HE formulation of a marijuana policy framework has reached an advanced stage, Agriculture Minister Michael Katambo has said. Mr Katambo said the marijuana legislation and policies will be effected as soon as control substance Bill is qualified. policy would need to undergo separation of the law. "Marijuana policy development is at very advanced stage and the bill will be brought before parliament after undergoing all the necessary processes. A LUSAKA resident, Mr George Mwambakakana, who recently paid back salaries and allowances for former Health Minister, late Joseph Kasonde and Livestock and Fisheries Minister, Nkandu Luo, has pledged to pay for Justice Minister, Given Lubinda and two others. He is set to pay for two former ministers, Mr Greyford Monde and Mr Yamfwa Mukanga. Mr Mwambakakana said he would soon pay in full for three more people other than Prof Luo and Dr Kasonde. Earlier, Mr Mwambakakana said after the Constitutional Court di-
rected all former ministers to pay back, he felt duty bound to liquidate the bills for the two. He said that he was prompted to pay for the two because of their hard work when they served. Mr Mwambakakana said there was nothing sinister for him to use his personal money to pay for the two. On Thursday last week, he paid K57, 512 for Dr Kasonde and K58, 681 for Prof Luo. Mr Mwambakakana appealed to the Attorney General Likando Kalaluka to ensure that the two were cleared because their bills had been settled. He said that Dr Kasonde and Prof Luo were still appearing on the list of those that had not paid.

In this case, Mr Phiri has sued Mr Frederick Daka, the current Kalonga Gawa Undi Mukhomo the fifth, seeking an order that the chieftainship should come from the senior royal family instead of the junior royal family. 59 swindled depositors seek ‘runaway’ village banking proprietors By GRACE CHAILE-LESOETSA THE 59 victims swindled out of over K6 million through an online business called MyZamfund Village Banking have applied to the Lusaka High Court to serve the writ of summons through advertising in the newspaper because the defendants cannot be located. In this matter, Davies Musonda and 58 others have sued Nigerian Prosper Sylvia Ezeokah, Rodrick Mulumbwa Musonda, Nelly Banda Zimba, Luyando Dyololo, Joseph Mwaba, Joshus Chikonko, George Chishimba and Chilufya Mulolo for fraudulently obtaining their money amounting to K6, 760, 245. Ezeokah together with the seven Zambians created and operated the online business My Zamfund Village Banking. The 59 who invested between K480, 000 and K5, 000 wants the Lusaka High Court to order Ezeokah and the others to pay the K6, 760, 245 which they said was fraudulently collected from them. They seek an order and declaration that the defendants’ conduct to illegally collect and withhold their money was
extremely deceptive, fraudulent and that it deprived them of their legitimate revenue. This is contained in a statement of claim filed in the Lusaka High Court. Mr Musonda and others want the Court to order the eight to give a complete account of all the business transactions and money they fraudulently and dishonestly collected from them. They want the court to order that the nine administrators open the website and whatsapp group to allow them to access their accounts. The 59 are also seeking an order that Ezeokah and others surrender all the properties, motor vehicles, server and others gadgets which were bought through the money generated from them. “We humbly submit that it is from the above statutory authority that we verily believed that this Court may exercise its jurisdiction to entertain this application and grant the plaintiffs’ for leave to serve the Writ of Summons and Statement of claim by substituted service by advertising twice in the Daily Mail newspaper in the interest of serving justice,” they submitted.

The traditional leader said those in rural areas faced logistical challenges and had to choose between farming and enduring long hours of standing in queues for voter registration. He said the ECZ should appreciate that the current phase of constant rains that the country had been blessed with, which required most people in rural areas to prepare for their livelihoods and food security in 2021. "To emphasise the point, our people have been faced with the inevitable option of choosing farming over the lengthy voter registration process," Chief Katyetye said. He said the early delivery of farmer inputs was not a mistake but it would be construed to have been if the

Chief Katyetye said failing to extend the process would be tantamount to forcing people to choose between field preparation, planting, and basal fertilisation on onehand, and voter registration on the other. transport traversed there. In short, we have become pawns in other people’s games,” the President said. “Yesterday’s (Wednesday) incidents were totally unnecessary to put it mildly. An individual, in his person, was called by the police to answer charges, and yet we saw multitudes of uninvited citizens thronging the police station. What was that about? In the meantime, a situation was created for mayhem and we end up with lives lost,” President Lungu said. Mr Lungu added: ”No one was above the law. Not me, not anybody. And as long as I am President, I will not allow anybody to usurp criminal justice.” He said it was time for all Zambians to reflect about the Zambia they want to live in. “As we pray for Nsama and Joseph’s families with broken hearts and outrage, we seek answers. Their families seek answers. I ask each one of you to stay calm as investigators do their work. Let us remain resolute against crime and say, no, to political chicanery and demagoguery,” Mr Lungu said.

