CLEARING AGENTS STRIKE FLOPS By PETER SICHALI
C
LEARING agents have shunned the planned protest as only 100 out of almost 1000 registered companies have signed a petition to down tools. The Customs Clearing and Freight Forwarding Agents Association of Zambia (CCFFAAZ) had threatened to protest over the Zambia Revenue Authority's decision to introduce a module on the ASYCUDA world system that allows importers and exporters to lock appointed clearing agents against their tax registration numbers. CCFFAAZ president, Bruce Kaemba said the system was structured in such a way that
a number of exporters and importers would be required to be locked to a particular clearing company as their sole agent. He said with such an arrangement it was clear that the multinational agents would have an absolute upper hand because they had the capacity to capture as many exporters and importers as possible considering that they were currently controlling 95 percent of the clearing business. Mr Kaemba said the module was put in place to push indigenous clearing agents out of business and putting it in the hands of multinationals which externalise the much-needed foreign ex-
change. But information has emerged that only 100 out of the 957 registered clearing companies mainly from Nakonde signed the petition. Another association for clearing agents, the Zambia Freight Forwarding Association (ZAFFA) said people orchestrating work stoppage of clearing agents over a clearing management module should be held accountable for economic sabotage. ZAFFA President Emmanuel Mutale said the work stoppage by clearing agents was premature and unnecessary therefore tantamount to economic sabotage. Mr Mutale said clearing agents should dialogue with
ZRA before resorting to work stoppage. “Those orchestrating illegal work stoppage by agents should be held accountable for economic sabotage. “There is nothing new on the TPIN yet and there are ongoing talks in which as ZAFFA we are part of and we are looking at ways in which it can be refined before the actual implementation,” Mr Mutale said. ZRA that it was in the process of withdrawing recognition of CCFFAAZ for disrupting smooth operations at border posts. ZRA also warned to revoke the licences of any agents backing the association.

Mr Musukwa
State enhances security in gold sites By PETER SICHALI WE are beefing up security in all gold mining sites to flush out illegal miners and ask locals to work with police to curtail illegal activities, Mines and Minerals Development Minister Richard Musukwa has said. Mr Musukwa said local people should cooperate with security personnel in ensuring that illegal miners both local and foreigners are flushed out. He said there was need for licence owners to work with law enforcement agencies to secure their areas against illegal miners. Government, he said, would beef up security in all gold mining sites to protect the precious resource "We are aware of illegal mining activities by both citizens and foreigners and as Government we are beefing up security in these mining sites to stop these illegal activities," Mr Musukwa said. Mr Musukwa said there was need for the locals to work with traditional leadership and security personnel to address the illegal activities. "These foreigners that are illegally mining gold and other minerals are working with local people so we are asking them to be patriotic and alert security personnel," he said. An influx of illegal foreign miners scavenging for gold at sites in Rufunsa and other areas is still rife.

Curb police corruption, Kanganja asks integrity committee By KALOBWE BWALYA ZAMBIA Police Service integrity committee should help curb corruption among officers, Inspector General of Police Kakoma Kanganja has advised. Mr Kanganja said the integrity committee's role was to shoulder the responsibility of spearheading and facilitating the process of preventing corruption and other unethical conduct as well as promoting integrity in the institution. He said corruption, malpractice and maladministration should be curtailed as they were detrimental to the social and economic growth of the nation. Mr Kanganja was speaking at the official opening of the integrity committee training at Lilayi Police College yesterday. He said the institution would ensure that it worked well with the Anti-Corruption Commission (ACC) to fight corruption. "Every year we hear cases of
corruption, misappropriation of funds, embezzlement and fraud of public funds, including non- compliance to laid down procedures as you discharge your duties," Mr Kanganja said. Meanwhile, Transparency International Zambia (TIZ) executive director, Morris Nyambe, said that Zambia was still grappling with corruption which was rooted in systematic weaknesses at different levels and in different public and private institutions. Mr Nyambe however said TIZ was pleased to be involved with members of the integrity committee of Zambia Police Service, hoping to see how it will play in promoting integrity, transparency and accountability within the service. ACC acting Director General, Rosemary Kuzwayo, explained that ACC would continue providing technical guidance as required to ensure compliance and sustainability of corruption prevention measures through integrity committee members.

Findlay, Kambwili agree on consent judgement By GRACE CHAILE LESOETSA LUSAKA businessman Valden Findlay has agreed with Chishimba Kambwili to have the Lusaka High Court enter consent judgment in a matter in which he sued the opposition leader seeking damages for accusing him of being a drug dealer and using the Presidential jet to traffic drugs. In this matter, Mr Findlay is seeking an order of injunction restraining Mr Kambwili or his agents
Mr Findlay
from uttering any defamatory remarks concerning him. In his statement of claim filed in September of 2019, Mr Findlay stated that his reputation and character as a prominent businessman had been damaged as he has been labeled a drug dealer and trafficker. But according to an application filed into court this month, the two now want the court to enter a consent judgement in favour of Mr Findlay on specific terms that he is not and has never been an
associate in international drug dealing. It was concluded that the two agreed that Mr Findlay has no influence on the decision made by President Edgar Lungu and that he does not obtain favours, business nor Government contracts by virtue of his friendship with the head of State. Further that he has never used the Presidential plane to courier narcotic drugs and has never been jailed for a drug-related offence locally or internationally. Mr Findlay also wants Mr Kambwili to pay damages for libel, slander and malicious falsehood provided that the same are to be agreed in default to be assessed by the Deputy Registrar. He also wants the court to grant him permanent injunction effective the date of the judgement and that he will bear the costs of and incidental to the matter, the same are to be taxed in default of agreement.

