QUALITY HEALTH CARE HEALTH Minister Jonas Chanda is right to remind the health professionals that theirs is a calling, that it is not just a job to make ends meet.

The attitude of health workers, particularly in hospitals and clinics must be such that patients must feel at ease when they seek medical attention at the health facilities.

It won’t make much sense for the government to invest so much in the improvement of health services if the service does not much the investment.

Dr Chanda said yesterday in Lusaka that Government will soon operationalise all the clinics in Lusaka that have been upgraded to level 1 hospitals to enhance service delivery.

He noted that doing so will also promote the model of care in conformity with the district level status due to large population catchment areas.

Speaking separately when he toured the soon to be commissioned Kanyama and Chawama level 1 hospitals in Lusaka, Dr Chanda assured that Government will also prioritise recruitment of human resource to promote efficiency when it comes to health care service delivery.

But while highlighting the government’s plans to improve the existing infrastructure, we are glad that the minister has also stressed the need for health workers to uphold the tenets of their profession.

Dr Chanda said he has had reports of health workers who mistreat their patients, a trend that will not be tolerated.

As the minister noted, the health profession is a calling that health workers are expected to treat their patients with respect.

Indeed, it won’t make much sense to have impressive health centres if the people for whom they are intended for shun them for fear of the health workers.

There is a misconception among some people that health workers in private clinics are more caring than their counterparts in government-run centres.

Some do not realise that they are obviously the same people they are likely to find working fulltime in a government health facility, but moonlighting at the private facility.

Still, the fact that Dr Chanda has brought this negative trait to the public’s attention should help assure them that they do not have anything to fear from the public health centres.

The health sector is one of the sectors that has seen extensive growth due to the huge investment – resources and manpower – that the government has poured in.

It has seen hospitals built throughout the country, and in urban areas, the construction of Level 1 hospitals in major townships.

The idea is not only to take care of patients within their localities but to also reduce the burden of referring cases to tertiary hospitals such as the University Teaching Hospital and Levy Mwanawasa Hospital in Lusaka.

But this massive investment will count for nothing if the staff manning them neglect that patients expect quality care from them.

Dr Chanda should therefore not relent in this crusade but continue preaching about the need for quality patient care.

The last thing a patient expects is to be shouted at by an ill-tempered health attendant. It definitely does not conform with what the government is trying to do.

CYBER SECURITY LAW NOT TARGETED AT INDIVIDUALS - MINISTER

CYBER Security law is not targeted at any group of individuals but at ending the continuous cyber bullying in the country, Justice Minister Given Lubinda has said.

And the Advocates for National Development and Democracy (ANDD) says the proposed bill is timely and necessary in ensuring cyber security and the protection of internet users in the country.

Mr Lubinda said in an interview that there was no need for Zambians to be suspicious of the bill because it was not targeted at a certain section of society.

He was responding to concerns from stakeholders that enacting the law at a time when the country would be having

the general elections would downplay its importance because it would be seen to be targeting certain individuals.

However, Mr. Lubinda urged anyone suspecting that the bill was targeting certain individuals to cite any provisions of that law to back their suspicions.

He assured that once stakeholders cite provisions in the law that they suspect are targeting a certain section of society, he would liase with the ministry responsible to amend them.

“Let them cite any provision in the law which they suspect is targeting individuals and I will consider talking to the minister responsible to ask him to amend them,” he said.

And ANDD executive director, Samuel Banda said incidences of cyber crime among them fraud,

intellectual property theft, identity theft and cyber bullying have been on the rise and hence the need for regulation.

Mr. Banda said in a statement that the government should be commended for taking steps to address the pitfalls of the digital age in its bid to make the cyber space safe.

“It is blatantly evident that the cyber space in Zambia and the world over has been plagued by sophisticated crime and abuse,” she said.

And Mr. Banda has urged other stakeholders with reservations over the bill to exercise patience and wait on parliament to debate further on the matter.

He appealed to Zambians to have confidence in the Members of Parliament as they deliberate on the bill.

