Apologise, MMD tells HH … As Pastor Chanda threatens to report him to police By KETRA KALUNGA and SILUMESI MALUMO UPND president Hakainde Hichilema should apologise for using vulgar language against President Edgar Lungu, MMD National Secretary, Reuben Sambo, has advised. UPND spokesperson, Charles Kakoma however said Mr Hichilema did not insult and those alleging that he insulted are doing so out of their own imaginations. And New Congress Party president Peter Chanda has threatened to report Mr Hichilema to police for continuing to abrogate the law by insulting the Presidency. Pastor Chanda said this tendency of Mr Hichilema can only be stopped when he faced the wrath of the law. Reverend Sambo also said in a separate interview that Mr Hichilema and other political players should tread carefully and put their emotions under control as failure to do so would lead to a very difficult 2021 general election. He said if political leaders continue using aggressive language, they would “burn down” the country with such offensive words. Rev Sambo said political leaders should restrain themselves from the use of strong language as the country prepares to go to the polls next year. Rev Sambo said it was the duty of every political party in the country to offer Zambians a decent environment for them to vote.
Addressing scores of supporters in Pemba, Mr Hichilema said President Lungu caused him to be taken by police and placed in a cell which was splashed with faeces and used an obscene expression in relation to his dead mother. Mr Hichilema who used unpalatable and derogatory language during his whole address, also directed the people in the area not to listen to lies by the PF and every time they hear someone mentioning “Pabwato” they should respond “Pabwato Panyo..ko. But Pastor Chanda said Mr Hichilema would not be left scotfree for abrogating the laws by insulting publicly. He said that what Mr Hichilema did while addressing people in Pemba was criminal and should be treated as such. Meanwhile, Mr Kakoma said Mr Hichilema did not insult and those that want to see insults to suit their agenda were seeing the insults. He added that those who mean well did not see insults in what Mr Hichilema said. “If you watched the video clip from the rally there is somewhere he used some Tonga expression, the people were happy and cheering him. Do you think they can cheer him if he insulted?” he wondered. Mr Kakoma said those that claim Mr Hichilema insulted did not understand the language or merely wanted to twist the meaning of its expression.
‘20p.c. subcontract policy a challenge’ By PETER SICHALI ADHERENCE to the 20 percent subcontracting policy has not been impressive because of lack of necessary legal backing to keep foreign firms in check, Ministry of Housing and Infrastructure Permanent Secretary Danny Mfune has said. The policy requires that 20 percent of contracts awarded to foreign firms should be sub-contracted to locals. “Compliance on the 20 percent subcontracting policy has been a challenge because it was not adequately supported by legislation and this is why we are repealing the ZPPA Act,” Mr Mfune said. Mr Mfune said it was Government’s desire to have majority of infrastructure projects implemented by local contractors. Mr Mfune said the Ministry of Infrastructure and other line ministries were reviewing the ZPPA Act to compel all foreign contractors to sub contract local companies to build capacity. “Government’s desire is that we should reach a stage where most of these infrastructure contracts are done by local contractors because currently the high value contracts are being done by foreign contractors,” Mr Mfune said. Mr Mfune said the Act would help develop technical and financial capacity of local companies to handle high value infrastructure contracts. “Once there is full compliance by foreign contractors on the subcontracting policy, it will help our local contractors to develop technical and financial capacity to execute big Infrastructure projects,” he said. Mr Mfune said there had been challenges in the way the 20 percent sub-contracting policy has been implemented. “These challenges emanate from big contractors not willing to engage the local contractors and when they come on board they are given works which are very difficult to handle,” he said. Mr Mfune said the repealing of the ZPPA was in its final stages and would resolve issues of compliance on subcontracting policy.

