MOPANI DEAL FAIR THERE have been misleading statements from some quarters about the Mopani Copper Mine deal, in which ZCCM-IH increased its stake to 100 percent. Some people have erroneously been referring to the sale agreement between ZCCM-IH and Glencore International as nationalisation. Citizens and politicians in particular ought to debate this matter truthfully and give credit where it is due. There is absolutely no need for any one quarter to start punching holes in the deal, thereby sending negative sentiments in the economy. In fact, Mines and Minerals Development Permanent Secretary, Barnaby Mulenga, has explained the whole scenario in detail, giving the background and bringing out important points and the reason why Government, through ZCCM-IH, opted to increase the stake in the mining firm. Firstly, Glencore International and ZCCMIH sealed a $1.5 billion deal to increase the Zambian shareholding to 100 percent from 10 percent. This means that the commodity trader and FQM jointly let off the 90 percent and agreed that ZCCM-IH pays $1 while $1.5 billion will be settled in the period spanning 10 to 17 years. ZCCM-IH will be servicing the payment through mineral sales in an off-take arrangement with Glencore. Of the total sales, 10 percent will be going towards debt servicing. This, therefore, means that the $1.5bn debt (sale agreement) has no bearing on the $11.3bn external public debt as erroneously believed in some quarters. It is purely a business deal between ZCCM-IH and Glencore. The other point worth digesting is the fact that Mopani still has $18bn worth of mineral reserves. Last year, copper output hit 34, 000 tonnes and Mopani (under Glencore at the time) had envisaged to ramp up production to 150, 000 tonnes per annum after the completion of the $1.2bn mine upgrade. About $300m is needed to complete the upgrade. Glencore was running Mopani at a loss and resolved to place the Mufulira and Kitwe assets on care and maintenance on April 7, last year. The reasons given were that copper prices were low and that restrictions occasioned by the outbreak of Covid-19 stifled business. The real reason could have been that Glencore procurement process was stained as in most cases production costs were inflated. Those opposing the action to increase the stake in the mining firm should give an alternative business model. This is the challenge! Government acted in good faith as there are still about 200 million tonnes of ore which could be processed into copper, cobalt and gold. As indicated by Mr Mulenga, Government has an option of getting a strategic partner and pay off the $1.5bn debt, thereby ending the off-take arrangement at once. There ought to be patriotism in the manner this matter is debated. There is no nationalisation, but Government moved quickly to safeguard the interest of the country.

EAZ president, Lubinda Haabazoka said the association fully support Government for having rightly put the resources of the people of Zambia into the tile-making company. Dr Haabazoka said this yesterday after touring Marcopolo Tiles Company Limited manufacturing plant in Lusaka West. “There has been a lot of misconceptions in the press as of the true value of the factory and its capabilities, but I think as an association today we stand extremely proud that in Zambia we have a factory co-owned between the private sector and Government through the Industrial
Development Corporation (IDC), National Pension Scheme Authority (NAPSA) and the Workers Compensation Fund Control Board (WCFCB). “As an association we give this investment 1000 percent approval and we fully back Government on this decision to acquire shares,” Dr Haabazoka said. He urged the Zambians to refrain from criticizing Government just for the sake of it as that has the potential to dent the country’s image to the outside world. “We would like to call on all Zambian citizens to support this investment because Zambia should be built by Zambians. This is a state of art fact and we commend Government for rightly putting the resources of the people of Zambia into a viable business like this one. “So Zambian citizens let us refrain from making sentiments that could dent our image as a country, this is a good investment,” he said. Zulu also expressed happiness with the investment which created direct jobs to local Zambians. “What is more exiting is that I have seen a lot of our Zambian colleagues handling the machines as opposed to our foreign friends who come as investors and take all the jobs. So we are very excited that there is a lot of job creation here. It’s not just simple jobs but quality job creation, “Mr Zulu said. Meanwhile, Marcopolo Tiles Company Ltd director, Roy Mwamba said the company has also transferred skills to the local Zambians. Mr Mwamba also said the company was using locally sourced raw materials to manufacture the products, thereby creating more jobs for Zambians. Last week, Government announced that through its three entities, led by the Industrial Development Corporation it had paid US$44.8 million to acquire 49 percent shares in a private Chinese company that makes tiles.

