DON’T PLUNGE COUNTRY INTO CHAOS, ‘CARELESS’ POLITICIANS CAUTIONED By SILUMESI MALUMO
T
HE carelessness of a small group of people should not plunge the country into mayhem, former defence minister George Mpombo has warned. Dr Mpombo warned in reference to the killing of two people in Lusaka that , ” War in Rwanda started because of the carelessness of a small group of people. And what happened on Wednesday was similar and it would have caused mayhem in the country.” “What happened really scared me, why should a peaceful country like Zambia start engaging in such reckless situations. Politics should not be the source of confusion in the country. We need to preserve the peace which we have en-
UPND set on ‘evil’ agenda - Nakacinda By NOEL IYOMBWA
UNITED Party for National Development, UPND is on an agenda to cause anarchy in the country, nominated Member of Parliament Raphael Nakacinda has charged. Speaking in an interview Mr Nakacinda said the party has realized that their message is not persuasive hence they have made a plan to mount pressure in the country. The nominated Member of Parliament explained that because of that the party is criticizing straight forward matters. He stated that the shooting of two people could have been avoided if the party leader had advised his cadres. Mr Nakacinda said that the party hired innocent hungry residents to fight on their behalf. He noted that going with cadres to the police was not necessary but instead ignited some confusion which led to the violence. Mr Nakacinda disclosed that he is aware of some organization which is sponsoring the UPND for their behalf. “They are using innocent citizens to cause instability in the country, he shouldn’t have gone with cadres at the police headquarters, unless he is hiding something. “We know who are sponsoring them are the same outfit that were behind apartheid in South Africa that led to the arrest of Nelson Mandela. He called on all Zambians to condemn the party for going to police headquarters with cadres that led to shooting of two people.

joyed as a country if not we shall put this country on fire. “Why should politics destroy our peace which we have enjoyed since inception? Our fore-fathers fought for this peace but it seems we want to destroy it because of our selfish
interests,” Dr Mpombo said. Dr Mpombo however said people should remain calm and wait for the police to carry its investigations to ascertain what happened. He said the investigations which would be undertaken
would reveal who killed the innocent people. He said the loss of two lives is a tragic of stupendous proportion and could exacerbate political tension in the nation. Dr Mpombo said such incidences would plug the country into serious chaos if not avoided. He said in an interview yesterday, it was important that all political players put the country’s interest first. The former minster said what happened had angered many Zambians, therefore, it can lead to serious confusion in the country. Dr Mpombo said politics should not be a source of conflict but ensure that those involved bring solutions to the challenges of the country. Dr Mpombo said it was unfortunate that people could engage in such acts that can put the country on fire.
Mukuni after me - Kampyongo ...He is targeting me with his nonsensical propaganda
By SIMON MUNTEMBA
IT is shocking that tribalist Senior Chief Mukuni has always targeted me beyond my office in his nonsensical propaganda, Minister of Home Affairs Stephen Kampyongo has said. In an interview, Mr Kampyongo said he was shocked and dismayed by Senior Chief Mukuni's continued alarming and wild allegations against Government and particularly him, as an individual. He was reacting to remarks by Senior Chief Mukuni of the Toka-Leya people of Southern Province who accused the ministry of Home Affairs of having issued National Registration Cards (NRCs) at midnight in Luapula Province to minors. He also singled out Mr Kampyongo in his allegations, saying the minister was encouraging lawlessness in the country. But Mr Kampyongo who rubbished the claims that minors were issued with NRCs said it was sad that the traditional leader has always targeted him

as an individual in his tribal and destructive agenda. The minister said he expected Senior Chief Mukuni as an elderly person to preach peace and unity, and not to promote hate speech and tribalism. He said it was very irresponsible for a traditional leader to be an agent of unsubstantiated alarming allegations when he is supposed to be the one advocating for peace
“He is an elderly person who is supposed to behave in a manner that shows peace building, but he is much more destructive and tribalistic. I find his wild allegations nonsensical to say the least. "He has been targeting me beyond my office and I am surprised because he has been issuing false and alarming statements several times," Mr Kampyongo said.
Zambia records 1,000 Christmas babies By SANFROSSA MANYINDA
ZAMBIA has this year recorded over 1,000 Christmas babies country wide. Lusaka alone has recorded 59 babies where 11 were recorded at the University Teaching Hospital, 14 at Kanyama level one hospital while nine were recorded at Chawama level two hospital. Minister of Health Chitalu Chilufya confirmed this in Lusaka after handing over baby hampers to Christmas babies at UTH, Kanyama Level one and Chawama level two hospitals yesterday. " We thank medical person-
nel in realising government's vision of reduced maternal mortality. Government has made strides in ensuring that no mother or child dies during birth," he said. “ We thank medical personnel in realising government’s vision of reduced maternal mortality. Government has made strides in ensuring that no mother or child dies during birth,” Dr Chilufya said government remained committed in ensuring that the country continued to reduce maternal and neona-
tal mortality in the country. He added that government would continue with its health infrastructure agenda in order to enhance health service delivery across the country. Meanwhile, Kanyama Member of Parliament Elizabeth Phiri has hoped that government would commit more resources to help the hospital to improve its infrastructure and employ more health personnel to manage the huge number of people visiting the facility. Ms. Phiri said that Kanyama level one hospital did not only attend to patients within the constituency but that people from other townships were also visiting the facility.

LCC warns against underage beer consumption By KALOBWE BWALYA
LUSAKA City Council (LCC) has warned against underage beer drinking/ patronage and sale of liquor to minors during this Christmas and New Year celebrations. Council public relations manager George Sichimba said the council is aware that minors tend to be excited this time of the year, while liquor traders want to cash in by all means. Mr Sichimba also said the local authority is also aware that some pupils have completed their examinations papers and warned that the excitement that comes with it may lead them to illicit behavior. He disclosed that a combined team of stakeholders has been mobilised to conduct day and night operations up to January, 04th 2021 to ensure that there is sanity in the city.
`Don’t let Zim militarise Lake Kariba’ By OLIVER SAMBOKO
ZAMBIAN Government should not allow Zimbabwe to militarize Lake Kariba because doing so amounts to provocation, says ZRP president Wright Musoma has said. Zimbabwe has deployed solders to Sampakaruma and other islands on Lake Kariba who are reported carrying out brutal arrests and demanding huge bribes from Zambian fishermen for allegedly crossing the imaginary redline on the shared man-made water reservoir. Recently, some fishermen operating on Lake Kariba told the Daily Nation that Zimbabwean solders had increased its presence on the lake which they said was causing a lot of fear. The fishermen also complained that solders from Zimbabwe have been arresting them and demanding for as high as K40, 000 before they are released or otherwise face length jail terms at the maximum prison in Karoi.
And Mr Sichimba said some of the measures to be monitored include public smoking, noise pollution, and adherence to COVID-19 guidelines, among others. He said the Council is therefore appealing to members of the public and business owners to be aware of the Council's presence and do the right thing. “It is not the wish of the Council to disrupt the festivities hence the need for everyone to follow set guidelines in their conduct of business to avoid inconveniences,” he said. Apart from underage drinking and patronage, the team will enforce the Liquor Licensing Act No. 20 of 2011 and the Public Health in affected areas, covid-19 disease 2019 regulations, and 2020. Others are the Public Health notifiable infectious disease, declaration notice, 2020 and the Public Health Act,” said Mr Sichimba. Meanwhile, Mr Musoma said Government should take serious interest on what was going on Lake Kariba. He said it was unfair and criminal for Zimbabwean troops cross into Zambian territory on Lake Kariba to carry out any activity. Mr Musoma said his party was aware that Government through the vice President Inonge Wina and Foreign Affairs Minister Joe Malanji assured the nation that the issue was going to be addressed. He wondered why despite Zambia and Zimbabwe enjoying good relations for many years, the neighboring country has continued acting provocatively towards Zambians. Mr Musoma said it was an undeniable fact that Zambia paid a big role and price for Zimbabwe to be liberated from the shackles of colonization and wondered why Zimbabwe has decided to pay back in the manner they were doing. Recently, two Zimbabwean wildlife rangers had arrested four Zambian men for poaching and were in transported to Kariba town to be charged and jailed. But the four suspects overpowered the rangers and threw them into Lake Kariba. Zimbabwe then deployed its troops to the border on the lake to counter any Zambian who crosses the imaginary border.