TWO suspended University of Zambia students who have been identified as ring leaders of last week’s riots where the Vice Chancellor’s office was almost torched, have been arrested. Zambia Police spokesperson, Esther Katongo said the two were in police custody and would appear in court soon. Ms. Katongo however said the names of the two have been withheld for security reasons. “The two are still in police custody and they will appear in court but we have withheld their names, you will get their names when they appear in court,” Ms Katongo said. The University of Zambia management suspended eight students who allegedly incited others to riot over the decision not to allow students with outstanding fees to write semester examinations. The eight have been named as Chandra Chongo, Samuel Daka, Justine Ngosa, Boyd Simukoko, and Frank Chiyama. Other students are Langford Mbewe, Mwate Simpemba and Abraham Chilubaila. ABOUT 3.4 million children are expected to be immunised this week for the second child health week and US$4.4 million will be spent on the exercise in partnership between Government and a grant from the UN agencies. EIGHT private health care providers have been accredited by National Health Insurances Management Scheme (NHIMA) to enhance access by NHIMA members to receive the benefits of insurance service under the National Health Insurance Management Scheme and that brings the total number to140 countrywide. The accredited private healthcare includes pharmacies and diagnostic centres from Lusaka and Livingstone that are under National Health Insurance. NHIMA director general James Kapesa however explained that, in an event that a NHIMA member is provided a valid prescription or a laboratory request that cannot be provided in any of the accredited facilities, the member would be able to present the prescription to the newly accredited private or diagnostic centre to access the benefit in a cashless manner. Mr Kapesa said the aim was that NHIMA focused on reducing the need for out of pocket payments and reduction in catastrophic health payments at the time of illness. Mr Kapesa explained that the issuance of the accreditation agreement and accreditation certificates with private providers serves as reassurance to the citizens that HNIMA is doing and would continue to do everything within its powers to ensure that all its members had access to quality Health Care of their pre-existing condition from birth to death. He disclosed that in September, NHIMA invited applications from private pharmacies and diagnostics centers to pally for accreditation as required by the National Health Insurance Act No 2 of 2018.

ZCTU INITIATES CAMPAIGN FOR ZAMBIA’S DEBT RELIEF By KETRA KALUNGA

E are going to campaign for the country’s debt relief in partnership with institutions that have shown willingness to join the fight, the Zambia Congress of Trade Union (ZCTU) has said. ZCTU General Secretary, Cosmas Mukuka, said the congress was prepared to join various organisations in pushing for the country's debt
relief in the same way they joined efforts in ensuring that Zambia reached the HIPC Completion Point. Mr Mukuka said in an interview that the ZCTU was already engaging institutions that intended to join the campaign to help Government fight for the debt relief. He said now was not the time for unwarranted attacks on Government, but it was time to join efforts in persuading the creditors to give the country a debt relief.
“This we did even at the time of HIPC completion, even at that time of debt relief when we joined the church and others, so we have started to approach the institutions joining the campaign, just as we did at first.” Mr Mukuka explained that ZCTU and the various institutions as a consortium would campaign for debt relief by putting across a strong case for Zambia. He called for combined efforts from various
stakeholders in campaigning for Zambia’s debt relief to bring the economy back on track. “We need to concentrate on building Zambia, looking at what is confronting Zambia, the debt burden. The Covid-19 has hit us badly and the government didn’t plan for it so let us not attack the government but help in resolving the debt burden,” Mr Mukuka said.
Kapata warns HH over displaced villagers By OLIVER SAMBOKO VILLAGERS of Ngabo in Namwala have accused Government of failing to take action against the continued illegal occupation of their communal grazing land by UPND president Hakainde Hichilema. And Lands minister Jean Kapata has warned Mr Hichilema to stop bullying Namwala villagers over their grazing land by fencing it off because that was not his land. “I am sending officers there to ensure people are not harassed,” Ms Kapata said. The villagers said Government should ensure that the directive to Mr Hichilema to stop fencing off the more than 1, 500 hectares communal land was respected by the opposition leader. Speaking to Daily Nation,
