ZAMBIA LOSING BILLIONS IN ILLEGAL MUKULA EXPORTS By PETER SICHALI

B

ILLIONS are being lost as high volumes of mukula are still illegally exported, a mukula trader, Mr Willard Kapila has said. Mr Kapila said some unscrupulous people had continued to illegally export mukula despite the ban. He said illegal mukula dealers have taken advantage of the transit deal between Zambia and the Congo DR to export logs using the Nakonde border. Mr Kapila said harvesting of mukula had continued “secretly” and logs acquired locally were being exported together with those in transit from Congo DR.

I have had my fair share, says Lubinda By SIMON MUNTEMBA and NOEL IYOMBWA I HAVE committed myself to be campaigning for President Edgar Lungru across the country and not to recontest as a parliamentarian, Kabwata Member of Parliament Given Lubinda has said. Mr Lubinda, who is also Minister of Justice, said he made a decision in 2019 that after 20 years of being MP, he would not recontest because he has had enough of his fair share. He said at a press briefing in Lusaka yesterday that he had not applied for adoption in any constituency because he believed that he has done his part. Mr Lubinda said instead, he would go flat out to campaign for President Lungu and the Patriotic Front to ensure a landslide victory in the August 12 general elections. "I have committed myself to campaign for President Lungu across the country," Mr Lubinda said. He added: "For avoidance of speculations, my zeal to serve PF has been rekindled. I will go out there to build the party like before." He said he enjoyed a very cordial relationship with the party leadership and that he would be more active once his mandate expires. He thanked the people of Kabwata constituency for having supported him over the years in his quest to develop the area. Mr Lubinda also announced that he would recontest to be retained as a member of the PF central committee at the forthcoming national conference.

"What is happening now is that papers from Congo are showing that for example 50 truckloads will pass through Zambia when the actual number is 40 and 10 are being loaded from Matumbo in Chinsali where they join those in transit," he said. Meanwhile, traders whose licences were cancelled after the ban of mukula trade have appealed to Government to lift the ban so that it could benefit everyone. The traders, who flanked Mr Kapila in Isoka yesterday said Government was losing billions in taxes from the logs which were being illegally exported. They called on the State to give them amnesty to al-

low them sell the already cut mukula before it goes to waste. The traders said it was unfair for a few individuals to benefit at the expense of main dealers whose capital injected had not been recovered due to the ban on mukula trade. “There are a lot of mukula logs that have been laying idle in the bush that may bring revenue to government if traders are allowed to export and pay taxes. Even us that duly acquired production and conveyance licenses at huge cost are also affected by the decision hence the need for an amnesty,” the traders said. Research, mukula production in Zambia could have amounted to about 110, 000 per annum, with revenue losses of about US$3.2 million and bribes paid to state officials of about US$1.7 million.

CHISHIMBA Kambwili’s political career has again suffered a setback after the Ndola High Court ordered him to stop presenting himself as National Democratic Congress (NDC) President. This is according to an ex parte order of interim injunction granted to Bridget Atanga who sued Mr Kambwili in her capacity as NDC Secretary General. High Court judge Mary Mulanda warned Mr Kambwili that should he go against the order, he would be cited for

contempt and committed to prison. “It is hereby ordered and directed that the defendant whether by himself or his servants or agents is hereby restrained from masquerading as the president of the NDC or purporting to transact any business of the party until further order of the court,” read the order. Ms Justice Mulanda has set April 9, this year as the date for the inter-parte hearing. In the matter, Ms Atanga is seeking among other claims that the gathering held by Mr Kambwili and his cohorts on February 27, this year was null and void. Ms Atanga wants the court to declare the resolutions null and void as they were made in the absence of any party constitutional provisions. She also wants a declaration that Mr Kambwili having been expelled from the party, has no mandate to transact any business of NDC. Meanwhile, Mr Kambwili says the injunction is just kicks of a dying horse from the other faction and that he his ready to go and defend himself and the party.

According to the letter which the Daily Nation had sight of, Kabwata constituency chairman, Trevor Ngándu has

been accused of open bias towards Mr Yenga while ignoring the other candidates. The three claim that though they attended interviews, it was just for the love of the party because there was no impartiality by the constituency officials. They have also complained of inappropriate donations to the constituency executive with Mr Ngándu being accused of receiving a vehicle for operations. The constituency officials have also been accused of campaigning for Mr Yenga to the exclusion of other candidates. Further, constituency structures were also allegedly instructed to endorse and support the candidature of Mr Yenga when he went to lodge

Meanwhile trouble was brewing for Lusaka mayor when he reportedly went for interviews escorted by supporters from Kabwata and Kanyama who were chased by Matero constituency officials. According to a source at the constituency offices the unruly cadres were not given chance to get near the offices and had to be cleared by the mayor before he could be interviewed.

‘M’MEMBE IS ZAMBIAN TANKERS JUSTIFY HIGH FEES MALICIOUS’ By PETER SICHALI

From page 1 “The fact that the same coterie had accused and maligned all former Presidents of all manner of crimes proved that they did not mean well”. “President Kaunda was voted out of office on accusation of copper/ cobaltgate stealing, President Chiluba was driven to his early grave on corruption charges, President Mwanawasa was insulted of tribal forestry and corruption, President Banda of corruption and late President Sata of corruption when he failed to toe their line.”” An academic Stanley Mulenga also said. Zambians, he said, should put aside the culture of demonizing leaders as a means of gain pernonal popularity. In reacting to sentiments by Socialist Party leader, Fred M’membe that Zambians could get rid of President Edgar Lungu the same way they got rid of former Presidents Kenneth Kaunda and Rupiah Banda, Mr Mwanza said that those who dished accusations should introspect. Mr Mwanza said Mr M’membe must focus on explaining the loan of US$5.5 million which was procured from the Development Bank of Zambia and the Intermarket Bank and the tax avoidance allegations rather

than behaving like the “messiah.” He said Zambians cannot stoop so low as to vote for tinpots and tyrants, saying that all individuals who were scheming to tarnish the image of the Head of State would hit a snag. Mr Mwanza advised Mr M’membe to stop propagating evil schemes through his media organisations. He urged Mr M’membe to stop demoralising Zambians because he had many issues of personal integrity he must explain. “Mr M’membe should explain the Zambian Airways collapse and the loan of US$5.5 million which was procured from Development Bank of Zambia and the Intermarket Bank. He has not yet explained allegations of tax avoidance but is busy pretending to be a saint,” Mr Chanda said. And Mr Mwanza said President Lungu had nothing to worry about because the massive development he had rolled out across the country would campaign for him in the upcoming August elections. He said politicians who were busy making noise at the expense of offering constructive checks and balances would forever remain in the opposition because Zambians would judge them by their works.

