HE drugs and condoms supplied by Honeybee must be subjected to independent tribunal for testing in order to ascertain whether they are defective or not, former Republican Vice President Enock Kavindele has said. Mr Kavindele said the allegations leveled against the supplier were very serious which needed quick intervention. He said many lives could have been affected after consuming the drugs and others could had contracted diseases after using defective con-
doms. Mr Kavindele said in an interview that it was important that independent investigations were done to clear the minds of Zambians who were not at peace. "This subject has been debated by the public and a number of issues have been said. Let me just say that this a serious matter. My advice to government is that they need to put this matter before an independent tribunal so that it can be settled once and for all. "It is important that the independent tribunal goes down to investigate this matter and take a thorough inves-
tigation because I can assure you that many people are not happy with what has been reported," Mr Kavindele said. The former Republican Vice President said, "Some people can even sue Ministry of Health for endangering their lives," he said. Mr Kavindele said before government got any law suits they need to take the route to undertake independent investigations. This matter is extremely serious, he said, therefore government should not overlook it. "It’s good that proper investigations are conducted," Mr Kavindele said.

Milingo Lungu defends KCM split in court By GRACE CHAILELESOETSA MILINGO Lungu has argued that the reorganisation and restructuring of Konkola Copper Mines (KCM) is within the mandatory power as provisional liquidator of the Mine. Mr Lungu stated that no order of Court is required for him to carry out functions that are incidental to the powers given to him by the Court. He has also asked the Lusaka High Court to discharge the interim injunction granted to Vedanta Resources Holdings Limited and two others, restraining him from reorganising KCM. In this matter, Vedanta Resources Holdings Limited, Vedanta Resources ( Jersey II) Limited and Vedanta Resources Limited have sued Mr Lungu challenging the splitting of
KCM. The three want the Lusaka High Court to order Mr Lungu to immediately reverse any process of KCM reorganisation. But in his defence, Mr Lungu stated that KCM Smelter Company limited and Konkola Mineral Resources are subsidiary companies owned by the State therefore it is not true that the reorganisation is intended to remove the assets of the Mine (KCM) from the supervision of the Court. He stated that the reorganisation of KCM is in order to streamline its operations and increase efficiency and that all the steps taken in respect of KCM were within his powers. “The issues raised by the plaintiffs are, if at all, matters for determination under Cause No.2019/HP/761, they cannot be subject of determination in a separate action,” he con-
tended. Mr Lungu stated that the matter is not properly or competently before Court and that in the alternative all the issues in this case are matters for determination under cause 2019/ HP/761 (winding up). He also filed an affidavit in support of exparte summons for an order to discharge the injunction granted to Vedanta Resources Holdings Limited and two others by Judge Dr. Winnie Mwenda, restraining Mr Lungu form undertaking any reorganisation of KCM or transferring, disposing off, selling or dissipating the assets of KCM until the determination of the proceedings. The matter for the hearing of the order for injunction inter-parte came up last Friday as both parties argued their case and justice Dr Mwenda reserved ruling to Thursday.

ZCCM-IH already holds the remaining 10 percent stake in Mopani. The deal is expected to close within the next three months, conditional on the receipt of regulatory approvals in Zambia

We have taken note, Mr Mulenga said, about the revelations of illegal mining in Sinda, Katete, Lundazi, Serenje and Mkushi and the team will be dispatched so that miners can be encouraged to form cooperatives He said the government would not leave any stone unturned to ensure that illegal mining was eliminated for the betterment of the country. “I want to inform the nation that as government we have headways to ensure that illegal mining is stopped. We have been issuing panning certificates in order to legalise gold mining. So for the areas where illegal mining has continued we shall ensure that cooperatives are formed so that illegal mining becomes a thing of the past,” Mr Mulenga said.

She said the move would ensure that jobs were protected as well as revenue, thereby being beneficial to the economy and development of the country. DEMAND for land has risen over the years with some desperate citizens, accepting offers from people presenting themselves as political cadres even in locations reserved for electricity and water infrastructure. Some unscrupulous youths masquerading as political cadres have gone to great lengths, demarcating farm land, which is legally owned by other people. They have caused havoc among helpless families who are intimidated into believing that such elements are indeed political cadres. Elsewhere, free-wheeling councilors have looted any open space including road reserves and areas reserved for social amenities. As a result, physical planning has been thrown to the wind as structures are coming up all around, even encroaching grave yards. Reports abound about civic leaders taking the lead in looting pieces of land including the river banks and marshlands, which naturally are supposed to be spared from human habitation. Councillors and some officers at the Ministry of lands are prime suspects in illegal land allocation in many areas. Therefore, Government should probe all councils, starting with those in the urban areas and extend the exercise to the rural outposts. For the umpteenth time, we wish to remind all councillors that they are not full time employees in respective councils, but are part-timers who should stick to their lane of offering policy guidance. Secondly, councillors are there to offer service and not to reap from the already financially crippled local authorities and desperate land applicants. They must immediately stop perpetrating illegalities and give appropriate guidelines; they must keep away from the civic centres when their presence is not required. It is sad that some councillors spend much of their time trudging corridors of the councils with a puffed up ego as though they are full-time employees, issuing illegal instructions. Unscrupulous people presenting themselves as cadres must be arrested immediately. In fact, Lusaka province Patriotic Front Secretary, Kennedy Kamba, has advised police to arrest anyone grabbing land using the ruling party’s name. This is so in the case where suspected cadres have not only encroached but grabbed land and gone so far as to build houses on land whose title deeds are help by Mr Webster Mhango. Despite the matter being in court for determination on the rightful owner, the suspected cadres continued building ignoring court orders to halt such activities. Mr Mhango has complained of intimidation and abuse without police stepping in to stop the rot. Like Mr Kamba said, people should not use the name of the party to commit crimes or intimidate citizens. The party of its part, must ensure such elements are disciplined and told in no uncertain terms to refrain from grabbing land from innocent citizens. This is what must be stopped. Police must be vigilant. They must respond promptly to reports of land grabbing and ensure that rightful owners are unprotected from harassment and intimidation. On their part, residents must stop dealing with councillors on matters relating to land and only conduct such business with authorised full-time employees in councils and the Ministry of Lands. Land scandals must surely come to an end.