Mr Tembo said the preciseness of the placement of both shots, the uniformity of the two shots as well as the fact that there are no other reported gunshot wounds among the people that were in the vicinity of the fracas, meaning that it was not a case of a random spray of gunfire “We say so because of the preciseness of the placement of both shots, the uniformity of the two shots as well as the fact that there are no other reported gunshot wounds among the people that were in the vicinity of the fracas, meaning that it was not a case of a random spray of gunfire,”
MR TEMBO he said. And police have not received reports of anyone being treated for gun shot wounds following the fracas on Wednesday. Police spokesperson, Esther Katongo said she did not have any such reports on her desk. And Mr Tembo told the Daily Nation yesterday that if the shooting incident was done randomly there would have been more reports of people being affected. The opposition leader said this points to the fact that the snipers were the ones who killed the two victims. “As Patriots for Economic Progress, we are aware that some people, he said, were capable of various diabolical acts,” he said. The opposition leader indicated that some individuals had a large appetite for painting Zambia as a country where the rule of law had broken down, especially in the eyes of the international community hence they can engage in evil acts. Mr Tembo said “We are also aware that acts such as the shooting down of these two innocent citizens in such circumstances has the overall effect of enhancing some opposition leader’s fortunes through public sympathy. “We are also aware that soliciting public sympathy has been a major stock-in-trade of some opposition political player’s journey,” Mr Tembo said.

TEACHERS DEFICIT RISES TO OVER 40, 000 By NOEL IYOMBWA
Tel: +260 211 243527
Plot No. 5251B Mukwa Road, Heavy Industrial Area. P.O. Box 34553, Lusaka Email: dailynation@ymail.com www.dailynation.info
ZAMBIA MUST HEAL THE Church must immediately reinforce the spiritual and unifying role in order to galvanise Zambians into loving and forgiving each other. It is indisputable that the country is balkanised into bitter political entities at the time love and unity should have been sustained to the core. The voice of the Church has not been strong enough to stave off negative tribal and political undertones that have dominated the public discourse. Worse still, politically inclined Church leaders have further polarised the political space with highly inflammatory and biased sentiments. Thus the voice of the Church must reverberate during this festive period and give direction to the nation towards unity, love and tolerance. The festive period is an opportunity for the Body of Christ to bring together political foes at various levels because hatred, anger and tension have permeated all strata of society. Clearly, the manifestation at the top political leadership is representative of the feelings among political membership at the lowest level. This is because party members at the grassroots pick a leaf from the top leadership with whom they associate. Therefore, this is the opportune time for the Church to appeal to the moral and spiritual conscience of the masses for peace, love and co-existence. The recent events in Lusaka in which two people were shot dead must serve as an early warning, requiring a paradigm shift in both policing and political processions. It is only through a spiritual and morally upright Church intervention that political and national healing will succeed. There must never be divergent views among Church leaders on how to deal with the current political malaise. The Evangelical Church in Zambia, Council of Churches in Zambia, and the Zambia Conference of Catholic Bishops must remain steadfast and give proper guidance to the political leaders and the general citizenry. The Independent Churches of Zambia (ICOZ) too should join the fray. Individual congregations that do not belong to the mother bodies, must also continue preaching the message of peace and love during and after the festive period. Christmas is a perfect opportunity for this national assignment because it is the commemoration of the birth of Jesus Christ who himself was sent to the world to reconcile humankind to the Almighty God. This must be the reference point! Jesus was prophesied to come and heal humankind in Isaiah 53: 3-5 ‘He was despised and rejected by mankind, a man of suffering, and familiar with pain. Like one from whom people hide their faces he was despised, and held him in low esteem. ‘Surely he took up our pain and bore our suffering yet we considered him punished by God, stricken by him, and afflicted. ‘But he was pierced for our transgressions, he was crushed for our iniquities, the punishment that brought us peace was on him, and by his wounds we are healed.’ Thus Zambians must embrace humility, love and unity as demonstrated by the Lord Jesus Christ during his three-year ministry. The citizens must henceforth remove the glass-ceiling that has been created on political lines. Leaders in both the ruling party and opposition must immediately withdraw toxic undertones and espouse a more healing and uniting disposition. The Church, therefore, must lead the way!

OVERNMENT has disclosed that Zambia has a deficit of 44, 834 teachers in public run schools. Speaking in Lusaka on Friday when he met unemployed teachers, General Education Minister Dennis Wanchinga said Eastern Province has the highest shortage of teachers standing at over 9, 000 while Luapula Province has the least shortage teachers standing at about 800. Meanwhile Dr. Wanchinga has also disclosed that many universities and colleges find it easy to offer education training but that the development has resulted in the accumulation of unemployed teachers. Dr. Wanchinga explained that about 10, 000 prospective teachers graduate from universities and colleges on an annual basis thereby making it difficult for the ministry to handle.
Dr Wanchinga He said this has also been complicated by the fact that there are more retired teachers who have retired but have been maintained on the government pay roll as they have not been cleared. Dr Wanchinga disclosed that government will next month recruit more teachers.
He could however not specify the exact number of those who will be recruited. He has since refuted reports that the ministry has been recruiting 3000 teachers annually saying the last recruitment was last done in 2018. “Government is also considering to suspend the annual training of teachers in government run teacher training colleges as a way to slow down on the accumulation of unemployed teachers on the market,” he did. And Dr. Wanchinga has observed that the high number of unemployed teachers is also due to the raising of retirement age of civil servants from 50 to 55 years which has seen many graduates not being recruited. He also expressed concern with high number of teaching colleges in the country. The minister explained that his ministry will work with the ministry of Higher Education to curb substandard colleges in the country.