By KETRA KALUNGA GOVERNMENT will ban contractors that fail to perform from carrying out any public projects, Housing and Infrastructure Development Permanent Secretary, Danny Mfune has warned. Mr Mfune said Government would not treat contractors who fail to perform with kids' gloves but would ensure that they were sanctioned He said in an interview that Government would not take lightly any failure by the contractors especially that it has provided an enabling environment for them to perform. “This Government has really put across an enabling environment for these contractors, locals in particular, for them to thrive in their business. So, the onus is on our contractors out there to ensure that they
reciprocate to the gesture that the government has put across by performing,” he said. He stated that Government has softened the process of acquiring a contract by accepting insurance bonds unlike in the past where contractors were only required to produce a bank guarantee before they were given an advance. Mr. Mfune said the current environment, therefore, makes it easy for contractors to perform to expectation and failure to do so would not be accepted. He said poor performance to required standards does not only delay the completion of the project but also a drain on the national treasury. He said for Government or any other contracting agency, terminating the contract should be the last resort but would be forced to do so in extreme circumstances.

UNZA disowns UPND’s Sishuwa By NATION REPORTER
THE University of Zambia has disassociated itself from an article in the Mail & Guardian of South Africa by its lecturer, Sishuwa Sishuwa’s purpoting that Zambia was on the verge of civil war and widespread political unrest. UNZA Acting Head for Communication and Marketing, Brenda Bukowa said Management would like to expressly disassociate itself from the opinions and views expressed by Dr Sishuwa Sishuwa in the article entitled, “Zambia may burn after the August elections. Here’s how to prevent this” which was published on March 22, 2021. Dr Bukowa said UNZA Management would like to clearly put it on record that Dr Sishuwa was currently not in active employment of the University. She said in a statement that since 2018 he had

been and continued to be on an unpaid leave of absence outside the country. “Therefore, his opinions and views in the mainstream and social media do not represent the official position of the University of Zambia. “In this regard, we would like to inform the public that, as a public institution of higher learning, UNZA is non-parti-
san and is determined to live by its legal mandate and mission to continuously produce high calibre human resources for national development,” Dr Bukowa said. She said as a reserviour of intellectuals, the University had guaranteed academic freedom to its students and members of staff to challenge socio-scientific issues with the aim of generating new knowledge and solutions for the benefit of the country. Dr Bukowa said management would not be part to the abuse of academic freedom to advance personal agendas while using the name of the University to give credence to such abuses. And the Attorney General submitted that article 70 of the Constitution was clear that an MP vacates or loses his or her seat when he or she is serving a sentence of imprisonment. Mr Kalaluka urged the court to quickly dispose of the matter as it has a bearing on the holding of the general elections with aspiring Presidential candidates scheduled to pay nomination fees between May 1 and 9, this year.

RELEASE SATURNIA AUDIT REPORT By AARON CHIYANZO
THE unending nightmare of fraud perpetuated on pension accounts by some selfish pension firms should result in more audits and the release of the Saturnia audit report which the nation is eagerly waiting to see, Citizens Democratic Party president Robert Mwanza has said. Mr Mwanza said fraudulent pension firms were inflicting innumerable hardship and pain on retirees. “This cannot be allowed to continue,” he said. Mr Mwanza called on Government to deal sternly with pension firms that mismanage pension funds. He questioned why the audit report on Saturnia was being kept a secret. Mr Mwanza said it was sad that pensioners had to watch in shock how their entitlements were embezzled by individuals who were supposed to manage them. “Pension firms that mismanage funds must be sternly dealt with. There is no need to treat them with kid gloves,” he said. Mr Mwanza urged Govern-
Pheluna
ment to intervene in matters relating to unpaid retirees so that they were paid their dues. He said many retirees have died without collecting their entitlements. Mr Mwanza said current workers were also not hopeful that they would receive their entitlements after retiring because of the current scenario.
“The lateness in the payment of Accrued Rights to retiring or retired workers is bringing untold hardship to retirees who have to wait for several months before accessing their entitlements,” he said. Mr Mwanza said some pensioners had endured abuse and unconducive work environment while in service and now have to put up with months of waiting for their paltry gratuity. “The worst part is that the pension backlog runs into months and years without any sense of urgency by agencies that are supposed to pay them,” he said.
ple for decisions they make and the results they achieve. Mr Lungu said this when he officially opened the Merck Foundation Africa Asia Luminary 2021 virtual Conference and the celebration of the fourth anniversary of Merck Foundation yesterday. The conference was being attended by African First Ladies, Ministers of Health and other experts from about 70 countries. “To achieve the sustainable development goals, there is urgent need for innovative, dynamic and purposeful partnerships. It is only through effective coordination of collective effort that we can achieve these goals,” President Lungu said. He also urged all the first ladies in Africa who are actively involved with the Merck Foundation to continue prioritising human capital development through various capacity building programmes which are aimed at supporting the work of the ministries of health in respective countries. Mr Lungu has also thanked health workers on the continent for their efforts in the fight against the Covid-19. President Lungu also said he was encouraged that Merck foundation had partnered with African governments including Zambia to reshape the human capital development landscape in Zambia by providing more than 85 Zambian doctors with specialised training in many fields such cancer, diabetes, hypertension and women health, reproductive health as well as respiratory and intensive care. And speaking at the same event, First Lady Esther Lungu who is the co-chair of the conference thanked the Merck Foundation for its contribution to the improvement of the health sector in Africa. And chairman of the Merch KG Executive Board, Frank Stungernberg Haverkamp said his organisation had done well in providing specialised training to the health workers.

