OUNCILS are pressurising Government to hand over collection of toll fees to them because they believe it is their constitutional mandate which Central government has hijacked. The Local government Association (LGA) confirmed that discussions with the government to allow local authorities to collect revenue from toll gates for the maintenance of roads in their respective areas were underway. LGA spokesperson, Maurice Mbolela said the matter was under serious negotiations and the local authorities were pushing to regain their ‘rightful’ mandate. Mr. Mbolela said in an interview with the Daily Nation that
the association was still negotiating with the government on the matter through the ministry of local government and other relevant authorities. “Discussions are still going on, the matter is still very active and we are still negotiating with the government on this issue, councils feel that they
should collect toll fees,” he said. The LGA spokesperson said, “If at all the tolls on the main road can go to the government what about the local government in order for them to maintain the roads, where do they start collecting from”. And Mr. Mbolela said the councils are appealing to the
government to adjust upward the commission that they are getting from the road tax collected on behalf of the road transport and safety agency (RTSA). Mr. Mbolela said the four percent was too insignificant compared to the cost of collection by the local authorities as agents. He said the councils are not at all trying to make the collection of road tax expensive but to ensure that it was not done at a loss “Councils are appointed as agents to collect road tax on behalf of RTSA and now the issue is the commission that councils are getting, the 4% is insignificant compared to the cost of collection, again we feel that the 4% has to be reviewed upwards,” he said.

Mr Bashire, who lives in Norway together with Zuberi Bigawa, also a Tanzanian and Charles Loyana, a senior accountant at the Ministry of Finance, have sued ACC for seizing their property. The trio want a declaration that the notice issued against Mr Loyana and other individuals no longer has effect in light of the rightful owner claiming the properties. The notice was issued pursuant to the Anti-Corruption Commission (Disposal of Recovered Property) Regulations. Mr Bashire, Mr Bigawa and Mr Loyana also want a declaration that the arbitrary seizure and continuation of holding on of the properties was unlawful They also want an order for ACC to account and pay to Mr Bashire all the income received as rentals from the date of the seizure to the date of the order and or in the alternative profits. But in defence filed in the Lusaka High Court on November 24, this year, ACC submitted that it followed the procedure of forfeiting the properties in dispute to the State. ACC stated that the three complaints were not entitled to any of the reliefs contained in the statement of claim. According to the ACC, it was mandated to prevent, detect and prosecute corruption related cases and any other offences under any law. ACC stated that it does not agree that Mr Loyana denied having bought any property from Lombe Bwalya & Associates. It stated that Mr Loyana’s wife
in a statement informed ACC that she had only made one or two applications on behalf of other people and not the 24 applications alleged in the statement of claim. ACC said it shall show that Mr Chali Chitala of then GM Legal Practitioners of Kitwe denied ever executing any documents relating to the ownership of properties. According to a statement of claim, the plaintiffs stated that Mr Bashire was involved in international business among others investing in real estate, while Mr Bigawa was involved in provision of general construction services. They added that Mr Loyana was operating at the Ministry of Finance as Senior Accountant and outside his employment conducts various businesses. The trio stated that in 2011, Mr Bashire decided to invest in real estate in Zambia. The plaintiffs stated that to achieve this, Mr Bashire through a Power of Attorney dated November 25, 2011, appointed his cousin Mr Bigawa and gave him power to nominate and delegate to a trusted Zambian to buy and develop real estate properties in Zambia. The three stated that pursuant to the Power of Attorney, Mr Bigawa searched for a trusted Zambian and finally settled for Mr Loyana. By a special power of attorney dated January 5, 2012, Mr Loyana was appointed to negotiate, sign and execute with the seller any document related to any real estate bought on behalf of Mr Bashire.