Construction of the factory, he said, had already commenced and would be completed in three months’ time. He says the project would also include the construction of 120 houses. Mr Muswema said an initial US$ 35 million would be invested in the project, which was poised to be a game changer for the local population and the nation at large. He said that the export of the silk was expected to be launched in May this year when the first silk will be
ready for the market. According to him, the company had already established market contacts in the United Kingdom, United States of America and China among others countries. The DC observed that the project would create employment for locals and other citizens from other districts. Mr Muswema said that the company employment target was 2, 000 direct jobs and 157 locals have been employed so far. He was optimistic that the project would yield the intended goal and thereby contribute to the growth of the national economy.

Zambia, DRC hold Luapula bridge talks ZAMBIA and the Democratic Republic of Congo (DRC) will week hold high level bilateral talks over the expeditious implementation of the Kasomeno-Mwenda toll road and Luapula bridge project. The Kasomeno-Mwenda toll road and Luapula bridge project is a road link venture aimed at decongesting the Kasumbelesa border post once implemented. Luapula Province Minister, Nickson Chilangwa, Housing and Infrastructure Development Minister, Vincent Mwale, and Raphael Nakachinda from Water Development, Sanitation and Environmental Protection would represent Zambia during the talks. Others in the tourage would be Luapula Province Permanent Secretary Charles Mushota and Road Development Agency (RDA) Chief Executive Officer George Manyele. Mr Chilangwa said the deliberations would result in the speeding up of the project following the Memorandum of Understanding (MoU) which the two countries signed in Lubumbashi in 2019. He said possibilities of the formation of the Luapula River Authority were expected to be part of the agenda in this week’s talks. GOVERNMENT places great importance on the welfare of frontline health workers, Health Minister, Jonas Chanda, has assured. The Minister observed that health workers were putting in their best to provide healthcare in the midst of the Covid-19 pandemic. Dr Chanda said Government was prioritizing access to health services especially during the pandemic.

The 200 bed capacity hospital has been built with the support of Indeni Petroleum Refinery as well as other cooperating partners as part of their corporate social
responsibility programmes. “The high maternal mortality rate due to long distances our mothers used to cover has now been addressed by the opening of this new facility which will operate 24/7. Meanwhile, Indeni Managing Director David Lungu pledged continued support to Government towards the attainment of quality healthcare. ZAMBIA’s High Commissioner to India Judith Kapijimpanga has congratulated India over the two locally made COVID 19 vaccines in that country. Ms Kapijimpanga said Zambia, being one of the friendly countries to India, would definitely request for vaccines supply following necessary steps. “I further wish to congratulate Prime Minister of India Shri Narendra Modi ji for the launch of a massive vaccination exercise in his country,” Mrs. Kapijimpanga said. According to First Secretary Press at Zambia High Commission in India Bangwe Naviley, Ms Kapijimpanga was speaking when she toured Pushpawati Singhania Hospital and Research Institute (PSRI), a multi specialist hospital, in New Delhi, India. “President Edgar Lungu has prioritised health as a key economic investment to spur our nation to become a prosperous middle- income country by 2030,” said Ms Kapijimpanga. And Ms Kapijimpanga urged specialists at PSRI to design programs of mainly doing medical-surgical camps in Zambia, and only exceptional cases refer for treatment in India. “More cases will have to be handled in Zambia as the budget for 2021 speaks to local superspecialty treatments,” she said. Aspiring candidate complains about biased Kamfinsa constituency officials By ROGERS KALERO SOME Patriotic Front (PF) officials in Kamfinsa constituency in Kitwe are supporting one named aspiring parliamentary candidate and have created a Whatsapp group to prop up his image, PF Kamfinsa constituency aspiring candidate Kelvin Chipili has charged. He however said he was not unsettled by such moves by some biased constituency officials, as their activities will diminish the chances of the aspiring candidate in the constituency being adopted. In an interview in Kitwe at the weekend, Mr Chipili said he was aware about some constituency officials’ decision to support a named candidate in Kamfinsa constituency and this was the reason they had created a WhatsApp group to malign other candidates. Mr Chipili said the constituency officials were also councilors and had decided to support a fellow civic leader because the other candidates were not going to kneel before them.
“Such officials should not sit on the panel to interview other candidates because they have already compromised themselves by supporting certain candidates,” Mr Chipili said. He charged the candidate in question was going round wards promising people that he would give them plots. Mr Chipili said he was happy that most ward officials and the people in the area were not falling for the tactics from the named candidate. “The battle for Kamfinsa constituency will not be easy, it will be tough and exciting. The only problem is that some people are panicking. Those who were in positions to help people in various ways, but did not care about the people are now busy telling all sorts of lies. “We have heard about some candidates promising ward officials with plots. These are people who had an opportunity to give people plots, but did not look at them. Well, people will look at an individual and what he has done for people before supporting him,” he said.

