VER K200 million aquaculture development funds have been approved for 1, 208 projects, Ministry of Fisheries and Livestock has said. The K204m is part of the US$27.6m (K599m) Aquaculture Seed Fund under the US$50.89m (K1.1 billion) Zambia Aquaculture Enterprise Development Project (ZAEDP). Government launched the initiative being administered by the Citizens Economic Empowerment Commission (CEEC). Director of Fisheries, Alexander Kefi, said the projects approved for funding were from all the 10 provinces. Dr Kefi said in an interview that 3, 000 projects were expected to be approved by the end of the aquaculture seed fund project which was expected to cost about US$27.6m. “So far 1, 208 beneficiaries have been approved valued at approximately K204m under the aquaculture seed fund valued at US$27.6 million,” he said.

1, 830 inmates went through exams By KETRA KALUNGA Over 1, 830 inmates last year managed to sit for their examinations in skills training, grade nine and seven in correctional facilities across the country. Of these, 1, 560 inmates sat for trade tests in correctional facilities under the TEVETA programme while 472 grade nines and 138 grade sevens sat for examinations respectively. Zambia Correctional Services deputy head of public relations, Brian Mooya, said in an interview that Southern Province had the highest number of inmates sitting for trade tests at 431 followed by the Copperbelt with 301. Mr Mooya said Central Province had 262 followed by Western Province with 194 inmates while Muchinga Province had only four inmates sitting for examinations under TEVETA. “A grand total of 1, 835 inmates last year managed to sit for their examinations, of these 1, 560 inmates who sat for trade tests under TEVETA, with 472 grade nines and 138 sevens,” he said. Mr Mooya added that nine students had enrolled at Zambia Open and Information and Communications University (ICU) as well as at the National Institute of Public Administration (NIPA). He however said examination fees remain a major challenge for inmates who enrol for various trades and examinations at other levels because the correctional service has no capacity to pay for all those that could not afford. Mr Mooya said the challenge of fees was one of the factors that reduce the number of inmates who sit for examinations in the various fields of studies.

dent, Chrisencia Miyoba, aged 50 has been arrested for operating a health shop without a permit contrary to Section 14(1) of the Medicines and Allied Substances Act (3) of 2013. Mayoba is said to be the proprietor of Fortune Drug Store at Mfuwe Cropping Area Market in Mambwe. During the operation, prescription only medicines and pharmacy sale medicines were seized. By SILUMESI MALUMO THE current revolt in the National Democratic Congress (NDC) has been engineered by Hakainde Hichilema, Patriot for Economic Progress (PEP) President Sean Tembo has claimed. He said: "We say so with utmost confidence because we know how they operate based on our association with them during the days of the OppositionAalliance.” Mr Tembo advised NDC members who had revolted against their leader, Mr Chishimba Kambwili, to reconsider their position. By betraying their leader, Mr Tembo said, their political value had automatically been reduced to zero because no political leader would be able to trust them going forward.

"Not even the UPND where they appear to be headed will trust them. They have essentially sold off their entire political careers. We hope the price was right," he said. Mr Tembo said he had been vindicated and he was proud of the political foresight for having left the Opposition Alliance. "After exiting the Opposition Alliance, we proceeded to advise our brother Chishimba Kambwili to do the same so that they can concentrate on growing his NDC but he was adamant to leave and believed that he would be able to reach a fair and reasonable electoral pact with the UPND. “We find it extremely regrettable that Mr Kambwili's prolonged and misplaced faith in the Opposition Alliance has now cost him the stability of his party," Mr Tembo said.

In this case, the milling plant as well as the anode furnace plant, started operating without following the law. "Pursuant to the provisions of the Environmental Management Act No. 12 of 2011, the Zambia Environmental Management Agency has ordered Bwino Milling and Liang Yun Company Limited to cease operations immediately," Mr Phiri said. Mr Phiri said ZEMA had received complaints of air pollution from concerned members of the public.

