The Commission also says it will not reopen the voter registration exercise which came to an end on December 20th, 2020.

He was happy that oil marketing companies such as Tazama, Total, and Puma had been working around the clock to ensure that the commodity was available in the country. Mr Nkhuwa urged them to continue with the same spirit especially when the country was in dire need of the commodity.

ECZ rules out voters register audit stakeholders wishing to conduct an independent audit of the register could take advantage of the verification of voter details once the Commission opens up the verification and physical inspection of the Voters Register to the public.

“The Electoral Commission of Zambia (ECZ) has noted various concerns raised by a wide range of stakeholders,” Ms Luhanga said in a statement.

Meanwhile, Ms Luhanga said the Commission would not reopen the voter registration.

She said ECZ was guided by an electoral calendar that details the sequence of events in the run up to the general election.

She said the Commission registered a provisional total number of 7,020,749 voters, representing a record 83 percent of the projected number of eligible voters.

Covid-19 claims 21 in 24 hours

ZAMBIA has recorded 21 Covid-19 deaths countrywide in the last 24 hours.

Seventeen have been directly classified as Covid-19 deaths, while four are associate deaths.

In a statement to ZNBC, Health Minister Jonas Chanda has also noted a reduction in the daily rate of positive Covid-19 cases in the country from an average of 18 percent

in the previous week to about 10 percent.

Dr Chanda has however called on the people not to drop their guard, but still be on high alert.

He said Zambia has recorded 809 cases of Covid-19 in the last 24 hours from 7, 517 tests conducted.

Dr Chanda said this brings the cumulative number of cases recorded to 46,146 in the country.

He has applauded the frontline workers for their hard work in containing the pressure that has come with the pandemic and thanked Zambia’s cooperating partners and NGOs for the support to the government. – ZNBC.

He was reacting to Democratic Party president, Harry Kalaba’s threats that the PF would have themselves to blame if they fielded President Lungu as candidate in the August 12 election.

ZAMRA advises against self-prescription of animal medicines THE Zambia Medicines Regulatory Authority (ZAMRA) has bemoaned reports of the public self-prescribing the Ivermectin injection for prevention and treatment of Covid-19 in humans.

Senior Public Relations Officer, Christabel Iliamupu has advised that there is no conclusive clinical data to support its safety and efficacy in the context of Covid-19.

Ms Iliamupu said currently, Ivermectin Injection has been registered and authorised for veterinary use only in the

country.

She has urged people to adhere to the current Ministry of Health guidelines on prevention and treatment of Cpvid-19 and avoid self-prescription of unauthorised medical products.

Ms IIiamupu has cautioned importers and distributors of veterinary medicines to adhere to good distribution practices and standard treatment guidelines to avoid misuse of medicines.

Chongwe residents reject alternative land

Chongwe Ntandabale ward councillor Kapichila Chawinga appealed to Ms Phiri to consider the plight of the community as she fights to cling onto the 1.373 hectare piece of land which she legally acquired.

According to him, the minister was even making allegations which she could not prove.

He stated that the minister’s allegation that a Chinese national acquired land that was meant for social amenities was not true. He however admitted that a Chinese

investor acquired a piece of land that was earmarked for commercial use.

He said that the minister who had another piece of land in the area was a resident and as such must be a good neighbour so that she creates harmony for now and the future.

However, Ms Phiri said it seemed that some officials could have received money from people over the land in question who were now mounting pressure on them.

A WITNESS has testified that he is not sure if former Zambia National Farmers Union (ZNFU) executive director Ndambo Ndambo allegedly stole K169 million (old currency) from the organisationn.

Former ZNFU vice president Richard Lisimba has told Lusaka Magistrate Felix Kaoma that he is not sure if the alleged theft occurred because the 2012 and 2013 audited accounts did not indicate loss through theft of K169 million by Ndambo.

In this case Ndambo has been charged with theft by servant and money laundering.

Particulars of offence in count one are that between November 1, 2012 and December 31, 2012 Ndambo, with others unknown and being ZNFU executive director, stole K169 million, property of ZNFU registered trustees.

In the second count of money laundering, particulars of offence are that between the same dates in Lusaka, Ndambo with other unknown persons, knowingly and having reason to believe that household furniture worth K169 million was proceeds of crime, used the said household furniture.

Testifying as defence witnesses yesterday, Mr. Lisimba said the ZNFU board looked at audited accounts for 2012 and 2013 and did not find anywhere indicating that Ndambo stole the money in question.

He said he had a feeling that tension which was there between the ZNFU board and directors of a company called Lizara had a bearing on Ndambo’s arrest.