POLITICAL CHICANERY AT CHRISTMAS SADLY, Zambians are celebrating Christmas with a dark cloud hanging over the nation following the assassination of two citizens during a fracas as UNPD president Hakainde Hichilema appeared for question by police. President Edgar Lungu has called for calm as investigative wings probe the killings and ordered the Inspector General of Police, Mr Kakoma Kanganga to ensure that he has answers by Monday. And President Lungu has warned Zambians to remain resolute against crime and say no to political chicanery and demagoguery in the wake of the killing of the two men in Lusaka. The killing seems to have been too convenient for some politicians who have without shame taken to social media to promote themselves with images of the slain men. We should be shocked but are not, because the whole thing appears to have been staged for this particular purpose, where the killing is turned into a marketing tool to sell someone’s presidential credentials. These are desperate and dangerous moves that indicate a sinister and well calculated move in the killing of the two men. We would not be far farfetched to suggest that some people stood to gain from these killings while painting those in power black. It is not only state machinery which is capable of planting snipers as Mr Hichilema seemed to suggest at his press briefing after being warned and cautioned by police. Mr Hichilema suggested that a sniper was responsible for the killings. Well, that could very well be true but the question beginning to be asked is, “who stood to benefit from the assassination?” From what has happened, the UPND has positioned itself as the people’s champion and the major beneficiary from the killings. Mr Hichilema himself has made use of killings with several posts on his Facebook page. Little wonder that people with discerning intuition and thinking have already pointed out the anomaly of state police killing anyone in such a manner while others have seemingly welcomed the killing and using it to market themselves to the full. Ultimately, there are more questions than answers hence the call for sober and calm reflection as investigative wings probe the unfortunate incident. It is also possible that there are people who could have witnessed the shooting and have actual information of the killers but are scared to come forward. The more reason that there should be no assumption that police shot the two men. This will only be ascertained after investigations. This is the calmness that President Lungu has called for. And in his Christmas message, President Lungu has urged Zambians to take precautions as this period is still engulfed by the coronavirus or Covid-19. This means everyone has to observe the preventive measures of masking, sanitising and washing hands as frequently as possible and above all, social distancing. This period demands for deep reflection and responsible behaviour from every one to ensure that the Covid-19 pandemic is contained and also to give investigative wings room to investigate the two murders.

WE shall pounce on illegal immigrants who are stealing gold which is supposed to benefit Zambians, Mines and Mineral Development Minister Richard Musukwa has warned. And Lusaka Province Minister Bowman Lusambo said he would engage the Ministry of Mines and Mineral Development soon so that all illegal immigrants can be dealt with accordingly. Mr Musukwa said the ministry had not been informed of what was happening in Rufunsa district. The minister indicated that those with information about of the illegal immigrants should not hesitate to inform the report so that action could be taken. He was speaking in an interview yesterday. “It is very difficult for us to act on such activities when we have no information of what is happening. So it is important