‘SUPPORT GOVT’S APPROACH TO ECONOMIC SHOCKS’ By BUUMBA CHIMBULU ITIZENS support Government’s robust multi-sectoral approach in responding to the economic impact of Covid-19, the Policy Monitoring and Research Center (PMRC) has advised. Beyond its effects on the health of Zambian citizens, Covid-19 has had significant economic effects, says PMRC Executive Director, Bernadette Deka-Zulu. Ms Deka-Zulu said Zambia’s Gross Domestic Product (GDP) was revised downwards from an initial positive growth of at least three percent to negative growth of around -4.2 percent. “In 2020, the agriculture, mining and tourism sectors all took significant hits as a result of the pandemic. Heading into 2021, the Minister of Finance Dr Bwalya Ng’andu estimates a real GDP growth rate of at least 1.8 percent “However, the attainment of this will largely depend on how the global economy performs, Zambia’s ability to keep the virus at bay and how well companies across the country can maintain “normal” operations,” she said in a statement.

Ms Deka Zulu said the recent strain of the virus was more contagious and fast-spreading thus Government was concerned with the laxity of citizens’ adherence to prescribed measures to contain and mitigate the spread. She said the recent surge in cases had resulted in increased public anxiety and uncertainty as to what more stringent measures would be implemented by the Government and their socio-economic impacts on individual households and society at large. She said the Ministry of Health was hard pressed to increase testing capacity, surveillance and mitigation strategies amidst low public compliance on preventative measures across the country to avert the potential of a deadlier strain of the virus as exhibited in the second wave. “The onus is on us as individuals to adhere to the Ministry of Health guidelines in order to ensure our own safety and that of everyone around us. “This is therefore a call to collective action for all citizens to intensify adherence efforts to the prescribed measures in order to protect citizenry and compliment Government’s efforts in mitigating the spread of the virus, as we await a vaccine,” Ms Deka-Zulus said.

