‘MWAMONA USED FAKE TAX PAPER FOR ZESCO PROJECT’ By CHARLES MUSONDA

WITNESS has testified that Mwamona Engineering Technical Services (METS) used a fake Zambia Revenue Authority (ZRA) tax clearance certificate to get a contract worth K14 million from Zesco Limited. Anti-Corruption Commission (ACC) investigations officer Ferguson Kombe said this yesterday before Principal Resident Magistrate Mwaka Mikalile in a matter METS board chairman Chishimba Kambwili is charged with his son Mwamba and two ZRA employees with obtaining pecuniary advantage. Fake WARMA officials exposed THE Water Resources Management Authority (WARMA) has warned the public that there are unscrupulous individuals purporting to be its workers. These were installing bulk water meters on domestic boreholes without its knowledge and consent. WARMA Public Relations Officer, Joshua Kapila, stated that the unscrupulous individuals were taking advantage of the unsuspecting residents to enter private premises with the aim of conducting criminal activities. This is contained a statement issued yesterday. Mr Kapila stated that such unscrupulous individuals were not employees or agents of WARMA. He explained that WARMA has only directed all commercial users of water to install bulk water meters. Mr Kapila informed the public that it is not a requirement for domestic borehole users to install bulk water meters. “Furthermore, WARMA would like to warn such individuals to desist from conducting themselves in such dubious and deceptive criminal activities because if caught, they will face the full wrath of the law,” he warned. Mr. Kombe said Mwamona was also receiving huge sums of money from China Henan International Corporation for the subcontract it was awarded to work on the Mansa-Luwingu road and township roads in Mansa and Luwingu. Mr. Kombe said there was about US$467, 000 that China Henan deposited in METS’ account held at Finance Bank Zambia Luanshya branch out of which US$341, 000 was withdrawn and transferred to a named Chinese national.

Cabinet approves Covid-19 vaccine By OLIVER SAMBOKO CABINET has approved the Covid-19 vaccine programme under the free Corvax facility spearheaded by UNICEF. Health Minister, Jonas Chanda, said a Cabinet meeting that was held on Wednesday to deliberate on Zambia's acquisition, deployment and financing of Covid-19 vaccine approved that the country should undertake the programme. “This follows Government approval in principle to adopt a Corvax vaccine programme as one of the key pillars in mitigating the impact of Covid-19 on the health and social economic of citizens especially the vulnerable in society,” he said. Dr Chanda said under the Corvax facility, 3, 676, 791 eligible Zambians above the age of 18 will have to be earmarked for the vaccination,. This translates 20 percent of the 46 percent of the eligible population of 8, 438, 118. He said health front workers, the police, security, teachers, traditional leaders, clergy, marketeers, traders, bus drivers and truck drivers will be given priority. Dr Chanda said the remaining 26 percent eligible population will be covered under the Governmentsponsored vaccination

programme and other mechanisms. He added that Government was still awaiting advice from the World Health Organisation and others on vaccination of persons below 18 years because currently, no country was vaccinating that category. Dr Chanda said globally, the Covid -19 vaccine had been seen as a way out of the pandemic and as way to reduce further transmission of the virus. He said government would remain open to receiving support from other countries and cooperating partners in covering the remaining population that will not be covered by the free Corvax programmr. Meanwhile, Dr Chanda announced that the country has in the last 24 hours recorded 325 new cases out of 7, 646 tests conducted, bringing the cumulative number of confirmed cases recorded to date to 87, 318. Dr Chanda said four new deaths were recorded in Lusaka and North-Western provinces, bringing the cumulative number of Covid-19 related deaths to 1, 191. He said a combined 278 discharges were recorded from both the Covid-19 isolation facilities and home management, bringing the cumulative number of recoveries to 83, 895.

