T is unpatriotic for institutions and individuals to make pledges towards the Covid-19 fight but fail to fulfil when the country is in dire need of support to eradicate the pandemic, stakeholders have said. Former deputy Minister of Labour Gabriel Namulambe said it was imprudent for stakeholders and individuals to fail to honour their pledges towards the fight against Covid-19 whose effects were still ravaging the country. Mr Namulambe said people should avoid the tendency of making pledges
to show off because the act lowers one's integrity especially that the Covid-19 fight was not for the government alone. He urged all those that had not fulfilled their pledges to do so and complement Government's effort in mitigating the effects of the pandemic. "Those who could have made the pledges should not end with the satisfaction of showing off. The satisfaction should go towards the fulfilment of the pledge aimed at saving people from the pandemic," Mr Namulambe said. And New Congress Party president, Peter Chanda,
said it was important for all those who made pledges to fulfil them because the Covid-19 was a disaster whose effects were not budgeted for. By STEPHEN MWEWA GOVERNMENT is on the path to economic recovery in partnership with the private sector, says Ministry of Commerce, Trade and Industry Permanent Secretary Mushuma Mulenga. Mr Mulenga said Government had realised the important role the chambers of commerce and provincial cooperatives could play in the country’s economic recovery programme. He said it was for this reason that Government had enhanced interaction with the private sector and had taken on board chambers and provincial cooperative unions. Mr Mulenga was speaking on Wednesday when he paid a courtesy call on the Northern Province administration He said he was in the region to check on the operations of the solar milling plants in terms of contributing to the reduction of the price of mealie-meal. Meanwhile, Kasama District Commissioner Kelly Kashiwa who represented provincial Permanent Secretary Lloyd Chakaba thanked Mr Mulenga for visiting the area to see the operationalisation of the solar milling plants. Mr Kashiwa added that Kasama and Mbala and the province at large were well positioned to enhance business. GOVERNMENT has requested Banks and respective Export Credit Agencies to consider forming a Private Creditor Coordination Committee to enhance communication and transparency. This was after the government and over 100 participants of its creditors held
a virtual meeting to update them on a number of Zambia's economic developments such as the country's macroeconomic and fiscal situation. The meeting involved over 100 participants from more than 20 international commercial banks and export credit agencies with loan exposure to Zambia. During the meeting, Gov-
ernment provided an update on Zambia’s macroeconomic and fiscal situation, engagement with the International Monetary Fund (IMF), and the authorities’ strategy to restore public debt sustainability. Government during the same meeting held on Thursday requested all participating banks and respective export credit agencies to
consider forming a Private Creditor Coordination Committee to enhance communication and transparency, going forward. It is the government’s sincere hope that the process will result in the formation of a Private Creditor Coordination Committee to facilitate greater communication and data dissemination going forward.

two breached the party constitution. They also want the court to direct the Registrar of Societies to appoint an interim committee during the determination of the matter. On Wednesday, High Court Judge Mwape Bowa granted the 20 members leave to commence committal proceedings for contempt of court against

He stated that on May 4, 2016 the council resolved by way of resolution C/137/05/16 to bestow upon him the status of Alderman. But that has not been implemented. But in a ruling delivered by Judge Pixie Yangailo on Wednesday, she said that Mr Lubinda delayed in making the application for leave to apply for judicial review, which he should have done within three months from the date when grounds for the application arose. Ms Justice Yangailo said that when the application for permission is not made promptly, the court may refuse permission on the ground of delay unless it considers that there is a good reason for extending the period. “As a consequence of my finding, I refuse to grant leave to apply for judicial review and accordingly dismiss the application,” she ruled. This is according to Ministry of Finance Permanent Secretary for Budget and Economic Affairs, Emmanuel Pamu, who was Zambia’s lead speaker during the meeting. Dr Pamu explained that the ongoing Covid-19 crisis had created major challenges for the Zambian economy and that the country remained committed to restoring public debt sustainability and maintaining transparent engagement with all creditors.

Agriculture Minister Michael Katambo however said only millers with own maize will be allowed to participate under the arrangement as per agreement with the Millers Association of Zambia. He assured the country that maize stocks including the FRA strategic reserves indicated that the country was food secure up to October 2021. Mr Katambo advised millers interested in exporting maize to source their own maize from the open market where maize is readily available. Meanwhile, Zambia Consumer Association (ZACA) executive secretary Zuba Sakala has warned that lifting the ban on export of Mealie meal if not well handled may trigger food shortages and price hikes of the staple food, Mr Sakala said government should tread with caution before allowing export of mealie meal to avoid causing a serious disruption in food supply chain. He said the lifting of mealie meal export ban has also potential to cause serious food insecurity apart from spurring price hikes further as millers will resort to selling their products outside to earn more profit.