WILL not rush to announce my intentions to contest the Kabwata parliamentary seat because am already favored, incumbent MP Given Lubinda has said. Mr Lubinda said unlike other aspirants who rush to dish out money and party materials, he analyses the situation before making his intentions known. He was reacting to the decision by the PF Kabwata constituency committee to announce Lusaka businessman Daniel Yenga as an aspirant for the parliamentary seat. “I am only going to announce my intention over Kabwata seat when the right time comes after consulting with the party,” Mr Lubinda said in an interview. Mr Lubinda said as a senior politician he must first wait and see before making his decision known and that when the party considers everything that is when he will make a decision and announce.
He said that no one has been adopted in Kabwata but that the constituency committee are advising all people with intentions to stand to avail themselves. Mr Lubinda stated that there is no provision in the constitution that a parliamentary candidate can be adopted by the constituency committee. He said unlike others, he is not excited over candidature as he has won elections many times. Mr Lubinda disclosed that he will consult the party after seeing the total picture, in other constituencies because he is not individualist. “Can you imagine me as a senior politician and member of the party being the first one to announce my decision? It does not make sense. “I am a member of central committee and according to the constituency, MPs are adopted by the central committee,” he said. Mr Lubinda stated that in 2016 he was not in a hurry to announce his position while some other candidate was busy flashing money and PF
Govt revokes mining rights over unpaid area charges By SILUMESI MALUMO
GOVERNMENT has resolved to revoke mining rights for non-payment of area charges. Ministry of Mines and Mineral Development Cadaster Director Michael Chibonga said many holders of mining rights had not reminted the charges, therefore, Government had been left with no option but to revoke the licences. “All holders of mining and non-mining (mineral processing) rights are advised
that the Ministry of Mines and Minerals Development shall with immediate effect proceed to terminate all mining rights and non-mining rights that are in breach of Section 57(3) of the Mines and Minerals Development (General) Regulations of 2016, the requirement to pay annual area charges on or before the anniversary of grant of the mining right or mineral processing licence. This is in accordance with Section 72 of the Mines and Minerals Development Act number 11 of 2015
Dr Wanchinga further said that government has abolished daily placement of teachers. He explained that they will be done quarterly placement so that all organs are involved in the process. And Director of Human resource Ignitious Daka has urged unemployed teachers not to fall prey to fraudsters who pretend to be employing teachers. He said that the affected teachers should report any person who request for money in the name of facilitating employment or transfer. Mr Daka said that government has constructed more schools but it is waiting for resources to employ teachers. He disclosed that 1,441 teachers will retire this year creating employment for new teachers. Meanwhile unemployed Teachers in the country have demanded for a fair teacher recruiting process and reverting to the old system of teacher recruitment where it was advertised publicly.

Mr Lubinda materials and that he never complained. The Kabwata law maker added that the situation is the same this year where a named candidate has been campaigning and telling people that he is a preferred candidate. “My politics have always been favored politics, I don’t impose myself. In 2016 I was the last to announce while a named candidate was busy dishing out money and PF materials. The situation is the same this year and someone is busy flashing money and singing “Baisa baisa” but I don’t complain, “ he said.
“The ministry by notice carried in the Zambia Daily Mail & Times of Zambia on November 19, 2020 and in the Daily Nation on 2 November 20, 2020 advised all holders of mining rights and non-mining rights to settle outstanding area charges within Fourteen (14) days of the stated notification,” he said. Mr Chibonga said that the stated period had lapsed and therefore all licences whose area charges were not paid shall be presented to the Mining Licensing Committee (MLC) for revocation. He said that if payment had already been made, licence holders should provide proof of payment. in order for the mining rights not to be revoked.
AS we move into 2021, we wish to call on Government to implement the many plans that we have set out as a nation to revive the dwindling economy, says the Jesuit Centre for Theological Reflection (JCTR). JCTR executive director Father Alex Muyebe said the Economic Recovery Programme was preceded by the Economic Growth and Stabilisation Plan whose aspirations have not seen the light of day. Fr Muyebe said the Medium Term Debt Strategy 2017 to 2019 also outlined excellent debt management plans that should have seen sustainability in the debt facet but nothing was actualised. “While the 2021 Budget has planned to register some improvements in the nation’s macroeconomic indicators and considerably increase allocations to a number of social sector budget lines, the 2020 budget macroeconomic indicators and expenditure outturns particularly for the social sector remain way below projected figures. Evidently, the need for Government to effect economic growth centred and pro-poor policies with a focus on climate smart agriculture, energy supply, private sector-led growth and commitment to effective debt management in 2021 is paramount,” Fr Muyebe said. In a statement issued yesterday, Fr Muyebe also said that the cost of living for Lusaka as measured by the JCTR Basic Needs and Nutrition Basket stands at K7, 126.62 as at November 2020 compared to K6, 600 for November 2019.

SUSPENDING TEACHERS’ COURSES CONDEMNED By PETER SICHALI

LANS by Government to suspend admission of teachers in colleges will lead to unemployment and closure of private colleges, Zambia National Union of Teachers (ZNUT) Organizing Secretary Kasando Nondo has said. Mr Nondo said Government should instead start employing a good number of teachers every year. He was reacting to General Education minister Dr Dennis Wachinga who suggested that government might suspend teachers’ courses to allow for all those trained to be employed. Nondo said. Mr Nondo said pupil -teacher ratio was still high and that there was need for Government to employ more teachers. "Some schools still operate with three teachers instead of 10, while some classes in schools have 60 pupils instead of 45, meaning we need more teachers in this country," Mr Nondo said. I will remain a loyal and humble member of the Patriotic Front who will strive to serve the people of Chimwemwe constituency effectively once elected as area member of parliament in next year's election," aspiring candidate for Allen Banda has said. Mr Banda said he was humbly asking the party to adopt him in Chimwemwe constituency so that he could be given chance to prove himself on how best he could perform as member of parliament and possibly improve people's lives. In an interview in Kitwe yesterday, Mr Banda said, in his small and humble way, he had paid tuition fees for 35 vulnerable school leavers at Zambia Institute of Business and Industrial Practice (ZIBSIP) and also another 30 vulnerable school leavers' at Kitwe Vocational and Training College (KVTC). He said his decision to pay tuition fees for the vulnerable school leavers was aimed at helping the vulnerable who could not afford to pay tuition fees despite getting good results at grade 12 level. once elected as member of parliament," Mr Banda said. Mr Banda said in trying to reorganize the party from the grass roots, he had decided to give out some revolving funds to the branches, wards and constituency officials. He said after giving out the revolving funds to the party structures in the constituency, he decided to embark on various s activities which included paying tuition fees for those who were vulnerable and helping other people who were in needy within the constituency. He urged the party structures to remain loyal and work hard to support the candidature of President Edgar Lungu and the ruling party in order to set a firm stage for the ruling party ahead of the 2021 elections. He said he was hopeful that after the adoptions, those who will be adopted and those who will not be adopted will work together for the interests if the party. He said he was happy that Chimwemwe constituency had managed to create 140 branches and was hopeful that the branches would increase so that the party would remain strong on the ground. He said the opposition have nothing to offer because while the ruling patriotic front members of parliament were trying their best to empower marketeers and youths, them were just making noise with unpalatable language. "If these people care about youths and women, we could have seen the in their constituencies doing one or two things, but they are damn stingy individuals who want to use people to ascend to power and later dump them. Zambians must be careful," he said.
to Ministry of Education was too low to employ the teachers needed hence the need for an increase. Mr Nondo said suspending recruitment will have negative impact on the lecturers and other workers especially in private colleges and universities. He said Government should instead regulate the number of teacher enrolled and increase enrollment in other fields such as agriculture. "Stopping completely is not a good idea, let us have data of how many are trained in languages or sciences or social studies then we can reduce in some fields. What is cardinal is to employ some teachers every year so that we give hope to those unemployed that one day they will end up employed," Mr Nondo said.