He said Lizara was created to safeguard the loan that ZNFU obtained to buy shares in Zambia National Commercial Bank and after the union paid back the loan, the Lizara board resisted to hand over the shares in ZANACO to smallscale farmers.

“There was even talk that Livestock Services would be entitled to some shares that ZNFU bought in ZANACO. Because of our fear to lose shares to Livestock Services, the ZNFU board decided to instruct the executive director (Ndambo) to take the matter to court,” Mr. Lisimba said.

And in his defence earlier, Ndambo said he did not see anywhere in the ZNFU ledger where his name was mentioned as having got the money.

On the charge of money laundering, Ndambo said he did not understand the charge because he was legally employed with a good job and good salary as ZNFU chief executive officer.

He said he also does some business, has sizeable heads of cattle and wildlife; and that he had enough money to buy himself furniture worth K169 million.

GLENCORE’S TREACHERY THERE is nothing new that can surprise us about the modus operandi of Glencore International in relation to Mopani Copper Mines.

Thus the disclosure by Ministry of Mines and Mineral Development Permanent Secretary, Barnaby Mulenga that Glencore inflated the costs of procurement, goods and services as well as how much was paid to expatriates at the Mopani Copper Mines does not come as a surprise.

Mr Mulenga, speaking on ZNBC Sunday Interview, said a detailed report conducted around May up to end of July 2020 revealed and proved that the provision of goods and services among others were inflated.

He said the detailed investigation of Mopani involved the Zambia Revenue Authority, Ministry of Finance, Ministry of Mines and Ministry of Labour to check what was happening exactly at the mine when Glenore indicated that they were pulling out.

From the time that Glencore International acquired the mines, it has been tale after tale of complaints regarding its operations.

The situation reached a point whereby its workforce even lost their security of tenure regarding their employment.

This was after the mining firm decided to put its mines on care and maintenance, threatening to offload thousands of workers on the streets.

It had to take Government intervention to make the mining firm rescind its decision. But even then, it said the decision would be subject to review after six months.

Thankfully about a week ago, Glencore agreed the sale of its majority stake in Mopani Copper Mines to Zambia’s mining investment arm ZCCM-IH in a US$1.5 billion deal.

ZCCM-IH already holds the remaining 10 percent stake in Mopani and is acquiring the outstanding interest from Carlisla the transaction debt of $1.5bn, which will remain owed

by Mopani to Carlisla and other Glencore group creditors following the completion of the deal.

It is a pity that the mining companies have been associated with all manner of shady business dealings – from cheating on the value of the minerals exported, insider trading to outright dodging tax.

A damning study last year revealed that as Zambia struggles with debt, billions of dollars are being siphoned out of the country by large mining companies in unreported profit remittances.

The study, by the Developing Economics titled Haemorrhaging Zambia: ‘Prequel to the Current Debt Crisis’ stated that massive outflows of private wealth over the past 15 years, reached peaks of almost 20 percent of GDP in 2012, and over seven percent as recently as 2017.

It stated that the outflows were mostly related to the large mining companies that dominate the country’s international trade.

“Through this analysis, we have identified massive outflows of private wealth over the past fifteen years, reaching peaks of almost 20 percent of GDP in 2012, 15 percent of GDP in 2015, and over seven percent of GDP as recently as 2017, said the report.

This unfortunately, is not the first time that misdeeds by the mining companies are coming out.

It is an established fact, proved in the country’s highest court – Supreme Court – that some mining firms have been playing double standards in their dealings with the Zambia Revenue Authority.

Their treachery came out in the open when the Supreme Court charged Mopani Copper Mines US$13 million after it established that the firm colluded with its parent company Glencore International AG to undervalue the price of copper.

So when some Zambians criticise the Mopani deal, whose interests are they protecting, safeguarding the future of miners or allowing the status quo – outright stealing – to continue?

OVERNMENT needs to lift the export ban on maize as this will help the country to earn more foreign exchange to stabilise the Kwacha, former Minister of Finance Katele Kalumba has said.

Dr Kalumba said before Government lifts the ban it can first evaluate the grain market and see how best it can be done.

He said in an interview yesterday, assessing the market was cardinal so that Government can identify the best market where the commodity can be exported.

“What should be done is that we can undertake an assessment to see how the market is behaving, to see what has been produced elsewhere and see who will be the best buyer.

Dr Kalumba We have people who are knowledgeable on market analysis who can be engaged by Government and they can give rich information which can be very useful when the ban is lifted,” Dr Kalumba said.

He said even when the export ban was lifted not all the maize would be exported but would ensure that enough would be kept for domestic use.