ZAMBIAN fuel transporters have justified their high rates that have resulted in Oil Marketing Companies preferring foreign tankers. The Petroleum Transporters Association of Zambia (PTAZ) said the charges were cost reflective because the cost of doing business in Zambia could not be compared to other countries in the region. PTAZ spokesperson, Benson Tembo, said local tankers were charging higher fees because the cost of repairs and operations was very high in Zambia. Mr Tembo said foreign tankers operate on fair

Mr Tembo

priced spares and so were able to offer lower prices to OMCs. “The costs of repairs and operations are high. So, our rates cannot be the same as those in countries where the cost of doing business is low,” he said.

Mr Tembo however said the minimal difference in pricing was not justification for OMCs to defy a Government directive to give 50 percent of contracts to locals. “Sending a tanker driver to Beira in Mozambique we pay $600 per trip. We pay inland and cross border tolls. We pay parking fees every day in foreign countries. “Our prices of spares and tyres cannot be compared to any country in the region. Our cost of repairs and bank lending rates are also high,” Mr Tembo added. Mr Tembo said the cost of licensing in Zambia was also high and could not be compared to other countries

in the region. “We pay extra fees going into Tanzania of up to $70 per trip and another $50 to cross into Kigamboni where we load fuel. “In Tanzania, there is a further reduction in the volume of fuel to be loaded on the trucks due to the newly introduced Axle Load Law which has reduced capacity by about four tons thereby reducing the income for transporters,” he said. He said OMCs were only interested in maximising profits at the expense of poor Zambians. Mr Tembo said Government must intervene to ensure that Zambian businesses received what was due to them.

Church calls national prayers for missing Hatembos MMD faction commences contempt action against Nevers

From page 1

It is almost two months since Pheluna Hatembo and her brother disappeared, now her cerebral palsy afflicted 35-year-old daughter is ill, vomiting blood and pus. The daughter, Nasilele Nyambe, was on Tuesday escorted to the Choma General Hospital by her elder sister Abigail who pleaded with abductors to release their mother. The last time they saw their mother was when she was bundled to Lusaka where she signed a statement condemning her lawyers for indicating an intention to appeal against a ruling that dispossessed them of their 2000-hectare farm to Mr. Hakainde Hichilema. Bishop Ndhlovu said owing to the manner the Hatembos were abducted, the people behind the kidnap were heartless. He called on investigative wings to dig deeper to ensure that the abducted family

members are quickly reunited with their children and the culprits brought to book. “This is unZambian and should not be tolerated,” said Bishop Ndhlovu. The family have since disputed the “withdrawal” of the appeal, stating that they had sat and decided to appeal against the High Court judgment. “The disappearance of our mother has sent my already sick young sister into depression and caused her to fall into a more serious condition requiring frequent hospital visits,” first born Abigail revealed on Tuesday. Speaking from Choma General Hospital where she had taken her sick sister, Abigail said the family has not seen their mother for a long time and now fear for the worst. Pheluna and her brother Milton have been missing after they appeared in a video denouncing their own court case in which they had sued Mr Hichilema over the acquisition of their farm.

They want to kill me, HH says By NATION REPORTER

HAKAINDE Hichilema has accused the State of ploting to kill him. Mr Hichileam alleged that there were schemes to arrest, poison him and later claim he died of Corona virus (Covid-19). In a statement posted on his Facebook page, Mr Hichilema claimed the Patriotic Front ( PF) are trying to stop him and his party from contesting the August 12 general elections. “We are aware that for a long time now, this regime has been scheming on how to eliminate and stop us from seeking public office. Their latest scheme is to have us arrested, throw us into a Police cell and then poison,” he said. Mr Hichilema also demanded the immediate release of former Cabinet Minister Ackson Sejani, Mazabuka and Choma Mayors Vincent Lilanda and

Mr Hichilema

Javen Simoloka and Fines Malambo. The five have been detained by the police in connection with the disappearance of the Hatembos who had sued HH for dispossessing them of their father’s 2000 hectares farm fraudulently. The matter was time barred and therefore dismised but the family had intended to appeal because of fraud in the manner the farm was taken from them, they argued that fraud could not be time barred. However, before the appeal could be lodged Pheluna and her brother

Milton were brought to Lusaka where they signed a letter addressed to Law Association of Zambia stating that they did not wish to appeal and that their lawyers should be disciplined. The Hatembos have not been seen since except for two press conferences organised by Zitukule Consortium a Choma based organisation whose chairman Partner Siabutuba has now been picked by police. Meanwhile, the other remaining brothers have reported the disapearance of Pheluna and Milton to the police and have stated categorically that a family meeting had resolved to appeal the high court decision and did not understand how Pheluna and Miton would have voluntarily signed the statament to the contrary and against the fact that the land was dispossessed irregularly .

By GRACE CHAILE-LESOETSA LUSAKA High Court judge Mwape Bowa has granted the 20 Movement for Multi-Party Democracy (MMD) members leave to commence committal proceedings for contempt of court against Dr Nevers Mumba. Mr Webby Chipili and 19 others calling themselves Operation Save for MMD, filed an affidavit in support of ex parte summons for leave to issue notice of motion for committal for breach of court order by embattled New Hope MMD president Dr Mumba and his secretary general Elizabeth Chitika. On March 20, this year, Dr Mumba is alleged to have held a convention at the party secretariat where he was re-elected as party president despite being served with an injunction. In this matter, the 20 have sued Dr Mumba and Ms Chitika seeking a declaration that the MMD extra ordinary convention was null and void and that the two breached the party constitution. They also want the court to direct the Registrar of societies to appoint an interim committee during the determination of the matter. In the affidavit, Mr Mulenga said on March 20 this year the Lusaka High Court granted an ex parte order for injunction restraining Dr Mumba and others from proceeding with the MMD party convention. However, Dr Mumba held a press briefing on the same day, stating that the injunction was bogus and claimed that the ex parte order of injunction had no seal from the judge.