CORRUPT-FREE POLICE THE Zambia Police Service has never fared highly on the corruption index as far as the public is concerned. Instead, it has always been looked upon with disdain that nothing good can ever come out of the law enforcement wing. But it is not the institution that is corrupt, it is some of the few bad eggs who have tended to make the public look at the service with skepticism. But we are elated that the Police Service itself is taking stock of its negative perception by the public and is tackling the corruption indictment boldly. It is in this vein that we support the integrity committee training in the service at Lilayi Police College yesterday. The integrity committee has its role cut out as Inspector General of Police Kakoma Kanganja said, that it should help curb corruption among officers in his opening remarks. Mr Kanganja said the integrity committee’s role was to shoulder the responsibility of spearheading and facilitating the process of preventing corruption and other unethical conduct as well as promoting integrity in the institution. He said corruption, malpractice and maladministration should be curtailed as they were detrimental to the social and economic growth of the nation. The men and women in uniform must realise that society looks up to them to be role models in society who should not fall prey to corrupt tendencies. Sadly however, many have failed to pass this integrity test in the eyes of the public. This has been more evident in the traffic division of the police. Money exchanged hands often openly at road blocks where erring motorists often are asked to pay token fines on the spot as opposed to paying at the police stations where they could be issued with proper receipts. The shameless way in which police officers acted prompted the Service to introduce measures among which was to cut down on the number of road blocks or checkpoints on some roads. The Police Service has a critical role to play in the fight against corruption and it should ensure this by having a zero-tolerance towards graft, and this would boost people’s confidence in the governance system of the country. It must interpret the government’s zero-tolerance against corruption by ensuring that none of its officers are found wanting by the public. It must not only promote goodwill with the public but must also work with other institutions like the Anti-Corruption Commission (ACC) to fight corruption. Mr Kanganja is right that fighting corruption should not only be left to the ACC alone, but everyone should take an active role to ensure that the vice was eradicated completely. As he explained, the ACC could not be everywhere and therefore everyone should be doing the correct and right thing at all times. The police are everywhere and should be the eyes and ears of the ACC. The bottom line though is that the nation wants a Police Service it can be proud of and the men and women in uniform have that daunting task of living up to people’s expectations.

‘Muchinga 2021/2022 fertiliser supply on schedule’ By NATION REPORTER
NERIA’S Investments General Manager Martin Chaikatisha says the company is this year supplying 15, 703 metric tons of Compound D and 11, 613 m etric tons of Urea to Muchinga, making the total of 27,317 metric tons for the province. Speaking when Agriculture Minister Michael Katambo visited some storage sheds in Mpika, Mr Chaikatisha said the province will receive the total allocation of fertiliser by the end of May. Mr Chaikatisha explained that 70 percent of the fertiliser is already the country at the company’s holding depots in Lusaka and Chipata, and the 30 percent is being ferried from Beira Port in Mozambique. “We are working round the clock to meet the target and the trucks are delivering fertilizer to our regions of operation,” Mr Chaikatisha said He said by next week, most sheds in provinces of the company’s operation will have fertiliser. Mr Chaikatisha said the company has included special labels on FISP fertiliser bags to curb thefts. He explained that the bags are clearly labelled ‘”not for sale’ as per government’s instructions so as to address the problem of malpractices. And Mr Katambo said the supplier has made great strides in delivering the fertiliser to Muchinga Province.

Mr Katambo said inputs suppliers have been given a deadline of May 30 to complete delivery of inputs and he is happy that they are all working towards meeting the deadline. “President Edgar Lungu who is a farmer himself, is mindful of the fact that inputs need to be supplied early for farmers plan properly, and has clearly indicated that he does not want farmers to complain of late delivery of inputs,” Mr Katambo said. Mr Katambo has further warned stakeholders against engaging in malpractices
during this year’s FISP inputs distribution exercise and that says those who will be found wanting will face the law. And Agriculture Permanent Secretary Songwayo Zyambo said the ministry, through the Zambia Agriculture Research Institute is testing all the fertiliser supplied under FISP this year to ensure that it meets the requirements for use. Meanwhile, Muchinga Provincial Agricultural Coordinator Dr Victor Mulopa said the region is in the process of cleaning up the farmers register to ensure that genuine farmers receive inputs.
CCPC fines firm for failing to deliver building materials THE Competition and Consumer Protection Commission (CCPC) has fined Define Investment Limited of Ndola for failure to deliver building materials to a customer. CCPC said this is also a violation of section 49 of the competition and consumer protection Act number 34 of 2010. The firm was fined 0.5 percent of its annual turnover for failure to deliver part of the building materials to a customer contrary to the contract. This is contained in a statement released by CCPC Se-

nior Public Relations Officer Namukolo Kasumpa. Mr Kasumpa said the fine follows a complaint received from Clement Chisense against Define Investment Limited. She explained that the customer complained that he paid Define Investment twice a sum of K6, 800 on 22 August and September 13, last year for the purchase of 4,000 building blocks and K11, 900 for 100 bags of cement. Mrs Kasupa stated that Mr Chisense said that only 2,200 blocks were delivered, and when demanded for the
delivery for the remaining building materials, he was told that the consignment would be delivered on November 24, but did not do so. "The Board of Commissioners in the determination has directed Define Investment Limited to refund Mr. Clement within 10 days of receipt of the Board decision," she added. Ms Kasumpa said the decision to fine Define Investment Limited was made during the meeting for the Board Commissioners on March 30, this year.
THERE is nothing wrong with Vice President Inonge Wina showing generosity through gifts to ordinary citizens, the Patriotic Front (PF) has said. The ruling party defended Ms Wina, who distributed money to a gathering that went to welcome her in North-Western Province at the weekend. Some sections of society have condemned the act with UPND spokesperson Cornelius Mweetwa challenging the Vice President to disclose the source of the money she distributed. But PF Media Director, Sunday Chanda, said there was nothing wrong with showing generosity to the citizens stating that the practice was common among politicians from both the ruling and opposition political parties. Mr Chanda challenged the opposition party to graduate from being so simplistic and start discussing real issues affecting the nation. "We see nothing wrong with showing generosity and gratitude because it is not a crime. The only thing the Vice-President did was to show gratitude to the people for the warm welcome they gave her. "We understand that the people who are busy condemning the act are coming from parties that are described and defined by stinginess," he said. Mr Chanda said the Vice President only distributed a small amount of money which did not deserve condemnation. He added that Mr Mweetwa ought to be ashamed of himself for expecting the Vice President who had a monthly salary to explain the source of the small amount of money she distributed to the citizens. "The PF is a pro-poor party and giving has always been part of who we are and people should avoid blowing this matter out of proportion," Mr Chanda said.