Dr Kalumba said, “We have surplus maize, part of it can be exported so that we beef up our Kwacha which has continued to depreciate.

Agriculture performed well in 2019-2020 and we can capitalise on that so that we try to improve our economy. This happened between 1987 and 1988 when agriculture performed well most of the produces were exported, enough foreign exchange was earned and it helped in boosting the Kwacha,” Dr Kalumba said.

Take over fuel procurement, State urged

By PETER SICHALI GOVERNMENT should take over procurement of fuel, Former State House Deputy Minister Blackson Sikanyika has said.

Mr Sikanyika said reports that multinational oil marketing companies were deliberately not ordering fuel to armtwist Government to push for increased pump prices should act as an eye opener for the State to do away with private suppliers.

Mr Sikanyika said oil marketing companies, agents and middlemen have contributed to the high prices of fuel in the country and it was important for Government to act to avoid shortages and unnecessary escalation of price of the commodity.

He said fuel was an important commodity as it was one of the drivers of the economy and that it was

"Government should completely take over procurement of fuel to avoid arm twisting by multinational business interests that result in shortages and unnecessary increase of prices of this important commodity,” he said.

Mr Sikanyika said the country was undergoing economic difficulties therefore there was need to ensure that unnecessary costs are avoided.

He said there was need for Government to cut on the number of companies procuring goods and services even on the other sectors so as to reduce on expenses.

And Mr Sikanyika has supported calls to cut off middlemen and agents.

He said the procurement of crude oil will go a long way in curtailing fuel prices in the country.

Mr Sikanyika said Government should instead directly deal with supplying governments to buy fuel.

"High cost of fuel results in high cost of doing business therefore the government should find means of ensuring that prices are reduced such as completely

taking over procurement and use of cheaper means of transport such as Tazara," Mr Sikanyika said.

And the Zambia Association of Manufacturers (ZAM) has raised concerns on the fuel shortage in some parts of the country.

ZAM vice president, Chipego Chileshe said the situation will affect the transportation of raw materials and finished products around the country.

She said the current situation should be resolved as soon as possible to reduce the adverse impact not only on production processes but also on distribution and retailing of products.

In a separate interview with ZANIS, Economic analyst, Chibamba Kanyama said the current fuel shortage situation in some parts of the country will disrupt the level of production.

Mr Kanyama said fuel shortages will affect the mobility of products such as agricultural produce which are supposed to be consistent in production.

“We should not have an artificial induced disruption such as fuel when we are trying to maximise output at this time, when Covid-19 is destroying the economy,” he said.

Mucheleka, 4 others to appear in court today

Govt scouts for $300m to boost Mopani

By BUUMBA CHIMBULU and SANFROSSA MANYINDA GOVERNMENT needs US$300 million to complete the on-going projects at Mopani Copper Mines, as it relies on productivity to repay the loan owed to Glencore.

And the Kitwe Chamber of Commerce has suggested that a strong equity partner with proven mining experience should be sought to acquire a substantial stake in Mopani of even possibly 49 percent.

About a week ago, Glencore International agreed the sale of its majority stake in Mopani to Zambia’s mining investment arm ZCCM-IH in a US$1.5 billion deal.

ZCCM-IH already holds the remaining 10 percent stake in Mopani and now has 100 percent full stake.

The projects are supposed to facilitate ramping up of production at the mine to 150, 000 tonnes per annum but are still incomplete, says Ministry of Mines Permanent Secretary, Barnaby Mulenga.

Mr Mulenga said during the ZNBC Sunday interview programme that the shortfall to finish the projects was estimated at about US$300 million.

He however said Mopani in its current state was still viable and able to produce enough commodities for revenue generation.

Mr Mulenga said the mine had in excess of 200 million tonnes of copper at almost two percent and that the measured resource was over US$18 billion.

He said it was for this reason that Government would rely on production to repay the US$1.5 billion owed to Glencore after it sold its shares to ZCCM-IH about a week ago.

“In terms of how the loan will be repaid, it will be repaid through production, roughly what this means is that if in a given period 10 tonnes of copper cathode is produced by Mopani, one tonne of copper cathode will be used to pay for the loan,” Mr Mulenga said.

Mr Mulenga said in a case scenario, the business would be financed through equity or debt.

He however clarified that Government had not yet identified an equity partner but quickly mentioned that many stakeholders had expressed interest in the partnership.

According to the chamber, this should be so given the complexity of Mopani Copper Mines which is a deep mining entity.

Kitwe Chamber chairperson, Anthony Kabaghe, said Mopani must be managed as a business entity and not seen as a solution for all social challenges.

Mr Kabaghe said there was also need to manage the expectations from the unions, employees, the community as well as Government.

