S Zambia struggles with debt, billions of dollars are being siphoned out of the country by large mining companies in unreported profit remittances, a recent study has revealed. The study, by the Developing Economics titled Haemorrhaging Zambia: ‘Prequel to the Current Debt Crisis’ states that massive outflows of private wealth over the past 15 years, reached peaks of almost 20 percent of GDP in 2012, and over seven percent as recently as 2017.

Zambia pledges cooperation with IMF By OLIVER SAMBOKO ZAMBIA has reiterated its willingness to foster and deepen the strategic partnership with the IMF aimed at consolidating mutual cooperation with international lending institution. Finance Minister Bwalya Ng’andu said this when in-coming IMF Resident Representative for Zambia Ms. Preya Sharma paid a courtesy call on him at the Ministry of Finance offices yesterday. The appointment of Ms Sharma has come at a crucial time when the country is preparing to re-engage the IMF on the debt crisis. Dr Ng’andu stressed the need for enhanced collaboration in view of the current economic challenges that the country was going through. He assured Ms. Sharma of Government’s continued engagement with the Fund through enhanced cooperation given the excellent relations that exist between the IMF and Zambia that were established in 1965. And Ms Sharma also reiterated that as IMF Resident Representative for Zambia, her role will be to liaise with and providing policy advice to the Ministry of Finance, as well as facilitating and coordinating IMF Technical Assistance to Zambia in a wide range of area. She said these will also include public financial management, tax policy and administration, banking supervision, monetary and exchange rate policy, and official statistics. Ms. Sharma who was appointed in September, 2020, could not physically take up her appointment due to the Covid-19 related health measures and travel restrictions put in place by world governments. Prior to her new appointment, Ms. Sharma was Special Assistant to the Director of the African Department at IMF Headquarters in Washington DC. According to the Ministry of Finance, Ms Sharma brings with her vast experience as an economist previously holding roles in the IMF’s Emerging Markets Division in the Strategy, Policy and Review Department. Since joining the IMF, Ms Sharma worked on numerous IMF programs, the design and review of IMF programs in crisis countries, conducted cross-country analysis to support IMF reform and surveillance including on emerging market vulnerabilities, sovereign debt restructuring, IMF lending instruments and reserve adequacy.

THOSE still debating President Edgar Lungu’s eligibility to recontest the Presidency are scared of facing him on the ballot in next year’s general election, PF Secretary General Davies Mwila has said. And over 200 headmen from Dundumwezi in chief Chikanta yesterday visited the PF secretariat in Lusaka to meet the party leadership to solidify their commitment to vote for President Edgar Lungu and the party in next year’s crucial general election. Addressing the headmen, Mr Mwila said President Lungu will be PF’s torch bearer in next year’s election adding that the party has already settled on him and that those debating the matter were wasting their time. He called on the headmen to preapre their subjects to vote for the PF in the general election because the party in power does not segregate in delivery of development across the country. Mr Mwila said the ruling party was humbled with the decision taken by the people of Dundumwezi through their headmen to come to Lusaka to show solidarity to President Edgar Lungu and the PF party. He said Dundumwezi was a very popular constituency
because the people of the area only give President Lungu 252 votes in the 2016 elections. Mr Mwila said despite the people not voting for the ruling party, President Lungu and government have continued taking development to area including connecting the constituency to the national electricity grid and rehabilitation of roads. He said the party will continue delivering development to the people of the area under the one Zambia one nation spirit. Mr Mwila also said Bill 10 was a matter of the past but that the ruling party will go to the Zambian people and explain to the content of the bill so that the UPND that shot down the Bill can be exposed. And speaking on behalf of other headmen, senior village Headman Nsingo said the headmen of Dundumwezi have decided to endorse the candidature of President Lungu because he was the only one with a plan to develop the country. Meanwhile, PF deputy secretary general Mumbi Phiri PF said PF was not interested in political violence and insults. She said there was need to promote peace and harmony in the country under the one Zambia, One nation motto, ahead of next year’s general election.