The President said what matters was someone’s actions and deeds after one apologises for the wrongs they have done. Meanwhile, Mr Lungu has assented into law the Cyber Security and Cyber Bill of 2021. President signed the Bill into law on Tuesday, March 23. President Lungu hoped the law would bring sanity in the way the internet is used in Zambia. “This is purely to protect citizens from abuse by people who feel they can do or say whatever they want using the veil of cyberspace. This law is aimed at protecting all Zambians, including those who are against it,” President Lungu said. He said the Bill was brought to his office and he scrutinised it before he assented to it. “I could not have signed it if I was not convinced it is for the good of all Zambians. I have read through and it is perfect,” he noted.
Zambia, IMF bailout talks resume Tuesday By BUUMBA CHIMBULU VIRTUAL discussions between Zambia and the International Monetary Fund (IMF) on an Extended Credit Facility (ECF) will resume on Tuesday next week. This is a follow up on the previous virtual meeting with the mission which took place between 11 February and 3 March, this year. The discussions on outstanding issues will resume on Tuesday and continue into the first two weeks of April, says Secretary to the Treasury, Fredson Yamba yesterday. Zambia requested an ECF from the IMF, in November last year. “The aim is to agree on an appropriate policy reform agenda to address the economic challenges that Zambia is encountering and support the country’s return to a sustainable macro-fiscal situation over the medium-term,” Mr Yamba said. Mr Yamba indicated that a team from the Ministry of Finance, Bank of Zambia as well as other relevant ministries and institutions would participate in the discussions with the IMF. He explained that during the previous virtual meetings, significant progress was made, with both parties agreeing on the causes of Zambia’s macroeconomic imbalances and the current state of public finances. “Zambia requested for a formal IMF programme under the Extended Credit Facility window in November 2020 in order to stabilize the economy, severely hit by the COVID-19 pandemic,” Mr Yamba said. In December last year, Zambia launched its Economic Recovery Programme 2020 –2023. The Ministry of Finance, with the assistance of financial and legal advisors, continues to engage with all creditors. As of late January 2021, Zambia has requested a debt treatment under the Common Framework agreed by the G20 and Paris Club members, which is expected to contribute to restoring Zambia’s public debt sustainability.

Oil exploration progress cheers State By OLIVER SAMBOKO GOVERNMENT has announced that it has recorded substantial progress in three oil and gas exploration blocks. Addressing the press in Lusaka yesterday, Mines and Mineral Development Minister Richard Musukwa said Government remains committed to ensuring that extensive exploration works in the petroleum sector are carried out for the benefit of Zambians. He said substantial progress had been made with regard to exploration in blocks 31, 32 and 54 held by Geo Petroleum Limited, Mafula Energy Limited and Sargas Oil Limited, respectively. He said exploration works such as Seismic Data Acquisition to upgrade the data package have been up scaled to boost investment attraction in the sector. Mr Musukwa also said the government of President Edgar Lungu was reviewing the Petroleum Exploration and Production Act No. 10 of 2008 and its subsidiary legislation to make investment in the petroleum upstream sector more
attractive. He said the ministry has so far demarcated 38 petroleum exploration blocks covering Northern, Muchinga, Luapula, Southern, Western, NorthWestern and Central provinces. Mr Musukwa also disclosed that 12 blocks out of the 38 blocks have so far been granted exploration licences through a competitive bidding process which involves a public advertisement in line with the Petroleum Act. He said exploration works are at different stages in each block with others making substantial progress while some are still awaiting the necessary statutory approvals before they can commence exploration works. Mr Musukwa named the companies that have been granted licences as Geo Petroleum Limited, Mafula Energy Limited, Sargas Oil Limited, Tiiseza Zambia Limited, Barotse Petroleum Limited and ZCCM-IH. He also disclosed that Mafula Energy Limited had spent about US$4 million on oil and gas exploration projects and licence fees paid to the government.
ZMA welcomes Covid-19 vaccine approval By SIMON MUNTEMBA THE decision by Cabinet to approve the acquisition of Covid-19 vaccine is long overdue, the Zambia Medical Association (ZMA) has said. ZMA General Secretary Masiku Phiri, who welcomed the move, said approval of the vaccine was long overdue as it would help in ending the pandemic in the country. He said in an interview that globally, the Covid -19 vaccine had been seen as a way out of the pandemic and a way to reduce transmission of the virus. “We welcome the decision by Cabinet. Actually, the decision is long overdue looking at

the many health experts and ordinary citizens who have succumbed to the disease,” Dr Phiri said. Dr Phiri was reacting to an announcement by Government that Cabinet had approved the acquisition of Covid-19 vaccine which would be restricted to beneficiaries above the age of 18. Health Minister, Jonas Chanda, announced on Thursday that a Cabinet meeting that was held on Wednesday to deliberate Zambia’s acquisition, deployment and financing of Covid-19 vaccine approved that the country should undertake the programme. “This follows Government approval in principle to adopt a Covax vaccine programme as
one of the key pillars in mitigating the impact of Covid-19 on the health and social economic of citizens especially the vulnerable in society,” he said. Dr Chanda said under the Covax facility, 3, 676, 791 eligible Zambians above the age of 18 will have to be earmarked for the vaccination. He said health front workers, the police, security, teachers, traditional leaders, clergy, marketeers, traders, bus drivers and truck drivers will be given priority. Dr Chanda said the remaining 26 percent eligible population will be covered under the Government-sponsored vaccination programme and other mechanisms.
He observed that the number of people wishing to be adopted on the PF ticket was big but advised all the applicants to remain calm and allow the officials do their job diligently. Mr Mwila also advised those who were already celebrating for coming out first in the interviews at constituency level to stop, noting that their scores were not final as they awaited recommendations from the central committee. He however described the process which he said was expected to be completed in two weeks’ time as good so far.