MANAGERS AT SAA TECHNICAL PUT THEIR FOOT DOWN AS SALARIES HANG IN THE BALANCE AGAIN
J
OHANNESBURG - Managers at South African Airways Technical appear to have drafted a petition questioning the competence of executives running the subsidiary of stateowned airline South African Airways. The "internal memo" was doing the rounds on social media last week. Sources within SAAT told Fin24 that the petition had been sent by a group of managers to exco as an internal memo. Unlike SAA, SAAT and other subsidiaries like low-cost airline Mango and AirChefs are not on business rescue. The document states that affairs at SAAT have driven "SAAT M3/S3 manage-
ment" to write the memo to the interim SAAT CEO in an attempt to address several issues that led to distrust in the current SAAT exco's ability to run SAAT strategically and ensure that it remains a going concern. The accusations levelled at exco include an alleged failure to answer questions raised by managers in an
internal WhatsApp group, in what the managers believe is an attempt to frustrate them so much that they decide to resign, reducing the head count at SAAT. They also want all outstanding salaries paid up within seven working days. The memo further claims a business plan for SAAT that was submitted to gov-

ernment has not been seen by "wider management" or non-management staff. The managers want, among other things, for exco to collect monies owing on all invoiced work, and for consequence management to be enforced where there is wasteful expenditure or where invoicing has been improperly handled.– FIN24.
BIG FIRMS REAP PANDEMIC FUNDS, THE POOR MISS OUT, SAYS STUDY LONDON - Developing countries have used most of their Covid-19 recovery funds to bail out big businesses, neglecting millions of people who have been pushed into poverty. These include cash-in-hand workers, women and the disabled, a study has revealed. In eight countries, an average of 63 percent of pandemic-related state aid went to big businesses, while 26 percent went to social protection schemes, 10 per cent to small and medium-sized enterprises, and only one per cent to informal sector workers. The findings by the Financial Transparency Coalition civil society group were based on spending in Kenya, South Africa, Sierra Leone, Bangladesh, Nepal, Honduras, Guatemala and El Salvador. India was analysed separately because of government

changes to the definition of a small business during the pandemic. “By the end of 2021, some 150 million people are expected to fall into extreme poverty due to the pandemic,” the FTC’s director, Matti Kohonen, said in a statement. “(But) those most impacted by this crisis in the Global South – the poor, informal workers, and smaller businesses – are being left out,” he said as the group called for tax hikes on big companies and the rich to tackle growing inequality. Covid-19 has unleashed an economic storm that has hit the poor and vulnerable hardest, with women and marginalised workers facing the worst of job losses. On face value and to those who are politically naive and don’t know him well, this kashimi or tale from Mr Mweetwa may seem true and they would quickly shower himwith adulations as a man of integrity. ‘My mouth knows how to represent itself’ Dear Editor, MY mouth knows how to represent itself very effectively and doesn’t need anybody to represent it. I have never myself insulted any Member of Parliament be it in Patriotic Front (PF) or opposition UPND. If I decided to go that route you don't have to hear it from anybody else, it has to be I through my mouth. It is as simple as that. If I decide to insult anyone, I will do that myself. I don't need anybody to represent my mouth. Moreover, I cannot even do that because we have serious punitive laws against insulting people in Zambia and many people who do that are subjected to inhuman treatment for insulting. This is not the first time I am being threatened to be sued by an MP who feels that criticising her leadership style amounts to insults. I'm sure such a situation will not be the last. I was brought up in a Christian home were my parents taught us to respect people regardless of their age. I fear nothing and regret less no wonder I say things the way they are. Many are the times I have
seen opposition leaders insulting President Edgar Lungu. President Lungu can easily top the list of most insulted presidents on the continent, if not in the world. Here in Zambia, he is definitely the most ridiculed Head of State that we have ever had. Sadly for him but to some of us, he is among those Presidents who have served us well in Africa. I don't see the need to insult anyone or indeed, any other leader be it in PF or UPND. Insulting leaders will get you nothing but trouble. It does not matter how much you detest the man or woman, it does not matter how his or her leadership has destroyed your business or income. Insulting cannot solve any problem. My humble advice to the people of Kalulushi is that, please go and vote. On August 12, you will have an opportunity to decide how you want your consistency to be looked after. If you don't like your leaders, vote them out and prepare to face the consequences of your new choice. That is the nature of democracy. MWANSA KAPWEPWE.

