GOVT CURTAILS OVERPRICING By AARON CHIYANZO

OVERNMENT has operationalised the new Public Procurement Act which will address overpricing, sidelining of locals and other ills in public procurement. Finance Minister, Bwalya Ng’andu said with the new Act, price benchmarks would be set by the Zambia Public Procurement Agency (ZPPA) to ensure that Government was not overcharged on products and services. Dr Ng’andu said Government had in the past

been overcharged for products and services which were acquired reasonably on the open market. He said during the Sunday Interview programme on ZNBC that ZPPA would now check all Government costs to ensure that they were in tandem with what was obtaining on the market. “There will be no overpricing for projects. Why should Government pay K50 for something costing K20 on the market? So this Act which I signed on April 16 after the President assented it in November last
year will deal with that,” Dr Ng’andu said. He also said the new Act would ensure that small businesses, youths and women fairly participate in procurement. He said with the new law, the 20 percent subcontracting policy would also be strictly implemented. Dr Ng’andu said Zambians would be prioritised in tenders but fronting for foreign firms would be punishable. He said both the individual fronting for another firm and the firm itself would be banned from
participating in procurement if found wanting to ensure that the company that wins a tender was that one to execute works. And Dr Ng’andu said the new Act would ensure transparency, accountability and competition among others in public procurement. He said officers found wanting for causing Government to spend wastefully or to pay for services not rendered would be prosecuted. w said the new Act would ensure that wastage in public spending was stopped.

‘Arrest Chief Mukuni for threatening Kampyongo’ By SIMON MUNTEMBA POLICE should summon and arrest Senior Chief Mukuni for issuing death threats against Minister of Home Affairs, Stephen Kampyongo over his wife’s detention last week, former UPND deputy spokesperson, Edwin Lifwekelo has said. Mr Lifwekelo said the evil threats should not be entertained in a Christian nation and that if the Senior Chief was aggrieved that his wife had been visited by the law, he should have tried to find legal help as a law abiding citizen than issuing veiled death threats. His comment follows threats from Senior Chief Mukuni against Mr Kampyongo over the arrest of his wife. He said it was understandable for the chief to be emotional and to throw tantrums, no one would want to be in that position but there was nothing political in the police detaining his wife. Mr Lifwekelo said the police were merely doing their duty to investigate a matter that is in public interest and the minister must not be intimidated with threats. “My appeal, therefore to the police is that they should summon and arrest Senior Chief Mukuni for issuing threats against the minister and the police who were carrying out their responsibility as required by law,” Mr Lifwekelo said. In fact, he said, the arrest of Senior Chief Mukuni’s wife had nothing to do with Mr Kampyongo, it had everything to do with the Zambia Police Service and ZICTA.

A-23-YEAR-OLD illegal miner has been shot dead in Mufulira as police thwarted theft of copper and scrap metal at Mopani Copper Mines (MCM) sink hole. The incident happened when the victim and 29 other illegal miners, commonly known as jerabos, attacked a police officer and attempted to steal the minerals from Mo-
pani. Copperbelt Commissioner of Police Elias Chushi confirmed the incident which happened at 11.30 hours on Saturday and identified the illegal miner who was shot dead as Kennedy Kasonde. Mr Chushi said Kasonde was with 30 others who were armed with iron bars and shovels as they attempted to steal copper and scrap metal from Mopani sinkhole in Mufulira.
"A police officer who was guarding the restricted area was attacked by a group of 30 criminals armed with iron bars and shovels. "After being overpowered and in an attempt to save his life, the officer fired warning shots in the air forcing some of the suspects to scamper. In the process, a stray bullet hit Kennedy Kasonde who died on the spot while 29 others scampered and are on the run," Mr Chushi said.

