EOPLE orchestrating work stoppage of clearing agents over a clearing management module should be held accountable for economic sabotage, Zambia Freight Forwarding Association (ZAFFA) President Emmanuel Mutale has said. And the Zambia Revenue Authority (ZRA) has withdrawn its recognition of the Customs Clearing and Freight Forwarding Agents Association of Zambia (CCFFAAZ) for disrupting smooth operations of borders posts. ZRA also warned to revoke the licences of any agents backing the association. Mr Mutale said the work stoppage by clearing agents
was premature and unnecessary therefore tantamount to economic sabotage. Mr Mutale said clearing agents should dialogue with ZRA before resorting to work stoppage. “Those orchestrating illegal work stoppage by agents should be held accountable for economic sabotage. “There is nothing new on the TPIN yet and there are ongoing talks in which as ZAFFA we are part of and we are looking at ways in which it can be refined before the actual implementation,” Mr Mutale said. He said appointment of agents by importers has been there for a long time and those causing uproar are doing so to serve their own interests. Meanwhile, ZRA Commissioner General, Kingsley Chanda, directed his legal team to start the process
of withdrawing recognition of CCFFAAZ. “We will not tolerate anarchy and illicit political activities in the clearing industry. “I have since directed my legal team to start the process of stopping our recognition of this clearing association for disrupting the smooth operations of our borders which is tantamount to economic sabotage,” Mr Chanda said in an interview. SUSPECTED sexual abuse of girl pupils at Rufunsa Technical Boarding Secondary School in Rufunsa by some male teachers has raised concern from the community who have demanded that the culprits be punished. A resident of Sinjela in the same area who sought anonymity appealed to the government to act because the situation had created a bad learning environment at the
school. He disclosed that the District Commissioner, Ms. Judith Chama had visited the school after receiving reports of girl-child abuse and wondered why no action has been taken against the alleged offenders. He claimed that some teachers were allegedly sexually abusing the girls at the school and that this had created fear in the children. Another source said that the district commissioner’s office visited the school and interviewed some children who confirmed the occurrence of sexual abuse. He disclosed that the girls disclosed that some male
teachers were forcing girl pupils to have sexual relationships with them for favours. According to the source, this had created enmity between the teachers and the girls who had refused to give in to their demands and asked that this must be addressed before the situation gets out of hand. The pupils also earlier appealed to the Ministry of General Education to quickly intervene before the situation gets out of hand. They added that they were traumatised and some girls had even stopped concentrating in class as the same teachers were discriminating against them. One pupil disclosed that a
pupil who was a victim of the sexual molestation by one of the teachers was contemplating suicide because her reports were not taken seriously by the school authorities. Meanwhile unconfirmed reports suggest that the district commissioner had compiled a report which has since been sent to the Permanent Secretary in the Ministry of General Education for action. The Ministry of General Education Permanent Secretary, Jobbicks Kalumba could not issue a comment by press time. The district commissioner could not comment either as she was still in a meeting by press time.

Improved procurement process cheers private sector By KETRA KALUNGA GOVERNMENT’S move to enhance participation of Zambian companies in the procurement process is a guarantee that local businesses will receive support, the Private Sector Development Association (PSDA) has said. The government, under the Public Procurement Act of 2020, has improved the participation of local firms in the procurement process with a mandatory preference for small and medium on women, youths, and differently-abled people. PSDA chairperson, Yusuf Dodia, said the Public Procurement Act of 2020 is a very good initiative that needed to be supported with a communication mechanism between Government and the private sector. Mr Dodia said in an interview that there was a need for continued mentorship and engagement between Government and the private sector on the initiative for effective service delivery. He said this was so because the initiative would ensure that there were checks and balances and more importantly that Zambian companies engaged would perform to expected
Tanzania Ports Authority will not close its operations’ By SIMON MUNTEMBA THE Tanzania Ports Authority (TPA) says it will remain operational throughout the rehabilitation period of the port of Dar es Salaam. According to TPA, the rehabilitation involves the upgrade of seven berths and building of a new one. Tanzania’s largest port is being upgraded to bolster handling capacity from vessels with a load carrying capacity of 300, 000 tones to up to 700, 000 tonnes. TPA director of marketing and public relations, Freddy Liundi, assured the general public from across the world not to panic because the port would remain open to serve