Simphiwe Cyprian Gewensa, 24 and Mubanga Mwale, a 32-year-old Zambian were arrested by the Drug Enforcement Commission (DEC) working with the Securities and Exchange Commission (SEC). DEC Public Relations Officer, Theresa Katongo said Gewensa, a financial controller at Earn Mo Holding was arrested with Mwale for various offences under the Securities Act No. 41 of 2016. The South African was operating under Earn Mo Digital Marketing and Advertising Limited. Ms Katongo said the suspects allegedly obtained over K6, 946, 945 and over US$143, 810. And Dr Haabazoka urged Government to establish why the country was not deriving maximum benefits from exports of copper and cobalt whose prices had risen significantly on the international market. He observed that the country had not recorded any significant increase in foreign exchange inflows even when Government had suspended debt service for the last eight months. Dr Haabazoka said Zambia today had more mines than ever before with manganese, gold and other minerals being mined alongside copper and cobalt He said prices of copper and cobalt which account

for 78 percent of foreign exchange inflows were currently trading around US$9,147 per tonne and US$52,000 per tonne respectively. “Two years ago, Cobalt prices plummeted to under $27, 000 but today they are trading above $52, 000 per tonne,” he said. He said answers must be provided where billions of money Zambia was currently making from copper and cobalt were going to. Dr Haabazoka wondered that Zambia had not been making debt payments since mid-last year and yet revenue from copper and cobalt was not significant. “Despite the numerous small medium and large scale mines operating in the country, Zambia has been unable to see any positive effect on the economy be it exchange rate or tax inflows,” he said. Dr Haabazoka said: “When you drive from Kapiri Mposhi up to Solwezi all you see are trucks! Trucks full of mineral resources! “The big question is, where is the forex and all the money from copper, cobalt, gold and manganese mining going to?” he questioned.

MINING IN RIGHT HANDS THERE is nothing wrong with Government taking charge of the country’s mineral resources if they are for the well-being of the nation. It is therefore ironic that there are some sceptical Zambians who still want to question why Government should want to take control of some mining companies. When one studies the conduct of some of the foreign multinationals who have operated mining companies, it borders on criminality. Government had to put a stop to this and it could only do so by ensuring that control of the mining companies reverted to the owners – Zambians. What is there to sing about Mopani Copper Mines (MCM) when the majority shareholder Glencore International wanted to abandon operations at the first major hurdle – Covid-19 – claiming that it could not sustain operations to the effects of the global pandemic? It was prepared to dump thousands of miners and workers from those line companies that depend on the mining firm on the streets, and put the company on care and maintenance. But Government put its foot down and rejected their proposal. Now there is not only a glimmer of hope but a positive atmosphere because Government has through ZCCM-IH assumed 100 percent control of the mining firm. This is a stance backed by major stakeholders – trade unions in the mining industry. Economic Association of Zambia president Dr Lubinda Haabazoka added his voice, saying Government is on the right track to gain control of some mines and be in charge of resources and major decision-making. As Dr Haabazoka said, the government intervention would ensure mines begin to operate at optimal level. He said with Government control, MCM and Konkola Copper Mines would start operating at 100 percent and ensure the country stopped losing the much needed foreign exchange because metal prices were at their highest. It is an open secret that Zambians were taken for a ride because they could not see the benefits from the assets they thought were theirs. The mining companies used every trick up their sleeve to avoid paying taxes, distorted export figures and connived with foreign-based subsidiaries to cheat on prices. No wonder the Zambia Revenue Authority was forced to take the mining company to court. The result? Mopani was ordered to refund ZRA almost US$13 million after it ruled that the mining company had not been honest in its dealings. But as Dr Haabazoka observed, with Government control, MCM and Konkola Copper Mines would start operating at 100 percent and ensure the country stopped losing the much needed foreign exchange because metal prices were at their highest. Zambians now hold destiny in their hands for Mopani is under their control and they must ensure that it succeeds. As a minority shareholder, ZCCM-IH did not have a strong voice to influence major decisions that had a bearing on the future and stability of the country. That has changed after buying out Glencore. NIVERSITIES that have been closed for operating illegally should be compelled to refund students because many suffer to reclaim their dues, Copperbelt University Student’s Union president Shadreck Mumba has said. Mr Mumba said that students were not at fault and should therefore not be left destitute after the universities were shut. He said in an interview that students enrolled according to how universities advertised their programmes. Recently, the Higher Education Authority (HEA) closed five higher learning institutions for operating illegally. The five are Elpalate University in Lusaka, Landmark University in Lusaka and Shalom University in Kitwe.