GBV cases rise ROOT OUT CIVIL SERVANTS WORKING WITH OPPOSITION, GOVT URGED

ABOUT 8, 557 cases of gender based violence (GBV) were reported countrywide during the fourth quarter of 2020 compared with 7, 640 cases reported countrywide during the quarter of 2020 showing an increase of 917cases representing a 10.7 percent increase.

And the fourth quarter 2020 disaggregated data indicates that 1, 723 juveniles were abused countrywide representing 20 percent of which 75 percent were females while 425 were males representing 25 percent of all abused juvenile victims respectively.

Police spokesperson Esther Katongo however disclosed that about 5,121 female adults and 1, 713 males’ adults were abused countrywide representing 60 percent and 20 percent respectively, while in terms of gender vulnerability, a total of 6, 419 females representing 75 percent were abused during the fourth quarter of the 2020 as compared with 5, 788 females during the third quarter of 2020.

Ms Katongo also said 787 cases of sexual offices were recorded representing 09 percent of all the reported cases and out these cases, 622 victims were female juveniles adults translating to 0.4 percent , while 873 cases of sexual abuse offences were recorded representing 11 percent of the reported case in the third quarter of 2020.

She further explained that a total of 586 cases of defilement translating to 07 percent were recorded of which 585 were female juvenile and 01 percent case of male juvenile was recorded, while a total of 714 cases of child defilement were recorded during the third quarter of 2020 comprising 713 female victims and 01 percent male victim, therefore showing a decreaseof 128 cases.

Lusaka province recorded the highest number of child defilement cases with 257 translating to 44 percent of the child defilement cases reported country wide, while Eastern province recorded 63 cases , Central province with 62 , southern 53 , and copper belt province recorded 39 cases of all the reported defilement. North Western province recorded 38 cases, Muchinga 23 , Western 19, Luapula recorded 17, Northern 09 representing , Airport division recorded 01 case, said Ms Katongo.

Meanwhile, Ms Katongo said 106 rape and 13 attempted rape cases were recorded during the same period review, while 118 cases of rape were recorded , showing a decrease of 12 cases translating to 10 percent decrease.

She also disclosed that under physical abuse the country recorded 2, 363 cases of which 338 were male victim adults, while 1,817 were against female adults against 121 female juveniles and 87 were against male juveniles.

Shakumbila family discontinue court matter against chief

By GRACE CHAILE- LESOETSA THE Shakumbila Royal Establishment Committee and the Royal family have discontinued a matter in which they petitioned the Constitutional Court to order Patrick Chibamba to cease holding himself as Chief Shakumbila and vacate the palace.

Chairperson of Chief Shakumbila Royal Establishment Committee, Ackson Shachele, members of the royal family Edgar Mwambula and Dennis Changachanga discontinued the petition after the Court dismissed their application for interim order of injunction against the chief stating that there was no clear right to relief.

The three petitioners filed the notice of discontinuance of the petition on December 1, 2020.

“Take notice that the petitioners herein, hereby discontinue this action wholly without prejudice to recommencing the matter de novo,“ the notice read.

And in a ruling on petitioner’s application for an order of interim injunction, Judge Professor Margaret Munalula said the application for interim order of injunction by the petitioners pending trial had no merit.

Judge Prof Munalula dismissed the application stating that a clear right to relief in the circumstances of the application could not be established by reference only to alleged violation of stated provisions in the Constitution.

“This is because the question of whether this court has jurisdiction has to be established prior to consideration of an application for interim relief,” she said.

She said that without the Court having determined that the question to be put about to court was to establish whether Chief Shakumbila had violated Article 166 whilst he was the reigning Chief Shakumbila.

She said that without the Court having determined that it was indeed a Constitutional question properly before the court, it would be premature for her to grant an injunction on grounds that there was no clear right to relief. “ In view of the foregoing, I must find that there is no clear right to relief which has been established . That being the case, the second test which is whether the denial of the interim injunction will cause irreparable injury cannot be considered and it too must fail for that reason,” she said.

Residents expressed happiness at the progress of the road upgrade and described the project as a dream come true.

Ms Olipa Tembo, of Chongwe central where the tarring of the road has begun, observed that the road upgrade would ease the transportation of produce from the farm bloc in Kanakantapa to Chongwe central.

Ms Tembo said that it had been difficult to transport farm produce from the farm bloc during the rainy season due to the bad roads.

She was happy that the farmers would now find it easy to deliver the produce to the market.

Another residents, Mr Conrad Banda, of Kanakantapa said that the improved road would have a significant impact on the livelihood of the people.