THE Opposition Alliance was bound to flop from the onset because it was formed to propel Hakainde Hichilema’s agenda, says one of the founding members of the National Democratic Congress (NDC) Mwenya Musenge. Mr Musenge, who was the NDC’s first Secretary-General said no meaningful alliance with UPND can succeed because all attempts to have an alliance are driven by selfish motives. “No alliance with UPND can ever succeed because of Mr Hichilema and UPND’s agenda has always been about themselves,” he said. Mr Musenge said the failure of the Opposition Alliance was expected from the onset because UPND is too selfish to accommodate the views of others. “The changing of the name from Opposition Alliance to UPND Alliance is suggestive enough that it’s all about the UPND and other political parties are just being used to propel their agenda,” Mr Musenge said. He said he was against the idea of forming an alliance with UPND from the start because he knew that Mr Hichilema and UPND could not be trusted. “When I was secretary of the NDC

Meanwhile, the Patriots for Economic Progress (PeP) says it is saddened by internal wrangles that have engulfed the NDC leading to the expulsion of its leader Mr Chishimba Kambwili. Mr Tembo said there was no doubt that the instability in the NDC had been sponsored and motivated by the UPND to advance its agenda. He said he was vindicated that for having left the Opposition Alliance. "We advised our brother Kambwili to do the same but he was adamant to leave," Mr Tembo said.

Mr Hichilema was reported to the ACC by Chilufya Tayali of the Economic Equity Party (EEP) last year. According to Sean Tembo – PeP President, Mr Hichilema as Negotiating Chairman of Intercontinental Hotel in Livingstone abused his position in two ways. Firstly he sold the hotel to Sun International who had put up a much lower bid of $6.5 million, as opposed to selling to higher bidders which included a bid for $26 million, $20 million and $10 million. Sun International was a predominately South African Outfit, although they had registered a subsidiary in Zambia called Sun International Zambia, which is said to have been registered at PACRA in November 1997 and were Mr Hichilema and Senior Chief Mukuni were alleged to be Directors. As Negotiating Chairman, Mr Hichilema

is said to have sold the intercontinental hotel to Sun International Zambia around February 1998, almost 3 months after the company was incorporated. Honorable Edith Nawakwi’s allegation, he said, in this matter was that Mr Hichilema effectively sold the hotel to himself, which explained why he decided to pick the lower bid of $6.5 million and not higher bids. In his explanation through his lawyers according to Mr. Tembo, Mr Hichilema did not deny that he was the Negotiating Chairman in the sale of Intercontinental Hotel Livingstone. He also did not categorically deny that he was a Director of Sun International Zambia at the time that he sold Intercontinental Hotel. He also did not deny that he decided to sale the hotel at a lower bid price of $6.5 million when higher bids including $26 million were available. Instead, he said, Mr Hichilema’s main defense regarding this particular allegation was that it was done within the law. Meanwhile, EPP Leader Chilufya Tayali says he was disappointed that ACC investigation have dragged for a long time without much progress recorded. THE curse of malicious slanderous cyber journalism which terrorizes innocent citizens will come to an end with the passage of the Cyber bill, the Minister of Home Affairs Kampyongo, has declared. He told Parliament that cyber bullying and malicious propaganda has become entrenched on some media because there was no law to hold the people behind them to account. With the new law, he said, nobody would be allowed to go scott free with malicious, false and misleading information designed to injure innocent people. CEC challenged Mr Nkhuwa and ERB’s position on grounds that it is illegal, procedurally improper and the motive is in bad faith. It said under Section 15(2) of the Electricity Act once a minister declares a transmission and distribution line as a common carrier, the terms and conditions of use ought to be agreed on between the owner of the transmission and distribution lines and any enterprise that intends to use the said lines. CEC stated that the matter is only referred to the ERB in the event of default in agreement between the owner and the enterprise.