EXAMINE POLITICAL PARTIES

AS Zambia draws closer to the August 12 general elections, all political parties must gather moral and legal authority to operate according to the requirements of the supreme law of the land. This is the time citizens will need to appreciate genuine political parties and draw a distinction between serious political parties and those formed to distort the political landscape. Naturally, political parties should be formed to provide a service to the public and not to serve a sectarian interest. Yes, political leaders have the ambition of getting into Government and use state power to develop the country and ultimately improve the livelihood of the citizens. However, it is also true that some individuals in political parties have a sole desire to get state power to serve self-interest; these must be checked. Zambians, therefore, must make every effort to understand the motives of every political leader for them to make informed decisions. As the country goes to the polls on August 12 this year, sugar-coated campaign messages will reverberate and it is up to the people to discern information in the correct context. There will be an imperative need for the electorate to sieve every piece of information from politicians. Certain political sentiments appear very attractive on face-value, but are actually misleading, hence the need for citizens to be extra cautious. It will be prudent, therefore, to appreciate that all matters of a political nature have to be carried out according to the laws. In fact, all political undertakings must be done and understood in the context of the Republican Constitution as it supersedes any other piece of legislation. The Constitution of Zambia (Amendment) Act number 2 of 2016 part one emphasises the supremacy and thus says in (1): “This Constitution is the supreme law of the Republic of Zambia and any other written law, customary law and customary practice that is inconsistent with its provisions is void to the extent of the inconsistency.” Ordinary citizens, who are able to read, must take time to go through some provisions in this supreme law especially those pertaining to the electoral system and political parties. One important aspect on political parties is found in part five article 60(2) (b) of the Republican Constitution, which states that a political party shall have a national character. In this case, national character could mean characteristics and unique life styles found among the populations of a particular nation state. This means that a political party ought to be representative of the entire Zambia and not one-man party operating from some obscure location. In the same constitution, part five article 60(2) (d) states that a political party shall promote and practice democracy through regular, free and fair elections within the party. Another important aspect is in part five article 60 (3) (a), which says a political party shall not be founded on a religious, linguistic, racial, ethnic, tribal, gender, sectoral or provincial basis or engage in propaganda based on any of these factors. Additionally, the same article under (b) prohibits any political party from engaging in or encouraging violence or intimidating its members, supporters, opponents or other persons. Therefore, all political parties must conduct intra-party polls at all levels as has been with PF, UPND, New Hope MMD and now the NDC under embattled leader Chishimba Kambwili, which is preparing to hold a general conference. Additionally, political parties must desist from violence and hold intra-party polls to be deemed legitimate political organisations.

SECRECY, YOUTHS COMPLAIN By SANFROSSA MANYINDA

YOUTHS have complained over the secrecy surrounding the higer bus empowerment. Government bought about 100 higer buses at a total cost of K60 million for the public and private drivers association which were successfuly delivered in 2016. The buses which were given on a loan basis were meant to create 3, 600 employment opportunities.

A grand handover ceremony took place in Lusaka the same year to mark the successful delivery of the buses. The arrival of HIGER buses in Zambia was also expected to improve working conditions for local bus drivers. And in January 2020, the Ministry of Youth and Sports announced that government had acquired another 25 Higer buses for the youths as empowerment. Government then

announced that officials from the Ministry would carry out interviews to determine those that were qualified to be given the buses. But some youths in separate interviews complained that they had been left in the dark concerning this particular empowerment programme. They said they did not receive any update concerning the empowerment programme. " We do not know if those

KONKOLA Copper Mines (in liquidation) has pleaded with the court not to entertain Vedanta Resources Limited’s application on whether provisional liquidator Milingo Lungu has powers to reorganise the mine during the on-going arbitration proceedings in South Africa. This is in a matter where ZCCM-IH has asked the court to place KCM under liquidation claiming that it was being managed in the manner that is detrimental to its interests. Government has launched the Integrated Resource Plan (IRP) aimed at improving electricity generation in the country. Energy Minister, Mathew Nkhuwa, said the IRP would be implemented in the period of 30 years, from 2025 to 2055. The minister indicated that the IRP would be implemented at a cost of £1.3 million with the support of British government. He said the project will be implemented through a grant. Mr Nkhuwa was speaking during a virtual launch in Lusaka yesterday. He said the IRP would be an approach to national power system that incorporated assessment of available energy resource and opportunities for demand management into least cost combination of supply options and energy efficiency measures. “The implementation of IRP will improve a long term reliability, affordability, efficiency and security of a electricity supply while keeping pace with the economic growth and development. “It will also minimise the short term and long term economic cost of delivering electricity services and ascertain Zambia’s investment needs for medium and long term and provide conducive environment for business planning,” he said. Meanwhile, British High Commissioner to Zambia, Nicholas Woolley, th private sector was constantly bringing new options to the market. He said the options would help reduce the overall cost of developing and operating power systems and enhance access and quality for energy users of all kinds. The envoy said this would be done through renewable power technologies, operation of smart grids and control systems, putting energy users more in control of their own energy use.

Government prods small-scale farmers By FRANCIS CHIPALO GOVERNMENT has urged small-scale farmers to look at farming as a business which can transform their livelihoods. Meanwhile, 11 farmer cooperatives have received matching grants to the tune of K21 million after successfully undergoing training in crop, livestock and agriculture production with support from the International Fund for Agriculture Development (IFAD). Agriculture Minister, Michael Katambo, said it was Government's desire to commercialise farming activities through the promotion of farming as a business. Mr Katambo said Government was promoting commercialisation of farming through dissemination of good agriculture practices to the farmers. He added that this was the most practical method of improving agriculture production and productivity. The minister was speaking during presentation of cheques to participants of the Enhanced Small Holders Agri Business Promotion (E-SAPP) programme in Lusaka yesterday. "Through Government's partnership with IFAD, in order to enhance small holder Agri Business program, the Zambian Government is successfully implementing interventions which are yielding results in promoting farming as a business, particularly to over 50, 000 small scale farmers," Mr Katambo said. Mr Katambo challenged small scale farmers to develop a change of mindset towards farming as Government would continue creating opportunities for small scale farmers to expand and grow their business. At the same function, IFAD country office representative, Brian Kapotwe,

said the organisation was making good progress in eradicating rural poverty by transforming rural economies systems into more productive, resilient and sustainable. Mr Kapotwe said the small scale farmers had been equipped with the knowledge and skill which would enable them increase the volume and value of their produce. "We therefore commend the government for implementing this program and we are committed to providing support aimed at transforming farming as a business," Mr Kapotwe added. The E-SAPP is a seven-year programme which runs up to 2024 under $29 million, targeting smallscale farmers. Support ministries include Livestock and Fisheries as well as the Ministry of Commerce, Trade and Industry. The aim of the project is promoting farming as a business among small scale farmers in Muchinga, Central, Eastern, Western and Copperbelt Province. The 11 cooperatives which received the matching grants for rice and soya bean farming are from Mungwi, Isoka, Kalabo, Mpongwe and Lundazi and the first wave of farming to receive the grants under the programme.