‘ALIEN’ GOLD PLUNDER WORSENS From Page 1 Pokela Gold Mining Cooperative vice chairman, Josias Malunga, bemoaned the increase in illegal gold miners in Rufunsa. Mr Malunga lamented that the legalised gold cooperatives had sampled two sites and came out with nothing, a situation he described as unfortunate. He named the two sites as Kaenda and Chamuona in Chintimwi ward of Rufunsa. Mr Malunga said the gold mining cooperatives had commenced operations but were bewildered at the extent of depletion of the mineral by foreign miners. “The area is under siege by foreign buyers who were
buying the gold from illegal miners. This must be stopped if the country is to gain from the resource,” he said. Mr Malunga appealed to Government to ensure that illegal mining was stopped as it had the potential of robbing the country of the much-needed revenue because the mined resource was not being sold to the State. He however expressed optimism that the cooperatives would locate sites with enough gold deposits once the invaders were flushed out. Mr Malunga said cooperatives on their own could not stop the vice as some of the
illegal miners were working with individuals from the local community. He stressed that Government should immediately stop the illegality because foreign buyers were offering a lower price and were not even paying tax. FORMER Presidential Press Aide, Amos Chanda has reported to the police the people behind what he termed, a ‘fake WhatsApp conversation’ purporting that he was involved in the abduction and plans to terminate the lives of the Hatembos. A WhatsApp screenshot has gone viral, in which it is alleging that Ms Edith Nawakwi, Mr Chanda and former Presidential political advisor Kaizer Zulu were working together in the alleged criminality aimed at killing the missing Pheluna and Milton Hatembo. Mr Chanda said in a statement that he has decided to report against persons behind the fake WhatsApp conversation to police considering the gravity of the allegations. He said that allegations that he was the one bulldozing Ms Nawakwi to allegedly hold some members of the Hatembo family were false, adding that he last spoke or saw the FFD president in 2016. “Given the gravity of the offence of abduction being a serious felony and given that the last 48 hours have been a hell of agony for my family and I to reassure our friends I Mr Chanda have no involvement whatsoever in the alleged mischief, I have decided to make this public statement that I have since reported the matter to the police for necessary action,” Mr Chanda said. He said he was confident that the police would apprehend the culprits because they were dumb enough to leave their digital footprint and criminal enough to blatantly assail the reputation of innocent people in the manner they have done. SOON, political parties will hit the ground running in campaigns for the August 12 general elections which will give direction to some leaders whether to remain in the political arena or call it quits altogether. Some political commentators and players have described the upcoming polls as “do-or-die” as they are invariably a decider for leaders either to continue or consign themselves to the political archives. Whatever the case, all political stakeholders are required to engage the people forthrightly and in line with the provisions of the statutes. Some players may consciously veer off and unleash tirades at the opponents in a desperate attempt to garners as much support as possible, considering the nature of the contest. For Nevers Mumba, under the New Hope MMD, the stakes are high as a loss could diminish any chances of the former ruling party ever bouncing back to power, having been tossed out in a gruelling contest in September 2011. Thus, the Pastor-cum-politician will have to put in his best otherwise, the party will become part of political history and irredeemable. He rides on integrity and considerable experience, having served as Republican Vice-President under Levy Mwanawasa and later as High Commissioner to Canada during the Rupiah Banda reign. Lately, he has been courting the Church for support. Socialist Party leader, Fred Mm’embe, has been propagating an “old-fashioned” political ideology, which was abandoned by the Eastern bloc at the dawn of the 90s and is only dimly visible on the world stage in Cuba and Venezuela. Yes, Dr Mm’embe made an impact as The Post proprietor, an image he is feebly trying to replicate on the political arena. In reality, he is merely adding to numbers of political participants and nothing significant. Embattled United Party for National Development (UPND) president, Hakainde Hichilema, is gunning for the top-most position for the sixth time, and should he kiss dust this time around, he may have to exit the political stage. Spotting a tribal tag, he has a mountain to climb for him to cloth a national character, as his command base in Western and North-Western provinces have ebbed over time, only clinging to the Southern region – his place of origin. However, UPND is the biggest opposition party and thus Mr Hichilema’s candidature should not be underrated – he is still a force to reckon with. He has been in hibernation for some weeks and could have been on the drawing board with his team in readiness for the campaigns in slightly over two weeks from now. The Patriotic Front (PF) enjoying incumbency, will go guns-blazing to ensure maximum support as any slip-up may be very disadvantageous. Already, the PF seems to have allies in NDC leader Chishimba Kambwili, a shrewd grassroot mobiliser and Wynter Kabimba. All in all, the political stage is almost ready and as the campaigns unfold, the strongest team will be noticeable. Right now, the plea from the Church, Civil Society Organisations and the traditional leadership has been that of peace before, during and after the August 12 polls. Zambia has enjoyed peace and no one political element must blight this admirable accolade. Therefore, all politicians, their supporters and the citizens alike must espouse peace, tolerance and co-existence.

ORMER Defence Permanent Secretary Sturdy Mwale has been sued by Simonga Farms Limited for allegedly failing to settle $530, 000 being balance for the purchase of farm in Mazabuka. In the alternative, Simonga Farms want the Lusaka High Court to order for the re-possession of the farm together with all the machinery and poultry equipment from Mr Mwale. It is also seeking an order for repayment all the income collected from the operations of the farm since August 1, 2018 as well as damages for breach of contract. Simonga Farms wants an order that Mr Mwale pays all
NAPSA contributions and outstanding penalties that have accrued on the Simonga Farms account during the time he has been operating on the farm on account of being an agent or officer. It also seeks an order of interim detention or preservation of equipment and an order that Mr Mwale indemnifies it the sum of K39, 624 incurred in ZRA penalties. Simonga Farms want interest on all amounts due and an order for unjust enrichment. According to a statement of claim, Simonga Farms stated that it was the registered owner of farm number 132a while Mr Mwale purchaser of the same farm. It stated that sometime in or around 2017, Mr Mwale bought a subdivision of farm number 132a.
Sometime in July 2018, Mr Mwale expressed interest to buy the remaining part of the farm, consisting of a viable poultry farm. Simonga Farms stated that prior to that, it was not operating the farm as a poultry farm and had an estimated income of K400, 000 per month from the sale of the poultry produce. “Subsequently, the plaintiff shall state at trial that the plaintiff and defendant entered into a verbal agreement for the purchase of the remaining extent of the side farm as a going concern, at total consideration price of the sum of US$530,, 000,” it stated. Simonga Farms said that the purchase of the remaining extent was to be financed by Mr Mwale in such a way that
50 percent of the purchaser price (US$275, 000) was to come from a bank loan with First National Bank (FNB) and balance from other sources. It stated that after the shareholders of the company relocated to Australia sometime in August 1918, they begun to make several attempts to secure a payment for the farm, but that all efforts proved futile. The farm alleged that Mwale used its farm to import goats from Namibia and the farm was pursued by Zambia Revenue Authority (ZRA) for not paying duty. Subsequently, a Garnishee order was subsequently placed on the Simonga farm and in the consequences, the farm has suffered loss and damage.