one of the affected villagers, James Mayaba, who also spoke on behalf of other villagers said it was shocking that directives by Government to Mr Hichilema did not amount to anything. He said despite several protests from the affected villagers, the Ministry of Lands has done nothing to stop Mr Hichilema and his agents from fencing off the community’s grazing land. "Mr Hichilema is fencing off the communal land because he doesn't want his animals to mix with ours but he is forgetting that he found us here and if really he cares about people as he claims, let him open the grazing land to the owners," he said. A WITNESS has produced in court documents that Marshlands Consortium Limited presented to the Pensions and Insurance Authority (PIA) to acquire shares in Ultimate Insurance Company Limited in an alleged fraudulent manner. This is in a case three Marshlands Consortium Limited directors Nachi Musonda, Tobias Hanyimbo Milambo, and Richard Lubemba are facing 15 counts of forgery, obtaining money by false pretences and uttering false documents, among them Ultimate Insurance Company Limited shareholder resolutions. Milambo, 48, a chartered insurer of Woodlands, Musonda, 33, of Chongwe and Lubemba, 31 of Chalala, are alleged to have forged documents purporting to show that they had been appointed as directors at Ultimate. It is alleged that between January 1, 2018 and December 31, last year, Milambo, Musonda and Lubemba, with intent to defraud, forged a Bitrust Real Estate Innovative Solution Valuation Report dated January 6, 2018 for stand 9192/35 Mununga Road, Ndola. The three, all insurers, allegedly forged the document by purporting to show that it was genuinely issued and signed by authorised Bitrust Real Estate Innovation Solution for Investors, when it was not the case. It is also alleged that between the same dates, Milambo, Musonda, Lubemba, and Marshlands Consortium
Limited obtained goods by false pretenses and stole over US$41, 000 belonging to Ultimate Insurance. Testifying in the case yesterday, PIA manager- audit and risk Chitoshi Mutabukilang’ombe said in 2018 Ultimate was not issued with a licence because it failed to meet new capital requirement of K10 million as its paid up share capital was K1, 650, 000. Mr. Mutabukilang’ombe said on February 28, 2018 the company informed the PIA that it had found new investors who had brought in new investment of 8.350 million shares at K1 per share, bringing the paid up capital to the required K10 million. He said according to documents presented to PIA, Marshlands Consortium Limited had acquired 65 percent shares, Ms. Felicitas Kabwe Chibamba 18.5 percent shares, while Ultimate Insurance founding shareholders Klein Siampongo, Justin Phiri, and Maybin Silavwe had 6.6 percent shares, another 6.6 percent shares, and 3.3 percent shares respectively. He said the documents further showed that the shareholders in Marshlands Consortium Limited were Milambo, Musonda, and Lubemba with 33.33 percent shares each. Mr. Mutabukilang’ombe said consideration for the 8.350 million shares was based on properties whose (allegedly forged) valuation reports, certificates of title, and deeds of transfer Marshlands Consortium presented to the PIA. Health care for all THERE are many families that have lost loved ones all because they could not afford the health care needed. Many give up just because of the cost implication in the treatment of certain ailments. However, this should no longer be the case. Government has brought a solution and this is for everyone regardless of class, whether one is in employment or not. The introduction of the National Health Insurance Management Scheme (NHIMA) is a great milestone for this country and every citizen should be encouraged to enroll for the scheme. Not only does the scheme under NHIMA guarantee improved health service delivery, it actually does provide a whole range of improved health benefits. It would appear however that many Zambians are not aware of the many benefits to be enjoyed under NHIMA, and have continued to ignore the scheme. Some companies have however realised that the national health insurance provides a cost saving mechanism by subsidising the cost of treatment of various ailments including the most complicated operation one can encounter. The modalities of joining the scheme are simple because one just needs to go to their NHIMA offices with their national registration card and they fill in forms. Alternatively, employers obtain the forms and register their employees. Employees pay one percent and employers one percent of basic income to entitle the policy holder to free treatment in any government hospital or as the case may be now, in any accredited health care provider. And in line with the government policy of not leaving anyone behind, even the self-employed/ informal sector are catered for and only need to pay one percent of assessed income. Exempted groups from contributions include those above the age of 65 years, those deemed vulnerable by the Ministry of Community Development and those who are physically and mentally disabled and unable to work. That means the rest of the population whether in formal or informal employment can be assessed and pay to join the scheme. And now to make this even better, NHIMA has included other fields of health care providers such as pharmacies, diagnostic centres and orthopaedic implants benefits, a package accessed from the private health facilities with pre-authorisation. Yesterday, NHIMA announced the addition of eight private health care providers it has accredited to enhance access by its members to receive the benefits of insurance service under the insurance management scheme and that brings the total number to140 countrywide. NHIMA director general James Kapesa however explained that, in an event that their member is provided a valid prescription or a laboratory request that cannot be provided in any of the accredited facilities, the member would be able to present the prescription to the newly accredited private or diagnostic centre to access the benefit in a cashless manner. This means that if for some reason any hospital does not have medicine as prescribed, a patient who is a member can still go to any accredited pharmacy and get the required medication. This actually works out well for patients because the hunt for medication would be minimised. Above all, treatment is guaranteed and that is what any patient wants to hear.