IG KANGANJA, DPP SIYUNI STOP THIS From page 1 Mr Ntewewe said the recent video of the Hatembos is a diversionary tactic intended to hide the fraud allegedly involving the UPND president Mr Hakainde Hichilema at the Ministry of Lands. Mr Ntewewe said in an interview that there was urgent need for both Mr Kanganja and Ms Sinyuni to stop the rot before more lives were lost by finding the missing Hatembo siblings and securing convictions for the culprits using the evidence at the Ministry of Lands. “This circus has been going on for a long time now and we challenge the IG and DPP to move in and ensure that the abducted Hatembos are found as well as ensure that convictions are secured for all those behind this circus,” Mr Ntewewe said. Mr Ntwewe also said the latest video of the fugitive Hatembo siblings was choreographed by the abductors. “But the video in itself to us is a clear testimony that the Hatembos are abducted. It is very clear that they were speaking under instructions. It was as though they were at gun point and being told what to say. So, it is very important that the IG and DPP move in and bring this circus to an end,” he said. Economic and Equity Party (EPP) president, Chilufya Tayali also said the video was staged. “What people have failed to connect is that these people have appeared on the video after the release of the suspects who were in custody for some time. What a coincidence? And these people are putting up a defence for the suspects outside court before trial. The question people must ask themselves is that why appearing now and defending the suspects, while accusing madam Edith Nawakw? “This is clear that those people who were in custody are the ones who are holding on to the Hatembos. They are just defending the suspects and accusing Edith Nawakwi, but the question is why are they not reporting to the police and seek protection,” Mr Tayali said. He added “The newly released video of the Hatembos is an indictment for ba Kanganja and the police. Is Ba Kanganja and all the security wings, including ZICTA telling us that they have failed to trace these people? We have been seeing the Hatembos being paraded but it is disappointing that the police seems to have failed to locate them. This has confirmed that someone somewhere is not doing his or her job. “If they pounce on HH on these criminalities that he perpetuated, it will be him that will be forced to bring the Hatembos to come and exonerate him. He is holding on to them because they are the key witnesses and once he is squeezed, he will be forced to bring them to defend him,” Mr Tayali said.

The concerned UPND officials who did not want to be named for fear of victimization accused their party’s senior officials of not respecting the people’s will by imposing a candidate who allegedly caused a riot in the constituency two weeks ago.

But UPND spokesperson, Cornelius Mweetwa has called for the arrest of Ms Nawakwi after a video of the missing Hatembo’s surfaced in which they accused her of threatening them with death. Ms Nawakwi said Mr Hichilema knows that what he did was evil and it might dent his political career, hence hiding them at his place.
In a walk in interview, the four UPND officials claimed that residents of Kalabo Central were upset with Mr Miyutu for having killed an 18-year boy in an accident due to dangerous driving and reportedly paid the family members to bury the victim without postmortem to conceal the case. “Hon. Miyutu killed Nalumino Mulele aged about 18 years in Kalabo two weeks ago during adoption process and in an attempt to conceal the matter, he paid some family members K30, 000 so that they bury without conducting a postmortem and this sparked a riot among other family members and residents. Police had to come to quench the riot where they used rubber
bullets to dispense the people. “But our concern is that while people in the area are upset with Hon. Miyutu, our party leadership want to impose him as a candidate to recontest. The matter is not resolved yet and once we pick him as our candidate, the case will resurface more especially that there was no postmortem done on the deceased,” one of the UPND officials said. “We want HH to know that the decision to impose Hon. Miyutu will cost the party at both district and national level because the people are aggrieved in Kalabo,” they said. Efforts to get a comment from Mr Miyutu proved futile at press time.

