POLITICAL CO-EXISTENCE ALL political leaders must ensure that they give proper guidance and direction to their members and ensure that operations are within the confines of the law. This means that leaders and their members alike must observe their party constitution and above all follow the Republican Constitution to the letter. It is incumbent upon party leaders at various levels not only to preach peace but also impress upon members to acquaint themselves with the statutes more so the supreme law of the land. It is not in dispute that some political cadres get off track because of ignorance and this can be cured through sensitisation within political organisations. However, others are well-aware of the provisions of the law but elect to commit offences with impunity. Whatever the case, the leaders in these political parties have the obligation to guide the cadres appropriately and ensure that they do not breach any of the laws. Firstly, all political parties ought to have the education directorate through which knowledge can be imparted in all members, starting from leaders. Seminars or workshops should be regular features in these political organisations which should also invite specialists such as lawyers, law enforcement officers, communication specialists and leadership specialists to give lectures. Members from the Church and Civil Society Organisations (CSOs) can be of valuable help in imparting knowledge in party leaders and ordinary members. Inter-party meetings can also be very helpful among political leaders and members for them to appreciate the importance of co-existence and tolerance. Such meetings can also help reduce tension among cadres from rival political parties. There is also need to revive the Zambia Centre for Inter Party Dialogue (ZCID), which has lately been inactive. More importantly, political leaders must espouse humility and moral uprightness on their own so that violence and hate-speech can be eliminated. They should be able to stand on high moral ground and denounce violence and other evils that erupt during campaigns and election period. Zambia is a Christian nation, but such declaration should be taken a step further by practicing Christian values and this should be particularly so among politicians. As Zambia gets closer to the August 12 general elections, politicians, the Church and CSOs must work together and preach peace in the country. It is no time to outdo each other through diatribe, but time to reflect on the past and plan for the future. Leadership is about selflessness and not self-aggrandisement because Zambia’s economy needs immediate remedy to reduce poverty levels. Politicians from both sides of the political divide must offer themselves for service; they are servants of the people and not masters. They should not view getting into positions such as Members of Parliament or councillors as prestige but as an opportunity to make positive change on society and not on themselves. Therefore, there is absolutely no need to maim each other over political positions or state power. Sadly, it appears now that political power is a life-line for some people who have gone to great extent just to get into power. This kind of scenario must change!

WILL COUNTRYWIDE CHIEFS’ ENDORSEMENTS HELP PF CANDIDATES? By MUBANGA LUCHEMBE

ITH Zambia’s next general elections fixed for August 12, Patriotic Front presidential, parliamentary and local government would-be candidates seem to have cornered at least one constituency that of the monarchy in the country. In recent months, many of the country's most influential and powerful chiefs have lined up to support the ruling party’s presidential candidate and by extension to his yet-to-be-adopted-aspiring parliamentary and local government contestants – to the chagrin of the UPND president, Mr Hakainde Hichilema, who feels that traditional leaders must never be used for political gains especially by those seeking election in the August general elections. The UPND leader complained that it was wrong for chiefs in any part of the country to endorse any particular candidate ahead of the general elections. He lamented that traditional leaders were custodians of all the people whose institutions were above partisan politics. He added that though the chiefs had a democratic right to choose the candidate of their choice, declaring public support towards one individual was undermining the institutions they represented. Yet in 2015, Mr Hichilema did not complain about chiefs in Southern Province who endorsed his candidature in the January 20 presidential by-election. Speaking at a press briefing at Golden Pillow Lodge in Monze, Senior Chief Mukuni of Kazungula, who spoke on behalf of other chiefs, however, said that the decision to endorse Mr Hichilema did not border on ethnic lines. Senior Chief Mukuni justified the chiefs’ decision that it was arrived at after scrutinising all presidential candidates and found that Mr Hichilema was capable of fostering national development. “As chiefs from this province, we have reluctantly decided to follow suit and make our choice known among