He said Mr Hichilema is aware that this coming election marks an end to his political career because after the polls UPND will rise against him and flush him out so he has resorted to a very desperate strategy to cause chaos and confusion in the country. Mr Mwanza said the UPND leader has been deliberately provoking a reaction from the President and the police so that when he is arrested he would accuse Government of dictatorship and claim that there is no rule and order in Zambia. He said Mr Hichilema is acting desperately because he has realised that UPND has no numbers to beat PF which has a commanding lead in seven of the country’s 10 provinces. Mr Mwanza said the PF is popular and that the UPND has remained only with Southern Province as NorthWestern and Western provinces have been eaten into by PF as evidenced from the numerous by-election results in these two provinces where UPND has continued to lose its own seats to the ruling party. He said Mr Hichilema has been daring the President and the police and every time he is summoned to answer to charges, he organises his cadres to cause trouble. Meanwhile, Zambia Republican Party president Wright Musoma has challenged Mr Hichilema to report to police if he has evidence that his life was in danger. Mr Musoma who described Mr Hichilema’s assassination allegations as nonsense said he was scared of his own shadows. He said Mr Hichilema has sensed defeat in the August 12 election and wants to draw sympathy by his hallucinations.

NO PLACE TO HIDE CRIMINALS who want to use the cyber space to commit crime no longer have a safe haven where they think they are untouchable. By assenting to the Cyber Security Bill into law, President Edgar Lungu has sent a clear message that cyber space is for law abiding citizens. It is also a message that Zambian values must be upheld even when people use social media. It will not be acceptable that it be turned into a forum for breaking the law, libel or otherwise with impunity. There have been a lot of scepticism from doomsayers, claiming that the new law was designed to invade people’s privacy and curtail their freedom of speech. There is even one opposition leader who has said that he will revoke the new law immediately after he wins the August 12 tripartite elections – presidential. But casting the politicking aside, President Lungu said on signing the bill that he hoped the law would bring sanity in the way the internet is used in Zambia. That is our hope too. “This is purely to protect citizens from abuse by people who feel they can do or say whatever they want using the veil of cyberspace. This law is aimed at protecting all Zambians, including those who are against it,” President Lungu said. The cyberspace, while allowing ordinary people a forum in which to express themselves and share ideas has also been abused. Some people have used the cyberspace to spread lies not only against individuals but against governments. They have done this using adopted names to hide their real identities. They do not care the harm that their evil activities could have on the innocent victims. They do not appreciate that even their victims have a right to be protected from such abuse. No more will they escape the long arm of the law. If anything, why would anyone without criminal or evil intentions want to oppose a law that tends to create an even playing field where no one has monopoly to injure another party? Zambians must not be misled that this is a bad piece of legislation. No government worth its salt would deliberately introduce a law that would harm its citizens. President Lungu “I could not have signed it if I was not convinced it is for the good of all Zambians. I have read through and it is perfect.” Mr Lungu said the Bill was aimed at ensuring the provision of cyber security in the republic, to provide for the protection of persons against cybercrime and provide for child online protection. He said the Bill would also facilitate identification, declaration and protection of critical information infrastructure, provide for the collection of and preservation of evidence of computer and network related crime He said it will revise the admission, in criminal matters, of electronic evidence, provide for registration of cyber security services providers and provide for matters connected with, or incidental to, the foregoing. Moreover, if anyone feels their rights have been infringed upon, they have recourse to the courts. But for now, President Lungu has done well to keep his promise, that he will sign the Cyber Security Bill into law promptly when it was placed before him.

‘TAZAMA DEPOT DISASTER IN WAITING’ By NOEL IYOMBWA
TAZAMA fuel depot along Buyantashi Road in Lusaka is a danger in waiting because of the fuel tanker trucks that congest the road, a Zambian truck driver, Mr Brian Haabenzu has warned. Mr Haabenzu said in an interview that drivers waiting to offload fuel sleep in the trucks and cook around the area, thereby posing a danger of a possible fire. He said that unlike other countries where drivers are not allowed to sleep or cook in trucks, the situation was different at Tazama fuel depot which is congested
with trucks awaiting to offload fuel. Mr Haabenzu explained that authorities in other countries were strict and that anyone found cooking or sleeping in trucks would be charged. He wondered if the authorities were not aware of the situation along the road, considering how close the depot was from the central business district. Mr Haabenzu also expressed concern at the poor sanitation along the road. He said that drivers use any means to answer the call of nature because the place has no public conveniences. “You cannot tell me that the Lusaka City Council is not aware of what is
happening here at Tazama. Their job is to ensure that there is sanity in the city, besides we see council vehicles passing through this road. The drivers use plastic bags and throw them in the drainages,” he said. Mr. Haabenzu has since implored the local authority to control the situation before a disaster happens. When contacted, Lusaka City Council acting public relations manager, Thelma Mbewe said that the council was aware of the situation and had sent health inspectors to check what was happening. Ms. Mbewe said that the local authority recently received a report on the matter .

