CASHLESS LOBBYING AS the nation inches closer to the August 12 presidential, parliamentary and local government elections, the public has seen political aspirants spend money as though it grew on trees. This has raised questions on whether the practice of dishing out money in public is not vote buying as they lobby for the nod. And naturally, some political stakeholders have tried to put the blame on the Electoral Commission of Zambia (ECZ) saying it is responsible for enforcing the electoral conduct of the various participants. Thankfully however, the ECZ has actually put the record straight, that it is the parties themselves who are responsible for the behaviour of their members. The ECZ stated that it was not responsible for the manner in which members campaigned for adoption within their individual parties. ECZ corporate affairs manager, Patricia Luhanga, said in an interview that the ECZ was not mandated to stop politicians from campaigning for party adoption process because that was purely an intra-party political activity. She emphasised that any political party activities currently going on were outside its jurisdiction. “We cannot be called to say we are encouraging vote-buying, by who? There is no candidate that has filed in nominations, whoever is aspiring is probably aspiring at the political level, these are political party activities so we do not have jurisdiction,” Ms Luhanga said. To date, only the Patriotic Front has taken steps to stop the practice among its members, that they do not have to “flaunt” their financial muscle to attract adoption. We feel this is the right thing to do. All political parties, particularly the big two – PF and United Party for National Development (UPND) must show leadership. PF Secretary-General Davies Mwila at the weekend issued explicit instructions to his members on what was expected of them. Mr Mwila said the party does not want to see its members publicly disbursing money at public meetings. He said their donations should instead be in form of projects. Mr Mwila was apt to remind the PF aspirants that their party was formed as a pro-poor movement that should not be seen as an organisation that only welcomed those with money. Indeed, judging from the way that the various aspirants have been canvassing for support to win adoption, a picture had been created that one needs to have money to contest. Yet, this is not how it should be. What happens to those with a desire to serve the community but lacking the financial muscle to make cash donations? We recall the outcry that was raised when the ECZ came up with what the political parties described as astronomical nomination fees. The consensus was that the nomination fees prevented the “poor” from participating in the electoral process of the country. The ECZ listened, the rest is history. What we want to see in all the parties is an undertaking that the adoption process must not be riddled with money changing hands as a way of showing commitment. We feel those aspiring for political office in any party must base their campaign on what they have to offer if adopted and were successful at the polls. After all, we would assume that their record would speak for them on how they have conducted themselves in the community. It would be politically suicide for the nation if parties chose leaders just because they were financial heavyweights. That would be tantamount to mortgaging the country.

EVEN investors have shown interest to take over Mopani Copper Mines, Minister of Mines and Mineral Development, Richard Musukwa has said. Mr Musukwa said the government was eager to ensure that an equity partner was identified to run the operations of the mine. The minister said once the partner was engaged the mine would be run smoothly in cooperation with ZCCM-IH which was the major shareholder. Mr Musukwa also appealed to local investors to take interest in taking over the operations of the mining giant. Mr Musukwa said the government wants to see Zambians were on the centre stage of run-
ning the mining firms. Meanwhile, Mr Musukwa said the country recorded an increase in copper production in 2020. He said eight large-scale mining companies contributed massively to the increase in copper production. Mr Musukwa said, "copper production increased to 888, 061.46 tonnes in 2020 compared to 796, 430.77 tonnes recorded in 2019 representing an increase of 9.71 percent.” "Copper production by small-scale mines increased to 13, 391 tonnes in 2020 from 8, 732 tonnes recorded in 2019 representing an increase of 34.8 percent. Ms Kapata said the government would not tolerate any illegality such as encroachments on public property which have become rampant. She warned in an interview that those who have built on public property such as schools amd health facilities
were doing it at their own peril. "Let me warn tham that they are encroaching on public property and are doing it at their own peril, we are going to make sure that those infrastructures built on public schools and clinics are demolished without compensation," she said. And Ms Kapata has urged all government institutions to apply for land title as the government is in the process of carrying out the land titling exercise. She said the government
institutions should take advantage of the land titling programme to protect their land from encroachment. The minister explained that encroachment on public property would be a thing of the past once all public institutions are put on title. "We are on record as a ministry of having told government institutions that all infrastructure such as ministries of Health, Education should apply for land title to protect their land from encroachments," Ms Kapata said.