UPND substituting national issues with trivial matters Dear Editor, IT is shocking that embattled Choma Member of Parliament Cornelius Mweetwa can be obsessed with his sustained personalised attacks on the Vice President Inonge Wina can continue even in the run up to the elections. Mr Mweetwa has a history of attacking the Vice President on issues that are unnecessary and adding little or no credence to the plight of the Zambian people. The video circulating on social media on the Vice President out of courtesy sharing a few bank notes to the gathering and the ongoing commentaries are meant to discard progressive debates on national matters especially providing the platforms for analysing the party manifestos. We believe political party manifestos are now public documents and it is the responsibility of leaders to help the electorates conduct and appraise them so that they can make an informed electoral decision. It is inconceivable that at the time the energy is dedicated to public discussions on the recently launched PF manifesto and embark on the unproductive debate that adds no significance to important issues. It is also strange that Mr Mweetwa and the UPND can
Mr Mweetwa
abandon the cause of providing alternatives and stoop so low and shun national issues and start debating whether the Vice President has the financial ability to buy lunch for her hosts. We feel this is unnecessary and the nation can do better. It is also shocking that Mr Mweetwa at this tense eleventh hour could abandon popularising his manifesto and even pay willful blindness to the contents of the PF manifesto and make substantive arguments on whether it is a true reflection on what Zam-
bia need to be rescued from the economic hurdles that the world is facing. Anyway, it is equally irrational to argue with him as he is desperately making emotional outbursts following the ongoing revolt from electorates in Choma as he fights it out to prolong his stay as MP. We are glad even the people of Choma have confirmed that he is living on borrowed time and his misguided hallucinations are not a reflection on what is necessary for his electorates.
Mr Mweetwa's claims that the Vice President's gesture to share the little she had was misplaced and could be used for other social spending manifests that he is ignorant on the available empowerment opportunities that the government has rolled out in various sectors. It is his ignorance on such oportiunities which has contributed to his inability to lobby for his constituent. We urge him to reflect and be more consultative if he is to use his borrowed time in Parliament and provide effective leadership before Parliament is dissolved. Mr Mweetwa has desperately been wondering about to making unsolicited remarks and recently made corruption allegations to entice him to ditch his political party to join the ruling party. We wonder whether he took any step to bring to the attention of the law enforcement agencies such as Anti-Corruption Commission. We would also be interested to know whether he has brought to the attention of the Electoral Commission of Zambia because enticing one to defect at a price constitute illicit electoral behaviour which is not consistent with rules governing elections. CROCODILE-ATTACK VICTIM CRIES FOR HELP attacked by a crocodile in December last year as he was coming from school, crossing the Mindolo stream from Kwacha to Chimwemwe East. Mulolo said he was deeply concerned that an attack by the crocodile was threatening his ambitions to go to greater heights in his education, hence appealing for help from
well-wishers so that he could return to school. “I was attacked by the crocodile and I was hoping to recover and go back to school, but the recovery process is taking long and I’m now even doubting if this thing will recover. What is needed is to be helped so that I can be able to walk again.
“I am praying to God that one day some people will help me. I am deeply concerned that young as I am, I can stop school in grade six because of that attack by the crocodile. Anyway, God has a reason why I survived that attack and I will always seek his guidance and strength,” Mulolo said between sobs while waiting for a review
at Kitwe Teaching Hospital. But Chimwemwe Member of Parliament, Mwila Mutale, said he had been providing the necessary support to the boy from the time he was attacked by the crocodile. Mr Mutale said he had bought a wheel chair and other necessities for the boy from the time he was attacked.

INVITATION FOR TRAINING PROPOSALS FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The TEVET Fund in collaboration with the Skills Development Fund (SDF) which plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, the TEVET Fund is one of the mechanisms used in achieving this objective. The Skills Development Levy Act No. 46 of 2016 is the source of financing. The main objective of the levy is to provide financial resource for the TEVET sector for skills development. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the Skills development levy, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the
Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands. Submission of Proposals Training Providers will be required to submit five (5) copies of each of the proposals in a sealed envelope. The envelope should be clearly marked with the Name of the Applicant Institution. The closing date for submission of proposals is Friday 28th May 2021 at 15:00hrs. Proposals sent by Tele-fax or email will not be accepted. Opening of proposals will immediately follow closure of the Tender Box. Applicants are welcome to witness the Opening of the Tender Box. DETAILED TERMS OF REFERENCE HAVE BEEN EMAILED TO ALL TEVETA REGISTERED INSTITUTIONS. HOWEVER, THESE MAY ALSO BE OBTAINED FROM TEVETA OFFICES AT THE ADDRESS BELOW. Please note that the costs of preparing the proposal and of negotiating the contract, including a visit to TEVETA, are not reimbursable as a direct cost of the proposed funding. TEVETA is not bound to accept any of the proposals submitted. All proposals submitted will remain the property of TEVETA. RESIDENTS in Kitwe have urged the city council to ensure that the construction of the bridge between Bulangililo Township and Chimwemwe East is expedited. The residents are worried that the delay to put up a bridge could lead to loss of lives as some people have been attacked by crocodiles in the process of crossing Mindolo stream. But Kitwe Town Clerk Mbulo Seke explained that the council had already awarded the contract to Highlines Investment. He said the contract to construct a bridge between Bulangililo Township and Chimwemwe East would be terminated if the contractor does not mobilize and start work within 28 days, Mr Seke said the contract was signed on April 6, this year to the tune of K170, 530 but up to now, the contractor has not mobilised. The money was paid from the Constituency Development Funds (CDF). “The contractor should mobilise and start works after 28 days of signing the contract, but up to now, nothing has happened. “So according to the contract , if the contractor does not mobilise to start work after 28 days of signing the contract, then his contract may be terminated “ Mr Seke said. Some Chimwemwe residents have urged the local authority to find a contractor who would be able to start working on the bridge. Ms Naomi Phiri said the council must look for a contractor to quickly put up quality works to ensure the safety of the people crossing the crocodileinfested Mindolo stream from Chimwemwe East to Bulangililo Township.

UCZ preaches peace
By JACKSON MAPAPAYI
THE United Church of Zambia (UCZ) has called on politicians to preach peace before, during and after the general elections. UCZ North-Western Presbytery Bishop, Moses Gondwe, said politicians should not tolerate violence as it has potential to divide the country. Bishop Gondwe said the church was looking forward to a peaceful election, hence calling on all stakeholders to preach peace. He said elections should not divide people and that politicians should focus on development and service delivery not violence. The Presbytery Bishop encouraged the congregants to remain united despite belonging to different political parties. Bishop Gondwe was speaking during the induction service for Reverend Chilongo Mwenya Hamwinga of Zambia UCZ congregation. The occasion was graced by Solwezi Central PF aspiring candidate Jackson Kungo. In his remarks, Mr Kungo said the PF Government has identified the church as a key partner in the development of the country. Mr Kungo stated that this is why President Edgar Lungu formed the Ministry of National Guidance and Religious Affairs. He said government will continue engaging the church in its quest to take services closer to the people and assured the newly inducted Rev Hamwinga of his support.

