WHY POLICE INERTIA? THE Zambia Police Service must explain why it has failed to ensure justice prevails in the land saga involving Mr Webster Mhango of Barlastone in Lusaka. Mr Mhango has been at the mercy of a vicious gang of criminals masquerading as Patriotic Front cadres who have invaded his farm. They have ended up seizing a big chunk of the farm and they have built structures – half of the 10 hectares of the property. The land saga in Barlastone has been raging since 2018 when if all had been well, it could have ended there and then. When the so-called PF cadres invaded his farm, Mr Mhango, as a law-abiding citizen, rather than taking the law into his own hands took the matter to the High Court. Mr Mhango proved that he was the rightful owner of the land and the court was then prompted to issue an order to stop all illegal activities on the land in question. But despite the court order, the cadres only known us Musonda, Robson Zulu as well as Masautso and others have built houses on the land in question. According to Mr Mhango, the cadres had been boasting that no one would stop them from developing the land because they were in power. The insinuation is that they are being backed by some powerful forces in the ruling PF, which if true, makes sad reading. This is not the first time that PF cadres have been reported to have illegally demarcated land that does not belong to them on the premise that they are sharing resources with “commoners.” But this attitude does not augur well with the party and we are glad that Lusaka Province PF Secretary Kennedy Kamba has distanced the party from such criminal elements. Mr Kamba yesterday challenged Police to arrest the people who are masquerading as PF cadres and grabbing land from owners in Barlastone. Mr Kamba said PF was an organisation which respected the laws of the country, therefore, it cannot tolerate anyone who was involved in illegal activities. The onus thus squarely falls on the police because they are the ones who should have enforced the High Court ruling. As a nation, we should never allow a situation in which certain individuals think they cannot be touched because of their links with the :ruling elite” and think they can get away with their criminal activities. Farmers like Mr Mhango must not be left at the mercy of land grabbers but must be protected by the law. But in this case, the Zambia Police Service has failed them by not arresting the “cadres.” There is no law in Zambia that restricts any Zambian from owning more than 10 hectares, that anything over five must be shared. As Mr Kamba said “the police should not take time on the illegality because lawlessness should never be tolerated.” We agree and ask Police Inspector General Kakoma Kanganja to act and ensure that the Barlastone land grabbers are rounded up and thrown in the cells.

HE similarities between just-been-former United States President Donald Trump and Ivory Coast ex-President Laurent Gbagbo are quite astonishing. The fundamental feeling is that Trump and Gbagbo have a lot in common. Though a decade apart, both leaders resisted to concede their respective election defeats. And no-one could persuade either of them to budge. Both leaders had failed to save their presidencies imploding at staggering speed under the weight of their tragic flaws. Predictably though, the US lawmakers voted to impeach the just-been-former US President for a second time in a swift and bipartisan condemnation of his role inciting a riot at the US Capitol last fortnight. The House voted 232 to 197 to impeach Trump exactly one week after rioters forced lawmakers to flee from the very chamber in which they cast ballots in the fourth presidential impeachment in US history – and the first time a US president has been impeached twice. Ten Republicans joined all Democrats to impeach Trump for “incitement of insurrection.” Yet, prior to his impeachment, in a scripted, stilted video, Trump condemned the

In the midst of all this, Democrats had only grown more resolute in their push to impeach Trump over the riot as more information had come out about the attack on the Capitol, including violent images of Capitol Police officers being attacked, and the death of a Police officer. The impeachment vote occurred while thousands of National Guard troops were present in every nook of the Capitol complex ahead of the January 20, 2021 presidential inauguration, and they slept on the floors of the Capitol building the night before the impeachment vote. Meanwhile, US President-elect Joe Biden, whose aides said was expected to issue a statement on impeachment, was still awaiting word on whether the Senate would be able to do an impeachment trial alongside Cabinet confirmation hearings and Covid-19 relief legislation. Aides said that the President-elect and his team were working behind the scenes with Senate Democrats – and House impeachment managers – to keep the impeachment trial as swift as possible, although the length remained an open question. However, Democratic lawmakers eager to punish Trump for his role in fomenting deadly attacks on the Capitol were grappling with how elaborate and lengthy a Senate trial should be, as the President-elect ramped up pressure on Congress to swiftly implement his ambitious agenda. Few if any Senate Democrats wanted a lengthy impeachment proceeding, senators and aides indicated – particularly as Biden faced a raft of crises with potentially no Cabinet secretary in
place on the first day of his presidency, a break from past practice. Some had suggested the trial be put on pause to first tackle confirmations and pandemic relief. Senate leaders had not yet found a way to move ahead simultaneously, despite Biden urging them to do so. A decade ago, after being under house arrest for seven months, the ex-Ivorian president found himself on a plane in late November 2011. The