the presidential candidates, that we have endorsed the UPND leader who is a better candidate among the contenders,” he then said. Senior Chief Mukuni then added that the chiefs in the province would back Mr Hichilema, citing Paramount Chief Mpezeni in Eastern Province who had also backed PF presidential candidate Edgar Lungu. The Southern Province chiefs felt that Mr Hichilema was a vibrant and capable presidential candidate to improve the living standards of all Zambians once elected as President. He, however, warned that if Mr Hichilema would not improve the status of chiefs in the country if he was elected as Head of State, the traditional leaders in the province would de-campaign him in the subsequent 2016 general elections. He alleged that chiefs had not been taken care of much by previous governing elites and now wanted a new type of leadership to take over national affairs. Present at the press conference, were chiefs Chikanta of Kalomo, Singani of Choma, Muchila of Namwala, Simaamba of Siavonga and Hamusonde of Mazabuka. Known and unknown to many, since colonial rule, Zambia’s royalty have had to play second fiddle to those in power. Today little has changed. How times have changed. The monarchy in Zambia was once the most powerful institution in the country with kingdoms scattered throughout the land. Then in 1891 the country

was declared a British protectorate. More than a century on and Zambia’s royalty remains a shadow of its past glory. But if anything it is seen as a collaborator in its own loss of power. Perhaps the rot started with a name-change. The title “king” became “chief” ostensibly because the colonial administration would not countenance the existence of other regents while there was a perfectly good monarch in Britain. But contemporary Zambia has not fared much better. Since independence in 1964, the country has retained the institution of chieftaincy but its authority is confined to the administration of specifically demarcated localities. To become a chief, one must hail from a ruling house. The method of succession is relatively democratic. Rival ruling houses, in the same chiefdom, present candidates to vie for the throne after the death of a reigning chief. Those who are able to vote are members of specially selected chiefdom committees. The successful candidate then automatically becomes the new monarch. Interestingly, the system of chieftaincy has been constructive in other ways too. Since the early 1970s, when local government administration was devolved in the country, chiefs played a major role in running the affairs of their communities. This was particularly helpful to the central government since its administrative activities were largely

restricted to the capital and urban towns and cities. Chiefs were also a key stabilising force in the provinces because of their experience in local administration, owning and distributing customary land, collecting levies and settling disputes among other functions. With the onset of multiparty democracy in 1991, however, this newly-found authority of the chieftaincies began to ebb away. The chiefs had held sway over the land, resources and subjects in their chiefdoms, but as plural politics advanced this authority gradually faded. Since then the institution of chieftaincy has, for the most part, been significantly diluted by growing interference of successive governments in its operations. A manifestation of this is the way in which some – although not all – chiefs attempt to influence their subjects’ voting choices in elections. But this deliberate politicisation of the institution of chieftaincy has had the unintended consequence of considerably eroding some traditional authorities – to the point where many chiefs no longer have absolute leverage over their subjects. This is because during election time in particular, some chiefs come into direct conflict with their subjects over differing political views and affiliations. This has the potential to destabilise these communities. This has not put the brakes on chiefs’ endorsements of their preferred presidential, parliamentary and local government candidates. Perhaps it is unsurprising though, that the royals continue to seek Government’s approval. Nowadays, it is common sight to see chiefs joining meetings of the president before/after political rallies. The inference being that they share the political aspirations of the ruling party. However, the monarchy’s influence over the government is limited to being its mouthpiece in rural areas. But the nagging question remains: Will countrywide chiefs’ endorsements help PF candidates on August 12? Let us wait and see.

haos reigned supreme at Gweru’s Mtapa high density suburb yesterday when aggrieved residents and family members dumped the body of Tatenda Kasinyore, known as “Nyale”, near Monomutapa Police Station entrance where he was detained before falling sick and later dying at a local hospital. Kasinyore (28) allegedly died on Wednesday after being detained at the police station where he had been arrested for an alleged disorderly conduct following a complaint by a fellow resident that he was being a nuisance and throwing stones at her house. The residents and relatives are accusing police officers of having assaulted Kasinyore when he turned violent while he was

trying to resist arrest. Business was temporarily brought to a halt along Gweru-Matobo Road when residents left the body in the middle of the road close to the police station. Police had to fire teargas to disperse residents who were gathered outside the police station