Nevers sued over incomplete $70, 000 property sale By GRACE CHAILELESOETSA
MMD president Nevers Mumba has been taken to court for failure to complete and transfer a property which he sold at US$70, 000 to a Lusaka resident, Oliver Scott. Mr Scott is seeking an order for specific performance of the contract of sale dated September 6, 2018 being the transfer, assignment and vacate the possession of property LUS/38497 in Ibex Hill, Lusaka. He also claims costs and any other relief that the court may deem fit. In a statement of claim filed in the Lusaka High Court commercial registry, Mr Scott has stated that Dr Mumba was a registered owner of property known LUS/38497. He stated that about 2018, he entered into an agreement with Dr Mumba for the sale of the property
at the purchase price of US$70, 000. Mr Scott said that a contract of sale and assignment were accordingly executed between the parties upon full payment of US$70, 000 paid to Dr Mumba. He stated that by virtue of the said contract of sale, the date fixed for obtaining the State's consent to assign was two weeks from date of exchange of contracts. Mr Scott stated that it was also agreed that the completion of the sale of the said property was within four weeks of exchange of contracts and that Dr Mumba would have option to repurchase the said property within 60 days from the date of execution of the contract of sale. He stated that it is now over two years since the said property was bought and Dr Mumba has to date failed to complete and transfer the said property to him despite numerous reminders.
He said that in 2019, with Dr Mumba's full knowledge and consent, the plaintiff begun to formaly process the transfer of the said property and obtained consent to assign in November 4, 2019. Mr Scott stated that it was subsequently brought to Dr Mumba's attention by a letter dated November 26, 2019, authorised by the acting Commissioner of Lands, addressed to the defendant and copied to the plaintiff (Mr Scott) that the State consent to assign had been withdrawn following the defendant’s allegations of suspected fraudulent activities against the plaintiff. GOVERNMENT has concluded negotiations for downward adjustment of electricity tariffs for water utility companies in the country. Ministry of Water Development public relations officer, Amos Zulu, said negotiations to reduce electricity tariffs for water utility companies had been concluded and were awaiting approval. Water Development Minister Dr Jonas Chanda said high electricity tariffs were constraining the operations of water utility companies, hence the decision to find a lasting solution to the problem. Dr Chanda said this in Choma when he inspected a solar powered plant used by Southern Water Supply and Sanitation Company, as an alternative source of energy. He said the meeting involving his ministry, the Ministry of Energy, Zesco Limited and the Energy Regulation Board (ERB), proposed that electricity tariffs for utility companies be classified under the social tariff in the lower brackets to reduce operational costs. Government, he said, was concerned about the impact of high electricity tariffs on water utility companies which had led to about 40 percent loss in revenue. Dr Chanda said that other issues discussed during the meeting included the outstanding debt owed to utility companies by government institutions. The arrears, he said, were being dismantled through a plan to deduct from source and ensure utility companies remain afloat. He said the meeting also tackled stalled projects and the Ministry of Finance assured of increased funding to ensure that provision of water and sanitation services were enhanced. Dr Chanda said in an effort to provide universal access to water and sanitation for all, Government would continue funding the sector.

THERE is need for a well calculated strategy to woo Patriot Front (PF) supporters across the country to register as voters in masses and ensure victory in 2021, a PF official Lemmy Bwalya has said. Mr Bwalya called on party leadership to quickly mobilise funds to empower lower structures to easily help masses obtain National Registration Cards (NRCs) and register as voters. He in an interview that NRC issuance and voter registration remained cardinal in ensuring victory for the PF. Mr Bwalya said party provincial organs should not be hypothetical but practical enough to audit how many PF supporters were being captured in the voter registration. "The party still remains a parent to Government in place and the way the party performs now, determines the continued stay in Government next year.