A check by the Daily Nation on the scene, found a team of Zambia Airforce (ZAF), a rescue team from Lusaka City council (LCC) Fire brigade, Zambia police and some members of the community helping to retrieve the body and rescue the two men who were trapped under the building. And Lusaka Permanent Secretary Elias Kamanga has since summoned Lusaka City Council town Clerk Alex Mwansa and the engineers from LCC to submit the report concerning the safety of the building. Mr Kamanga who was accompanied by Lusaka District Commissioner David Silubanje also questioned the credibility of the engineers and wondered why the engineers from LCC were not taking assessment of the rubble. Mr Kamanga said it is unfortunate that a life has been lost in such a negligent manner, therefore government would not hesitate to take action against anyone that would be found in the wrong. Mr Kamanga said such disasters could be avoided at all the time, if people followed the right procedure. He said investigations have

It stated that it immediately got apprehensive and made an inquiry to the bank. It was discovered that the former CEO had already allegedly moved some of the money and left a balance of US$125, 000. “To avert further fraudulent out flows, the company immediately lodged a complaint of theft and fraud with Zambia Police,
instructed the company lawyers to write to the bank to bar Mr Morris from making any transactions on the account. It also passed a company resolution removing him as a signatory to the account and served it on the bank,” Blackfire said. The mining company said as a result of the complaint, the police by warrant restricted all debit transaction on the account and served the same to Stanbic bank. But Mr Morris aided allegedly by some bank employees and or acting with their full and active complicity fraudulently laundered US$125, 000 to his personal account and later transferred it to the United States of America. “The circumstances of this matter are such that Mr Morris laundered the money by the bank employees without any documentation and for authority supporting the transfer and more worryingly at the time he was out of the country,” it stated.

Horizon School suffers setback By GRACE CHAILE-LESOETSA THE Lusaka High Court has dismissed an application by Horizon Education Trust Limited to discharge an order of stay in the matter it is seeking judicial review over Government’s compulsory acquisition of its premises. In this matter, Horizon Education Trust is seeking an order to quash the decision by the President through the Ministry of Lands to compulsorily acquire stand number KABUL/N_59565/196 in Kabulonga, known as Horizon School. It is also seeking an order of prohibition to stop Government from taking possession of the premises, among other reliefs. Earlier this year, Lusaka High Court Judge Gertrude Chawatama stayed the
proceedings in the matter and ordered Horizon Education Trust to pay the State costs in the first action. But on April 3, this year, Horizon Education Trust asked the Lusaka High Court to discharge its order to stay proceedings in the matter. In an affidavit in support of summons for an order to discharge the order to stay proceedings. Mr Leslie Mbula, chairperson of Horizon Education Trust stated that the State used the stay of proceedings to obtain possession of the school’s movable assets and also to take over the running of the school. Mr Mbula said that on March 16, this year the State through a letter reduced the fees to K225, 000 but the school still rejected it as it was still excessive and the State was yet to tax the bill of costs.
He stated that Horizon had engaged the State several times to resolve the matter amicably, but the negotiations had proved futile. Mr Mbula said that the State would not suffer any irreparable damage if the order to stay proceedings was discharged. But in her ruling yesterday, Ms Justice Chawatama said that application had no evidence to show that circumstances had changed in any way from the time she granted the application to stay proceedings in the matter. She agreed with the State’s argument that her Court was yet to determine who owes who and how much. “I therefore dismiss this application for lack of merit. I urge the parties to quickly resolve the issue of costs for this matter to progress,” Ms Justice Chawatama said.

It states that the outflows were mostly related to the large mining companies that dominate the country’s international trade. “Through this analysis, we have identified massive outflows of private wealth over the past fifteen years, reaching peaks of almost 20 percent of GDP in 2012, 15 percent of GDP in 2015, and over seven percent of GDP as recently as 2017. “We came to understand that the debt assets in question represent an accounting discrepancy that is mostly likely explained by unreported profit remittances by large mining companies in Zambia. “Other corporates might have also been involved, although given the conventional wisdom that most things occurring on the external accounts of Zambia are somehow related to the mining majors, it follows that so too were the discrepancies,” the research states. “The magnitude of these outflows thereby siphoned off most of the gains from both the commodity boom of the early 2010s and the government’s borrowing, undermining any hope for achieving external
financial stability,” the study states. The study adds that the outflows could be identified through an apparent anomaly on the financial accounts of the Zambian balance of payments that started with the debt relief of the Multilateral Debt Relief Initiative (MDRI) in 2005. The research indicates that the anomaly was a sharp rise in net acquisitions of debt instruments by resident nonfinancial “other sectors” on the “other investment” account. The study indicates that local subsidiaries of transnational corporations have been known to borrow heavily offshore but that such financial operations would appear as debt liabilities, not as debt ass And a consortium of political parties and nongovernmental organisations has urged Government to take such studies seriously and interrogate issues which were being presented. Consortium spokesperson, Spuki Mulemwa, said concerns of cheating in mines had been in the public domain for a long time and that it was high time serious action was taken about the matter.