Ali Elmezayen, 45, drove the family’s Honda sedan with his ex-wife and two sons inside off a wharf in San Pedro, south of Los Angeles, on April 9, 2015. His sons, aged eight and 13, drowned but his ex-wife, Raba Diab, was saved by a fisherman who threw her a flotation device. Elmezayen escaped through an open driver’s side window and swam to a ladder on the dock. Following the deaths of his sons, Elmezayen, an Egyptian national, collected more than $260,000 on insurance

This has been a true-life experience for Sinotsi villagers in Bulilima’s Ward 8 in Matabeleland South. Villagers have seen Ms. Thembeni Moyo (77) “resurrecting” not once, not twice but three times in two days. Moyo, died her final death on March 9 and was buried last Friday.The family went against rural convention, under which the body is buried within two days. They kept a vigil for five days to ensure Moyo was

really dead.Some medical studies suggest Moyo could have been suffering from the Lazarus syndrome, deriving from a biblical scenario where Lazarus was raised from the dead by Christ after four days. Villagers told Chronicle Moyo had become a legend in the area. “We all expected her to rise again but alas, this time she didn’t,” said Mr. Bongani Ncube (85). In most rural areas, if a person has not died in hospital, where a medical doctor certifies death, it is elders who use experience gained over years to declare someone dead. Medically, a person is pronounced dead when vital

Her younger sister Mrs. Thandi Sebele (60) said competent elders declared Moyo dead then and everyone gathered for burial. “Before her first death, her body became swollen and she started having breathing difficulties. Later, she stopped breathing altogether. She had no pulse and was unresponsive to all kinds of stimuli. Neighbours gathered to pay their last respects,” said Mrs. Sebele. “I was in the room where the body lay with two other neighbours when we saw my

GENDER-BASED VIOLENCE AND FUNCTIONAL LITERACY

ENDER-BASED Violence and Functional Literacy (2019) is a book written by Sunday Mwape (PhD). Dr Mwape presents Gender-Based Violence (GBV) as one of the most disturbing and growing public health issues of the 21st Century and that it cuts across social class, ethnicity, religion, age and geography. The book is based on a study Dr Mwape conducted in parts of urban and rural Central Province in Zambia, though reference is made to global trends on this issue, too. The gist of the book is presented in the following chapters: the impact of gender-based violence on women’s health, causes and forms of gender-based violence in Zambia, why functional literacy works, factors that influence gender-based violence, interventions to curb gender-based violence in Zambia, among others. In outlining what gender-based violence (hereafter GBV) is, the author uses the United Nations’ definition as follows: “Any act of violence against women (or men) that results in, or is likely to result in physical, sexual or psychological harm, or suffering to women (or men), including threats of such acts, coercion or arbitrary deprivations of liberty, whether occurring in public or private spaces.” These acts of violence are further categorised into five areas with examples given: sexual abuse (rape, child sexual abuse, incest); physical abuse (assault, trafficking, slavery); emotional and psychological abuse (hu-

miliation, abuse, confinement); traditional and cultural abuse (honour killing, female genital mutilation, early marriage, denial of girls’ education); socio-economic abuse (social exclusion, obstructive legislative practices). A sad picture is painted when statistics reveal that in Southern Africa, Zambia has the highest cases of GBV, followed by Botswana, Zimbabwe and Mauritius at the bottom of the list. Additionally, one in every three women has been battered by her close relation, husband or boyfriend. The forms of violence most prevalent in Zambia against women and girls include battering (domestic violence), murder, sexual abuse and exploitation, rape, defilement, incest, forced prostitution, sexual harassment, sexual cleansing, and assault. Chapter Four of Gender-Based Violence and Functional Literacy highlights the myths around GBV. In other words, the way society regards and reacts to violence against women and girls is considered. One myth is “Women allow intimate partner violence to happen to them and if they want to, they can leave their abusive partners”. Dr Mwape rightly emphasizes that a perpetrator often uses control and abuse to make it difficult for the woman to leave. Paradoxically, a woman who seeks to leave an abusive partner for her own and her children’s safety faces an increased risk of experiencing the violence again. Feelings of shame and guilt, lack of safe housing, or the belief that divorce is wrong for the children are some of the deep-seated cultural norms that prevent a woman from leaving an abusive