According to details gathered, the ministry has been given the mandate to spearhead the whole process including formulation of the policy while the Ministry of Agriculture would only deal with hemp. Dr Kabalo said other ministries were involved but referred further queries to Chief Government spokesperson, Dora Siliya who could not be reached by press time. "The formulation of the marijuana policy is being handled using a multi-sectoral approach, we do not want to be seen to be disorganised and therefore the Chief Government spokesperson is in a better position to deal with this matter,” Dr Kabalo said.
The Daily Nation however learnt that the Ministry of Health was now spearheading all aspects regarding marijuana production. Earlier, Ms Siliya said the ministries involved in marijuana policy actualisation included Health, Agriculture, Home Affairs and Finance. Several stakeholders including Secretary to Cabinet, Simon Miti, have expressed concern over the slow pace for the actualisation of the marijuana issue. Cabinet at its 22nd special meeting on December
4, last year gave approval, to the Ministerial Technical Committee for the cultivation, processing and exporting of cannabis for economic and medicinal purposes. Africa’s legal cannabis industry could be worth more than $7.1 billion annually by 2023 if legislation was introduced in some of the continent’s major markets. This is according to research from The African Cannabis Report, the first detailed report on the legal cannabis industry in Africa.
ZCCM-IH and Vedanta case: Govt rejects lengthy arbitration process By SILUMESI MALUMO GOVERNMENT has rejected a protected arbitration process between ZCCM-IH and Vedanta and the two parties have been asked to find ways to shorten the period, Mines Minister Richard Musukwa told parliament yesterday. Mr Musukwa said the proposal by arbitrators to hold the arbitration hearing between ZCCM-IH and Vedanta until November 2021 had been rejected by the government. He explained that the proposed period for the arbitration hearing was to start now

He told Parliament in a ministerial statement yesterday, that the period for the hearing was too long, and it was important that the hearing was shortened. On Friday last week the Court of Appeal ruled for the stay of the liquidation process until the dispute between ZCCM-IH and Vedanta was heard by the arbitrators. This means that no further procedures can be taken in the High Court. Mr Musukwa however said it was important that the arbitration process was held in the shortest possible time in the best interest of the workers and the public.
He said if the current proposed period for the hearing was accepted then the two parties were not interested to resolve the matter. “You cannot resolve the matter in a longer period of time. When the parties are interested to resolve the matter they can only do it within a short period,” Mr Musukwa said. Meanwhile, Mr Musukwa said ZCCM-IH had insisted its intention to appeal the decision of the Court of Appeal. The minister said the ZCCM-IH was not pleased with the decision by the Court of Appeal hence its decision to challenge it.

Marijuana is the answer IS it by coincidence that everyone thinks that marijuana could be the answer to Zambia’s economic problems in as far as settling the national debt is concerned? We do not think so. We are on the side of the majority who believe that the establishment and implementation of the marijuana policy has delayed. It is obvious that the country needs to hurry up the formulation of a guiding policy in the cultivation of marijuana for medicinal and export purposes. No better reason is needed other than that the country needs a viable economic activity to raise the much needed income to contribute to the national coffers to cater for various internal and external debt payments. With an external debt of about US$11 billion as well other internal obligations, we do not think there is need to delay in finding economic activities to help raise the country’s domestic revenue. On top of this, there are bond holders who have refused to give the country the six-month debt relief period which Government had requested for. Government was hoping for some respite in view of the economic havoc wrought by the coronavirus pandemic. And in this, Zambia is not alone as most world economies have been hit negatively with most governments seeking not only debt relief but debt cancellation. For instance, both Kenya and South Africa are seeking debt relief and debt cancelling as Covid wreaks havoc with their economies. That is why we think that it is important for countries like Zambia to seize opportunities that are presented as alternative revenue sources for the country. This is dilly dallying and delays in formulating a policy to guide the cultivation and production of marijuana for medicinal purposes are so unnecessary. The country is in a race against time as it fights the Covid-19 as well as trying to pull industries out of the doldrums brought about by the impact of the same pandemic. Mr Chatilika said he was confident that all challenges will be addressed to ensure growth of the subsector which was contributing to the country’s economic development. He said SSFFA would soon be meeting Livestock and Fisheries Minister Nkandu Luo to discuss some of the challenges small-scale fish
farmers were facing. Mr Chatilika however, said despite the many challenges in the subsector, members were happy with the strides Government had made to develop the aquaculture industry. He said provision of working capital for aquaculture to women and youth groups, was one of the great achievements. Mr Chatilika said the association would continue engaging other players in the aquaculture sector such as fish feed producers and suppliers of equipment.
ECZ creating confusion, says UPND By SILUMESI MALUMO
THE chaotic voter registration exercise is meant to disadvantage the opposition, UPND spokesperson Charles Kakoma has charged. A PF official, Lemmy Bwalya has however warned the ruling party to watch out with the current trends in the voter registration exercise. Mr Bwalya said having analysed the new system the Electoral Commission of Zambia (ECZ) had adopted, which allows citizens to register from anywhere and choose where to vote from, UPND would easily take advantage of the system. Mr Kakoma accused the ECZ of having planned to create confusion by coming up with the new register. He said yesterday that there were numerous challenges during the registration process mainly in the opposition strongholds. Mr Kakoma said that in Zambezi people were not obtaining the voter’s card because the ink had run out. “I received a call from Zambezi in the North-Western Province that the ECZ had run out of ink after only registering 35 voters on the first day of the exercise. “How did the ECZ dispatch officers from Lusaka to Zambezi, a distance of 1, 200 kilometres which is almost the same distance from Lusaka to Johannesburg, with ink to last one day when they knew that the officers will be out for 30 days?” he wondered. He said it was shocking that the ECZ could plan to conduct the voter registration exercise and buy malfunctioning machines to undertake the exercise without testing them. Mr Kakoma added: “We have also received reports of the exercise being disrupted