innocent – he carried the unflattering distinction of being the first former head of state to stand trial at the ICC, although the Sudanese ex-President Omar al-Bashir had an arrest warrant issued in his name – as did the late Libyan leader Muammar Gaddafi. Soon after President-elect Alassane Ouattara came to power – following a protracted stand-off with Gbagbo and forces loyal to him – human rights groups issued reports alleging that abuses had been carried out by both sides. And Gbagbo’s supporters had claimed that the ICC’s move was simply a “political manoeuvre” and an attempt to “liquidate” the ex-Ivorian president. The then-chief prosecutor at the ICC, Luis Moreno-Ocampo, had emphasised that more arrests could follow. Strangely, in January 2019 the ICC acquitted Gbagbo. He had been charged with crimes against humanity in connection with violence following a disputed 2010 election that left 3, 000 dead and 500, 000 displaced. He was captured in 2011 in a presidential palace bunker by UN and French-backed forces supporting his rival, Ouattara. He was the first former head of state to go on trial at the ICC. Ultimately these two exworld leaders – once revered, loved and venerated as symbols of hope around the globe – are a hard lesson for world leaders in waiting. Gbagbo’s policies, despite being previously praised by the UN and French leaders, had not received the thumbs up from the Ivorian citizens that mattered most. Trump on his part was drawing cheers from many around the US who saw him as a symbol of defiance against Chinese imperialism or Russian interference. But if his policies had failed to translate into multiracial human rights and freedoms and a better quality of life for ordinary Americans this praise was meaningless. Admittedly, managing power is more difficult than capturing it. Most world leaders ride into office on a popular vote and depart on a stretcher of disappointment and condemnation. Opposition elements and those new to power in the world would do well to learn from Gbagbo’s past.

Dr Kabungo said NAQEZ has noted the escalating number of teachers dying every day from the Covid-19 pandemic countrywide even before schools open. He said the number of teachers who have died from Covid-19 within this week is alarming and worrying. "While we welcome the directive by President Edgar Lungu to have schools open on February 1, 2021 we are also worried with the escalating number of teachers dying from Covid-19," Dr Kabungo said. Dr Kabungo noted that the government through the office of the Secretary to

Departmental heads with audit queries will be charged, warns Central PS CENTRAL Province Permanent Secretary Bernard Chomba has warned of stern action against provincial heads of department who will attract audit queries in this year’s Auditor General’s report. Mr Chomba has also disclosed that he will soon start charging officers who were cited in last year’s Auditor General’s report. He was speaking in Kabwe