Station’s Chief Operating Officer, Oscar Chavula said Ms. Mwanza was fired over cyber bullying.

The decision follows the posting of a funny picture of Lusaka Central Member of Parliament, Margaret Mwanakatwe by Ms Mwanza.

Mr Chavula said her acts were tantamount to dragging the name of the station to her level.

“Your latest antics are, in our view, highly disrespectful, unprovoked and considering that they were targeted at an elderly national leader,” the dismissal letter read in part.

NDC spokesman Edward Mumbi confirmed that the issue of opposition parties fielding their own candidates had been rejected by the Alliance because it would create unnecessary competition within the grouping.

Addressing the media in Lusaka yesterday, Alliance chairperson Charles Milupi said following a meeting, the members agreed to field UPND president Hakainde Hichilema as its candidate and who should nominate a running mate.

Meanwhile, Mr Kambwili was yesterday surprised to learn that Mr Hichilema had been unveiled as the sole candidate for the Opposition Alliance before talks could be concluded.

Mr Kambwili said the NDC Central Committee would meet on Saturday and decide on the fate of the party being part of the Opposition Alliance.

Mr Kambwili said he had been briefed about what the Opposition Alliance now UPND Alliance had decided to do.

On Tuesday, he told the Daily Nation that he was scheduled to hold a meeting with Mr Hichilema on Wednesday (yesterday) over alliance matters.

“I have been briefed about what happened but watch the space this Saturday, NDC Central Committee will be sitting and decide over the Alliance issue,” Mr Kambwili said in an interview.

Mr. Milupi, at the briefing attended by Alliance members including RPP, ADD and NAREP among others announced that Mr Kambwili was represented by his vice president, Joseph Akafumba.

Killer cop arrested, detained Gerald Mwale dies of Covid, leaves last words

By KALOBWE BWALYA POLICE have charged and arrested Constable Fanwell Nyundu aged 25 a police officer with two counts of murder of public prosecutor Nsama Nsama Chipyoka and a UNPD cadre Joseph Kaunda who were shot dead last year.

Police spokesperson Esther Katongo said the suspect is in police custody and would appear in Court soon.

Ms Katongo said the incident occurred on Decem-

ber 23, 2020, between 10:00 and 13: 00 when police summoned UPND leader Hakainde Hichilema for questioning at police head force.

Ms Katongo, however said, more information would come out when the suspect appears in court.

Last year President Lungu directed the Inspector of Police, Kakoma Kanganja to use every resource available to fully investigate the murder cases and circumstances in which the two victims were shot.

Constable Fanwell Nyundu President Lungu urged Zambia Police to investigate the matter as quickly as possible.

Sibuyunji patrols intensified - Kampyongo

By NOEL IYOMBWA POLICE have intensified patrols and intelligence gathering in Shibuyunji following an operation carried out there and to ensure people do not take advantage of the situation, Home Affairs Minister Steven Kampyongo has told parliament.

Mr Kampyongo said that some people might want to take advantage of the operation which was conducted hence police have intensified patrols and gathering intelligence.

He said while the operation was being conducted in Shibuyunji, two other similar operations were conducted

in Chisamba and Chibombo and were not targeted at a particular individual.

Mr Kampyongo told the House that before the search was conducted, the affected residents were made aware and signed the warrant and that after the search the residents were again briefed.

He stated that the police were within the law when they conducted the operations in the three districts.

Mr Kampyongo said the investigation is still ongoing hence it would be premature to disclose what the police were looking for and what they found.

He wondered why despite all the three districts where the operations were con-

ducted, only the operation in Shibuyunji had attracted public interest.

Mr Kampyongo told parliament Police do not target individuals or their relatives, but that individuals should account for their actions, adding that no one is above the law.

The minister was responding to a question from Mwembeshi member of Parliament Machila Jamba who wanted to know why police searched and raided Mr Hichilema’s relatives house and whether they found what they were looking for and whether they knew that the operation traumatised the residents.