Home of Hope Orphanage has been in existence since 1998 and it was looking after 100 children aged from six to 19 years and all were males. Gen Kalinda, however urged the children to always give respect to their caregivers and not to involve themselves in any illicit activity behaviors such drug and alcohol abuse as they were the future leaders. He said he was aware that the St Lawrence Home of Hope children facility operates as an emergency for children who are victims of social ills. He said although there were some challenges in bringing up children, ZAF would ensure that it gives out to the less privileged people in society by the way of celebrating charismas with them.
Among the donated items comprise food stuffs and cleaning materials for cleaning the environment clean especially now that COVID-19 pandemic was still on pick. " ZAF will ensure that it gives out a little to share with people who are less privileged in society especially in young children and I urge you to keep away from abuse such as drugs and alcohol so that you become responsible citizens,” he said. And St. Lawrence Home of Hope orphanage director Brother Jacek Rakoswki thanked ZAF for the gesture shown during this Christmas period and assured that the donation would go a long way in helping the orphanage run smoothly.
By ANDREW MUKOMA in Sinazongwe WATER Aid Zambia and Caritas Livingstone have started installing permanent hand washing facilities in densely populated and public places of Mwandi, Kazungula and Livingstone Districts. The project which is estimated to cost over K230,000 is aimed at improving water, sanitation and hygiene in key populated areas such as markets, schools, bus stations and clinics. Water Aid South-West Regional Programmes Coordinator Tassel Bulanda told the Daily Nation in a telephone interview that the hand washing facilities are being installed in such vicinities because of how populated the areas are. Mr Bulanda highlighted that congested areas are posed with a danger to residents hence the need to improve hygiene. He has urged beneficiaries to feel ownership of the facilities and protect them from all manner of vandalism. Mr Bulanda has advised members of the public to take advantage of the facilities and practice good and safe hygiene. So far, 13 handwashing facilities have been installed in Mwandi, 10 in Kazungula and 15 in Livingstone Districts respectively.

EUROPEAN UNION, COMESA SEAL EUR 7.6M DEAL By BUUMBA CHIMBULU
THE European Union and COMESA have signed a EUR 7.6 million Financing Agreement for the market body Institutional Capacity Building Programme. Secretary-General Chileshe Mpundu Kapwepwe cosigned the Agreement with the Ambassador of the European Union to Zambia, who is also the Special Representative to COMESA, Jacek Jankowski. The objective of the programme is to deepen regional integration in the COMESA region, and to enhance effectiveness and efficiency of the COMESA Secretariat in the implementation of regional cooperation projects and engagement with its Member States. The programme will support COMESA in the domes-
tication and implementation of regional commitments at Member State level. In her statement, Ms Kapwepwe described the programme as key and that it would provide the necessary backing to achieve the set goals for the good of the Member States who remain the target beneficiaries. “This is an important and timely programme for us as a region, and it will help us strategize our priorities clearly and create public awareness with a view to mobilize resources where the gaps are, she said. Ambassador Jankowski stated that the programme provided an opportunity for the COMESA Secretariat and its Member States to enhance their capacities, achieve the key milestones set under COMESA’s Medium-Term
Strategic Plan and to effectively implement regional commitments at national level. Mr Jankowski emphasised that COMESA’s contribution was even more critical during the period of the Covid-19 pandemic, which had negatively affected trans-border trade and market access among Member States in the region. The progremme will further facilitate multi-stakeholder dialogue on regional economic integration, in the tripartite framework of COMESA, the East African Community (EAC) and Southern Africa Development Community (SADC). In addition, the COMESA Institutional Capacity Building Programme will increase the coordination, management (operational and financial), implementation and

procurement capacity of the Secretariat and enhance the production and dissemination of harmonised and gender responsive regional statistics. The programme will also address organisational challenges and constraints, aiming at more effectiveness and efficiency of the Secretariat’s operations.
AfDB, GGKP to head US$273,439 development funding By BUUMBA CHIMBULU
THE African Development Bank (AfDB) and the Green Growth Knowledge Platform (GGKP) have been awarded a two-year US$273,439 to mainstream natural capital in development finance in Africa. The grant has been available from the MAVA Foundation, a philanthropic foundation, which promotes the conservation of biodiversity and advocates for sustainable economies in the Mediterranean, West Africa and Switzerland.
ENGAGEMENT The Bank’s engagement in the initiative cuts across various departments and complexes working on infrastructure development, energy, climate and green growth, sovereign risk. The grant will support activities to develop a business case for natural capital among multilateral development banks and scale up the application of natural capital in infrastructure finance. According to a statement
from the AfDB, the grant would also integrate green growth and natural capital in African sovereign credit ratings, and build the capacity for adoption of natural capital approaches in decision-making through a Natural Capital Academy. “Natural capital is the stock of renewable and non-renewable natural resources, such as plants, animals, air, water, soils and minerals that combine to provide benefits to people and support life, the statement said. Nature-based solutions are emerging as essential climate-change mitigation and adaptation strategies in
Africa, with a growing recognition that protecting ecosystems could provide at least a third of the climate mitigation needed by 2030 under the Paris Climate Agreement. Vanessa Ushie, Manager of the Policy Analysis Division in the African Natural Resources Centre of the African Development Bank, said for Africa to build back better after Covid-19, new investment models and practices that promoted a better use of the values provided by natural capital would be critical to engendering a green recovery, Ushie said Ms Ushie said: “the natural capital mainstreaming initia-
tive offers a strategic opportunity for the AfDB to embed nature and natural capital at the heart of decision-making on development planning, investments, and infrastructure finance in Africa. The Bank’s engagement in the initiative cuts across various departments and complexes working on infrastructure development, energy, climate and green growth, sovereign risk and investment, capacity development, and is being led by the Bank’s African Natural Resources Centre. The initiative is particularly relevant as Africa looks ahead to the post-Covid-19 era.
Leather sector has potential to grow - says Zamleather manager By BUUMBA CHIMBULU
ZAMBIA’S leather sector has immense potential to grow, create employment and add value to other industries, says Zamleather, a division of Zambeef Products General Manager, Richard Franklin. Mr Franklin said the key to unlocking it fully, however, lied in local markets such as the creative industries tapping into the possibilities of leather and seizing the opportunity to create a culture and conversation around this versatile, natural material. He said in a write up on Zambia’s Leather Industry that it the time to tap into the leather sector was now, and that the creative industries could help to accelerate its growth. “The creative sector in Zambia has been on an upwards trajectory in the past few years with Small and Medium Enterprises springing up across the country in fashion, crafts and interior design, driven by an entrepreneurial attitude and the desire to produce and manufacture beautiful, quality items locally, he said. Mr Franklin said while there was a healthy curiosity to explore and incorporate more local materials in their concepts and designs, the sector had, to a large extent, not yet fully embraced the concept of a robust and thriving leather culture. Zambia, he explained, needed only look to regional peers like Kenya, Tanzania, Ethiopia and South Africa to see how much value there is in leather. He said currently the lo-