A-26-YEAR-OLD woman of Manyama area in Kalumbila has been arrested for stealing a month-old baby. Juliet Musonga is believed to have stolen the infant after it was left in her custody while the mother went to buy a face mask. North-Western Province Commissioner of Police Joel Njase has confirmed in Solwezi that the incident happened in Friday around 12:00 hours at Manyama market. Mr Tonga said leaders need to appreciate the move taken by the government because it would help in safeguarding the jobs and contribute to economic growth. “It is gratifying to learn that ZCCM-IH in addition to its 10 percent shareholding in Mopani Copper Mines PLC has now acquired the other 90 percent shareholding. Whether made for the sole purpose to win political kilometres or not, wholeheartedly, I commend them for the
right decision and giving a certain level of a listening ear to my national anthem of desiring to have all mines repossessed by the government. We can do more as a nation. It is my fervent prayer to God Almighty the creator of our lives that this does not turn into another political scandal; since PF administration is best known of political scandals when it comes to reversing of decisions overnight,” he said. LOCAL and foreign investors should take interest to invest in Lusaka South Multi-Facility Zone as only 15 percent of land has been occupied so far, acting Minister of Commerce and Industry Mutotwe Kafwaya has said. The minister said investing in the multi-facility economic zone would help in creating jobs as well as contributing to the country’s economy. Mr Kafwaya said Zambia was a favourable destination for investment due to the good policies which the government had put in place. He said, therefore, it was prudent that both local and foreign investors took interest in investing in the zone. Mr Kafwaya said “I am reliably informed that only about 15 percent of land has been developed in the zone, so we call upon many other investors to set up their businesses in the zone. “Let me say that the idea of the economic zone is the government’s idea to bring investment in the country. And the development you are seeing has been the development of gradual process from 2012 to date.
“It is very clear to observe that our agenda for economic diversification is anchored on manufacturing, agriculture and tourism. So this facility demonstrates that we have capacity or potential to develop manufacturing,” Mr Kafwaya said. He said that it was impressive to see that some investors had injected funds to invest in the zone mainly in the manufacturing sector. Mr Mutotwe said “more potential investors can come and set up what is missing in the zone.

PF Lusaka Province secretary, Kennedy Kamba has cautioned Mr Fube to stay away from President Edgar Lungu’s lane and form his own political party if he thought he was popular. Speaking at a press briefing in Lusaka yesterday, Mr Kamba questioned Mr Fube why he was still clinging to the PF when he was expelled. He castigated Mr Fube, a Lusaka lawyer for having said that President Lungu should step aside and pave way for him to lead the party in this year’s tripartite elections.

PARENTS KILLER BRAGGED TO FRIENDS ABOUT HORRENDOUS MURDER

ISANI Nleya the man in police custody for the horrific killing of his parents in Empandeni, Mangwe District in Matabeleland South Province, is said to have told close contacts in South Africa that he was going to kill them and bragged about how he did it afterwards. Rippling with muscles, the former Zimbabwe National Army (ZNA) soldier looks extremely fit for his age and sources in the neighbouring country said his “confidence” inspired fear in them. Nleya
was arrested by police on January 10 in Emakhandeni suburb in Bulawayo after he sneaked back into the country to allegedly consult a traditional healer. He has since appeared in court for the September 1, 2020, double killing and was remanded in custody to February 14 by Plumtree magistrate Ms. Vivian Ndlovu. Colleagues in the neighbouring country said he always had a strange fixation with being bewitched and had on several occasions threatened to kill workmates for allegedly bewitching him. Those who knew him described him as an extremely
intelligent man who loved to read but was cursed with a short temper. A source who knew Nleya since 2018 said the murder accused was a security guard at the affluent Observatory suburb in the east of Johannesburg, which is a “predominantly white neighbourhood”. He did guard duty on Eckstein Street. “I know Lisani Nleya a lot. He was our guard where I stay. I communicated with him almost on a daily basis”. “Even after the murder case, he told most people who used to while up time at the guard room what he
did. This side, what he did was not a secret because he is the one who told people all the details. When we saw the stories that you wrote, it just confirmed what was an open secret for us,” said the source, who preferred anonymity. “His job was guarding the streets where I stay. “Previously seen as a disease of the rich, Cancer and its ravaging effects is now more common and conspicuous in our communities. Our goal should be to have cancer-free people with enough knowledge about cancers and their management,” she said. “ Among the four Non Communicable Diseases (NCDs) in Zambia, cancer has had significant morbidity and mortality, especially cancers that affect women namely Cervical and Breast Cancers. “
Khumalo, who is also pursuing her development studies with business administration at the University of Zambia, said the future belongs to the youth and the earlier the got involved in cancer awareness the brighter the future will be for Zambia. She said people need to be fully aware of the many ways to reduce the cancer burden. “ These efforts include among others: Health promotion to raise awareness about cancer, the importance of prevention and
screening, early diagnosis and treatment, and palliative care for those that come with advanced and metastatic diseases,” she advised, adding that it is important to know that cancer is preventable and curable if diagnosed at an early stage. “ There is need for people to avoid exposure to risk factors of cancer and to visit hospitals for checkups regularly and screening. With these efforts in place we can fight the cancer, together we can do it!”

tion facilities for youths in the area. Speaking during a chess tournament ,Kashili notes that youths are always engaged in illicit vices due to lack of recreation facilities. He said he is committed to helping youths in finding ways to avoid bad vices such as taking part in sports. Mr Kashili observed that most youths do not have jobs hence they find themselves in bad vices. He said that once they have the facilities,the issue of ilicit beer drinking and other vices can be a thing of the past. Most youths in Kabangwe are unemployed due to lack of companies as a result most of them are engaged in beer drinking and illicit sex and prostution.

