Underdog Syndrome
IN our world, the truth does not matter anymore. It is therefore refreshing that the Lusaka High Court has decided to subject BP pensioners to an actuary to determine their claim for benefits for which they have struggled for the last 19 years. This is justice at its best. These pensioners won in the Supreme Court of Zambia but their claim was never consumated due to legal complications that arose and therefore delayed the conclusion of the matter. It is our hope that the actuary will make a determination that will conclude this matter to the satisfaction of all and especially the pensioners, who have struggled with tremendous tenacity, faith and sheer blind trust even in the face of tremendous disappointment. Indeed, we have shared their pain and struggle because we fully appreciate that the system discriminates against the poor and disadvantaged, who unfortunately constitute the majority of the Zambian people. Our judicial system is very much like our political system, which operateson an incompresensible andhighly capricious premis. The prevailing political discourse is replete with calumny and totally unbridled misinformation which is passing for the truth when in reality not. Statements are made, assertions reinforced and indeed a scenario has been created in which the most outrageous of statements made by those in any form of influence are accepted as gospel truth even when the converse is true. Populist politics founded on lies and sheer misapprehension by the rich and powerful carry the day just as US President Donald Trump could claim the last elections which he lost were fraudulent without any iota of truth or indeed evidence. More than 70 million Americans voted for Donald Trump on account of his divisive and populist countenance. Hundreds others were prepared to assail and assault Capitol Hill to defeat the cause of democracy. The very citadel of democracy, to which the world looks to, almost succumbed to a lie, indicating and perhaps confirming the fragility of democracy as a value that stands for the truth, integrity and wholeness. The act of assailing the truth for political expediency in a country that claims to be the torch bearer should worry all Zambians who are currently buffeted by all manner of propaganda, some of it engineered by professional peddlers of disinformation. Our world does not appreciate the underdog however, meritorious their circumstances might be. It is more fashionable to support the rich, powerful and mighty who can afford to navigate the complicated and often incomprehensible systems which would allow a matter drag on for 19 years during which time 110 claimants have died, leaving behind 126 who have carried the torch. In those 19 years the pensioners have litigated many times successfully only to be challenged by sophisticated, intricate and at times irrelevant arguments, that are patently misleading and false as some court papers have shown and yet the matter has dragged on. Our support for the underdog, has often been misunderstood to be political. Indeed, if politics is about asserting the truth and fighting for the underdog, then we are political and make no apologies for it. We will continue to fight for those whose rights are abrogated by an insensitive system. We see this as our duty regardless of the consequences that we may suffer for this position. We stand for principle and not for the personal benefits we might gain from it.

In an interview yesterday, Mr Ngulube said it had taken long for the villagers to get their money since the judgement was passed. SWIFT response by the Disaster Management and Mitigation Unit (DMMU) to save lives and livelihoods is commendable and the unit should be supported with necessary resources, the Zambian DNA has said. Zambian DNA spokesperson, Spuki Mulemwa said President Edgar Lungu's directive to the DMMU that no Zambian should die from hunger was yielding desired results. Mr Mulemwa said DMMU had not only been distributing relief food to all hunger- hit parts of the country, responding promptly and swiftly in re-constructing bridges washed away by torrential rains, refurbishing schools or any other public infra-
structure damaged by heavy rains, but also providing necessary assistance to flood victims without leaving anyone behind. He said in an interview that DMMU must be given the necessary support so that it continues saving lives and livelihoods. “The DMMU has also been guided by President Lungu to play a critical role in mitigating social and economic impact of Covid-19 pandemic on the vulnerable households ever since the country recorded its first case early last year,” said Mr Mulemwa. Vedanta asks court to uphold judicial review ruling By GRACE CHAILE-LESOETSA VEDANTA Resources Holdings Limited and two others have submitted that the court cannot revisit the granted order for them to commence judicial proceedings against Konkola Copper Mines (KCM) because the court becomes of no further official authority when all substantive issues are determined. The three were on January 13, 2021 granted leave by the Lusaka High Court to commence action against KCM. In this matter, Vedanta Resources Holdings Limited, Vedanta Resources (Jersey II) Limited and Vedanta Resources Limited have sued Provisional liquidator Milingo Lungu challenging the splitting of KCM. The three want the Lusaka High Court to order Mr Lungu to immediately reverse any process of KCM reorganisation. The three in their list of authorities and skeleton arguments in support of the notice of motion to raise a point of law stated that the issue they are rising is whether the court having granted leave to commence action against KCM and that them having proceeded with the action, has jurisdiction to revisit or reopen the order granting leave. And that whether the principle of functus officio is applicable to the court in respect of the order granting leave to commence an action against KCM. “It is therefore out of contention that the courts’ jurisdiction to review its own judgement or orders is limited only to the extent that is provided for under Or-