cal mining and security wings had been the biggest up-takers of finished leather products such as smelter suits, safety boots and other personal protective wear. Mr Franklin indicated that there was still a long way to go for the tanning industry in Zambia with challenges such as poor quality of raw hides resulting from over branding of cattle and having only two tanneries in the country, but the opportunities for leather are immense. “Over the years Zambian leather has made its way to global markets with companies like Zamleather exporting wet blue hides as well as finished leather to South Africa, China, India, as well as several countries in Europe. “The industry has its fair share of challenges, with poor supply chain management, cattle rustling, competition arising from imports of finished leather goods, and high import duties on material and components. This has led to all but two tanneries closing, he said.
The creative sector in Zambia has been on an upwards trajectory in the past few years with Small and Medium Enterprises springing up across the country in fashion, crafts and interior design, driven by an entrepreneurial attitude and the desire to produce and manufacture beautiful, quality items locally,

Why did Nalumango call all members to come to the police HQ to give solidarity to HH in person?
Mr Mwewa
K
INDLY publish my letter in your widely read newspaper for me. This matter cannot be left on social media only. I beg to differ with you Simon Mwewa Lane and all people thinking like you. On the contrary Tayali did what a responsible citizen is supposed to do. That is, report any breach of the law of the land. That's why the police summoned HH to go and speak for himself. The law is very fair. The police cannot just take anybody's word against another person without giving the accused a chance to speak for themselves on the allegations. You all could have been by now shouting for natural justice if HH was taken straight to court based on Tayali's statements. Simon wouldn't you report me to the police if you saw me break the law? Now, the police did not call HH to arrest him. But for him to give his side of the story. For me the problem comes when HH invites his party to be part of the police investigations. Why did he have to call his members to give him solidarity over a personal matter?. Why did Nalumango call all members to come to the police HQ to give solidarity to HH in person? Wouldn't they have done it in spirit? I notice Mrs HH was not with him. Neither were his children. But had a team of lawyers and some senior party members. Were they not enough to escort and give him solidarity? Surely did he have to call on the entire nation? You and I know very well what happens at courts or police HQ whenever such notables are summoned. There has never been a disciplined crowd. So Simon, when you say Tayali should be blamed. Are you telling me in your country that will be ruled by HH, You will allow citizens to withhold vital information from law enforcement agencies? Especially those crimes by the likes
of HH while nonentities like me will be rushed before courts and jailed. That's the Zambia you want to build? I want a Zambia of equals. What is wrong with reporting a crime? If the matter goes to court. He will be before a court of justice and justice he will receive. Remember the law has no top or bottom. We all have to account for our actions. For me I am ever happy when a matter is reported to the police. Because then I know the truth will come out. That's the only way a person can be washed clean. UPND is playing cheap politics here. HH was summoned on a personal matter. But as usual all matters HH are made political by the UPND. They are ever looking for an opportunity to scandalize PF and ECL. So when this call-out came, for them it was a golden opportunity to carry out some of their evil schemes. Just listen to Liswaniso's language. All what happened on the 23rd of December 2020 was a well written script which they just pulled out to execute. UPND today is this stubborn because they are backed by the Brenthurst Foundation, Anglo
Mr Tayali American, Cambridge Analytica and a host of disguised image builders but pure mercenaries. Bally will fix it! Yes, he will fix his pockets alright. No one except HH knows the facts of the matter and the things he is accused of. Why do you want to dismiss Tayali's allegations so fast?. HH has been warned and cautioned. The police won't warn and caution you if they do not find anything to pursue. Why don't we wait and see the facts of the matter in court? The law will interpret HH's actions as right or wrong and he will be pronounced guilty or not guilty by a competent court of law. As for the deaths. I blame HH, Nalumango and the police, if ever the police pulled the trigger. For Nsama Nsama, he was a victim of circumstances. Joseph, should have stayed home just as HH left his family at home for their safety. Why did HH want other peoples' children and wives to escort him and not his family? Alright, take away the UPND supporters and leave HH and his team of lawyers senior UPND members.

Mrs HH was not with him. Neither were his children. But had a team of lawyers and some senior party members. Were they not enough to escort and give him solidarity? Surely did he have to call on the entire nation? Could we be looking at the same picture today? No. Nsama could have been enjoying his breakfast, work in his office and family. Joseph could have equally been going about his business. There could have been no policeman chasing anybody. There could have been no sniper in the UPND crowds. The interview at police HQ could still have gone on smoothly and professionally. Can't you people see how your HH is using you to cover his sins? Why should personal crimes become political? Wake up UPND and smell the coffee! In your minds. Who is guilty, a person who commits a crime or a person who reports a crime? Why do you think his fellow opposition political leaders did not accompany him? Why didn't Kambwili accompany him? It's becoming a trend for Bally to

create a situation and cry victim. Cadres nomungulu wabo escort politicians to many places and no one is killed. But when Bally is escorted people die. Why? Members and other opposition political leaders are always invited for interviews by the police. They go as individuals. The guilty are always afraid. As though he was a genuine person, everything now is "we". Since when did the nation become part of HH wealth? Why didn't he take his family which benefits from his business deals? And you want to pull this on Tayali? Come on, get a life people! This time Bally came out and confessed that the killers were snipers planted in the crowds. If the killers were among UPND crowds then let the UPND members tell the nation what they saw. So Bally help the police to find and catch these killers among your members. Responsible citizens report such things to the police. Lastly, Why should FB close Tayali's page? Because he has exposed a crime by a famous political leader? Tayali did not kill anybody. But because of your misguided love for your leader coupled with his abuse of your loyalty to him. You got innocent people lose their lives. I will be very shocked if FB moves on Tayali's FB page. So, Simon don't bring your hatred for Tayali and drag us into your cheap thinking. In fact I would rather listen to Tayali than you. Tayali goes to court with facts and all you have is a mouth full of English and no scopo mumutwe bawishi imwe. BY Katebe Ngosa, Lusaka