Artiste Jay-Don wins best student award By NOEL IYOMBWA GEORGE Kabwe A.K.A Jay-Don Di Champion, says being an artiste does not mean someone should shun education. Di Champion recently graduated with a credit from the Zambia Institute of Animal Health(ZIAH) in Mazabuka and was awarded best student in Meat Inspection. Born on 16 April 1992 in Kabwe town, Central Zambia from a family of eight, Jay Don did his Junior secondary at Broadway from 2006-2007 and senior secondary at Kalonga High School from 2008 to 2010. Jay Don’s biggest dream in life is to make it in the music industry both locally and internationally so as to help out young ones discover their talents and to also share Zambia’s culture to the world. He started music when he was a young boy at church singing in
the Sunday school and Boys Brigade Choirs. His musical influences include Exile, Daddy Zemus, Joe Chibangu,Alubusu,Danny Kaya, Crystal Sean, Shaggy, Sean Paul, Lucky Dube just to mention a few. He started writing his own songs in Grade 7 and by the time he was in Grade 8, he started visiting recording studios although he was never given a chance to record until he met Barnabas Mwamba of 619 Studio between 2008 and 2010. Jay Don later started working with Manase Luteke and Zukanji Simumba both from Kabwe. In 2012, he moved to Lusaka and started working with Simba and later got signed under Zero DB Studio with Shom-C and Shinko Beats where he recorded “Tonight” on the scale up riddim which featured the likes of Cactus Agony, Jay Rox, Karasa, Badman Sobre and a lot more. He also did Kamwala Dobi which
features Sharkboi 24 which also has a video directed by tha DjLo. He also has a number of other songs that are playing on various radio stations thus Chemistry, Do my ting,Number one just to mention a few and the newest track featuring JEMAX called ‘Kamulya neka’ which is available on Mvesesani. His aim is to keep doing music so that he keeps inspiring those coming behind and let them know that dreams come true. He defines success as not being inclined to himself alone but seeing those behind him doing better and being more successful. “Music is a very powerful tool that has so much influence on society and beyond,” he says. “There is need for the government as well as private sector to invest in our industry and change certain policies through NAC and ZAM that is doing all they can through the Zam president Tivo Shikapwasha and others.”

ARLIER this week, the Chinsali Subordinate Court sentenced Jurious Sakala, a notorious poacher who was caught with 9.5 kilos of elephant ivory to seven years imprisonment with hard labour. This is just one example in the growing trend of Courts around the country handing out higher penalties, above the minimum five-year-sentences, for illegal possession of prescribed trophies like ivory.
Despite a ban on the international trade in ivory, African elephants are still being poached in large numbers, driven by a lucrative but deadly black-market trade linked to organized crime syndicates that coerce rural, unemployed, impoverished locals to get involved in poaching. Given how destructive poaching has been to the environment, wildlife populations, local communities and the nation at large, stiffer penalties for offenders have been lauded by conservationists. Mr. Solomon Chidunuka – one of Zambia’s celebrated rangers and current Senior Warden for Muchinga Province under the Department of National Parks and Wildlife, is a front liner in the fight against poaching and understands how severe a scourge poaching can be. He is pleased that poachers and other wildlife offenders are now getting the stringent punishments they deserve. “Stiffer punishment is a deterrent measure to wouldbe offenders as it brings fear to individuals that once they are arrested and imprisoned, they leave their families suffering without any support.” Ed Sayer, Country Director - Frankfurt Zoological Society Zambia (FZS) and Programme Manager for the North Luangwa Conservation Programme (NLCP) is also optimistic that tougher punishments for wildlife offenders will help reduce poaching incidents. “A strong deterrent to the criminals involved in commercial poaching is essential in the fight against poaching. This sends a strong message to current and would-be offenders to understand that the risks involved in poaching far outweigh the reward.” Ed and his team at NLCP work with the Department of National Parks and Wildlife to conserve the North Lu-