Rowdy UPND youths harass journalists By NATION REPORTER UPND cadres in Kitwe harassed journalists, who included Daily Nation reporter, Rogers Kalero, whom they threatened to beat during coverage of a party solidarity briefing at the district secretariat in Cha Cha Cha Township. The cadres had earlier tried to force Mr Kalero and Ms Marilyn Rose of the Mast Newspapers to raise the UPND symbol, but the two refused. This infuriated the cadres who took turns in unleashing insults on the journalists. Later, the enraged cadres led by “Commander Zewo” attempted to grab Mr Kalero’s
phone because they thought he had recorded what they were planning before the briefing started. It was at this point that the reporter eluded them and left the premises, before they could manhandle him. A horde of district officials could not stop their youths, who also serve as the security militia, from harassing the media personnel. Later, UPND Kitwe district chairman, Elvis Nkandu, and the provincial youth chairman, Ronald Manenga, apologised to the journalists and promised that they would get to the bottom of the matter "We are very sorry for that incident and we will investigate the matter. Such things
should not happen. We have known you for a long time. Apart from that, we should not insult the media for merely doing their job," Mr Nkandu said. Earlier, UPND youths had gathered stones to fight the police if they got into confrontation with them. The cadres, who numbered less than 200, also said if confusion erupts, they should run into the city centre to cause confusion. They also planned to burn down police vehicles if they got into confrontation with them But after almost two hours, police told them to get inside the secretariat premises or face the wrath of the law.
COVID-19 delays manganese project By JOHN KOMBE THE operationalisation of a manganese processing plant in Kapiri Mposhi has been delayed due to the negative effects of Covid-19, says Central Province, Permanent secretary, Bernard Chombas. Mr Chomba said the plant was being set up by a Chinese mining company, Chi Metal and that constructions were complete. He however said the furnaces could not be tested because technical staff had delayed to
travel from China. He said this had delayed the operationalisation of the plant which was scheduled for December this year. To him, this was a drawback, but was happy that the technical staff had finally arrived in the country. Mr Chomba said the only other delay was the connection of high voltage electricity to the plant. "The construction works have been completed and the plant was in the testing phase. This means that the plant will soon be operational," he said. Mr Chomba observed that
the completion of the plant would enhance growth in sectors such as the transport and hospitality. He also envisaged growth in the mining of manganese as miners would now have a processing plant within reach. He observed that the setting up of the Manganese processing plant was in line with government's agenda of value addition. Mr Chomba said that the plant would therefore lead to increased mining activities and lead to increased revenue for the country.
130 inmates get Christmas reprieve By SIMON MUNTEMBA PRESIDENT Edgar Lungu has pardoned 130 inmates from various correctional services as a Christmas gesture. Home Affairs Minister, Stephen Kampyongo, announced in Lusaka yesterday that among the pardoned were 17 females and 113 males. Mr Kampyongo said the President has this year pardoned 4, 329 inmates. He explained that 3, 233 were pardoned on the African Freedom Day, 966 at Independence Day, and the 130 at Christmas Day. Mr Kampyongo also reported that there was so far no Covid-19 case that had been recorded in any of the correctional centres throughout the country.

PLANS to commence the oil exploration in Gwembe district by ZCCM-IH are under way. ZCCM-IH Public Relations Manager Loisa Kakoma said ZCCM-IH was aware that the nation was eager to know as when the oil explorations would begin after some deposits were discovered in Gwembe district. She said in an interview yesterday that ZCCM-IH would conduct exploration in due course. KKIA upgrade to reduce air fares By JOHN KOMBE
THE price of air tickets is expected to reduce due to the increased flight handling capacity at Kenneth Kaunda International Airport (KKIA) in Chongwe. The KKIA is being upgraded with an addition of a new terminal building to process a maximum of four million international passengers annually. Zambia Airport Corporation Limited (ZACL), senior manager-technical services, Mathew Luneta observed that the benefits of the upgrade would trickle down to passengers. He was responding to questions from journalists during a tour of the terminal building Mr Luneta said that the old terminal building which was operating at a maximum of two million passenger handling capacity and would be used for domestic flights. He therefore stated that the increased passenger capacity would translate into the reduction of air fares. Speaking earlier, ZACL, acting managing director, Ariel Phiri described the works by the contractor, China Jiangxi Corporation for International Economic and Technical Cooperation as commendable.

AGEM Emerald Mining has contributed about US$120 million to Government in form of taxes This is in form of cumulative corporation taxes, mineral royalties and dividends, says Kagem in a statement released yesterday. “This means that, up to December 31, 2019, 18 percent of Kagem’s revenues have flowed to the Zambian government. Kagem currently provides more than 1, 100 direct jobs,” Kagem said. Kagem is 75 percent owned by Gemfields, in a model partnership with the government. The statement indicated that since acquiring 75 percent of Kagem in 2008, Gemfields has been particular in declaring revenue, which has reached approximately US$635 million. It said the revenue was from the sale of emeralds at auctions both locally and internationally. Proceeds from the auctions, Kagem said, were repatriated to Zambia, generating valuable foreign exchange for the
country. It also said: “Kagem’s US$345, 000 industry training initiative is sponsoring 12 students from the geological and mining engineering departments at the School of Mines at the University of Zambia and Copperbelt University over a period of eight years.”