CIVIC EDUCATION - CORRUPTION CORRUPTION On today’s pupils forum in Civic Education, will look at a topic; Corruption, this topic is at grade ten (10) level of the Zambian syllabus. At the end of this lesson, pupils will be required to answer some questions. CORRUPTION Corruption is the giving of money, valuables or rendering of a service to someone in return for a favour. It involves the abuse of public office and public resources for personal gain. Types of corruption There are different forms of corruption and these include; • Payment in kind • Cash payments and receipt • Commissions • Kick back • Loans and advances Categories (types) of corruption The three types of corruption are; • Petty corruption- this involves small payments. These payments are called bribes, commonly known as nchekelako (ndishamo) or give me a share as well. It is the widely practiced corruption at road blocks. • Grand corruption- this involves huge amounts of money. It is usually practiced by high ranking officials or institutions. For example, payment made for favours in awarding government contracts, public appointments or privatization of government owned by assets or companies. • Political corruption- this type of corruption is associated with the electoral process. It is usually practiced by those contesting for political power, for example; • Donation of money to influence the voter’s choice. • Cash or material distribution to influence voters during election period. • Provision of beer to influence voter’s choice. • Provision of services such as electricity, water supply and road maintenance at a time of election. The causes of corruption They are grouped into two main categories, these are; 1. Social causes- such as • Leaders in key positions are not capable of inspiring and influencing conduct of the highest moral standards. • Personal greedy and dishonesty • Weak enforcement or absence of code of conduct. • Punishment for offenders is weak. • High poverty levels • Large numbers of people compete for insufficient services like few school places. 2. Economic causes • Shortage of goods and services. • Unequal distribution of wealth and resources. • Allocation of government loans and giving of tenders to some preferred individuals at the exclusion of others. • Low salaries and wages in comparison to the cost of living. Other causes of corruption and related crimes are; • Unnecessary long procedures (red-tape)- some procedures that officers are expected to follow in work places may take too long making officers to take advantage of such delays to demand kick-backs for fast action. • Lack of political will- some government lack political will to deal with corruption. • Lack of transparency and association- if the government lacks checks and balances, there is mismanagement and misuse of public funds. • Abuse of power- when there is too much concentration of power in the hands of an individual, he/she may hinder proper investigation of corrupt practices. • Lack of independent judiciary- as a result courts may not act independently on matters of corruption if they are influenced by outside forces from the Executive. • Public reaction- how the public views corruption plays an important role in fighting corruption. • Lack of press freedom- the media plays a vital role in exposing cases of corruption. The effects of corruption. • It makes those involved in it become rich at the expense of other citizens. • Enables those who pay bribes to benefit in areas which without corruption they would not. • Causes widespread bitterness among those who cannot pay or refuse to pay for favours when they see those who pay bribes being favoured. • Distorts standards because it enables those without expertise to win contracts. • Interferes with the enforcement of the law and respect for the rule of law. • Perpetuates human suffering through increasing poverty level of poor citizens. Impact of corruption on the Zambian society • Law enforcement agencies: citizens may take the law in their own hands (vendettas and instance justice) if the law enforcers
are perceived to be compromised through corruption. • Judicial system: Court records go missing in the courts of law. Outcomes in the justice system do not depend on availability of evidence but amounts of bribes offered. Justice is denied to the poor. • The Electoral system: Due to Electoral malpractice, outcomes of the elections do not reflect the decisions of the voters but the corrupt. In turn ushering into office people who are incompetent and corrupt. • Security of the nation: Due to corruption, foreigners acquire documents of National identity such as passports and National Registration Cards (NRCs) that endanger the lives of many Zambians. • The Economy: Mostly witnessed through money laundering activities, tax evasion and tax exemptions leading to economic instability hence pushing the general populace into abject poverty. • The Education system; Due to examination malpractices and conniving with enrolling officers at Higher Institutions of Learning, undeserving candidates get admitted with fake qualifications. Additionally, due to corruption in the training process, graduates are half-baked and cannot meet the demands of their jobs leading to under development. • Land Administration; only those who are financially capable and connected to land administrators acquire land. This has led to landlessness among many Zambians. • Procurement of goods and services: Awarding of contracts in the procurement of goods and services and contracts in general is in most cases marred by corruption. This has led to shoddy works and shortages of goods and services in public institutions. Institutions that fight against corruption in Zambia
Individuals and groups can participate in the fight against corruption by:• Changing attitudes from tolerance to total rejection of corruption. • Accessing information on procedures of how to deal with corruption cases. • Reporting corrupt officers to institutions such as the Zambia Police, TIZ and ACC. • Supporting organizations that are fighting corruption. • Demanding integrity and high sense of morality for public office bearers. • Encouraging and supporting free press. • Taking responsibility for one’s actions. Male infertility topics are not much discussed in our society and this has contributed to a misconception, which says, “only females are prone to infertility.” This is not true, it can also be due to males. There are many different medical conditions and other factors that can contribute to fertility problems, and an individual case may have a single cause, several causes, and in some cases there are no identifiable causes. Overall, some researches show that one-third of infertility cases are caused by male reproductive issues, one-third by female reproductive issues, and one-third by both male and female reproductive issues or by unknown factors.

ETHIOPIA MILITARY 'KILLS 40' AFTER BENISHANGUL-GUMUZ MASSACRE
E
THIOPIA'S military has killed more than 40 men suspected to be linked to the massacre of at least 100 people, including children, in the Benishangul-Gumuz region, state media report. Five current and former government officials were also detained over the security crisis, the reports added. The assailants torched the homes of sleeping villagers, and shot and stabbed people in Wednesday's attack. The attack came a day after Prime Minister Abiy Ahmed visited the region. It is unclear who the attackers were, but they appeared to have targeted ethnic minority communities viewed as “settlers” in the region, rights group Amnesty International said. Ethiopia has seen a surge in political, ethnic and religious violence in recent years.
It had the highest number of internally displaced people in Africa in 2018 - about 1.8 million. Conflicts have been largely fuelled by groups demanding more land and power, with attempts to drive out people they regard as outsiders. Mr Abiy described the massacre as tragic, and said the government had deployed a force to the area to help find a solution to the conflict. State media did not give the identity of the 42 people killed in the military operation to hunt down the attackers. It said weapons, including bows and arrows, had been seized, the reports said. A deputy minister in the government was among the five people arrested, state media reported. Some of the five were “supposedly involved in [the] security crisis” while others had been detained because they had allegedly “not fulfilled their responsibility appropriately”, the reports said.- BBC