REMOVE ROTTEN EGGS THE disclosure that an employee of the University Teaching Hospital (UTH) in Lusaka has been arrested for charging people over Covid-19 tests makes sad reading. It is sad in the sense that no one is supposed to make monetary profit from the Covid-19 pandemic that has ravaged the world. Moreover, the government from the time that the pandemic was identified in Zambia last year in March has not spared any resources to fight the pandemic. The government immediately put in place robust measures to mitigate against the spread of the pandemic that included not just setting up testing centres but also launched an extensive public sensitisation drive to make people aware of the health dangers. And because the government wanted a coordinated response to the Covid-19 threat, it restricted testing centres to only specific government health centres. This was also meant to ensure that people were not exploited by having to pay through the nose for Covid-19 tests. It is therefore frustrating that an employee at a government institution had the audacity to go against official policy by charging people for the Covid tests. We implore the Ministry of Health to investigate this scam and get to the bottom so that all those involved could be rooted out and given the boot. We are glad that the Minister of Health, Dr Jonas Chanda, who disclosed the scam to the public explained that internal investigations had been instituted extending to several departments to identify the full extent of dishonest dealings. Dr Chanda, in the short time that he has been in charge of the Health ministry has shown that “heads will roll” where ever there are glaring cases of maladministration that endanger the lives of the public. Already, the nation has seen a shake-up at the former Medical Stores Limited and there has been marked improvements at the few health institutions he has visited since his appointment. As Dr Chanda said, Government had been working tirelessly to restore the confidence in the public health system, but regretted that some unscrupulous individuals were still taking advantage of people who were seeking health care services. The Minister said he would not allow the image of the health sector to be tarnished by a few individuals. He said the happenings at the UTH should serve as a stern warning to all would-be offenders across the country. A Television undercover reporter unearthed the scam in which some employees were charging K250 for a Covid-19 test, when the procedure is supposed to be free. Just this week, Dr Chanda reminded health professionals that theirs is a calling, that it is not just a job to make ends meet. In a nutshell, the health service is not for those who want to get rich quickly by exploiting the sick. Health institutions are for those who want to serve humanity, who put the safety of others before self. Those involved in the scam at UTH are therefore betraying their colleagues who in the midst of the pandemic have put their lives at risk to care for patients. We hope the investigations at UTH should be expedited so that the crooked are removed from the health system.

IT is unfortunate and shameful that the Department of National Parks and Wildlife (DNPW) has allegedly blocked locals from participating in the game ranching and hunting concessions in preference to foreigners, the New Congress Party (NCP) has charged. In an interview in Lusaka yesterday, NCP president Peter Chanda said they were aware that hunting concessions and game ranching licences have for a long time been given to foreigners, mostly of European origin, at the expense of Zambians who have enough resources and financial capacity to manage the sector. Mr. Chanda said even the much talked about promotion of local tourism will not materialise if Zambians are not given equal rights and opportunities to participate in wildlife management. He said it is clear that there are some

The DNPW has not yet responded to a Daily Nation query on list of companies and business entities that are licensed to have hunting concessions and game ranches on grounds that the tendering process for 24 of Zambia’s 36 hunting blocks is still ongoing.

Nigerian, 7 Zambians deny K6m online fraud By GRACE CHAILE-LESOETSA A Nigerian and seven Zambians accused of swindling 59 people of over K6 million have denied owning an online business called “My Zamfund Village Banking.” The eight claim that they were merely participants in the online business and were part of the WhatsApp groups only as group administrators. In this matter, Mr Davies Musonda and 58 others sued Prosper Sylvia Ezeokah, a Nigerian resident in Zambia and Zambians, Rodrick Mulumbwa Musonda, Nelly Banda Zimba, Luyando Dyololo, Joseph Mwaba, Joshus Chikonko, George Chishimba and Chilufya Mulolo as defendants in the matter. This is contained in a statement of claim filed in the Lusaka High Court. Mr Ezeokah together with

the seven Zambians are alleged to have created and operated the online business My Zamfund Village Banking. The 59 who invested between K480, 000 and K5, 000 want the court to order Mr Ezeokah and the others to pay the K6, 760, 245 which was collected from them. They are seeking an order and declaration that the defendants’ conduct to illegally collect and withhold their money was extremely deceptive, fraudulent and that it deprived them of their legitimate revenue. Mr Musonda and others want the court to order the eight to give a complete account of all the business transactions and money they dishonestly collected. They want the court to order that the nine administrators open the website and whatsapp group to allow them access their accounts.

Veep chides opposition …for tarnishing country’s image By NOEL IYOMBWA GOVERNMENT will not allow the opposition to tarnish the name of the country to the outside world and potential investors. Vice President Inonge Wina observed that the opposition has been labelling Government as corrupt to influence potential investors not to come into the country. She said that the manner in which the opposition had been conducting politics was disappointing. Poor results in science subjects worrying – Ed Minister By FLAVIOR KANUNGO GOVERNMENT has bemoaned the poor performance of pupils in natural science subjects at all levels of education and called for the interrogation of the automatic progress policy of pupils. General Education Minister Dennis Wanchinga said this yesterday when he announced the 2020 Grade 12 school certificate examination results with pupils recording 63.93 percent pass rate. Dr Wanchinga said yesterday that 147, 055 pupils sat for examinations out of which 76, 324 were boys representing 51.9 percent while 70, 731 were girls representing 48.09 percent. Dr Wanchinga said despite more boys sitting for examinations, their performance was poor compared to that of the girls. He said of those who sat for the examinations, 94, 010 obtained full School Certificates, 49, 032 obtained GCE certificate and 4,013 failed the examination. Meanwhile, Dr Wanchinga said the highest score was recorded in designing and technology while the lowest score was recorded in science, mathematics, food and nutrition and History among other natural and social sciences. And Examination Council of Zambia director Michael Chilala said the marking of the 2020 Grade 12 examinations was done under difficult conditions with most makers testing positive for Covid-19. Mr Chilala is happy that the country has continued to run leakage free examinations despite the numerous challenges faced.