Others are Shaphat University in Lusaka and Yesbud University also in Lusaka. Mr Mumba said parents were desperate to educate their children hence they send them to universities without knowing that such institutions were not registered. “Parents want to take their children to universities and struggle to find money to pay fees that have gone up but unfortunately some people are opening schools without proper documentation and facilities,” he said. Mr Mumba welcomed the move to shut down the universities and called on Government to ensure that all universities were genuine. He observed that if not checked, the mushrooming of universities would lead to falling education standards in the country. Mr Mumba said that the

The HEA also revoked the six postgraduate degrees in the field of transformational leadership that were conferred by Twin Palm Leadership University at a graduation ceremony held in April, last year. Police hunt for unregistered vehicles By BUUMBA CHIMBULU POLICE will soon conduct a countrywide operation to clamp down all unregistered vehicles which have been imported into the country. Some unregistered vehicles are being used in criminal activities. This will be a joint operation with the Zambia Revenue Authority (ZRA) and Road Transport and Safety Agency (RTSA) aimed at bringing to book all those that would fail to register their motor vehicles. Last week, ZRA impounded 74 vehicles for dubiously entering Zambia, having questionable clearance papers and expiry of temporally importation certificates in an exercise conducted in three districts. Commenting on this, Police Inspector General, Kakoma Kanganja, said he had observed an increase in the number of unregistered motor vehicles on public roads which in some instances were being used in criminal activities as perpetrators easily elude justice. Mr Kanganja said it was for this reason that the trio would conduct a joint operation countrywide. “Registration of motor vehicles is essential as it allows for easy identification and tracing when used in criminal activities or when involved in road traffic violations such as hit and run road traffic accidents. “According to section 11 of the Road Traffic Act, any motor vehicle that has been imported into the country

should be registered within 14 days, failure to which such a motor vehicle should be impounded and the owner charged for failing to register a motor vehicle,” he said in a statement. Mr Kanganja urged those without proper motor vehicle clearance documentation to take advantage of the grace period announced by ZRA to acquire proper documents before the end of the grace period. ZRA Commissioner General, Kingsley Chanda, last week announced the introduction of a mini tax amnesty to owners of the impounded vehicles to clear their dues before May 15, 2021, with-

out penalties and interest, after which they risked losing them. Mr Chanda said ZRA had opted to give a grace period and allow the owners of the impounded vehicles to have their vehicles legitimately cleared into the country after paying principal taxes. “Please note that no penalties or interest will be charged, and no other administrative sanctions will be applied. “Therefore, anyone driving a vehicle with questionable clearance documents should take advantage of this rare gesture to normalise their importation,” Mr Chanda said.

‘Dethroned’ Shakumbila clings to the throne By GRACE CHAILELESOETSA DETHRONED Senior Chief Shakumbila, Patrick Chibamba, says the meeting where Netta Shakumbila was selected as his replacement is illegal and against the customary law of the Sala people. Mr Chibamba insists that the Shakumbila Royal Family does not and cannot work in isolation in the selection or dethronement of a chief. In this matter, Mr Chibamba who is alleged to have been dethroned from the throne for gross misconduct, is seeking a declaration that he is the reigning Senior Chief Shakumbila of the Sala people. Mr Chibamba is seeking an order of injunction restraining the defendants from continuing to interfere with the execution of his chiefly duties of the Shakumbila chiefdom. The same application is seeking an order to stop any further attempt to dethrone him as Senior Chief Shakumbila of the Sala. He is seeking damages, costs and any other relief the court may seem fit. Mr Chibamba has cited Ms Netta Shakumbila, member of the royal family, Mr Ackson Shibalanga and a resident of Mumbwa, Mr Edgar Mwambula as defendants in the matter. In an affidavit in reply to affidavit in opposition to summons for an order of injunction, Mr Chibamba stated that the alleged dethronement on October 11, last year was of no effect as the three defendants purportedly exercise powers which they did not possess . ZAMBIA RECORDS TRADE SURPLUS By BUUMBA CHIMBULU ZAMBIA'S total trade in February increased by 58.2 percent to K25.2 billion. Zambia Statistics Agency Interim Statistician General, Mulenga Musepa, said this at the monthly bulleting briefing in Lusaka yesterday. Mr Musepa said cumulative total trade increased by 68.2 percent to K50.90 billion in February 2021 compared to K30.26 billion in February in 2020. "A trade surplus of K8.1 billion was recorded in February 2021 compared to the January 2021 surplus of K9.3 billion, driven by an increase in imports coupled with a fall in exports," he said. Mr Musepa said exports mainly comprising domestically produced goods, decreased by 5.1 per cent to K16.6 billion in February 2021 from K17.5 billion in January 2020. This increase was mainly on account of a 4.6 per cent and 31.6 per cent decrease in export earnings from intermediate goods and raw materials. He said the total trade for the period January to February 2021 was K 50.90 billion while that of 2020 for the same period was K30.26 billion, representing a 68.2 per cent increase.