ANOTHER loose lion was gunned down at Munda Wanga Environmental Park after it left its enclosure on Tuesday night. Tourism and Arts Minister, Ronald Chitotela said the lion left its cage in search of a mate “because this is their mating season”. Mr Chitotela said officers at the park who attempted to return the lion had difficulties as it was in a thicket hence were left with no option but to gun it down.

ACCEPT ELECTION LOSS By PETER SICHALI CANDIDATES who will lose April 12 General Elections this year should accept the oucome once the authorities and stakeholders declare the polls free and fair without threatening to plunge the nation in pandemonium, Senior Chief Madzimawe of the Ngoni people of Eastern Province has said. Senior Chief Madzimawe said the tendency of rejecting election outcomes was retrogressive and a threat to the peace the country has been enjoying. He said in an interview that it was important for individuals aspiring for the Presidency and other public offices to put the interest of the nation first. Senior Chief Madzimawe
said there was need for Zambians to have trust in institutions such as the Electoral Commission of Zambia (ECZ). "We should have trust in our own nstitutions that are being managed by Zambians," the senior chief said. Senior Chief Madzimawe said those with issues regarding the electoral process should raise them now so that they can be addressed. He said politicians should have people's interests at heart and accept the outcome of the elections. "What is important is to accept the will of the people for the country to move forward," he said. "We are a democracy and political players should endeavour to put the interest of the country first before thinking about oneself," Senior Chief Madzimawe said. He said it was important for those wishing to lead to always look at a bigger picture. MOPANI STARTS SEARCH FOR EQUITY PARTNER From Page 1 Mr Musukwa said some companies from Turkey, Canada, China, United Kingdom, United States of America, Qatar and South Africa had shown interest in acquiring a stake in MCM. “The strategic equity partner will be expected to help in ramping up productions by completing the lined up projects such as Kitwe synclinoliun shaft and Mindolo Shaft at a total cost of $300 million,” Mr Musukwa said. And Mr Musukwa said the acquisition of Mopani Copper Mines by the State saved over 15, 000 jobs. Mr Musukwa said the transfer of Carlisa shares
in Mopani Copper Mines (MCM) to ZCCM-IH was prompted by the need to safeguard jobs. Delivering a ministerial statement in Parliament yesterday, Mr Musukwa also said that the transfer of shares was in line with the Government policy of increasing its stake in some mine houses as espoused in the economic recovery programme that was launched by President Edgar Lungu last December 17. Updating the House on the recent transfer of Carlisa shares in MCM to ZCCM-IH, Mr Musukwa said it was done to prevent job losses. “The action has been necessitated by the need to
safeguard the jobs of over 15, 000 employees consisting of 6, 000 local direct employees and 9, 000 contractors,” Mr Musukwa said. The minister also said the transfer of shares was done to prevent the adverse impact of the mine closure which may have a negative bearing on the social and economic welfare of the people of Copperbelt and the nation at large through loss of Government revenue. He explained that the process of transferring shares started in April 2020 when Glencore International which was a major shareholder in MCM announced its intention of placing the mine under