PND has been failing to win elections because it has been trying so much to copy the politics of the late Michael Sata and the Patriotic Front in general of ‘chimwela’ morale, Patriots for Economic Progress leader Sean Tembo has revealed. Mr Tembo said the UPND must however realise that the politics which they are trying hard to copy from the PF and Mr Sata worked for them but that does not mean it will work for Hakainde Hichilema or the UPND. “You know the politics of Sata and PF worked at that particular time and that does not mean they will work forever because like the saying goes lightening does not strike the same place twice. the UPND not until its leader, Mr Hichilema started debating personalities. “He started calling me a surrogate of the PF and that I visit State House regularly which are totally unfounded allegations coming from the main opposition leader. Ever since that attack, we have found it necessary to respond,” he said. “To a large extent, HH is a very weak politician. He is not able to debate an idea, he quickly becomes emotional and loses his temper instead of justifying his position. That is the same handicap we have with President Lungu.,” Mr Tembo said.

ECZ rubbishes fake statistics By PETER SICHALI STATISTICS on voter registration that have gone viral on social media are fake because the Electoral Commission of Zambia (ECZ) has not released any figures on the exercise, ECZ Acting Public Relations Manager Sylvia Bwalya has said. Reacting to concerns from some stakeholders that Southern province which had a smaller population as compared to Lusaka, had a large number of registered voters, Ms Bwalya expressed ignorance of the statistics stating ECZ has not yet released the statistics for the ongoing mobile registration exercise. Ms Bwalya said she could not confirm of any place capturing more people than the other because the commission was still compiling the statistics. "I cannot even confirm whether those are statistics or not because the Electoral Commission of Zambia has not yet released any statistics,"Ms Bwalya said.

PEOPLE POWER LOCAL Government Permanent Secretary, Ed Chomba has made a pertinent observation which Zambians must take note of to ensure that there is development in their areas. There should not just be development in their areas but they should be part of the process, from inception to execution. According to Dr Chomba, they can only do this when they take councils to task over the utilisation of Constituency Development Fund (CDF) and ensure that developments resonate with their needs. We agree with Dr Chomba that Zambians in general are not active participants in local affairs and leave everything to their councillors and members of Parliament. They do not know that the CDF that the central government allocates to every council in the country is not only for the elected councillors and MPs to decide how to spend it. The general population should be in the driving seat and advise their elected representatives what projects they want implemented in their areas. The elected representatives are mere facilitators of what the residents desire in their localities. As Dr Chomba said, people should look out for Ward Development Committees and present their needs. But what obtains on the ground is that people rarely know who their councillors are despite voting for them. No wonder that people often complain about no-show councillors. The elected councillors do not help matters either for they rarely engage with the residents by holding community meetings. Residents do not realise that they have every right to take councillors to task over perceived failures in their areas. It is common to hear people complaining about poor roads in their localities and blaming the central government. Dr Chomba said that people in affected constituencies should not complain but engage with the ward development committees on project development. “People should look out for the Ward Development chairperson who sits on committees and the Member of Parliament is just a committee member. “In these committees they sit and decide what they want to do and send the application to the Ministry and if it is in compliance we approve it,” he said. Zambia’s decentralisation policy is designed to give power to the people through councils and its success depends on the local population becoming active participants in their operations. People must realise, as Dr Chomba said, it’s not the responsibility of Government to dictate which projects under the CDF should be done in a particular area. The bottom line is that power to the people must be seen to be a reality through residents spearheading development projects in their areas. Moreover, at national level, this is why since the Patriotic Front formed government, more districts have been created to ensure that the national cake is shared equally. This has ensured that areas that before could not qualify for hospitals for example could now boast of having their own by virtue of being declared districts and accessing CDF for their localities. Thus the onus is therefore on the local residents to ensure that their elective officials do not impose projects that have no bearing on the needs of the people on the ground.