FORMER Zambia Daily Mail staffer and ex - ZNBC Director of Programmes Gerald Mwale has died at Levy Mwanawasa Hospital where he was being treated for Covid-19.

Last week, Mr Mwale penned this piece from his hospital bed.

“View from the hospital window: For a countless times I have driven along this section of the Great East Road, resisting the temptation to step on the gas, as the road dips and rises sharply past the imposing edifice of the newly built Levy Mwanawasa Hospital.

This is one part of Lusaka that has undergone tremendous change over the years.

“If you are coming from Chelstone going into the greater Lusaka area, you will drive past the Munali Flyover bridge still under construction, then into the now widened six-lane highway past the University of Zambia, then the ultramodern East Park Mall, then climb the now completed Arcades Flyover, that makes you glide right past the intersections of Thabo Mbeki and Katima Mulilo roads. The six-lane highway takes you right to the heart of Lusaka.

“I'm conjuring this picture as I stand at the fourth floor of the Levy Mwanawasa Hospital, gazing at the area beyond Munali and Kaunda Square.

Mr Mwale North Road. It's been raining heavily in Lusaka, giving a lustre vegetative look to the city.

It's a picture that has set my mind thinking about a subject I had never given much thought to, until this time.

“This is because I'm gazing at this beautiful scenario from my hospital room, where I have been admitted the last two days. I'm in the Covid-19 section of the hospital.

“I'm feeling much better than I was two days ago when I was brought in. It all started with a rather irritating sore throat, then a tightness in chest, followed by laboured breathing.

“Coptic Hospital was the nèarest facility for testing, the result was positive. By that time I had lost strength to stand or sit on my own. I was

referred to Levy Mwanawasa Hospital. A wheel chair and a disinfectant man covered in protective gear awaited our arrival.

“I was straightaway given a bed, with oxygen tubes and a drip. All the hospital personnel were dressed in protective clothing, their faces totally incognito behind the Shoprite screen masks.

“Then followed a period of drug administration, temperature checks, throughout the night until morning.

Another shift of the health personnel took over, going through the same routine. After the first night I felt some of my strength return. “My mind was clear enough for me to think over my ordeal. And so, as I sat through this period, staring at the ceiling, I picked up my phone and decided to begin this narrative.

“I really do not know the aim yet; whether to alert you to the reality of Covid-19; or to let it sink into you that you might, like me, be driving past the Levy Mwanawasa Hospital and never thinking that you might end up in that hospital room one of these days.

“You see, it's not as ‘impossible’ as you think. It's just a matter of letting off your guard in a moment of careless abandonment: forgetting to wear your mask properly; failing to maintain social distance, and not sanitising your hands. Just as simple as that.”

ESTRICTION of commercial cargo at the Victoria Falls border post will curb smuggling activities which have been taking place due to lack of the anti-smuggling facilities.

Traffic has over the years been growing and smugglers have taken advantage by deliberately pushing it towards the small border post because it lacks the anti-smuggling facilities such as inspection bays and scanners.

This is according to the Zambia Revenue Authority (ZRA) Corporate Communications Manager, Topsy Sikalinda.

Mr Sikalinda explained that ZRA had to use the inspection bay at Livingstone port office which created congestion in the tourist capital.

Downgrade fears will deter countries from joining G20 debt relief framework - WB

SA’S JOBLESS NOW 11.1M PEOPLE JOHANNESBURG - A total of 1.397 million people lost their jobs in 2020, with the unemployment rate now at 32.5 percent, compared to 30.8 percent in the third quarter.

Compared to a year ago, the number of unemployed people increased by 7.5 percent (507, 000), while the number of people who were not economically active increased by 9.5 percent (1.5 million).

Professor Jannie Rossouw of the Wits Business School says it is worrying the unemployment rate is still growing, because this means that there will be more people unable to pay tax.