ZAMBIA has in the last four years lost almost US$500 million (equivalent to over K10.6 billion) net revenue arising from free trade agreements which are meant to eliminate certain barriers and restrictive practices that some countries face. In 2017, 2018, 2019 and 2020, Zambia lost net revenue of K2, 408.4, K2, 895.1, K3,115.1 and K2, 265.3 respectively, amounting to K10.683 billion. Free trade agreements do not just reduce and eliminate tariffs, they also help address behind-the-border barriers that would otherwise impede the flow of goods and services. However, the agreements come with revenue consequences as they reduce trade tax revenues. For Zambia, some of the regional trade agreements signed include the Common Market for Eastern and Southern Africa, and the Southern African Development Com-
munity (SADC). In addition to the regional trade agreements, Zambia has ratified the African Growth and Opportunity Act, Generalised System of Preferences, World Trade Organisation Trade Facilitation Agreement, China Special Preferential Tariff Treatment and India Duty Free Tariff Preference Scheme for Least Developed Countries. According to the Zambia Revenue Authority (ZRA) Commissioner General, Kingsley Chanda, the total revenue forgone as a result of concessions arising from the trade agreements for the period 2017 to 2020 was K10.683 billion. Mr Chanda told the Parliamentary Budget Committee that: “Zambia forgoes significant levels of revenue through the implementation of the trade agreements.” He therefore recommended the need for Zambia to consider applying a surcharge on goods that could be injurious to the economy. “Zambia’s capacity to apply safeguard measures should

Chanda said Zambian exports had faced several non-tariff barriers in export markets such as quotas, market standards and restrictive rules of origin. “Zambia should strengthen the institutional capacity in the Ministry of Commerce, Trade and Industry to deal with safeguards and trade remedies as provided in the Tripartite Agreement. “It should take advantage of its central location in the region and improve its transport logistics and become the regional transportation hub. It can turn around the challenges of being a landlocked country to the prospects of being a landlinked country. This can generate revenue for the country,” he said. Mr Chanda however said the agreements were necessary for the development and growth of Zambia’s industries as the country also accesses other external markets with duty preferences, thereby earning the country.

LAWYER and former Chilanga UPND Member of Parliament, Keith Mukata is among the notable names on the list of those commuted from death to life imprisonment by President Edgar Lungu yesterday. President Lungu commuted 246 inmates from death to life imprisonment, Home Affairs, Stephen Kampyongo announced in a statement. A check on the list, found that Mr Mukata was among those given amnesty. Mr Mukaka was in February
2018, sentenced by the Lusaka High Court to death by hanging for murdering a security guard. And Mr Kampyongo said Government was committed to providing humane custodial services, medical care, basic sanitary facilities, adequate food and recreational facilities for inmates held under death sentences. He said the 246 commuted inmates were all based at Mukobeko Maximum Security and Kabwe Female Correctional Centres respectively. The minister said out of the 246 commuted inmates, 225 were males while 21 were fe-
males. "President Edgar Lungu and Commander-in-Chief of the Defence Forces has exercise his prerogative of mercy by committing sentences from death to life imprisonment of 246 inmates," Mr Kampyongo said. He said the clemency of death to life sentences under President Lungu has accumulated to about 630 during his eight years of reign. "This is an unprecedented human rights record which cannot go unnoticed," Mr Kampyongo said. Mr Kampyongo said the
commutation of the 246 inmates would greatly help decongest the condemned section of the Maximum Security Correctional centre and increase social distance among the inmates. He said to embrace the paradigm shift since 1997, Zambia has not carried any execution of condemned inmates which can be called as a silent moratorium. Mr Kampyongo explained that Zambia has still maintained the death penalty in the statues, but has adopted a moratorium on the death penalty.