intimate partner. Other myths the author touches on include conflicts and discord are a normal part of any relationship, domestic violence happens only to a certain type of person, men and women are equally violent, a man cannot rape his wife, domestic violence is a private matter, and women should tolerate violence to keep the family together. Dr Mwape submits that functional literacy plays an important role in employing critical and reflective thinking skills to curb violence between the genders. He believes that functional literacy is a tool that can help lessen some of the problems which arise from violence against women and children. He proposes that the theory called Social Learning Theory has relevance in the fight against GBV. Social Learning Theory means that everything we do has been learned including our values, morals, beliefs and norms. In relating Social Learning Theory to GBV, Dr Mwape makes the case that children are heavily influenced by what is presented before them as they are growing up. They copy the behaviour they observe from the people around them in their immediate environment. To create the desired outcome of no violence against women and girls, Dr Mwape proposes producing age-appropriate literacy packages designed to de-emphasize the supremacy of male figures over female ones. In Gender-Based Violence and Functional Literacy, Dr Mwape has provided copious information for anyone interested in the issue of tackling and understanding GBV. The case studies

presented give valuable insight into the thinking and attitudes of perpetrators, victims, prison wardens, witnesses to gender-based violence and police officers. Some of the factors that influence GBV in the public and private spheres are well-tabulated and cover war and armed conflict, legal frameworks in various countries, social norms and culture, and individual risks. Abuse of males by female intimate partners is also noted in the book. For example, reports indicate that in Kenya, at least five men are battered every week by their partners. In the USA, police records in New Jersey State show that male abuse is a reality and black husbands are at greater risk of spousal homicide and victimisation than white husbands. As mentioned earlier, Gender-Based Violence is one of the most disturbing and growing public health issues we are experiencing. We need both men and women to fight this good fight. Parents, counsellors, teachers, child advocates, lawyers, clergy, police officers, women’s rights activists, and any interested person would greatly benefit from the book Gender-Based Violence and Functional Literacy.

Zambian policy helping young mothers on education AT 23 YEARS, Mailes Mbewe is a trained medical officer specializing in clinical medicine. And she is also the mother of a seven-year-old boy. This makes one wonder how a young woman like Mbewe managed to accomplish her educational goals despite falling pregnant and consequently becoming a mother at a young age. Mbewe is among a growing number of young women and girls in Zambia that have and continue to benefit from the country’s re-entry policy, which ensures that high school girls that fall pregnant go back to school after giving birth. The aim of the policy is to implement measures that help prevent the exclusion of these young mothers from furthering their studies. Prior to the introduction of the re-entry policy, girls who fell pregnant had challenges getting back in school as they suffered great discrimination in their communities. This compelled many of them to drop out of school completely and get married at an early age. But because of the policy, today, an increasing number of girls that fall pregnant while in school go back within a year of giving birth. The policy guidelines also provide that pregnant girls attend the class for as long as they are able to do so. I watched my very young niece and her equally young husband with their toddler, and a thought came to mind; people should get married in their early twenties for three main reasons; energy, naivety and folly. In our 20s, we have the energy of a horse and the libido of rabbits or dolphins if that sounds better. We can make babies at the drop of a hat and have the energy to crawl with them around the house, rolling on our backs. We can then spring back to our feet, sprint up the stairs to grab the baby food, come back and spend thirty minutes cajoling baby to eat. If you are aged above 40, try crawling after a toddler, sprinting up and down a flight of stairs and later on, playing gymnastics with your spouse. Let me know when the medics are done with you. Hubby and I tried. We took two days off to reconnect, away from the children even though they kept calling to ask mundane questions. “Will you pay us to clean your room or is that a chore?” We told them that we were on a date and did not wish to be disturbed unless there was something urgent. been used time and time again to break down to men why they aren’t entitled to women’s bodies, or sex – and yet these horrors still happen. In my opinion, women, and the analogies, and the different ways to explain consent, are no longer the problem. The problem is the men who are refusing to listen to women. It doesn’t make sense for someone to throw you off the 12th floor of a building because you refused to have sex with them. It doesn’t make sense to take someone to a hotel room, and then violently rape them, to the extent that you break their spine and kill them, simply because they were on a date with you. No one who goes on a date is hoping for that. But then again, women already know this. Women have been do-