MINISTER of National Planning, Alexander Chiteme has called for the arrest of a Kitwe individual who forged council documents to sell three play parks at a cost of US$1.5 million. Mr Chiteme who is Nkana Memebr of Parliament said Government would cancel the illegal transaction to protect social amenities for children. Nationalist Play Park was dubiously sold to a private developer without the council’s consent, including two other parks. The developer has started erecting buildings on the land with approval from ZEMA despite objections from the council.

Industrialisation key to stabilising Kwacha - Mvunga By BUUMBA CHIMBULU VENTURING more into trade as opposed to manufacturing has added more pressure on the exchange rate, says Bank of Zambia (BoZ) Governor, Christopher Mvunga. Mr Mvunga has therefore challenged the private sector to aggressively participate in the industrialisation of the country to assist in stabilising the exchange rate. The Kwacha is currently in the range 21.32 and 21.39. Mr Mvunga regretted that venturing more in the trading than manufacturing had put pressure on the exchange rate as businesses were more into importing than exporting. “The more you go into trading, the more you have an impact on the exchange trade because you are just importing things from outside. You are just a
middle man,” Mr Mvunga said yesterday when he appeared before the virtual Parliamentary Budget Committee. Mr Mvunga emphasised that there was no trick of dealing with the exchange rate other than industrialising the economy. He observed the need to take advantage of the trade agreements Zambia had signed with other countries to export more local products. “The exchange rate is the function of the country’s productivity. It is a function of the demand and supply. We need to export more, so there is a structural issue here, there is no magic to change the exchange rate. “If you are importing more than you are exporting. There is no trick that you can use to correct that. It is how much money is coming in and how much money is going out. The structural issue
is the way our economy is structured,” Mr Mvunga said. Mr Mvunga regretted that the private sector was not taking advantage of the incentives provided by Government to industrialise the economy and export more. He observed the need for the private sector to change their mindset for the private sector of moving away from trading and to start taking a long-term view. “We need a mindset change in the private sector, we cannot be a country where everything Government has to take care, and we need private sector to be more aggressive in terms of participating in industry trade. “The challenge we have business people who want instant satisfaction, I want to make massive profits in one year, in six months after I start. That needs to change,” Mr Mvunga said.
ABOUT 70 percent of Covid-19 patients admitted in various health facilities countrywide are on oxygen therapy. Health Minister, Jonas Chanda, announced that out of 495 patients being managed in health facilities, 339 are on oxygen therapy while 35 are in a critical condition. He was speaking during the Covid-19 update in Lusaka yesterday. Dr Chanda said Government was engaging partners, including the United States government and the European Union to invest more in the provision of oxygen. He reported that the demand for oxygen had increased as the second wave of the virus required high flow of oxygen to manage. Dr Chanda encouraged Zambians who presented symptoms of Covid-19 to visit health facilities early. “No country, including developing ones was fully prepared for the coronavirus, but I am happy to announce that our government is on top of the situation to ensuring that the issue of oxygen is well handled,” he said. Dr Chanda expressed worry that super spreader events such as funerals, weddings and workshops had continued to take place across the country with people disregarding the health guidelines. Zambia recorded 1, 476 new cases in the last 24 hours out of 11, 683 tests done, bringing the cumulative number to 47, 622 with a positivity rate of 12 percent. The country also recorded 1, 723 recoveries bringing the cumulative number of recoveries recorded to 40, 362 while 12 died bringing the cumulative number of deaths to 672. The number of cases being managed countrywide now stands at 6, 588.

using 10 pecent of the production. “That means the loan will be repaid between 10 and 17 years depending on the price of copper,” Mr Musukwa said. He said in an interview yesterday, “I don’t know the source of information for News Diggers saying that Glencore will be earning 80 percent copper sales from Mopani, but this is not true.” Mr Musukwa indicated that there was no changes which had been made by the government regarding the repayment of the loan.