HONEYBEE Pharmacy Limited is today (Friday) expected to file a lawsuit against News Diggers demanding $480 million in compensation for allegedly publishing 'false articles' about the medical products it supplied to the ministry of Health. According to Honeybee Pharmacy Limited lawyer Tutwa Ngulube, News Diggers has allegedly been maliciously publishing false articles that the company supplied defective condoms and gloves when it is not true. Mr Ngulube told the Daily Nation in an interview that the alleged false articles have caused Honeybee Pharmacy commercial and reputation damage. He said the outraged company had no option but to now file a lawsuit against News Diggers after having asked them to retract and apologize. "We are actually working on the paper work today (yesterday) to separately sue News Diggers for the malicious false articles before the end of this week. We demanded for a retraction and apology but they are arrogantly daring us and now we are suing them. We are demanding $480 million for causing our client's commercial and reputation damage with their malicious articles," Mr Ngulube said. Mr Ngulube said after su-
ing News Diggers, next will be the Zambia Bureau of Standards (ZABS) for failure to retract and apologise to Honeybee Pharmacy Limited over their false remarks to the general public that the company supplied defective medical products. He explained that their outraged client have instructed them to commence legal proceedings against News Diggers and ZABS in the courts of law to prove their statements. ‘’For ZABS, since the ultimatum we gave them has expired and they did not apologise, which means they are also daring us. So the court cases will follow now. We are filing in lawsuits against them after News Diggers,” Mr Ngulube said. Mr Ngulube who is Honeybee Pharmacy Limited lawyer had written to ZABS demanding that it retracts threats and what he termed as untrue statements made against his client to the general public. He also wrote to the Zambia Medicines and Regulatory Authority (ZAMRA) demanding immediate retraction of threats against Honeybee Pharmacy Limited. According to a demand letter dated January 12, 2021, Mr Ngulube stated that ZABS has continued to utter false remarks to the general public that his client supplied medication and other medical related products that are defective.

URANIUM PROJECT BOOSTED G By BUUMBA CHIMBULU
OVERNMENT has renewed the Kariba Valley exploration permit to mine uranium by Canada’s GoviEx Uranium which was cancelled in July 2020. Under the license, the company is pursuing three uranium projects in Southern Province’s Chirundu, Muntanga and Kariba Valley at a cost of over US$160 million. In Zambia, GoviEx received the renewal of the Kariba Valley exploration permit as well as initial positive feedback from the Ministry of Mines, says company executive chairman, Govind Friedland. Mr Friedland said the licence regarded the Chirundu mining licence. “The company will report further details when available,” Mr Friedland said in a statement.
Govind Friedland GoviEx’s principal objective is to become a significant uranium producer through exploration and development of its flagship mine-permitted Madaouela Project in Niger, mine-permitted Mutanga Project in Zambia, and the multi-element Falea Project in Mali. Meanwhile, Mr Friedland said the inclusion of the company shares in key uranium and nuclear indices was a vote of confidence in the institution and its assets. “With our recently completed financing, GoviEx is very well positioned for the continued advancement of our project pipeline,” he said. Mr Friedland said the updated pre-feasibility Study for the Madaouela project in Niger was rapidly nearing completion and upon thorough review, would be released. In Mali, he explained, the company was working with International drilling to ramp up a 6,000 metre air-core drilling programme expected to commence this coming week. “Our team of geologists are targeting near-surface gold-bearing structures that are along strike of the Siribaya trend at the Company’s Madini permit which forms part of the Falea Project. “In addition to the gold targets, Falea remains a very exciting uranium silver copper exploration play with known resources that while currently are considered unconformity type deposit have potential for IOCG style mineralisation,” Mr Friedland.

HE Lusaka Province Patriotic Front (PF) committee has directed all district chairmen to lift the suspensions of all erring members so as to level the playing field for the pending provincial elections. Lusaka province PF chairman, Paul Moonga said this in reaction to some members calling for the lifting of suspension of erring members. Mr Moonga said the district organs had been directed to lift suspensions to level the playing field. He said his office had already written to all district chairpersons directing them to lift the suspensions of all members who were serving suspensions. He also refuted claims by some party members in Lusaka who were suggesting that his committee had preferred candidates for the
positions to be contested at the forthcoming provincial elections. Mr Moonga said the PF has never at any given time abrogated democracy by endorsing individual candidates in intra-party elections and guided that no one should therefore go round campaigning on the pretext that they are the preferred candidate as doing this would be undemocratic. He warned that those using the name of President Lungu, claiming that he has endorsed them risked disciplinary

The two had started sending tantrums at each other through social media as they both geared up for the Kabwata seat. Kabwata Constituency chairman Trevor Ng'andu advised the two aspiring candidates to reconcile and conduct their campaigns in a manner that would not destabilize the party in the constituency. Mr Ng'andu observed that of late, the two camps have been involved in bitter exchange of words through
lending institutions insisting that the government’s proposed debt swap would not suffice. In an interview, NUPPEZ, Director of Communications, Jacklyn Chimwanga argued that the government must just pay off all loans owed by teachers to unburden them