Dr Kawesha By BUUMBA CHIMBULU THE Zambia Chamber of Commerce and Industry (ZACCI) has pledged to assist in increasing trade between Egypt and Zambia to grow beyond US$50 million yearly. ZACCI president, Chabuka Kawesha, said his organisation had in place a Memorandum of Understanding (MoU) with the federation of Egyptian Chambers of Commerce to assist in increasing trade between Zambia and Egypt. He said ZACCI could enhance trade between the two countries through various platforms with businesses from that country. “With this we are very confident in making headways and desirous to increase business trade volumes between Egypt and Zambia,” Dr Kawesha said during the Zambia-Egypt Virtual Business Forum. ZACCI, he said, was hoping the two countries would look at air connectivity between the Egyptian airline and the soon to be launched Zambia Airways. “Our bilateral activities on the back of bigger markets like AFCFTA and COMESA shall accelerate our visibility and interaction as well as the business-to-business (B2B) level.
“ZACCI hope to help impact positively trade between Egypt and Zambia to beyond US$50 million per annual,” he said. Meanwhile, Zambia Development Agency (ZDA) interim board chairperson, David Masupa, said the Forum provided a valuable platform for investors, exporters and importers from the two countries. Bishop Masupa said the two countries which were both members of COMESA and the African Continental Free Trade Area could optimise opportunities in trade and investment. This, he said, could improve the economies and livelihoods of the citizens of both countries. He said ZDA was committed to cooperate and work closely with the Egyptian Commercial Service to facilitate market linkages with investors, exporters and importers on reciprocal basis. “I therefore encourage the Zambia Development Agency and the Egyptian Commercial Service to continue collaborating and arranging for more Trade and Investment platforms of this nature to steer performance of the private sector which will contribute to growth of the economies of both countries,” Bishop Masupa said.
Liberalise railway sector, says think-tank By BUUMBA CHIMBULU GOVERNMENT should change the policy environment and encourage private train operators to join the rail sector industry, the Policy Monitoring and Research Centre (PMRC) has advised. The operators can then be charged for use of rail track, thereby boosting Government revenues, says PMRC Executive Director, Bernadette Deka-Zulu. Zambian Railways Limited (ZRL) and Tanzania-Zambia Railway Authority (TAZARA) are the two main players in the rail sector. Ms Deka-Zulu observed the need to encourage private players in the rail sector to boost Government’s revenue. She said the rail line operations should be unbundled through the creation of the
Railway Development Agency, so that rail infrastructure development and management were separated from operations. “ZRL will focus on running its business operations competitively and in a sustainable manner without focusing on maintenance and investment in rail track infrastructure,” she said in her analysis on the railway sector in Zambia. After liberalisation of the rail sector, she said, Government would then need to institute a regulatory body to monitor market performance. Ms Deka-Zulu said the body would also need to monitor competition and safety issues to complement the work of the General Inspector of Railways at the Ministry of Transport and communications. “Zambia should engage in bilateral/multilateral railway route management groups
with other countries to collaborate on rail use and infrastructure development to increase volumes and ensure the sustainability of the rail sector,” she said. She also urged Government to continue with maintenance and upgrading of rail infrastructure to reach the desired speed of 80 kilometres per hour for freight trains and 120 kilometer per hour for passenger trains. Ms Deka-Zulu indicated that the railway system in Zambia was comprised of an extensive network of surface transport with the potential to offer safe, efficient, and environmentally friendly transport across the country. She said it also offered efficient, and environmentally friendly transport and the region, connecting all major centres of economic activity and facilitating growth.