“The government will have to be very careful not to overestimate its income from tax for the future. It is also concerning that economic growth is not keeping up with the population growth of 1.5 percent. The only thing that can save us is to make it easier to employ people,” he says.

The number of discouraged work seekers increased by 235, 000 (8.7 percent) and the number of people who were not economically active for other reasons decreased by 1.1 million (7.4 percent) in the third and fourth quarters, resulting in a net decrease of 890, 000 in the not economically active population.

Stats SA said this movement was proportionately more towards the unemployed than the employed, which resulted in a significant increase of 1.7 percentage points in the official unemployment rate, with the unemployment rate according to the expanded definition of unemployment decreasing by only 0.5 of a percentage point to 42.6 percent in the fourth quarter from the third.

The working age population increased by 143 000 (0.4 percent) quarter-on-quarter and compared to the fourth quarter of 2019, by 583,

000 or 1.5 percent. The number of employed people increased by just 333, 000 to 15 million in the fourth quarter of last year.

The largest employment increases were in the formal sector (189, 000), followed by private households (76, 000), the informal sector (65, 000) and the agricultural sector (2, 000). The number of employed people increased in eight of the 10 industries surveyed.

The largest increase was recorded in community and social services (170, 000), followed by construction (86, 000) and private households (76, 000).

The only decreases were recorded in finance (123, 000) and mining (35, 000).

Employment in the informal sector stood at 176, 000 in the third sector and showed an increase of 65, 000 in the fourth quarter, while employment in the formal sector also increased by 189, 000. – FIN24.

ABUJA - The African Export-Import Bank (Afrexim) has approved $2 billion to support the acquisition of Covid-19 vaccines for African countries, its president said on Tuesday.

The African Union initially secured 270 million Covid-19 vaccine doses from manufacturers for member states. In January, it was announced that the bloc would receive another 400 million doses of the AstraZeneca vaccine.

President Benedict Oramah told CNBC Africa Television the Afrexim board has approved the funds and that it was seeking to raise more funds for vaccine acquisition.

In November, the G20 group of major economies launched a framework designed to streamline a process to help countries defer or negotiate down their debt as part of a wider relief programme.

Ethiopia’s application in January to the programme - which foresees private creditor participation - prompted Fitch and S&P to slash its sovereign rating.

“Countries will weigh that in... especially those countries which are still hoping to access private capital, to tap capital markets,” Reinhart said in an interview.

“The prospect of being downgraded is going to be a deterrent.”

LLOW me to say the Zambian prospective teachers have suffered, and we are still suffering in the hands of the great enemy called "Unemployment, unequal chances of recruitment during the dark corner replacements."

The Ministry of General Education, if well considered, is the backbone of our national development. We cannot grow if pupils are unable to attain their educational goals, simply because the teacher-pupil ratio is not balanced, especially in rural areas.

The budget allocation to the education sector has gone low. The government has completely stopped recruiting teachers on the expense of other ministries like Health

and Defence. The prospective teacher is crying since 2018 when only 2,009 teachers were recruited.

Since 2018, the only thing we hear is people reporting, that s/he has been deployed under replacements. However, even the minister himself, has no idea how those people got their jobs without his consent. Poor prospective teachers are crying day and night!

As things stand, for you to get a job as a teacher, you need to pay someone a lump sum of cash ranging from K10, 000 to K25, 000, without a receipt.

Where are we going? When did we start selling job opportunities? Where can a poor me, and my sister in the village get such money?

After selling all the cattle, goats, pigs and chicken for tuition fees, with the hope of

recovering it all after being deployed, this is the shame upon the unemployed teachers in Zambia.

Yes, we have a right to decent employment and sustainable salaries, yet we have been reduced to beggars, cadres etc. Oh Lord, hear us, and do something please. What pains me is that my years are

increasing every day.

We are unpopular, we are not counted to be existing, yet with Diplomas, Degrees and Masters in our trunks. Please, those responsible for teacher recruitment, the Ministry of General Education, the Teaching Service Commission, and other stakeholders, hear the cry of your sons, daughters, cousins, nieces, the unemployed but qualified teachers!