Govt secures US$6m for Nakonde water project By STANSLOUS NGOSA GOVERNMENT has secured US$6 million for the improvement of water and sanitation infrastructure in Nakonde District, Muchinga Province. Minister of Water Development, Sanitation and Environmental Protection, Raphael Nakacinda, says the contractor, China State Construction Engineering Corporation, who has since moved on site, has been advanced US$3.8 million. Mr. Nakacinda said this yesterday when he paid a courtesy call on Chieftainess Waitwika of the Namwanga speaking of Nakonde District. “All this investment by President Edgar Lungu is in line with the agenda 2030 of ensuring access to safe and clean water,” Mr Nakacinda said. Mr. Nakacinda notes that the project which is to be completed in February next year is expected to benefit over 140, 000 residents. The Minister has further directed water engineers to rehabilitate the four boreholes in the Chiefdom with immediate effect while waiting for the drilling of 38 new ones. Chieftainess Waitwika has thanked President Lungu for his dedication to ensure that the water blues in Nakonde are averted. The traditional leader also thanked Government for early distribution of farming inputs to the area.

HE Supreme Court has ordered Professional I n s u r a n c e Corporation Limited to pay Zambia Revenue Authority (ZRA) K1.3 million of Value Added Tax (VAT) from its salvage sales. In the ruling on February 19, this year the Supreme Court ordered the insurance company to pay VAT due and the costs awarded to ZRA within 30 days of the judgment. In 2013, ZRA found that Professional Insurance owing K1, 300,000.00 in VAT from the sale of salvage after an audit for the period 2008 to 2012. This is according to the ZRA Corporate Communications Manager, Topsy Sikalinda. Mr Sikalinda said in a

statement that the insurance firm had argued that the sale of salvage motor vehicles was exempt from VAT and subsequently appealed to the Tax Appeals Tribunal which agreed with it. He said ZRA, being dissatisfied with the Ruling of the Tax Appeals Tribunal, appealed to the Supreme Court. ZRA argued that the Tax Appeals Tribunal erred in law when it held that the sale of salvage vehicles was not an ordinary transaction of sale of goods and, therefore, was within the contemplation of the VAT Exemption Order, 2014, and secondly that the Tax “Appeals Tribunal erred when it interpreted section 21(4) of the VAT Act, Cap 331 to mean that the Commissioner-General or ZRA is deemed or ought to know the inadequacy or the

COPPER EXPORT EARNINGS RISE

XPORT earnings from refined copper in January 2021 increased by 10.5 percent to K13.5 billion. The earnings increased to K13.5 billion from K12.2 billion in December2020, says Zambia Statistics Agency (ZamStats) Statistician General, Mulenga Musepa. Mr Musepa said copper prices on London Metal Exchange market for the corresponding months increased by 2.8 percent to US$7,970 per tonne in January 2021 from US$7,755 per tonne in December 2020. He said this when announcing the annual inflation rate for February 2021 this week. “The volume of refined copper exported for the month of January 2020 was 81.1 thousand Mt while the volume of Refined Copper exported January 2019 was 71.4 thousand Mt representing a 13.7

percent increase,” Mr Musepa said. He said Zambia’s major export products in January, 2021 were from the intermediate goods category accounting for 85.8 percent. Mr Musepa said exports from the consumer goods, raw materials and capital goods categories, collectively accounted for 14.2 percent of total exports in January, 2021. He indicated that the major export destination in January, 2021 was Switzerland, which accounted for 42.5 percent of

the total export earnings. The main export product to Switzerland, he said, was copper anodes for electrolytic refining, accounting for 66.6 percent of total export earnings from that country. “China was the second main export destination accounting for 20.5 percent of the total export earnings. Mr Musepa explained that the major export product to Singapore was copper anodes for electrolytic refining, accounting for 55.3 percent of total export earnings from that country. “Congo DR was the fourth main export destination accounting for 8.2 percent of the total export earnings. The major export products were, other non-alcoholic beverages accounting for 11.1 percent of total export earnings from that country,” he said. Luxembourg was the fifth main export destination accounting for 4.9 percent of the total export earnings. The five countries collectively accounted for 88.8 percent of Zambia’s total export earnings in January, 2021.