He also said a joint team comprising officers from the ACC, Drug Enforcement Commission and the Auditor-General’s Office has been constituted to look into the matter involving the accumulation of K2.4 billion debt by the ministry for Covid-19 supplies. This follows allegations of price inflations and mismanagement of the procurement process in acquiring the Covid-19 supplies. Anglo American urged to resolve Kabwe lead poisoning By KETRA KALUNGA HUMAN rights groups have called on investors with shares in Anglo American to urge the company to resolve its devastating lead poisoning in Kabwe. The mine has poisoned Kabwe’s residents who have some of the highest lead levels in the world, especially among young children. And health studies in the district have recorded the alarmingly high blood lead levels in children aged five and younger. The Africa and British Human Rights groups said in a statement released yesterday that Anglo American’s failure to act on the toxic legacy at Kabwe stands in sharp contrast to the company’s public human rights commitments. The rights groups released a letter sent to 10 of Anglo American’s leading investors including BlackRock, Fidelity, JP Morgan, Standard Life Aberdeen and Old Mutual. But Anglo American who have already been sued over the lead poisoning said in response to the law suit that it was “not responsible for the current situation” and “was not the majority owner of the mine.” But the rights groups said the Anglo American portrayal does not reflect the true role in Kabwe’s public health disaster. They have also said ending the ongoing suffering of Kabwe’s children, and its future generations, requires Anglo American’s leadership and engagement, not its evasion and obstruction. And documents show that Anglo American was aware of the lead poisoning in Kabwe.

Vedanta seeks court ruling on liquidator’s powers By GRACE CHAILE-LESOETSA VEDANTA Resources Limited has asked the Lusaka High Court to provide direction on whether provisional liquidator Milingo Lungu has powers to reorganise Konkola Copper Mines (KCM) during the stay of winding up petition and the ongoing arbitration proceedings in South Africa. This is in a matter in which ZCCM-IH has asked the court to place KCM under liquidation claiming that it was being managed in the manner that is detrimental to its interests. Among other allegations are evading tax and for being insolvent and that it has failed

Concerns have been raised within the UPND that the raft of corruption, abuse of office and forgery charges to which Mr. Kambwili has been subjected may yet prove deleterious to the pact. Mr Hichilema was also being persuaded by some senior member of the party to agree to proposals advanced by Mr Kambwili as a holding measure in the run up to elections. Among the conditions reportedly demanded by Mr Kambwili, was a rebranding of the alliance to UPNDC to reflect the equal weight and status of the partners to remove an impression of inferiority for his party and there are speculation that he may be offered the running mate position. When asked whether the appointment of Ms Nalumango would not ruin his chances of becoming running mate, Mr Kambwili said the appointment of Ms Nalumango as vice president did not mean she was automatically the running mate. “How will it jeopardize the talks that have been going on, UPND and NDC are not there for a major that the president of this party will be vice for another, no, they have the right to appoint their own vice president but that does not mean the vice president is an automatic running mate,” he said. Securities fund investors demand refund By NATION REPORTER INVESTORS that put money in various Lawrence Paul Investments Company securities products, have expressed concern at the slow pace of refunds. Speaking to the Daily Nation on condition of anonymity, the investors said they had not received a positive response from Lawrence Paul, raising concern about the safety of the money they invested in the fund. The sources said they however saw an advertisement in the media last year, indicating that the Securities and Exchange Commission (SEC), had temporarily taken possession of the company effective October 6 2020. “When we contacted Lawrence Paul all they say is everything is okay and our money will be refunded soon. But this is now five months and nothing is happening,” said the source. According to their findings, the investors said they have been informed that Lawrence Paul does not have adequate funds and properties to manage to refund all the
investors. The investors appealed to the SEC to expedite the process of refunds for money invested. “We want SEC to immediately set up a meeting to address our concerns as investors. Secondly we are appealing to our listening President, Mr. Edgar Chagwa Lungu to intervene in this matter,” emphasized the investors. In its notice in the Media last year October, the SEC said it was empowered under section 11 of the Securities Act to take possession of a license under prescribed circumstances, including where the license has failed to comply with an order or directive of the Commission. “The Commission’s objective of taking the supervisory action is to facilitate an indepth understanding of the management of Lawrence Paul’s affairs and the status of the funds collected from the public, secure any assets attributable to the investing public and ascertain the state of affairs of Lawrence Paul and establish the going concern status of the company thereafter,” read the SEC notice in part.

