ONTROVERSY has continued whether the Alick Nkhata flyover bridge in Lusaka should be demolished on allegations that it was a death trap. A resident engineer, Terence Mukula says the structural integrity of the flyover bridge is not in any way compromised and is of international standards hence it does not guarantee any demolition. Mr Mukula, who is among the engineers who designed the bridge and Long acres mall which is under construction, said no reports of cracks or shaking had been recorded to warrant it to be demolished. THE Anti-Corruption Commission (ACC) in Choma has charged and arrested three Drug Enforcement Commission (DEC) Assistant Investigations Officers for corrupt practices. ACC acting Public Relations Manager Dorothy Mwanza named the suspects as Clement Kennedy Mwepu 41, of Plot number 2264B, New Kalundu, Mweebo Mushokabanji 46, of house No. M114 Mukasa off Namwala Road, and Lawrence Chikoli 55, of House No.943D, New Kabanana, all residents of Choma. They have been charged with one count of corrupt practices by a public officer contrary to section 19 (1) as read with section 40, of the Anti-Corruption Act No. 3 of 2012. Particulars of the offence are that Mwepu, Mushokabanji and Chikoli on dates unknown but between July 1, 2018 and September 30, 2020 in Choma, did solicit for K3, 000.00 cash gratification from a Choma resident. This was as an inducement or reward to facilitate the release of a suspect from prison on a lesser sentence, a matter or transaction that concerns the DEC, A public body. Ms Mwanza said the three were arrested on Monday and released on bond and are expected to appear before the Choma Magistrate’s Court today.

STATE House says it is disappointed with work being done by two subcontractors engaged to work on the Lusaka-Chirundu road through Leopards Hill. Special Assistant to the President for Project Implementation and Monitoring, Andrew Chellah, said this on Tuesday when he inspected work on the project, which started under late President Michael Sata's administration. He said the only disappointment was with two subcontractors, Framecoz and Virgin Services working on the Chiawa side from Chirundu. Mr Chellah said the two subcontractors were engaged in line with President Lungu's insistence on 20 percent subcontracting of local contractors but their work was below expectations. He doubted their certification from the National Council for Construction (NCC) and level of supervision by China Geo. ed challenges like realignments and there was a farm whose owner could not be traced. "This forced the contractor to divert resulting in earthworks that have delayed the project. In terms of culverts the contractor has done a commendable job and this shows good commitment," Mr Chellah said. He said China Geo has now brought in better equipment than the one the company had three months ago when it resumed work. And RDA Director George Manyere said the project has 13 nominated subcontractors out of which Framecoz and Virgin Services have started works. Mr. Manyere however said the two subcontractors have not yet fully established themselves and the work they have done needs to be enhanced. He said RDA will judge the two subcontractors' work as though it has been done by China Geo. "In that case we will not pay for the full value of the work until it conforms to the specifications. "To avoid wastage of time, we will summon the main contractor to have a firmer hand on the subcontractors and enhance the quality and pace of work."

Govt starts dismantling debt to fuel suppliers By SILUMESI MALUMO
WE have started dismantling the debt owed to fuel suppliers, Ministry of Energy Permanent Secretary Trevor Kaunda has said. Mr Kaunda said Government had started engaging individual suppliers to dismantle the arrears. The Economic recovery plan revealed that Government owes US$727.3 million to fuel suppliers, which has accumulated since 2016. He said in an interview yesterday Government only owes nine suppliers and that they would be cleared. Mr Kaunda said that Govern-
ment had partially paid off the debt and there was still the balance remaining. “Yes we have engaged each of the suppliers and a combination of strategies is in place with each of them with support from treasury. We have made up some payments to these suppliers and moreover there are only nine of them,” Mr Kaunda said. He said a number of strategies had been deployed to ensure that the matter at hand was addressed. Mr Kaunda said that some of the suppliers who were owed by Government had continued to supply while others had stopped.
52 Ng’ombe residents lose injunction bid By GRACE CHAILE-LESOETSA
LUSAKA High Court judge Susan Wanjelani has dismissed an application by 52 Ng’ombe residents seeking an injunction to restrain businessman Mr David Nkonde and others from conducting any activities on Forest Reserve no.28. Mr Lastone Kunda and 51 others have sued Mr Nkonde, Super Star Forwarders Limited and the Commissioner of Lands claiming K92 million as compensation for their structures which were demolished seven years ago. They were seeking an order of injunction restraining the defendants, their agents and servants from trespassing or carrying activities on the said piece of land. They want a declaration that they were rightfully offered the land. They want an order directing the Commissioner of Lands for cancellation of certificate of title no.203069 given to Super Star Forwarders Limited. They also want consequential expenses, interest on any monies the court will order as compensation. In their statement of claim, the 52 said they were owners of plot LUS 36921 known as N’gombe displaced which was part of a Presidential Decree order, land given to them by late President Levy

But in a ruling, Ms Justice Wanjelani said the seven-year delay in acting by the plaintiffs further dispels the notion of urgency indicated in the application. She said that she noted that the 52 have made allegations of fraud, which is a basis upon which a certificate of title may be cancelled but they not only need to plead fraud but must also supply the necessary particulars of the allegation in the pleadings which requirement appears to be devoid in these pleadings before me. “Taking into account all the above facts, I find that there is serious question to be tried nor is the plaintiffs’ right to relief clear. Thus, application having failed the first test, it is otiose for me to deal with the other considerations of adequacy of damages and where the balance of convenience lies. The application for an injunction is consequently dismissed,” Ms Justice Wanjelani said.