“I therefore, request the party at Lusaka provincial level to do an introspection to establish the facts regarding the turnout of those that are spending almost 1 or 2 days queueing up to register as voters. Are they ours or not? It will be daydreaming for us if this exercise is taken lightly," he said. Mr Bwalya said there need for a well thought out plan to ensure achievement and find out what kind of machinery was urgently required to woo PF supporters to register. "We've proved to be genuine servants who deserve to be given time again to continue improving lives of Zambians. “PF under President Edgar Lungu has scored many goals among them, infrastructure development generally, human capacity building, enabling atmosphere for investment among others," he said. In an interview, chief Shaibila said the structure was expected to be completed next year in December. Dr Muia, in an interview at the weekend, said Kenya is seeking a quick-disburse loan from the International Monetary Fund (IMF) to top up the public purse, which has taken a battering from the Covid-19 pandemic. The IMF on Friday released a statement disclosing that tax, governance and monetary policy reforms are part of its ongoing debt negotiations with the government, stoking fears of a return to painful prescriptions of the past that have resulted in civil servant job losses and increased taxes. “The reforms that are tied to IMF programmes are not exotic, they are formulated between the country and IMF. Kenya is negotiating a disbursing programme and discussions are still on going with IMF,” said Dr Muia told the Nation without disclosing the amount that Treasury has applied for. He said Kenya needs the reforms suggested in the IMF loan package, but added that the conditions will not necessarily mean civil servant

Nigeria slumps into recession as oil output drops ABUJA - Africa’s largest economy has slumped into a recession in the third quarter as oil production dropped to a four-year low. Nigeria’s gross domestic product shrank 3.6 percent in the three months through September from a year earlier, compared with a 6.1 percent contraction in the previous quarter, Statistician-General Yemi Kale said at the weekend in a report released on Twitter. The median estimate of six economists in a Bloomberg survey was for a 5.3 percent decline. Oil production fell to 1.67 million barrels a day from 1.81 million barrels in the previous three months. That’s the lowest since the third quarter in 2016, when the economy was in a contraction that lasted for over a year. Africa’s top crude producer cut production in order to reach full OPEC+ compliance. While crude contributes less than 10 percent to Nigeria’s GDP, it accounts for about 90 percent of foreign-exchange earnings and half of government revenue. That means the plunge in oil prices in the wake of the pandemic, which struck as the economy’s recovery from a 2016 slump was still gaining traction, has emptied coffers. The contraction could further complicate the task of the central bank’s monetary policy committee as it starts its two-day meeting on interest rates on Monday. HARARE - The National Development Strategy 1 (NDS1), the Government’s newly announced economic blueprint covering the period 2021 to 2025, aims to drive the beneficiation of five key minerals during its five-year period to enhance socio-economic development. NDS1, which was launched by President Mnangagwa on Monday, last week, will target beneficiation of key minerals gold; platinum group metals (PGMs), chrome, diamond and coals. This also comes against the realisation that most facilities for the beneficiation of minerals, which are a finite resource, in the country either lie idle or are underutilised. These include Fidelity Printers and Refiners, Alaska Copper Refinery, Bindura Nickel Corporation refinery and Kwekwe Roasting Plant. Government has identified mining as one of the key anchors of economic growth over the short to medium term towards upper middle income status by 2030 and has lined up policy measures to grow mining from a US$2.3 billion industry to a US$12 billion sector by 2023. According to the NDS1 strategy document, which takes over the Transitional Stabilisation Programme (TSP) and runs its full course at the end of next month, Zimbabwe exports most of its mineral raw. NDS1 intends to build on the successes and has achieved under the TSP, which was adopted in October 2018. Mooted plans for mineral beneficiation, the NDS1 document says, align with vision for national reindustrialisation, the Southern African
Development Community (SADC) Protocol on Mining and the Africa Mining Vision. During NDS1, mineral value chains are expected to play a crucial facilitation role towards national reindustrialisation to build a strong integrated economy. Zimbabwe has more than 40 minerals whose commercial viability has been demonstrated over the years. Centralised gold service centres will be established during the NDS1 period and small-scale miners will be capacitated through the mining industry loan fund to reduce use of mercury in line with Minamata convention dictates. Gold mining accounts for more than 30 percent of Zimbabwe’s annual mineral exports and has historically been the bedrock of mining and national socioeconomic development. The new economic blueprint targets establishment of a PGMs value chain from concentrate and matte to base metal refinery, where nickel, copper and cobalt will be produced. Zimbabwe currently has three PGMs producers namely Unki Mines, Zimplats and Mimosa Mining Company. Several others are either at exploration or mine development stages. Zimbabwe hosts the world’s largest known reserve of chrome ore deposits of high quality, best suited for metallurgical processes such as steel manufacturing, but most of it is exported raw. WHAT JUNK STATUS WILL MEAN FOR ORDINARY SOUTH AFRICANS JOHANNESBURG - Credit ratings are a measure of the creditworthiness of a country’s government, meaning that they show how likely the government is to pay back borrowed money. These ratings are important because they influence the cost of borrowing. If a country is more likely to default, lenders will charge a higher interest rate to compensate for the greater risk, as they would if the borrower were an individual. So, to be clear, the three credit rating agencies – Standard and Poor’s, Moody’s, and Fitch – do not measure the health of the local economy. Rather, they assess the government’s ability to honour debt commitments. These measurements take certain economic indicators into account and are themselves seen as indications of a country’s economic prospects.