She said it was baffling that some NDC officials who were recently fed and taken care of by Mr Kambwili were busy insulting him after being promised adoptions and ministerial positions by the UPND leadership. Ms Imboela said those that supported the UPND Alliance did that for personal gain, and not for the benefit of NDC.
She wondered where the Akafumba-led NDC faction members have gotten the money to flash around when they were very recently just destitute and spending time at the NDC secretariat. “People negotiated for themselves, they have been promised to stand on UPND strongholds. They have been promised ministerial positions. “There is money flowing right now. People who didn’t have money in the NDC, all the sudden they have money,” Ms Imboela said. She added: “The same people that are now calling him names would be at his house 06:00 hours eating breakfast. Some of them were even sleeping at our NDC secretariat and they are insulting him today.” She said it was sad that some NDC members were ungrateful to Mr Kambwili who has single-handed been funding the party. “Dr Kambwili’s house has never been empty of money. Dr Kambwili single-handedly
has been a main funder of NDC. Even when he said he has been squeezed by PF, it doesn’t mean that he is broke. The Roan byelection for example it was 90 percent funded by him,” she said. Ms Imboela said being a former UPND member, she would not wish to work with the opposition because of its dictatorial tendencies. She said: “I have been in the UPND and I know their problems. I know how even their MPs are not allowed to mingle or talk. They don’t talk, they only talk through other people. If they talk to ministers, they are subjected to disciplinary committee. Is that the party I want to belong to? The answer is no. I don’t want to belong to them.” She said she would rather join PF with Mr Kambwili than working with the opposition UPND. “Trust me, today I am one of the people who if Mr Kambwili was to say let us go to the PF, I would vote yes,” she said.

37 displaced families in limbo By ROGERS KALERO ABOUT 37 families that were temporarily resettled in Kafue Park after their houses were demolished in Kitwe’s Luyando area have again been displaced because the piece of land has been allocated to other people. The displaced families had their houses demolished in Luyando area in Mindolo in June last year after a court ruling that the piece of land belonged to Mopani Copper Mines. Mr Kennedy Chishala, representing the affected families, said they have been thrown in the cold once again because the owners of land where they were squatting want to make some developments, hence they need to move out. Mr Chishala was with Veronica Mwape, Peter Phiri, Victor Mayalo, John Chishiba, Liliian Lungu, Suzanne Mulenga. “After our houses were demolished in Luyando area, Government decided to move us to Kafue Park across the Kafue River as a temporal place while looking for a permanent place for us to settle, but up to now, nothing has happened. “To make matters worse, the owners of this piece of land where we are temporarily resettled, have come and have told us to vacate. In short, we have been thrown in the cold again,” Mr Chishala said. Mr Chishala said the people who had been given the same piece of land, were flood victims from Ipusukilo and Chipata Townships. He appealed to Kitwe District Commissioner (DC), Chileshe Bweupe, and other relevant authorities to find them an alternative place. Efforts to get Mr Bweupe failed as his phone went unanswered.

GOVERNMENT will not shy away from investing in Infrastructure development despite constant criticism because roads are important in fostering economic development, Central Province Minister, Sydney Mushanga has said. Mr. Mushanga said Government has prioritised road infrastructure because a good road network was a prerequisite to economic growth. He said in an interview that a good road network guarantees efficient and smooth movement of goods and services in the country and beyond. “This government continues to say roads are very important because with a good road network we have easy movement of goods and services
to places where they are urgently needed by the people,” he said. Mr Mushanga, who is also Bwacha Member of Parliament (MP), added that despite continued criticism by some individuals, Government would ensure that the country has a viable road network. Government, he said, was alive to the fact that no development would take place without proper infrastructure in place. Mr Mushanga said it was for this reason that the Patriot Front (PF) Government has since inception invested heavily in infrastructure development. “The PF since inception has invested heavily in infrastructure development which include roads, hospitals, mini hospitals, clinics, schools because in the absence of infrastructure no development can take place,” he said. Mr. Mushanga said Government would continue with the infrastructure development agenda with a focus on projects that would add value to the country’s economic growth.

GOVERNMENT will soon compensate the families that were displaced to pave way for the construction of a weigh bridge in Chongwe, says the Road Development agency (RDA). RDA director communications and corporate affairs, Masuzyo Ndlovu, said the people who were displaced from Chombwa village on the Great East Road would soon get their compensation. Mr Ndlovu stated that all the affected families would be fairly compensated. He said Government was aware of the complaints by the remaining three families that appealed for the reevaluation of their land and property.
Mr Ndlovu said that RDA received the complaint and the re-evaluation process had already commenced through the Government Valuation Department. And Chongwe Member of Parliament, Japhen Mwakalombe, said that the resident engineer, Julius Njovu, had also assured him that RDA was in the process of compensating the three affected families. Mr Mwakalombe, who is also Copperbelt Minister, said that the contractor had already made submissions to RDA. Meanwhile, Chongwe District Commissioner, Robster Mwanza, was pleased that Government was re-evaluating the land and property to ensure that the affected families were well compensated.