POLICE PROBE MYSTERY SHOOTERS From Page 1 The Hilux reportedly swiftly sped off towards Cabinet Office after shooting at people near the Ministry of Justice offices, where Mr Nsama was found dead in a restaurant. The two were shot dead in unknown circumstances near Cabinet Office as the police fought running battles with hundreds of UPND cadres who mobilised around the police head quarters. Inspector General of Police, Kakoma Kanganja confirmed the shooting of the two but that the circumstances leading to their killing were still unknown. Mr Kanganja said in a statement that investigations in the shooting have been instituted to establish the circumstances in which the two victims were shot. “We shall wait for forensic examinations so as to ascertain what type of firearm was used and the public shall be informed on the findings and way ahead,” he said. Mr Kanganja also said 21 protesting UPND cadres were arrested for conduct likely to cause the breach of peace and that three buses which were carrying the protesting cadres were impounded. He said Mr Hichilema was
warned and cautioned for the offence of conspiracy to defraud. “It is alleged that Mr Hichilema who introduced himself as a community worker based in Lusaka whilst acting together with other unknown persons, fraudulently purchased a property, Sub-division A of farm number 1924 in Kalomo belonging to the late Samson Siatembo, purporting that at the time of purchase, the administrator of the property in question consented to the sale by appending her signature when in fact not. This is alleged to have occurred at an unknown date in 2004,” he said. Mr Hichilema who arrived at the Police Headquarters at exactly 10:45 hours was accompanied by his lawyers and security personnel while his supporters where blocked from accessing the Police Headquarters. Minutes after Mr Hichilema arrived at the Police Headquarters, a horde of UPND supporters started mobilising and arriving in buses at the High Court grounds. The supporters were singing and chanting anti- government and pro-Hichilema songs while the Police had barricaded the area from between the High Court Traffic Circle and Cabinet Office Traffic Circle. Confusion ensued as Police started dispersing the cadres who started increasing in numbers and blocking traffic in the process as teargas canisters where fired in the air. The interrogation of Mr Hichilema lasted for about five hours as the Police fought running battles with a horde of cadres that formed around the High court and Cabinet Offices areas.

ILLEGAL land activities have deepened in Kabwe as Central Province Minister Sydney Mushanga confronted a councillor for allegedly selling part of market land to an investor. Mr Mushanga, said “enough is enough” and that any councillor that would be found wanting would be dealt with by the law. The minister warned councils and civic leaders in the area against illegal land allocation failure to which they would be punished accordingly. Mr Mushanga added that Lands Minister, Jean Kapata, would soon be issuing a statement regarding the increased illegal land allocations in the district. He sounded the warning when he visited Chimanimani market where the councillor, Mr Frazier Makaliki, is alleged to have sold part of the market land to a private developer only identified as Mr Sichone. The minister who is Bwacha Member of Parliament said he was in the area to establish the
truth behind the illegality. He was accompanied by the provincial Permanent Secretary, Bernard Chomba, District Commissioner, Sam Lupupa Town Clerk, Joel Shawa and Kabwe Municipal Council director planning, Samson Phiri, among other officials. Mr Mushanga asked Mr Makaliki who ferried building materials on the piece of land. But Mr Makaliki got infuriated and told the minister that he has never been engaged on the matter as a councillor neither was he told about the visit. He denied having anything to do with the sale of the land at the market adding he even queried the council when the matter came up for ratification during a full council meeting. "Listen Minister, you should have called me instead of coming just like this with all these people, I had no hand in the illegal allocation," he said. But Mr Mushanga gave the developer 24 hours to remove the building materials from the land failure to which it would be forfeited to the state because he was building on land acquired illegally.