We therefore commend the Government for implementing this program and we are committed to providing support aimed at transforming farming as a business,” Mr Kapotwe said.

TAX RELIEF

… Kenya’s small traders seek tax cuts for Covid-19 recovery

N

AIROBI - Small-scale traders have petitioned the government to reduce taxes to help them to survive the Covid-19 pandemic hardships. Stakeholders at the just concluded annual Nation Media Group SMEs Expo and Conference raised concern that taxation is sinking the fortunes of Small and Medium-sized Enterprises (SMEs). Traders who make revenues of between Sh1 million and Sh50 million in a year are required to pay a Turnover Tax, which is charged at one percent of the gross sales the business makes each month. Jane Munyao, the chair of the Association of East African Women Entrepreneurs said high taxes, in addition to the rising

Equity Group gets US$100m from AfDB for trans-African expansion NAIROBI - Equity Group Holdings (EGH) has signed a US$100 million loan (Sh11 billion) facility to support its expansion across Eastern and Central Africa, enhancing its ability to serve small and medium enterprises (SMEs) as it grows. In addition to operating in seven African countries – Kenya, Rwanda, Uganda, South Sudan, Tanzania, the Democratic Republic of the Congo and Ethiopia, the Group recently expanded its operations in the DRC by merging its existing operations of Equity Bank Congo with the acquisition of BCDC to form Equity BCDC, now the second-largest financial services company in the country. “Partnership will help support MSMEs to keep their lights on during the prevailing Covid-19 pandemic," said James Mwangi, Managing Director and CEO of Equity Group Holdings. "By extending credit to them during this period, Equity demonstrates its commitment to walk with its customers, and to empathise with their social-economic situation brought about by the pandemic,” he said “We have seen the impact of pumping oxygen to our MSMEs during this period. They have been able to re-imagine, repurpose and retool their enterprises and emerged more resilient thereby protecting jobs and creating more job opportunities through venturing into more innovative initiatives such as manufacturing of internationally certified quality PPEs.” The loan, a tier two facility with a seven-year maturity, is expected to promote EGH’s ability to offer bespoke products to MSMEs, strengthen its balance sheet and optimise its capital structure across the continent with a special focus on women and youth entrepreneurs. “EGH has a strong track record of designing products suited to the needs of SMEs as well as emerging corporates. “The timing of the facility’s disbursement could not have been more appropriate especially as businesses seek to remain operational amid a Covid-19 pandemic that is causing financial havoc,” said Stefan Nalletamby, AfDB’s Director for financial sector development. - THE STANDARD, Kenya.

have had as small businesses over the past year is the taxes and levies that we pay relative to the amount of business that we are carrying out. David Mwireri who deals in maize, also sought to have levies charged on busi-

nesses reduced to create conducive environment for growth. "I pay Sh5, 500 to the Laikipia County government for my annual business permit, a fee which is not very high. But it is the other taxes to Kenya Revenue Authority which give us a headache. They drive up the cost of doing business," he said. Economist Tony Watima said the government is faced with a difficult balancing act between collecting funds to finance its burgeoning budget and cushioning key economic drivers such as small traders. He said the best way is to renegotiate foreign debt with bilateral lenders to restructure debt to give the country’s economy more time to recover from the pandemic. – DAILY NATION, Kenya.

Moody’s sounds alarm ...over SA banks' climate change exposure through extensive mining lending JOHANNESBURG - African banks are exposed to environmental risks that may threaten their credit quality and profitability as climate change makes shocks more frequent and severe, according to Moody’s Investors Service. Moody’s estimates that the 49 banks it rates across 14 African countries have extended almost $218 billion in credit to environmentally sensitive sectors, an amount equivalent to nearly 29 percent of their total loans. Threats for the continent’s banks are exacerbated by their outsized holdings of sovereign bonds, particularly for Angolan and Nigerian lenders, Moody’s analysts including Malika Takhtayeva and Peter Mushangwe said in a report on Tuesday.

Most African sovereigns face substantial risk from rising temperatures, water scarcity and carbon transition, they said. Here are other comments from Moody’s: Moody’s findings indicate many of Africa’s largest industries, such as oil and gas, mining and transport face high environmental threats, given their high exposure to carbon transition or physical climate risk. Banks in Democratic Republic of the Congo and South Africa have engaged in extensive lending to the mining industry; banks in Uganda are heavily exposed to farming and fishing, making them vulnerable to droughts and other consequences of climate change. – BLOOMBERG NEWS.

Zim leather sector gets US$15m to add value HARARE - Zimbabwe has received US$15 million funding from the Common Market for Eastern and Southern Africa (Comesa) to capacitate industrial operations under the leather sector value chain. Industry and Commerce Minister, Dr Sekai Nzenza, has said Bulawayo would play a leading role in implementation of leather transformation projects, as she confirmed receipt of the critical funding from the 21-member regional trading block, to which Zimbabwe is a member. Revitalising the leather sector is one of Comesa’s flagship projects, which has seen the bloc establishing a specialised unit, the Africa Leather and

Leather Products Institute (ALLPI). Through this agency, Comesa, with development partner support, has been rolling out a regional leather industry capacity building initiative guided by its 2016-2025 Strategic Plan. With the endorsement and mandate of the 34th Meeting of the March 2015 Council of Ministers, ALLPI has been active in assisting member states to seize emerging opportunities in the leather sector as an effective economic transformation tool. In Zimbabwe, ALLPI is assisting the revival of the leather sector with a bias on unlocking the potential of small to medium enterprises pro-

ducers. The efforts have resulted in the establishment of the Bulawayo Leather Cluster Factory in 2018, with a capacity to produce about 158, 400 pairs of shoes annually. According to the cluster’s secretary, Fungai Zvinondiramba, the group was targeting regional exports to Sadc. Early last year the cluster reported that it had received orders of about 1, 000 pairs of shoes to Namibia. Comesa has provided the leather processing equipment worth about €250, 000 for small to medium enterprises as well as training in the leather sector in Bulawayo. – THE HERALD, Zimbabwe.