‘STOP HATEMBOS’ CIRCUS’ REGRETABLY, two people have already died as a result of events emanating from a land dispute involving UPND president, Hakainde Hichilema and the Hatembos of Choma. Both Police and the Director of Public Prosecution offices are well aware of the matters leading to the death of state prosecutor, Nsama Nsama and a UPND sympathiser Joseph Kaunda in December, 2020. Why the two offices have allowed the unfolding series of events, including a suspected abduction to continue, is not clear because it is within their capacity to bring a close to this case by using information at their disposal to prosecute the case. Inspector General of Police, Kakoma Kanganja and DPP Lillian Sinyuni have access to Ministry of Lands information on the fraudulent land transaction which is the genesis of all these unfolding events, and it is within their power to prosecute the matter. Sadly, while two lives have already been lost, two more people are living in hiding or abduction, away from their family, because government institutions which should take stock of the matter have chosen to remain mute. This case, which has now been turned into a circus, should be stopped and both the IG and DPP have powers to do that. A case that started with a family fighting to get back their farm, which they believed to have been grabbed from them in a somewhat fraudulent manner, has degenerated into a criminal circus. A criminal circus which needs to be halted before more lives are lost. What has now become to be known as the Hatembos’ abduction has its genesis in the Ministry of Lands where through some fraudulent activity, a family lost its farm, inherited from their deceased father. What should have been a family settlement is anything but. This is because almost 2, 400 hectares ended up in the hands of UPND president Hakainde Hichilema through a questionable transaction. It is this transaction, criminal in nature, which has the Hatembo siblings on the run or hiding. But on the run from who? Much as the recently released video shows Pheluna talking about being threatened by FDD president Edith Nawakwi, no one believes that because if that where the case, the family would have reported this to police. What is on record is that the siblings are missing because they are being held against their will. Young African Leaders Initiative (YALI) president Andrew Ntewewe has therefore rightly demanded that the matter be prosecuted without delay. “The veracity of the Kalomo farm 1924 must be publicly acknowledged and Zambians told the pain in order to bring the matter to rest. It was unfortunate that side events were taking centre stage while the main issue was being ignored. Unless Mr Kanganja and Ms Sinyuni stop this fraud at the Ministry of Lands more people may die. This matter must therefore be prosecuted immediately to avoid a loss of life and unnecessary tension in the country,” Mr Ntewewe said. Whatever happens to the Hatembo siblings, whose location police have failed to find, will be blamed on the two offices’ failure to prosecute a clear case of fraud. Time to act is now to end the Hatembo circus and to unite the siblings with their families.