ABOUT 3.4 million structures were sprayed during the 2020 indoor residual campaign spraying season, while seven million long lasting insecticide treated mosquito nets were distributed in a bid to fight Malaria, Health Minister Jonas Chanda has announced. The minister added that last year, the country recorded an increased number of malaria of about 7.6 million compared to 2019 which had 5.3 million cases. Dr Chanda said in 2020, the region witnessed an increase of malaria cases and Zambia was not spared. He said that the country has therefore intensified interventions to eliminate malaria, a killer disease. The minister said this during the virtual commemoration of World Malaria Day yesterday. He said that the day must be an opportunity to create awareness and profile malaria

THE Lusaka Magistrates Court has fined an alleged Patriotic Front (PF) cadre for harassing a civil servant on grounds that she was sympathizing with a named political party. Charles Kakula was yesterday ordered to pay K12,000 failure to which he would serve nine months in default. Lusaka Magistrate Faides Hamaundu convicted Kakula yesterday after he pleaded guilty to the offence on three counts. The 24-year- old medical records clerk was charged with common assault and criminal trespass. Particulars in the first count were that Kakula of Kamwala threatened violence against Shelly Chatungwa by telling her that he would burn
her alive in her office. In count two particulars were that on the same date Kakula jointly and whilst acting with other unknown persons unlawfully assaulted Ms. Chatungwa. In the third count the convict was charged with entering the Ministry of Works with intent to commit a felony. The matter came up for facts last Friday when Kakula admitted the charge. He admitted that he had neither authority nor right to do actions against Ms. Chatengwa. In his mitigation, Kakula asked for the court’s mercy on grounds that he did not understand what entered his mind for him to conduct himself in such a way. He said he is a Christian who also keeps about eight dependants some who are school going children. Kakula further
told Magistrate Hamaundu that he is in employment and is intending to continue with education. The court considered Kakula’s mitigation especially that he did not waste time by readily admitting the charge against him. She however considered that his conduct of entering a government office and conducting himself in the manner he did was not called for. Ms. Hamaundu then considered that Kakula is a first offender who readily admitted the charge, a misdemeanor, and exercised leniency on him. She ordered him to pay K6,000 in the first count or serve nine months in default. In counts two and three Ms. Hamaundu fined Kakula K3,000 on each, failure to which he would serve six months on both.

THE road tolling programme has been successful not only at national but continental level, the National Road Fund Agency (NRFA) has said. NRFA chief executive officer, Wallence Mumba, said that a lot of people from neighbouring countries had been coming to Zambia to learn how the country was managing the programme successfully. And Mr Mumba extolled the ZCS for constructing and rehabilitating over 34 kilometres of roads in Central Province. This was done under the Corporate Social Responsibility because works on roads without finances was practically impossible. He was hopeful that with an MOU in place, the correctional service would be able to change the face of the province and supplement government efforts in delivary a good road network especially in rural areas.

OVERNMENT will ensure that the Eighth National Development Plan (8NDP) focuses on developmental aspects that will prioritise building people’s resilience to climate change through adaptation and mitigation measures. National Development Planning, Alexander Chiteme,
said Government’s objectives were to foster food security, sustainable growth and poverty reduction among its beneficiaries to better respond to effects of climate change. Mr Chiteme said this when he checked on the progress made under the award-winning project, the Strengthening Climate Resilience Kafue Sub-Basin (SCRiKA) in Chibombo District.