Retailers pessimistic about future, as possible Covid-19 third wave shakes confidence - survey JOHANNESBURG - A potential third wave of Covid-19 infections, and possible renewed restrictions will likely harm the retail sector and traders are generally pessimistic about the future. The trade sector reported declining confidence across the board according to the retail trade survey for the first quarter of 2021, which was released by the Bureau for Economic Research (BER) on Tuesday.

During the quarter, the country moved from lockdown level 3 restrictions - in which an alcohol sales ban and a lengthened curfew was implemented in January and February – to lockdown level 1 in March. Most of the responses were received during the last two weeks of February, when the peak of the second wave of Covid-19 infections had passed. "As expected, the trade sector experienced another tough

start to the new year. Much of the performance of the sector still largely reflects a Covid-19 narrative. "Be it in terms of its restrictions on trade or its impact on the labour market, the pandemic's sustained influence on business and consumer sentiment remains concerning amid the uncertainty about its trajectory," the report read. After making a recovery from its 29-year low of 11 points in the second quar-

ter of 2020, to 50 points by the fourth quarter, retailers' confidence levels declined by 13 points to 37 during the first quarter of 2021. "This was to be expected considering that much of the momentum gained in the final quarter of last year was from pent-up demand for alcohol, anticipated festive season sales and the vital social grant top-ups, which all petered out by the first quarter," the report read. - FIN24.

Ignore haters, Kamba urges Zambians By SIMON MUNTEMBA ZAMBIANS should ignore the minority haters of President Edgar Lungu such as Brebner Changala because the Head of State is working round the clock to deliver development to all parts of the country, PF Lusaka provincial chairperson Kennedy Kamba has said. And Mr Kamba has charged that some self-acclaimed civil rights activists, and some media organizations working with the opposition have ganged up to try by whatever means possible to dent the image of President Lungu before Zambians. Mr Kamba said one thing the minority haters of President Lungu should know is that they will not manage to sway majority Zambians into believing their bitterness, frustrations and the ill feelings they harbor against him. He said President Lungu has won the hearts of many Zambians for his selflessness and inclusive leadership As the old English adage goes, he said, you cannot bring down a good man, because President Lungu’s genuine selflessness and love for this country speaks for him in the hearts of the majority citizenry. Meanwhile, Mr Kamba warned Zambians to be wary of the malicious schemes that were being orchestrated to label President Lungu,

The partnership will involve the facilitation of payments such as Sunday offering, tithe and other church contributions by the parishioners using Zamtel mobile money platform. This will involve a partnership between Lumen Television, Loyola Television and Zamtel.

RAMPANT ILLEGAL FISHING WORRIES CHIEFS By OLIVER SAMBOKO

CHIEFS along Lake Kariba have bemoaned rampant illegal fishing activities on the lake and warned that if the trend is allowed to continue, there is a risk that most investors in the aquaculture subsector will shun the area. Chief Sinazongwe said Illegal fishing and stealing of fish from fish cages mounted on the lake was causing serious harm and has resulted in dwindled fish catches in the vast

man-made water reservoir. “If the trend is not stopped most local and foreign companies that have set up operations on the man-made lake may decide to close their business due to huge loses they are suffering,” he said. The traditional leader said he has been receiving a lot of complaints of theft and other illegal activities perpetrated by fish gangs that have taken advantage of lack of security in the area. Chief Sinazongwe called for the strengthening of security patrols on

the lake to repel those that are causing problems, saying this is the only more way the area will be able to attract more investment in the aquaculture development sector. He also urged the police command in the area to be on alert and ensure that those found wanting receive good punishment adding that intensifying security on the Lake was one way of ensuring that the investments are protected. And Chief Simamba of the Tonga people of Siavonga said if the issue of

thefts on the lake should be stopped before it gets out of hand and result in investor leaving the area. “If we don’t find a solution to this problem, many Fish farming companies that have set up operations on the lake at a huge cost may decide to leave to other areas where security is assured,” he said. Chief Sinazongwe also said he was aware that some Kapenta traders are camping at islands on the lake and conniving with fishermen working for large fishing companies who are selling them stolen fish.

Govt wants seamless digital services By JACKSON MAPAPAYI FINANCIAL service providers and Information Communication Technology sector should collaborate in the provision of digital financial services, Solwezi District Commissioner Rosemary Kamalonga has said. Ms Kamalonga noted that collaboration was very critical in addressing regulatory overlaps, strengthening cross-sectoral connections and identifying new regulatory approaches of fostering access to digital financial services. She explained that Government had been calling for close collaboration among regulators and service providers of digital financial services in order to ensure that the low income segments of society were also covered. The DC was speaking during a ZICTA financial awareness programme yesterday. “This is key in achieving the main objectives of digital financial inclusion agenda for the country as emphasized in the Seventh National Development Plan,” she said. Ms Kamalonga said because of increase in fraudsters who use social engineering to steal money, people were losing confidence and trust in digital financial services. “I therefore appeal to the Zambia Information and Communication Technology Agency (ZICTA) and

like-minded institutions to help tighten security around mobile money platforms to ensure that consumers are highly protected,” she said. The DC said that the value of mobile money transactions had doubled from K49.6 billion recorded at the end of 2019 to K105.6 billion at the end of 2020 reflecting an increase of 113.07 percent. “Similarly, the volume of mobile money transactions increased from K553 million transactions at the end of 2019 to K747 million transactions at the end of 2020 reflecting an improvement of 35.03 percent,” she added. Ms Kamalonga that the Financial Scope survey findings revealed that Zambia had continued to make significant gains in financial inclusion. She said the survey indicates that financial inclusion increased to 69.4 percent from 59.3 in 2015 which she attributed to increase in uptake of mobile money services. And ZICTA Statistics and Research officer, Hendrix Miyob,a urged consumers to always secure their accounts and to avoid sharing passwords in order to avoid being victims of fraud. Mr Miyoba said ZICTA was working with financial service providers as well as mobile money service providers in ensuring that security is tightened.