ROAD Infrastructure development is key to improving road safety in the country, Zambia Road Safety Trust (ZRST) chairperson Daniel Mwamba has observed. He also said the redesigning of the major road network infrastructure like the Munali Flyover Bridge and the other ones, recently launched by President Edgar Lungu, will not only reduce traffic congestion but also promote safe mobility for motorists. Mr Mwamba said the construction of flyover bridges and other bypass roads by Government aimed at decongesting traffic was a welcome move, adding that such infrastructure development programmes were also key to improving road safety in the country. “We therefore want to commend President Lungu and Government for a job well-done, which will result in an enhanced standard of living for all the citizens without leaving anyone behind,” he stated. He said effort by Government to transform and change the face of the
country through urban revitalisation will go a long way in reducing unnecessary accidents in the country. “The safe road infrastructure development will improve accessibility and reduce transportation costs also allowing citizens improved access to services,” said Mr Mwamba. He said as an organisation that advances the interests of all road users to ensure transport systems are safe and sustainable, ZRST attaches such developments to great achievement where human lives are concerned. He however, appealed to the government to extend this gesture to vulnerable road users such as pedestrians, disabled people and cyclists by improving the sidewalks to make country walkable, given that lots of people do a lot of walking compared to motorists. “It is against this background that we have vigorously embarked on various road safety projects that are aimed at reducing road crashes, as a means to supplement government efforts to reduce the number of fatalities in the country,” Mr Mwamba said.

North-Western Province information publicity secretary Emmanuel Samapimbi confirmed the incident in a statement. He said that the Ms. Tambatamba was heading to Lusaka when the accident happened at Masangano in Ndola. Mr Samapimbi however disclosed that all the occupants in the vehicle are okay including the MP despite body pains but that the vehicle has been extensively damaged. “This is to inform you that Honourable Tambatamba was involved in a Road Traffic Accident last evening at Masangano in Ndola on her way to Lusaka. “Let’s remember our lawmaker in prayers as we wish her and others a speedy recovery,” he said.

According to AfDB, although commodity prices had recovered somewhat from the low levels seen in mid2020, they remained subdued compared to their prepandemic levels. “Remittances are estimated to have dropped by nearly 10 percent in 2020, while tourism, foreign direct investments, and portfolio investments were halted in many countries. “If these sources of inflows do not rebound, public finances in many African economies will remain suppressed, jeopardising the projected recovery,” AfDB said. It added that the emergence of more contagious strains of the Covid-19 virus could derail the recovery process. Furthermore, it said, if progress in deploying safe and effective treatment was slower than expected, governments would had to reinstate restrictions.
THE Kwacha retreated slightly following an uptick in demand from importers. Earlier in the day, the currency pair was changing hands at K22.02/22.07, levels it maintained until mid-day on Thursday. This is according to the Zambia Industrial Commercial Bank (ZICB). According to the ZICB in its market update, as at close of trade, the Kwacha was being quoted at K22.04/22.09, a movement of K0.02 compared to its opening levels. In other local news, ZICB indicated that Thursday’s Treasury Bill auction was generally under-subscribed with K797 million being allocated. ZICB said this was out of the K1.3 billion that was offered by the Bank of Zambia and yield rates on all the tenors remained unchanged. “Market liquidity is currently K3.65 billion, compared to the previous day when it was K3.49 billion,” ZICB said. In other news, ZICB said the United State dollar reached a fresh fourmonth high before slashing its gains on Thursday, as yields on U.S. Treasuries dipped and investors’ appetite for risk shrunk. The dollar index was mostly unchanged at 92.6410 in mid-morning trading. Concerns about extended lockdowns in Europe also weighed on markets. “German Chancellor Angela Merkel’s decision to ditch plans for a lockdown over Easter did little to improve sentiment. “The euro was down 0.12 percent against the dollar, at UD$1.1800, with analysts forecasting it could embrace the US$1.16 range, as Europe’s economic recovery from the pandemic lags,” the Bank said.

This is according to the Bankers Association of Zambia (BAZ) Deputy Chairperson, Simangolwa Shakalima. Mr Shakalima observed that Zambia was currently witnessing an exponential growth in mobile and online payment platforms, which was a testimony to the shifting paradigms. He said technology had bridged the barriers of distance, leveraging on the availability of mobile network and internet connectivity. Mr Shakalima said digital transformation, which was a current phenomenon in the financial services sector, is evidenced by the increase in mobile payment transactions. He said this in his message to the members of the public during the official launch of the 2021 Financial Literacy Week celebrations.

“We are in the fourth industrial revolution, which has created “net citizens” who can only be reached through digital platforms as it is their preferred mode of interaction and socialising. “This means that digital payment channels and shared infrastructure through agency banking is making it possible to remotely on-board a customer and allow them to access financial services at a touch of a button anywhere, and at any time,” Mr Shakalima said. He said to accelerate
financial inclusion levels, the banking sector had over the years positively responded to calls for pure savings accounts. He said the market was now saturated with basic savings products that attract minimal to nocharges, and this is helping to up-scale financial inclusion levels for the under-served and unserved populations. “These, alongside the many positive strides scored by the Insurance, Pensions and Capital Markets sectors, are
what have resulted in the increase of the country’s financial inclusion levels from 59.3 percent in 2015, to 69.4 percent, as contained in the 2020 FinScope Survey Top-Line findings,” Mr Shakalima said. He said the key strategic objectives of the BAZ were to increase financial literacy levels as well as to develop innovative and technologically driven payment channels to ensure a financially included population in the country.