He said in the last 24 hours 1, 469 people received the Covid-19 vaccine countrywide. “A total of 4, 565 healthcare workers have now been vaccinated countrywide. This brings the percentage of healthcare workers among the vaccinated to 33 per cent,” Dr Chanda said. He said other categories of priority groups receiving the Covid-19 vaccine included Immigration, Police and other security wings personnel, religious and traditional leaders, traders and transporters. “We are elated to note the community leadership and gatekeepers who are taking the lead and taking the Covid-19 vaccine themselves.
He said the party now boosts of having numbers which would ensure victory for President Lungu and the party in the coming elections without any difficulties. “We have grown the party by drawing more people and welcoming new and old members back to the party through the party mobilisation exercise which is going on very well,” he said. Nakonde agent jailed for smuggling vehicles By BUUMBA CHIMBULU A CLEARING agent in Nakonde has been sentenced to two years imprisonment with hard labour for smuggling motor vehicles in Zambia. Through smuggling motor vehicles, Zambia was defrauded of K97, 262.99 in revenue. Zambia Revenue Authority (ZRA) Corporate Communications Manager, Topsy Sikalinda, announced the conviction of the clearing agent in a statement issued yesterday. Mr Sikalinda said smuggling and tax evasion were criminal offences and perpetrators would be prosecuted. “The facts of the case were that Innocent Simengwe
aged 27, between May 9, 2019 and May15, 2019 in Nakonde smuggled three motor vehicles namely; Toyota Allion; Toyota Harrier and a Toyota Hiace van by purporting that the motor vehicles were in transit to Zimbabwe when in fact not,” he said. Mr Sikalinda said the action was contrary to section 149 and 183 (1) of the Customs and Excise Act Cap 322 of the laws of Zambia. He said the court sentenced the convict to two years imprisonment with hard labour with effect from April 15, this year on each of the three counts which will run concurrently. Zambians must surely observe the Holy Week for what it is, especially that the country was declared a Christian Nation, a declaration which is in the preamble of the supreme law of the land. This year, the country goes to the polls and therefore there is too much at stake for some political parties and leaders. It is thus prudent for Zambians, especially the leaders, to continue preaching peace, love and unity from both the moral and Biblical perspective. This can start with reflection on the Holy Week. Yes, Palm Sunday is the Sunday before Easter which starts the Holy Week. On Palm Sunday Christians commemorate and praise the day Jesus triumphantly entered Jerusalem as Saviour and King, much to the chagrin of the Pharisees and high priests. This is clearly stated in John 12:12-13. The Holy Bible explains that as Jesus rode a donkey into the town of Jerusalem, a great crowd gathered and laid palm branches and their cloaks across the road, giving him royal respect and honour. The numbers of people shouted “Hosanna to the Son of David! Blessed is he who comes in the name of the Lord! Hosanna in the highest heaven!” This was no ordinary feat as it was prophesied in the Old Testament in the book of Zechariah 9:9: “Rejoice greatly, O daughter of Zion! Shout aloud, O daughter of Jerusalem! Mr Mushimba said the command centres, which comprised of party structures and campaign mobilisation committees,were ready to hit the ground running in the campaign for the party and President Edgar Lungu. In an interview in Mufulira, Mr Mushimba said the party had managed to establish the 21 command centres across the constituency after to stave off the confusion which some people had caused. "So, after being on the ground and putting things back to normal, we have established 21 command centres across the constituency to commence door to door campaigns ahead of the August elections. This is aimed at intensifying campaign," Mr Mushimba said. He said whether he will be adopted or not, he felt duty bound to start preparing for the party and President Lungu because he was a loyal member of the party and has respect for its leadership. Manyinga seeks water, power supply to Govt offices By JACKSON.MAPAPAYI UTILITY firms in Manyinga will be engaged in discussions in order for them to service the newly constructed Government offices. The utility companies include Zesco and the North Western Water Supoy and Sewerage Company (NWWSSCO). Manyninga District Commissioner (DC), Geoffrey Malaiti, said his office woud be engaging the two utility companies and other service providers to ensure that life begins at the site. He said the development reaffirms Government’s commitment in completing the construction works at the site. “Let me also take this opportunity to mention that over 80 percent of the works on the new Civic Centre have been done, and that is why the district administration is working round the clock to ensure that the new Boma site is serviced,” he said. He said that Government was making frantic efforts to pay off outstanding funds owed to all contractors engaged to construct new offices. Meanwhile, Toshiber General Dealers Limited, a company engaged to construct the new offices, said company would complete the works and hand over the piece of infrastructure before the end of this year. “80 percent of the works have been done, and I can simply say with funds allowing, we should be handing over these facilities to government by October this year,” said the Operations manager Felix Simukoko said. The construction works which are also near completion at new manyinga BOMA site include: the new district administration office block and a multipurpose post office.

service delivery closer to the people without leaving anyone behind which is enshrined in the Seventh National Development Pan, and this civic centre under construction is testimony to that,” she said. Ms Wina later proceeded to the newly renovated Nkhulumazhiba Rural Health Post in Kalumbila District where she paid a courtesy call on Chief Mumena before she officially handed over the new COVID-19 isolation centre with modern equipment located at
the facility. She told the traditional leaders that Government had placed the health of every citizen as high priority hence the construction of over 650 health posts and over 100 mini hospitals country wide. “And North-Western province has benefited twelve mini hospitals with six of them almost completed while some health posts are already in operation and the people have started getting quality health care services,” she said.