AW enforcement agencies should bring to book individuals who are smuggling subsidised inputs, Agriculture Minister Michael Katambo has said. Mr Katambo said it was criminal to smuggle Government subsidised inputs out of the country and that those doing so must be prosecuted. He said Government was spending millions of Kwacha on FISP to enhance production therefore anyone working against such efforts must be prosecuted. "Those that will be found selling inputs will be apprehended and prosecuted in accordance with the provisions of the law," Mr Katambo said. The minister warned that agriculture officers engaging in smuggling of subsidised inputs that they risked going to jail

ZAMBIAN truck drivers on the South African route have been warned to be cautious in the wake of a new wave of violence against foreign drivers in that country. Zambia’s High Commissioner to South Africa Major-General, Jackson Miti, urged Zambian truck drivers to be cautious on the roads following violence against foreign drivers in some parts of that country. This is contained in a
statement by first secretary press and public relations at the Zambia High Commission South Africa, Naomi Nyawali. Maj-Gen Miti said in Durban, Kwa-Zulu Natal Province, hundreds of local truck drivers staged a protest against the use of foreign truck drivers. Maj-Gen Miti said the safety of Zambian truck drivers was cardinal and advised them to ensure they avoided being victims of violent protests currently going on in some parts of South Africa.
He said the High Commission would continue monitoring the situation. He however stated that so far, no Zambian truck driver had been affected by the violence, particularly more visible in Durban where a number of trucks were reported to have been torched. According to the Road Freight Association in South Africa, about 30 foreign truck drivers have so far been attacked across the country in the last seven days.

GOVERNMENT says it was in negotiation with the World Bank in a bid to put intern teachers on pay roll. And minister of General Education, Dennis Wanchinga said 121 teachers were deployed to Kaputa from 2016 to 2019. He was responding to Kaputa Member of Parliament, Maxas Ng’onga, who during question for oral answer asked him how many teachers were deployed to Kaputa from 2016 to 2019. Mr Ng’onga also asked how many teachers were transferred from the district in the same period to Lusaka and Copperbelt provinces respectively. He also asked the minister whether all the teachers who were transferred from the district were replaced and if not, whether the government had any plans to replace the teachers and when the plans would be implemented. In response, Dr Wanchinga said 121 teachers were deployed in the district from 2016 to 2019. On those that were transferred, Dr Wanchinga said 91 teachers had been transferred to the Copperbelt and Lusaka provinces during the years in question. He however said not all transferred teachers were replaced. Meanwhile, Dr Wanchinga said Government was planning to employ more teachers. He said government was negotiating with the World Bank to see to it that the intern teachers were put on pay roll. He explained the negotiations earmarked for recruitment were aimed at countering the effects of Covid-19 on the education sector. ARARE – Zimbabwe is losing $1.5 billion gold a year to smuggling, says a report. The figure is higher than the government’s own estimates of $1.2 billion a year lost through the illicit gold trade “Estimates suggest that more than $1.5 billion worth of gold leaves Zimbabwe illegally each year, often ending up in Dubai,” said the report by the International Crisis Group. “Some dealers estimate that illegal exports top official deliveries,” to the country’s formal refinery. The country
boasts vast gold reserves, and the sector accounts for 60 percent of its exports. Last month, the head of Zimbabwe’s artisanal and small-scale mining federation was arrested with six kilos of gold worth over $360, 000 in her hand luggage just before boarding a flight to Dubai. The gold sector provides jobs to nearly 10 percent of the country’s population, according to the report. “Amid the collapsing economy, an estimated 1.5 million people have turned to artisanal mining as a safety net,” said the report, adding pov-