Bumper harvest expected in Kasempa KASEMPA is forecasted to be food secure despite experiencing flash floods that affected some farming fields. This was disclosed during the District Disaster Management and Mitigation Committee (DDMMC) meeting on Thursday. Kasempa Dstrict Agricultural Coordinating Officer, Joseph Masuwa said the food security analysis revealed that the district will produce agricultural products enough for the local population. “The food security analysis is showing that Kasempa is going to be food secure,” Mr Masuwa said. He said the findings from the crop forecast is indicating that the district is going to be food secure despite the rains damaging some maize fields. Meanwhile Kasempa District Commissioner, Phelosopher Chandamali expressed fear that if the rains continued the maize in the fields will be damaged. “Most farmers here in Kasempa plant Pannar 53, so if it continues to rain in April the maize might be rotten in the fields,” Mr Chandamali said. He added that farmers can only discover that their maize is rotten during the harvesting period. Beautify tourist capital, says promoter By ANDREW MUKOMA DISTINATION Livingstone Initiative has bemoaned the deplorable state of some Government and private buildings in the Central District Business (CBD), in the tourist capital. Initiative board chairperson, Peter Jones, said many buildings in the city had remained in a state of abandonment giving the tourist capital a bad outlook. Mr Jones has, asked the Livingstone City Council to compel the owners of such buildings to rehabilitate them and give them a fresh coat of paint. He said that as custodians of the city, the local authority must ensure all the buildings are painted, maintained and decorated. Mr Jones noted that some incomplete buildings in the CBD were giving a poor outlook of the city. He said among the buildings that had become an eyesore was the Governor’s House and Hindu Hall. Mr Jones added that despite the Governors House being a national assert, there was nothing the country was benefitting. He however said that his organisation had approached owners of the deserted structures to ensure that they painted and renovated them to beautify the city and attract activities.
THE Livingstone City Council (LCC) has liquidated its debt owed to Zesco Limited for street lights bills. Council Public Relations Manager Melvin Mukela said that the local authority owed the power utility company about K800, 000 thereby affecting its service delivery. Mr Mukela said as a result of the debt, street lights were switched off apart from the Mosi-Aa-Tunya, Akapelwa and Airport roads. He said stressed that the settlement of the debt would enable the council to light up street lights on some roads such as Kaunda, Kafubu, Mandela and Obote roads among others. Mr Mukela has meanwhile announced that the council was planning to install traffic lights at the junction of Airport and Musi-oa-tunya roads. He revealed that plans would soon materialises.

IT has become fashionable for Mr Hakainde Hichilema to make claims of being eliminated at the instance of the state each time elections are approaching. Ever since he landed his presidential bid, Mr Hichilema has been alleging that he is selectively being targeted as the object of what he calls, “state sanctioned assassination.” The allegation has been made louder at a time a named official has been detained by police in connection with the unknown threats he apparently directed to President Edgar Lungu and his close associate. These claims are not only alarming but unfortunate especially that he has not told the nation whether he has made any step to avail details of his alleged assassination plot before competent institutions. Mr Hichilema has become an alarmist and attention seeker who has consistently made these claims without taking proactive steps to bring the perpetrators of his alleged assassination attempt before the law enforcement agencies. We recall, there are instances when he has been caught in the web of willful confrontation, entice the police to act and when they act, he moves with the narrative of being a target of death. The credibility of such claims which are expressionlessly been made with-