We need massive and transparent teacher recruitment.

Never forsake us, nor ignore us. We exist and we are qualified for the job. We are youthful and innovative. We are competent and sober. Please employ us!

CYBER bullying has become a major problem in our modern "CyberWorld."

Over the past decade, this type of bullying has claimed the lives of many children and adolescents across the globe. It is estimated that half of adolescents have been the victims of cyberbullying.

In Zambia, the Communication Technology Authority (ZICTA) received 3, 075 cases of child abuse online, 615 fake news reports, 551 cyberbullying, 126 identity thefts and 1, 150 cyberbullying last year.

An astonishing one in three children and teens have been victims of online bullying.

The statistics are startling but not all hope is lost. Because cyberbullying has become such a damaging and deadly issue, our lawmakers have now resorted to making cyberbullying laws to help protect victims from online bullies and to bring these bullies to justice.

There is no ounce of doubt that there is a need for strong anti-cyberbullying legislation in our country. As we all know, cyberbullying can severely impact the victim and their loved ones.

Victims can become withdrawn, anxious, depressed, and could potentially resort to suicide to end the emotional pain. Cyber harassment

Pre-adoption campaigns a gateway to endorse the people’s choice Dear Editor IT is a fact that most political parties thrive on their supremacy in the regions which is referred to as “strongholds.” This in effect means a political party which enjoys supremacy in a given territory has greater chances of overpowering other political competitors.

This means even a little known person or political nonentity stands chances of emerging a victor so long s/s/he has been adopted by a politically attractive po-

litical party. However, 2016 post-election political environment seems to set a new dimension; the people are above a political party. In the history of the parliamentary democracy, 2016 produced more independent Parliamentarians.

Out of 150 MPs, 14 stood are candidates (representing nine percent of the Parliamentary candidates) who were left out from the adoption process but after too much persuasion from their electorates, they bowed to pressure and filed for nom-

inations. This means the number of independent parliamentarians would have increased had some candidate’s not exercised restraint to hold on their political ambitions.

It is against that background that President Edgar Lungu in his wisdom allowed aspiring candidates to openly present themselves and let the people know of their ambitions.

This will give the PF an opportunity to assess the popular candidates and thereby reduce the number of former PF aspirants to emerge as in-

dependent Members of Parliament.

From the time the President issued a decree to parliamentary hopefuls to present themselves, the people in the constituency have been expressing their views on the parliamentary hopefuls.

The same aspirants directly or through their sympathisers have had a fair chance to access the party structures, the media as well as the electorates at large.

In the conduct of the pre-adoption mobilisation activities, there is no docu-

mented incident were the aspirant has been harassed or faced disciplinary action. The whole experience has been characterised by warm reception from the party leadership with equality and without any discrimination.

This has been a platform for consolidating intra party democracy and has brought about transparency in the adoption process. The inclusivity of the pre-adoption campaigns in PF will produce the candidates who command public confidence from the electorates.

Capt Muwamba was bullied online for becoming the first ever Zambian female fighter Pilot at the age of 24 while Ms Maunga is a young scientist and 2019 Buttercup award winner who was bullied for merely featuring in a DStv advert that some people for whatever sad reasons found irritating.

The two victims mentioned are not the only victims. Someone somewhere is being cybe rbullied at this very moment and this is why we need cyber laws that will protect all of us because we are all affected.

Once enacted into law, the Cyber law will address, among others, the online violations which are not covered in our current laws, safeguard the rights of online users and instil a good cyber security culture.

There is no justification whatsoever for law abiding citizens being paranoid about the Cyber Bill being enacted into law because it is meant to protect them from cyber criminals by sanitising the country’s cyberspace already riddled with a web of frauds and malpractices.

The recent announcement by the Central Committee, to ban the distribution of cash at public platforms is one of the many internal mechanisms that has been put in place to tilt the political playing field.

This is intended to ensure that the will of the people is not undermined or the adoption sold to the highest bidder.