POLITICAL STUPIDITY THE two lives lost yesterday were sacrificed at the altar of political stupidity. Whoever organised the buses that trucked hordes of cadres on an ill-advised misadventure must be held accountable for the loss of the two lives, and one of the victims being a public prosecutor, Nsama Nsama an innocent sacrificial lamb, who found himself in a wrong place at the wrong time. They put those people and the Nation in harms way. Those lives should not have been lost, that teargas should not have been fired in the running battles if the stupid organisers had cared to think through and realise the danger to which they were putting innocent Zambians who had little and indeed nothing to do with the grievances that the UPND has against the government. State security officials should not only interrogate UPND chairperson Mutale Nalumango who promised countrywide chaos if their party president, Mr Hakainde Hichilema was arrested, but must identify those who actually financed, bankrolled and facilitated the deadly drama witnessed yesterday. This should never happen, ever again in this country. The police should have known of the cadres’ mobilisation and subsequent movement which should have been nipped in the bud before it put peace in jeopardy. This has happened before with cadres parading a coffin in the streets of Lusaka. This is evidence of sloppiness and poor police intelligence. It should not take a heavy presence or armed police in the streets to stop rowdy cadres. Rowdiness should be stopped before it starts. The loss of life was predictable. Fortunately the heavy presence of police prevented the worst. The loss of two lives in the fracas should serve as a stark warning of careless and needless political confrontation which ultimately affects the most innocent of the community. Political instability in any country always affects women, children and innocent people who have no political ambitions and interest but are caught up in the machinations of those with power and can therefore wield the arrogance of wealth. Human beings regardless of status are gullible. This lesson can be learnt from the United States of America, the so-called most modern and civilised democracy where a former president spurred by the arrogance of wealth lives in a parallel world, indifferent to the reality that he lost elections clean and square. He has poisoned thousands to his ideology which has now made the United States the laughing stock of the democratic world. His bizarre and unproven allegations of vote rigging have put hundreds on the streets demonstrating against the outcome of the elections and many of these are fairly educated people including members of the Congress. This goes to show that politically underdeveloped countries like Zambia are a tinderbox at the edge of conflagration. All it needs is incendiary, demagoguery as exhibited by the UPND chairperson and others who are stoking the flames of bitterness, anger and avarice. Unless contained, this highly combustible atmosphere will burst and destroy whatever gains this country has made in its quest of establishing a liberal democracy. Politics that should be a contest of ideas become a lethal contest of brute force between those who insist on exhibiting their freedom and those intent on maintaining law and order. It was clear from last week as soon as police issued a call out to Mr Hichilema that the outcome would have tragic consequences. This was on account of sabre rattling by officials including Ms Nalumango, who brazenly warned that there would be anarchy in the country should the police arrest Mr. Hichilema. Ms Nalumango, who we assume is a parent said, arresting the UPND president would be too costly for the country. As a result of these careless and reckless statements, gullible and over enthusiastic members of the UPND took to the streets in an act that has now resulted in the loss of two lives. It could have been worse and can indeed degenerate if not properly controlled.

EXPEDITE GWEMBE OIL EXPLORATION, ZCCM-IH TOLD By SILUMESI MALUMO

CCM-IH must mobilise and start oil exploration as it will help improve economy of Gwembe, District Council chairperson Paul Chilala has said. Mr Chilala said it was high time the ZCCM-IH actualised the process to ascertain the amount of oil deposit which the area had.
He said there was no need to delay the process because the institution was already given a consent to start the exploration. He said people in the area were eager to see that ZCCM-IH moved in quickly because this would help to uplift their livelihood. Recently, Mr Chilala said that the Gwembe District Council had given ZCCM-IH
permission in July this year to start oil exploration. Mr Chilala said ZCCM-IH had asked the local authority permission to commission the explorations which had been granted. He said from the time ZCCM-IH was given permission by the local authority to start the process, nothing had been done. Mr Chilala reminded ZC-
CM-IH to mobilise and start the explorations instead of delaying the process. He said that this was an important project for the whole country because this would not only benefit the people in Gwembe. “Us here we really need the ZCCM-IH to start the exploration exercise so that we all know the amount of oil we have,” Mr Chilala said.

interview yesterday that the timeline for the commissioning had not been changed and that currently, the dam had already been filled up. He added that synchronisation and reliability tests were on-going. “So the technical commissioning of the first

Dismiss expelled Nakachinda petition, pleads MMD Look out for By GRACE CHAILELESOETSA
MOVEMENT for Multi-Party Democracy (MMD) national sectary Elizabeth Chitika has asked the Lusaka High Court to dimiss expelled party member Raphael Nakachinda's reply and defence because it is incompetent as it was filed in breach of Court rules. Ms Chitika submitted that Mr Nakachinda filed his reply and defence to counter claim on December 11 this year after the commencement of the Christmas vacation without first obtaining leave to do so. In this matter, Mr Nakachinda has sued the MMD and cited Ms Chitika in her capacity as national secretary of the party challenging his expulsion. He is seeking a declaration that his purported expulsion from the MMD is invalid and void.
But Ms Chitika, in her defence and counter claim, alleged that Mr Nakachinda used his access to the MMD accounts and assets, to pillage and misappropriate its coffers and that he has hidden, gifted, personalised or sold its property and some motor vehicles. She alleged that Mr Nakachinda during the time he illegally acted as MMD national secretary sold, gifted, hid or converted more than 100 MMD motor vehicles. Mr Nakachinda however, has asked the Lusaka High Court to set aside the MMD defence and counter-claim for
being irregular. In reply to Ms Chitika's claims, Mr Nakachinda insisted that he is a loyal member of the MMD and has never been a member of the Patriotic Front though nominated as MP. But in an affidavit in support of summons of an order to strike out Mr Nakachinda's reply to defence and defence to counterclaim filed on December 11, 2020 without leave outside time frame permitted by pre-trial directions, Ms Chitika said he never obtained leave to file and serve the reply during the Christmas vacation. FARMERS should be alert and look out for pest infestation especially army worms and the African migratory locusts, Agriculture Minister Michael Katambo has said. Mr Katambo has also directed staff to interact with farmers frequently and immediately report any cases of army worm attack. This would allow for swift response to the problem, Mr Katambo said at a press briefing in Lusaka yesterday. He disclosed that the ministry had already started receiving isolated reports of army worm attacks. The minister urged all farmers, especially smallscale farmers to be alert and look out for pest infestation especially army worms and the African migratory locusts. “With regard with African migratory locusts, I am happy to report that the locust population in the country has been controlled to below threatening levels. “We have put in place measures to avoid a buildup of locust population such as the continuous surveillance with ground and aerial spraying when need arise,” Mr Katambo said. He said that there were minimal dangers of locusts building up to threatening levels with such interventions put in place. Mr Katambo also predicted that the country was headed for another bumper harvest if it rains well combined with the unprecedented early distribution of inputs and other interventions put in place.