ABIDJAN - Frustrated by seeing store shelves in Ivory Coast lined with almost exclusively light-skinned dolls, Sara Coulibaly decided to create alternatives in which local children could see themselves. Five years on, Coulibaly’s company Naima Dolls employs around 20 young women who were scrambling on a recent afternoon to package 32 models of dolls with dark skin in time for Christmas. “Our hope today is to give children the means to make good decisions,” she said in her office in Abidjan, decorated with African masks and colourful wax prints. “I want them to be conscious of the fact that they are beautiful, that their culture is beautiful and their
culture is rich,” she said, ruing the widespread use of skin-lightening creams across Africa. The names of Coulibaly’s dolls all come from different regions of Ivory Coast. The most popular is Adjoba - or “Born on Tuesday” in the Akan language of the southeast - a two-year-old girl with plump features. An architect by training, Coulibaly says she draws inspiration for her designs from ideas and people she has met. The dolls are manufactured in China and Spain, although she hopes to open a factory in Ivory Coast in the next few years to satisfy rising demand. Agro private sector group launches four-year strategic plan NAIROBI - Agriculture Sector Network (Asnet), a lobby group that brings together private stakeholders, has launched its strategic plan that seeks to help transform the industry. The plan says the lobby would push for mainstreaming of agriculture policies and laws, financing and for a competitive and enabling business environment. The network would also seek to develop the agriculture value chains and create partnerships with the national and county governments, and development partners to implement the ten-year Agricultural Sector Transformation and Growth Strategy (ASTGS). Asnet chairman Bimal Kantaria said the launch of the document would help the sector overcome adverse effects of the Covid-19 pandemic that have affected productivity in the industry. “The country’s agriculture sector can do even better despite the gloominess that the Covid-19 pandemic ap-
pears to portend,” he said, expressing optimism in the capability of Asnet to drive the change that will actualise the ASTGS. Newly appointed Food and Agriculture Organization (FAO) representative to Kenya, Carla Mucavi, lauded the move by the private sector to facilitate the streamlining of the country’s agriculture sector through the launch of the strategy that would run from 2021-2024. Dam building gets top priority HARARE - Treasury says it will prioritise the completion of key water bodies in 2021 given their significance to the overall performance of the Zimbabwean economy. Estimated funding for dam infrastructure in the 2021 National Budget is $10.7 billion. The country is largely an agriculture-based economy, with most of its industrial output back-linking to the sector. And according to official estimates, the sector also contributes approximately 17 percent to Zimbabwe’s gross domestic product (GDP). But beyond just facilitating the agriculture sector, dam infrastructure is an integral part of basic infrastructure insofar as it offers indispensable benefits in the form of
hydro-power, domestic and industrial water supply, flood control, drought mitigation, navigation and recreation. “Overall support for dam projects amount to $10.7 billion, with focus on GwayiShangani and Chivhu dams that are targeted for completion during 2021,” said Treasury in its 2021 Zimbabwe Infrastructure Investment Programme document. “While both Marovanyati and Causeway Dams have been physically completed, the provision covers for outstanding certificates, irrigation conveyancing infrastructure and other minor works on the projects.” It is expected that execution on other dams such as Bindura, Dande, Tuli Manyange,

The firm had been blocked from selling a 10 percent stake in the company it created. It was told it owed US$1.6bn in retrospective tax, so that stake was seized by the government and sold off.
Cairn's fight against the Indian law to capture the taxable value of past corporate deals has been closely watched by international investors. Along with a tax bill the Delhi government claimed from Vodafone, the drawn-out proceedings have been seen as test cases for the country's reliability and predictability as an investment partner. The case was finally decided
this week by a tribunal in The Hague, under the terms of the UK's investment treaty with India. On Wednesday, Cairn announced a $1.2bn pay-out, plus interest and expenses, which should total roughly $1.4bn. The Indian government was reported in Indian media to be considering further legal recourse.

Even I, a simple journalist, managed to keep my incarceration a secret to avoid unnecessary coverage. Had the Police just done their bit before my fifth day out of my seven days of being kept behind bars when one journalist leaked the news to social media, you would probably not have heard nothing (anything) about it, and yet I was not wrong. I reported a FACT. Even at home, my wife would tell kids and their friends that I was in hospital. When Willie Nsanda's Kopala wanted to riot following our questionable 2008 loss to RB, one Michael Chilufya Sata,
who was much more popular than this mosquito, went on public radio and said, "Patriotic Front cadres are not violent, they love peace. Anyone arrested protesting our lost election will be presumed to be an MMD thug masquerading as a Patriotic Front cadre. You will be alone in police cells. We won't bail you out!" Now that is what I call leadership. You can't change any governmentt by fighting it but by coming up with an alternative development agenda that should make the existing one useless. Mr. Hichilema believes the people of Zambia should vote out of frustration, NO, they should be motivated by HOPE. He must be discussing hope, offering an alternative path, what we refer to as a government in waiting. He must be a sober minded person who should be slow to respond to