The onus is on other political players to learn from the PF which has allowed the field to open to everyone. This is what 21st parliamentary and local government democracy demands.

Take up crocodile farming, fish farmers urged

MALL Scale Fish Farmers Association (SSFFA) has called on its members to consider diversifying into crocodile farming apart from fish keeping in order for them to improve their business portfolio and income.

Association chairperson

Victor Chatilika said crocodile skin business was lucrative and currently fetching over $9 per centimeter on the international market.

He said demand for crocodile skin and meat from China and other countries was rising hence the need for local aquaculture farmers to take advantage by venturing into croc farming instead of only concentrating on fish farming.

By NATION REPORTER ZAMBIA’S needs more local entrepreneurs in order to expand the indigenous private sector and expand the economy. Zambia’s Ambassador to Germany, Anthony Mukwita has said.

Amb Mukwita said the country should not rely on foreign investment alone to grow the economy but mix the two.

"The more local players we can get to oil the Zambian economic machinery the better for us," he said.

Amb Mukwita said with an increase in the number of local entrepreneurs, the banking sector would see more savings and more liquidity available in the economy for further investment.

He made the remarks when he met Mr Stefan Henkelmann and Markus Tacke of the German Association of

Savings Banks known locally as the Sparkassenstiftung.

Mr. Henkelmann is responsible for the Africa region while Mr. Tacke is expected to arrive in Zambia on the 16th of March to take his new position as the regional director responsible for the organization’s projects in Zambia, Malawi and Namibia.

Sparkassenstiftung begun its work in Zambia when it joined and supported efforts by the Bank of Zambia when the Central Bank embarked on financial literacy, a concept through which participants learned the art of saving and investment.

Since then, the Germanbased organization has trained over a 100trainers who have gone on to train over 17000 participants who are involved in a variety of entrepreneurial activities.

Ivermectin use worries govt

By PETER SICHALI GOVERNMENT is worried with continued reports of use of Ivermectin as an alleged cure for coronavirus, Minister of Health Jonas Chanda has said.

Dr Chanda said Zambia Medicines and Regulatory Authority (ZAMRA) has since instituted investigations into recent events in Eastern Province.

He also said no unlicensed pharmaceutical products will be allowed so as to protect the health of Zambians.

And Dr Chanda said ministry of Health has observed with concern that many Zambians in Lusaka and other towns continue to disregard the use of facemasks in public.

"This laxity is very worrying and will cost us gains we have made in the response," Dr Chanda said.

Dr Chanda said it was sad that the laxity was also seen in health facilities which by nature are infectious spaces.

Dr Chanda said the ministry of Health with guidance from President Edgar Lungu was scheduled to engage the Chinese embassy regarding the provision of support for oxygen demand to the new specialised hospital in Lusaka.

Dr Chanda Meanwhile, the Minister has announced that the country has recorded 11 covid 19 deaths.

Dr Chanda said the country has recorded 902 new covid-19 cases out of 5,231 tests in the last 24 hours.

He said 367 patients have been discharged from isolation facilities and home management, bringing the cumulative number of recoveries to 69,803 representing 91 per cent.

Dr Chanda said there were currently 5,630 active cases of which 95 per cent are under community management whereas 5 per cent are under covid isolation facilities of which 68 per cent are under oxygen therapy and are in critical condition.

"Hard times like these call for farmers to diversify and take advantage of any opportunity to improve their income, but of course this cannot be achieved without Government coming up with a well designed plan to support the initiative," he said.

Mr Chatilika said according to market study done by his

association, currently South Africa was leading crocodile business with total exports valued at about $73 million annually followed by Zambia at $65 Million and Zimbabwe $30 Million per year.

He said Government should also come up with a deliberate plan aimed at encouraging the development of the crocodile sector as this is the only way the country can

be able to attract direct foreign investment in the aquaculture subsectors.