It is also meant to address over pricing of goods and services procured by Government. On April 16, this year, Finance Minister Bwalya Ng’andu signed and issued a commencement order to bring into effect the Public Procurement Act of 2020 aimed at providing a more efficient, effective, transparent and accountable public procurement system in Zambia. The Act repealed and replaced the Public Procurement Act No. 12 of 2008. According to Dr Ng’andu, Government was eager to ensure that the new Act was a Zambian centric piece of legislation. THE Patents and Companies Registration Agency (PACRA) is a statutory body under the Ministry of Commerce, Trade, and Industry with a principal mandate of providing Business Registration and Intellectual Property protection services. On the other hand, Zambia Revenue Authority is a statutory body mandated to collect revenue on behalf of the government. The two institutions while being independent of each other have a close relationship when it comes to tax registration for companies. There are also questions whether the proposed measure will make any difference in closing the milk supply gap, which is almost equal to what is being produced. The current milk herd is roughly 40, 000. In the 12 months to January 2021, the country’s imports of cheese and butter were less than US$1 million according to figures provided by ZimStat and any levy will not make any meaningful impact. Zimbabwe is currently experiencing a serious milk shortage, with dairy farmers citing viability challenges emanating from poor producer prices. The country, which used to have as many as 119, 220 dairy cows now has just over 18, 600 milking cows excluding 6, 641 in calf heifers, 7, 892 dry cows, and 7, 036 “other” heifers, a combined herd that is not enough to produce the country’s milk requirements. In 2020, the milking herd produced roughly 77 million litres of milk against national consumption of 130 million litres per year. The milk deficit is augmented by powdered milk imported
from neighbouring South Africa. As a result, the country is spending more than US$7 million per month to import powdered milk and butter. As a solution to the huge milk deficit, Government is planning to levy cheese and butter imports, according to Minister of Industry and Commerce Dr Sekai Nzenza. Dr Nzenza said in her presentation at the ongoing Agro Processing Business Forum. The proposed policy intervention is in addition to other measures already in place including duty free powder milk importation as well as restricted imports of processed milk and dairy products. Players in the sector, however, want much more to be done. According to Zimbabwe Dairy Industry Trust chairperson Theodora Marimo, the sector still needs policy interventions in terms of availing financing specific for dairy farmers and removal of duplication of levies along the value chain. Energy Department says 20-year contracts for floating powerships will keep prices down
JOHANNESBURG - Top officials from the Department of Mineral Resources and Energy have sought to defend the 20-year power purchase agreements SA is offering companies to quickly ease electricity supply constraints – including a group that supplies floating powerships. Energy analysts have questioned the need for SA to enter into a 20-year agreement with Turkish company Karpowership, which has been named a preferred bidder in SA's "Risk Mitigation IPP Procurement Programme" (RMIPPPP) which is seeking to fast-track new power production. The bulk of the RMIPPPP's 1 845 MW in new energy capacity is set to be provided by Karpowership, which has bid to moor a total of five powerships and three gas ships at three SA harbours. On Tuesday, MPs from across the political spectrum asked the department why the contracts were for 20 years, given that the floating powerships are usually berthed for between three to five years in other locations around the
globe. According to three draft environmental impact assessments reports, Karpowership is aiming to * moor one powership and one additional ship used for LNG, known as a floating storage regasification unit (FSRU) at the port of Saldanha Bay; *moor two powerships and one FSRU at the port of Richards Bay; and * moor two powerships and one FSRU at the port of Port of Ngqura within the Coega Special Economic Zone. The department's deputy director general, Jacob Mbele, said in response that the 20year contracts would allow the powerships, and all other successful bidders, to defray costs. Karpowership and the other preferred bidders have not yet been awarded the contracts. They first have to receive environmental authorisation and regulatory approval from the National Ports Authority, the SA Maritime Safety Authority and SA's energy regulator, Nersa. AMPALA - The Ugandan government intends to increase the tax per litre of petrol and diesel by USh100 to increase revenue in the next financial year, junior Finance minister David Bahati has said. The proposed tax increases will raise the tax on petrol to USh1, 450 per litre and USh1, 130 per litre of diesel. Appearing before the Finance Committee of Parliament on Friday, Bahati said the arrangement will help the government raise an additional USh196 billion in the 2021/2022 financial year. “The increase is not expected to cause significant increase on the pump prices. We estimate that an increase of USh10, per litre in excise duty will increase pump prices by only USh100, assuming the entire increase is passed on to the consumer and the exchange rate and international fuel prices remain constant,”

Tourism minister asks review panel to consider discounted prices for locals JOHANNESBURG - While some tourism establishments have already introduced a two-tier pricing system to differentiate between South African and international travellers, many prices are still not affordable for locals, according to Tourism Minister Mmamoloko Kubayi-Ngubane. "We encourage establishments to look at local and international pricing. In (view) of the long term, I have asked a policy review panel to look at the possibility of a policy for having prices for locals and others for international visitors and how this can be implemented," the minister said during a briefing about a recovery plan for the tourism

"Currently, we are just encouraging the tourism sector to decide for itself, in case they want to use such an approach to attract people, especially during this period when SA is still blacklisted by a lot of countries. It is our understanding that establishments which introduced lower prices for domestic tourists, often did not have to dismiss their staff and also had higher occupancy rates." In her view, it is the domestic market that will drive cash flows and enable establishments to pay their bills and maintain their facilities. "It would be sad to see establishments closing while there is a domestic market,"
she said. Sisa Ntshona, CEO of SA Tourism, said during the briefing that pricing is about supply and demand. The impact of the Covid-19 pandemic on SA's tourism sector has led to the recalibration of prices, in his view, and it should now be all about value offerings. "Flexibility around cancellations or changing dates are also very important for bookings. We are also getting a boost from many South Africans who used to travel overseas and are now rediscovering their own country. Covid costs push UK government borrowing to highest since WW2 LONDON - The cost of measures to support the economy during the coronavirus pandemic has pushed government borrowing to the highest level since the end of World War Two. Government borrowing - the difference between spending and tax income - hit £303.1bn in the year to March, the Office for National Statistics said. Compared to the previous year, borrowing is nearly £250bn higher. Measures such as furlough
payments have hit government finances hard. Borrowing hit £28bn in March alone - a record high for that month. Despite the record figure, Paul Johnson, director of the Institute for Fiscal Studies said the annual borrowing figure was "slightly better than expected a month ago." But, he added: "The big story in a sense is they (the borrowing figures) are £250bn more than a year ago. "And that, of course, is be-
cause of to some extent the recession of the last year but mostly because of the huge amount of additional government spending to support the economy over the last year." Measures to support individuals and businesses during the pandemic contributed to a £203.2bn, or 27.5 percent, increase in central government day-to-day spending in the year to March, the ONS said. Meanwhile, tax and National Insurance receipts fell by £34.9bn, down five percent
compared with the previous 12 months. The ONS also said public borrowing as a percentage of GDP, or national output rose, to 14.5 percent - also the highest since the end of the Second World War when it reached 15.2 percent in 1946. The huge amount of borrowing over the past year has now pushed public sector net debt up to £2.142 trillion, which is 97.7 percent of GDP a rate not seen since the early 1960s. – BBC.