DRC ready to work with Zambia on toll gate project DEMOCRATIC Republic of Congo President Felix Tshisekedi says his government is committed to working with Zambia to actualise the Kasomeno-Mwenda toll road and Luapula bridge project. Mr. Tshisekedi said the project which was being promoted by GED Africa and Duna Aszfalt of Hungary would offer economic benefits to both countries. He has since directed his officials to work with their Zambian counterparts to ensure that the groundbreaking ceremony for the project takes place within the next three months. Mr. Tshisekedi was speaking when Luapula Province Minister Nickson Chilangwa, Housing and Infrastructure Development Minister Vincent Mwale and Zambia’s Ambassador to that country Friday Nyambe paid a courtesy call on him. Mr. Tshisekedi, who was flanked by his Minister of Infrastructure and Public Works, has also implored officials from both countries to
make every decision that would culminate into the groundbreaking ceremony. He said the project cannot have more delays owing to its economic importance to the two countries. And speaking shortly after the meeting, Mr. Chilangwa said his delegation was sent by President Edgar Lungu to pursue the expeditious implementation of the project. Mr. Chilangwa, who was also accompanied by Luapula Province Permanent Secretary Charles Mushota, described the meeting with President Tshisekedi as successful. Mr. Chilangwa noted that the construction of Kasomeno-Mwenda toll road and Luapula Bridge will end the congestion woes at Kasumbalesa border post which will translate into economic and social benefits. Meanwhile, Mr. Chilangwa has disclosed that during the meeting the Zambian delegation made a proposal for the establishment of the Luapula River Authority. – ZNBC.

"I must commend you for making this right decision to re-join the Patriotic Front. This is the only party with a mature and courageous leader who makes decisions in the interests of the people. "Look at the issue of Mopani Copper Mines, he had to take a bold decision to re-buy the giant mine to avoid job losses. If the government had allowed Glencore to
put the mine on care and maintenance, people would have lost jobs and other business opportunities," Mr Mwamba said. Mr Mwamba said people will always criticise moves made by government because they want to gain political mileage and their presence felt on the political scene. He assured those that joined the PF with Mr Musenge that the ruling party would embrace them as members. And speaking earlier, Mr Musenge apologised to President Lungu and the PF leadership for using unpalatable language against the party and its leadership. Mr Musenge said he was ready to serve in the ruling party as an ordinary member because he was fired from the party.
The Lusaka High Court yesterday appointed Independent Actuarial Consultants of South Africa to compute the benefits of the 236 former BP Zambia employees who sued their former employer in July 2002. When a large batch of employees were retrenched in 1999, they were forced to withdraw their contributions from the scheme and Saturnia promised in July 1999 that the affected employees would be paid the employer’s contribution at age 55 or earlier but a month later in August 1999, the same Saturnia wrote another letter informing the retrenched workers that they had no further claim left in the scheme. The retrenched employees challenged the company’s and Saturnia’s decisions and several judgments have been passed in their favour but the defendants tenaciously refused to pay the correct benefits in accordance with the scheme rules and the Pension Scheme Regulation Act of 1996. In a case which sets a precedence in Zambian pension claims litigation, Registrar Arida M Chulu has now invoked Order 23 of the High Court Rules to appoint the actuaries to superintend over the computations as directed by the Supreme Court of Zambia sitting in Ndola on 10 December 2018. Registrar Chulu stated in her ruling that the matter was before her court for the purpose of Assessment of pension benefits of the Plaintiffs pursuant to the Judgment in their favour and that due to the complexity of the computations required to be done, the Supreme Court of Zambia directed that the said computations be done by a qualified Actuary. She said that both the Plaintiff and the Defendant had availed the Court with copies of the Actuaries’ profiles and that all the profiles revealed that all the Actuaries possessed extensive experience in different types of investment products. Registrar Chulu further stated that whereas the Actuary proposed by the Plaintiffs had indicated an estimate of the total cost and the timeline in which the work would be completed, that component was missing from the Defendant’s proposed Actuary. “It is on this basis that I invoke Order 23 of the High Court Rules and appoint IAC to superintend over the computations as directed by the Supreme Court of Zambia. For avoidance of doubt, I have appointed the
Plaintiff’s proposed Actuary to carry out the works,” Registrar Chulu said. The case commenced in the Lusaka High Court in July 2002 and judgment was passed in favour of the Plaintiffs in October 2010. The high Court found that the transfer of the BP Zambia Staff Pension Scheme from Zambia State Insurance Corporation to Saturnia Regna Pension Trust Fund was not done transparently. It therefore ordered that all the Plaintiffs should be paid the correct pension benefits in accordance with the rules that applied to each one of them at the time of their departure from the company and that in addition to the interest found in the pension scheme, a penal interest be added on the sum found in each case. The company appealed against the judgment and the Supreme Court of Zambia upheld the judgment in a ruling delivered in February 2014 save for penal interest which was replaced by 40 per cent from date of departure to date of writ and 25 per cent from date of judgment to final payment. The matter then went for assessment in 2015 during which hearing the managers of the Saturnia Regna Pension Trust Fund, Benefits Consulting Services Limited testified that the 236 Plaintiffs were only entitled to K1.26 million rebased on the ground that they owed the scheme for fictitious loans. However, the Assessment Court ruled that the Plaintiffs were entitled to K26.3 million. The company appealed against the Assessment judgment back to the Supreme Court of Zambia while the Plaintiffs also cross appealed and requested the court to appoint an Actuary as referee to re-compute the benefits in accordance with the Pension Scheme Regulation Act of 1996. In December 2018, the Supreme Court ordered that the Registrar of the High Court should invoke Order 23 of the High Court of Zambia to appoint an Actuary to compute the benefits. The Plaintiffs initially recommended two Actuaries in August 2019 while the Defendants counter proposed their preferred Actuaries in December 2020. Out of the initial number of 236 Plaintiffs, 110 have died. The latest victim is Mr Derrick Nsaka who passed on over the weekend and will be put to rest on Thursday. Mr Nsaka contributed immensely to BP Zambia’s profits in his capacity as transport manager at the distribution terminal at Bwana Mkubwa in Ndola.