19 pupils test positive NINETEEN pupils at Chisale Day Secondary School in Katete District, Eastern Province, have tested positive to covid-19. Katete District Education Board Secretary (DEBS), Ruth Moyo, disclosed that out of the 19 who tested positive, 11 were boys and eight girls. Ms Moyo said that a teacher from Tikondane Community School has also tested positive for covid-19 and that she has also been quarantined. She was speaking during the district weekly covid-19 epidemic response meeting in Katete yesterday. Ms Moyo said there was need to intensify sensitisation of pupils and communities on covid- 19 to stop the spread of the disease. Meanwhile, the DEBS bemoaned the lack of adherence to public health guidelines among learners especially those in primary grades when they were outside the classroom environment. “Learners are only observing the regulations while in class, but once they are out of classes, non-adherence starts,” she complained. (DHO) reported that eight bars and two night clubs were closed due to abrogation of the S.I 21 and 22 of 2020 that only allows the selling of beverages on a take-away basis In addition, several community shebeens were closed for similar reasons. Responding to the reports, Katete District Commissioner Joseph Makukula encouraged the Ministry of Health to ensure that the closed bars and nightclubs do not come up with other means of selling alcohol. Mr Makukula said the public was safer if such clubs that were abrogating the S.I were closed as they were a conduit of rapid transmission of the virus. He also encouraged the public to seek timely medical assistance whenever they felt unwell or experiencing symptoms that are associated with the COVID 19. “Let us take precautions, let us not wait until the situation is bad for us to seek medical attention, and let us not be shy about it. Last year, Task force commander, Colonel Pitson Mvula, said that works were on course and that about K30 million was needed for the construction of the substructure. President Lungu had tasked the Zambia Army and Zambia National Service to expedite the construction of the National House of Prayer located in Lusaka’s Woodlands area. US$100 million housing project agreement to empower civil servants has been signed between the Zambia Union of Government and Allied Workers (UG) and Moen Housing Developers of Zimbabwe. The one-year project which will start at the end of this month is expected to create jobs and empower Small and Medium Enterprises (SMEs) as most of raw materials will be sourced locally. For a start, the developer will build 200 houses comprising of two to three bedroomed houses, says UG president Muyaywa Kabisa. Mr Kabisa said the number of housses would gradually increase and the project would be extended to other provinces for UG members. The houses, he explained, would be offered to UG members under an affordable rent to buy facility. He was speaking yesterday in Lusaka at the signing ceremony. “This partnership pres-

The US$100 million is for the centre project because we are going to roll out into different provinces throughout Zambia,” Mr Mafembe said. He pledged that the company would work with local skills and SMEs during the process. “It will not just benefit UG members but also the entire economy, we want to source the raw materials locally to empower SMEs. We are going to use local skill in corporation with our engineers,” Mr Mafembe said.
COMMERCIAL Banks have started increasing interest rates for all loans and advances linked to the Monetary Policy Rate (MPR) which was adjusted upwards by 50 basis points last week in an effort to contain the continued rising inflation. Last week, the Bank of Zambia (BoZ) adjusted upwards the benchmark for pricing money in the market by 50 basis points for the next three months. The decision to raise the monetary policy rate to 8.5 percent from eight percent where the Central Bank kept it for six months, is also meant to restore macroeconomic fundamentals. During the same week, Bankers Association of Zambia (BAZ) indicated that Commercial Banks will soon start sending notifications to their clients who borrowed loans linked to the MPR. So far, about three commercial banks have circulated notifications announcing the increased interest rates on all loans linked to the MPR. Zanaco management in its customer notice announced that the interest rates charged on clients credit facility would be increased by 0.50percentage points
effective March 1, 2021. “The adjustments will either result in increased loan tenure or increased loan instalments. Customers are hereby advised to visit the nearest branch or speak to a relationship manager on which option would be preferred. Stanbic Bank Zambia in its customer notice said loans and advances linked to the MPC would increase by 0.50 percent effective February 21th, 2021. Accordingly, Stanbic said, the increase in MPC would affect loan repayments. “Customers have the option of adjusting their monthly repayments of their loan tenure. This effective date of February 26th, 2021is intended to allow customers the opportunity to advise the Bank of their preferred option, failure to which the Bank will proceed to increase their monthly instalments,” Stanbic said. And Absa Bank Zambia also in its customer notice gave its clients up to March 2nd, 2021 to advice on the options to take. “Should we not hear from you by March 2nd, 2021, we will proceed to extend the repayment period,” Absa said.