INTERIM trends suggest that the local unit will likely trade between K21.80 and K22.50 in the short to medium term with a minimal bias to the upside. According to Cavmont Bank Zambia, the Kwacha on Thursday this week made a further movement to the downside against the U.S dollar. Cavmont in its daily market update indicated that the local unit began the day trading at K21.73 / K21.78 but was soon seen trading at K21.78/ K21.83 on the back drop of continued heightened demand. “Trading activity was largely flat during the session, with little or no inflows being seen from sellers,” the Bank said. Cavmont indicated that the local currency on Wednesday made a further movement to the downside against the United States dollar. “The local unit began the day trading at K21.68/ K21.73 but was soon seen trading at K21.70/ K21.75 on the back drop of continued heightened demand. “Trading activity was largely flat during the session, with

little or no inflows being seen from sellers,” the Bank said. Absa Bank Zambia also said the Kwacha was relatively stable on Friday last week in a rather quiet trading session with the market remaining subdued as dollar supply to facilitate the increasing greenback demand contracts stayed thin. Absa anticipated that the local unit to trade steady in the short term mainly on the back of corporates payroll conversion that are expected in the days to come. “Opening the day at K21.630/21.680, 2 ngwee shy of its previous day’s close of K21.610/21.640 per dollar, the local unit traded flat in both the morning and afternoon sessions and closed the week unchanged,” Absa said. Meanwhile, London copper prices extended gains on Monday to cross the US$9,000-a-tonne level for the first time since September 2011. This was driven by a weaker dollar and hopes that demand in top consumer China will pick up after the Lunar New Year holiday break. Three-month copper on the London Metal Exchange climbed as much as 3.3 percent to US$9,199 a tonne, the highest since September 2011. The contract is now 10 percent below the all-time high of US$10,190 a tonne touched in February 2011.

Kagem Mining resumes ops next month By BUUMBA CHIMBULU KAGEM Mining will reopen principal operations at its Lufwanyama emerald mine in a phased manner, beginning in the second week of next month. The reopening comes at a time after the mine faced a significant detrimental impact stemming from the Covid-19 pandemic over the past year. The reopening process will commence with the wash plant production area followed by the mining operations and is expected to complete by the second week of April 2021. This follows a suspension of all but critical operations since March last year during which time Kagem employees (excluding those on critical operations) were placed on leave. In a statement from the mine, employees on leave had continued to receive basic (80 percent) salaries, in line with the new Employment Code Act 2019 (Act No. 3 of 2019) throughout the suspension period, despite not working. “Kagem has been able to avoid redundancies and retain its workforce due to the financial support provided by the majority shareholder, Gemfields Limited, which owns 75 percent of Kagem in partnership with the government’s

Industrial Development Corporation, which owns 25 percent. “Due to the continued uncertainty surrounding Covid-19 and subsequent mitigation measures limiting travel and logistics, Gemfields remains unable to provide reliable guidance as to when it might return to its regular auction format and schedule, meaning future revenues remain uncertain,” the mine said. The mine however said with the Minister of Mines’ approval, Gemfields was able to hold a series of mini-auctions in the last quarter of 2020. Incorporating shuttle viewings in different cities, followed by bid submission via an online auction platform,

the completion process of each auction was monitored live by the Zambian Government. This pilot project was successful in that it generated some income which will assist Kagem in restarting its principal operations. Kagem, the statement said, continued to closely monitor developments of the Covid-19 pandemic, such as the rise of the new variant. “Despite the ongoing challenges faced as a result of the pandemic, Kagem remains committed to delivering strong production and successful auctions in the 2021 financial year, to maintaining employment for the local workforce and to delivering financial contributions back to Zambia,” the mine said.

Mr Cheembe said the challenge is that the country has not taken proper

post-mortem or reflection of why political alliances have failed to materialise in Zambia. Mr Cheembe said once reasons are established it will help political parties to know the dos and don’ts when forming political alliances and form a strong unit of purpose. And Mr Cheembe has appealed to political parties to ensure that their internal wrangles are resolved amicably in order to help maintain peace. ‘’We have taken note and we are monitoring the unfolding in the NDC and UPND and we hope that none of these political differences will solicit for any acts of political violence,” Mr, Cheembe said. He has since urged politicians to prioritise unity above all as they form alliances if they are to stand a test of time.