ing their best to not get attacked since they were three as they are told to close their legs and not sit on Uncle Nani’s knee. The real catastrophe here is Uncle Nani, not the little girl. How I have managed to beat cancer twice "My treatment journey, just like any cancer warrior would describe, has been nothing short of gut-wrenching. I was first diagnosed with ovarian cancer in 2015. Even before the diagnosis, it started as painful menstrual pains when I was a young girl. I used to suffer a lot during these times, and I remember, the usual response was that it was normal and it would go away with time. But even after I got married the problem persisted. It got worse in 2009 when I

was pregnant with my firstborn. I had complications where my cervix opened up even before the due date, and I nearly lost my child. At the hospital, I was told that it was just an infection, and after medication, I was discharged. Luckily, nothing worse happened after that, and after the full term, I was able to have a normal delivery. However, a few months after birth, I experienced health issues which included bloating, severe pelvic, and extreme abdominal

pain. I went to the hospital severally but still, nothing serious was diagnosed. Fast forward to 2012 when I was pregnant with my second child, the same problem recurred. I nearly lost the pregnancy at six months but held on to eight months when I gave birth safely. But then I developed a foot drop on my left leg. In between this period, I had had different medical examinations, I had numerous test results that revealed that I had a massive enlargement on my right ovary,

which was suspected to be a cyst. This was superseded by symptoms like irregular periods, abnormal vaginal discharges, bloating, and extreme pelvic pains. By April 2015, the pain had become unbearable but still, there was some misdiagnosis before finally, a radiology test showed that my right ovary had grown so big, that it had twisted. I had to go for the surgery and have it removed for testing where a few weeks it was confirmed that I had ovarian cancer. It was at Stage 1

The beginning of the six chemotherapy sessions was the most difficult experience I've ever gone through in my short life. Dear Editor, THE recent extension of the dates to receive applications for adoption in the long serving opposition UPND might be a calculated move to brush shoulders with the electoral stakeholders and in the long run discredit the outcome of the polls. We say so because by their very nature, UPND is so predictable to seek public sympathy in an event they realise that the reality is not in their favour. We say so having in mind how the UPND shunned the sensitisation of their members on the acquisition of National Registration Cards (NRC) yet later they brought biased claims of being disenfranchised. They disregarded that issuance of NRCs is a continuous process which is done in every district yet the UPND paid willful blindness with a view to create a misrepresentation that the process was not fairly done. Beside that they have shunned other important national issues among them, the 2016 failed referendum, the Constitution of Zambia Bill no. 10 of 2019 with a view to create a vac-

uum in society which they would use as a tool to politicking. The recent revelations that there has been low turnout in the applications for adoption cannot be attributed to the Examination Council of Zambia in certifying the Grade 12 certificates. We wonder why other political parties have not complained of any hurdles in the confirmatory process of their Grade 12 certificates. This is the lame excuse aimed at accusing the state institutions of disadvantaging them. It is clearly attributed to the fact that the UPND is no longer a politically attractive

political party and has lost faith as the alternative on policy matters. It no longer viable and vibrant as it has taken despondency over objectivity as it used to be during the tenure of late Anderson Mazoka as party president. While it is in their interest to postpone the adoption process, they should bear in mind that the election date is a constitutionally appointed one and it would be irrational to create discontent by forcing electoral stakeholders to dance to their tune. While it is permissible that a multiparty democracy accommodates the different political interests, it is not