The senior party officials advised the NMC to follow what the people who are not in structures want if they are to pick
credible and popular candidates. Last week, UPND Secretary General Batuke Imenda issued a statement in which he stated that the party had taken note of a number of reports alleging that some aspiring candidates were actively distributing inducements to constituency, district, provincial and national officials in a quest to secure re-adoption or an adoption for
first timers in the forthcoming general elections. In a statement, Mr Imenda said the party’s posture towards corruption and manipulation of systems for personal gain was aggressively adverse. “We are a democratic party and shall endeavour to practice democratic tenets openly…. Democracy must not only be practiced but should also be seen to be practiced. Any practices that are shrouded in secrecy and go against openness are alien to the UPND and will, therefore, not be entertained,” party of the statement read.

Ms Jere said that postnatal was the most critical period after delivery because there are some complications that can come in in terms such as infections or a mother having a high blood pressure, severe headache and bleeding after delivery. "So those are some of the dangers, looking at the period that we are now in, there has been a reduction in the numbers of women coming for postnatal in the covid-19 period. L/stone targets to vaccinate 600 dogs By ANDREW MUKOMA
ZAMBEZI Animal Welfare Services (ZAWS) and the Livingstone City Council (LCC) have partnered to embark on a dog vaccination exercise in the Tourist Capital. ZAWS Founder and Executive Director, Lynne Mendelson, said that the exercise was targeting about 600 dogs in the city to be registered and vaccinated against rabies. Ms Mendelson told the Daily Nation in an interview that the outreach which commenced yesterday would be done in eight locations across the city. She said that for dog owners who live in Maramba and Libuyu Townships, the exercise would take place at Maramba Community Hall adding that vaccinating dogs against rabies was a legal requirement as the disease was deadly. Ms Mendelson explained that the exercise aims to prevent human beings from contracting rabies as a result of dog bites. “Rabies is a devastating disease that is estimated to result in the death of approximately 60,000 people every year. Most humans contract rabies following a bite from an infected dog and it has been demonstrated that provided a large enough proportion of the dog population is vaccinated; rabies incidence can be markedly reduced in both humans and dogs,” she explained. And Council Senior Education Health Officer, Magnus Malasa, said the local authority was happy Mr Malasa however said if the target was not reached, the council would have no option than to destroy unregistered and unvaccinated dogs as they were a danger to society.

NEW PROCUREMENT ACT UNFOLDS order through statutory instrument number 26 of 2021 to bring into effect the Public Procurement Act number 8 of 2020. This repealed and replaced the Public Procurement Act 2008. ZPPA Director General, Idah Chella, said among the
highlights of the circular included quarterly market price index and price reasonableness analysis. Ms Chella told journalists in Lusaka yesterday at a briefing that a procuring entity would be required to conduct a price reasonableness analysis for
goods, works and services during the evaluation and contract execution stages. “A procuring entity should submit a price a price reasonableness analysis to the approvals authority and once approval is granted, obtain approval from the authority.
“Procurement entities are hereby encouraged to engage ZPPA for guidance on any matter that may not be clear or not specifically under this circular,” she said. Ms Chella stressed that ZPPA had always been an independent regulatory body.
She explained that reconstituting the board by removing Ministers helped remove any perception that there was political interference in the system. Meanwhile, Ms Chella gave an update on the activities which had been undertaken by ZPPA during the first quarter of this year. She said among the activities undertaken included the conducting of investigations on various procurement matters.

Reset economy with green investments - WWF By OLIVER SAMBOKO
Ms Nkombo
THE current economic meltdown presents a rare opportunity for the country to reset and rebuild its economy based on green investment pathways, World Wide Fund (WWF) Country Director Nachilala Nkombo has said. Ms Nkombo said the global recessions due to Covid-19 have run havoc and the impact on the Zambian economy has led to a full-blown economic crisis. She said high inflation and debt repayments have also been hard hit leading to some businesses to shut down and investment spending reduced which has caused job cuts on the labour market. Ms Nkombo said the challenges facing the country can only be minimised if Government took advantage of the available opportunities to deliver green growth, green jobs while securing the very ecosystems that support the economy. She observed that the current economic model that runs highly on carbon destroys the environment and hence not sustainable adding that Zambia’s economic goals should move the country towards a green and inclusive
economic recovery that unlocks opportunities for many citizens. She said in the the last 10 years, Zambia emitted 125 million tons of carbon resulting in climate change which has, in turn, cost the economy between US$4 - 7 Billion and plunged more people into poverty. “In the face of this crises, promoting a green approach will generate growth and jobs without destroying the natural capital base upon which the economy depends. This shift will not only support economic recovery but deal with major environmental degradation the country faces such as deforestation, climate change and pollution,” she said. Ms Nkombo also said to mitigate these challenges, businesses and communities should actively help stop rapid environmental degradation and contribute to the de-carbonisation of the Zambian economy. She called on the leadership in the public and private sectors to lead the green reforms which she said will lead to Zambia to secure a sustainable future that will make the country less vulnerable to the next crisis coming.

The Zambia Chinese Association would like to wish a Happy 97th Birthday to the founding father of the Republic of Zambia, Dr. Kenneth David Kaunda. Dr. Kaunda played a pivotal role in building and strengthening the relations between Zambia and China, the oldest on the continent, dating back to the anti-colonial struggles of the 1960s at both Bilateral and Multilateral levels. The two countries have also continued to strengthen the China-Zambia cooperation through cultural blending. We pray for continued peace and prosperity for Zambia now and the many years to come.