A Freedom of Information (FOI) request by the firm found that 1, 500 money managers, payment firms and insurers have applied for permission to continue operating in the UK after Brexit. THE HAGUE - An incident involving a Boeing 747-400 cargo plane that dropped engine parts shortly after take-off from Maastricht airport on Saturday is under investigation, the Dutch Safety Board said. The Longtail Aviation Flight 5504 cargo plane scattered small metal parts over the southern Dutch town of Meerssen, causing damage to cars and lightly injuring one woman, local media said. A positive balance of payments means that more money (specifically the elusive foreign currency) enters a country than leaves it, while a negative BOP indicates the opposite. The National Income Dynamics Study – Coronavirus Rapid Mobile Survey (NIDS-CRAM) has released its third wave of research on the impact of Covid-19 on the economy and society. In April last year it released
its first wave of reports which showed that employment declined by about three million as a result of the Covid-19 lockdown. According to data from Stats SA for the second quarter of 2020, about 2.2 million jobs were shed. The quarterly labour force survey for the third quarter showed that SA had 6.8 million jobless people. Stats SA is due to release labour force data for the fourth quarter this week. Stats SA relies on a much larger sample than NIDS-CRAM.

The NIDS-CRAM’s latest survey shows there have been recoveries in the level of employment with the easing of lockdown restrictions. In fact, employment levels as at October 2020 were much closer to pre-pandemic levels in February, according to the report. “Between February and April 2020, we had previously found a substantial increase in those who were not employed – from 43 percent to 52 percent as well as an increase in furloughed workers. We now find that by October 2020 the percentage of people employed is much closer to its February pre-pandemic level.” Speaking at a virtual event
to launch the third wave of data, Nic Spaull, who leads the NIDS-CRAM research, said the recovery in jobs did not necessarily mean that all jobs lost in April were recovered. “Only half of those who lost jobs (in April) regained them (by October). A third of those who were not employed in February, gained jobs in October,” Spaull said. KBF MUST EXPLAIN WHAT CONSTITUTES A TERM OF OFFICE BEFORE MISLEADING PEOPLE Dear Editor,