According to official figures, gold production in the first eight months of 2020 rose 10 percent, driven especially by output from small-scale miners. Reports from Bloomberg, a business news outlet, also indicated that the government was keen on getting as much as $1.5 billion (Sh150 billion) from the World Bank to help it finance its expansive budget in the current financial year. The loans from the IMF will be part of the highly conditional three-and-half year extended fund facility and extended credit facility on whose “many” terms Kenyan authorities have agreed with the Washington-based institution. The government expects to receive most of these loans by June 2021. This would push up the country’s total debt by at least Sh827 billion in the current financial year. In a statement issued on Friday last week, the IMF said Kenyan authorities had agreed to take up either of the highly conditional extended fund facilities or the extended credit facility from the Washington-based institution. As part of the condition for the access of the facility, the government has agreed to a raft of belt-tightening measures that include shoring up its taxes and restructuring some of its loss-making State-owned enterprises weakened by the pandemic. THE newly-elected district and constituency officials in Livingstone have been tasked to recruit more members and ensure the party grows ahead of the 2021 general elections. Southern Province Chairman, Lawrence Evans, said that the new team was equal to task and would deliver as expected. Mr Evans said that with the new team being in place, the party was optimistic to get back the Livingstone Constituency which was once held by the PF. He was speaking when Vice President Inonge Wina met the District and Constituency party officials in Livingstone. Mr Evans said that the UPND only grabbed the seat from the ruling party in 2016, and that PF members should work together to get the seat again. He said that PF members in the province should encourage the general membership to get voters cards. Mr Evans said that this would be a tool for PF to win the 2021 general elections and usher back into State House, President Edgar Lungu. And Ms Wina said that

87 Mkushi boreholes repaired By PETER MALASHA
MKUSHI Town Council has rehabilitated 87 boreholes and water points in all the 14 wards at a cost of K330,000, Public Relations Officer, Clearance Kaoma has said. Mr Kaoma said that the programme had been undertaken through the use of Local Government Equalisation Fund (LGEF) and partnerships with organisations such as Eye Sight. He said the project had benefited over 400 residents around the district. Assessment results, he said, showed that most boreholes were damaged due to improper use while others collapsed due to natural occurrences. Mr. Kaoma said the council hoped that the boreholes
and other water points will be guarded jealously against vandalism and misuse. "The local authority hopes that these facilities that have mainly benefited schools, rural health centres and markets should be guarded jealously against vandalism and misuse if sustainable development should be attained," he said. Mr Kaoma urged beneficiaries to continue providing upfront materials for construction and rehabilitation of such projects each time they were called upon. He added that the council would next year drill 30 boreholes, rehabilitate 20 water points and construct 40 VIP latrines across the district. Mr Kaoma appealed to the affected communities and institutions to make formal applications to the local authority water and sanitation unit.

POORLY DESIGNED STRUCTURES WORRY STATE By ANDREW MUKOMA GOVERNMENT is overwhelmed with disasters such as collapsed public infrastructure whose designs, construction and supervision are not duly executed to expected standards, VicePresident Inonge Wina has said. She said her office was overwhelmed with reports of collapsed roads and bridges, houses, schools and health centres that happen even with the slightest winds or rains. Ms Wina said, therefore, that the cost of repair, under the Disaster Management and Mitigation Unit (DMMU), was depriving the nation of colossal sums of money which could be used to fund other developmental programmes. She was speaking yesterday when she officially opened the Zambia Institute of Architect (ZIA)’s International Conference for Architects held at Protea Hotel in Livingstone yesterday. At the same event, Zambia Institute of Architects (ZIA) president Sydney Ngoma said that while the institute strategically positions itself to adopt innovation as a new normal, Government support will be required in a number of areas. 443 first year Chalimbana students awarded loans By SIMON MUNTEMBA OVER 400 first year students at Chalimbana University have been awarded student loans by the Higher Education Loans and Scholarships Board (HELSB). According to HELSB corporate communications officer, Chiselwa Kawanda, 443 student loans had been awarded to first year students at Chalimbana University for the 2020/2021 academic year. Ms Kawanda explained that the loans would cover tuition fees, accommodation fees and book allowances. She said a total 1,374 students applied for student loans out of which, 443 were eligible for the award, while 931 were ineligible. Ms Kawanda told the Daily Nation that a number of ineligible applicants submitted incomplete applications. “Out of the 1,374 applications received, 946 were from male applicants while 428 were from female applicants, representing 69 percent and 31 percent, respectively,” she said. Ms Kawanda said five students living with disabilities applied, three male and two females, out of which three students had been awarded loans.