Breather for MTN, others as Nigeria gives telecoms more time to register mobile users ABUJA - Nigeria extended a deadline for telecoms operators to register mobile phone users, amid concerns that unregistered SIM cards are being used by criminals and insurgents, the government said. As part of a drive to increase the use of ID cards, the Nigerian Communications Commission announced last week that telecoms operators would be given until December 30 to block subscribers who fail to link their mobile SIM cards with their national identity numbers. With only about 20 percent of people in Africa’s most populous nation carrying ID cards, the announcement was met with widespread anger across the country and industry analysts argued that the deadline was too short. In a statement released on Monday, the Ministry of Communications and Digital Economy said the deadline was therefore being extended. People with a valid national identification number have until January 19 to send the number to mobile operators to register their lines. And people without a national identification number will have until February 9 to obtain one and link their mobile phones to it. “The President appreciates Nigerians for their patience and commitment to update their identities,” and “urges all stakeholders to take advantage of the extension to link their SIM card with their national identification number,” the ministry statement said. There are nearly 200 million mobile phones in use in Nigeria and the government registering them will help tackle insecurity and build a unified database. In 2015, Africa’s biggest wireless operator MTN was sanctioned after failing to disconnect 5.1 million subscribers in Nigeria, amid concerns the lines were being used by Boko Haram insurgents. ARARE Reserve Bank of Zimbabwe (RBZ) Governor Dr John Mangudya has explained the use of US dollars in the country, including value and legal status of the virtual form of the greenback. This comes as the central bank has engaged banking institutions to ensure there are no gridlocks in the settlement and clearing of all foreign currency transactions in the country. Dr Mangudya told delegates at the Zimbabwe National Chamber of Commerce conference that the apex bank and the Bankers Association of Zimbabwe were seized with the matter. Zimbabwe adopted a US dollar dominated multicurrency regime in February 2009 to ensure stability when hyperinflation ravaged the local currency, rendering it worthless after inflation peaked at 231 million in July 2008. Dr Mangudya said there was about US$150 million of the virtual US dollars, which represent the residual on the domestic US dollar settlement platform established during the dollarisation era. “This virtual US dollars at the bank represent the residual forex balances that were in the system when we crossed over from the 100 percent

Instructively, it was inefficient for local US dollar payments to be cleared on the international gateway first while Government accounts did not have enough funds to meet state obligations. NAIROBI - The African continent has witnessed an increase in the use of digital payment platforms as governments disseminate stimulus funds to mitigate the economic impact of the Covid-19 pandemic. This means not just safer, cashless payments to facilitate social distancing during the pandemic - but in the longer-term, it also means a shift towards financial inclusion that could help get economies back on track faster after the crisis. Notably, the emergence of payment systems that are designed to function seamlessly with mobile devices, in-app methods, or browsers has prompted wide-ranging innovation from banks, digital giants, and FinTechs. According to a research paper published by the Boston Consulting Group (BCG), the volume of digital payments is soaring and by 2020 is likely to approach $5 trillion worldwide. There is no denying that fintech is one of the fastest-growing emerging sectors globally, employing thousands of people and generating new sources of revenue for economies worldwide. The continuing move to digital payments will powerfully affect retail banks because payments remain central to their customer
relationships. Although continued low interest rates, reduced transaction fees and margin pressures have made the business more challenging, payment-related revenue (including revenue from accounts, non-card payments, debit cards, and credit cards) still accounts for a third of banks’ top line. EU vows ‘final push’ in UK trade talks as rifts over fishing narrow BRUSSELS/LONDON The European Union is giving a “final push” in a bid to strike a Brexit trade deal with Britain, its chief negotiator said on Tuesday, with the two sides inching towards agreement on fishing though the politically sensitive matter remains unresolved. Britain is set to complete its departure from the EU when it leaves the bloc’s single market and customs union on December 31, meaning its current free trade arrangements expire. The two sides have for months been struggling to seal a new deal on everything from trade to transport to energy, with the final stages of the talks coming as EU and other countries have also suspended most travel to and from Britain to try to curb a mutant variant of the coronavirus. Brussels sources said the two side had narrowed their differences on the highly emotive issue of access to fish stocks from 2021, but the issue remained an obstacle to a deal. Earlier, an EU diplomat said agreement was getting closer. “It seems we are crossing the line,” the diplomat said. While EU officials and diplomats said cutting the value of the bloc’s fishing catch in British waters by around 30 percent from 2021 would be too high, the EU was willing to go as far as 25 percent. The sources said the