BRITISH American Tobacco (BAT) has invested an additional US$800,000 into its productions line at the Lusaka South Multi-Facility Economic Zone (LS-MFEZ). When the company set up base in 2017, it invested over US$10 million in machinery, says BAT Head of Legal and External Affairs, Chipego ZuluChileshe. Ms Zulu-Chileshe projected further production growth going forward owing to support from Government. She was speaking when acting Commerce, Trade and Industry Minister, Mutotwe Kafwaya, toured the factory. “In terms of opportunities that we are seeing going forward, the plant has been built for growth and we intend to continue with that growth from 2017 to the rest of our investments that we are sure will continue to the national development planning in years going forward. “Initially we had done an investment in machinery of US$10 million in this plant of US$15 million and subsequently adding another production line which is US$800,000,” Ms Zulu-Chileshe said. She acknowledged support from LS-MFEZ, Zambia Development Agency and Ministry of commerce, Trade and Industry in the setting up of the plant in good time. Ms Zulu-Chileshe said: “a number of measures to increase penalties for traders that are engaging in illicit trade and beyond that what is key for our company. Balanced regulations in tobacco control are necessary as a company e support regulations that are balanced and fair.” In response, Mr Kafwaya stressed that Zambia had the capacity to build a strong industrial base. Mr Kafwaya said Zambia’s agenda on economic diversification was centred on manufacturing and tourism. He said the LS-MFEZ still had huge land for investors wishing to set base in the area and that Government wanted more investors to come through in the country. “Zambia provides huge opportunities for other investors to come and invest. The factories here offer opportunities for local suppliers to take advantage of,” he said.
PROJECT MANAGEMENT:
One of the distinguishing factor between project work and business as usual (BAU) is the amount of uncertainties in projects. As a result of uncertainties normally embedded in projects it is important that project risks are proactively identified and managed well to increase the success rate of delivering project objectives meeting stakeholder requirements. We will start our discussion by first defining what is meant by project risks? All projects have some degree of risk or uncertainties. This characteristic of projects underpins the requirement of risk management in projects. Project risks are eventualities which may or have a probability of happening and if they materialize they affect our project deliverables either positively or negatively. When unforeseen or foreseen eventualities affect the project objectives positively we call this an opportunity whereas if the project is envisaged to be affected negatively this is deemed as a threat. Project opportunities and threats need to be managed proactively and effectively so as to increase project success rate and stakeholders satisfaction. The project manager is responsible for managing project risks (both opportunities and threats) on behalf of the project sponsor or steering committee. Project manager must also ensure that project risk management approach or strategy is in place so that a risk register is created and used to manage both opportunities and threats. These
Project Risk Management – What can go wrong in projects? What can go right? Why do we need risk management and who is responsible for risk management? important activities must be done during project planning phase (for known risks) however risk management is ongoing throughout the project life. An example of an opportunity may be a discovery of smarter way of testing products for defects during project execution. Project management best practices based on PRINCE2 and PMI PMP both demand that all projects must have a risk management procedure documented in the risk management plan and accompanied by a risk register. Risk management procedure will dictate how project risks are identified, assessed (qualitatively and quantitatively), development of mitigation plans and communicated to relevant stakeholders. Mitigation and response plans need to be clearly defined whether we are dealing with opportunities or threats. Known responses to threats include avoidance of risk, transfer of risk, accepting the risk as part of risk appetite, or having a fall-back plan B in place. Responses to opportunities involve s making decisions whether to enhance an opportunity, rejection of an opportunity, exploiting the opportunity
or even decide on having pain/gain situation meaning should there be a loss or gain all involved stakeholders take it. All captured risks must be populated in the risk log or register and their respective mitigation plans, Expected Monetary Value, proximity risk owners and risk actionee etc. Aggregated risk value must be quantified and expressed in monetary value form and provided for as either a risk budget or project contingency in the project budget. A project budget without providing for contingency is risky in itself because should identified risks materialize they will be need to respond with a mitigation plan often needing to be funded. All risks materialized during project life help create lessons for future work or projects. This is one of the reasons identified risks are never deleted in the risk register but rather closed when the risk no longer becomes eminent. An often asked question is: Is there a difference between a risk and an issue? Indeed there is a difference. All risks are probabilities or uncertainties they may happen or not. When risk happens or materialises then only it becomes an issue and can
be resolved through issue management. Issue management is the process of recording and handling any event, concern or problem which threatens the success of a project or represents an opportunity to be exploited. Concerns/ Problem Issues: Late delivery of a critical deliverable Lack of resources to carry out the work Request for additional functionality Opportunity Issues: Cheaper source of raw materials is located Contract negotiation is concluded early Breakthrough of new technology or new better ways of working Our takeaway from this week’s discussion is that all projects need some form risk management and that projects without risk management in place are likely to have uncontrollable reactionary responses to unforeseen events. These may result in projects not achieving their intended objectives. Best practices in project management require that all projects have a risk management approach
or strategy specific to the project and a well spelled out risk management procedure. It helps project manager monitor and control risk using an approved method during project execution This must be accompanied by a risk register needed for proper risk management activities. The project manager must ensure that all the above mentioned documents are in place and that risk management activities are taking place and hence scheduled in the project schedule.

China falling short of US trade deal targets BEIJING - China is falling short of its commitment to buy an extra $200 billion worth of US goods over 2020 and 2021. China agreed to buy the goods in a trade deal with the US agreed last January in exchange for reduced tariffs on $120bn worth of goods. ‘SA needs a sustainable way to deal with its debt’ JOHANNESBURG - Debt consolidation should take place over a longer period to prevent it from being destructive, economist Trudi Makhaya has said. Makhaya, an economic advisor to President Cyril Ramaphosa, told a webinar on the progress made on the National Development Plan that debt consolidation shouldn’t be too aggressive and "should take place over a five-year period instead of, as some might prefer, a three-year period" to allow for spending on education and social services to be maintained as far as possible. "Debt is not bad in and of
itself but it’s actually about how we deploy that debt," she said. "That is the elephant in the room - that we do want to spend in a way that is supportive of a developmental state and a developmental manner, but because we have not been able to do that, we now have this overhang from the past that we need to deal with." This overhang of debt has not been productive but still had to be paid, she said, even as government wanted to create space for more productive expenditure on infrastructure. – FIN24.