FIVE BODIES EXHUMED IN KALUMBILA By JACKSON MAPAPAYI

ONE body has been stolen in Kalumbila after unidentified people tampered with five graves in a bizarre incident. Five bodies were exhumed at a graveyard in Mukonzhi area of Senior Chief Mukumbi's chiefdom and one of them was taken away in Northwestern Province. According to North-Western Province Commissioner of Police, Joe Njase, about five bodies have been exhumed so far. By ANDREW MUKOMA THE Reformed Church of Zambia (RCZ) in Livingstone has called on political leaders to avoid hate-speech ahead of the August 12 general elections. RCZ Livingstone Congregation Minister-inCharge, Caleb Mwanza, said that there was need to root out hate-speech and tribalism. Hate-speech, he said, has potential to propagate violence which could turn out to be a recipe for widespread anarchy. Reverend Mwanza said in Livingstone that the cancer must be fought so that peace

Mr Njase revealed that of the five, one body had gone missing adding that the most affected graves were for female juveniles. "The incident was reported by Kasanda Robby aged 56 of Manyama area Kalumbila District, who reported on behalf of the community at Lumwana East Kalumbila District to the effect that unknown persons have been exhuming bodies at the grave yield," he said. Mr Njase said an inquiry file has been opened while investigations have been instituted.

Mr Njase

RCZ preaches peace could continue to reign in the country. Rev Mwanza said the Church would continue to pray for the political leaders so that they promote peace and reconciliation. He said political party leaders and their membership should be able to talk to each other. “It would be sad for the country to lose peace because of the failure by the leaders to reconcile. This is a crucial time for church

as the political parties are campaigning, as the church we shall continue to pray,” he said. Rev Mwanza said it was important to have peace during the campaigns as people would be free to make the right choices. And PF Southern Province mobilisation treasurer, Evans Fenete, said Zambia was Christian nation and the people should uphold Christian values. Mr Fenete said Christians

should strive to ensure that they pray for the country before, during and after elections. And United Party for National Development (UPND) District Youth Chairman for politics and security Philip Musela said it was important for political parties to always put God first. Mr Musela said peace and reconciliation are important amongst the political parties so that they can work together.

Magufuli’s legacy – vs national values and principles Dear Editor,

Tanzania’s new president should uphold Magufuli’s legacy Dear Editor,

F

ORMER Vice President of Tanzania Ms. Samia Suluhu Hassan was last Friday sworn in as Tanzania's sixth Republican President. She became the first female President of Tanzania. Ms. Hassan's swearing in as the President follows the death of President John Pombe Joseph Magufuli on March 17, 2021. Dr. Magufuli died of

heart complications. Late President Magufuli was nicknamed “Bulldozer” because of his fearless and bold leadership style. Dr. Magufuli was first elected president in 2015. He retained the presidency during last year's general elections held in October. During his first term of office, Dr. Magufuli achieved a lot. He relentlessly fought corruption, improved the country's economy and infrastruc-

ture among others. The late president became a darling to Tanzanians for transforming Tanzania to be a middle income country. Ultimately, people's standard of living improved. His legacy of being a fearless and practical leader will outlive him. I therefore appeal to President Hassan to uphold Dr Magufuli's legacy. ELEMIYA PHIRI, Lusaka.

Ms. Samia Suluhu Hassan

I WRITE in order to echo Professor Lumumba's sentiments that a new name must be proposed for all African countries. We need the 'Spirit' of the late iconic politician Dr. MaguuliI'. All African leaders must emulate the life pattern and leadership code and ideologies that President Magufuli championed! We need a reciprocal and multiplications of the Magufulis. Indeed, President Magufuli has set the pace and all African leaders must emulate him. We will advocate for his legacy. We shall account for every single coin that belong to our nation. We won't condone any more extravagance in spending. We won't remain mute seeing public resources being wasted on meaningless workshops that do not culminate into bettering

the lives of our citizens. We won't entertain any more handouts from politicians during the campaigns. We won't accept bribes and political gymnastics prevailing in our country. We won't remain naive anymore. We shall fight back and expose any manipulations. We are fighting corruption head on. We shall defend the integrity of our nation. Yes, we may claim to be independent as countries but they have continued holding us captives. We are still under their siege. They have still dominated us economically. We are enslaved with their loans and grants given to us on humiliating terms and conditions. We are subjected to perpetual futility and they don't mean well for us neither do they love us. We need the “MAGULIFICATION” formulae to be relieved of the bondage and slavery we are subjected to. JOSECK KUNDA.

President Edgar Lungu’s pledge for a peaceful poll Dear Editor, DURING his annual greetings of the diplomats accredited to Zambia, held virtually on Tuesday, President Edgar Lungu did not want to leave anything to chance but assure the international community that the elections will be free and fair. This commitment by the President comes barely when the some unpatriotic citizens have with impunity been abusing the cyber space to discredit the hard earned reputation Zambia has acquired

as a beacon of peace. The aspersions being posted on social media seems to suggest that the nation is ungovernable yet the contrary is true. President Lungu even went an extra mile to indicate to the diplomats that soon invitations will be sent to the observers who wish to monitor the elections. This is inspite of the fact that Zambia is anticipating a third wave of coronavirus which is likely to hit the country in the third quarter of this year and building up to the

elections. President Lungu’s open invitation in view of the world as the meeting was streamed live on various social media platforms with a wide following, is highly appreciated as it is commitment toward the transparent and peaceful electoral process. He has proved his critics wrong especially those who judge the standard of a free and fair election only if the outcome favoured them. From the time the preparations for elections kicked off, the power hungry politicians who have lost six times

consecutively have always discredited the democratic process. To remind those who maybe forgetful, President Lungu has always been truthful to his holding free and fair elections and he did it in 2016. In 2016, elections which gave him his first term where highly praised by various institutions as observers freely undertook their calling. The President’s pledge to the diplomats is consistent with the assurance he has given to the Zambian people and more recently the directive to the Inspector General of Po-

lice Mr Kakoma Kanganja to reform the police service. The police on the other hand are confident that they will not let the Zambian people down and will be helpful in delivering the peaceful poll. Now that the highest office in the land has extended an olive branch to international observers, the onus is now on the political players to complement the efforts that have been made by the various institutions. President Lungu has demonstrated political will, the onus lies on those whose

duty is to take necessary measures and ensure that his wish is not put to waste. MARVIN CHANDA MBERI.