permissible for the process to be done at the mercy of one political party. It is inconceivable that the UPND leadership would extend their internal processes and expect the national programmes such as the ECZ schedule to be at their convenience. Our earnest appeal is that they should constantly be reminded that the election date is August 12, 2021 therefore it would be unrealistically tenable to request the extension of processes such as the dates appointed and designated as nomination dates as well as the dates to submit the list of adopted candidates. We cannot be surprised if the electoral body rejected their request to adjust the nomination on the basis of the issue of obtaining Grade 12 certificates for their candidates. The low turnout in the UPND adoption is a signal to their rank and file to brace for the imminent defeat but they want to find an excuse to deceive an unsuspecting audience that they are likely to be robbed of victory. FATHER accused of assaulting his 10-year-old after the animals he was herding strayed and grazed in a neighbour’s field hashad his case dismissed for lack of evidence. The Choma Fast Track Court for GBV acquitted the 32-yearold man who faced a five-year jail term on allegations that he ruthlessly assaulted his son. In this matter, Stanley Hantoombwe was charged with one count of assault on a child contrary to the laws of Zambia. Allegations were that Hantoombwe assaulted his son, a

child believed to be below the age of 16.

The alleged incident was said to have occurred on December

14, 2020 when the boy failed to secure the animals that strayed into a neighbour’s fields. It is was alleged that Hantoombwe was infuriated by the boy’s negligent act and decided to punish him using a whip made of animal skin. He denied the allegations and stated that the boy fell and hurt himself. When the matter came up for judgment before Resident Magistrate Ethel Phiri, she said in her findings, the evidence from all the witnesses except the victim was pure hearsay. She said the victim’s mother and grandmother did not bother to ask the accused person after the child reported that he had been beaten by the Father The court stated that there were two inferences drawn from the case. It could have been possible that the child fell or was beaten and in such a case, the court adopts the inference that is favourable to the accused person. She thus found Hantoombwe not guilty of the charge and acquitted him forthwith.

A 17-YEAR-OLD boy walked out of the Choma Magistrate’s Court a free person when he was discharged after being convicted of stealing two goats. This was in a matter in which the boy stood charged with stock theft contrary to the laws of Zambia. Particulars of the offence were that, the juvenile on March 6, 2021 in Choma stole two goats valued at K1, 000 the property of Mr Teddy Mwenya. He was apprehended the following day with the stolen animals before he was conveyed to the police where he was formally charged and

arrested. When the matter came up for facts before Resident Magistrate Ethel Phiri, the boy, who was accompanied by his guardian admitted that the facts were correct. And in presenting the Social Welfare Report, Probation Officer Elizabeth Nshimbi told the Court that the juvenile was remorseful and vowed never to repeat his misdeeds. She recommended that he be discharged as he is still a school and shows prospects of reforming. Magistrate Phiri observed the juvenile’s remorseful demeanour, and true to the probation officer’s recommendation, the court discharged the juvenile absolutely.

A WELDER aged 30 has pleaded guilty to stealing two Morris chairs and a wheelbarrow in the Choma Magistrate’s Court.

ALLEGATIONS Allegations are that the two men broke into Mr Likando Simasiku’s house and stole the two chairs and wheelbarrow all valued at K500. This was in a matter in which Neva Mponde and 29-year-old Chrispin Phiri were facing one count of

The two were remanded in custody.

Allegations are that Choonga stole 1 Handbag containing a Liquor license, National Registration Card photocopy, receipts, quotations and K2, 550 cash all valued at K 3, 010 the property of Esther Kunabantu. The alleged theft is said to have occurred on January 13, 2021 in Choma district. When the matter came up for judgment Friday morning the Court informed the accused person that the judgment was not ready. Magistrate Kanunka then adjourned the matter to March 29 and assured Tapson that his fate will be known on that day. According to the evidence on record, Detective Constable Aston Chivanga testified that the complainant complained on January 12, 2021 to the Police to the effect that, as she was closing her liquor store Choonga who seemed to be in a drunken stupor resisted leaving the premises. He said, Choonga then grabbed Kunabantu’s Handbag and took to his heels. Efforts to pursue him proved futile as he was swift and quickly disappeared. The complainant and people who witnessed the incident managed to track Choonga at his house in the early hours of the following day and found the documents that were in the handbag in his house.