Dear Editor, THE role of government in the distribution of income is relegated to the collection of taxes using a good tax system, the provision of public goods and services and transfer of payment. Unfortunately, all our preceding Zambian governments and now the Patriotic Front (PF) have unleashed tax regimes, which do, not only create anxiety amongst the business class and negatively impacts the investment climate, but also dents the image of our country. A tax system that always overburden the few responsible business houses, full of loopholes and disadvantages the poor majority - regressive tax (it places smaller burden (in%) on the income of the rich than it does to poor), for example VAT. Imagine three different consumers who buy an identical laptop computer for K1, 000 in a country with a Value Added Tax (VAT) of 16 percent added to the price of the computer. • Income of buyer number No.1 = K10, 000 • Amount of tax paid. K160 • % of income tax 1.6 • percent • Income of buyer number No.2 = K50, 000 • Amount of tax paid. K160 • % of income tax 0.32pc • Income of buyer number No.3 = K100,000 • Amount of tax paid K 160 • % of income tax. 0.16pc The higher income consumer pays the same amount of tax as the lower income consumer, but the tax makes up a lower percentage of her income than it did the lower income consumers. Very unfair tax system. Administering such tax regimes in the midst of high poverty levels is tantamount to practicing terrorism. Such tax regime is very discouraging to both the tax collectors and payer; discriminatory and punitive in the sense that very few people are participating in the contribution to national coffers. Henceforth, many have successfully avoided and evaded tax remittances thereby depriving our country of much needed revenues. Dear Editor, SO much has been said concerning the payments I made for my two very good friends, Mwenya Musenge and Stephen Kampyongo to comply with the Constitutional Court order directing former ministers to refund salaries and allowances they obtained for the period that the court found them to have illegally occupied offices between May and August, 2016. The court has ordered that the refunds should be made by January 5, 2021. There have been mixed reactions from the public on my gesture to my two friends, with some supporting the move, and others condemning the move, for various reasons. I will attempt to cover some reasons, especially for those against. From a positive note, I wish to state that I personally do receive presents from friends, in monetary terms and in kind, some of which by far exceed the contributions I made to the two. For example, I remember, some 25 years ago, very close friends facilitated an export permit for 50, 000 metric tonnes of maize to Zaire (now DRC), which enabled me to buy a brand new S-Class Mercedes Benz car 500 series, and houses, at a youthful age. I have also bailed out sev-

We realise the importance of having a Tax Policy Roadmap (TPR), so that people are aware of the future and plan accordingly. We will: 1. Provide tax incentives for investments in research and development (R & D), geared towards indigenisation of technology and innovation. 2. Use a non-bailable law on corruption to attain fiscal discipline - the government will walk the talk. 3. Provide a non - adversarial and very conducive tax environment. 4. Overhaul the dispute resolution mechanism. 5. Rationalise and simplify the tax regime. 6. Review with an intention to reduce the Value Added Tax. 7. Review and consider adjustment of the tax threshold for PAYE. 8. Review the individual income tax rates and tax bands. 9. Exempt or zero-rate Value Added Tax on food, transport, reading and educational materials, agricultural inputs and medicines. 10. Review the VAT refund scheme in order to make it efficient and relevant. 11. Consult with mining sector and other stakeholders in order to arrive at a fair and clear roadmap for mining tax to facilitate planning for short and long term investment. 12. Reduce corporate tax to promote re-investment. 13. Give better working conditions for the Zambia Revenue Authority workers in the hope of enhancing professionalism, efficiency and effectiveness in service delivery. 14. Overall, tax regime shall be streamlined. No country world-over has developed by over taxing people, but by a fair and credible tax regime system! of being a foreigner because one side of my NRC was open. But I have been using the same NRC getting a passport, at work, banks and other things but they have never accused me. Then I was kept waiting for one hour for a police officer to come and screen me. At the