Zambia in trade surplus …as inflation leaps to 17.4pc By BUUMBA CHIMBULU ZAMBIA’S total trade between January and October this year increased to K189.7 billion, representing a 26 percent higher compared to the same time last year, as inflation rate continues to rise. The total trade for the period January to October this year at K189.7 billion was 26.1 percent higher than K150.4 billion in the corresponding period of 2019, says Mulenga Musepa, the Interim Statistician General at the Zambia Statistics Agency (ZAMSTATS). Mr Musepa explained that Zambia had continued to record trade surplus despite Covid-19 which had disrupted trade because the country had not implemented a full lockdown. “This is good for the country. I have been asked why we have continued to record increased total trade despite Covid-19, general explanation is that without Covid-19, total trade could have been higher. "You may want to look at measures instituted by Government which was more of a partial lockdown. Government recognised that there were a number of essential which needed to be imported," Mr Musepa said. He indicated that even with Covid-19, major exports continued to be exported such as copper. Mr Musepa explained that the destinations for copper such as China had opened up, mines never closed and so production continued. "We also see the exports of cement and energy, alcoholic beverages so that in a way explains that," Mr Musepa said. Meanwhile, Mr Musepa said that the annual inflation rate for November increased to 17.4 percent from 16.0 percent recorded in October 2020. He explained that this meant that on average, prices of goods and services increased by 17.4 percent between November 2019 and November 2020. "The increase in the annual rate of inflation was attributed to price increases in both food and non-food items," Mr Musepa said.

12 foreigners banned By NATION REPORTER TWELVE illegal immigrants have been detained in Lusaka after being apprehended during a cleanup operation conducted in three townships. The suspects were rounded-up in Garden, Kabanana and Chipata townships on Wednesday. Immigration public relations officer, Namati Nshinka, said the detained included seven Congolese, three Burundians, one Tanzanian and a Somali. Mr Nshinka said all the suspects failed to produce proof of legal immigration status in Zambia at the time of their apprehension. “They are all currently detained pending further action,” he said in a statement. In Ndola, a 40-year-old Congolese national has been convicted for unlawful entry and unlawful stay. Lubinda James Ngoyi, appearing before a magistrate Court in Ndola on Wednesday and was fined K20,000 for the two counts or in default four years imprisonment with hard labour. Mr Nshinka said in the last six days, 111 persons of different nationalities have been arrested for various immigration offences. He said during the period, the Immigration Department secured 28 convictions, removed 54 illegal immigrants from the country and blocked 16 foreigners from entering Zambia for failing to meet entry requirements.