Christmas falls on December 25 every year whereas New Year falls on January 1, every year. Christmas marks the birth of Jesus Christ, our personal saviour who came to redeem the world. On the other hand, New Year as the name implies signify the beginning of the year. People celebrate the festive season in different ways.
Some people celebrate the occasion by going to church to worship God. On the other hand, some people celebrate the festive season by resorting to excessive beer drinking. Alcohol abuse becomes rampant as people regardless of age become too excited to consume a lot of beer. If though this was not bad enough, some people notably, the youth, indulge in some vices such as illicit sex which can put them at high risk of contracting the sexually transmitted diseases (STDs) including HIV and AIDS. Drug and substance abuse
also becomes a common feature among some people during the festive season. Crime is another thing which should not be ignored during the festive season. OLWEZI Municipal Council has launched a library in Kimasala ward in Solwezi district, Northwestern province. Mayor, Nicholas Mukumbi, said the library was a vital part in the development of the education sector. Mr. Mukumbi said the launch of the library underscores the commitment that the council has towards supplementing government efforts in providing such amenities in the education sector. He was speaking when launching the facility at Kimasala Hall. "The library further underscores the commitment our council has towards supplementing government efforts in providing such amenities in the education sector," he said. He said libraries played a unique role in society as centres for learning, hubs for human interactions and safety nets. Mr Mukumbi said everyone could depend on such facilities where people could be empowered with tools to make informed decisions for the betterment of their lives. KENYA TO PROVIDE COVID-19 VACCINE JAB FREE OF CHARGE

AIROBI - Kenyans will receive the Covid-19 vaccine free of charge when it becomes available, Health Cabinet Secretary Mutahi Kagwe has said. Kagwe, in an interview yesterday, said the Covid-19 jab will be incorporated into the country’s national immunisation programme vaccines that are offered for free to all citizens. An estimated 95, 195 people have tested positive for the coronavirus in the coun-
try, with 1, 648 of these succumbing to the virus. Total recoveries stand at 76, 508, as per numbers released yesterday by the Health Ministry. The global confirmed cases stand at nearly 79 million and more than 1.7 million deaths. Health Ministry officials have said Kenya has submitted an application to Gavi, the global vaccine alliance, for permission to introduce the Covid-19 jab in the country. Gavi is a public-private