I have sponsored some friends to travel abroad, at costs which by far exceed the amounts involved in this situation. Those that have benefitted through in the manner highlighted know themselves, and if they wish they can disclose their identities themselves. As a friend, I will not do that, unless with their permission, as I did in this case. On the negative side, some critics say I should have paid the money to vulnerable persons. But this is exactly what I have done. The money I paid into the government account called Control 99 or in other words, the Consolidated Fund, is used to fund vulnerable persons through the Community Development Department and the Disaster Management and Mitigation Unit. What I note from critics arguing from this premise is that they do not understand that the money paid is not going into the pockets of my dear friends, but government coffers for onward support to vulnerable persons through
purchase of medicines, food security packs, fertilisers, seed, etc. In any case, when I want to give directly to vulnerable persons, I do so through the Church. I quite often donate to churches for various programmes across the country. Members of churches, and church groups that I have donated to know exactly what I am talking about. Through CBE, I have assisted vulnerable persons having hundreds of houses built for them e.g. the ARMCO resettlement in Mindolo, Kitwe; Zambia Railways and Masondashi Resettlement (also known as Chibolya Resettlement) in Mufulira etc. Others have benefitted through litigation, e.g the Munkulungwe farmers in Bwana Mkubwa in Ndola; Musakashi farmers in Chambishi, Luela farmers in Chambishi etc. The current case of lead poisoning of children in Kabwe by Leighday and Mbuyisa legal teams, commenced in South Africa, is one of my works starting in 2002. The other groups of critics argue that I should have paid school fees for university students who have failed to secure scholarships etc. It
is wrong to suggest that I do not sponsor students. Since 2000, I have sponsored hundreds of students, through my NGO Citizens for a Better Environment (CBE) to undertake undergraduate, masters, and PhD studies in Zambia and abroad. Some beneficiaries of my CBE programmes are now lecturing at CBU and Copperbelt universities, while others hold very senior positions in government, quasi government institutions, and multilateral institutions operating in Zambia and abroad. In fact, I am working on a programme whereby the CBU Business School will run a PhD programme with a university in the Czech Republic. The fact that my CBE academic programme has not benefitted some of the critics, or their relations, does not mean that I do not support such programmes. In any case, I cannot support every vulnerable persons in the country, and life is not only about supporting vulnerable persons. Some critics argue that I could have used that money to create jobs for youths. This is exactly what I have done. Some of the funds I paid into Control 99 will be disbursed to

support the Ministry of Youth and Sports, which handles youth affairs. In any case, since 2000, I have employed hundreds of graduates who have since moved on and are occupying very senior positions at home and abroad. Furthermore, I have since set up the Zambian Hemp Growers and Industries Association, which will soon be employing hundreds of youths in the companies I have created (Copperbelt Hemp Company; Luapula Hemp Company; Northern Hemp Company; Lusaka Hemp Company; Western Hemp Company; Eastern Hemp Company; Northwest Hemp Company; and Central Hemp Company). These companies will be fully functional in February 2021 after the enactment of the Industrial Hemp Bill and the Controlled Substances Bill. A spectrum of youths will be employed, including the uneducated, the school leavers, college and university graduates. The bottom line is that courts and court orders must be respected obeyed. The court of public opinion has been extremely harsh with the Constitutional Court. This

Whilst there is closure with the petition case, the other two, including the case of ministers, are yet to be closed. For the sake of rebuilding and refurbishing, it is imperative that these cases are brought to closure as soon as possible. It will be a terrible mistake to continue with these cases into the next election. Hence, I have demonstrated leadership by not only talking to my friends to pay, but also contributing to the payment, so that come January 5, 2021, their names will not be on the list of persons who disobeyed a court order. Lastly, there is a group questioning whether the two cannot pay. This argument is neither here nor there. We buy friends drinks or meals, not because they can’t pay for them. We give or buy all sorts of presents for friends not because they cannot buy those things. Friendship is beyond affordability by the other party, but how much you value their integrity, and person. Leave ECZ alone, UPND told By PETER SICHALI THE persistent attacks on the Electoral Commission of Zambia (ECZ) by the UPND are intended to compromise the professional operation of the institution, a PF official Lemmy Bwalya has said. He has since called on the UPND to give room to the ECZ to operate independently. Mr Bwalya said ECZ as an autonomous institution should be allowed to perform its mandate without undue interference. “As Patriotic Front Party, we condemn all sorts of attacks on ECZ and pledge to support the institution as it is important to do so in the name of cooperation, since we are all partners in the political journey,”Mr Bwalya said. Mr Bwalya called upon genuine cooperating partners in the political dispensation to follow suit and continue defending the organization. He said the UPND sustained attacks on the ECZ was painting a bad picture on the country’s democracy to outsiders. “The ECZ should be allowed to carry out its mandate to reach its benchmark of capturing over 8 million Zambians in the voters’ index, without any interference from political parties,” Mr Bwalya said. Mr Bwalya advised ECZ not to listen political players as well as NGOs who were casting negative aspersions on the just0ended voter registration exercise. “It is also important that, Zambians are given an opportunity to express themselves and fully exercise their democratic right of choosing leaders they wanted by registering as voters in numbers,” he said.