Mr Chatilika said the full development of the aquaculture subsector was not only good for creation of the much needed jobs for the youths but also would lead to the growth of the economy which is currently on its kness following the outbreak of the Corona virus.

Teachers urged to be proactive GOVERNMENT has called on teachers to be proactive in the manner they execute their duties.

Speaking during a stakeholders review meeting on the performance of the district during the last grade seven and nine examinations at Sichili Secondary School hall, Mulobezi District Commissioner Mulenga Tembo expressed worry over the poor performance of most schools in the district.

Mr Tembo wondered why among the 16 districts in the province, Mulobezi could be the last in terms of academic performance.

Civil servants must not involve themselves in partisan politics and those who want to join politics must resign. ‘‘This can only be attributed to poor performance by school managers,” he said.

He also warned civil servants against involving themselves in partisan politics adding that those who want to join politics must resign.

Meanwhile District Education Board Secretary (DEBS) Keith Inambao has encouraged team work among teachers.

Mr Inambao advised teachers to put more effort when carrying out their duties for them to archive the desired results.

He however expressed sadness over the poor performance of the district.

And Mulanga Primary School head teacher Ngangula Ngangula applauded the district education board for organising the meeting adding that, it was important to review the academic performance of the district and ascertain areas that might have led to the poor performance.

During the last Grade 7 and 9 examinations, Mulobezi was rated on position 16 and 14 in the province respectively.

Mechanisation of Correctional Service farms to boost food production

HE Zambia Correctional Service has maintained that the on-going expansion and mechanization of its farms countrywide seeks to boost food production not only for the inmates but also the country at large.

Commissioner for Correction and Extension Services Tobias Mwanza says the service has so far achieved a lot in scaling up and diversifying crop production and that all its farms countrywide are expected to improve their operations so as to meet the expectations of the command.

Mr Mwanza was speaking in Choma yesterday when he paid a courtesy call on the Southern Province administration.

He told Deputy Permanent Secretary Kennedy Mubanga that he is in the province to assess progress on the farm expansion program at various correctional facilities.

Mr Mwanza emphasized that the correctional service envisages to significantly contribute to the national food basket once the on-going farm expansion program gains optimal performance.

“We are determined as a service to grow more crop to feed the in-mate population from day one to the last day of the year and also be able to contribute to the country’s food basket. Hence we have gone very much into agriculture and also fish farming,” Mr Mwanza disclosed.

And Provincial administration has hailed the move taken by the correctional service to accelerate efforts towards increased agricultural production is in line with President Edgar Lungu’s call for the country to diversify the economy through agriculture.

“The 7th national development plan is focused on agricultural diversification.

Even the president himself has made a directive that government institutions and households should engage in agriculture production. That way, we will be able to ensure food security,“ Mr. Mubanga noted.

He has assured that the provincial administration stands ready to support all efforts aimed at increasing and sustaining food production.

East Coast Fever (ECF) breaks out in Monze MONZE Senior Livestock Officer, Phias Mungaila disclosed in an interview that 142 cattle have died so far with 152 animals currently reported to be sick and a further 5, 183 exposed.

Mr Mungaila said the outbreak in Siakasenke, Hamanvwa and Sikabenga was due to negligence by farmers who have chosen not to dip their animals at correct intervals and have since abandoned two functional dip tanks in the area.

He appealed to the farmers to reactivate the two dip tanks in order to control the Tick Borne disease that had detrimental effects on the farmer’s well-being and the national economy.

And Monze district Livestock and Fisheries Coordinator, Tabita Shamaila Deka confirmed the outbreak saying there was a rise in the number of cattle being infected

by ECF. She disclosed that the escalating figures were as a result of farmers not wanting to dip their animals at a regular interval.

Mrs. Deka said there was no need for farmers

to shun dipping their animals because of the cost associated to it, but that they should consider the value of the animals that need to be protected from the disease.

“Farmers must not look at the minor cost associated with dipping which is only K0.50n per animal, but they should consider the value of the animals that need to be protected,” Mrs. Deka advised.