out tangible evidence makes his assertion farfetched. By now he should have provided details so that the state can grant him the necessary protection to thwart the threat on his life. We advise Mr Hichilema not to worry about his health, his life matters just like any other Zambian citizen. The government has shown political will in investing in the security of the nation. This is the reason it has taken proactive steps in equipping with necessary skills and resources the police service to carry on their responsivity and responsibility of protecting human life. It is therefore wrong for Mr Hichilema to single out himself as the victim of imaginary state sponsored killing yet the state has done its best to put measures of safeguarding human life. Pay outstanding salaries to Chipata local authority employees Dear Editor, THE employees at Chipata City Council (CCC) have not been paid their salaries for eight months. This sad state of affair has reduced these employees to beggars as they are now suffering. However, the delayed salaries for the local authority employees across the country has become a norm. This is very bad and an amicable solution must be found to avert the problem. The affected employees have some financial obligations to meet. These include rentals, children's school fees and foodstuffs, among others. In the event of these employees not receiving salaries for several months it will ultimately worsen their plight considering the fact that Zambia's economy is bad. How can these employees survive in the midst of high cost of consumer goods and services? The affected employees deserve better treatment than going for several months without a salary. Some time last year, the local authority employees resorted to a countrywide strike action, pressing for their outstanding salaries. This should not be the case
as a matter of fact. Delaying employees' salaries is tantamount to violation of the workers’ rights. This is according to the Constitution of Zambia, the supreme law of the country. When the employee has worked, the particular employee must be paid the salary on time for the rendered labour service as enshrined in the Employment Act. The local authorities have many sources of generating revenue. These include ground rates, business levy, market levy, parking levy, bus station levy, the list is endless. Given this scenario, I implore the management of the local authorities to find a lasting solution to the problem of outstanding salaries for the employees across the country. This problem of delayed salaries for the council employees has become perennial. What is mind boggling is that the employees in senior management positions are paid salaries on time. TAKEHOLDERS must not play politics through unnecessary criticism of President Edgar Lungu over the presidential relief mealie-meal to miners especially those who have been on half-salary, mine unions have said. The Mineworkers Union of Zambia (MUZ) and the National Union of Miners and Allied Workers (NUMAW) said the labour movement was disappointed at the stance taken by some sections of society to politicize President Lungu's gesture of relief mealie to the miners. The two unions said in Kitwe that stakeholders should instead be sympathetic and help Government find ways of mitigating the effects of Covid-19 on miners and oth-
er vulnerable people. MUZ General Secretary, George Mumba and his NUMAW counterpart, Stephen Mukupa, were reacting to some opposition leaders who have taken a political stance over President Lungu's gesture towards miners affected by the Covid-19. Mr Mumba explained that following the outbreak of the covid-19, the unions lost membership mostly in contracting companies at Mopani Copper Mines and Lubambe copper mine while some mining firms decided to send many of their workers on forced leave at half salary. "It is against this backdrop that the unions lobbied for the presidential relief mealie meal from President Lungu to cushion the adverse impact of Covid-19 on miners especially those who have
been on half salaries. "We are disappointed that some people have decided to take a political stance and criticise President Lungu over this well meant gesture. “Those criticizing the move by President Lungu should also come on board and do something not only for miners, but also for other vulnerable groups instead of playing politics at the expense of safeguarding lives," Mr Mumba said. Mr Mumba said the covid-19 has had a negative impact on the economy, affecting many Zambians including miners. UNPD aspiring candidate for Ndola Central Constituency, Frank Tayali, also said the frontline opposition party was slated to emerge victorious in the August 12 elections. “We hope that we scoop all these positions from the lower organs and presidential level so that we can direct development,” Mr Tayali said. Mr Tayali said in an interview that he has come back on the political scene to offer meaningful representation to residents in the constituency and assured to give a good run to any politician that would be adopted from other parties. He said it was imperative that all representatives work towards improving the lives of the people instead of concentrating on self-interest. Mr Tayali said people in Ndola Central and elsewhere in the country were yearning for development, which MPs and councillors must spearhead. He also said it was unfair for any political system to shrink the political space ahead of the elections as this would defeat the credibility of democracy. “The year 2021 is the year of change and nobody is going to stop that change. BRIEFS Abiy says Eritrea will withdraw troops from Tigray ADDIS ABABA - Eritrea will pull its troops out of Ethiopia's northern Tigray region, Ethiopian Prime Minister Abiy Ahmed said yesterday, in a potential breakthrough toward ending a drawnout conflict that has seen atrocities carried out against civilians. The announcement comes as Abiy, winner of the 2019 Nobel Peace Prize, faces mounting pressure to end fighting in which both Eritrean and Ethiopian troops stand accused of abuses including mass killings and rapes. – AFP.
Fire breaks out in Kenya during British military exercise
NAIROBI - A fire broke out in a wildlife conservancy in Kenya during an exercise by British troops stationed in the country, the British army said. “We can confirm that there has been a fire during a UK led exercise in Kenya and that investigations are ongoing,” a spokesman for the British army said in a statement late on Thursday. The British army runs joint exercises with British and Kenyan soldiers in the northern Laikipia region and has a base there in the town of Nanyuki. – REUTERS.
Rwanda genocide report to focus on French links
PARIS - French President Emmanuel Macron is set to receive a report from historians who were tasked with studying France's links to the 1994 Rwandan genocide, in which at least 800, 000 people died. Publication of the report could help to ease French-Rwandan tensions, as Rwanda has long accused France of complicity. President Macron appointed the 15-member commission two years ago, giving them access to presidential, diplomatic, military and intelligence archives. – BBC.

…Uhuru orders cabinet to take Covid vaccine N AIROBI - President Uhuru Kenyatta has directed his entire Cabinet and Executive office to get vaccinated against coronavirus. This was confirmed by the Chief of Staff in the Office of the President, Nzioka Waita, who said it was important to lead by example. Cabinet Secretaries who have not taken the vaccine are now expected to follow suit as well as staff in the executive office of the President. Cabinet Secretary Ministry of Industrialisation, Betty Maina, confirmed that she had been vaccinated. The president's order is an about-turn from government's recent communication which stated that politicians were not on the priority list to receive the first batch of the Oxford AstraZeneca vaccines. Two weeks ago, Health Cabinet Secretary Mutahi Kagwe said he would not jump the queue to get vaccinated for the virus because he was not a priority. “I will not take the vaccine until it gets to my turn on the priority list. If I take it before I
will be accused of jumping the queue. If I do not take it, I will be accused of not leading by example. So, I am not sure which is which and that is why I have chosen to await my turn. The second phase, which will run between July and June 2022, will target the most vulnerable including the elderly and those above 18 years with comorbidities. It targets 9.76 million people.
“To date, we have vaccinated 64, 100 persons and the last two days we have had an average of 10, 000 vaccinations administered. Over the next two weeks, we aim to be vaccinating over 20, 000 people per day,” the ministry said in a tweet on Wednesday evening. Meanwhile, President Kenyatta has banned all inland travel in and out of five counties, including the capital Nairobi, to stop a surge of Covid-19 cases. No road, rail or air transport will be allowed until further notice, Kenyatta said.