PEAKER of the National Assembly Patrick Matibini yesterday admonished Monze Central MP Jack Mwimbu for accusing Vice President Inonge Wina of having the propensity to mislead the nation. Dr Matibini advised Mr Mwimbu that there were ways and means to address issues rather than using insulting language in the house. Mr Mwiimbu is also leader of the opposition in parliament. He said that the words that the Monze Central MP used were not fair as he meant that the Vice President was always telling lies in the house. Dr Matibini advised Mr Mwimbu or any MP not to use insults as a course of action. The Speaket noted that

State seeks funds for Monze-Namwala road By ANDREW MUKOMA GOVERNMENT Is mobilising funds to complete the Monze- Niko Road to ease the transportation of people and their goods between the Monze and Namwala districts, Southern Province Minister Edify Hamukale has said. Dr Hamukale said Government was committed to completing the road that was of economic importance to the two districts and the country at large. The Minister was speaking during a meeting to introduce the new Permanent Secretary, Joyce Nsamba to heads of government departments, the business houses and other stakeholders at Golden Pillow Lodge. He explained that both Namwala and Monze districts had huge potential in the agriculture, livestock and tourism sectors adding that a good road network was imperative to bolster economic activities in the two districts. Dr Hamukale noted that the Patriotic Front (PF) will continue to pride itself for bringing much needed development in Monze through the upgrading of townships roads, construction of schools, and

health facilities among others. The Minister implored the council to expedite the construction of the bus station which was at 98 per cent completion. He also urged the local authority to sustain the Keep Monze Clean and Green campaign to prevent outbreak of disease such as cholera. “Government is in the process of sourcing funds to complete the Nieko-Monze road which is an important road to spar and sustain economic activities in the two Districts. And I must also say that the PF government will continue to pride itself for bringing much needed development to Monze District in almost all sectors such as health, education, road infrastructure including the Presidential Milling Plant among others,” Dr Hamukale said. “I also want to urge the council to be on its toes to continue implementing the Keep Zambia Clean Campaign to prevent any water borne diseases,” he added. And Ms Nsamba urged all civil servants in the province to avoid partisan politics but instead focus on their duties. She pledged to work with all stakeholders in Monze District to deliver to the expectation of the people.

ZAMRA orders recall of Mendez medicines, substances By FLAVIO KANUNGO THE Zambia Medicines Regulatory Authority (ZAMRA) has ordered the recall of all medicines and allied substances from Mendez Clinic International from circulation with immediate effect in order to ensure that public health and safety is safeguarded. Meanwhile the proprietor of Mendez Clinic International Mr. Mendez Fernandez has been directed to immediately cease the manufacture and distribution of all products that are considered to be regulated by the Authority as prescribed under the Medicines and Allied Substances Act No. 3 of 2013. In a statement availed to Daily Nation, ZAMRA senior public relations officer Christabel Illiamupu said all medicines and allied substances, including PH-Tea produced by Mendez Clinic International are not approved for use or sale by the

Authority. Ms Illiamupu has cautioned members of the public against purchase or use of medicines and allied substances manufactured by Mendez Clinic International as their safety, quality and efficacy has not been ascertained and no Marketing Authorization was granted by the Authority. She further disclosed that the inspection conducted by the Authority revealed that the Clinic manufactured products such as; PH-Tea, cosmetics, water, detergents and other products under unsanitary conditions making products were unsuitable for human use. “The facility is not licenced by the Authority to manufacture, supply and distribute medicines and allied substances therefore we wish to discourage members of the public against using products manufactured by Mendez clinic international,” Ms Illiamupu said.

MONZE District in Southern Province has recorded a total of 15 cases of Covid-19 positive cases among learners. District Education Board Secretary (DEBS), Munakasaka Chikuba, disclosed that 15 learners were treated and released. Dr Chikuba said that only one teacher from Bana Kaila Primary School who tested positive was still in quarantine receiving treatment. This came to light during a meeting addressed by Southern Province Minister Edify Hamukale to introduce the new Southern Province Permanent Secretary Joyce Nsamba to heads of government departments. She pointed out that while all schools in the District were disinfected and provided with personal protective equipment (PPEs), most learning institutions still had challenges in maintaining social distancing due to inadequate school infrastructure and staffing. And acting District Director of Health, Kelson Lungu, said inadequate laboratory staff, lack of surveillance officers and inadequate chemicals to disinfect all public places were posing a challenging in reducing covid-19 cases. The other challenge was low compliance levels among pupils and residents.