Rev Lungu said UPND was inciting people to engage in unethical behaviour in the civil service and other critical Government wings. He added that those retired officers had already been replaced by people who could perform better.
11 Illegal drug store owners nabbed
THE Zambia Medicines Regulatory Authority (ZAMRA) has arrested 11 people in Kapiri Mposhi for operating drug stores without certification of registration. The suspects were arrested during a surveillance routine inspection aimed at curbing the sale of medicines and allied substances in unregistered outlets. ZAMRA Senior Public Relations Officer, Christabel Iliamupu, confirmed the development in Kapiri Mposhi yesterday. Ms Iliamupu said the operation was carried with the Drug Enforcement Commission (DEC) officers around Kapiri Mposhi Town Center and in selected compounds. Ms Iliamupu identified the suspects as Simon Phiri, 77, Elias Miselo, 65, Lazarous Daka, 30, Kayombo Chisale,
30 and Jabes Banda and Jones Mumba both aged 22. Others are Lameck Musonda, 27, Gloria Lungu, 23, Robert Simfukwe, 22 Sharon Kalipenta, 20, and Patrick Chate, 19. She said the suspects have been charged with an offence of operating a Pharmacy without a certificate of registration contrary to Section 14 (1) of the Medicines and Allied Substances Act No. 3 of 2013 and will appear in court soon. “During our surveillance routine inspection directed towards curbing the sale of medicines and allied substances in unregistered outlets we have arrested eleven people in Kapiri Mposhi around Town Center, Ndeke, Matilyo, Kawama, Mpula and Turn-off areas for operating illegal pharmacies,” Ms Iliamupu said. As a result, he anticipated the district recording a better crop yield than in the previous seasons. Mr Musonda said the decision to deliver in good time was in line with the presidential directive that inputs should be delivered early for the country to record a better crop yield. important that inputs for any particular season were delivered early to enable farmers access them ahead of the planting period. “We praise President Lungu for ensuring that companies like yours (Nyimba) heed to this directive. He said farmers would want Nyimba to replicate its good works during the 2021/22 farming season. GOVERNMENT says it will revise its film industry policy to bring it in tandem with the current technological developments and ensure sustainable growth of the sector. According to Ministry of Information and Broadcasting Services Permanent Secretary Amos Malupenga, the government’s vision was to transform the film industry into an international competitive sector that would promote national values which would contribute positively to national development. Mr Malupenga also observed that the recently launched Media Development policy clearly sets out the government’s vision to promote freedom of expression. He was speaking when he unveiled the SADC success stories in Zambia special magazine at a media forum in Lusaka on Tuesday evening. “Government has developed a communication strategy to implement the policy in a well-coordinated and proactive manner to achieve the set objectives outlined in the policy. “The magazine is one way of motivating the media to contribute positively to the regional integration and development agenda through information dissemination,” he said.

Ms Mwale said together with the ministry of Community Development and Social Services, the UN and cooperating partners came up with the initiative to target specific households to help them live through the pandemic. “We are aware people are failing to meet their daily needs and also access health services among other things, hence the decision to come up with this initiative,” she said. She said that the program
was a temporal six months emergency response to the pandemic. “This simply means that that the beneficiaries will be receiving K400 every month for six months,” she added. In terms of implementation, Ms Mwale said, two approaches were employed namely; the vertical as well as horizontal approaches. “For vertical, the target end households are those that are already on the Social Cash Transfer programme while the horizontal one is for those people that have been affected by the pandemic like those whose businesses has been lost due to the pandemic,” she said. And in response, Mr Chihili said he was happy that apart from the perpetual social cash transfer beneficiaries, even other people have been included on the program. Mr Chihili said the pandemic has affected almost everyone especially in the peri-urban areas stating that most people have lost their livelihood completely and are failing to make earns meat. “And on behalf of the provincial administration, I want to sincerely say that k you for choosing Solwezi as one of the benefiting district for this program,” he said. SOME civil servants in Monze are reported to have been shunning Government programmes. The most common programme which the civil servants have been shunning is the ‘Keep Zambia clean, green and healthy campaign.’ This has irked the District Commissioner, Ms Munachongo Muleya, who sternly
warned those in the habit of shunning the campaign. She cautioned the civil servants to desist from absconding from the Keep Monze Clean, Green and Healthy Campaign. Ms Muleya observed that civil servants were the engine of Government and were therefore expected to implement all programmes without fail. Hamukale woos investors to Kazungula By ANDREW MUKOMA ZAMBIANS have been urged to take advantage of the completion of the multi-million dollars Kazungula Bridge Project and put up some investment projects. Southern Province Minister, Edify Hamukale, said that Kazungula Border town was earmarked to development and therefore Zambians should take advantage of that. Dr Hamukale said that he would engage other members of Parliament to consider investing part of their gratuities in Kazungula.
He said in Livingstone that Kazungula Border lacks infrastructure development such as lodges, filling stations and truck yards. The minister said that the area needed to develop especially with the completion of the bridge and other facilities. The Kazungula Bridge project is a multi-national project in the North-South Corridor and is part of an infrastructure improvement programme. The project includes a bridge linking Botswana and Zambia over the Zambezi River to replace the ferry, and a one-stop border facility at Kazungula. The project was financed partly through a loan of US $80m signed on February 10, 2015 between Zambia and the African Development Bank. The Botswana government met part of the cost while another partner, Japan International Cooperation Agency (JICA) came on board.