Fuel price hike looms in Nigeria ABUJA – Nigerians must brace themselves for a fuel price hike as the Nigerian National Petroleum Corporation (NNPC) says the government subsidy is unsustainable. NNPC Group General Manager, Mele Kyari, on Thursday said the Federal Government subsidises Premium Motor Spirit with about N120bn ($263.25m) monthly. He said while the actual cost of importation and handling charges amounts to N234 ($0.5) per litre the government had been selling at N162 ($0.4) per litre therefore bearing the difference. Speaking at the weekly ministerial briefing at the Presidential Villa, in Abuja, Kyari said the NNPC could no longer afford to bear the cost, that Nigerians would have to pay the actual cost sooner or later. He argued that market forces must be allowed to determine the pump price of petrol in the country. Although he claimed the nation was not in a subsidy regime, he said the government was trying to exit what he described as “under-price sale of PMS.” Kyari said, “Today, NNPC is the sole importer of PMS. We are importing at market price and we are selling at N162 per litre today. Looking at the current market situation today, the actual price could have been anywhere between N211 and around N234 per litre. “The meaning of this is that consumers are not paying for the full value of the PMS that we are consuming and therefore, someone is bearing that cost. “As we speak today, the difference is being carried on the books of the NNPC and I can confirm to you that the NNPC may no longer be in the position to carry that burden and because we can longer afford to carry it on our books. “PMS sells across our borders anywhere around N300 per litre and in some places up to N500 to N550 per litre. “Our current consumption is evacuation from the depots about 60 million litres per day; we are selling at N162 to the litre, and the current market price is around N234, actual market price today. On the Petroleum Industry Bill pending before the National Assembly, Sylvia said he had received assurances from the federal lawmakers that it would be passed into law in April.

Pfizer begins Covid-19 vaccine ATM's application for secret ballot in motion of no confidence in Ramaphosa dismissed with costs trial in young children PARIS - Pfizer said on Thursday it had begun clinical trials for its Covid vaccine in children under the age of 11, an early sign of the next stage of the global immunisation campaign. According to details posted on the site clinicaltrials.gov, the company is testing three different dosing levels for use in this age group. This could disrupt the rollout of vaccines to poorer countries via the COVAX scheme, which had been counting on Indian-made doses. JOHANNESBURG - The Western Cape High Court dismissed the ATM's application to review National Assembly Speaker Thandi Modise's decision for an open ballot in a vote of no confidence in President Cyril Ramaphosa. After the ATM lodged the motion in February 2020, it also asked Modise that the vote be via secret ballot. Modise declined, saying the party did not provide evidence of "a highly charged atmosphere, intimidation of any member or any demonstrable evidence of threats against the lives of members and their families, which may warrant a secret ballot." Modise also referred to the constitutional imperative of transparency as a reason not to have a secret ballot. After the motion was scheduled in late November 2020, ATM leader Vuyolwethu Zungula asked Modise to reconsider. Again

CHEMISTRY REDOX REACTIONS- PART 2 REDOX REACTIONS- PART 2 LEARNING OBJECTIVES § Describe reduction § Define a reducing agent § Write redox reaction In the previous lesson we discussed oxidation reaction and defined what a redox reaction is. In this lesson we shall discuss reduction reaction and thereafter combine the two reactions in order to write a reduction- oxidation reaction.
In equation one (1), aluminium ion has been reduced to Aluminium atom since three electron has been gained. Similarly, in question two (2), copper ion has been reduced to copper atom since two electrons have been gained.
Reduction
In terms of oxidation number, reduction is defined as the decrease in the oxidation number. Note that oxidation number is also called oxidation state. Oxidation number is determined by the electrons gained or lost by an element in a compound during boding.
Just like oxidation, the term reduction is defined in terms of hydrogen, oxygen, electrons and oxidation number. We shall now define reduction as outlined.
The following rules are applied when determining the oxidation number of an element in a molecule or complex ion as explained in the previous lesson.
In terms of oxygen, reduction is defined as the removal of oxygen from a chemical substance. If in a chemical reaction oxygen is removed from a chemical substance, then that chemical substance is said to be reduced.

In terms of hydrogen, reduction is defined as the addition of hydrogen to a chemical substance. This implies that if hydrogen has been added to a chemical substance, that substance is said to be reduced. Example 2 1.

In the above equation nitrogen has been reduced to ammonia because hydrogen has been added to it. In terms of electrons, reduction is defined as the gain of electrons. This can be remembered using the abbreviation (RIG) which simply means that reduction is the gain of electrons. This is usually expressed in terms of ions. When an atom gains an electron, it becomes reduced. This is shown by writing the charge on the right top of the chemical formula of an element. Example 3 1. Al3+ 3e 2. Cu2+ + 2e

Reduction Agent A reduction agent is defined as a chemical substance that brings about reduction of another substance but end up being oxidised. The Pharaohs of Egypt booked their place in the finals despite drawing 1-1 with Kenya in a Group G encounter in Nairobi. They were joined by their Group G rivals Comoros, who qualified for the finals for the first time after holding Togo to a 0-0 draw in Moroni. Germany players protest ...wear T-shirts against Qatar's human rights record GERMANY are the latest team to protest against Qatar's human rights record after Norway earlier this week German players wore T-shirts to show support for Qatar migrant workers before their 2022 World Cup qualifying win over Iceland on Thursday. The starting side each wore a black shirt with one letter in white on it that spelled out “Human rights.” It follows Norway players wearing T-shirts bearing the message “Human rights on and off the pitch” before facing Gibraltar on Wednesday.