HARARE – National Arts Council of Zimbabwe director, Nicholas Moyo has called on internet service providers to reduce their tariffs for the survival of the arts sector as artists are relying solely on them during this difficult Covid-19 time. As a result of the lockdown that has been ongoing from last year, artists have been relying heavily on virtual shows to connect with their audiences. Most of the shows have been for free, but the problem has been the high data tariffs that artists could not afford to pay for in order to livestream their shows. Some of their fans, on the other hand, could not afford to buy the data to watch the shows, leading to very low numbers being recorded for some of the virtual shows. Moyo said as an arts sector, they are calling for the reduction of data tariffs in order to make them affordable for everyone, artists included. “The challenge in our country is the cost of consuming artwork digitally. Our data is expensive. I
think we’re the most expensive in the region. At this time, it would be good if the internet service providers also come to the party,” said Moyo. He said in the same spirit that the renowned service providers give back to communities through various corporate social responsibility projects, it will be great to see them do something for the artists. “It’s good for Econet to go and donate stuff and NetOne to renovate Mpilo, but we also think that these players can contribute to the betterment of our artists by reducing data tariffs.” – CHRONICLE/THE HERALD.
‘$9m hotels kitty not free money’ NAIROBI - Hotels should not expect to receive a share of the government’s $9 million Covid-19 stimulus package if they are not willing to provide security for the money since it is not free cake. This is according to Tourism Cabinet Secretary Najib Balala who blames most of the facilities for expecting that the government was doling out free cash through the kitty, even as he admits that most of the businesses are recording poor performance. Balala spoke as most of the hotels continue to face a number of challenges, which have rendered thousands jobless, several facilities closed down, while those in operation are struggling to stay afloat. “They think it is a grant, these are loans. We have given very good incentives for the loans, but it has to be paid. You must provide security for it, this is not a grant and if you think it’s a grant then you are not a serious person who deserves this loan,” he said at Kenyatta University. He said of the Sh3 billion the government released to the sector, only Sh1 billion had been given out to various hotels, while the balance remains untouched. This even as many hotels, particularly those that rely on foreign tourists and travellers, continuing to suffer
losses due to poor business, with many admitting to be performing at between 15 and 30 percent of their capacity. Hotels have had to lay off

T is a matter of concern that some known Imperialists have again teamed up with some opposition leaders to use social media propaganda to discredit our nation as we go towards elections. There is also attempts to psyche the minds of our people online to disrepute the election outcome when their favoured candidates lose. These opposition leaders never cared when they participated in the privatization exercise and they will not care even if Zambia goes up in flames due to the misuse of social media As peace loving Zambia, we need to be on guard and reject such desperate acts. We also call on institutions mandated to clean up the Zambian cyber space to begin to do their job. Just like in physical space, laws, rules and regulations are present to govern the conduct of people online. For those that may feel injured, remedies are or should be there for recourse. Unfortunately, over the years we have seen individuals, organizations, companies, political leaders including the Presidency maligned in a savage manner all in the name of internet freedoms. Zambia is a democracy where free of speech is encouraged but at
the same time, we have laws that protect citizens against online abuse. Remember when we had a Cholera outbreak in Lusaka a few years ago, the whole City looked up to the local authority and Ministry of Health for a response. When we had incidents of gassing not too long ago, the whole Zambia ran to the Ministry of Home Affairs through Zambia Police for protection. Even now when we are battling Covid-19, Zambians are looking up to the Ministry of Health for help. Zambians who have been victims of online abuse have
been asking ZICTA for help but have received very little help if any. I know ZICTA led by the Director General has some of the most qualified professionals and the most advanced ICT tools and it is high time they stepped up and protected Zambians from these cyber criminals. Not everyone can have the stamina to confront these online propagandists like me, Bowman The Bulldozer Lusambo and most of our people are left at the mercy of these criminals. Between now and August, ZICTA must work to sanitise online activities in Zambia. As
politicians, there is none who is bigger than Zambia. In our quest to win an election, we shouldn’t threaten the peace and stability of our beautiful nation. Zambia is not for politicians alone and the majority of Zambians are not even aligned politically going by the voting statistics. IT may not be wrong to call for national day of prayers to pray over things we already have control over, but it's certainly sheer waste of time and a clear evidence of testing God. We can switch to irrigation farming as the answer to fluctuating rainfall. Mwanawasa's winter maize saw no rainfall. We can invest in green energy solutions to avert power crises associated with low power generation capacities at hydro power stations. Even political differences can be sorted out without national days of prayers if those attending such events fear God at a personal level. If anything the scripture is clear on this issue, one is supposed to first reconcile with one's enemies before appearing before God. So what should come first between a national day of prayers and reconciliation? At Eagle One Zambia, we practice journalism for social change and as such, what we want to help people understand is that prayer is not part of an economic equation. Unless you are a pastor, church is the last place you go to if its money, employment or medical health you need. The primary purpose of prayer should not be to change circumstances but to change us spiritually. We must use prayer to glorify God in any and every situation. When prayer is understood in this way, it opens our hearts to God, creating the wellspring of creative energy within us and our universe. We become great thinkers, providing better solutions to the various issues we are faced with. Sci-
ence does not replace God but its tool available to us today to accomplish our earthly desires. Once again the EIU has been vindicated, Zambia is next! Dear Editor, The Economist Intelligence Unit (EIU) has been vindicated once again after correctly predicting the outcome of the Ugandan Election. The statement on its official website, in part, read "The president, Yoweri Museveni, and his National Resistance Movement will retain power" and voila!! it has come to pass. Before the Ugandan elections, the credible UK based forecasting Unit predicted correctly the outcomes of many other Elections
around the globe, exempli gratia the Ghanian Election where it predicted that New Patriotic Party's Nana Addo Dankwa Akufo-Addo would defeat former President John Dramani Mahama to retain his seat and also the then much-anticipated American Elections where it picked Joe Biden as winner much to the consternation of many who considered Donald Trump to be invincible. And as usual, it was right! Coming back home, the EIU has predicted (not once but twice that shows how serious it is) that the ruling
party the Patriot Front and President Edgar Lungu will win this year's August Elections much to the dismay of the main opposition Political Party, the UPND and its supporters. I
T may sound funny but time is coming when this precious commodity for our livestock would be no more. Why then this topic? Currently in the country people have known the value of land. Land is a major capital in any development, without it farmers and anybody else cannot see any good development in whatever program may be taken. What we are seeing today is that this variable asset is being sold like salaula, that is anybody with ready cash is able to get it anywhere. Chiefs and village headmen/women are cashing in on this “commodity�. Indeed, the rural people that is the traditional farmers
in the in the rural parts of this country can be presented as a problem when we look at the pace on how the grazing land is being grabbed by those land hungry people. The government in the past had schemes like National Beef Scheme in which the cattle keepers had to be taught how to establish pastures either for individual farmers or pastures for communal use. Today, such schemes are long gone. Why? The rural famer has sold his land to empower himself with some cash at the expense of his livestock. The thousands of cattle which were once roaming the country side and all the plains. They are now in name as grazing areas with very few animals to be seen. Reason there is less grazing available. Land use is slowly changing for different business. Most rural livestock farmers cannot be said to be rich, today, they are poorer, eat less well and have less control over their own lives than they did in the past. This is because of what is happening to the land. There is a lack of
concern on the livestock grazing areas hence, rangeland problems, ecological problems and not to forget animal production problems. Reason here is that more and more attention is leaning to grain or crop production. Here almost every individual is benefitting from whatever agricultural inputs are being given or supplied to these farming communities. Land is expanding on the side of crop growing and grazing land is shrinking. What would then happen to
our livestock when the grass is gone. The grazing and water available to the livestock grazing population has decreased. This is so in the area of lands being sold and titles being obtained hence cutting people off from what has been claimed rightly theirs. Dams are constructed cutting people and their livestock off, no access to sufficient water and when it comes to the dry season is total agony. This increasingly marginalizing and impoverishing as well as oppressing the people together with their livestock. Livestock in most cases suffer, their natural food gets less and less because of dwindling grazing areas. Livestock planners in the past had a very good vision over the rural farming communities. This was through grazing schemes group ranches which were called collective ranches, here, the rural livestock farmer would bring their animals for proper care. Commercial ranches were for the government. This was a step in the right direction as far as livestock development was concerned at that time. This was because the ideas were in line with the thinking on community participation and the use of local expertise. The accent even today on the production of beef or live-
stock in general is for export to the cities and big towns. And livestock production is and was seen as a contribution to modernization. Therefore, livestock production is principally of subsistence character. The rural livestock farmer depends on the grazing of his animals and disposal of their stock is when there is need for cash such as school fees or buying grains and other food items during the dry months. Their cash requirements are small and their objective is not to produce surplus livestock for sale but to acquire wealth in the form of building up herds and flock size. The dwindling of grazing land due to development and changes in land use has and will continue to affect our rural livestock farmers because the grass is getting less and less. So what will happen when the grass is finally gone. FUNCTIONS