EU hails Zambia for being peaceful By SIMON MUNTEMBA THE European Union (EU) has hailed Zambia for being a peaceful and stable country in Southern Africa. EU Ambassador, Jacek Jankowski, said he was hopeful that Zambia would maintain its position as a peaceful and stable country in the region. THE British American Tobacco (BAT) Zambia has paid K207.2 million in various taxes to Government for the period ending December 2020. BAT continues to be a key contributor to the Government’s treasury through the payment of excise, corporate tax, Value Added Tax (VAT), Pay-As-You- Earn (PAYE) and Withholding taxes. This is according to the financial statement for the period ended December 2020 posted on the Lusaka Securities Exchange (LuSE). BAT Company secretary, Zoe Chisanga Chiliboyi, said the firm had paid K207.2 million in 2020 in various taxes to Government from K149.3 million the previous year, representing an increase of 38.8 per cent year on year. Ms Chiliboyi said the company continued to grow its operating profit despite the impact of the Coronavirus pandemic. “We recorded an increase in turnover of 48.8 per cent amounting to K343.2 million during the period under review compared to the K230.6 million recorded in the same period in 2019. Ms Chiliboyi said the total cost of operations increased by 36. 5 per cent to K288.9 million reflecting the in the cost of production. She said the increase in operating costs was mainly driven by the cost of tobacco leaf and wrapping material imports. For the period ended December 31, 2020, she said the Company made a loss before taxation of K36.9 million compared to a loss before taxation in 2019 of K25.1 million. NGO OFFEERS TO NEGOTIATE DEBT RELIEF FOR ZAMBIA By NATION REPORTER THE State of the African Diaspora (SOAD) has pledged to help Zambia negotiate for debt cancellation. SOAD has indicated that it was ready to engage African States, Kingdoms and territories to pay off debts which Africa owes to multinational and multilateral global institutions. COOPERATING partners in Mufumbwe have been urged to continue rendering support to Government in the preservation of forests. Mufumbwe District Commissioner Haggai Kalota, said Government appreciated the importance of the forests in the development of the country. Mr Kalota said this was the reason why Government would continue promoting initiatives aimed at preserving the country's natural to resource through the department of Forestry. TOUGH CHOICES …SA seeks lesser of two evils in dealing with Eskom's nearly half a trillion rand debt JOHANNESBURG - National Treasury is considering whether it would be better to move a chunk of Eskom’s R464 billion of debt into a special-purpose vehicle (SPV) or have the state take over responsibility for it directly, people familiar with the situation have said. While banks have led discussions for the last few weeks over the creation of a socalled SPV that would take over at least R100 billion of Eskom’s debt, and possibly much more, that debt would almost certainly have to be guaranteed by the government, the three people said, asking not to be identified because an announcement hasn’t been made. Under the SPV arrangement, the debt Eskom retains and any new debt it contracts would be paid off first as a priority, while that held in the SPV, which could have tenure of 10 years or more, would be last in line and would therefore likely need to be guaranteed by the state to win investor support, they said. That’s something the National Treasury will need to decide on, they said. While either option would strengthen Eskom’s balance sheet, both risk imperiling South Africa’s credit ratings by further boosting public debt, seen climbing close to 90 percent of gross domestic product by 2026 even without adding the utility’s liabilities. – BLOOMBERG NEWS.