African political party, the African National Congress. I also remember very well that my late cousin Lawrence Chola Katilungu was once a vice president of the ANC under Mr. Nkumbula. I also remember that another cousin Mr. Jeffrey Milandu who was nicknamed “Jimen” because he liked Jimen Taxis, was an organiser of the ANC in Kansuswa Township. Those who lived in Mufulira at the time will remember Jimen Taxis. But as would be normal in any mass organisations, differences soon developed in the African National Congress. A more radical faction broke away and formed the Zambian African National Congress (ZANC), which later became the United National Independence Party (UNIP). Soon after the formation of UNIP, the African National Congress went into panic mode. Their strategy was to oppose everything that UNIP demanded from the colonial powers; and in so doing, they resorted to dirty tactics. UNIP burnt schools and bridges to force the colonialists to give power to the Africans, the ANC said this was savagery by the Bembas who did not want to go to school. UNIP preached national unity, but the ANC told its supporters that UNIP was a party led by thieves who would take away their cattle and wives. They called Elijah Mudenda and Mainza Chona tools of the Bemba thieves because the two nationalists were supporting independence.

looking at what is known as the Abrahamic religions and how they affect our daily lives and their role in world history and what we may term as the World Order. The four Abrahamic religions are Christianity, Islam, Judaism and Baha’i Faith. These four religions accept the tradition that God, known as Yahweh in Hebrew and Allah in Arabic, revealed himself to Abraham. All of these religions originate from the Semitic-speaking regions of the Middle East. Ancient Semitic-speaking people or Proto-Semitic people were Western Asian people who lived throughout the ancient Near East, including the Levant, Mesopotamia, the Arabian Peninsula, and the Horn of Africa from the 3rd Millennium BC until the end of antiquity. The theological traditions of the four religions are to some extent influenced by the depiction of the God of Israel in the Hebrew Bible, and all of them trace their roots to the patriarch Abraham. The Abrahamic God is the conception of God that remains a common feature of all Abra-

hamic religions. God is believed to be one, eternal, omnipotent, omniscient, and the creator of all universe; and he is referred to as masculine only, has the properties of holiness, justice, omnibenevolence and omnipresence.

From this place, where faith was born, from the land of our father, Abraham, let us affirm that God is merciful and that the greatest blasphemy is to profane his name by hating our brothers and sisters. These are the wonderful properties of the Abrahamic religions. But what impact have they made on world history? Many people in the world are worried that the four Abrahamic religions have and continue to be a source conflicts that cause injustice, oppressions and civil

wars in our world. Pope Francis expressed the Vatican’s concern about the failures of Christianity, Islam and Judaism and to a lesser extent the Baha’i Faith during his March 2020 visit to Ur, Abraham’s birth place in Iraq. “We believers cannot be silent when terrorism abuses religion; indeed, we are called unambiguously to dispel all misunderstandings,” he told both Muslims and Christians who attended the historic first ever Holy Mass by a Pope at the birth place of Abraham. Pope Francis went on to say that hostility, extremism and violence were not born of a religious heart but were betrayals of religion. “From this place, where faith was born, from the land of our father, Abraham, let us affirm that God is merciful and that the greatest blasphemy is to profane his name by hating our brothers and sisters. Let us not allow the light of heaven to be overshadowed by the clouds of hatred!” Hopefully, the Pope’s words were heard, appreciated and understood by those who con-

tinue to kill others in the name of God, Yahweh or Allah. History does not reveal much good about Abrahamic religions. Here in Africa, the Christians came holding their bibles in their hands while shooting to destroy kingdoms and colonise the people of this continent. The partition of Africa! The worst crime against humanity, slavery, was perpetuated for centuries by Christians and Muslims. They took human beings and sold them as commercial cargo while holding bibles and the Quran in their hands. In the American slave plantations, a special Slave Bible was created for slaves so that the enslaved people could be convinced that the God of Abraham has said that black people would always be the hewers of wood and carriers of water unto the house of God! Major events and tragic wars have been caused by adherents of the Abrahamic religions; they are too numerous to mention but some include the partition of India into Hindu and Muslim states resulting in the states of Pakistan and Bangladesh, the

15

Middle East wars involving Israel and its Arab neighbours, the decapitating of infidels by the Islamic State and so on. There are 7. 674 billion people in the world, of this, 2. 382 billion (31.11 percent) are Christians, 1. 907 billion (24.9 percent) are Muslims, 14.7 million (0.18 percent) are Jews and 5.0 million (0.07 percent) are Baha’i. Adherents of Abrahamic religions constitute 56.26 percent of the world population. The influence of Abrahamic religions on world affairs is overwhelming; they control the major governments of the world in America, Europe and the Middle East. They control the banking system of the world, they control all commerce and arms trade. All financial scandals in the world including in Zambia involve adherents of the Abrahamic religions. Insurgents in the Maghreb, in West and the Horn of Africa are all because of conflicts among the followers of the three Abrahamic religions. The reason why they fight to defeat each other is impossible to comprehend. But whatever we say, Abrahamic religions will continue to have a very huge influence on the affairs of our world. Hopefully, the leaders of Christianity, Islam and Judaism will one day agree to work together so that we can have a better and more just world order.

IS THE UPND A REINCARNATION OF THE ANC?

FILEPHOTO: Mr Nkumbula (left) and former President Kaunda shake hands to seal the Choma declaration as Mainza Chona claps. constitution. To the UPND leadership, it did not matter whether the legislation would protect all Zambians including their own supporters. A Bill of Rights is an important piece of legislation which

Yours truly Troubleshooter pentvision@gmail.com, ecchipalo@icloud.com, ecchipalo@ yahoo.co.uk

have been very happy to participate in any efforts to refine the constitution. But the UPND instead refused to attend the National Dialogue Forum without proposing any alternative vehicles of how to deal with the lacunas they complained of in the constitution. For the UPND, it is more important to be seen to be more powerful and victorious over the other parties than to apply common sense and reason with sound rationale over national issues. For the UPND, the lives of Zambians do not matter. Even in legal matters in court, they side with foreigners. Zambians will soon have full exposure of the dirty tactics and deception the UPND leadership uses while killing innocent people in silence and despair. And what they do to achieve their meaningless battles is to apply dirty tactics. One such tactic is to stage manage events such as the recent debate on Bill 10. All the organisations involved in organising that debate are UPND agents. The big surprise is how the PF leadership does not know about the ownership of all those organisations. Someone should do research and they will find out that those companies are owned by one individual or organisation through the use of proxies.