Nigerian kidnappers kill two more varsity students
World 20
ABUJA - Two more students were killed after being kidnapped with others last week by gunmen in northwest Nigeria, local authorities said on Monday, bringing the death toll from the attack to six. The killings in Kaduna state by criminals known locally as "bandits" mark an escalation in the mass kidnappings of students that plague northwest and central Nigeria. "Security agencies have just reported to the Kaduna State Government the recovery of two more bodies of Greenfield University students, killed by armed bandits," State Commissioner Samuel Aruwan said on Monday. Gunmen attacked the private Greenfield University last Tuesday in what was the fifth known attack on a school or college since December. A member of the school staff was killed during the assault and the bodies of three
students were later discovered in a nearby village. Two university staff told AFP that 20 students along with three non-academic staff had been kidnapped but state officials could not confirm those numbers, saying only that "an unspecified number" were taken. President Muhammadu Buhari condemned the killings at the weekend in a statement. "Banditry, kidnapping and the politics of murders will be fought with all the resources available to our country," Buhari said. Kidnappers have ramped up attacks in recent months hoping to squeeze officials for ransom payments. But local authorities have vowed not to pay them. Schools targeted in Nigeria are usually in remote areas where students stay in dormitories with only watchmen for security, making them easier targets. – AFP.

LAST HURDLE N
AIROBI - The search for Kenya’s next Chief Justice and Supreme Court judge is now unimpeded after the Court of Appeal overturned a lower court’s ruling which stopped the exercise last week. The Appellate Court said yesterday that the High Court erroneously issued the order stopping the process without determining whether it had jurisdiction to hear the matter. Justices Roselyn Nambuye, Patrick Kiage and Sankale Ole Kantai noted that the Judicial Service Commission (JSC) and the Attorney General (AG) lodged a strong case with a high probability of success. JSC had appealed the order by the High Court arguing that it was unjustified, wrong and could plunge the country

into a constitutional crisis. “The Constitution is clear that a vacancy in the CJ’s position must be filled within six months. There are only two more months remaining since
the vacancy occurred and if the orders are not lifted, the country is going to be plunged into a constitutional crisis,” the commission’s lawyer Eric Gumbo said.

Egypt toughens penalties for female genital mutilation
CAIRO - Egypt has toughened penalties for female genital mutilation (FGM), imposing prison terms of up to 20 years in a push to end the ancient practice. It is the second time Egypt's parliament has cracked down on FGM - which typically involves the removal of a girl's external genitalia - but activists remain sceptical about enforcement in a country where cutting is deep-rooted and widespread. – REUTERS.
South Sudan risks return to large-scale conflict - UN

Human Rights Watch accuses Israel of 'apartheid' crimes against Palestinians NEW YORK - An international rights watchdog accused Israel on Tuesday of pursuing policies of apartheid and persecution against Palestinians - and against its own Arab minority - that amount to crimes against humanity. In its report, New York-based Human Rights Watch published a 213-page report which pointed to Israeli restrictions on Palestinian movement and seizure of Palestinian-owned land for Jewish settlement in territory occupied in the 1967 Middle East war as examples of policies it said were crimes of apartheid and persecution. – REUTERS.

conservation groups have voiced concern over hunting animals increasingly threatened with extinction.
HARARE - Zimbabwe is selling rights to shoot up to 500 elephants this year to generate public revenue, the country’s wildlife agency said on Monday, weeks after the animals were listed as endangered. Parks and Wildlife Management Authority spokesperson Tinashe Farawo said elephant hunting was allowed during the country’s April to October rainy season. He said revenues from the controversial activity would be particularly important this year due to the economic setbacks of coronavirus. “We got authority to hunt a maximum of 500 elephants and that’s how we make money,” Farawo explained, noting that a single elephant hunt could cost up to $10, 000.” Hunters “require more assisting personnel like trackers, protective hunters and chefs. All this will be paid for and means more for revenue,” he added. But conservation groups have voiced concern over hunting animals increasingly threatened with extinc-
tion. The Swiss-based International Union for Conservation of Nature last month listed the African savanna elephant as “endangered” and the African forest elephant as “critically endangered”, citing population declines due to poaching and loss of habitat. Both species had previously been treated as a single category and listed as “vulnerable.” “Poaching has continued unabated despite trophy hunting under the guise of funding conservation,” said Simiso Mlevu, spokeswoman for the Zimbabwe-based Centre for Natural Resource Governance. Mlevu also argued that hunters usually targeted large and healthy animals, leaving smaller, less aesthetically pleasing specimens that were less attractive to tourists. Despite dwindling population numbers, Zimbabwe is faced with a surplus of elephants - estimated at around 84, 000 for a carrying capacity of 50, 000. – AFP.
On April 21, the High Court in Nairobi stopped the JSC from evaluating the CJ candidates after completion of interviews. High Court Judges Anthony Mrima, Reuben Nyakundi and Wilfrida Okwany allowed JSC to continue with the interviews but ordered the commissioners not to make any further considerations to evaluate the most suitable person of the 10 applicants for CJ’s position. The judges also stopped the Commission from conducting interviews for a Supreme Court Judge to replace retired Justice Jackton Ojwang, pending determination of three petitions challenging the processes. The Chief Justice interviews which attracted 10 candidates ended last week on Friday. – THE STANDARD, Kenya.
India gets first UK aid as coronavirus deaths mount NEW DELHI - Medical supplies from the UK arrived in India yesterday - the first international shipment aimed at stemming a devastating Covid-19 surge. Ventilators and oxygen equipment landed in Delhi, but far more will be needed, with many hospitals overwhelmed and people waiting in the streets outside. India recorded 320, 000 new infections yesterday, and deaths are now close to 200, 000 in total. One health adviser called the aid for a nation of 1.3 billion "a drop in the ocean." Zarir Udwadia, who works in Mumbai hospitals and counsels the government, said the currently pledged supplies would have limited effects. Dr Udwadia said the complacency over getting vaccinated during the first wave had now given way to long lines of people outside medical centres jostling to get shots. "Vaccine hesitancy has become vaccine desperation," he said. Although India's statistics currently stand at 17.6 million cases and 197,500 deaths, some believe the real figures to be much higher. Meanwhile, makeshift pyres are being built in crematoriums Delhi as the city runs out of space to cremate its dead. Crematorium staff are working throughout the night, with relatives of the dead reportedly having to help with the cremations, piling wood and assisting in other rituals. In Delhi, parking lots, parks or empty ground are now being sought for the increasing need for cremations. Families often have to wait for hours before they are allowed to cremate their dead. – BBC.