the best protectors of their natural resources if they have true ownership and decisionmaking abilities for their natural resources. Therefore, there needs to be a concurrent effort to address this through improved ownership and revenue sharing for the local communities combined with the creation of an attractive investor climate for wildlife compatible enterprises to increase employment opportunities for the local communities.” To this end, NLCP has em-
barked on several programs aimed at empowering local communities. One such initiative is a small-scale village savings and loans schemes that enable members to engage in conservation compatible business enterprises. Ultimately, the responsibility to protect the country’s pristine ecosystems and the wildlife they host rests on all of us. The illegal wildlife trade negatively impacts our local communities and nation at large as poaching cartels rob us of our natural resources
and cultural heritage. The message coming out of our Courts is that poaching and trafficking in illegal wildlife products are now recognized as serious offences that will attract penalties above minimum sentences. We can all help protect our wildlife resources by not engaging in illegal activities involving wildlife, saying no to illegal wildlife products and reporting any suspicious activities involving wildlife to the Department of National Parks and Wildlife.

erlin State Ballet's first black dancer Chloe Lopes Gomes said she has been made to feel different because of her skin colour since she first donned ballet shoes as a child. But after she was again subjected to what she described as "racism" at Germany's largest dance company, she has launched a fightback that has forced the State Ballet to launch an internal investigation into her complaints. In an interview with AFP, Lopes Gomes stood by her allegations against the Berlin company, arguing that it was time for the classical ballet world to address the issue. Recalling instances where she was made to feel uncomfortable, Lopes Gomes cited a rehearsal for a production of the 19th-century ballet "La Bayadere", when the company's ballet mistress was handing around white veils for the dancers to wear. When she got to Lopes Gomes, she laughed, the 29-year-old French dancer
told AFP. "I can't give you one. The veil is white and you're black," she was told. Another dancer from the company confirmed Lopes Gomes' account on condition of anonymity. The ballet mistress "said it like it was a joke... I was completely shocked," she said. HARASSMENT Lopes Gomes, who studied at the renowned Bolshoi ballet in Moscow, felt humiliated, but not surprised. She had been subject to "harassment" at the hands of her boss ever since her arrival in Berlin in 2018, she said. "In our first rehearsal for 'Swan Lake', six of us were new but all of the corrections were directed at me," she said. The remarks continued for months. "She used to say to me, 'When you're not in line, you are the only person we see because you are black'" -comments also confirmed by the other dancer. THE Choma Fast Track Court for GBV has warned a 32-yearold man who is alleged to have ruthlessly assaulted his seven-year-old son for allowing cows to stray in the fields that he risked his police bond being revoked if he is threatening witnesses. In this caser, Stanley Hantoombwe is in court charged with one count of assault on a child contrary to the Laws of Zambia. ANTHONY Mwamba popularly known as “Preacherman” the boxing legend and proprietor of Exodus Boxing Academy died last Thursday at Levy Mwanawasa Teaching Hospital. He was aged 61 and his death is a huge blow to the country, his family and the boxing fraternity. Mwamba came in the boxing limelight after Lottie Mwale and Chisanda Mutti. Mwamba won several medals during his boxing career having fought both within the country and outside the country. Mwamba participated at the 1988 Seoul Olympics where he performed well by reaching the quarterfinals. This achievement earned Mwamba an award on October 24, 1988. Mwamba's boxing career path can be traced to Chingola in the 1970s. He plied his trade with his peers. Discipline, hard work and focus made Mwamba ascend to prominence in his boxing career which spans for more than three decades. After hanging up his gloves, Mwamba revived boxing in Zambia which almost went into oblivion.
He established Exodus Boxing Academy at which he groomed female and male boxers. The case in point is Esther Phiri, the first female Zambian boxer who rose to prominence. He played a very significant role in mentoring Esther. She owes her successful boxing career to Mwamba. Boxing was considered as a male preserve by virtue of the fact that the sport was predominantly for men. But, Mwamba changed that notion as our country has produced another prominent female boxer in Catherine Phiri. Mwamba's untimely death is a huge blow to the country but one thing for a fact is that his legacy as a boxing legend and trainer will ultimately outlive him. Not too long ago, the cold hand of death hit the sports fraternity. This followed the death of Matildah Mwaba formerly of the Judo Association of Zambia and Thomas Mumba of the Hockey Association of Zambia. Mwamba, the boxing legend fought a good fight. HE death of St. Ignatius Catholic priest, Father Charles Chilinda, (MHSRIP) has left the Church and the entire nation broken and devastated because he was not only a spiritual guide but also a unifier. He will be solely missed especially in this election year. One sweet and precious memory he has left us with and it keeps on re-playing in our minds is one occasion during the Church service marking the fifth anniversary of the passing on of the late Republican President Mr. Michael Chilufya Sata. He called President Edgar Lungu and Mr Chishimba Kambwili to the front and asked them to put aside their differences and reconcile for the sake of the Patriotic Front and the founding President of the party, the great Michael Chilufya Sata. The two (President Lungu and Mr Kambwili) shook hands and reconciled in front of the congregation in the presence of the former first lady Dr. Christine Kaseba and the congregants. President Lungu said he had nothing against the National Democratic Congress (NDC) leader and in return