IRSTLY, allow me to categorically state that I have great respect for Mr. Kelvin Bwalya Fube famously known as KBF as a great scholar, well established businessman, political figure and indeed someone who is older than I and as per our rich culture and tradition he deserves to be respected. Recently, Mr. KBF appeared on a paid up TV programme talking about the once hot issue but now done and dusted, the issue to do with the eligibility of President Edgar Lungu ahead of the August 12 general elections. I followed Mr. KBF with keen interest on his interview hoping to get some substance from his argument and learn more from a legal practitioner of his calibre but I must confess our learned lawyer seem to have come short on this matter. Throughout the interview Mr. KBF was hiding behind ARTICLE 35 in our constitution which clearly he failed to interpret as a learned lawyer in simplest terms, to the extent that he just massaged the surface of the article in question like a first year law
student at the University of Zambia. In his lame argument that clearly lacked substance beyond any reasonable shadow of a doubt Mr. KBF told us that Article 35 says a person elected to two (PRESIDENTIAL) terms of office cannot go for another term because that will be going for a third term which we all know is illegal according to our supreme document of our land, the constitution. However, Mr. KBF failed lamentably to explain to the people of Zambia on what constitutes a presidential term of office because that’s the genesis of all this argument. Mr. KBF’s argument that lack substance seem to be way off his professional career but driven by emotions as a result of disappointments in his political career. Truthfully speaking, I was taken aback to see that Mr. KBF would lie, above all confuse ordinary and innocent Zambians with a straight face on TV, when he knew that according to the Presidential Term of Office President Edgar Lungu has only served one term. As a layman in the faculty of law I have few simple questions that I guess most Zambians would be interested
to know the answers: 1. What constitutes a PRESIDENTIAL TERM OF OFFICE? 2.. If it’s not mandatory that a TERM OF OFFICE someone has to serve five years then why do we wait to have elections every after five years? 3.. Mr KBF should tell the people of Zambia where in the constitution does it say it’s not mandatory that a TERM OF OFFICE one has to serve five years. 4.. Does the period of office for President Edgar Lungu from 2015 to 2016 qualifies to be a TERM OF OFFICE in line with what is enshrined in our supreme document of our land the constitution or not? If President Edgar Lungu has not served two terms according to our supreme document of our land which is the constitution, I expected our learned legal practitioner Mr. KBF to know better that President Edgar Lungu is eligible and drop this whole discussion which clearly is slowly but surely damaging his own profile that people regard highly with great respect, honour and confidence bestowed upon him by majority clients he has attended to. Let me make mention that if President Edgar Lungu’s

Dr Mushimba, who is Higher Education Minister, said the electorate in Kankoyo constituency in Mufulira were able see through the selfishness some aspiring candidates had exhibited and would not follow blindly. In an interview from the United States of America (USA) where he has been admitted in hospital after a serious road traffic accident, Dr Mushimba said he would soon be back to continue working with people in the constituency.
"People know who some of these aspiring candidates are. The people of Kankoyo are not naive and can't be hoodwinked by excessively over ambitious selfish individuals,'' Dr Mushimba said He said he was paying gratitude to his supporters and the people of Kankoyo constituency for their unwavering support even in the midst of being abused by some detractors. "My message to my supporters is that of gratitude. As we start our re-election campaign, we shall remind everyone in Kankoyo of the incredible strides and unprecedented development that we have seen over the last five years. Pupil drowns after epileptic attack By JACKSON MAPAPAYI
AN epileptic grade seven pupil of Kamata primary school in Ikelenge district has drowned in a well. North-western province Commissioner of police, Joe Njase, confirmed the sad development and identified the deceased as Gift Kajiba aged 14 of Muweji village. Mr Njase explained that the incident which occurred yesterday around 09:00 hours was reported by the uncle of the victim Thomas Kalukangu. He said that the boy went to draw water alone when he eventually developed epileptic symptoms and drowned in the well. He said police visited the scene and the family has since been advised to bury the body. Meanwhile, 21-year-old man of Kibuye village in Chief Mulonga's chiefdom of Mushindamo district has committing suicide. Mr Njase said the incident happened on Monday around 16:00 hours and identified the victim as Peter Kyendabunke. He said the body was discovered about 40 meters away from the house by his young sister. "Police visited the scene and the family has been advised to bury the remains as there is no foul play," he said.

ONZE Town Council has cautioned residents against shunning national programmes that are meant to help uplift their standard of living. The local authority said that residents must always take part in events such as the Keep Monze clean, Green and Health campaign.
According to the local authority, some residents including Government officials had been shunning the campaign for no reasons. The council will on Friday carry out the monthly Keep Monze Clean, Green and Health Campaign which some individuals and Government officials been shunning. Council Public Relations Officer, Kanchele Kanchele, said this in a statement obtained
by the Daily Nation yesterday.
"The local authority employees will carry out the campaign in Chisekesi. Therefore, we would like to urge residents of the area to also carry out this activity by ensuring that they clean their surrounding areas. "The previous month our target was mass disinfection in public places in the Central Business District and nearby surrounding places so we
are extending that activity to Chisekesi which is part of Monze District," Mr Kanchele said. Mr Kanchele said the plans of the local authority is to keep the district clean and afterwards, disinfect public places as it continues to fight against the COVID-19. "The local authority would also like to take this opportunity to inform the public that there has been a significant improvement as regards to refuse collection by the Local Authority after fixing the