HE Local Government Service Commission has implored the Kitwe City Council (KCC) to guard against the possible abuse of Local Government Equilisation Fund (LGEF) and Constituency Development Fund (CDF). LGSC chairperson, Amos Musonda, said issues regarding financial management and procurement of public goods and services were critical and must be handled well so that the local authority sustained the confidence of the public. He advised internal auditing of the processes should be carried out effectively and avoid adverse audit queries. "Public funds are sensitive and we urge Kitwe City Council to ensure that the use of LGEF and CDF are guarded against possible abuse. "The council should make use of the Audit Committees and strive to protect the integrity of the institution by providing effective internal audit," Mr Musonda said. Meanwhile, Mr Musonda commended the local authority for staying up to date with payment of salaries. He said his team was pleased by the hard work that thr council had exhibited by ensuring that salaries of the employees were up to date.
Mufulira school erects 4, 000 fingerlings-capacity pond GOVERNMENT is constructing a 4000 fingerlings capacity fish pond at Twalubuka Combined School in Mufulira. This is being done through the Zambia Aquaculture Enterprise Development Project. Mufulira District Fisheries and Livestock Coordinator, Mebelo Wamulume, said the project was meant to financially empower the school and provide relief from the financial stress caused by Covid-19. Mr Wamulume explained that the construction of the fish pond started as a community initiative but the Government took over and was now providing construction materials and the fingerlings. He said the fish pond was a model and that the school was expected to construct a similar pond after generating funds from the fish farming. - ZANIS

THE Wildwide Fund for Nature (WWF) will this month launch the New Deal for Nature and People (ND4NP) campaign that seeks to protect and restore nature for the benefit of people. The campaign would focuses on the connection between nature and the economy with emphasis on energy, freshwater, wildlife and forestry. ND4NP country focal point, Mweene Chaambwa, said the project would address the rapid loss of nature across the country. Mr Chaambwa was speaking during a breakfast meeting in Lusaka yesterday. "The ND4NP campaign seeks to protect and restore nature for the benefit of people and planet – proposing no more loss of natural spaces or extinctions as well as having the negative impacts of unsustainable production and consumption. "This campaign will try and put a halt to the loss of nature and seeks to restore nature, this is because we all depend on nature as a people," he said.

Transverse process: These are projections on the sides of the centrum that provide surfaces for attachment of muscles and ligaments. Centrum: This is the solid central part of the vertebra whose function is to bind to the intervertebral disc and form a cartilaginous joint with the next vertebra. The functions of vertebral column are: • Protecting the spinal cord from mechanical damage • Providing attachment for ribs and girdles • Supporting the body trunk • Imparting flexibility to the body trunk due presence of cartilaginous joints.
Ø The human skeleton is divided into two regions, namely axial skeleton and appendicular skeleton. Ø The axial skeleton is made of the skull, vertebral column (spine), ribs and sternum while the appendicular skeleton is made of the limbs and girdles. Ø There are two sets of limbs i.e. two fore limbs (arms) and two hind limbs (legs). Ø The girdles form a link between the axial skeleton and the limbs. There are two girdles, namely, the pectoral girdle and the pelvic girdle. The pectoral girdle links the fore limbs to the axial skeleton. It is made of the shoulder blades (scapulas) and collar bones (clavicles). Ø The pelvic girdle links the hind limbs to the axial skeleton. Muscles Ø A muscle is a tissue which contracts to produce movements in parts of the body or the entire body. There are three types of muscles, namely, cardiac muscle, smooth muscle (visceral muscle) and skeletal muscle (striated muscle).