IMF expects global economy to grow 5.5pc, with SA expanding 2.8pc this year because of vaccines
JOHANNESBURG - The International Monetary Fund (IMF) expects global growth to rebound to 5.5 percent in 2021, on the rollout of Covid-19 vaccines and further policy support in large economies. The IMF on Tuesday released its revised growth projections for 2020 and 2021. It noted that renewed waves and new variants of the coronavirus still pose risks to the outlook. “Amid exceptional uncertainty, the global economy is projected to grow 5.5 percent in 2021 and 4.2 percent in 2022,” the report read. The 2021 growth forecast is revised upwards from 5.2 percent reported in October 2020. The global contraction of -3.5 percent for 2020 is less severe than the -4.4 percent projected previously. “The projected growth recovery this year follows a severe collapse in 2020 that has had acute adverse impacts on women, youth, the poor, the informally
Biden stimulus plan could boost U.S. output by 5pc over three years - IMF WASHINGTON Preliminary estimates show U.S. President Joe Biden’s proposed $1.9 trillion economic stimulus package could boost U.S. economic output by five percent over the next three years, the chief economist of the International Monetary Fund said on Tuesday. Gita Gopinath told a news conference the measures in the proposed package could add as much as 1.25 percent to U.S. growth in 2021, when the IMF projects the U.S. economy will expand by 5.1 percent after a 3.4 percent contraction in 2020.Gopinath said the IMF had not calculated the impact of the proposed stimulus

The fund will provide a combination of debt finance and grant funding to facilitate equity acquisition as well as new project development in the tourism sector by black entrepreneurs. ON January 25, 2015, then Minister of Defence Edgar Lungu took oath before then acting Chief Justice Lombe Chibesakunda as caretaker President to complete the remainder of late President Michael Sata’s term. Since his past is well documented, for the brevity and economy of space, we will not comprehensively list the how President Lungu has turned the fortunes of this country both during the residue of President Sata’s term and his first term which commenced in 2016. Mr Lungu rose to power on the platform of stability and he was the best suited to bring together a very divided nation. His first task was to restore the diplomatic relations with other countries. President Lungu started by visiting various countries determined to make Zambia coexist with other nations. The efforts by the President have seen investors flocking to Zambia as their preferred investment destination. Besides that, President Lungu’s administration carried over the various economic
projects that were initiated by the PF founding father, Mr Sata. Among them includes the construction of the over 650 health posts across the country, recruitment of 36, 000 health personnel, the upgrading of the institutions of health among others. This investment in the health sector has well been utilised during the Covid-19 virus which has seen Zambian health posts manned by Zambian trained health practitioner. President Lungu’s administration has strengthened the fight against corruption and this is evident from the operationalisation of the Financial Intelligence Centre as well as increasing capacity. President Lungu’s tenure has seen the increase of budgetary allocation to institutions that are charged with fighting corruption. As regards the rule of law, President Lungu was courageous to assent to the constitution of Zambia (Amendment) Act no. 2 of 2016 which created the various institutions of government. The constitution had some reforms which had constitutionally prescribed functions and this has brought about confidence in the
rule of law. In the media sector, President Lungu has presided over the government that has seen a proliferation of media houses. As regards those that are in a tendency of abusing journalists, it is under his watch that the perpetrators of evils against press freedom have been arrested, successfully prosecuted and now serving the jail terms. It is on some of these positives that today we celebrate six years of President Lungu’s leadership with pride. His tenure as caretaker President to finish the remainder of late Michael Sata’s term, his first term in office has brought about pride to the nation. We are very optimistic that the good stewardship that his administration deserves continued service to the nation. Journalists should be protected against physical violence ahead of the 2021 polls Dear Editor, ZAMBIA will hold general elections on August 12 this year. The general elections comprise the local government elections, the parliamentary elections and the presidential elections. The general elections are held every five years. Prior to the elections, there is need for people to be well informed about the manifestos of the various political parties taking
part in the elections. Given this scenario, the journalists play a critical role of gathering news and disseminating it to the public. However, the journalists from both the private and public media have fallen prey to attacks by some political cadres. This normally happens when the journalists execute their duties. The attack on journalists by some political cadres became worse during the by-elections and the general elections. In the past, there have been incidences where
the journalists have been physically manhandled merely by carrying out their duties of covering some events including the political ones. The trend of journalists being attacked by some political cadres is unacceptable in that it is an affront to democracy. The vice should be nipped in the bud. To this effect, I reiterate the need for the law enforcers, the police to protect the journalists from being attacked by the cadres before, during and after the 2021 polls.
The political parties should also tame their cadres so that the latter should not indulge in any form of violence against the journalists who are doing a noble duty. To curtail attack of the journalists, the police should up their game to sternly deal with some unruly cadres. ELEMIYA PHIRI, Lusaka.