THE Opposition Alliance was bound to flop from onset because it was formed to propel Hakainde Hichilema’s agenda, National Democratic Congress (NDC) founder Secretary General Mwenya Musenge. Mr Musenge said no meaningful alliance with UPND can succeed because all attempts to have an alliance are driven by selfish motives. “No alliance with UPND can ever succeed because of Mr Hichilema and UPND’s agenda has always been about themselves, “Mr Musenge said. Mr Musenge said the flop of the opposition alliance was expected from onset because of UPND is too selfish to accommodate views of others. ‘’The changing of the name from opposition alliance to UPND alliance is suggestive enough that it’s all about the UPND and other political parties are just being used to propel

their agenda, ”Mr Musenge said. He said he was against the idea of forming an alliance with UPND from the onset because he knew that Mr Hichilema and UPND could not be trusted. “When I was secretary of the NDC and decided to pull out of the alliance I was called all sorts names but today, I have been vindicate, “Mr Musenge said. Mr Musenge said it was unfortunate that the NDC could allow itself to be used by the UPND. He said it was unfortunate that once the viable opposition has been reduced to a mere joke. “Though what is happening in the NDC should not be celebrated, it’s important to mention that I have been vindicated,” Mr Musenge said. Meanwhile, Patriots for Economic Progress (PeP) says it is saddened by internal wrangles that have engulfed the NDC leading to the expulsion of leader Chishimba Kambwili.

Grizzly Mining donates oxygen to KTH By ROGERS KALERO GRIZZLY Mining Limited has donated 114 cylinders containing medical oxygen to the Kitwe Teaching Hospital (KTH) covid-19 centre. The mining firm says that the battle against Covid-19 is for every patriotic citizen which should not be left to Government only. Grizzly Mining Chairman, Abdoulaye Ndiaye, noted that the Government should be supported as the effects of the pandemic did not discriminate but affected everyone. He said his company would continue to partner with Government as a reliable ally to combat the Covid-19 through contributions of various materials. Mr Ndiaye was speaking yesterday when he handed over the 114 cylinders of medical oxygen worth K90,000. The donation was handed over to the hospital on behalf of Mr Ndiaye by company Group Human Resources and Corporate Affairs Manager Davy Phiri yesterday. “On behalf of Grizzly, I wish to announce that we are donating medical oxygen worth K90,000 representing over 1,300 kilogrammes or 114 cylinders towards the mitigation of the second wave of Covid-19. Mr Ndiaye said his firm had been donating hand sanitizers and hypochlorous acid to the districts namely, Kitwe, Kalulushi, Lufwanyama, Mushindamo, and Kasempa. He said the donations were a sign of ploughing back part of the profits not only into communities in which the company operates but the country at large. And KTH head of clinical care, Namakando Liusha, said his institution was grateful that Grizzly Mining had decided to donate medical oxygen to help towards the fight the pandemic.

NOTE: The 1996 constitution begins with a preamble which is an introduction to the document. The process of constitution making and adoption. This means the process of approving the copy of a draft constitution. There are three methods of adopting the constitution, these are; 1. Through Parliament- the draft constitution is taken to parliament where the members of parliament debate on the draft before adopting it. For example, Zambia used this three times in all the three constitution review commissions. 2. Constituent Assembly- (CA) • This is a body of representatives elected by their respective interest groups to formulate, amend or adopt a constitution of a country. • Representatives are drawn from churches, learning institutions, trade unions and student bodies. • This method is more democratic and more favourable to Zambian citizenry because it is free from government interference. • The adoption of the constitution by a CA is more representative than by parliament. • Countries such as the United States of America, India, Namibia, Uganda, South Africa, Kenya, and Ethiopia adopted their constitutions through the CA.