REPORTING DR SISHUWA SISHUWA FOR THE CRIME OF SEDITION I Dear Editor,
AM a patriotic citizen and currently serving as Zambia’s ambassador to Ethiopia and Permanent Representative to the African Union and to the United Nations Economic Commission for Africa. While I was in Addis Ababa, Ethiopia, a fellow ambassador forwarded to me an article that appeared in the South African Mail and Guardian Newspaper online version, published on March 22, 2021. My colleague expressed alarm and wondered about the article. He feared that the article made assertions that Zambia was at the verge of a civilian war or widespread political unrest. When I took time to read the article, I understood the concerns by my colleague and I was also deeply disturbed by its contents. This article was published by an academic, currently employed at the University of Zambia, Dr. Sishuwa Sishuwa. Dr. Sishuwa was writing the article in his capacity, as a historian and a political commentator. Reading the article, one comes to a conclusion that Zambia was a country waiting to explode. In the article Dr. Sishuwa alleges that Zambia’s democratic institutions such as the Electoral Commission, the Judiciary, the Police, and Parliament had collapsed and lost their autonomy, direction and function. The article alleges that because of “intolerable levels of unemployment, extreme inequalities,
restless and violent party cadres with a desperate political elite, the country may burn after the August 12 General Elections.” Dr. Sishuwa also claims that there is lack of public trust and outright contempt to formal institutions such as the Electoral Commission, and the Zambia Police. The article also claims that the ruling Patriotic Front was clinging to power unconstitutionally and was keen to perpetuate its stay to allegedly continue to accumulate public resources and escape possible prosecution and imprisonment. The article also claimed that Western institutions and actors had engaged in incriminating silence against alleged widespread human rights violations and murderous attacks against democratic institutions. The article further claims that factors that may allegedly make Zambia suffer widespread political and civil unrest have been shaped by what Dr Sishuwa called “the reprehensible actions of President Edgar Lungu’s authoritarian regime!” He also made dangerous assertions that President Lungu had effectively eliminated constitutional and lawful means of political competition for the occupation of government. He also alleged that this government had destroyed all vestiges of autonomy in all state institutions for the purposes of establishing an authoritarian government. He also alleged that President Lungu had loaded the courts with

“Judges loyal to the regime.” MY COMPLAINT From the above, it is clear that Dr. Sishuwa, despite being an academic, historian and political commentator, had chosen to peddle dangerous lies to scandalise the government of President Lungu, state and democratic institutions and the good reputation of Zambia. Further, Dr. Sishuwa has chosen to write and falsify assertions that Zambia’s democratic and state institutions have collapsed or are about to, and have lost all autonomy and public faith. The Electoral Commission recently conducted a voter registration were over seven million Zambians enthusiastically turned up to register as voters. This is a high measure of confidence and trust by Zambians that they can exercise their democratic right to choose leaders of their choice through a democratic process carried out by the Electoral Commission of Zambia. The Judiciary has seen cases by the State against personalities of the opposition dismissed. This demonstrates the fact that cases are determined by their own merit and not by the direction of those outside the Judiciary or as an instigation by certain political interests. Dr. Sishuwa himself has rushed to the Lusaka High Court to pursue a case of alleged defamation demonstrating the faith and public confidence such democratic institutions enjoy in Zambia. Dr. Sishuwa neglected to explain that the appointment of Judges is a constitutionally
defined process and adhered to both by the Executive, Judiciary and Parliament wings of government. This and other numerous examples can be given to show that this write up, masquerading as political analysis, is criminal mischief against government and the country. The write-up is intended and designed to elicit a certain negative outcome against the country. Of deep concern is Dr. Sishuwa’s claim that Government was holding onto power unconstitutionally. This government was legitimately elected by the people of Zambia in 2015 and 2016 and is widely recognised and accepted by Zambians and by all governments and institutions across the world. Therefore the false assertions that this government was holding unto power unconstitutionally is dangerous as it can incite people to rise against it. This write up is therefore seditious as it is designed to incite people to rebel against the authority of the State and its democratic institutions. This is so especially that Zambia will hold General Elections where institutions that Mr. Sishuwa has chosen to maliciously attack, such as the Electoral Commission, the Judiciary and the Police, who are at the centre of the democratic process as independent arbiters, will play a crucial role. Harmonise PF manifesto in Government programmes Dear Editor, THE Patriotic Front manifesto has presented the valid party position which has defined Zambia’s direction from August, 2021 and beyond. As stakeholders to the governance of the country, the fundamental expectation is what are those entrusted to implement Government programmes doing to ensure that they actualise the contents? From the public debates which we are following keenly, we can attest that there is resounding revelation that there is consensus among Zambians that the contents of the manifesto represents a legitimate expectation of the Zambian people. The opposition have accepted the document and its veracity has not been question as no substantive arguments have been submitted to dispute whether what is contained in the document is tenable. It is clear that the document is above partisan politics but focuses on the problems facing the Zambian people and it resonates with their needs It is clear that the PF manifesto speaks to the ordinary people thus service to the nation can be postponed until after PF has been reelected. Governance is a continuous process and above partisan politics. The technocrats have the overriding and primary responsibility to implement Government projects can take a proactive steps to integrate the general consensus contained in the manifesto. For instance, the pronouncements on industrialisation and mechanisation of the agricultural sector can be proactively be taken up by the relevant sector players in the agricultural sector. The other salient and prominently proclaimed pronouncement is the issue of Road Tax which the sector players and stakeholders in the transport sector can take up at the speed of light and ensure that modalities are put in place to facilitate for their implementation. In a multiparty democracy such as Zambia, political parties form Government, thus the Permanent Secretaries and the senior Government officials including Heads of State Owned Enterprises must swiftly ensure that they study the PF manifesto as the party in power. The manifesto has received consensus and there are no known valid substantive arguments that have been put in place to question its validity. The Permanent Secretaries, Directors and the higher ranking Government officials including Heads of State-owned enterprises must be on top of things to familiarise themselves with the contents of the documents. They must acquaint themselves and begin identifying the areas of their concern relevant to their mandate. They should harmonize institutional framework and internalize the contents in their respective institutions. It is our considered view that while the PF manifesto maybe seen as a party document, it is collectively owned by the Zambian people who entrusted them with the responsibility. Disappearance of the Hatembos Dear Editor, THE tournament of events in this episode, following the resurrection of the Hatembos in a video, is very interesting. I also note that it was your lead story in your Sunday Nation Newspaper of 25, April, 2021. Is it a coincidence that the resurrection of the Hatembos has come at a time when suspects in their disappearance have been arrested and are appearing in court? My view is that it is certainly not a coincidence. To start with, it is clear that the video was recorded by someone who is a professional and who knows where they are. It was not recorded by the Hatembos themselves. This is evidenced by the fact that their whereabouts was concealed going by the background in the video. This video in my view is intended to create an impression that the people who have been arrested in connection with the disappearance of the Hatembos are innocent and that the guilty party is Ms Edith Nawakwi. The people who are behind this scheme are not intelligent. What harm can Ms Nawakwi cause to the Hatembos for them to go into hiding? What have they done to her for them to be on her wanted list? And why has Mr Hichilema who is at the centre of the storm with the Hatembos kept quiet? Is he an accomplice to their disappearance? It will be sad if at the end of this episode, he is linked to their disappearance, directly or indirectly. God is watching and at his own convenient time, God will reveal the truth to the nation. ECL MEP Muchinga Province Team coordinator, Isaac Nsoneka said the provision of the bicycles was a fulfilment of President Lungu’s promise to village headmen and women when he last visited the District. “This hand over that we are witnessing today is a fulfilment of Mr Lungu’s pledge to our headmen and women when he recently visited the district,” he said. He said that the district would receive more bicycles in the second phase of the empowerment programme. At the same function, Mafinga Member of Parliament Jacob Siwale said that Mr Lungu was committed to easing challenges hindering traditional leaders from effectively performing their duties. Mr Siwale advised beneficiaries to maintain the bicycles so that they could serve the intended purpose. Senior village headman Bwana Wiya, Manwell Kairal who spoke on behalf of headmen and women from all the three chiefdoms in the district commended President Lungu for the gesture. Public Relations Manager, Sydney Chileya, said there was need for enough security alongside certain security measures that the mine had put in place. He said this was in line with the Mines and Minerals Act for the company to secure its mining premises. Mr Chileya said the mine had put up a security fence and doubled the number of security personnel conducting foot and motorized patrols at the firm, but intruders had continued with illegal activities. He said it would be important for Government to play a part in this matter as it provided direct foreign investment. "CNMC Luanshya Copper mine is one of the vast and largest mines in the country, hence, the need for security personnel to come in and protect property. " As a mining firm we started writing to the Copperbelt Police command and Kamfinsa two years ago requesting for state security. Despite having written to the former Commissioner of police Charity Katanga, we have also written to the new Commissioner of Police Elias Chushi and we are still waiting for the response," he said. Mr Chileya added that a couple of weeks after the firm write to the new Police command, he requested for a site visit to appreciate what was on the ground but that the firm had not yet heard from him since then. Mr Chileya noted that the number of illegal miners kept increasing everyday thereby threatening some of the company's installation. He said the company had a 10 inch pipe which took water to the company's concetrators at the treatment plant.