FACTORS THAT AFFECT OUR SOVEREIGN CREDIT RATING Some of the factors affecting a country’s credit rating include political stability, level of national debt, debt maturity, debt interest payments as a percentage of GDP, and growth. By themselves, these factors wouldn’t serve as harbingers of economic doom, but when they’re given context, they can give economists, like those at the credit rating agencies, a more or less accurate picture of a country’s fiscal future.
In South Africa’s case, it was political turmoil, instability in the mining sector, slow economic growth, and the devaluating rand that brought us to the edge of the precipice, but it was Thursday night’s cabinet reshuffle that pushed us over the brink. After the announcement of Pravin Gordhan’s sacking, it took Standard and Poor’s only three days to downgrade South Africa’s credit rating. WHERE WE WERE, AND WHERE WE ARE NOW Up until Monday, Standard & Poor’s rated South Africa as BBB- with a negative outlook. This marked South Africa’s sovereign debt as investment grade, while also signifying that a downgrade was likely. We have since been downgraded to BB+, which is commonly referred to as “non-investment grade speculative’ or ‘junk status.” This rating signals to potential investors that the risk of South Africa’s debt has increased because the government might not have enough money to pay back what it borrows. Besides scaring off some investors, such a move also makes it very likely that the other credit rating agencies Fitch and Moody’s will downgrade their ratings for South Africa, exacerbating the problem. HOW IT AFFECTS THE ECONOMY AND THE COST OF EVERYTHING
With the downgrade, the government has to pay more in debt servicing costs, meaning that it will have less to spend on social initiatives and infrastructure. To plug the funding gap, government will have to increase revenue through higher taxes. But the effects of junk status don’t end at borrowing. A downgrade would likely also cause the rand to depreciate which would make imports like oil more expensive. This makes everything else more expensive. When inflation rises above a designated target range, the South African Reserve Bank puts the repo rate up, which increases the cost of vehicle loans, mortgages, and other long term loans. When lenders such as banks see a greater risk in borrowers defaulting, they increase premiums to compensate for the greater perceived risk. So, South Africans will also find it harder to qualify for new loans, and when they do secure credit, it will be more expensive, meaning that loans will be less of an option when finances are stretched. Open letter to the Heads of State of SADC nations

SUBJECT: MORE THAN BUSINESS AS USUAL NEEDED TO SAVE WILDLIFE AND PEOPLE FROM COVID-19 DESTRUCTION YOUR EXCELLENCIES: WE are facing an unprecedented wildlife conservation crisis. With Covid-19 impacting tourism to the point that earnings have been next to zero for nearly a year, you need to accept the fact that the funds required to save wildlife and the people who co-exist with it must still be committed by the government. If tourism is not providing the money needed to protect wildlife from extinction, you can still do something that hasn’t been done before but will have an almost immediate positive effect in 2021. You and your fellow SADC Heads of State can establish regulated ivory and rhino horn trading authority. This would permit the orderly auctioning of both private and public currently stockpiled and registered inventory to consumers authorised by their governments to import these commodities. It is that simple: Sell billions of US dollars-worth of wild products now in inventory before SADC’s wildlife is poached into extinction. Use the money raised to conserve the region’s wildlife. Trade, not any form of aid, will save SADC wildlife. While establishing a legal market for SADC ivory and rhino horn trade is relatively straight forward - the expertise and the type of mechanism required already exists - it will nevertheless come with a storm of protest from the animal rights advocates who continue to have their own self-interest - not Southern Africa’s regional interest - at heart. Acting as a lone nation to establish your own auction market for ivory and rhino horn may take more of your political capital than you are willing to expend. But acting together with other leaders, within the SADC framework, is a different story. It would involve using resources already available to take advantage of an opportunity already in place. China unbanned ivory and rhino horn trade but suspended implementation of its decision. If the SADC countries act to establish a legal, fair, and balanced way to sell ivory and rhino horn to China, it will be encouraged to lift the ban. In addition to ivory and rhino horn riches, Africa has deep mineral wealth. Much of it in