Mr Hichilema By GRACE CHAILE-LESOETSA LUSAKA High Court Judge Catherine Lombe Phiri said Ms Pheluna Hatwimbo as administrator of the estate sat on her rights and had come too late to attempt to rely on fraud to stop the time running. “Having found that Section 4 and 10 of the Limitation Act 1939 apply to this case as the right to sue arose in 2005 and Section 26 does not apply in this case this matter is dismissed for being statute barred,” she ruled. According to a ruling passed on January 20, 2021, Ms Justice Phiri said it had been clearly shown by the printouts from Ministry of Lands, whose veracity has not been challenged, that the parties were aware in 2005. In this matter, Ms Pheluna Hatwimbo suing as administrator of the estate of late Samson Siatembo and Mr Milton Hatembo of Kalomo wanted an
order that the assignment of subdivision A of farm no 1924 be reversed on count of fraud and misrepresentation. They wanted the court to order Mr Hichilema to pay them damages for trespassing on their land without consent or licence. They also wanted the court to order Mr Hichilema to give mense profit for the alleged occupation and use of land without the plaintiffs’ consent at reasonable rent and lease fees. Ms Hatwimbo and Mr Hatembo wanted the court to cancel certificate of title no 42578 on account of fraud, misrepresentation or mistake as well as interest on all amounts due and costs. Judge Catherine Lombe Phiri in her ruling said the version of events by the duo left much to be desired to an extent of untruthfulness while the events by Mr Hichilema backed by the documentary evidence tended to represent the truth.
Mucheleka case takes off, witness fails to identify accused persons By STEPHEN MWEWA THE Kasama Magistrates’ Court yesterday heard from a PF witness how UPND Deputy Secretary-General Patrick Mucheleka allegedly ordered his four co-accused persons to destroy NRC Issuance machines and got away with a generator set but the same witness dramatically failed to identify the accused. The other accused persons are Elias Mubanga, Sammuel Ngwira, Bwalya Chinyimba and Kelvin Bwalya In this matter the accused persons have been charged with malicious damage to government property, for allegedly having raided officers who were conducting NRC mobile registration exercise in Chitamba village on September 13, 2020. However, during trial the State witness failed to identify the first accused person in the matter Mucheleka and only said he knows him as Mule for ten years and did not go on to identify the rest,
despite having the state itself applied before the court to have the accused persons remove their face masks so that he can identify them before the court. The witness narrated that on the material day some PF members including himself were deployed at the NRC mobile registration centre, so as to provide security to the officers who were conducting the exercise and that it was at that point the accused persons raided them and committed the offence they stood charged with. In cross examination, by the defence, when asked if the witness knew that the government has its security wings for any national function and not PF members to do so, he said he was aware and admitted that what he did was unlawful. Trial continues on February 18 and 19, after the state applied before Principal Resident Magistrate Osward Chibalo that the other two witnesses who were supposed to testify in the matter were sick.