On today’s pupils forum in Biology, will look at a topic; Endoskeleton. At the end of this lesson, learners should be able to: ü Define Endoskeleton ü Identify structure of cartilage ü Identify parts of the human skeleton and their functions Endoskeleton Ø An endoskeleton is located inside the body and is made of bones and cartilage. Ø This type of skeleton is found in all vertebrates i.e. fish, amphibians, reptiles, birds and mammals. The endoskeleton of a vertebrate foetus is largely made up of cartilage while that of an adult is made of bones with small amounts of cartilage in areas that need flexibility. Ø However, some adult vertebrates have entire skeletons made of cartilage e.g. cartilaginous fish such as sharks. Cartilage Ø Cartilage is a firm and flexible rubber-like tissue which is made of living cells and collagen fibres embedded in a matrix of chondrin. Ø Cartilage is found in firm but flexible parts of the vertebrate body such as the trachea, the nose, ear lobes, larynx and at the ends of bones. Some functions of cartilage are: • It is found between the vertebrae in the spine, allowing bending of the spin • It is found in the trachea and allows it to remain open even when the neck bends . • It is found in the pinna and the end of the nose and helps keep them firm. • It is found at the ends of bones at the joints, where it reduces friction, cushions the ends of bones and bears loads. • It is the main skeletal material of vertebrate embryos Bones Ø Bone is a tissue made of living cells and collagen fibres in a matrix of calcium phosphate and magnesium salts. Ø The living cells occur in structures known as lacunae (singular=lacuna). Ø The matrix is laid up in several concentric rings forming a system known as the Haversian system. Ø The lacunae are linked to each other by channels of cytoplasm known as canliculi (singular=canaliculus). Ø The central space of the Haversian system is called the haversian canal and contains blood vessels, nerves and lymphatic vessels. Ø A transverse extension from the haversian canal called the Volkmann canal links it to the bone marrow. The long bones of a vertebrate have spongy bone at the ends and compact bone in the shaft. Cardiac muscle is found in the heart and has the following characteristics: • It is myogenic (self-stimulating), meaning that the stimulus for contraction originates from the muscle itself • It does not get fatigued • The muscle cells (muscle fibres) are branched and interconnected forming a net-like structure • The muscle cells die easily when deprived of oxygen and food or exposed to toxins. Smooth muscles (visceral muscles) are made of long, spindle-shaped cells and are found in the walls of several body tubes and organs. Rings of smooth muscles are called sphincters. • Skeletal muscles are muscles which are attached to the skeleton and play a major role in locomotion. When viewed under the microscope they look striped (striated) and are therefore called striated muscles. They are multinucleated (each muscle cell has several nuclei). Skeletal muscles are voluntary while cardiac and smooth muscles are involuntary. • A voluntary muscle is a muscle whose contraction is consciously controlled by the brain. Skeletal muscles occur in pairs known as antagonistic muscles. • Antagonistic muscles are pairs of muscles which produce movement in opposite directions at the same joint. The muscle that causes bending of the joint when it contracts is called a flexor muscle while the one that causes extending of the joint when it contracts is called the extensor muscle. • Skeletal muscles occur in antagonistic pairs because each muscle can only contract but requires the contraction of another muscle to relax or lengthen it. Examples of antagonistic muscles are the biceps and triceps which act on the elbow joint. • The biceps are the flexor muscles while the triceps are the extensor muscles. The events involved in bending and straightening the elbow joint are summarised below: (a) To bend the elbow joint • The brain sends impulses to stimulate contraction of the biceps and inhibit contraction of the triceps. • Biceps contract, thereby pulling the radius upwards and towards the humerus. • Triceps relax and are stretched by the action of the biceps. • The lower arm moves upwards thereby bending the elbow joint Figure22: Flexing the Elbow Joint •