PF Deputy Media Director Antonio Mwanza said it was shocking that Mr Hichilema had continued to insult the Zambian people instead of telling them how best he would govern the nation given an opportunity. Mr Mwanza said Mr Hichilema had nothing to offer Zambians hence going on rampage insulting innocent citizens whenever he was given a chance. "We are concerned that HH can now resort to using vulgar language as a norm and as a way to campaign," said Mr Mwanza. Mr Mwanza advised Mr Hichilema not to take politics too personal to the extent of finding the usage of insults normal. Water Development, Sanitation and Environmental Protection Minister, Jonas Chanda, said Government was committed to safeguarding the environment which was the cornerstone of all economic activities. Dr Chanda was speaking yesterday in his capacity as Chairperson of the Lake Tanganyika Authority virtual second extra-ordinary conference of ministers from Zambia, Burundi, Tanzania and Democratic Republic of Congo. “The recent global events such as drought, flash floods, extreme temperatures and now Covid-19 point to disturbances in the natural ecosystem. “In addition, increasing pollution, excessive sedimentation, habitat destruction, deforestation and forest degradation
within the territories of the four riparian states have also disturbed ecological functioning of the lake basin ecosystems” Dr Chanda said. Dr Chanda called on the member countries to continue with collaborations as well as national programmes aimed at protecting the shared resources of the lake and contribute to the prevention of adverse impacts of human activities on the environment. He said among the measures taken by Zambia to reverse the loss of bio-diversity include; construction of 21 sedimentation, siltation and erosion control structures along the lake basin as well as development of a community based charcoal and timber licensing system. VILLAGE banking groups should embrace digital payment platforms as a way of avoiding theft and loss of funds, says Bankers Association of Zambia (BAZ) Research and Communications Officer, Precious Kalusha. Ms Kalusha indicated that embracing digital payment platforms would enable the groups avoid theft and loss of funds. She said the groups could leverage on other products and services within the financial services sector for efficient transactions. Ms Kalusha said Financial Service Providers (FSPs) had continued to develop products to meet the need of groups such as introduction of village banking accounts. “FSPs will continue to customize products and services to suit the financial services needs of the different segments of the economy,” she said in her write up on Transforming Industry, Developing Zambia. agreed on clear rules and a constitution with guidelines on how to make contributions, borrowing and repayment terms, period of the cycle and share outs. Members of the group, she said, should have a deeper knowledge of each other’s character and integrity, self-selected and trustworthy. Ms Kalusha warned that the groups if not managed properly, could result in loss of funds at an individual level or as a group. “There are a lot of stories on various media platforms regarding members who borrow large amounts from village banking groups and fail to pay back,” she said. Ms Kalusha however acknowledged that such groups were helping members with working capital for businesses and investments as well as for other financial needs “Ensure you have an elected leadership or management team from among the members to help run the affairs of the group. This team should ideally be subject to annual elections and limit of tenure and embrace governance protocols,” she said.
THE formulation of the plan meant to transform the region into an economic entity will soon be ready, as member states have been challenged to honour obligations for accelerated regional integration. The 2021-2025 COMESA draft MediumTerm Strategy Plan would be ready and implemeted in the regional bloc. Vice president, Inonge Wina, said with the new 2021-2025 plan, COMESA was now well positioned to consolidate the gains made so far while embracing new opportunities. Ms Wina observed that COMESA had made tremendous progress by promoting and facilitating regional trade and investments. She expressed confidence that COMESA would attain its vision with more resources and support from the member states, individually and collectively. She therefore urged all member states to honour their obligations and commitments to accelerate regional integration in tandem with the commencement of the African continental free trade which comes into force in 2021. Ms Wina said this during the virtual official opening of the 41st meeting of the COMESA council of ministers yesterday. Ms Wina re-affirmed the commitment of the Zambian Government, as host of the COMESA secretariat, to current and future programmes. COMESA Secretary-General, Mulenga Kapwepwe, said the new strategy aimed at transforming the region into an economic entity through focusing on the four strategic pillars. Ms Kapwepwe said these were; Market Integration, Physical Integration/Connectivity, Productive Integration and Gender and Social Integration. She stressed that the pillars support COMESA’s mission to facilitate the achievement of sustainable economic and social progress in Member States through increased co-operation and in concerned fields of development.
Total Zambia rolls out NATSAVE intent on digitalisation Covid-19 materials By BUUMBA CHIMBULU NATSAVE Bank is pursuing digitalisation as its strategic push towards offering convenience services while lowering the cost to serve. The financial institution has meanwhile signed an agreement with the Association of Private Colleges of Education in Zambia (APCEZ) for affordable financial services. With about 40 percent of the Zambian population still unbanked, NATSAVE sees the gap as an opportunity to grow its business. This is according to the NATSAVE acting managing director, Keith Hamusute. Mr Hamusute said NATSAVE was well positioned to narrow financial exclusion gap considering its wide network covering the remotest parts of Zambia. He was speaking in Lusaka yesterday during the signing of a Memorandum of understanding with APCEZ. “Through many other strategic partnerships, the bank will provide incomparable services which are intended to service various market. The bank will also utilise the digital platform,” Mr Hamusute
said. He also said the agreement signed with APCEZ was to facilitate effective and efficient provisions of banking and financial services to the members and their staff. He explained that this was with that view of enhancing business performance in terms of working capital and also improving their competitiveness on the market. “This agreement sets the framework for a working relationship between the two organisations that share a common vision for developing the private education sector in Zambia. “This will enable colleges and their affiliates access affordable and appropriate financial products and services,” Mr Hamusute said. APCEZ Chairman, Simon Chomba, said the agreement would enable the association’s members have ready access to financial and credit services of NATSAVE. By JOHN KOMBE TOTAL Zambia has procured more than 10, 000 face masks and other Covid-19 materials to be donated to one rural school in each of the 10 provinces. The donation is being made as the firm marks its 70th anniversary of its existence in Zambia Ministry of Health Permanent Secretary for administration, Kakulubelwa Mulalelo hailed the company for the gesture. The donation, valued at K674, 200 included 10, 000 face masks, more than 50 computers, 10 LaserJet printers, 200 hand washing facilities, 1, 000 boxes of hand washing soap and one stationary kit. Ms Mulalelo observed that education