N October 15, 2020 (Daily Nation) I wrote urging you Americans to vote President Donald Trump out of office. I entitled my letter “Dump Trump for a better America and a more peaceful world.” My dear Americans, Thank you. You have done it. Congratulations for having made the right decision for the rest of the world and for yourselves. Some of us support you wholeheartedly for your action which has brightened the world where darkness was falling on humanity. For the President-elect Mr Joe Biden, congratulations! We support you and we shall work with you from where we are to make the world a much more peaceful place for humanity as a whole. Let us all march forward hand in hand, heart to heart, together for peace in the word. You have now opened a new page of peace in America, among Americans themselves, peace with neighbouring countries, peace with the rest of the world by recognising and upholding human rights for all everywhere. For America particularly, it should no longer be BLACK LIVES MATTER. It should now be: BLACK LIVES MATTER WHITE LIVES MATTER ALL LIVES MATTER. The moral and legal authority of these rights – Human rights have been repeated in history. At the Sermon on the Mount Jesus said: “You are the light of the world. They have lifted the conduct of humanity onto a new and better level. Mr. President-elect, you will be doing the right thing when you act on their words, when you put their words into action. There are many like I in the world who support you, who will work with you, from wherever we are, with whatever we have, to make America a more peaceful and prosperous nation than it has been under the outgoing President, Donald Trump. For people like myself,
I am willing to render, voluntarily, my advisory services on Zambia, Africa and on the world. My view is to build a more peaceful prosperous world for all. Mr President-elect, you are privileged to lead a leading nation. Your role in the world matters. When you do good to others, that good spreads to others, smaller nations and individuals, in their conduct and actions they are bound to replicate that good. Open a new page to Africa and Africa will work with you. What Thucydides the Greek said in 431 at the funeral of Pericles has come true in America today; he said “Our public men have besides Politics, their private affairs to attend to, and our ordinary citizens, though occupied with the pursuits of industry, are still fair judges of public matters.” My comment is, the citizens of America have been fair judges on President Trump. Thucydides had also said; “If a test of worth be wanted, it is to be found in their closing scene.” Again, my comment is that in his closing scene President Trump has tried to play hide and seek, he has tried to defy logic over a democratic verdict of election results that has come out so clearly. When the late senator John McCain conceded defeat to President Barack Obama, he said it so nicely. He beat the Democratic Drum so loudly
when he said; “The American people have spoken and they have spoken clearly.” That was the voice of democracy. That was the voice of reason and honour. We have not heard such a voice from President Trump. President Trump, with or without your voice Democracy has to march on, give up and give way, let humanity march on to a better world of good Governance for all. Mr. President-elect, allow me to serve the American public from a distance in Africa. Africa may be away and obscure to many Americans, but allow, now and in future, my words to reach many Americans. For if a man is able to serve the state, he should not be hindered by the obscurity of his condition. Dear Americans, I thank you, once again, for the most glorious contribution you have made yet again to the flourishing of Democracy. ILONGWE Malawi will close its borders for 14 days and restrict public gatherings to 100 people following a new surge in cases of the coronavirus, the nation’s presidential task force on Covid-19 said on Tuesday. After nearly two months without new positive cases, Malawi on Tuesday recorded 46 new infections, bringing the total number of infections to 6, 248, with 187 deaths, according to the health ministry.
Malawi’s borders and airports re-opened in October as positive cases fell, although some experts fear the real figure may be higher as just over 80, 000 tests have been conducted. Malawi has a population of around 19 million. Though small in size about one-tenth the size of South Africa - Malawi is among the top 10 in the continent in terms of population density, making it vulnerable to the fast-spreading respiratory disease.
The task force said in a briefing in the administrative capital Lilongwe that only essential services personnel and traffic carrying essentials like fuel and medicines would be allowed through the borders. It said Malawians deported from other countries would also be allowed to enter the country. Those returning would be required to go into mandatory isolation facilities
at airports, the officials said. Labour minister Ken Kandodo tested positive for Covid-19 this week and had been admitted to hospital, where he is reported to be in stable condition. Meanwhile, the European Union executive threw Britain a lifeline on Tuesday after it became stranded in Covid-19 isolation, recommending that EU members
roll back sweeping border closures to allow freight to resume and let people return home for Christmas. No bail for Bushiri co-accused flight risk Zambian JOHANNESBURG Willah Mudolo, a Zambian and one of self-proclaimed prophet Shepherd Bushiri's co-accused, has been denied bail. Mudolo appeared in the Pretoria Magistrate's Court on Tuesday, where the magistrate, Thandi Theledi, handed down the bail judgment. Mudolo, his wife, Zethu, Bushiri and his wife, Mary, as well as Landiwe Ntlokwana face multiple charges of fraud, theft and money laundering in relation to an investment scam, which allegedly defrauded investors to the tune of R102 million. Bushiri and his wife have since fled the country, returning to their homeland of Malawi after being granted bail by the same court in November. Mudolo, is the only accused still in custody after his wife and Ntlokwana
were successful in their bail applications, which were heard at the same time as the Bushiris' application. The court found Mudolo was a flight risk, having attempted to flee the country three times before he was arrested at OR Tambo International Airport on the third attempt. He had bought a one-way ticket. His defence that he was leaving on a business trip was not accepted by the court. Theledi also accepted the evidence of an official from the Department of Home Affairs, who testified that Mudolo was not in the country legally as his visitor's visa had expired. The State also successfully showed that the likelihood existed that Mudolo would abscond as he had business interests elsewhere in the world and had access to large sums of money. The access to large sums
of money meant it was possible he would flee and could forfeit his bail money and the fixed property he put up as a guarantee.
While Theledi denied Mudolo's bail, she stressed that her decision was not based on the fact that the Bushiris had fled - she had looked at the