Through a consultative process and application of an appropriate tool of analysis, identify the key areas of focus during the next strategic planning period and develop strategic goals and objectives. Thereafter, break down each strategic goal into multiple strategic objectives and activities that represent key components of the Authority’s approach to achieving its mandate. vi. Propose a strategy for achieving the key result areas and strategic objectives. The strategy should represent the Authority’s proposed approach for adapting to emerging issues and changing external conditions to ensure that the Strategic Plan is flexible and adaptable as the pensions and insurance industries evolves, while providing clear and measurable targets. vii. Facilitate the development of a Strategy and Resources Framework for the plan period - The framework will provide a comprehensive resource plan that aligns to the Strategic focus and provides the related resource levels that are needed to achieve the Authority’s mission and establish an essential sequenced foundation for logical execution of strategies that maximize the effective use of the Authority’s resources. viii. Moderate the stakeholder meetings and workshops to validate the draft Strategic Plan. ix. Finalize the Strategic plan and submit to the Authority. x. By SEBNEM INCESCU FEBRUARY 16, 2021, marks the 10th anniversary of the opening of the Turkish Embassy in Lusaka. The precautions in place due to the Covid-19 pandemic urged us to celebrate this special day among the members of the embassy. On this special occasion, we planted a tree at Chancery’s garden to signify the evergrowing and long-lasting nature of the Turkish-Zambian friendship. At this point, I remember with gratitude our ambassador, my predecessor Ahmet Arda. Though we established the diplomatic relations soon after the declaration of Zambia’s independence, it was only after the opening to embassies in our respective capitals that our relations started to develop in real terms. This anniversary coincides with the end of my tour of duty in Zambia. Therefore, it gives me the opportunity to account for the last four years of our relations.

A PROMISING FUTURE FOR TURKEY-ZAMBIA RELATIONS cooperation between the law enforcement agencies. Over the past four years again we hosted President Edgar Lungu, Vice President Inonge Wina, and the minsters of Foreign Affairs, Defence, Health, Trade and Industry in Turkey. These visits have broadened and deepened our bilateral relations and guided us whilst preparing our work schedule. session of the joint economic commission meeting in Lusaka, co-chaired by the Minister of Family, Labour and Social
Services on the Turkish side and Minister of Foreign Affairs on the Zambian side.

NOTICE TO THE PUBLIC
The agreed minutes signed during this meeting serve as a roadmap ranging from trade and industry; science, technology, research and development cooperation to health; agriculture; transport and communication; energy and mining; information and broadcasting. We convened the first joined business council and brought Turkish and Zambian business circles together with the first B2B meeting in Lusaka. We held the first military dialogue in Lusaka paving the way for reinforcing the relations in the defence area. We signed 19 agreements, 12 of which were during the presidential visit to Zambia. We established the interparliamentary friendship groups both sides. We arranged technical visits and meetings on priority areas
designated as anchors in Zambia’s development agenda. We rejoiced over the launch of direct flights to Lusaka by Turkish Airlines, our national flag carrier. The flights are suspended temporarily because of the pandemic but we look forward to their resumption in the coming months.
TURKISH MAARIF FOUNDATION
We acquired legal personality for the Turkish Maarif foundation, an important benchmark for the improvement of our relations in the field of education. The foundation, working closely with the Zambian authorities, offers various opportunities to younger generations. Through the MoU in the form of a letter of intent, we took the first step toward TIKA’s opening an office in Lusaka. TIKA, the agency responsible for implementing and coordinating Turkey’s development cooperation and internal affairs office into service and thereby initiated close and regular
We continued the present higher education prospects to the Zambian young people through the Turkish scholarships programme an important vehicle for our cultural diplomacy. In brief, we created a staunch, smooth and promising, mutually beneficial cooperation atmosphere between Turkey and Zambia. We were able to accomplish this thanks to the highest political will on both sides. It has been an honour and privilege for me, as the Turkish Ambassador in Lusaka to serve the further development of our bilateral relations.