and health were key ingredients in the development of any nation and as such a donation was commendable. Meanwhile, Total Zambia managing director, Olufemi Babajide, was happy that customers had been supporting the company during its 70 years of existence in the country. Total head of human resource and corporate affairs, Fatima Chishimba, who represented the Managing Director, said the company was obliged to plough back into community by donating towards the fight against the Covid-19 in schools. Friday 27 November, 2020 Rishi Sunak warns ‘economic emergency has only just begun’ LONDON - The "economic emergency" caused by Covid-19 has only just begun, according to chancellor Rishi Sunak, as he warned the pandemic would deal lasting damage to growth and jobs. Official forecasts now predict the biggest economic decline in 300 years. The UK economy is expected to shrink by 11.3 percent this year and not return to its pre-crisis size until the end of 2022. Government borrowing will rise to its highest outside of wartime to deal with the economic impact. The government's independent forecaster, the Office for Budget Responsibility (OBR) expects the number of unemployed people to surge to 2.6 million by the middle of next year. It means the unemployment rate will hit 7.5 percent, its highest level since the financial
crisis in 2009. However, fewer jobs are expected to be lost than predicted this summer. Setting out his Spending Review detailing how much would be spent on public services, Sunak said the government was dealing with an "economic emergency." He added: "That's why we have taken, and continue to take, extraordinary measures to protect people's jobs and incomes." The government has subsidised the wages of employees unable to work due to the pandemic, in an effort to protect jobs. It said extending these schemes to next March meant 300, 000 fewer people would be out of work. Sunak confirmed that around 1.3 million public sector workers - excluding some NHS staff and those earning less than £24, 000 - will have their pay frozen next year. – BBC.
U.S. to enforce duties on phosphate fertiliser imports from Morocco, Russia WASHINGTON - The U.S. Department of Commerce said on Tuesday it would set preliminary duties on phosphate fertiliser imports from Russia and Morocco, after launching an investigation to determine if producers in these countries were receiving unfair subsidies. The department set preliminary duties of 23.46 percent on imports from Morocco's OCP Group and other producers in the country, 20.94 percent on those from Russia's Phosagro, 72.50 percent on EuroChem and 32.92 percent on all other Russian producers. The decision follows an investigation launched in July on petitions filed by U.S.-based fertiliser company Mosaic Co. Shares of Mosaic rose about 10 percent to $22.57, their highest in more than a year, while U.S. and Canada-listed shares of rival Nutrien rose more than three percent.
Last year, imports of phosphate fertilisers from Morocco were valued at about $729 million and from Russia at about $299 million, according to data from the department. An oversupply in the phosphate market hurt prices for the fertiliser last year and early this year. While strong demand from Indian and Brazil has helped boost prices more recently, the gains have been limited due to the excess stocks. Canada-based Nutrien, the world’s biggest fertiliser maker by capacity, took an impairment charge in the third quarter, citing “less favourable” long-term outlook for phosphate prices and excess supply. A final decision by the Commerce Department is expected on February 8, followed by the International Trade Commission’s final decision on March 25, with the issuance of an order on April 1. – REUTERS.
MPS QUIZ ESKOM ON J R488BN DEBT OHANNESBURG - Eskom on Wednesday faced tough questions by lawmakers as it presented its annual report to parliament's portfolio committee on public enterprises. Eskom owes some R488 billion, largely guaranteed by the state, which threatens the fiscus. The issue of Eskom debt, which has been rising over the years, escalated from R440 billion in the past financial year. It has been a major source of concern in various quarters, including international ratings agencies, as government continued to plough funds into the entity. In 2020, support of R49 billion was extended to Eskom, with R56 billion committed for 2021. The funds are largely for debt servicing. Eskom Chief Financial Officer, Calib Cassim, told lawmakers that Eskom's creditors were a combination of
HARARE - The government might soon reintroduce a policy that compels line ministries, departments and State institutions to procure certain types of vehicles only from local producers to aid industrial recovery and growth. A similar policy position was introduced through a Cabinet Circular number 16 of 2011, issued by the Office of the President and Cabinet (OPC), but registered little success as the directive was largely ignored. Finance and Economic Development Minister Mthuli Ncube, in an interview with Zimpapers television channel ZTN last week, said the new thrust was aimed at supporting industry under the National Development Strategy (NDS1) 2021-25, the Government’s new economic blueprint. And the new policy framework has an effective implementation matrix already in place, while the OPC will
domestic and foreign lenders, between bond, development financing institutions and export credit agencies. "Some R330 billion of the R488 billion is already guaranteed by National Treasury," Cassim said, adding that Eskom would, in the course of the 2021 financial year, repay R25 billion of the guaranteed debt. "Once you repay the R25 billion, then that amount becomes available again to Eskom." He also stated that payment of guaranteed debt would allow the company, with the support of the shareholder and National Treasury, to once again go into the market and raise further guaranteed debt, if required. Eskom posted a net loss of R20.5 billion in the full 2020 financial year, and Cassim said during the presentation of the
financial statements in October that the power utility hopes to return to profitability from 2023, adding, however, that the current situation did not provide a compelling case for that. As part of stabilising its finances, Eskom would look to approach the Department of Public Enterprises and National Treasury to extend its guarantee facility, as each year there are maturities that become due and payable. "We would like to utilise that going forward until we restore the balance sheet and get to a position where Eskom is not reliant on government guarantees," said Cassim. He also raised the issue of electricity tariffs, saying charging the prices that do not cover the cost was not sustainable. – FIN24.
Govt to revisit vehicle policy be responsible for monitoring and evaluation of policy prescriptions to ensure targets are achieved on time and to budget. The policy blueprint also intends to roll out strategies to increase local production of buses and delivery trucks, which will benefit upstream industries that produce inputs such as bolts, batteries, steel sheets, tyres, upholstery, paints, and carpets among others. Ncube said the Government will continue to provide incentives to drive local production of goods instead of depending on imports, which require elusive forex and are vulnerable to external sectors. Notably, Ncube said Zimbabwe has the capacity to manufacture automobile products such as buses and cars through Quest Motors in Mutare and Willovale Mazda Motor Industries in Harare.
“Surely, we will give incentives for local production of cars and buses. We could even say to the Government, for all the pool cars that we use in Government, let us buy local. You can see I am already giving hints. “That is, in a way, industrial