He / she will need to assist the Team lead: Sport Retention Marketing to analyse the fully retained sports customer user experience, adapt existing communications, develop and test new interventions and constantly strive to improve our overall customer retention rates and value extracted from our converted and retained base. The successful candidate will possess strong sporting betting marketing, analytical, research and project management skills. An inquiring mind is needed in order to be able to creatively solve challenges and propose new and fresh alternatives to existing processes. Excellent knowledge of sport betting market is essential. KEY RESPONSIBILITIES The in-country High Value Relationship Host will be responsible for building long-term relationships with nominated high-end players with a view of extracting maximum value and retention within their segment. The candidate will be responsible for maintaining, developing and increasing high value retention, activity rates, and revenue through targeted personal and focused communication and player interventions. This will be achieved through providing client support, outbound calling, roadshows and eventing, gifting, collection and updating of player information, face-toface contact, offer execution, customer value management and acquisition of new high value customers. The successful candidate will need to analyse their country’s VIP customer life cycle, user experiences, and key customer touch points and adapt existing communications, develop innovative personal communication and intervention strategies to improve the overall player values and retention rates in the segment. The candidate will be expected to travel locally. He/she will need to possess strong client relationship skills. They will also be technically minded, and be familiar with CRM best practices. An inquiring mind is needed in order to be able to creatively solve challenges and propose new and fresh alternatives to existing processes. Specific duties will include, but are not limited to, the following: i. Gifting: The in country team will manage the planning and delivery of appropriate gifting as deemed necessary for birthdays, specials holidays, big wins and losses or other adhoc occasions. The team will be required to use commercial savviness when gifting a player by looking at overall player Lifetime Value. Gifting strategies need to be monitored so that they effective in increasing value and not eroding it over time. A summary of all gifts sent, reason and value will need to be kept up to date in a central location ii. Events and Roadshows: Effective cost/ investment management regarding player selection for roadshows and events. The team are required to put forward key value players for consideration when roadshows and events are being organized. Contact and confirm attendance with relevant players that have been selected to be visited or invited to roadshow or events. Follow through to confirmation and attendance. Execute on logistics, player invitations and player communication in order to facilitate the successful outcome of group events. Track and illustrate changes in player value, retention and activity as a result of meetings. •
Customer Value Management: In country teams to report back on the financial performance of High Value segment. Understand all profitability numbers and ratios e.g. Margin, Net win ratios, etc. and how the segment affects the overall business. Monitor Net Win and ensure clients comping levels are in line with their profitability. Review client withdrawal levels and target them with campaigns to ensure the return of cash in the system. Grow total Net Contribution from the base of allocated Potential High Value customers. Ensure