UPND accuses PF of early election campaigns

THE UPND in Southern Province has accused the ruling party, PF of launching an early campaign mode at the expense of inspecting government projects. The UPND leadership in the province says, it was not happy that President Edgar Lungu and some cabinet ministers have been visiting various parts of the country on the pretext of inspecting government projects when in fact campaigning.

AMFINSA Member of Pa r l i a m e n t (MP), Elario Musonda, says he will only decide whether to recontest the seat or not after February 26, this year. Mr Musonda said in Kitwe yesterday that he committed himself to stating his position after February 26 because it was around that time that he expressed interest to contest in 2016. He said it was only after this period that he could tell the public and would-be voters what his
thoughts and plans would be. The MP was however quick to mention that the he was not intimidated by the number of people that were trying to challenge him. Mr Musonda maintained that people were free to exercise their constitutional right to contest the seat. The MP was speaking in an interview with the Daily Nation in Kitwe. Kamfinsa is one of the constituencies in the country that has attracted a number of people wishing to contest the seat. "I am only incumbent MP up to May 12 when
Parliament will be dissolved and afterwards the race will be open. People are correct to express their willingness to contest the seat. "But the number of those expressing interest to contest the seat is not as big as it was in 2016 when I was adopted," he said. Mr Musonda said that there was no need for him to go out and start campaigning because he was the incumbent MP and was working from the office. He said it was up to the constituents to judge his works.

LUANSHYA district has begun disinfecting schools ahead of the reopening of schools on February 1, this year. According to District Commissioner (DC), Patrick Maipambe, the exercise which started on Tuesday will run up Saturday, this week. Both public and private schools were being disinfected. “We have started disinfecting schools to create a clean learning environment for our learners. The gesture will even be extended to private schools to make the exercise inclusive as Government does not want to leave anyone behind,” he said. Mr Maipambe said the Hindu Society of Luanshya had donated 80 litres of chemicals which was being used in the exercise. He however said the district was still expecting more chemicals from other stakeholders including Luanshya Copper Mines and Antelope Milling Limited. The DC said the exercise would be done in collaboration with the local authority department of public health and the Ministry of
health. Luanshya District Education Board Secretary(DEBS), Chilombo Kabwe, said all was going on well and that the schools were cooperating. “We have engaged all our school head teachers to make available their schools for the purpose of disinfection before learners come back,” Mr Kabwe said. He said the district required 100 kilogrammes of granulated Chlorine for the exercise. The Luanshya DEBS added that his office had no financial capacity to facilitate the disinfection exercise and had since engaged stakeholders to come on board. Mr Kabwe said that his office had sourced face masks for learners through the Disaster Management and Mitigation Unit (DMMU). Schools will reopen on Monday after Government postponed the opening date from 18th January 2021. The shift was meant to allow education facilities to reinforce Covid-19 health guidelines aimed at protecting learners and teachers.ZANIS