Gold mining emissions draw scrutiny after price surge JOHANNESBURG/TORONTO Investors are putting pressure on gold miners, whose high greenhouse gas emissions have been less scrutinised, to report transparently and take concrete steps to curb them after a rally in prices this year drew closer attention to the sector’s footprint. Gold miners are among the biggest emitters of greenhouse gases in the mining sector, although critics generally point to coal miners and iron ore miners. Scope 1 and 2 emissions from
gold are higher than those of copper, nickel, iron ore and metallurgical coal, before factoring in freight and downstream emissions, according to data from ESG consultancy Skarn Associates. Heavy haul trucks and power supplies are major sources of emissions, while deteriorating gold ore grades have forced miners to dig more rock to extract each ounce of gold in an energy-intensive process. The World Gold Council estimates the sector emitted 32, 689
tonnes of CO2 equivalent per tonne of gold produced in 2018, up 12 percent from the 2017 total. They have not yet published estimates for 2019. FISH FARMING TO ERADICATE FISH POACHING

T is a perennial spectacle. In the middle of the annual fishing ban banana boats and dugout canoes of every size crisscross lakes Bangweulu and Chifunabuli in Luapula Province. During the ban period it is common to see fishermen brazenly dangling fish at passing motorists for sale, even taunting government officials from the safety of their precarious small vessels. Government enforces the fishing ban covering major fisheries from December to February to allow fish to breed. But the ban is blatantly flouted by the local people living on and around the affected fisheries, claiming that they do not have alternative sources of livelihood during the ban period. The fishermen have also been using destructive fishing methods such as bed nets, commonly known as mosquito nets, drown nets (imikwau), one-inch and half-inch nets. This is frustrating Government’s efforts to transform the fish industry into a multi-million Kwacha economic activity and use it to reduce poverty and unemployment in the country.