OVERNMENT has expressed appreciation to Kalumbila Minerals Limited and Kalumbila Town Council for the partnership to improve standards in the education sector. North-Western Province Minister, Nathaniel Mubukwanu, said that Kalumbila Minerals was a good corporate citizen through Corporate Social Responsibility programmes. The minister noted that one of the challenges Kalumbila and the entire province has faced over the years is the deficit in the required number of desks for learners in schools. He was speaking during the handing over of 1,300 school
desks and a classroom block in district. "This is the reason why as provincial administration, we are always happy to see stakeholders like Kalumbila Minerals coming on board and supplement Government efforts," he said. Mr Mubukwanu stated that through such collaborations, stakeholders had been coming together sharing in the same aspirations and vision which ultimately result in the improvement of the welfare of the people. He urged the mining firm to build on the same collaborative efforts and deliver more to the communities within its catchment area. "I am hopeful that with such initiatives, children in the district would be more motivated to attend school.
Let me also take this opportunity to appeal to school heads, pupils and community to guard jealously the new classrooms and desks," he said. Mr Mubukwanu commended the Kalumbila Town Council for standing out as one local authorities in the province that puts public resources to good use. A HEAVY downpour has left a trail of destruction in Itezhi Tezhi. The downpour, accompanied by strong winds, left thousands of residents without power since 01:00 hours. The property destroyed included Itezhi Tezhi Primary School i where learning had been disrupted. Itezhi Tezhi District Commissioner, Isaac Nabuzoka visited the school, some shops and houses that had been damaged. “It is a sad development and we will need assistance from Disaster Management and Mitigation Unit (DMMU) urgently,” he said. Robinson Mingochi, the school head-teacher at Itezhi Tezhi Primary School, said he was informed by school guard around 04: 00 hours that the roofs were blown off. “This is very sad, learning has been disturbed as you can see most classes have been damaged and next week we are supposed to start conducting exams,” Mr Mingochi said. Meanwhile, the rains that started around 01:00 hours have destroyed shops and houses leaving families homeless. Kenya docs threaten to strike over lack of Covid protections NAIROBI - Kenyan doctors are threatening to go on strike next month unless the government addresses their concerns about safety, health insurance, and staffing needs to fight Covid-19. The threat comes after at least 10 doctors died from the virus this month. Speaking to reporters in Tuesday, the secretarygeneral of the Kenya Medical Practitioners and Dentists Union, Chibanzi Mwachonda, said his members plan to go on strike because the government is not giving them medical insurance. “If these doctors are not covered, then this strike will kick off until the time that they will be covered,” Mwachonda said. Kenya has lost 32 medical workers to Covid-19, at least 10 of them in the last two weeks. The deaths have angered medical workers.
Doctors also complain about not receiving adequate personal protective gear. The union says all their requests are met with silence. Recently, President Uhuru Kenyatta opened a new health facility with 100 beds for United Nations staffers and the diplomatic community. Meanwhile, some Kenyans say they were turned away at health facilities and advised to take care of themselves at home. Mwachonda is calling on the government to employ at least 2, 350 doctors and medical workers to attend to the sick in various hospitals across the country. “There is an acute shortage of doctors in this country in each and every county and our demand that each county must employ at least 50 doctors to cover for Covid and for the other services. If this is not addressed equally, we shall be on strike come on December 6,” Mwachonda said. The Kenya Nurses Union has also issued a 14-day strike notice. The union is demanding compensation for the families of 18 nurses who died from Covid-19 and salaries for some nurses, who have not been paid for months. Dear Editor, THE scam has been uncovered by the Ministry of Lands in which some unscrupulous Zambians are aiding foreigners to acquire big chunks of land. The scam is occurring mostly in Lusaka. The practice by some Zambians who assist the foreigners to acquire big chunks of land is tantamount to committing crime. The foreigners upon acquiring land resell it at exorbitant prices thereby exploiting indigenous Zambians. As if this is not bad enough, Zambians are thus deprived of the right to own land. This should not be the case and the practice must be curtailed. However, there are procedures to be followed in the acquisition of land in Zambia. In an event of someone not following the outlined procedures, one commits an offence punishable by law. In this vein I appeal to the law enforcers, the police to arrest people who aid the foreigners to acquire land. The foreigners can own land in Zambia quite all right but it should not exceed a certain limit. The acquisition of land in our country is the preserve of Zambians. Looking at the current scenario, were foreigners have the audacity to approach the traditional rulers and buy land simply entails that there is laxity on land law. The best thing to do is to strengthen the law on land acquisition in our country.
If the trend of foreigners acquiring big chunks of land through Zambians continues, it will ultimately lead to internal displacement of people. It is good that the scam has been uncovered. It is incumbent upon the Ministry of Lands and the Ministry of Home Affairs to avert the problem of foreigners acquiring big chunks of land. The gist of the matter is that a Zambian cannot acquire land in China and Tanzania, among other countries. The law on land acquisition in some countries is so strict that foreigners cannot acquire land. I feel the stiff laws on land acquisition by foreigners in other countries must be replicated in our country.