When the grass is gone. It will mean that the supply of meat to the town dwellers would not be there. The rural livestock farmer because of lacking of proper grazing for his animals would withhold animal sales in order to try and build up the herd from the few animals that would be in his custardy and looking at
what would be available for them to eat. When the grass is gone. There will be no livestock development and no livestock supply for the local use and export. Therefore, establishing the required development such as establishing pastures or preserving certain areas for livestock grazing would mean overcoming the problem of water and fodder especially during the dry season. With very little or less grazing material being available disposal of animals for sale would be withheld in order to build up herds. So to increase livestock offtake the use of the natural resource must be carefully preserved. However, the main factors responsible for this increase pressure on resources and increasing disorder associated with their management and use are common to most other areas of the country and includes Population growth and the expansion of cultivated areas as mentioned earlier on aided by the introduction of animal traction and mechanized farming techniques. The rising demand for certain commodities and their increased commercial value, such as charcoal, fuel wood and fodder may contribute to the dwindling resource of grass for the rural livestock, hence, for livestock to flourish. this commodity must be used wisely especially by our rural dwellers who are our primary source of the nation food. So then what will happen when the grass is gone. The beef we eat comes from grass and so are so many other animals that end on our tables as meat.

CHIRUNDU FARMERS DECRY FLAWS IN E-VOUCHER INPUT DISTRIBUTION By JOHN KOMBE

HE Farmer Input Support Programme (FISP) in Chirundu was a success, but the farmers have bemoaned the reduced inputs in the e-voucher method of input
distribution, Chirundu District Commissioner, Stanford Kayame has said. Mr. Kayame made the observation in an interview, explaining that the farmers had indicated to him that the agro-dealers were pegging the inputs at a higher
price thereby making it difficult for them to fully benefit from the programme. Mr. Kayame said that the agro-dealers were changing the price of inputs such as fertiliser in line with market trends. He said that this has led to farmers redeeming
less than they expected. He said that his assessment of the input distribution revealed that the farmers preferred the conventional way of input distribution to the e-voucher system. He said that the farmers indicated that the
conventional method was far much better as they would walk away with more inputs as per government specification. According to Mr. Kayame, the farmers would be happier if they reverted to the conventional method of di-