DEFAULTS PINCH Alarm as real estate loan defaults rise to us$61m

AIROBI - Defaults on loans advanced to the real estate sector increased by more than US55 million in the last quarter of 2020, as the pandemic continues to ravage the economy. According to data from the Central Bank of Kenya (CBK), the sector recorded a 6.4 percent increase in the gross non-performing loans (NPLs) from September to December 2020 to US461.4 million, up from US$57.7 million in quarter three of 2020. The increase in the non-performing loans has been attributed to layoffs, business closures affecting the commercial office and retail sectors, and travel restrictions triggered by the pandemic. These affected the performance of the hospitality industry as well. With the pandemic continuing to ravage the economy, the country’s credit risk was higher in the last quarter of 2020 due to the economic meltdown and uncertainty occasioned by the Covid-19. “Credit risk remained elevated with gross non-performing loans to gross loans ratio standing at 14.1 per cent in the fourth quarter of 2020, up from 13.6 per cent in the third quarter of 2020,” read the report. The report comes a few days after CBK said banks are expected to raise their provisions to keep up with the ongoing difficulties, with customers’ default rising to US$432 million worth of loans across the entire industry as of February. “The ratio of non-performing loans to gross loans stood at 14.5 percent in February compared to 14.1 percent in December. NPL increases were noted in the real estate, agriculture, personal and household, and manufacturing sectors,” CBK said in a statement. “The increases in NPLs were attributable to the subdued business environment, and banks continue to make provisions for the NPLs.” From January 1, 2018, banks were required to make provisions for expected loan losses rather than those already incurred following the adoption of the more conservative International Financial Reporting Standards (IFRS 9). Interestingly, the CBK quarterly report indicated that loans acquired through title deeds posted the fastest-growing default rates. This was attributed to the low demand for residential units especially in the highend areas and commercial units which caused a slump in the sector. – THE STANDARD, Kenya.

HAT is irrigation? When we look into the dictionary the following explanation is given. Irrigate means to water by means of channels or streams it can also mean water by artificial channels or pipes, this means irrigation is the act of watering something. Crops in Zambia by the majority of farmers are grown during the rainy season from November to March because of the lack of water at other times. Water is usually the only limiting factor to growing crops
throughout the year and prices are much higher during the dry season. In some areas sufficient water is received as rain for use during the whole year, but there are no facilities for storage. Even during the rainy season some dry spell of weather can restrict the growth of crops. For the growing of vegetables, it is essential to maintain fast growth because the quality drops if water is restricted. Crop irrigation activities are mostly carried out during the off rainy season. It is the time when a lot of vegetables are easily grown because the challenge from pests and diseases is minimal. Depending on what level the farmer is, there are many irrigation systems that he/she can adopt to suit their production requirements. Some of the types are as follows: Surface irrigation, this is transporting and applying of water directly to the soil surface. It usually requires some land preparation to shape the surface to control the flow of water. This type of irrigation is therefore, most suited to nearly level land where little grading
is needed. It is also suited to deep soils where large amounts of earth or soil can be used for leveling without reducing productivity. An efficient water distribution system is essential for surface irrigation. This system however, must also provide control of erosion and adequate drainage. Furrow irrigation, under this system not much land leveling is needed for example furrows made when cutting row-crops can be used to carry water. In this system water does not wet leaves so chemical sprays are not washed off and leaf diseases are not encouraged. The required land leveling under this system provides for good surface drainage and the small streams of water can be used efficiently. This system however, has its own disadvantages. On shallow soils the leveling of the land can expose poor soil. Equally it is not efficient on sandy soils because of high water intake rate. On sandy soils ridges must be shorter than on other soils because of this high drainage. And furrow system of irrigation cannot be used on very uneven land. Those venturing or are al-
ready doing or carrying out irrigation activities on their farms must also understand the water intake capacity of their soils on which they are growing whatever crop. Water intake rate is a measure of the soil capability to take in and absorb irrigation water over a certain period of time. Therefore, factors affecting intake would include: The amount of moisture in the soil (the dry soil usually absorb water rapidly) Size of soil particles, the larger the particles the larger the spaces between the soil particles. This also goes to the amount of vegetation covering the surface but this particularly affects sprinkler irrigation. Surface sealing and soil compaction reduces intake rate soil cracking increases intake rate of clay soils. Soil cultivation and crop rotation allows and improves soil structure with the addition of organic matter. All this allow intake rate to increase. Sediments in irrigation water can block the soil pores and soil erosion makes the soil less permeable. It is also worth to note that land leveling can have the same effect as erosion. Water intake depends on several factors including infiltration and percolation. Infiltration is the downward flow of water from the surface into the soil. Water enters through the soil in pores, cracks, decayed root holes, worm holes. Percolation is the movement of water through the soil profile. The water intake rate varies with the
method of water application. Sprinkler irrigation is similar to rainfall and may seal the surface unless there is a good cover of vegetation. With sprinkler irrigation the intake rate is expressed in centimeters per hour. With furrow irrigation the intake rate depends on the soil capacity to transmit water both downwards and sideways, with furrow irrigation intake rate is expressed in liters per minute per fifty meters. With flooding method water moves into the soil first of all, the depth of flooding has a small effect on the intake rate though it is generally ignored when designing irrigation systems. In summary, successful irrigation especially on com-
mercial basis should be confined to soils that are capable of producing high yields of crops for many years when properly managed. The area must have sufficient water supply and must be available according to requirements of crops to be grown. Commercial irrigation where continuous production of crops is carried out needs to have sufficient labor and capital if such systems are to operate well. Drainage is essential to successful irrigation and should include the building of storm drains to take away excess rain water. Irrigation system require well cultivated land so that percolation and seepage can occur, in short good soil management.