Mr Banda noted that the area was gazetted as a farm bloc in 1988, but the road network was never upgraded to meet the growing population.

District Commissioner, Smart Mwila who visited the area to ascertain the extent of the damage has described the flooding incident as a disaster as several crop fields have been submerged in water while some families are spending nights in the cold after their houses collapsed.

Mr Mwila who was flanked by members of the District Disaster Management and Mitigation Committee (DDMC) has since assured affected villagers of government‘ support to cushion hardships brought about by the floods.

“Definitely government will do something in terms of relief to cushion the hardships that people are going through here, from losing shelter and food insecurity caused by this flooding,” Mr Mwila said.

AIROBI - The Ethics and Anti-Corruption Commission (EACC) has cleared the National Treasury of wrong-doing in a protracted case accusing the government of ceding $21.8 million worth of shares in the State-owned Telkom Kenya to the private sector.

In the latest quarterly report, the EACC said it closed the case under recommendations from the office of the Director of Public Prosecutions (DPP) for lack of sufficient evidence.

The anti-graft body said

the report prepared and forwarded to the DPP on July 22, 2020 recommended that the investigation be closed for lack of evidence to support it.

“Investigations established that the process of privatisation was above board as there was no evidence of impropriety or culpability of the public officials involved in the process,” said the EACC in its report.

In 2013, the EACC opened the case accusing the National Treasury of committing the government and taxpayers’ money in a recap-

italisation and restructuring of Telkom Kenya without ensuring adequate budgetary provisions.

“It was further reported that the Treasury failed to avail government balance of Sh2.4 billion six months after signing the deal, exposing the State to a loss of 10 percent stake in Telkom Kenya Ltd,” states the report.

There were also accusations of conflict of interest on the part of Telkom Kenya directors to conduct the restructuring.

SA Breweries suspends contracts of 550 temporary workers JOHANNESBURG - SA Breweries (SAB) has suspended the contracts of 550 temporary workers indefinitely, citing the impact of the alcohol ban, according to a report on Sunday.

The brewer, which is owned by AB InBev, told Business Times that the workers were mostly part of the company’s supply and logistics division, including packers and delivery staff.

Fin24 had previously reported that beer producer Heineken South Africa has said it will be cutting its local staff by about seven percent, as it has been adversely impacted by three bans on the sales of alcohol the government has imposed, to keep hospitals free of alcohol-related trauma cases as the country battles with Covid-19.

The company, which suspended a R6-billion expansion project in August 2020, said it had to

restructure its South Africa operations because of the impact the pandemic has had on its business in the past year.

SAB announced recently that it intends to bring an urgent application in the Western Cape High Court to challenge government's latest blanket alcohol ban as a last resort.

It had recently also announced that it has cancelled a further R2.5 billion of capital investment following the third blanket ban on alcohol sales. This brings the brewer's cancelled capital expenditure in SA since alcohol sales bans were introduced in 2020 to a total of R5 billion.

President Cyril Ramaphosa told News24 previously that in the wake of that announcement, he was "obviously concerned" about the effect the alcohol ban could have on his investment drive. – FIN24.

In contrast, UN figures show direct investment into Chinese firms climbed four percent, putting it number one globally.

China had $163bn in inflows last year, compared to $134bn attracted by the US, the United Nations Conference on Trade and Development (UNCTAD) said in its report

This reflects the decades it has spent as the most attractive location for foreign

Call for fair administration of land justice Dear Editor, THE problem of illegal land allocation has regrettably become identical with the mandate of elected officials especially at local government level.

In some instances, the criminally minded masquerading as political party cadres have taken advantage and have continued to abuse the name of the President in pursuit of their illegal activiities.

The PF Deputy Secretary General, Ms Mumbi Phiril, has on a number of times pleaded with the victims to report anyone displacing innocent people to either the police or her office. This shows how determined the party is in detaching illegalities committed in its name.

President Lungu has made relentless attempts to clarify how he detest illegalities perpetuated in the name of partisan affiliations.

This is typical of greedness which has been used to dribble the unsuspecting victims who have no courage to interrogate the perpetrators of land illegalities. Law abiding citizens and sympathisers of the PF have respect for the institutions and laid down procedures in the acquisition of land.

But again, we are made to suspect that some technocrats are involved in facilitating this scourge. For instance, sometime back one Member of Parliament and the counclilor had a clash on the allocation of the land in Emmasdale that is meant for a road reserve.

A careful examination of the scenario revealed that one of the parties was actually in possession of some duly signed permit under the hand of a Director at Lusaka City Council.

This is a tip of an iceberg that the Directors in most Government institutions are still in the equation of illegal land allocation. We would have wished to find out from relevant authorities on whether action would be extended to the civil servants who are entrapped in the web of land illegalities.