Thousands of migrants attempt to cross the Mediterranean from north African countries to Europe every year (file photo)
Migrant boat sinks off Tunisia leaving at least 20 dead At least 20 migrants have died after their boat capsized in the Mediterranean off the coast of Tunisia, officials say. Tunisian coastguard boats retrieved the bodies off the coastal city of Sfax in central Tunisia on Thursday. A search is continuing for at least 20 more people who are still missing. Five survivors were rescued. The boat, with an estimated 45 people on board said to be from sub-Saharan Africa, was attempting to reach Italy. Overloaded and in poor condition, the vessel faced strong winds that may have contributed to the sinking, National Guard spokesman Ali Ayari told the Associated Press. Thousands of migrants attempt to cross the Mediterranean to Europe every year, with parts of Tunisia and Libya key departure points.
Many of the migrants are from sub-Saharan African countries fleeing economic hardship and crisis at home. The number of migrant journeys from Tunisia has declined since 2011, when a revolution overthrew the country’s former leader Zine al-Abidine Ben Ali. But illegal crossings from Tunisia to Europe increased by more than 150% in the first four months of the year, compared with the same period in 2019, according to the United Nations refugee agency. Tunisia’s interior ministry said 8,581 migrants were intercepted attempting to cross the Mediterranean between January and midSeptember this year. Italy has been struggling to deal with daily arrivals of hundreds of migrants to its southern shores, a task complicated by the ongoing coronavirus crisis. - BBC
Boko Haram kills seven Israel imposing third national COVID-19 lockdown in Christmas Eve attack ISRAEL will impose a third national lockdown to fight surging COVID-19 infections, Prime Minister Benjamin Netanyahu said on Thursday, as the country pursues a vaccination campaign. The restrictions will come into effect on Sunday evening and last for 14 days, pending final cabinet approval, a statement from Netanyahu’s office said. They include the closure of shops, limited public transport, a partial shutdown of schools and a one-kilometre (two-thirds of a mile) restriction on travel from home, except for commuting to workplaces that remain open, and to purchase essential
goods. Such measures will cost Israel’s economy about three billion shekels ($932.6 million) a week, the Finance Ministry said. “This closure will erase us. We passed two, now the third will kill us. To hell with it,” said Ovadia, a fruit stand vendor in a Tel Aviv market. He declined to give his full name. The economy is expected to shrink 4.5% in 2020, though the Bank of Israel has said the contraction could reach 5% should the COVID-19 crisis prompt more curbs. In November, the jobless rate stood at 12%. The economy is projected to grow as much as 6.5% in 2021 and possibly faster - if the pandemic is
contained. With a population of nine million, Israel has so far reported more than 385,000 cases of COVID-19 and 3,150 deaths. The number of daily infections approached 4,000 on Wednesday, rising from around 1,000 at the end of a month-long lockdown imposed in September that followed one that ran from late March to early May. On Wednesday, the Health Ministry said it had found four people infected with the new variant of the coronavirus that has emerged in Britain. With regard to Israel’s Christian minority, the Health Ministry said that during Christmas,
prayers at houses of worship would be limited to gatherings of 10 people in closed spaces and 100 people in open areas. The new lockdown comes with Israel’s vaccination drive already underway. Health workers and people over the age of 60 are the first groups to be inoculated in a campaign which the health minister said he expected to be completed within months. But public anger has risen over the government’s perceived inconsistent handling of the crisis, and Israel will hold an election on March 23, its fourth in two years, after constant infighting in Netanyahu’s coalition. - THE STANDARD
Russia opens criminal case against ally of Kremlin critic Navalny MOSCOW - Russian law enforcement agencies opened a criminal case against Lyubov Sobol, an ally of Kremlin critic Alexei Navalny, and took her in for questioning early on Friday after raiding her home, Navalny and his supporters said. There was no immediate comment from the police. Supporters of Navalny said the police action appeared to be a response to Sobol visiting the home of an alleged FSB security service agent in Moscow. Navalny had earlier said the man took part in a botched plot to poison him in August. The FSB has dismissed Navalny’s allegations as a provocation
designed to discredit it. Sobol was briefly detained on Monday after visiting the alleged agent’s flat and ringing the doorbell. She was not let into the man’s flat. But Ivan Zhdanov, a lawyer for Navalny’s anti-corruption organisation, said police suspected Sobol of violating the sanctity of someone’s home with the use or threat of violence, a charge that carries a punishment of up to two years in jail. Navalny, one of President Vladimir Putin’s most outspoken critics, said the authorities’ response was disproportionate and confirmation that his allegations were true.
He was airlifted to Germany in August for emergency medical treatment after collapsing on a plane in Russia. The Kremlin has repeatedly denied any suggestion Russia’s authorities were involved in poisoning him. Putin has said the incident was part of a U.S.-backed plot to try to discredit him. Germany has said he was poisoned with a Soviet-style Novichok nerve agent in an attempt to murder him, an assertion
many Western nations accept. The Kremlin has repeatedly denied any suggestion Russia’s authorities were involved in poisoning him. Putin has said the incident was part of a U.S.backed plot to try to discredit him. Navalny remains in Germany, but has said he plans to return to Russia to continue campaigning against Putin and his allies. Sobol hopes to run for elections to the lower house of parliament next year. Police took away her computers and phones during Friday’s raid, Navalny and his supporters said. - REUTERS
BOKO Haram jihadists killed at least seven people in a Christmas Eve assault on a village in Nigeria's restive northeast, local sources told AFP Friday. Security agencies had in recent days warned of an increased risk of attack during the Christian holiday. Fighters in trucks and motorcycles stormed Pemi, a predominantly Christian village in Borno state Thursday, shooting “indiscriminately” and setting buildings on fire, said Abwaku Kabu, a militia leader. In many parts of Nigeria, communities have resorted for self-defence to armed vigilantes or militias, who work alongside the army. ”The terrorists killed seven people, burnt 10 homes and looted food supplies that were meant to be distributed to residents to celebrate Christmas,” Kabu said. A body was found Friday morning, local community leader Ayuba Alamson said, raising the number of dead to seven. The toll could rise as villagers fled into the bush during the attack and some people are still unaccounted for. The assailants, who drove from the group’s nearby Sambisa forest enclave, looted medical supplies from a hospital before setting it ablaze, the militia leader said, adding they also burnt a church and abducted a priest. The village is located only 20 kilometres (12 miles) from Chibok, where Boko Haram kidnapped more than 200 school-
girls six years ago. Separately Thursday, gunmen attacked another Christian community in Garkida, in neighbouring Adamawa state, looting drug stores and food supplies before torching homes, residents told AFP. There were no reports of casualties from that attack. Nigeria’s security agency, the Department of State Services, issued a warning Tuesday about planned attacks. The DSS asked Nigerians “to be extra vigilant and report strange movements”, while assuring that it was “collaborating with other sister agencies to ensure that adequate measures are put in place for protection of lives and property.” President Muhammadu Buhari in a statement Thursday “reiterated the promise of his administration to remain unyielding in confronting the Boko Haram insurgency as well as other forms of criminality.” “For me, providing security for all residents in the country remains an article of faith,” Buhari said in a written Christmas message. The decade-long conflict in Nigeria’s northeast has killed 36,000 people and displaced around two million from their homes, according to the United Nations. Violence has spread to neighbouring Niger, Chad and Cameroon, prompting regional countries to form a military coalition to fight the jihadist groups. - AFP