The project, initiated by President Lungu, is expected to improve livelihoods and income in Siavonga. But the President is worried about the rampant theft of fish in cages. He said the vice was a danger to the development of the industry. He directed the minister of Fisheries and Livestock Professor Nkandu Luo to work with relevant authorities to stop the thefts. Such vices, including bad fishing methods are hampering the growth of the sub-sector. In June 2015 an officer from the Department of Fisheries in Chilubi, Northern Province bemoaned the continued use of mosquito nets as fishing gear on Lake Bangweulu by fishermen. In the Seventh National Development Plan (7NDP) Government recognises fisheries as a vital cog in the agro-diversification and poverty reduction wheel. Section 7.4. says fisheries offer great potential for diversification, gainful employment and poverty reduction. Ironically, it is the same local people who have been paying a heavy price in form of drastically reduced catches. The violation of the ban and use of illegal fishing methods constitute a criminal offence for which an offender is liable to a prison term of more than six months with hard labour if found guilty. But this has done little to deter the defiant villagers. President Edgar Lungu has emphasised the importance of the fish industry in the government’s economic diversification agenda. While in Siavonga this week, he launched two aquaculture cooperatives called Kamimbi and Buyantanshi at Yalelo Fisheries to demonstrate his government’s resolve to eliminate the current annual fish deficit estimated at 87, 000 tonnes, which has been narrowing since 2013. The two cooperatives, which have 34 women members, will be producing 50 tonnes every

On June 21, 2018, Central Province Minister Sydney Mushanga also warned fishermen in Ngabwe against the use of the illegal fishing gear. Mr Mushanga said the use of such gear was depleting fish. “Fingerlings are the only ones I am seeing here. There is none who can show me a big fish. This is uncalled for and should be stopped,” he fumed, during a tour of the area. Such unsustainable harvest methods have a debilitating effect. They disturb the breeding and recovery patterns of the fish. For example, drown nets have buried traditional breeding grounds while the use of mosquito nets has been wiping out fingerlings that should grow into real fish.

In the Bangweulu Fishery the last restocking of various species took place in the 1970s. Increased pressure from the rapidly growing human population, lack of restocking, effects of climate change and unsustainable harvest methods have led to a steady reduction in fish catches and a spike in household poverty. This has also increased human-animal conflict and human-on-human violence as men struggle to fulfil their gender role of provider. The highly adaptive crocodiles, which traditionally feed on fish, have resorted to hunting in shallow waters for easier prey. Many people have lost their lives to the beasts. Also, many have been brutally murdered by mobs after being accused of being responsible for the crocodile attacks. Weak enforcement and alleged collusion between local fishermen and government officers have also compounded the situation. As a result the fish stocks have been struggling to recover. Efforts to restock are also being hampered by poor compliance. But Government is determined. In his address to Parliament on September 14, 2019 President Lungu said the Patriotic Front (PF) government remained committed to its agricultural diversification agenda. Besides the planned restocking exercise Government is also promoting fish farming in the affected districts, including Siavonga. Government is implementing several citizen empowerment programmes as a basis for reducing poverty and
accelerating development. President Lungu says his administration and its partners have so far invested more than K195 million in fish farming countrywide. “The Seventh National Development Plan is premised under the theme “accelerating development efforts towards the vision 2030 without leaving anyone behind” our actions simply confirm our commitment to not leaving anyone behind,” he said. Nine health posts unveiled in Mufumbwe
G By ANDREW MUKOMA THE Zambia Railways Limited (ZRL) Board is worried with the levels of vandalism and encroachment on the railway network and land. Board chairperson, Evans Chabala, said the high level of vandalism was a frustration and a source of concern to the railway firm. Dr Chabala said that vandalism and encroachment had become a growing trend, but pointed out that the company would work hard to eradicate the vice. He was speaking after touring ZRL facilities in Livingstone yesterday. "We have to rethink and probably come up with a whole different sorts of approaches to solve vandalism and encroachment and we will
come up with a solution that works sustainably going into the future. "Those are the few highlights we saw in the Southern Region on part of network of Zambia Railways and going forward, we will continue engaging with our clients. Those that are perceived to be vandals and encroachers for now so that we come up with sustainable strategies," Dr Chabala said. He said that maintaining the railway network was a continuous process which ZRL would continue implementing in order to avoid the network to deteriorate. "The idea is that that way, we engage people that will not only going to do maintenance but also look after the infrastructure and they have been operating for about a year now," Dr Chabala said.