The land illegalities has also been abetted by the negligence of institutions that are charged with administration of law and order. For instance as the case is clear with the issue of Mr Webster Mhango who has judgement entered in his favour and the police been so aware yet they have not yet executed it.

We also wish to endorse the statement by Lusaka Provincial PF Secretary Kennedy Kamba who didn't mince his words in calling for the police to proactively enforce the law.

With all due fairness, it is gross neglect of their Constitutional and statutory duties for the relevant institutions to wait for politically charged persons to speak for them to act.

They are very aware that no person is superhuman or exempted from obedience of the law. The political party veil cannot be used as a veil to flagrantly disrespect the institutions and laws of the land.

Spiritual juxtaposition Dear Editor, IT has taken the sudden death of Fr. Charles Chilinda to lay bare the juxtaposition of spirituality within the Catholic Church in particular and the church in general.

Fr. Chilinda has been mourned by the universal church regardless of denomination because he spoke for and respected the values that the church espouses namely; love, unity, sacrifice and above all zeal and commitment to humanity, in the service of eliminating poverty and want.

He did so by exa m p l e and not by pulpit rhetoric.

M o s t important of all, he saw the best in humanity, while admitting human frailty on Fr Chilinda Preaching which he did not dwell.

This is in

very sharp contrast with more senior clergy in the church who see evil, corruption and hatred at every turn they make. They see nothing good.

Whereas Fr. Chilinda espoused ecumenism, as pronounced by none other than Pope Francis himself, by embracing many religious events involving other denomination, others saw these occasions to amplify Catholic egotism.

We saw Fr. Chilinda at the showgrounds celebrating Zambia as a Christian nation and indeed at the new ecumenical church near Regiment Parish, which many senior clergy shunned.

He believed in the universal church that preached love, kindness and common humanity.

In politics, Fr Chilinda brought together many warring parties often being misunderstood, resulting in a physical attack by cadres of a particular party, which he quickly forgave. In contrast some very senior clergymen are purveyors of hate speech synonymous with uncouth and sickening partisanship.

When need arose Fr. Chilinda was looking for food,

Dear Editor, THERE was massive jubilations in the different opposition political parties' camps especially the UPND after the Constitutional Court gave former Cabinet ministers and their deputies 30 days in which to pay back the money they received as salaries in 2016 when Parliament was dissolved.

Some people took the ruling as a rare golden opportunity to throw mud at President Edgar Lungu for "misguiding" his ministers to stay in office. Please, serial critics give the man a break.

President Lungu and the former ministers may have had their own reservations over this ruling but

they still accepted and respected the ConCourt ruling because they are law-abiding citizens and the ruling is final. This is something the opposition must learn from President Lungu and the PF Government.

What I picked up from all this (ConCourt ruling) is how independent and impartial our justice system is.

The Republican President as a lawyer, had his own interpretation, which is what lawyers do anyway but the Constitutional Court overruled his interpretation.

This outcome was encouraging because it gave us as citizens confidence in our justice system.

HARARE - Doctors in Zimbabwe have protested against a Twitter slur by the government spokesperson, who referred to them as "medical assassins" in the wake of the deaths of senior government officials from Covid-19.

The doctors' association said it was unfortunate that a government official could make such references despite health workers risking their lives to save Zimbabweans.

Ramaphosa dedicated his weekly newsletter to government’s efforts to roll out the first consignment of Covid-19 vaccines from the Serum Institute in India.

“It will signal the start of a mass vaccination campaign that will be the most ambitious and extensive in our country’s history,” Ramaphosa said.

He added that the first vaccines to arrive would be provided to healthcare workers, who would be targeted in the first phase. The second phase would include essential workers, teachers, the elderly and those with co-morbidities.

The third phase would include other adults in the population.

“A comprehensive rollout strategy and an accompanying logistical framework will be implemented in partnership with the private sector, civil society, traditional leadership, the religious sector and others.

It is vital that this is a societywide campaign, in which everyone is involved and no one is left behind.”

Ramaphosa said government had already embarked on an extensive communications campaign to educate the population about the Covid-19 vaccine, and to challenge many of the misconceptions in circulation.

“For its part, government will work to improve all its channels of communication, to keep the public regularly

The youths lauded President Edgar Lungu for his determination to sustain jobs in the mining sector.

He said the privatisation mentality in UPND leader Hakainde Hichilema which has left number of Zambians jobless would not be enter-

Mr Chisambo said President Lungu had shown his determination to go separate ways with any investor who abrogates set guidelines.