Lusaka Central MP aids police on Covid-19 fight By CHARLES MUSONDA LUSAKA Central Member of Parliament Margaret Mwanakatwe yesterday sponsored fumigation of all police stations and posts in her constituency against the Covid-19 pandemic. Ms. Mwanakatwe said the fumigation exercise was in response to escalating number of Covid-19 cases worldwide and Zambia in particular. She told journalists at Kulima Tower bus station police post that it was important to disinfect police stations and posts where officers were meeting a lot of people from different parts of Lusaka and the country at large. She said she had engaged the Cleaning Association of Zambia (CAZ) to carry out
the exercise and ensure that every police station and post in Lusaka Central, except force headquarters, was fumigated. Ms. Mwanakatwe estimated the fumigation exercise to cost between K30, 000 and K40, 000, adding that the practice started with all governmentowned schools in Lusaka Central during the first wave of Covid-19 last year. She said all the schools will be spread again if Government allows them to reopen on February 1, 2021. “Covid-19 is real and we can’t deny that or ignore it,” Ms. Mwanakatwe said. Leaders need to be very active so that even other party members can be motivated in growing the party,” Mr Mukupa said. He was reacting to claims by a PF member Innocent Kalimashi who said that the party was full of businessmen and bosses who were not helping President Edgar Lungu to actualise development. Mr Kalimashi said President Lungu was alone delivering development without the help of other leaders in the party. According to the documents at the Registrar of Societies, Bishop Kaela, Fred Chingole, who is the council spokesperson and others who have reportedly been removed from their offices, are bonafide members. And the council constitution which was submitted to the Registrar of Societies for the grouping to be legally recognised states that elective members cannot be removed from their positions by the president. Council president, Bishop Abinala Manda told the Daily Nation last week that Bishop Kaela was no longer secretarygeneral. Bishop Manda said Bishop Kaela was excommunicated from the BCZ last October but
noted that he had allegedly continued passing himself of as secretary- general. He said Bishop Kaela was no longer a member of the BCZ, and therefore all the statements he was issuing were his own opinion and not that of the council. But in an interview yesterday, council spokesperson Bishop Chingole said the founder members of the council including Bishop Kaela and others who have been removed from their offices have engaged the Chief Registrar of Societies to clear the matter. He said this time around the founder members of the council would not fight with the president Bishop Manda in the media but seek the intervention of the Registrar of Societies. “All the documents are there to show that we are the members who formed the council. Those people Bishop Manda want to be occupying the offices are not even known,” he said.
A ZAMBIA Air Force (ZAF) aircraft has crash-landed at Mukinge Mission Hospital airstrip in Kasempa leaving two officers injured. The incident happened yesterday around 08:00 hours, according to North-Western Province Commissioner of Police, Joe Njase. Mr Njase explained that

THREE people in Lusaka have been sentenced to 13 and 10 years for vandalising Zesco cables worth K57, 230.13 Kennedy Mubili, Gilbert Zulu and Abel Edson Njobvu have been jailed for vandalism of public property valued at K 57, 230.13. This is according to the Zesco Public Relations Manager, Hazel Zulu. Ms Zulu said Mubili and Zulu were found vandalising Zesco copper cables at Substation 371 in the Chinika industrial area, in Lusaka. Mubili and Zulu were on January 13 convicted for vandalism and sentenced to 13 years imprisonment with hard labour each while Abel Edson Njobvu was sentenced to 10 years imprisonment with hard labour. According to Ms Zulu, Njobvu on May 8, 2020 was apprehended by some members of the public as he was vandalising cables at Old Independence substation which resulted into disruption of power in Matero East area. She said Zesco was happy with the conviction and sentencing of the three because it was confident that it would act as a deterrent to would-be offenders. “We encourage members of the community to guard public property jealously and report any suspicious acts around Zesco installations. “In 2020, Zesco lost in excess of K5 million due to vandalism of its installations,” Ms Zulu said.