Referendum • The Draft constitution is subjected to the general public to approve it through a public vote. • If more than half of the votes cast are in favour of the amendment (50%+1), the Constitution would have been adopted and the Republican President will assent the Draft copy to legitimise it. **The National Constitutional Conference (NCC) -The choosing of the members of Assembly of the NCC is similar to that of the CA in that its members are drawn from various interest groups but it is a conventional method. The only difference is that the final draft constitution of the NCC has to be adopted by parliament. Characteristics of a good constitution A good constitution must be: • Clear- language used must not be too difficult for ordinary citizens must to understand. • Be neither too rigid to prevent change nor too flexible to encourage tempering with the basic principles. • Be stable and stand the test of time or must last for a long period of time (Durable). • Protect and respond to the social, economic and political needs of citizens. • Cater for the interests of various groups in society. • Protect the rights of citizens. Bushiri fraud case postponed as State awaits outcome of extradition hearing JOHANNESBURG - The fraud, theft and money laundering case against self-proclaimed prophet and now fugitive Shepherd Bushiri has been postponed as the State awaits the outcome of his extradition hearing in Malawi. Bushiri’s co-accused, Willah Mudolo, his wife Zethu and Landiwe Ntlokwana appeared in the Pretoria Magistrate’s Court on Thursday. Bushiri and his wife Mary, who is also a co-accused, were not present as they had fled the country, returning to their homeland of Malawi soon after being granted bail by the same court in November last year. The accused face multiple charges of fraud, theft and money laundering in relation to an investment scam,

which allegedly defrauded investors to the tune of R102 million. The State requested a lengthy postponement as it was waiting for the outcome of the Bushiris’ extradition hearing, set to start on March 8 in Malawi. The prosecutor added that further investigations were underway. The matter was postponed to May 4. News24 recently reported Bushiri and his wife obtained an interdict - in the High Court of Malawi preventing Malawian police and the Director of Public Prosecutions from effecting an arrest. This, according to their lawyer Wapona Kita, who said that the Bushiris’ minor daughters were recently blocked from flying out of Malawi to Kenya.

Bushiri’s minor daughter has now been granted clearance to travel to Kenya for medical attention, his lawyer Wapona Kita told News24 on Thursday evening. Kita sent the said clearance to News24, which will allow the minor to receive medical attention for a condition that cannot be treated in Malawi. Meanwhile, back in South Africa, Mudolo remains the only accused in custody after his bid for bail was denied in December. The court said that Mudolo, who is a Zambian, was a flight risk, having attempted to flee the country three times before he was arrested at OR Tambo International Airport on the third attempt. Myanmar police fire into air to disperse protests as lawyer to Suu Kyi says access denied

AYPYITAW - Police dispersed protesters in Myanmar’s two biggest cities yesterday, firing stun grenades, rubber bullets and guns into the air, witnesses said, as the challenge to the army’s bid to re-impose its rule showed no sign of slackening. At least one person was injured in the protests in the main city of Yangon, a witness said, and a photograph posted by a media outlet from the second city of Mandalay appeared to show a wounded protester in the back of an ambulance. Police were not immediately available for comment. Myanmar has been in crisis since the army seized power on February 1 and detained civilian government leader Aung San Suu Kyi and much of her party leadership after the military complained of fraud in a November election that her party won. A lawyer for Suu Kyi, who is being held under house arrest, complained that he had not been granted access to her, three days before she is due to return to court, adding that it would undermine her right to a fair hearing. There have been daily protests and strikes by democracy supporters for about three weeks, often drawing hundreds of thousands of people across the diverse country. In Yangon, hundreds of mostly young people congregated again yesterday but they largely melted away when police prepared to move in. Small groups gathered in other places to chant slogans and confront lines of riot police who later fired stun grenades and guns into the air to send people scattering. “One house let me in to hide,” journalist Thu Zar told Reuters from the scene. “I can’t leave yet as the police are very near and firing into the air.” A short time earlier, several people were detained, witnesses said, among them a Japanese journalist, a colleague said. Domestic media and witnesses reported a similar situation in Mandalay where police also fired rubber bullets. It was not clear how the wounded man in the photograph was hurt.

Libya Football Federation announces stadium ban to be lifted THE Libya Football Federation (LFF) has announced the first steps in the lifting of a ban on the use of its stadiums for international matches. Security issues means that Libyan clubs and its national team have not been able to play on home soil for more than seven years. The news came after a recent visit from a Confederation of African Football (Caf) delegation to inspect facilities and the security situation. "I have good news today, especially for football fans and all Libyans, which is the lifting of the complete ban on all our stadiums, especially the ban in terms of security," said LFF president Abdulhakim Al-Shalmani in a video message on Twitter yesterday.