AR ES SALAAM - Tanzania has finally ordered its citizens to adhere to Covid-19 rules, days after the country recorded high-profile deaths that prompted the World Health Organisation (WHO) to pile pressure for more decisive action against the pandemic. But the country’s populist President John Magufuli said “Tanzanians should take caution and use masks made in the country including those of the country’s medical board because there is doubt about the efficacy of masks from other countries.” On Sunday, Tanzania’s Ministry of Health, Community Development, Gender, Elderly, and Children urged the public to adhere to all precautions including wearing face masks. The directive came hours after the WHO released a statement urging the country to start reporting coronavirus cases and sharing its data. In a statement on Saturday, WHO Director-General Tedros Adhanom Ghebreyesus said, “I

President Mugufuli, speaking in a Church service in Dar es salaam on Sunday told the congregation that the government is not against the use of masks and that citizens should take personal responsibility to protect themselves against the virus. “Tanzanians should take caution and use masks made in the country including those of the country’s medical board because there is doubt about the efficacy of masks from other countries,” said President Magufuli. Covid infection in Lagos 'may top Africa's official total'
Millions not thousands of Nigerians have already contracted coronavirus, a new study says.
ABUJA - A Covid-19 antibodies survey in Nigeria suggests that four million people in Lagos state alone have had the virus - more than has been officially recorded for the whole of Africa. The official figure for Nigeria is 153, 000 cases with 1, 862 deaths. The study was done on 10, 000 people from four Nigerian states to estimate the extent of coronavirus in Africa's most populous nation. It was conducted before a second wave began in early December. The findings of the seroprevalence survey, carried out in September and October by Nigeria's Centre for Disease Control (NCDC) and the Institute for Medical Research (IMR), are staggering, reports say. Rates of infection were initially thought to be low during the first wave of the pandemic, the report says.
The country recorded its highest daily infection rate in January, when it logged 1, 600 new cases, suggesting many more people were infected in the second wave. The results found that one in five of those tested in the states of Lagos, Enugu and Nasarawa had been infected. In the north-eastern state of Gombe, the proportion was one in 10. Infections in men was higher and people living in urban areas were particularly vulnerable to contracting the virus, the study said. For the head of the NCDC it shows that a large portion of Nigeria's 186 million inhabitants are still at risk from the virus. The country recently approved the Oxford-AstraZeneca vaccine for use, but it is not clear when it will receive them. – BBC.
Philippines offers nurses in exchange for vaccines from Britain, Germany MANILA - The Philippines will let thousands of its healthcare workers, mostly nurses, take up jobs in Britain and Germany if the two countries agree to donate much-needed coronavirus vaccines, a senior official said yesterday. The Philippines, which has among Asia’s highest number of coronavirus cases, has relaxed a ban on deploying its healthcare
workers overseas, but still limits the number of medical professionals leaving the country to 5, 000 a year. Alice Visperas, director of the labour ministry’s international affairs bureau, said the Philippines was open to lifting the cap in exchange for vaccines from Britain and Germany, which it would use to inoculate outbound workers and hundreds

JOHANNESBURG - Former President Jacob Zuma will finally have his day in court after the KwaZulu-Natal High Court in Pietermaritzburg heard yesterday that his corruption case was finally ready for trial. Well over a decade in the making, the case overcame a final few hurdles, including a review application from Zuma's co-accused, French arms company Thales. But eventually, the matter was certified trial ready for the period May to 20 June 20. Further particulars were put to rest in the brief court session. Zuma and Thales are accused of colluding in the now infamous arms deal. Zuma's financial advisor, Schabir Shaik, was convicted of soliciting a bribe for Zuma. Both Zuma and Thales face charges of fraud, racketeering, corruption and money laundering relating to the controversial multibillion-rand arms deal. Senior State advocate Billy Downer said all parties agreed to postpone the matter after Thales' review application to have the racketeering charges thrown out. The review was unsuccessful. Meanwhile, Zuma could still avoid jail time for defying the
Constitutional Court’s order that he give evidence before the state capture inquiry – if he testifies at the commission. In an affidavit filed at the country’s highest court on Monday afternoon, inquiry secretary Professor Itumeleng Mosala stated that, although the commission wanted Zuma to be sentenced to two years behind bars for multiple acts of contempt, he also suggested that the court may suspend that sentence, “... on condition that Mr Zuma appears and gives evidence.” Zuma would also need to submit two affidavits that Deputy Chief Justice Raymond Zondo ordered him to provide to the inquiry in relation to his involvement in the affairs of Eskom and the Passenger Rail Agency of SA. Shortly after the Constitutional Court gave its unanimous judgment against him, Zuma publicly stated that he would defy the ruling for him to appear and answer questions about his nine years in office just as he had defied the unjust apartheid government – and insisted he was, “... prepared to go to jail.” True to his word, Zuma did not obey the inquiry summons issued for him to appear on February 15. – NEWS24.