wildlife protected areas. Therefore, why not ask the SADC to authorise the formation of an international commission to establish extraction protocols that protect our natural areas and yet yield funds to support economic development. This kind of bold move is demanded at a time when SADC economies are crippled by Covid-19. Your Excellences: Help save SADC residents and their wildlife. Show Donald Trump what “shithole countries” can do for themselves to protect their wildlife before he leaves office, at the end of January 2021. Signal to US PresidentElect Joe Biden that the SADC countries are ending the eco-colonial racism that underlies the influence of traditional animal rights groups. Do it before Biden takes office to ensure maximum impact. SADC countries will never be free, economically independent and self-reliant as long as they allow themselves to be guided in their wildlife policies by self-serving animal rights groups. SADC residents involved in a snap survey this month want you to show leadership and be bold enough to do what’s right for SADC wildlife and its people. They do not want you to choose a path that may please some of those in your governments, who benefit from the gifts that the animal rights groups shower on African decision-makers. Nelson Mandela and Nkwame Nkrumah made their marks on history by liberating South Africa and Ghana respectively, from colonial rule. Zambia needs issue-based politics Dear Editor,
ZESCO ANGERS CHONGWE RESIDENTS Dear Editor,
I AM a resident of a community called Mwalubemba, about 10 kilometres east of Kenneth Kaunda International Airport in Chongwe. My concern and anger are directed at Zesco which is asking residents to cough out K6, 000 to be connected to the main grid. Not only do I think that the demanded connection fee is unaffordable by many but whoever came about with this figure should be a cruel individual. This is a rural area so where do the poor people find K6, 000 to have power when they can hardly afford a meal in a day? I wish to appeal to our Member of Parliament Mr Japhet Mwakalombe to take up the matter with Zesco to revise the fees downwards. I also suspect politics at play to make the ruling party PF unpopular and consequently lose elections next year. I am not surprised that since Zesco brought power to the area last month only two people have been connected leaving the majority people sulking and frustrated. If power connection in Lusaka costs as little as K1, 800 why should it cost the people of Mwalubemba a whopping K6, 000? I AM terribly saddened by the kind of politics being played by those in opposition. And I can only imagine the political scenario that awaits mother Zambia next year. I have on numerous occasions listened to some leaders in this camp boasting that 2021 is theirs as if it is only them voting for themselves. Some are engaged in nonsensical tantrums by claiming that President Edgar Lungu does not qualify as a presidential candidate. Total bunkum! The truth is that our opposition has run out of sound political debates and have resorted to name-calling politics which will only take them to political Hades. Zambians for now want to hear what can be done to reduce their problems affecting their daily lives. There is no doubt in my mind that ECL has thrown a lot of scare in the opposition camp which appears to have nothing to offer the people of this great nation. Some think running a country is like managing a company. Insults and mere politicking will not win them votes and the State House they want at all costs will forever remain a mirage in the desert. People are looking to a political party such as the Patriotic Front to bring about development and raise their living standards as nothing else will do. My appeal to all political parties, especially those in the opposition camp is for them to practice clean and issue- based politics. ADDIS ABABA - The United Nations urged Ethiopia yesterday to ensure the protection of civilians, a day after Prime Minister Abiy Ahmed gave Tigrayan forces 72 hours to surrender before a military offensive on the regional capital of Mekelle. Catherine Sozi, the U.N. humanitarian coordinator for Ethiopia, told Reuters that she hoped for the guarantee of safety and security of aid workers and the “protection of more than 525, 000 civilian (non-combatants) who live in Mekelle.” She also asked for the “protection of all civilian infrastructure like health facilities, schools and water system ... of civilian importance.” In a statement on Twitter, the government’s emergency taskforce said, “Our women and men in uniform have shown great care to protect civilians from harm during the law enforcement operation they have carried out in Tigray so far.” Rebels have also fired rockets into the neighbouring region of Amhara, and across the border into the nation of Eritrea. – BBC/REUTERS.