Feb inflation slips to 2.9pc, below the Reserve Bank’s target range JOHANNESBURG - February inflation slipped to 2.9 percent year-on-year, from 3.2 percent reported in January. Consumer inflation data, released by Stats SA on Wednesday, showed that this is the lowest reading since June 2020 when the rate was 2.2 percent. On a month-on-month basis, consumer inflation increased by 0.7 percent. Stats SA noted that due to the ban on the sale of alcoholic beverages from retail outlets, restaurants, bars and hotels during January - there were no base prices available for comparison in February. The Bureau for Economic Research (BER) expected inflation to edge lower to three percent year-on-year. “Core inflation dynamics are expected to remain benign,” the BER said. Investec economist Kamilla Kaplan forecasted February inflation to be impacted by fuel price increases, which will have been countered by lower contributions from miscellaneous goods and services. Shortage of potatoes and onions - Farmers complain

Dear Editor, ALLOW me to add my voice to this issue. On the evening of Wednesday, March 24, 2021 there was a clip carried by Northern News showing marketeers who complained of a shortage in the supply of potatoes and onions on the Copperbelt market. They appealed for a lift on the ban to import potatoes and onions from Tanzania. This surprises me especially when the usual complaints from our farmers is lack of market for their agricultural products. Allow me to say that as much as the complaint for the said potato shortage would seem genuine, marketeers should understand that when we import products we can locally produce we are killing our own economy. What this means is that

when Tanzanians sell the potatoes in Zambia they will be given the Zambia Kwacha in exchange. However since the Zambian Kwacha bill is not legal tender in Tanzania the Tanzanian trader will exchange the Zambian Kwacha for our international currencies such as the United States dollars which we also need to build up our foreign reserve account. So why should we run the risk of losing the foreign exchange we so much needf? Fellow Zambians, there is no better way we can build our foreign reserves apart from growing our own food instead of importing from our neighbours. Candidate selection for parliamentary elections Dear Editor, I NOTE that a number of political parties have declared that they will only adopt popular candidates for the forthcoming elections scheduled for August 12, 2021, of course taking into account the Grade 12 certificate requirement. In this regard, parties have given powers to the constituency leadership to recommend the popular candidates in their constituencies. My question is, how does the constituency leadership determine that a candidate is popular in the constituency? My understanding of this approach is that parties are looking for candidates who are easily marketable to the electorate with high chances of scooping the seat. To do this, you can't allow a few individuals at constituency level to pick a candidate and recommend such a person for adoption. The question is, what criteria did they use to arrive at the popular candidate. Such individuals are vulnerable to corruption by candidates who are financially sound. In other words, the constituency leaders can easily be bought by candidates, some of whom may not even be popular among the electorates. To achieve the intended objective of picking a popular candidate, my view is that constituency leaders must hold town hall meetings with the community in their respective

constituencies and seek their opinion who among the applicants for adoption would be their preferred candidate. This will also give the community a chance to give their assessment of the performance of the ou going MP, especially for those who are seeking re-election. Whoever comes out prominently in the town hall meetings is the one the constituency leadership should recommend for adoption. It is important that the applicants attend the town hall meetings so that they hear for themselves who the majority of the community in the constituency prefer. This will insulate the constituency leadership from any blame or accusation in the adoption process because whoever is recommended for adoption will be deemed to have been chosen by the community. Transparency will also been seen to have prevailed and this is crucial especially in constituencies which are fiercely contested. This approach also entails that responsibility shifts to the constituency leadership if the candidate they recommended tumbles in the elections. This commitment by the President comes barely when some unpatriotic citizens have with impunity been abusing the cyber space to discredit the hard earned reputation Zambia has acquired as a beacon of peace. The aspersions being cast on social media seem to suggest that the nation is ungovernable yet the contrary is true. President Lungu even went an extra mile to indicate to the diplomats that soon the invitations will be sent to the observers who wish to monitor the elections. This is despite that Zambia is anticipating a third wave of corona virus which is likely to hit the country in the third quarter of this year and building up to the elections. President Lungu’s open invitation in view of the world as the meeting was streamed live on various social media platforms with a wide following, is highly appreciated as it is commitment towards the transparent and peaceful electoral process. President Lungu has proved his critics wrong especially those who judge the standard

