelkant garage, the property of ZESCO valued at K20,000 on June 16, last year. According to evidence adduced in court by Zesco regional security officer, Billy Bwalya, cables from a transformer were stolen on the material day. Mr Bwalya explained that when he visited the scene, he found Nkulungwe, who immediately scaled the boundary wall. He said Nkulungwe was however apprehended at a nearby township while hiding in a rubbish pit. In the previous discussion, we introduce the topic of atomic physics. We further defined an atom and described its structure. In this study we shall look at the behavior of atoms of certain elements. In 1896, Henry Becquerel discovered that certain elements emit radiation on their own without external excitation. This phenomenon where matter radiates energy by itself is called natural radioactivity. Elements that emit radiation without external excitation are called radioactive elements. The following are examples of radioactive elements: Uranium (U), Radium (Ra), Thorium (Th) and Polonium (Po).

When a radioactive element emits a gamma ray, its mass number and proton number does not change but only energy is emitted. Properties of gamma rays

Note that, in an electric field, the alpha particles are attracted towards the negative terminal since they are positively charged. Beta (β) particles Beta particles are fast moving electrons from the atom of a radioactive element. They are denoted as shown below.

When a radioactive element has emitted a beta particle, its mass number remains unchanged but its proton number is reduced by negative one(-1) or rather increased by one i.e. [ -(-1) = +1].

The process by which an unstable nucleus spontaneously disintegrates to release energy by emitting radiation is called radioactivity. Note that the term spontaneous simply means that the process occurs without external influence. There are three types of radiations emitted by radioactive elements and these are: alpha particles (!), beta particles (β) and gamma rays (γ). Each of these radiations has its own properties.

Detection of radioactive emission The radiation from radioactive substances causes ionisation of gases. This effect is used in the devices that detect and measure radiation. The most common used device is called Geiger Muller (G.M) counter. The Geiger Muller counter is made of the aluminium cylinder or tube with a wire along its axis. The wire is insulated from the cylinder and is connected to the positive terminal of the battery. The negative terminal is connected to the cylinder, therefore, the cylinder is negatively charged. Gamma rays are electromagnetic waves. This implies that they are part of the electromagnetic spectrum. Note that gamma rays have a short wavelength, hence they have a high penetrating power. Gamma rays have no mass and charge. A gamma ray is represented as follows:

When radiation enters the cylinder, they ionise the gas by knocking off electrons from the atoms of the gas. RAZZAVILLE - Republic of Congo opposition candidate Guy-Brice Parfait Kolelas died of Covid-19 as he was being transferred to France for treatment, his campaign director said yesterday, the day after presidential elections in which he was the main challenger. Kolelas was seen as the main rival to veteran leader Denis Sassou Nguesso, who is expected to win Sunday's vote. The election was boycotted by

the main opposition and under an internet blackout, with critics voicing concerns over the transparency of the polls seen as tilted towards Sassou Nguesso. Kolelas "died in the medical aircraft which came to get him from Brazzaville on Sunday afternoon," his campaign director Christian Cyr Rodrigue Mayanda told AFP. The 60-year-old tested positive for Covid-19 on Friday afternoon, and was unable to host his last campaign meeting in

Brazzaville. On Saturday, he posted a video from his sickbed, declaring he was "battling against death." "Rise up as one person... I'm fighting on my deathbed, you too fight for your change," he urged his supporters, saying the election was "about the future of your children." CAR's ex-leader 'takes charge of rebels' BANGUI - Rebels trying to oust the president of the Central African Republic say the former head of state, François Bozizé, is now in charge of their group. A spokesman for the Coalition of Patriots for Change told the French news agency that Bozizé had agreed to lead the rebellion following a request from the six armed groups.

He had earlier denied the accusation that he was behind the rebellion which began in December. The CAR has been extremely unstable since 2013, when the overthrow of Bozizé led to a civil war. SA sells unwanted Oxford vaccines JOHANNESBURG - South Africa has sold one million doses of the Oxford-Astrazeneca vaccine that it decided not to roll out to other African states, Health Minister Zweli Mkhize has said. Last month, South Africa dropped plans to use the vaccine to curb the spread of Covid-19 after a small study suggested it had a "minimal" effect against the country's new variant in young people. Instead, it rolled out the single-dose Johnson & Johnson vaccine which health workers currently are being inoculated with. The Oxford-Astrazeneca vaccine had been sold via the African Union to 14 African states, Mkhize said, without naming them. Meanwhile, Rwanda has confirmed the presence of new variants of Covid-19 virus first identified in the UK and South Africa. Health Minister Daniel Ngamije told the state broadcaster that 10 cases of the South African variant (B.1.351) and two of the UK variant (B.1.1.7) were identified last week. Dr Ngamije said the variants were identified among travellers who arrived at the country's Kigali International Airport.