THOUSANDS DEAD BUT NO PROSECUTIONS - WHY LIBERIA HAS NOT ACTED M ONROVIA – Tales of atrocities dominate accounts of Liberia's years of civil war but not a single person has been tried for war crimes in the country's courts. This is despite the estimated 250, 000 dead - amounting to around eight percent of the population at the time - and
survivors willing to testify about the conflicts from 1989 to 1997 and 1999 to 2003. But yesterday, in an unprecedented move, a war crimes case was heard in the capital, Monrovia. But this was a Finnish court holding a special session, not part of the Liberian judicial process. Gibril Massaquoi was a

He is clear however that he wants a war crimes court to be established "to stop impunity."
Liberia’s civil war Charles Taylor led the rebellion in 1989 and went on to be president. • Liberia endured two bouts of brutal fighting in 1989-1997 and 1999-2003 • Charles Taylor led an uprising against President Samuel Doe, who himself had taken power in a coup in 1980 • Doe was executed in 1990 by a rebel group led by Prince Johnson • Some 250, 000 people were killed in the fighting overall • Thousands more were mutilated and raped • Taylor was elected president in 1997 after a peace deal • The war was reignited in 1999 when two new rebel groups emerged • Taylor stepped down and went into exile ahead of a peace deal in 2003 The 46-year-old bears the physical and emotional scars of the conflict and wants to make sure that others do not have to go through the same thing. He lost an arm during that time and is now head of a disabled persons association in Bong county. “The child soldiers who were used are living in poverty and trauma. If a war crimes court comes to Liberia and people are prosecuted no-one would use child soldiers again.” ‘Need for closure’ His words are echoed by campaigner Adama Dempster from the Civil Society Human Rights Advocacy Platform of Liberia. He believes that a “war crimes court would give closure to victims from the civil war, and would also give victims an opportunity for legal redress.”
Victim testimony has become a key part of war crimes trials, and the Finnish court will be sitting in Monrovia to hear those witnesses. Dempster also believes that the lack of a judicial process and a “failure to address past human rights violations during the war (has led) to the undermining of present human rights.” Ellen Johnson Sirleaf, who won the country’s first post-conflict presidential election, inaugurated the Truth and Reconciliation Commission (TRC) in 2006 to, in her words, “help the process of healing.” This was a country shattered by war and looking for a way to restore trust among the people. The TRC was not a tribunal but it was established to identify “the root causes of the conflict, and (determine) those who are responsible for committing domestic and international crimes against the Liberian people.” Its final report in 2009 recommended, among other things, the prosecution of certain individuals, the establishment of a special court and for certain people to be barred from public office for 30 years, as well as reparations for victims. But the recommendations were immediately mired in political controversy. Among those who were supposed to be barred was Johnson Sirleaf herself because of a past connection with onetime rebel leader and former President Charles Taylor. She had admitted that she had donated money for a relief operation that ended up in Taylor’s hands and had apologised at the commission - but she did not step down. She was not the only one, and some remain in office today. There were others in positions of authority who were identified for prosecution - including two lawmakers who still sit in parliament. “The TRC recommendations had political implications for those in government,” Liberian researcher into transitional justice Tennen Dalieh Tehougue says.

Kashala says the association has disbursed the resources to the Super Division and National Division One clubs as promised. The first batch of the US$1 million FIFA Covid-19 relief funds were disbursed in August 2019 with the second batch lined up for January 2021.