Mr. Kayame was however happy that the 2, 326 farmers in Chirundu who had made their deposits had redeemed their inputs except a few who were still waiting for the agro-dealers to deliver the inputs. He also hailed the government for the early input distribution in the 2020/2021 farming season which he said was a plus to the farmers as he early distribution would assure better yields.
Govt aids Isoka farmers with relief inputs OVER 150 rural farmers in Isoka District of Muchinga province, have received COVID-19 relief packages from the Ministry of Agriculture through the Enhanced Smallholder Agribusiness Promotion Programme (E-SAPP). Isoka District Agricultural Coordinator (DACO) Lameck Chola disclosed that the package comprised of sweet potatoes vines, vegetable and groundnuts seeds, empty grain bags and orange Other items include mandarin seedlings and COVID-19 Kits meant to help rural farmers improve their health and sustain crop production. "The 150 farmers were drawn from the already established Farming as a Business Schools (FaaBs) from all the 4 agricultural blocks in the District”, said Mr. Chola. He said rural communities have been severely hit by the pandemic by affecting their production and marketing of agricultural commodities as market and inputs are sourced from outside the District. Mr. Chola has since commended government for coming to the aid of rural farming communities in Isoka. And beneficiaries have commended government for supporting them with agricultural inputs that will contribute to a higher yield. - ZANIS

policy makers can promote information and communication technology (ICT) to make agricultural market information accessible to youth in rural Tanzania as producers need to locate potential buyers and identify where people are willing to pay higher prices for their produce. According to Reasech Conducted by the International Institute of Tropical Agricultural (IITA) -implemented under the CARE project, revealed that access to agricultural market information through mobile phones–ICT, can raise returns and make agriculture attractive to more youth in rural Tanzania. According to Sassi Akinyi areasecher under the IITA ,the adoption of ICT by the youth in the Agriculture Sector will help reduce unemployment and promote rural development. The study, which is part of several others carried out by young researchers under the CARE project in 10 countries
across Africa, has revealed factors that negatively affect women’s intention to use ICT, especially to access market information. Sassi states that using mobile phones to post havests offers of farm produce for sale and accessing bid prices in different markets can help farmers in rural Tanzania make more profitable and sales. The study also showed that cultural stereotypes negatively affect mobile phone use among women, an area that policy makers can consider when promoting ICT among young farmers. While many government’s in Africa are working on various agriculture interventions for youth, the study has recommended the need to prioritize gender issues and other determinants of intention to promote the use of ICT in agriculture. -BUSIWEEK
KENYA'S TEA FARMER FACES CHALLENGES NAIROBI - Kenya's Alex Mwangi inherited his father's tea farm ten years ago after the death of his parents. Mwangi's one acre farm in Nyeri, in central Kenya makes him part of the estimated 500,000 small-scale tea farmers that produce about 60 percent of the country's tea production. The rest of tea production comes from commercial plantations, some of which are owned by multinationals. Mwangi, now in his mid 50s, remembers with nostalgia the 1970s and 1980s when tea farmers reaped huge rewards from the cash crop. "My dad was able to provide for us a comfortable life from the earnings of tea even though we lived in the rural areas," Mwangi told Xinhua on Tuesday. Currently, Mwangi said, he barely makes enough income from his tea farm to sustain his family of four and has to supplement his income by doing odd jobs in the nearby urban center. "The returns from tea have been declining while the cost of input has been increasing," he added. Kenya's small holder tea farmers deliver their green leaves to factories that they
collectively own but are managed by the Kenya Tea Development Authority (KTDA). Farmers are paid monthly for their produce by the factories based on the weight of leaves they deliver and are also given a second payment in the form of a bonus based on the price of processed tea from their factories from sales at the Mombasa tea auction. Tea was introduced in Kenya by the British colonial government at the turn of the twentieth century, but commercial estates began operating in the 1920s. Locals were only permitted to start growing tea in the 1950s, a few years before Kenya attained independence in 1963. The bulk of the tea grown in Kenya is black tea but specialty varieties such as purple tea are also grown in small quantities. According to the agricultural ministry, Kenya produced 458 million kilograms of black tea in 2019. The east African nation is the leading exporter of black tea in the world and in 2019 earned 117 billion shillings (about 1.1 billion U.S. dollars) from exports and 200 million dollars from domestic sales. - XINHUANET