segments remains active during any given month or provide updates on reason for inactivity. Develop and implement strategies for retaining & growing new high value players showing potential to become VIP’s. Devise and initiate strategies to target customers with specific player experiences which promote activity and retention iii. Client Support and Outbounding: In country teams to ensure that, all client alerts are reviewed and attended to. A minimum of 4 contacts per month per hosted player are required. This can include relationship building e-mails; SMS, WhatsApp’s and telephone calls – and respective notes for the contacts need to be captured and reflect in Boat. In country teams to pay close attention and respond effectively to MIMO issues affecting all High Value customers. Pay attention not only to withdrawals but also to big depositors and apply accurate tactical plans. iv. Campaign execution: Identify, design and implement initiatives, interventions, promotions and out of the box ideas to retain lapsing or to reacquire lapsed and inactive High Value customer. Ensure that all campaigns are localised and relevant. Post campaign insights mechanics and results to be shared post campaign completion. Target winners with effective treatments and interventions in order to have funds reintroduced. Review clients who have big and rapid losses and decide on necessary comping needed. v. Information management: Ensure that all player information and soft facts are captured & are up to date ensuring that details are captured on the applicable CRM tools. vi. Invitation of election observers cheers CSO By MULENGA MUSONDA A CIVIL society organisation (CSO) has applauded President Edgar Lungu for inviting international monitors to observe the August 12 general elections. Youth Development Organisation Executive Director, Partner Siabutuba, commended the President for his bold decision. Mr Siabutuba said this in Choma after his release from police custody on allegations of abducting Milton and Pheluna Hatembo. “I have noted that President Lungu is inviting or rather has invited the International community to come to Zambia and observe the 12 August elections, this in itself is a very good thing. “It is also good for his public relations and sanitizing the undemocratic governance style President Lungu
is well known for,” he said. Mr Siabutuba said the Police command should be overhauled and the Inspector General relieved of his duties for costing the Government a lot of money because of its unlawful arrests and detentions. “President Lungu as a matter of national interest must relieve Mr Kanganja of his duties and overhaul the police command because this is what he told us when he was making changes in the Police Service.” “We also recommend that President Lungu through the Church mother bodies must call for National “Indaba” for stakeholders including the Church, civil society, political parties and ordinary citizens to build consensus on the need for peace before, during and after elections,” he said.

HE recent arrest of Senior Chief Mukuni's wife, Veronica, by the police is an embarrassment to the nation, the UPND has said. UPND Southern Province chairman, Billiard Makwembo, said much as the party was grateful to the legal team for representing Ms Mukuni, Ackson Sejani and others, the conduct of the police was not in good faith and also embarrassed the House of Chiefs. Mr Makwembo said that the arrest of the chief's wife was an assault to the traditional leadership and no one should pay a blind eye because it was undressing the chiefs' dignity. "As UPND we shall never allow our chiefs to be dehumanised in the name of politics. We want to appeal to all Zambians to stand up and not to allow PF to destroy the strong foundation of our traditional leadership. "Our political shoes are firmly on the ground and no one will manage to stop Hakainde Hichilema and UPND from forming government in the coming August Gener- Mr Makwembo al election," he said.
Kasempa chiefs pledge support for govt L/stone clearing By JACKSON MAPAPAYI TRADITIONAL leaders in Kasempa have pledged support for Government in appreciation of the developmental projects rolled out in the district. Senior Chief Kasempa and Chief Ingwe of the Kaonde stated that the people in their chiefdoms had appreciated the developmental projects that had been rolled out in their respective chiefdoms. The traditional leaders said this when Vice-President, Inonge Wina, paid a courtesy call on them yesterday. Senior Chief Kasempa told the Vice-President that his subjects appreciated the development projects, citing the ongoing construction of the mini hospital in Nkenyauna area, upgrading of schools and construction of health posts.
"We can point at so many developmental projects in this area starting from schools, health posts and roads," he said. The traditional leader however called on called on Government to upscale some developmental projects like roads which had lagged behind. "We want you to accelerate the progress on some roads that had been earmarked on because they have stayed for too long without being worked on despite government promising to work on them," he said. And Chief Ingwe said his chiefdom had been a beneficiary of schools and health posts which had made the lives of people easier. "We can testify that we have received development here and the people are ready to work with government for further implementation of
developmental projects in the area," he said. In response, Ms Wina assured the two chiefs that Government was committed to working with traditional leaders because they are equal partners in development. The Vice-President said it was for that reason that she could not leave the area without visiting the two traditional leaders to get first-hand information about their views on various issues. Ms Wina later had a meeting with village headmen from the area who assured her of their support to President Edgar Lungu and the PF to ensure continuity of the ongoing national developmental agenda. She had a meeting with officials from the PF in the district where she encouraged them to support the candidates who are going to be adopted by the Members of the
Central Committee. "I urge you to support whosoever is going to be chosen by the Members of the Central Committee to represent the party in the upcoming August general elections. The boat has a lot of space to accommodate everyone so failure to be adopted should not be used as an option to bring division within the party. We can still accommodate you once we win the August polls which I know we will win," she said. Ms Wina later had a meeting with clergymen from the area who requested government's assistance to mitigate some of the challenges the church and its members was facing. SOME clearing agents in Livingstone have joined their fellow agents in suspending their businesses in protest against the newly introduced Taxpayer Identification Number (TPIN) Module by the Zambia Revenue Authority (ZRA). The agents are alleging the new system does not favour the locals but only multinational companies would benefit. They have demanded that the Zambia Revenue Authority (ZRA) should drop the new system failure to which they not do business with the Authority. A check by the Daily Nation at the ZRA Port Office found the place deserted with only a handful of agents who were present while others stayed
away. The local leadership in Livingstone confirmed the decision of taking part in what they have termed as peaceful protest. Mr Siwakwi said that the tools down decision was a countrywide move meant to convince ZRA to stop the new system. In the recent past, there has been a lot of complaints of people’s Taxpayer Identification Number (TPIN) being used to clear goods by unscrupulous Clearing Agents with a motive of avoiding paying Advance Income Tax (AIT) or to perpetuate fraud such as smuggling and under-declarations. But some of the agents with registered company have urged their friends to return to work and embrace the new system.