He said in a statement that the taking over of Mopani was a good indication of national development and improvement of the economy.

“I'm very excited and at

the same time grateful to our President, the nationalizing of Mopani entails that our treasury will have enough money to run the economy and pay back our debt,” said Mr Chisambo.

He said Zambian experts without doubt if given adequate support would grow mines and the economy would be stable again.

“We are optimistic that in the last 56 years after independence, the University of Zambia and Copperbelt University has trained qualified professionals in the management of the Mines. ‘Failed MP should not contest polls’

FFICE bearers both at councillor and parliamentary levels have been told to show why they should be voted back into power again in the forthcoming general elections.

Residents of Livingstone have questioned the performance of their member of parliament and some councillors whom they said have failed to take development to the area.

Speaking in an interview, Mr Friday Tonga, a Livingstone resident said that people would not be cheated again with fake promises.

Mr Tonga added that Livingstone was still lagging behind in development as though the area did not have any representation at council and parliamentary levels.

He cited the poor road network and lack of bridges as some of the projects which all Members of Parliament past and present had failed to address in the constituency.

“Some of us have never seen their Member of Parliament for Livingstone Central ever since he was elected into office in 2016 and you expect development to come in our area,” Mr Tonga said.

“As we head towards the election the only thing that will ensure that we get good leadership is by looking at personality not party line, because voting on party line seems to be breeding pool of poor leaders in the constituency,” he said.

And Patriotic Front aspiring Member of Parliament Mutinta Matimba said Livingstone has a lot of challenges which require a leader who will address them through working with the government of the day.

She speaking when she visited the funeral house of a 47-year-old Pheligina Gama who drowned in the Nansansu stream on Thursday last week.

Ms Matimba stated that the libuyu and kalaluka bridge in livingstone are one of top priorities which needed to be sorted out as many people find themselves victims of drowning during rainy season. “infrastructure development especially the construction of bridges such as libuyu and kalaluka will be on my top agenda, looking at how these areas are usually cut off from the rest of livingstone when it is rainy season time,” she said.

T

HE exponential increase in Covid-19 infections, sickness, and death has caused an increase in rhetoric among Zambians to lock down the country to reduce transmission of the virus in the nation.

But Presiden Edgar Lungu and his administration have drawn a line in the sand and taken a strong stand against locking down the country.

All things considered, this is the best decision President Lungu has made because a lock down will shut down the national economy, and the economic, social, and political consequences of a lock down are worse than we have imagined.

There are three Covid-19 leadership response models that give us a glimpse into the challenges generated by a lock down.

The American Trump response model The population of the United States in 2019 was 329 million people. Of these 152 million were employed. But when the United States shut down its economy in mid2020, almost 50 million workers lost their jobs in 15 weeks between midMarch, 2020 and end of June, 2020.

And even after the economy was re-opened, still over 20 million people who lost their jobs never got them back. In addition to this catastrophe, over five million businesses went out of business and permanently shut down.

President Donald Trump ignored the Covid-19 virus and its economic, social, and political consequences, and simply insisted the economy remain open. In the last half of 2020 he never spoke about Covid-19, even when the number of deaths reached and surpassed 400, 000. He was eventually voted out of office.

To try and revive the economy, the US Federal government pumped US$2.0 Trillion in April 2020. They paid $560 billion to individual Americans, $500 billion to large corporations, $377 billion to small businesses, $340 billion to state and local governments, $154 billion for public health, and $44 billion for education.

But this package wasn’t enough. So the government put together an additional $900 billion stimulus package in the last month of 2020. Still the economy is far from returning to its pre-shut down level.

The incoming Biden administration will pump another $1.9 Trillion into the economy.

The gigantic sizes of these stimulus packages give us an idea of the economic and social costs of shutting down the economy. While a lock down may be easy, re-starting the economy at pre-lock down level is impossible due to the complex interdependency of

The Brazilian Bolsonaro response model President Jair Bolsonaro of Brazil, has insisted on keeping the economy open during the pandemic. The problem has been that the Brazilian population of 214 million people has been left to itself to decide what do in response to the Covid-19 virus.

The president neither mandated nor enforced masking and social distancing while waiting for the development and availability of vaccines.

President Bolsonaro has dismissed the virus as a “measly cold.”

Not only has Mr. Bolsonaro dismissed the danger posed by the virus, but has also actively, according to the New York Times (January 10, 2021), “undermined quarantine measures adopted at the state level and has called on Brazilians to continue working to keep the economy from collapsing.”

The result of the Bolsonaro model has been an open and functional economy weighed down by infections of over nine million Brazilians and 215, 000 deaths.