THE opposition UPND has found the social media as a suitable platform to vent its frustration through insults against Patriotic Front (PF) leaders, PF National Chairman for mobilization Richard Musukwa has said. He said in an interview in Kitwe that the PF was not worried about the UPND tantrums on social media because they were blatant lies from a bitter and frustrated leadership. Mr Musukwa, who is Chililabombwe Member of Parliament (MP), was reacting to social media postings, alleging that he had failed to deliver development in his constituency. He said he was not worried about such sentiments from the UPND members because they were up to no good regardless of how well he had performed. He said,\ among the projects he had put up in the area included the J. T Mushikita clinic in Lubengele township which was catering for more than 60,000 people in the area. “Which previous MP had constructed a clinic in
Chililabombwe using his resources? Anyway, such social media tantrums from UPND are utter rubbish and do not worry or unsettle,’’ Mr Musukwa said. Mr Musukwa , who is also Mines and Mineral Development Minister, said the PF has no time to waste on social media fights with the UPND. He said Government averted job losses at Mopani Copper Mines (MCM) by taking over the mine from Glencore International , but the opposition UPND had continued to criticize. “The UPND wanted to see MCM put on care and maintenance so that miners could lose jobs. Yes, they wanted miners to lose jobs so that they could gain political mileage by telling miners that the PF government had neglected them leading to job losses,” he said. He charged that UPND rejoices in the sufferings of the Zambians and should not be given chance to form government because Zambians will experience misery which they have never experienced before.
Kitwe’s Mulenga compound gets footbridge By ROGERS KALERO AN aspiring candidate in Kamfinsa constituency will spend more than K30,000 on the construction of Muzakaka foot bridge which links the sprawling Mulenga Compound to Moba Hotel in Kitwe. Kelvin Chipili said the bridge had reached 90 per cent completion and was expected to be completed in next few weeks. In an interview with the Daily Nation, Mr Chipili said he was prompted to embark on a project to construct the foot bridge following an outcry from the residents after a person fell and died on the spot as he tried to cross. Mr Jumbe said those aspiring for various positions in the August elections must be strong and prove their capacity to deliver development once elected to their respective positions. He said those aspiring to become Members of Parliament (MP) or councilors should bear in mind that positions were not for prestige, but for service to the people who will elect them hence the need for hard work, dedication and commitment “So for those who are aspiring for various positions such as councilor, mayor and member of parliament, these positions are not easy you need to be strong, it calls for hard work and service to the people, its not just wanting to aspire, its hard out there,” he said.
Mr Jumbe said both opposition and ruling party aspiring candidates must avail themselves to the people instead of hiding behind social media to insult others. He said politics of insults were slowly fading away because people were now more interested in those who could deliver and help improve the welfare of the people in various communities than those who were insulting on social media. “We have a situation where people are very good at criticizing others, but when you ask them what solutions do they have to the challenges and problems which people are experiencing, they have nothing. They have no solutions, but they want to form government,’’ he said.

THE K170,000 market shelter at Riverside market in Nkwazi ward of Ndola Central Constituency has been completed and handed over to the community. The market shelter was built using Constituency Development Funds (CDF). Nkwazi has more than 35,000 residents who only depended on the old market. Ndola Central Member of Parliament (MP), Emmanuel Mulenga, said he would continue cementing the projects that government was embarking on. He was speaking when he handed over the
shelter, Mr Mulenga said Government through the local leadership would continue providing services to the Zambians. “This structure has changed the face of Nkwazi especially in areas where our mothers trade from. I am happy with the works that have been done from the community based work,” he said. Mr Mulenga, who is Youth and Sport Minister, said that the labour used on the project was organised from the community. He assured the constituents that he would continue working for them as a way of appreciating them for electing him into office.

Land issues are cardinal because they help ease the suffering of our people. “Employment opportunities are also important and none negotiable as Nkana constituency is one of the richest constituencies in Kitwe in terms of employment opportunities.” He promised to listen to the people’s needs with humility, push for development on their behalf and give them feedback through community engagements.

YOUTH Alive Zambia has called on the Livingstone City Council to employ a holistic approach to curb underage drinking in the tourist capital. Gloria Mubita, a facilitator, noted that Youth Alive Zambia, as wing that deals with adolescent boys and girls, was worried with the high levels of underage drinking in Livingstone. Ms Mubita accused the local authority of being laxity in dealing with the challenge. She has called on the Livingstone council to deal with business proprietors selling liquor and allowing under age to patronize their bars. Ms Mubita accused the local authority of being reluctant in enforcing the law in order to curb the vice. She said that the trend of young people patronizing bars could only be controlled if the councils in Zambia acted effectively on Statutory Instruments that prohibit the act.

Mwinilunga farmer drowns By JACKSON MAPAPAYI A 40-year-old man of Nswanamachunga village in Mwinilunga has drowned in Lunga River after the canoe he was on together with his two sons capsized. The incident happened on Friday around 12:00 hours, according to North western province Commissioner of police Joe Njase. Mr Njase identified the deceased whose body has not yet been retrieved, as Given Izuma. He explained that Mr Izuma, who was ferrying two of his sons, failed to control the canoe after reaching the middle of the river due to strong current and capsized. “Around 07:00 hours, the deceased together with his wife, his two children and
three nieces went to the field across Lunga river to harvest cassava and dug-out canoe was used as mode of transport crossing the said river. “Then, around 1200 hours the deceased ferried his two sons Grivian Izuma aged 13 and Tasa Izuma aged 11 to the other side of the river going back home, but when they reached the middle of the river the deceased failed to control the said canoe due to current and it capsized,” explained Mr Njase. Mr Njase explained that the oldest son managed to the other side of the river while the young one was rescued by his mother. He said body has not yet been retrieved and that the family has been advised to continue searching for it.