EU sues AstraZeneca over 'delayed deliveries' of vaccine
BRUSSELS - The European Commission said on Monday it had launched legal action against AstraZeneca for not respecting its contract for the supply of Covid-19 vaccines and for not having a "reliable" plan to ensure timely deliveries. AstraZeneca said in response that the legal action by the EU was without merit and pledged to defend itself strongly in court. "AstraZeneca has fully complied with the Advance Purchase Agreement with the European Commission and will strongly defend itself in court. “We believe any litigation is without merit and we welcome this opportunity to resolve this dispute as soon as possible," AstraZeneca said in a statement on Monday.
Under the contract, the Anglo-Swedish company had committed to making its "best reasonable efforts" to deliver 180 million vaccine doses to the EU in the second quarter of this year, for a total of 300 million in the period from December to June. But AstraZeneca said in a statement on March 12 it would aim to deliver only onethird of that by the end of June, of which about 70 million in the second quarter. A week after that, the Commission sent a legal letter to the company in the first step of a formal procedure to resolve disputes. "The Commission has started last Friday a legal action against AstraZeneca," the EU spokesperson told a news conference, noting all 27 EU states backed the move. RAMAPHOSA PONDERS TRIMMING CABINET …as government moves to appease trade unions in wage negotiations

The government is also considering doing away with deputy ministers, who have no constitutional role in the government. Fringe benefits of political office bearers and management positions could also be curtailed as part of the
government’s proposal to public service unions, Mchunu said. Trade unions are threatening mass action due to the freezing of salaries in the civil service after years of increases above inflation. “There is a strong feeling in the ruling party that he (Ramaphosa) should reduce the cabinet further, and this is what he is considering,” Mchunu told City Press sister newspaper, Rapport, exclusively, after a serious plea at a media conference that trade unions should accept the “salary offer” of a zero increase.
Mchunu made a moving plea that public service unions should agree to a 0 percent increase in salary negotiations that took place in the central public service bargaining chamber on Friday. “These are the most difficult negotiations that have been conducted in the chamber due to the weak state of our economy, the fact that we are heading for a fiscal abyss, the way in which Covid-19 has affected us and because we are already behind with salary negotiations due to the delays with the last leg of the previous

Curry, who finished with 37 points, hit seven three-pointers to take his total to 85 with two games to play in April. The previous record of 82 was set by James Harden while playing for the Houston Rockets in November 2019. AMBIA’S envoys in the CAF Confederations Cup Nkana and Napsa Stars will be seeking to conclude the group stages on a high when they face Raja Casablanca and JS Kabylie in their last group games. Nkana, who travelled to Morocco will tomorrow face Raja Casablanca in their final group D fixture while Napsa Stars will conclude their Group B fixtures on Thursday against JS Kabylie. AMBIA Sports Fans Association (ZASPOFA) patron Peter Makembo has hailed President Edgar Lungu for assisting him with finances for the spinal surgery scheduled for today at St Johns Italian
Hospital in Lusaka.
Makembo has also hailed ABSA Cup champions Lusaka Dynamos for donating K100, 000 from the K600, 000 ABSA Cup prize money to facilitate spinal surgery. Makembo said he was encouraged by the love shown by everyone who has contributed to ensure that he re-
ceives medical attention as soon as possible. He was speaking after receiving the funds from Lusaka Dynamos who on Saturday beat Zesco United 3-1 on penalties to bag the K600, 000 rich ABSA Cup title, Makembo said President Lungu has also been supportive to ensure that he recovers from a disease which can confine him to a wheelchair if left unattended. He expressed delight at the prospect of going into surgery today to recover fully from a chronic inflammatory disorder affecting his right hand and
spine. “I’m happy my cry did not fall on deaf ears, President Lungu has been in the forefront to make sure that I undergo this operation. He did aid me to ensure that I recover to cheer the Copper Queens when they will need me the most as they are scheduled to compete at the Olympic Games. “I’m also thankful to Hanif Adams and Lusaka Dynamos and the people of Zambia for the assistance. This will surely go a long way to ensure that I recover,
I’m humbled and I’m very encouraged to know that people recognise my efforts as number one sports fan,” Makembo said. He however appealed to the public to help him raise more funds to help him with medication and transportation because the funds received are specifically meant for today’s spinal surgery. And Lusaka Dynamos chairman Hanif Adams said Makembo deserved the financial support as he has contributed to ensuring that sports teams perform to their best because of his support.