Father Luonde a lost sheep Dear Editor, IT IS strange to see people who are former Christians like Father Luonde now attacking the government without putting facts well. The former father claims that the government has failed to manage Covid-19, forgetting that the government was applauded the way it managed the first wave of the pandemic. Government under the leadership of President Edgar Lungu announced measures of which some opposition leaders discouraged the public. Father Luonde, who has abandoned the flock and become a mouthpiece of the political party instead of what he was called for, speaks with hatred which he harboured against President Lungu for a long time. Father Luonde should not mislead the people. The K30 million package was not given to PF members but to
the National Arts Council of Zambia. For the former Christian to say it was given to PF that is a lack of integrity. Let Father Luonde go to the National Arts Council and get the facts. The money was given to musicians. Actually, it is an insult to Zambian musicians for Father Luonde to claim that they will not pay back and he should apologise. WOULD like to share more on this most asked questions from different people across the country. Why are people infected with Covid-19 reporting that they began to feel better before becoming critically ill? It’s been years since my immunology and epidemiology studies but I’ll give a detailed discussion on this shot. Did you know that fighting off infection is very resource-intensive, so your body starts off with the lightweight, less expensive methods, first? And then, if the infection continues, your body starts rolling out the stronger immune response? It’s often called the immune cascade response. So, to continue in perhaps overly simplistic layman’s terms for the reader to get a clear understanding: Covid-19 is peculiar in that it originated as a non-human virus (Bats, I believe, were the original host) that recombined/mutated in ways that allowed it to start using human cells as hosts for replication. Part of the problem with Covid-19 could be that our bodies‘immune systems respond to the proteins recognised as human, but not the non-human ones. The body ramps up a fever, etc so the heat activates certain proteins

that then activate other proteins. You get a headache. You feel like crap. The virus burrows into your cells, hiding, and starts hijacking them to reproduce. The flood of fluid into the lungs caused by the virus replication and the cytokine response causes the damaged lungs to fill up. Even with respirators, they become hypoxic and die. Those who experience the most critical stages of the illness and “recover” are most likely going to have lung damage for the rest of their lives, and those who survived cytokine storms

The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access.

Mr Longwe said the works for the upgrading of the Chamboli clinic into a first level referral hospital were expected to start in May, this year after approval from the Ministry of Health. He said Government had clinched a US$24 million deal with Japan through the Japan International Cooperation Agency (JICA) which would see Chamboli and Mushili clinics in Ndola upgraded into first level referral hospitals "The upgrading of the Chamboli clinic into a first level referral hospital will be done together with Mushili clinic under the US$24milion JICA deal which the government had clinched with Japanese government,'' Mr Longwe said. And Copperbelt Provincial Health Director, Robert Zulu, said the upgrading of the clinic in the district would help enhance service delivery to the people and improve human resource and surgical services. Mwandi Township residents cry for clinic By ANDREW MUKOMA RESIDENTS of Mwandi Township in Livingstone have called on the Livingstone City Council to consider using part of 2019 Constituency Development Fund (CDF) to build a health post in the area. The residents said that for a very long time, they have lived without a clinic. One of the residents, Mr Manyando Lifasi, said that people in the township were relying on the Zambia Air Force clinic at the Airport and Mahatma Ghandi Urban clinic in Dambwa Central. Mr Lifasi said that people were facing challenges accessing health services due to none availability of the clinic. He said that people had been engaging the local authority to consider allocating funds towards the construction of the clinic. The residents were speaking during a party mobilization meeting organized by Patriotic Front (PF) aspiring candidates, Ikuka Muleta and Namakau Siyanga. “We are asking the council to think about building a clinic here because people are only accessing health facilities from ZAF clinic or Dambwa Central. We want our own clinic. “Our community is ready to help in anyway. We have the land that was left for a clinic and a police post but nothing is happening,” he said. In responding to the concerns, Mr Ikuka Muleta advised the people of Mwandi to mobilize and make a proposal to the CDF committee to make a consideration towards the clinic. Mr Muleta said that the CDF was available and its intended purpose was to improve the lives of the people. He said that the money had nothing to do with political alignment of any kind. And Ms Siyanga encouraged the people of Mwandi to support and work with the ruling party for them to see meaningful development.

UNIP in Southern Province has challenged Patriotic Front (PF) parliamentary aspiring candidates to be truthful and only promise people they are capable of doing. Provincial Chairman Captain Robert Mukengami said that some aspiring candidates had been making promises, which they were not capable of meeting. Captain Mukengami told the Daily Nation in Livingstone that some of the promises were not practical. He said that some candidates
were making some donations without stating the source and true value of the donations. Captain Mukengami advised
aspiring candidates from the ruling party and opposition to state the truth instead of cheating the people. “We have noted that some of these people who want to stand in Livingstone are not being honest with the people they are visiting. Some of them are making donations to the hospital and charity organizations but opt to lie instead of saying the truth. “Some of them saying things that cannot be done. Telling people the truth is important because it helps in building each other,” he said. The ruling party has five candidates namely Ikuka Muleta, Mutinta Matimba, Namakau Siyanga, Evans Fenete and Mr Munali.