Ramaphosa to face motion of no confidence next week
JOHANNESBURG President Cyril Ramaphosa will face his first motion of no confidence next Thursday. At yesterday's meeting of the National Assembly Programming Committee, secretary to Parliament Masibulele Xaso said National Assembly Speaker Thandi Modise had approved the African Transformation Movement's (ATM) motion of no confidence. The matter was brought to her in February this year. Xaso said she suggested that it be placed on the
National Assembly's programme for Thursday's plenary. The committee agreed, and didn't say anything further on the matter. ATM leader Vuyo Zungula previously said that the president had failed to provide leadership for the country. He lamented at the time that South Africa did not have a captain and "the ship is sinking." This will be the first time that Ramaphosa's leadership will be under scrutiny in Parliament through a motion of no confidence. – NEWS24.

AMPALA - Uganda's Supreme Court has jailed a former presidential aspirant for using abusive language against them, including calling them "incompetent fools." Ivan Samuel Ssebadduka was sentenced to three years in prison for contempt of court, according to local media. Ssebadduka had in September filed a petition at the Supreme Court seeking to stop a requirement for presidential aspirants to collect nomination signatures.

Diego Maradona: Thousands bid farewell as Argentina grieves THOUSANDS of fans are paying their final respects to Argentine football legend Diego Maradona at the presidential palace in Buenos Aires. Three days of national mourning have begun in Argentina after the national hero died following a heart attack on Wednesday at the age of 60. Some wept, others blew kisses and said prayers as they filed past the coffin being displayed at the Casa Rosada. A million people are expected to visit his casket. Maradona's coffin draped in Argentina's national flag and football shirt, bearing his trademark number 10 on the back - is expected to be on public display until Thursday afternoon. There were tense scenes when the Casa Rosada opened its doors, as some fans pushed and shoved against the barriers, which were lined with security forces. His family and former teammates took part in a private ceremony earlier in the day. One of the greatest football players of all time, Maradona had a troubled personal life marked by cocaine and alcohol addiction. He had successful surgery on a brain blood clot earlier in November and was to be treated for alcohol dependency. Local media said the preliminary results of an autopsy showed Maradona had suffered “acute heart failure�. A spokesman told AFP news agency he would be laid to rest in a cemetery on the outskirts of Buenos Aires, where his parents were also buried. The former Argentina attacking midfielder and manager died at his home in Tigre, near Buenos Aires. The last person to see Maradona alive was his nephew Johnny Esposito, according to statements gathered by officials. Maradona is survived by five children and his former wife, 58-year-old Claudia Villafane, who he split with in 2004 after 20 years of marriage.- BBC

Banda saluted the ADL fundraising team led by chairman Benancio Mutati for working hard to raise funds for the construction of the boarding school amidst Covid-19 challenges. Banda said the school to be constructed will empower learners with skills and attributes of self actualisation. Meanwhile, guest of honour at the fundraising golf championship, Professor Evaristo Njelesani hailed the Catholic Church for the continued commitment to contribute to delivering of quality education in learning and promotion of good values. Njelesani, who was also representing Lusaka Apex Medical University pledged to contribute K10, 000 towards the construction of the school. Njelesani promised that Apex Medical University would in future partner with the school which will also produce health practitioners once it is operational. And Tomorrow Investment CEO and founder Chanda Katotobwe hailed the golfing community from various corporate entities for participating in the tournament which attracted over 200 golfers from different corporate golf clubs. Katotobwe reaffirmed Tomorrow Investment’s commitment to continue with its corporate social responsibility projects. Meanwhile, Mutati hailed Tomorrow Investment for supporting the construction of the boarding school by sponsoring the fundraising golf championship which helped raise K1 milllion from the golfers alone. Mutati said the church was grateful to the golfers who participated in the tournament which was won by a team from Atlas Mara who amassed 117 points.

games kicking off this weekend. Green Eagles coach Aggrey Chiyangi is hopeful for a good result in tomorrow’s Confederation Cup first round, first leg tie against Burundian club Musongati at Intwari Stadium in Bujumbura. Chiyangi said in an interview in Burundi that the players are upbeat and at ease despite having been subjected to a Covid-19 test upon arrival at Bujumbura Airport on Monday evening. Chiyangi, said the players were relaxed as they awaited