She said government through the extension staff in the district have since embarked on sensitization exercise with the farmers on the importance of dipping at the correct intervals to avoid risking cattle to ECF. The coordinator appealed to the farmers not to relent but to continue dipping the animals.

ECF is a tick borne disease whose symptoms include high temperature, loss of appetite causing anorexia, diarrhea, anemia and nasal discharge.

Government conducts ECF vaccinations every six months but some farmers have been shunning the exercise due to the cost attached to it. -NAIS

Illegal sand mining rife in L/stone

THE Livingstone City Council (LCC) has warned of taking stern action against some residents engaged in illegal sand mining in residential areas.

The local authority has noticed that some people had been engaging illegal sand mining in residential areas.

According to the council, the practice was contributing to the already washed away roads due to heavy rains.

Public Relations Manager, Melvin Mukela, told the Daily Nation that some roads in Nottie Broad and Dambwa North Extension areas had become impassable due to excessive illegal sand mining.

Mr Mukela said the act was a derailment to council’s efforts in rehabilitating the roads.

He added that sand mining causes environmental degradation, hence the need to mitigate negative effects.

Mr Mukela warned that the culprits would be prosecuted in the Fast track Saturday 25 April, 2020 to other would court to set an example be offenders.

KAMPALA - Uganda’s Health Minister Jane Aceng has denied reports that top government officials have been vaccinated against Covid-19 before the country formally receives vaccines.

Aceng was reacting to a report by local newspaper Daily Monitor and American newspaper Wall Street Journal.

In a tweet, the ministry said neither the president nor his close associates had been vaccinated as alleged.

ACCRA - Ghana has become the first country to receive coronavirus vaccines through the Covax vaccine-sharing initiative.

The World Health Organisation (WHO) programme aims to ensure that vaccines are shared fairly among all nations.

Covax is aiming to deliver about two billion doses of Covid-19 vaccines globally by the end of the year.

Many rich nations, who began their own vaccinations months ago, have faced criticism for buying or ordering more vaccines than they need.

A total of 600, 000 doses of the vaccine developed

by AstraZeneca and Oxford University arrived in Ghana’s capital Accra yesterday.

In a joint statement, the WHO and the United Nations children’s fund (Unicef) said it was a “momentous occasion.”

The WHO and Unicef said the shipment represented “part of the first wave of Covid vaccines headed to several low and middleincome countries.”

The joint statement yesterday said the shipment to Ghana represented “the beginning of what should be the largest vaccine procurement and supply operation in history.”

THE Zambia Under-17 national soccer team will meet hosts Morocco in the group stages of the 2021 TOTAL Africa Under-17 Cup of Nations which kicks off on March 13.

According to the draws which were conducted yesterday, the Young Chipolopolo will also face Ivory Coast and Uganda in Group A. Zambia will be making their second appearance at the continental showpiece, having made the debut at the 2015 edition in Niger.

Group B of the youth championship has Nigeria, Tanzania, Algeria and Congo.

Defending champions Cameroon are in Group C with Senegal, Mali and South Africa.

The tournament will run from March 13-31 2021.

Boxing fed nods waived fees THE Zambia Boxing Federation (ZBF) has paid glowing tribute to the International Boxing Association (AIBA) for waiving annual membership fees of US$250 for 2021 in light of the Covid-19 pandemic.

ZBF secretary-general Bright Chomba said the development will give boxing federations and affiliates the much needed financial breather as most boxing associations are struggling to raise funds for membership renewals and operations.

“We have struggled to raise membership fees, so this is a big relief, it will help a lot of federations,” said Chomba

AIBA recently waived its annual membership fees of US$250 for its 200-plus affiliates for 2021 in light of the Covid-19 pandemic ravaging the world.

AIBA president Umar Kremlev said the association wants to give its members a financial breather and focus efforts on sustaining the development of the sport during the pandemic.

In a statement issued to affiliates, Kremlev said the association will not be preoccupied with taking money from members but improve the development and governance of the sport.