Chilinda told the congregants about how he initiated the Mwanawasa-Sata reconciliation by advising Sata then as an opposition leader to go to State House and have breakfast with President Mwanawasa. After President Mwanawasa died, Mr Sata thanked Fr. Chilinda for his advice and told
him that he would have been a "guilty man" had he not reconciled with him. Now that the man that asked EL and CK to reconcile is no more, it is only imperative that the two graduates from the Michael Sata School of Politics reconcile. They do not have much time left to reconcile as they may be thinking because no one knows about tomorrow. Simply put, they have no luxury of time to continue playing politics. No one does anyway. The lesson I get from all this is that tomorrow is never guaranteed and what
unites us is more powerful and important than what seeks to divide us. There are no differences too serious to be put behind. Michael Sata is looking down on them from heaven, and so is Fr. Chilinda. The onus, now, is on them to do the right thing and show each other love. In church and in front of the congregants they said they never had anything against each other. Dear Editor, IF President Edgar Lungu was to give me a five-minute audience asking for my personal and honest opinion on the current status quo of PF youths my response will be as follows: “Your excellency, PF youths are currently living like they belong to the opposition. President Lungu needs to take a keen interest and address challenges affecting the youth in PF by engaging them directly as it is clear that, those responsible of handling their affairs are not being sincere but seem detached from reality. This could lead a very dangerous situation likely to breed devastating political consequences ahead of the August 12 General Elections. PF youths do not need to line up at State House or secretariat or depend on political handouts from leaders as a way of empowerment and employment for we have more than enough natural resources, minerals and abundant opportunities that only need visionary leaders with ideas and plans that can actualise these opportunities into reality which can then be used to empower majority of our youths countrywide making the party attractive to other youths from various political platforms. It's actually embarrassing to see that even when faced with a local government by-election in a remote area of our stronghold just to win it we depend on the presence of the head of state when if well empowered just the youth and women’s league
could handle such an election just like our friends the ANC of South Africa and ZANU-PF of Zimbabwe which are well structured, supported and funded. The current infights, confusions, divisions and insults flying among the youths in our party are as a result of poor leadership that has failed to reconcile, and empower our youths. Today, leaders within the PF have taken advantage of the youth’s vulnerability to use then to insult and fight other leaders they perceive to be their threats or political rivals in exchange for political handouts something that is becoming a recipe for confusion and divisions, weakening our party on the ground. Many are times that those entrusted with handling issues of the youth have chosen to take lies to President Lungu just to hide their gross incompetence or protect positions whilst the party is suffering great damage on the ground in terms of morale. The biggest mistake we have made as a party PF is to use bus stations during both government and party functions as a measuring tape to quantify our general youthful support countrywide a situation that is clearly not giving a true picture with what's obtaining on the ground. Failure to implement the 2015 youth policy and several other youth empowerment initiatives was the birth of many problems we are seeing today affecting youths in the party.