Mr Ng’oma says despite Chama having a reputation of being a perpetual food deficit district due to the recurrence of unfavourable climatic conditions of droughts or floods, the Zambian government has not lagged behind in instituting measures of improving household food security and income. Mr Ng’oma was speaking, yesterday at Chama Farmers’ Training Centre (FTC), during the official closure of a two days Training of Trainers Workshop on Post-Harvest Losses Management (PHLM) for Agricultural Extension Workers of Chama district. Mr Ng’oma explained that Chama’s reputation of requesting for relief food every year should soon come to an end because the Zambian government in collaboration with the World Food Programme (WFP) and Food Agriculture Organisation (FAO) are supporting the implementation of the Strengthening Climate Resilience in Agricultural Livelihoods (SCRALA) Project in addition to many other programmes such as the Farmer Input Support Programme (FISP).

THE Luanshya Municipal Council has commissioned an ablution block at Baluba market at a cost of about K350,000. Mayor Nathan Chanda said the ablution block was necessitated by the inadequate sanitation facilities at the market. Mr Chanda said the local authority realised the need to construct dignified ablution facilities for both traders and consumers at the market. “I am urging traders operating from this market to cooporate with the council who are legally mandated to manage the day to day affairs of markets and bus stations in the district. The Settlement Agreement in the Silicosis and Tuberculosis class action reached between six settling mining companies - African Rainbow Minerals, Anglo American SA, AngloGold Ashanti, Gold Fields, Harmony and Sibanye-Stillwater – and the claimant attorneys, was approved by the High Court in Johannesburg on 26 July 2019 and came into effect on 10 December 2019 after all conditions had been fulfilled. HE Zambia Deaf Youth and Women (ZDYW) has petitioned President Edgar Lungu to dissolve the National Trust Fund for Persons with Disabilities (NTFPD) on grounds that it has failed to empower persons with disabilities. Additionally, the NTFPD has been accused of failing to provide microfinance and skills that were important to economic sustainability and independent living. ZDYW Executive Director, Frankson Musukwa, said the NTFPD had proven to be a burden and a waste of public resources that were not reaching the intended beneficiaries. She was speaking in an interview in Kitwe.
Mr Musukwa also requested the Head of State to engage the office of the Auditor General to audit how the funds were being used to advance the objectives stipulated in the Persons with Disabilities Act No. 6 of 2012 part 7 section 55. The NTFPD was established under the repealed persons with disabilities act No. 6 of 2021 part VII (55). “The poverty level among the people living with disabilities is a time bomb for government and call for urgent and radical measures because the institutions entrusted with the responsibility and mandate to implement government policy has failed lamentably. “Deaf members of the organization and other persons living with disabilities had applied for loans from the Trust in 2010 and

WHAT IS THE EFFECT OF THE SETTLEMENT? The Tshiamiso Trust has been established to carry out the terms of the settlement and to pay monetary compensation to eligible claimants. An eligible claimant will be entitled to receive a once-off payment of between R10 000 and R250 000, depending on the nature and seriousness of the disease and harm suffered by such claimant. In some severe cases, an eligible claimant may be able to receive a larger amount, up to R500 000. • An eligible claimant is a person who is a member of any of the classes referred to above and who meets the requirements of the Tshiamiso Trust to receive monetary compensation. • All class members can and are invited to submit a claim to the Tshiamiso Trust for monetary compensation, except for class members who opted out of the settlement.