KAMPALA - Police in Uganda have said that the death toll from last week’s protests has gone up to 45. The Police spokesperson, Fred Enanga, yesterday said that 39 men and six women had died. A local media house has quoted security sources as saying that most of the shooting was carried out by plain-clothed operatives, who were recorded by members of the public brandishing guns in the streets. Security Minister
General Elly Tumwiine on Friday told the media that police and other security forces have a right to shoot and kill if protesters “reach a certain level of violence.” Police said that 11 officers had been attacked and injured by protesters. Sporadic protests broke out in the capital, Kampala, and other towns as demonstrators called for the release of presidential candidate Robert Kyagulanyi, known as Bobi Wine, who had been arrested at a campaign rally. Covid-19: Oxford University vaccine is highly effective LONDON - The coronavirus vaccine developed by the University of Oxford is highly effective at stopping people developing Covid-19 symptoms, a large trial shows. Interim data suggests 70 percent protection, but the researchers say the figure may be as high as 90 percent by tweaking the dose. The results will be seen as a triumph, but come after Pfizer and Moderna vaccines showed 95 percent protection. However, the Oxford jab is far cheaper, and is easier to store and get to every corner of
the world than the other two. So the vaccine will play a significant role in tackling the pandemic, if it is approved for use by regulators. "The announcement today takes us another step closer to the time when we can use vaccines to bring an end to the devastation caused by (the virus)," said the vaccine's architect, Professor Sarah Gilbert yesterday. Death toll in Uganda’s unrest rises to 45 KAMPALA - Police in Uganda have said that the death toll from last week’s protests has gone up to 45. THE Football Association of Zambia (FAZ) believe that the Chipolopolo will eventually pull through to be among the two teams that will qualify for the 2022 Cameroon AFCON. FAZ president Andrew Kamanga said it was disappointing that the team failed to beat Botswana in the return leg fixture because a lot of investments had gone through
preparations for the two back-to-back fixtures and government through the Ministry of Sports also gave the team all the support. However Kamanga said the association is comforted by the gap between the bottom three teams in Group H. “We believe that we will eventually pull through to be among the two teams that will qualify from our group. We will wait for the technical bench to give us their programme that they believe will help them meet our expectations. “We hope that we can rebound in the remaining fixtures at home to Algeria and away to Zimbabwe in March next year,” Kamanga said. Meanwhile, Kamanga said the African
Nations Championship (CHAN) set to kick off in January next year will be a good platform for Zambia to prepare for the final round of AFCON qualifiers. Kamanga said FAZ expect that the players will rise to the occasion and die a little for their country. And Kamanga hailed the Zambia under-17 boys team for starting its campaign at the 2020 COSAFA Under-17 men’s competition with a win against Angola who were the region’s representatives at the last AFCON in Tanzania. The junior Chipolopolo only need a win to qualify and may clinch their ticket to Morocco with a win against Malawi today.
Chikotesha to officiate at 2023 World Cup By MICHAEL MIYOBA WORLD football governing body, FIFA has pre-selected Zambian female assistant referee Diana Chikotesha to officiate at the 2023 Women’s World Cup, which will be cohosted by Australia and New Zealand. Chikotesha is among 156 referees and assistant referees selected from all over the world for the tournament slated for July 10 to August 20. The 2023 Women’s World Cup is expected to be played in 12 cities across Australia and New Zealand, the two host nations. Chikotesha will represent the continent at the tournament in Australia and New Zealand alongside 10 other assistant referees from Africa.
Chikotesha The other 10 include Mimisen Iyorhe, selected as an assistant referee from Nigeria, Queency Victoire from Mauritius, Fatiha Jermoumi from Morocco, Mary Njoroge from Kenya and Lidwine Rakotozafinoro from Madagascar. Others are Bernadettar Kwimbira from Malawi, Fanta Kone from Mali, Carine Fomo representing Cameroon and Egypt’s Yara Abdelfattah. Meanwhile, FIFA has selected eight female referees from Africa to officiate at the 2023 Women’s World Cup.

AHMAD Ahmad, the president of the Confederation of African Football (CAF), has been banned for five years by FIFA after being found guilty of breaching ethics codes. The 60-year-old, who is also a FIFA vice-president, had been investigated for his conduct during the period from 2017 to 2019. FIFA’s adjudicatory chamber said Ahmad had breached rules relating to duty of loyalty, offering and accepting gifts or other benefits, abuse of position and misappropriation of funds. Ahmad has been banned from all football-related activity for five years and fined CHF 200, 000 ($220, 000). FIFA said in a statement yesterday: “The investigation into Ahmad’s conduct in his position as CAF president during the period from 2017 to 2019 concerned various CAF-related governance issues. “These included the organisation and financing of an Umrah pilgrimage to Mecca, his involvement in CAF’s dealings with the sports equipment company Tactical Steel and other activities. – Goal.com/BBC.