ARSENAL , CHELSEA CLASH Christian Eriksen looks set to leave Inter Milan next month
Eriksen likely to leave Inter - chief executive INTER MILAN midfielder Christian Eriksen could leave the Serie A club next month after struggling to settle in Italy following his transfer from English Premier League side Tottenham Hotspur in January, the club's chief executive Giuseppe Marotta said. The 28-year-old Dane was signed amid huge fanfare but has made only 38 appearances in all competitions with his four goals and three assists for the club all coming in the 2019-20 season. "Is Eriksen on the market? I'd say so, yes. (Inter sporting director) Piero Ausilio said
it... I can reiterate it," Marotta told Sky Italy ahead of Wednesday's 2-1 Serie A win over Verona. "But it's not a punishment... he's a player who had a few issues in adjusting to life at Inter. Let's say he's not functional to the team, but this is an objective fact, which doesn't take anything away from his professionalism. "However, it's also right to give him the opportunity to seek more game time elsewhere. Obviously, we will need to find a solution." The transfer window opens in January. – SUPERSPORT
Start of Australian Open confirmed for 8 February THE Australian Open will start on February 8, three weeks later than scheduled, organisers confirmed yesterday after months of speculation over the first Grand Slam of 2021. The start date of the main draw of the tournament was originally slated for 18 January and organisers have been locked in drawnout negotiations with local government over Covid-19 health security measures. "This will be a historic Australian Open on so many levels," tournament director Craig Tiley said in a statement. "For the first time in more than 100 years, the Australian Open will start in February and we look forward to offering the players what we believe will be one of their best playing experiences in 2021." The state of Victoria on Saturday recorded a 50th straight day without a case of community transmitted Covid-19 but many health restrictions remain in place in Melbourne and international travel into Australia is still strictly limited. Victoria's state government said that players would be tested for Covid-19 prior to departure for Australia and a minimum of five times during
quarantine, during which they will be able to train for five hours a day. This year's Wimbledon tournament was cancelled due to the Covid-19 pandemic, while the US and French Opens went ahead with the players confined to bio-secure 'bubbles', unable to leave their hotel rooms except to train and play. Qualifying for the Melbourne Park tournament will take place overseas for the first time – in Dubai for the women and Doha for the men – before the players travel to Australia to undergo 14 days of quarantine. After quarantine there will be men's and women's warm-up events in Melbourne to allow players some match practice before the start of the Grand Slam. The ATP Tour on Thursday pre-empted Tennis Australia's announcement in releasing an update of its calendar for 2021 revising the first seven weeks of the season. The WTA followed suit on Saturday, announcing two tournaments in Melbourne in the week commencing on 31 January and another in the second week of the Australian Open for players knocked out of the Grand Slam. - SUPERSPORT

NE of the most eagerly-anticipated fixtures of the Premier League calendar will take place at the Emirates Stadium on Boxing Day as Arsenal welcome London rivals Chelsea. The Gunners, who are down in 15th spot in the table, will be searching for their first league victory since the start of November, while Chelsea will be looking to make it back-to-back wins in England's top flight, having comfortably dispatched West Ham United at Stamford Bridge on Monday night. Arsenal's tally of 14 points from 14 matches this season is actually their worst at this stage of a campaign since 1974-75. The word crisis is used too often in football but is perhaps fitting here as the Gunners continue to struggle for results and indeed performances in England's top flight. Not since a 1-0 success at Manchester United on November 1 have Arsenal been victorious in the Premier League, losing five of their last seven, including four of their last five during a torrid run of form. The capital side showed signs of improvement in their 1-1 draw against Southampton on December 16 but could not build on the point as they suffered a 2-1 defeat at Everton last weekend, which has further piled the pressure on under-fire manager Mikel Arteta. The Gunners had a welcome break from league action on Tuesday as they faced Manchester City in the quarter-finals of the EFL Cup, but it was another hugely disappointing result for the club as they lost 4-1 at home to exit the competition. A record of four wins, two
draws and eight defeats from 14 matches this season is an indication of the team's problems, and they are only four points clear of the relegation zone ahead of Saturday's fixtures. It is incredibly difficult to imagine Arsenal dropping out of the top flight, but the fact that the possibility is even being discussed is a real concern for the capital giants. The Gunners have the fifth-worst home record in the Premier League this season, meanwhile, picking up just seven points from their seven matches, scoring just six times in the process. Pierre-Emerick Aubameyang was on the scoresheet in the recent draw with Southampton but has managed just three Premier League goals this season, and the Gabon international is a huge doubt for this game through injury. Alexandre Lacazette, meanwhile, has three league goals to his name this term, but Willian, Nicolas Pepe and Eddie Nketiah have just three between them. The team's defensive record this season has actually been quite strong, conceding 18 times in 14 matches, which is fewer than Man United (21), Liverpool (19) and Everton (19), but a lack of cutting edge in the final third has been a real issue in the early months of the 202021 campaign. Chelsea, meanwhile, are currently fifth in the table, having won seven, drawn four and lost three of their 14 matches this season, collecting 25 points in the process. The Blues entered last Monday's clash with West Ham off the back of successive defeats to Everton and Wolverhampton Wanderers but managed to overcome the Hammers cour-
tesy of a first-half header from Thiago Silva and a second-half brace from Tammy Abraham. Frank Lampard's side have two tough matches after this one as they will welcome a dangerous Aston Villa side to Stamford Bridge on December 28 before hosting Man City in their first match of 2021. Chelsea will then open their FA Cup challenge for the 202021 campaign at home to Morecambe before a trip to Fulham in the league on January 15, with the matches coming thick and fast during a busy period. There is pressure on Lampard to deliver at least another topfour finish due to the amount of money that was spent over the summer, but it would be fair to say that the team are still finding their feet, having dropped points in three of their last four matches in all competitions. Kai Havertz has struggled to justify his large price tag since arriving from Bayer Leverkusen, while Timo Werner has only managed four Premier League goals, and the 24-year-old, who has been moved into a wide area in recent months, is without a goal in his last six league outings. The Blues are only six points behind league leaders Liverpool on the same number of matches but are just three points ahead of ninth-placed Aston Villa, who have two matches in hand, which is an indication of how quickly things can change due to the nature of this season's Premier League. Chelsea recorded back-toback away league victories over Burnley and Newcastle United between October 31 and November 21 but have lost their last two on the road to Everton and Wolves, and Arsenal are cer-
tainly capable of making it a difficult match despite the home side's problems this term. Arsenal's main fitness doubt surrounds captain Aubameyang, who has missed the team's last two matches with a calf problem. The Gabon international might be available for selection but could ultimately be used off the bench due to the nature of the issue. Gabriel Martinelli is also a doubt, having taken a blow to his shin during the EFL Cup defeat to Man City, while Thomas Partey will again miss out due to a thigh problem. Granit Xhaka has now served his three-game suspension and will be available, though, and it would not be a surprise to see the Switzerland international return to the starting XI on Saturday night. There will be changes from the side that started in the EFL Cup with Bernd Leno, Kieran Tierney and Bukayo Saka all returning, but Lacazette could keep his spot ahead of Nketiah. As for Chelsea, Hakim Ziyech remains on the sidelines with a thigh problem, while Reece James and Ben Chilwell are both huge doubts for the visitors ahead of the contest. Cesar Azpilicueta and Emerson Palmieri are therefore expected to start in the full-back positions at the Emirates Stadium, but Lampard is expected to stick with the bulk of the XI that started against West Ham. As a result, Havertz could again be left on the bench with Werner and Christian Pulisic playing alongside Abraham in the final third of the field, while Jorginho and Mason Mount should feature alongside N'Golo Kante in the middle of the park. -SPORTMOLE
Gabriel Jesus & Kyle Walker test positive for Covid
Gabriel Jesus scored his first goal since 8 November when he put City in front against Arsenal in the Carabao Cup last eight on Tuesday
MANCHESTER City striker Gabriel Jesus and defender Kyle Walker have tested positive for Covid-19. The players, along with two members of staff, will isolate in accordance with Premier League and government protocol. City will likely be without the duo for Premier League games against Newcastle United on December 26, Everton two days later and Chelsea on January 3. Jesus' obvious replacement Sergio Aguero is being eased back after a knee issue and played 16 minutes on Tuesday. England right-back Walker apologised in May for breaking coronavirus lockdown guidelines twice. Manchester City are eight points behind Premier League leaders Liverpool with a game in hand.- BBC