By NATION REPORTER LONGACRES Lodge in Lusaka will next year be upgraded to a three to five star hotel under a Private Public Partnership (PPP) arrangement, Ministry of Tourism and Arts permanent secretary Auxilia Ponga has said. Dr Ponga said the facility would be improved to bring about banks, business centre, a big conference facility and restaurant. She this would give a new lease of life to the lodge that had been in existence since 1957. The Pwermanent Secretary bemoaned the state of some of the fittings like the ceiling boards that had to be continuously replaced due to leaks in the roof. Dr Ponga said the deal would be signed and implemented next year. She was confident that after the upgrade, the facility would start to attract a new class of clientele and earn Government better revenues than it was doing now. Lodge Manager Carol Temba said management had decided to undertake renovations of the lodge to meet clients’ expectations. She said most clients prefer rooms with shower facilities opposed to those with bathtubs. Ms. Temba said soon the lodge would have a Café that would offer services to clients 24 hours everyday. 15-year-old boy in Kasama has been sent to the reformatory school under the Zambia Correctional Service for four years, after he pleaded guilty of manslaughter. The juvenile of Mukabala Village in Kasama district was initially charged with murder, but the State reduced the matter to manslaughter when he appeared in the Kasama High Court. Ndola based High Court Judge, Justice Derrick
Mulenga, who is sitting in Kasama ordered that the boy be taken to a reformatory school. Facts before the court were that the boy in the company of others, who are now fugitives, on October 5, last year, beat up John Bwalya. Mr Bwalya had accused the boy’s friend of flirting with his daughter. The boy in the company of his friends descended on Mr Bwalya, whom they punched and kicked around after a drinking spree around 17:00 hours. After the incident,
villagers rushed Mr Bwalya to Kasama General Hospital for treatment but died eight days later. When passing the order, Mr Justice Mulenga said he was surprised that the juvenile together with his friends lacked parental care and guidance. He noted that they had started drinking beer at a tender age, which led them to killing an elederly man in the village. Mr Justice Mulenga said the boy lacked self-control, hence his decision to send him to a reformatory school.
GOVERNMENT has predicted that Chitambo district in Central province will record a bumper harvest owing to the timely delivery of inputs. District Commissioner (DC), Jeliaty Ntembwa, predicted that soon agriculture would become the country’s mainstay of the country’s economy. Mr Ntembwe said this yesterday when Nyimba Investments Head-Sales and Marketing Willings Mulendema paid a courtesy call on him “As government I wish to commend management of Nyimba Investment for the timely delivery of inputs. The desire of the President has been that farming inputs should be delivered on time and that is what you as Nyimba have done in the 2020/21 farming season,” he said. Mr Ntembwa commended Nyimba Investment for delivering inputs for the 2020/21 farming season early. He said the company was working in line with the Government’s policy of revitalising the agriculture sector. He said each time a private company like Nyimba was engaged to supply inputs, it was important that they delivered on time. That way, he said, they would be helping the government achieve its desire of retaining agriculture the country’s main economic stay.
“Each time you are given an assignment make sure that you deliver 100 per cent of the requirement. Because of what you did, our farmers are now smiling as they are confident that they would record a bumper harvest,” he said. Mr Mulendema said Nyimba has now started procuring the inputs for the 2021/22 farming season and was therefore optimistic that even in the coming season the company would be able to complete the delivery of inputs early. “We have already started procuring for the next season and we are sure that by May next year we should have completed delivering for the entire e nation,” he And Chitambo District Agricultural Coordinator (DACO) Katumwa Mutandi said that Chitambo completed receiving the entire inputs on October 10. Kalulushi goes digital By SANFROSSA MANYINDA KALULUSHI Municipal Council has procured 37 new tablets at a cost of K130, 906 for use by councillors and management during full council and committee meetings. The local authority resolved during Information and Communication Technology (ICT) steering committee to buy tablets for use during Council and committee meetings. This is in a bid to reduce on the purchase of bond paper for printing minutes and fuel costs incurred during distribution of meeting notices and minutes. The gadgets were handed to the councillors and management officials on Monday during a review meeting of the action taken for 2020 Council resolutions and orientation on the use of the tablets. Kalulushi Deputy Mayor Paul Chivunda called on the participants to actively participate in assessing action taken report on the resolutions made for the year 2020. "May I remind the Councillors that they have up to first quarter of 2021 to ensure that management implements outstanding decisions as Parliament will be dissolved after that period. “The purchase of these gadgets by the Council means that certain expenditure such as distribution costs for meeting notices will be done away with, as the Local Authority will now be using applications to notify members of the scheduled meetings” Mr Chivunda said. ORKERS at the Occupational Health and Management Institute (OHMI) have been awarded a salary increase of K1, 500 across the board. Management at the institute signed the new salaries and conditions of service agreement with the Civil Servants and Allied Workers Union of Zambia (CSAWUZ) in Kitwe. OHMI managing director, Martha Chakulimba, commended the union for the mature and reasonable manner in which they conducted the negotiations leading to the wage increment of K1,500 across the board. Ms Chakulimba urged the workers to continue working hard so that the institute could reach greater heights in terms of service delivery. She noted that the union and management needed each other for the sake of progress and improved service delivery. "We are two sides of one coin and so we need to work together to take this institute to greater heights. The signing of this collective agreement is an indication that the union and management are moving in a right direction "To the workers, let me stress that we need to continue working hard. If we don’t

THE United Nations Development Programme (UNDP) will establish Information Communication Technology (ICT) hubs in in rural female-led chiefdoms across the country. UNDP country representative, Lionel Laurens, said this in Ndola during the 'Girls in ICT Indaba 16 days of activism against gender-based violence. Mr Laurens said the hubs would be used as information centres and help in the provision of training and mentorship of girls in most rural areas. He said UNDP in cooperation with partners among them ZICTA and the governments of Sweden and Ireland was determined to ensuring that actions from the workshop were also rolled out to rural communities. "Rural communities ICT hubs will first be established in Chief Chamuka,Chieftainess Muweza and Chieftainess Nkomesha Mukamambo II's chiefdoms before rolling out to other chiefdoms," he said. He said UNDP appreciated the commitment Government had shown in the area of ICTs. He observed that empowering young people with latest means of communication and ensuring that as the country pushes ahead to attain national development was a commendable approach. Mr Laurens however stated that there was much more that could be done to ensure girls,

Meanwhile, Transport and Communications Minister, Mutotwe kafwaya, said Government was in the process of enacting three bills namely the data protection, electronic communication and transaction and cyber security and cybercrime bills. Mr Kafwaya said the bills would establish and enable a legal framework necessary for the growth of a sustainable and all-inclusive ICT sector while facilitating for the section, prevention and prosecution of GBV. Mr. Kafwaya said Government recognised the important role ICT plays in the economic and social development of the country in bringing inclusiveness in the social and economic transformation agenda. "This has been exhibited through the ongoing massive construction of network towers in all parts of the country, not leaving behind rural areas. "This is the main reason the ministry recently launched 'the child online protection' whose aim is to mobilise stakeholders to cultivate a robust cybersecurity culture among children and young people at large, " Mr. Kafwaya said.