of a free and fair election only if the outcome favoured them. From the time the preparations for elections kicked off, the power hungry politicians who have lost six times consecutively have always discredited the democratic process. To remind those who maybe forgetful, President Lungu has always been truthful to his holding free and fair elections and he did it in 2016. In 2016, elections which gave him his first term where highly praised by various institutions as observers freely undertook their calling. The President’s pledge to the diplomats is consistent with the assurance he has given to the Zambian people and more recently the directive to the Inspector General of Police Mr Kakoma Kanganja to reform the Zambia Police Service. The police on the other hand are confident that they will not let the Zambian people down and will be helpful in delivering the peaceful poll. Now that the highest office in the land has extended an olive branch to international observers, the onus is now on the political players to complement the efforts that have been made by the various institutions. The two ECZ at play I AM casually watching the drama of how the two ECZs are carrying on their business after the ConCourt ruling that puts Grade 12 school certificate as a must to have, that has put a lot of aspiring candidates both new and those serving, on the wire. The first ECZ (Examination Council of Zambia)'s mandate is to verify and certify that the presented certificate to them is a valid certificate issued by themselves, the names are genuine and that it has not been tampered with. The second ECZ (Electoral Commission of Zambia)'s mandate is to ascertain and qualify that the Grade 12 certificate duly certified by the first ECZ meets its criteria for adoption, which a lot of aspirants are actually giving a blind eye to. Surprisingly, the majority seem to assume that the first ECZ's confirmation letter means the second ECZ should not disqualify it, which is not true. Anyway, for now I’m digesting aloud but I see a lot on the wire because of what I am seeing and hearing in the hood. For instance, what has the second ECZ explained on what constitute a qualification to be on the ballot paper, not whether is it just a Grade 12 school certificate? Let us wait and see. Promote potato and union growing, Govt urged By SANFROSSA MANYINDA

GOVERNMENT should invest in capacity building for farmers growing onion and potatoes in order to mitigate the shortage of the two commodities, the National Union for Small Scale Farmers in Zambia (NUSFAZ) has advised. In February 2021, Government through the Ministry of agriculture, imposed a ban, restricting the importation of onion and potatoes. Government was of the view that there were enough onions and potatoes grown locally to meet the national demand. But a few weeks later, selected districts have been experiencing a shortage and a sharp price rise in the prices of the two commodities on the local market. A check by the Daily Nation at selected markets in some districts, Kitwe inclusive found a bag of potatoes that was a few months sold at K80 per bag was now being sold at K110 while onions were in short supply. Some stakeholders have started calling on Government to consider lifting the ban before the situation got worse. NUSFAZ Executive Director, Ebony Lolozhi, said the current situation was evidence enough that Government did not conduct a study on the capacity of the local farmers to produce and meet the demand. “Having people complaining about the cost of the commodities is an indication that government did not do its homework well on this matter.

ZAMBIA ROAD SAFE CORRIDOR INITIATIVE: ....Working collectively for road safety

W

ITH 853, 909 registered motor vehicles, 28, 484 crashes and 1, 690 fatalities in 2020 traffic-related mortality in Zambia is high, even when compared regionally. This picture translates into 334 crashes per 10, 000 motor vehicles or, on average, 141 fatalities per month during this period. Add injuries conservatively estimated to be over ten times more than fatalities, losses of property, production, and income, and the additional stress on families and medical services, the combined socioeconomic consequence of crashes to the country is enormous and long-term. Accounting for this grim picture are several critical factors that include road infrastructure failures, poor road maintenance, compromised and non-inclusive road designs, risky driver behaviours, such as speeding, drink-driving and distracted driving, inadequate emergency postcrash response and care and unsafe and inefficient transportation of people, goods and services. To address the current status, road safety stakeholders through the Road Transport and Safety Agency (RTSA) are mooting a flagship road safety project dubbed the Zambia Road Safe Corridor Initiative (ZRSCI). It outlines a pragmatic and collective effort to work towards a road safety management regime that saves more lives, enables inclusive socioeconomic progress and enhances regional transport safety and connectivity. The initiative is intended as a long term effort to convene various road sector stakeholders to enable and unswervingly cohere collective action for improved road safety management.

ZRSCI’s objectives

The overall objective of the initiative is to leverage Zambia’s trade corridors to galvanise collective action across various stakeholders, including road sector agencies, private sector actors, civil society and local communities, to improve and sustain road safety management. The ZRSCI is a pragmatic

and proactive effort to mobilise collective action for road safety using a “reverse engineering” approach, by influencing stakeholders to participate in road safety management rather than merely align with prescribed roles. The result hopefully is that what needs to be done urgently will stimulate collective institutional resolve to begin to build a robust road safety management regime using the Safe System Approach. Therefore, the ZRSCI aims to provide fresh impetus to road safety management by galvanising collective action by all road safety stakeholders.