The local authority observed the need for members of the public to know the correct techniques. Council Public Relations Manager, Chola Mwamba, said the move was meant to ensure that the correct procedures were followed when disinfecting surfaces. "According to public health guidelines, all public places must be disinfected and not fumigated as stated by some people. "The term fumigation has the potential to mislead the
public on how the procedure of disinfection is conducted," she said. Ms Mwamba said it was important that correct terms were used so that the fight against Covid-19 was done by following correct methods of reducing the spread of the virus. Ms Mwamba encouraged members of the public to clean their surfaces thoroughly before disinfecting them. She said disinfecting dirty surfaces may not help eliminate the micro-organisms that spread Covid-19. She said it was important for people to have the knowledge on the concentration of the disinfectant they were using and the contact time before conducting the disinfection exercise.
THE high number of toll plazas on the Copperbelt will highly contribute to the developmental agenda of the country, Provincial Permanent Secretary Bright Nundwe has said. Mr Nundwe observed that the province had the highest number of toll plazas, a situation he said called for more hard work. With the newly commissioned Sabina-Kalulushi toll plaza, Copperbelt now has six toll plazas. These are Mpongwe, Mofya Chakulya, Enoch Kavindele, Michael Chilufya Sata, Kafulafuta and the SabinaKalulushi toll plazas. The Sabina-Kalulushi toll plaza which was commissioned last week is expected to
rake in K 6.2 million monthly to the national treasury. Mr Nundwe said this would also make Copperbelt the biggest contributor to the Gross Domestic Product (GDP) of the country. "We have also probably seen this happening because there are a lot of developmental projects being undertaken in the province.
"The province which is also second in terms of population to Lusaka, is prominent in terms of agricultural and mining activities," he said. Mr Nundwe noted that this signified that Government placed high importance on the development of not only the province but the country at large. The Permanent Secretary
said that the resources raised from tolling fees would be channelled towards road rehabilitation, construction and maintenance. "Government wants to improve dilapidated roads countrywide as we are all aware that an improved road network will ensure smooth transportation of various goods and services," Mr Nundwe said.
Street lights project cheers Chifubu residents CHIFUBU residents are happy with the Government's decision to put up solar street lights in township to tighten security. The residents were happy the project as the street lights would provide safety to the residents and beautify the area.
John Bwalya, a resident, said street lights provided safety and security for pedestrians, drivers and other road users. “Putting up of street lights will help to reduce crime in our area. We are very happy that our streets will no longer be a danger to the residents,” he said.
Another resident, Chimwemwe Mutal,e added that the project was an indication that Government was listening to the plight of the people. "We thank our Government for coming up with such an initiative which is going to benefit the people of Chifubu, our
community is looking beautiful at night and we are even feeling safe walking at night,” she said. Chifubu ward councillor, Friday Sikazwe, said the project was being financed through the ward development fund. He said the project aims at powering all the

Global Covid-19 cases surpass 100m as nations tackle vaccine shortages LONDON - Global coronavirus cases surpassed 100 million yesterday, according to a Reuters tally, as countries around the world struggle with new virus variants and vaccine shortfalls. Almost 1.3 percent of the world’s population has now been infected with Covid-19, the disease caused by the novel coronavirus, and more than 2.1 million people have died. One person has been infected every 7.7 seconds, on average, since the start of the year. Around 668, 250 cases have been reported each day over the same period, and the global fatality rate stands at 2.15 percent. The worst-affected countries – the United States, India, Brazil, Russia and the United Kingdom – make up more than half all reported Covid-19 cases but represent 28 percent of the global population, according to a Reuters analysis. It took the world 11 months to record the first 50 million cases of the pandemic, compared to just three months for cases to double to 100 million. Around 56 countries have begun vaccinating people for the coronavirus, administering at least 64 million doses. AZ president Andrew Kamanga has passed the FIFA integrity tests which gives him the opportunity to contest as candidate for the position of member of the FIFA Council during the elections set for March 2021. FIFA Review Committee, chairman Mukul Mudgal confirmed the development in a letter obtained by Daily Nation Sports. "We kindly inform you that the Review Committee has declared you eligible for the position of member of the FIFA Council," said Mudgal in a letter dated January 26, 2021. In November last year, Kamanga filed his nomination for the March 2021 FIFA elections as one of the aspiring executive committee members for the English-speaking block. The FAZ chief joined six other candidates in the race which saw the candidates being scrutinised through an integrity test. “Most importantly it is good that Zambia is compet-
ing at an international level, "In my case, I think I am happy that I am taking this path, as you are aware, outside being FAZ president I am also serving in the FIFA Audit and Compliance Committee where I was elected by the FIFA Congress in May 2017 and I am the only one from Africa,” Kamanga said after he filed in his nomination at FIFA.