The Chinese Xi Ping response model Among the three, the Chinese model has been the most effective in reducing the Covid-19 infections and subsequent deaths.

On January 23, 2020 President Xi Jinping’s government locked down the city of Wuhan and eventually 15 other cities in the province of Hubei, affecting over 59 million

people. The city of Wuhan remained under lockdown until April 8, 2020.

Because of technological advancement people worked from home, food was delivered to residents, and giant corporations contributed money and talents to solving the challenge in Wuhan city and Hubei province in general.

The challenge with this model is that the Chinese autocratic system of government is different from the Zambian democratic system. There would be a huge public outcry if President Lungu did what President Xi Jinping did in locking down and heavily policing Wuhan city and Hubei Province.

Shutting down the Zambian economy means shutting down resource supply chains, factory and organisational operations, as well as shutting down distribution of products to consumer markets.

It also means shutting out workers from employment.

Employees will lose income and the country will lose productivity. This will cause massive unemployment and serious shortages of commodities.

The downstream effects include far reduced tax revenue collection by ZRA to fund government operations, massive defaults on loans and mortgages by both companies and individuals, failure to pay leases and rents leading to massive corporate and residential evictions. Homelessness and economic criminal activity will increase in response to these economic and social dislocations.

There is a possibility that a shut-down will bring the country down to its knees and put a tremendous amount of

pressure on President Lungu, his administration, and the government to provide food and financial support to a huge number of Zambians.

But because the government does not have resources to sustain a programme of providing food and money to the unemployed and support to businesses and local governments, the decision to shut down the economy will quickly become a massive political problem for the administration.

All the options on President Lungu’s desk are hard, difficult, and complex. But because the downstream effects of shutting down the economy are very negative, the option of locking down the country must be off the table.

We must admit that the virus will exist inside the Zambian economy until it is eradicated by vigorous enforcement of masking, sanitising, social distancing, and vaccination requirements, supported by targeted temporary closures of virus infection hotspots.

Legislatively, the police can be empowered to arrest, fine, and quarantine individuals not complying with the mask requirements, as well as fine institutions and businesses that fail to provide sanitisers and enforce masking and social distancing requirements among their patrons.

Even after taking such measures, many Zambians will still be infected, get sick, and die. But we cannot be the

Brazil of Africa, a country that refused to shut down the economy and also refused to recognise the virus, the need for masking, and the importance of social distancing.

For Brazil, the result has been devastating. Neither can we be like the United States that locked down and shut down the economy, without admitting the danger

of doing so. For both countries, the results have been catastrophic.

We must not shut down the economy, instead, we must enforce masking, sanitising, and social distancing to manage the virus.

We know that the statistical survival rate is very high at over 98 percent. Understandably, even one death of a Zambian is too much death. But we are in times of reality and not philosophical arguments and political gamesmanship. We would be too naïve not to expect the death of more Zambians from this virus.

We must learn to live with the virus and work hard to prevent its spread and infection, and in the long run, work to produce our own vaccines and medicines. This is how we will make sure our economy is sustained through this global health crisis.

HIPOLOPOLO goalkeeper Allan Chibwe has predicted a tough match as they meet Namibia in their final game against neigbours Namibia tomorrow at the ongoing CHAN tournament in Cameroon.

Initially left out of the provisional team for the travelling party to the tournament late last month, Chibwe has been instrument in Zambia's last two games against Tanzania and Guinea respectively where he has manned the goal post ahead of Lameck Siame and Charles Kalumba.

But Chibwe has predicted a tough game against Namibia just like in their last encounter at the 2018 edition in which Zambia faced the Zebra's in their final group

game at the tournament held in Morocco.

Chibwe noted that his team was however looking forward to beating their neighbours so as to top the group and face the second best team from group C. Chibwe said the team will come up with a good plan on how to beat Namibia and says that they have a good coach in the Serb Milutin “Micho” Sredejovic. ''We have gone back to training and are working hard and plan against Namibia in our final group game. We are expecting a tough match like what happened in the final game last time (2018) we played them and drew against them. So we are looking forward to winning against them so that we can top the group,” Chibwe said.

And Chibwe said he would continue working hard and

fighing for the nation and his place in the team despite picking a knock in the game against Guinea. ''God has granted me this opportunity to maximise my talent, for me I though it wasn’t very bad (injury) until the doctor told me at half time on how severe the injury is but I will continue to fight for the nation and my position to convince the coach that I can do better becuase a small knock cannot take me away from the game,'' Zambia are on four points tied with leaders Guinea but separated by a goal diffrence while Tanzania are in third with three points with Namibia at the bottom with zero points.

Lower League clubs adamant to play due to rising Covid-19 cases