ZRSCI focus areas The ZRSCI will deploy multi-sectoral interventions including targeted driver education and smart enforcement, improved engineering, emergency health care and community awareness to influence improved road safety. The ZRSCI will also undertake an intensive intervention approach for the 136-km T2 section between Lusaka and Kabwe where the road has deteriorated and experiences frequent crashes.

The road section has a high crash rate attributed to over speeding on an unforgiving road link. Besides its damaged condition, the road section has some well-known black spots which need to be corrected. Beyond the road corridors, the ZRSCI will address institutional challenges that undermine the capacity of road sector agencies to effectively deliver road safety. The initiative will specifically focus on covering road safety interventions across the key road sector agencies - RTSA, RDA, NRFA and Ministry of Local Government and beginning to consolidate a safe system approach.

The current absence of weight monitoring and traffic management along Nakonde border with Tanzania to Kasumbalesa on the DRC border is leading to the destruction of this section generating significant safety concerns. Besides, the sudden increase in traffic may not have been fully anticipated given the varied road designs of this corridor section. Safety engineering interventions may also include improvement of sight distances, calming and channelisation of

traffic, and measures to ease and control pedestrian movements especially in settled areas. This section of T2 and T3 section from Kapiri leading to Ndola on the Copperbelt region is busiest with current traffic levels of well over 4, 000 vehicles per day, a two-lane single carriage-way catering for traffic in both directions, Lusaka-Ndola without road markings, physical median lane separation and frequent inter-vehicular traffic conflicts. Driver behaviour along this section is typically non-responsive to the perilous conditions. Additionally, the ZRSCI will

support specific road design for police check points on the road corridors to ensure a standardised layout and ease of use especially for impounding vehicles with offences. Obstruction by broken down vehicles occurs at a frequency of about five to six vehicles every 15-km stretch. Drivers of broken down vehicles typically use non-reflective warnings such as tree branches to warn oncoming traffic. This is not safe and effective. For this section of the T2

corridor, the ZRSCI will explore protocols for clearing the carriageway using tow trucks that are strategically positioned. The ZRSCI will also explore ideas to better communicate with Tanzanian drivers at the entry border and through signage marked in their language for ease of communication along that corridor section especially with regard to controlling speed and encouraging planned rests in safe places. The combination of damaged road surfaces and deteriorated road furniture makes all corridors absolutely crashprone. The ZRSCI will support the restoration of road signage, markings and other navigational devices. The ZRSCI will also support installation of considerably large information signs for visibility and provision of critical travel information to road users. The ZRSCI is specifically concerned that speed management activities are conducted to stop drivers along road sections with deteriorated speed signage and road infrastructure. Traffic safety and management are critical components for the ZRSCI. Across all trunk and main roads, the ZRSCI will support establishment of safe rest areas, truck stops and lay-bys advocating rest especially for commercial traffic. However, lay-bys along the corridors have deteriorated making it difficult for drivers to make emergency stops especially along the road. The ZRSCI will support fatigue monitoring to reduce exhaustion-related road traffic crashes. Investing in road safety education for behaviour change is important for long term sustainability of ZRSCI interventions. The initiative will target educational interventions and

legislative reforms to positively influence driver behaviour. The ZRSCI will therefore promote behaviour change education to counter risky attitudes, including speeding, drink driving, and distracted driving. The ZRSCI will use technology devices to undertake enforcement activities along the corridors. The goal is to build an enforcement approach where road users are engaged at all times without the physical presence of road traffic enforcement officers. Global Positioning System monitoring and drones will also be used to monitor speed. The ZRSCI will also support communities along the corridors to become active agents of change and contributors to road safety management.

Working collectively for road safety

For the ZRSCI to be successful, all stakeholders in the road sector need to take ownership of the initiative’s ambitions to achieve the desired results. As the lead agency on road safety, the RTSA has the responsibility of leading implementation of the National Road Safety Strategy. The initiative is focused on generating buy-in for shared and priority road safety concerns among key stakeholders in the sector. The RTSA, as the lead agency on road safety, will play a catalytic role in galvanising such action. The ZRSCI is motivated by the government’s transport policy aspirations outlined in the 2019 – 2028 National Transport Policy (NTP). The NTP also acknowledges safety as integral to attainment of the government’s policy aspirations. The ZRSCI which is earmarked to be launched in the second quarter of 2021 is capturing 3, 600 km of the corridors’ carriage way.