BWANA MKUBWA PARLEY INTERVIEWS RAISE DUST By SANFROSSA MANYINDA

P

ARLIAMENTARY interviews for Bwana Mkubwa Constituency in Ndola for the PF have been conducted while incumbent Member of Parliament Jonas Chanda will be interview later after he raised allegations of corruption. Dr Chanda will attend the interviews on a date yet to be set by the constituency office. PF acting provincial chairperson, Bernard Zulu, told the Daily Nation that the leadership would take into consideration the busy schedule of Dr Chanda who is also Minister of Health when setting the date.

He however clarified that the interviews conducted earlier had not been nullified. Earlier, social media reported that the PF had nullified interviews which were conducted on Tuesday because of one applicant Warren Mwambazi's alleged corrupt behaviour. It was alleged that Mr Mwambazi gave out K10, 000 to each of the 12 members of the constituency executive for him to be favoured for adoption ahead of the August 12 general elections. This prompted Dr Chanda who is also PF Copperbelt provincial vice chairman to petition the district officials not to allow the constituency officials to conduct interviews for all candidates as he described

da's request would not be the right path for the party to take. "The minister's request is not friendly in spirit because it only indicates that he is directing the party what to do when he has already complained formally. "I know it is about an all draw situation here. In as much as he is our client and would want to complain about anything, he also needs to understand that we have adequate provisions within the guidelines to deal with erring party members," he said. Mr Zulu maintained that since the applicant had complained, the party would have its own time to deal with the matter expeditiously.

ASPIRING candidates who have engaged in community initiatives must continue with their projects even if they are not adopted to contest the August 12 general elections so that they send a message to the electorate that their interests is to serve the people, the PF Kitwe mobilisation committee has said Mr Munalula Moola, a committee member, said some people were claiming to have engaged in community projects to improve the lives of the people, hence they should continue with their initiatives even if they were not adopted to contest the August 12 general elections. He was speaking in an interview in Kitwe yesterday. Mr Moola said it was only by continuing with the community projects that one would be able to prove themselves that their work was genuinely meant to help the vulnerable in communities. "As the PF, we are going through the adoption process to pick candidates for the positions of the Members of Parliament, Mayor and Councillors. In this process, only those who are loyal, humble, respectful and popular on the ground will be adopted. "So those who will not be

adopted, they should not abandon their projects but they must continue so that they prove that they were not doing it for adoption, but to help improve people's lives in various communities," Mr Moola said. Mr Moola also advised members to remain loyal and support the candidates which the party would adopt so that they could set a firm stage for campaign ahead of the August 12 elections. "We may have our own personal differences, but let us put those differences aside and concentrate on campaigning. Even if the candidate we supported has not been adopted, let us not be bitter, but instead support the adopted candidates," he said. Mr Moola said those who were planning to switch camps from the ruling party to the opposition should think twice and possibly learn lessons from other big politicians who went to UPND and came back to the PF more devastated than they went. "My advice to those who are so frustrated because of one or two things and want to go to UPND is that they should learn lessons from what has happened to some big politicians who went and came back cursing themselves. A wide man learns from other people's

RAMAPHOSA DATES ZONDO INQUIRY J OHANNEBURG - President Cyril Ramaphosa has confirmed that he would appear before the state capture commission of inquiry next month. Commission chairperson, Deputy Chief Justice Raymond Zondo, said yesterday that four days had been set aside for Ramaphosa's testimony. On April 22 and 23, he will testify on behalf of the ANC, and on April 28 and 29, "he will be testifying in his capacity as president of the country," Zondo said.

“I understand President Ramaphosa will testify representing the ANC, but I have indicated that from the commission's side, the president will have to testify as president of the country and former deputy president,” he said Ramaphosa's acting spokesperson, Tyrone Seale, has confirmed in a statement that Ramaphosa would testify "in line with the President’s many public statements in which he has expressed his willingness to

testify before the Commission." In a statement he said Ramaphosa "will give evidence in his capacity as President and former Deputy President of the Republic and as President and former Deputy President of the African National Congress." ZAMBIA IN MAKE OR BREAK TIE By MICHAEL MIYOBA

THERE was drama yesterday at National Heroes Stadium when Chipolopolo coach Milutin “Micho” Sredojevic lashed out at a journalist who asked whether he was not being inconsistent in his selection of national team players. Ahead of today’s crucial 2022 Cameroon Africa Cup of Nations (AFCON) qualifier against Algeria, “Micho” named defender Kabaso Chongo as captain for today’s game. This was a few months after he disgraced and suspended the TP Mazembe player for being a weak link and a bad influence to the team. He said insinuations that he was not consistent with team selection were “nonsense.” “Micho” said he summons only the best players in crucial assignments such as the make-or-break AFCON qualifier against Algeria. He denied ever suspending Chongo whom he described as a good friend. He said he was not scared of the Algerians because he has experience of coaching in Africa and had a team which can compete against Algeria. The Chipolopolo go into today’s fixture aiming to bounce back from a 1-0 defeat to Botswana in their last AFCON Qualifier. “Micho” who has struggled to assemble a squad since he was named Chipolopolo coach in January 2020 will look to South Africa-born Mwenya Chibwe who is expected to make his debut under the Serbian in goal. Experienced Kabaso Chongo and Nathan Sinkala are also the favourites to start today while, the Red Bull Salzburg duo of Patson Daka and Enock Mwepu are deemed as “Micho’s” best stars. Meanwhile, Algeria who already clinched a spot at the 2022 Cameroon AFCON are the favourites despite missing six of their stars who have failed make it due to travel restrictions caused by the Covid-19 pandemic. The Desert Foxes dominate group H with ten points, seven points ahead of the Chiopolopolo who anchor the group with three points.