ORIS Johnson mainly came to power to push the BREXIT agenda so that Britain can leave the European Union (EU). Talks are almost closing down. BREXIT is almost in reach but talks and agreements are being delayed for many other reasons that include Covid-19. Then came VUI 202012/01 which seem to have pressed fast-forward button and somehow has brought “BREXIT” earlier and in a different form. Over 40 countries put a ban on the UK. Most of Europe, Asia, even Canada has banned flights to and from the the UK though some like France have started loosening up a bit especially for truck drivers but only those who would test negative for Covid-19 would be allowed to pass. Covid 19 has changed lives and the effects will be long lasting in all aspects of our lives. LONDON HAS BEEN RAISED TO TIER 4: To try and halt the spread locally, the British Government has toughened the restrictions at different levels depending on regions, the toughest being London. It has been raised to what is called a tier 4 which raises alert level and restrictions and the toughest level. Tier 4 restrictions include the following:
*One cannot leave or be outside the place they live unless they have a reasonable excuse. *One cannot meet other people indoors including over Christmas and New Year period unless one lives with them or they are part of the support bubble. *Can only meet one person from other households. And yet some mutate very fast like the Flu, hence the need for seasonal vaccination. Sarscov2 does not mutate so fast, said to be about changing about two amino acids per month and has so far mutated close to 1, 200 times. Teacher: Anthony Simukonde Definition Comparative adverbs, like comparative adjectives, are used to describe differences and similarities between two things. While comparative adjectives describe similarities and differences between two nouns (people, places, or objects), comparative adverbs make comparisons between two verbs – that is, they describe how, when, how often, or to what degree an action is done. For example: • “John is faster than Tim.” (comparative adjective) • “John runs faster than Tim.” (comparative adverb)

In American English, farther is preferred when comparing physical distances and further when comparing figurative distances; in British English, further is preferred for both.) Comparative adverbs with two forms There are a few adverbs that have two generally accepted forms. In these cases, they also have two commonly used comparative forms. Some of the most prevalent of these exceptions are:
(a) “Did you always run faster than your brother?” (b) “Has she ever performed better than you on a test?” (c) “Can monkeys jump higher than cats?” We can also ask questions by placing a question word at the beginning of the sentence, and adding the two people or things at the end. For example:

Comparative adverbs and comparative adjectives sometimes have the same form (as in faster above); other times, they have different forms (as in careful/carefully). However, even when the forms are the same, we can tell the difference between the two by looking at what they modify. While the comparative adjectives describe differences between the physical or personal characteristics of John and Tim, the comparative adverbs describe differences in how they carry out actions (run, work, eat, etc.).

Note: Although traditional grammarians often consider these adverb forms without “-ly” to be incorrect, they are commonly used in modern English. However, they are still considered less formal than their “-ly” equivalents.

Forming Comparative Adverbs We form comparative adverbs by adding the ending “-er” to the base adverb, or by adding the word more (or less) before the base adverb. There are simple rules that tell us which method is correct. One syllable + “-er” In general, when the adverb has only one syllable, we add “-er” to the end of it. The table below shows some of the most common onesyllable adverbs and their comparative forms:

Using Comparative Adverbs Now that we have seen how to form comparative adverbs, let us now look at how they are used within the context of affirmative, negative, and interrogative statements.
More +“-ly” adverb Many adverbs are formed by adding “-ly” to the end of an adjective. If an adverb has been created according to this pattern, we insert the word more or less to form the comparative. For example:

ZAMBIA’S under-20 national soccer team has qualified to the semifinals of the 2020 COSAFA men’s under-20 championship with a 2-0 victory over Malawi in yesterday's Group B fixture at the Holfson Stadium in Port Elizabeth, South Africa. Striker Jimmy Mukeya was the hero of the day for the Junior Chipolopolo who marched on
to the last four with an unbeaten record having beaten Namibia and Comoros Islands in the first two games. Mukeya broke the deadlock 22 minutes into the first half from close range after good work from Joshua Mutale. The young striker then rose high to head home his second goal from close range after benefitting from John Chishimba’s free kick in the 67th minute.
Zambia advanced as the best team in Group B having collected the maximum nine points from three matches. The Junior Chipolopolo will now face Mozambique in the semis with the winner going to meet South Africa or Angola who are scheduled to meet in the other semifinal fixture.