AFTER 100 DAYS, AMERICANS GIVE BIDEN HIGH MARKS FOR COVID-19 RESPONSE, ECONOMY - POLL same about his impact on U.S. jobs, which in both cases were a few percentage points higher than Trump’s marks on jobs and the economy during his final month in office. But Biden received his strongest criticism on immigration, as his administration continues to grapple with a surge of migrants arriving at the U.S.-Mexico border: 42 percent approved of the president’s border policy, while 49 percent disapproved. More than half gave Biden strong marks for bipartisanship, though Democrats were much more likely than others to credit Biden for unifying the deeply divided electorate. Fifty-six percent approved of Biden’s efforts, including 88 percent of Democrats, 23 percent of Republicans and 48 percent of independents. Americans were also generally supportive of Biden’s stance on the environment and racial inequality, with 54 percent and 51 percent approving of his record so far, respectively. ASHINGTON More than half of Americans approve of President Joe Biden after nearly 100 days on the job, according to Reuters/Ipsos polling, a level of support that his Republican predecessor Donald Trump never achieved and one that should help Democrats push for infrastructure spending and other big-ticket items on Biden's agenda. The national opinion poll of 4, 423 adults from April 12-16 found that 55 percent approved of Biden’s performance in office, while 40 percent disapproved and the rest were not sure. Biden received the highest marks for his handling of the coronavirus pandemic, with 65 percent supporting his response. In January, 38 percent approved of Trump's handling of the health crisis. Ninety-percent of Democrats, 61 percent of independents and 39 percent of Republicans said they approved of Biden's response, the poll showed. Fifty-two percent of Americans also said they liked Biden’s handling of the economy and 53 percent said the

NAPSA GAME FOR JS KABYLIE By MICHAEL MIYOBA NAPSA Stars coach Mohamed Fathi has declared the pensioners ready for today’s CAF Confederations Cup final Group B fixture against JS Kabylie at Stade 1st November 1954 in Tizi Ouzou, Algeria. Speaking in a prematch press conference, Fathi said the pensioners would take their final match in continental games seriously despite having failed to reach the knock-out stage of the Confederations Cup. Fathi said the team’s aim is to finish the competition on a positive note after beating the defending champions in their previous fixture. “We are ready and all the players are fit for the game and
are looking forward to finish the game on a high note. We have a plan for the game. I don’t talk too much I prefer doing the talking on the pitch,” Fathi said. He said he felt at home playing in Algeria which he describes as a second home for him being an Egyptian. And Napsa Stars captain Dickson Chapa said the game against JS Kabylie is important for the pensioners who were motivated with a win against the defending champions last week. “JSK is a good team with a lot of experience but even us we are equal to the task from the way we played at home, we were leading 2-0 but we failed to manage the game during the dying minutes of the game so
we learnt something from that game and we want to make sure that we get a positive result to finish the competition on a positive note,” Chapa said. JS Kabylie head coach Lavagme Delli said he would not underrate the Zambian envoys who almost caused an upset when the two sides faced off in Lusaka. Delli said despite JS Kabylie having qualified to the knockout stage of the competition
with a game to spare, the Algerians would fight to avoid humiliation. Meanwhile, Zambian champions Nkana are in Morocco where they are scheduled to take on Raja Casablanca in their final CAF Confederations Cup Group D fixture slated for Mohamed V Stadium in Casablanca. The fixture in Morocco presents, new Nkana coach Beston Chambeshi a chance to begin NAPSA Stars coach Mohamed Fathi the rebuilding process.

By MICHAEL MIYOBA PREMIER Futsal League (PFL) chairman Tarak Mehta has hailed National Division One Futsal League winners Zanaco for earning promotion to the Premier Futsal League. Mehta said Zanaco’s promotion will boost competition among teams in the PFL. He hailed Zanaco futsal club’s technical bench for their commitment to fulfil fixtures and eventually win promotion to the PFL. Mehta has also congratulated Automotive Futsal Academy for scooping the maiden PFL Cup title after humiliating Chipata Boys 8-3 in the final played on Saturday at Automotive Indoor Futsal Arena. And Automotive Futsal Club coach Andrea Cristoforetti said winning the inaugural Premier Futsal League PFL Cup symbolises the team’s hard work
during the 2020-2021 season. In an Interview, Cristoforetti described the competition as a success having featured teams from the National Division One Futsal League and the Premier Futsal League. Cristoforetti said Futsal has continued to develop in Zambia thanks to the efforts by the PFL which has set futsal players’ development as number one priority. “The overall tournament I think has been really great. It was great to see teams from the lower division experiencing how it feels to play against Super Division clubs. “The quality of futsal is growing and it is undeniable that we are growing. Our futsal is slowly but surely growing with consistent work and for me that's one of the main aspects, being my role to contribute to the growth of the game in this country,” Cristoforetti said.
Liverpool announce pre-tax loss of £46m over 12-month period up to May 2020 Liverpool have made a pre-tax loss of £46m for the year ending 31 May, 2020. Having made a pre-tax profit of £42m for the previous year, it represents a swing of £88m for the Reds. The figures cover the start of the coronavirus pandemic, which caused the Premier League to be halted between March and June 2020. When the campaign did resume, it did so behind closed doors as Liverpool went on to
win the top-flight title for the first time since 1990. Media revenue was down by £59m to £202m and, while commercial income rose by £29m to £217m, overall revenue reduced by £43m to £490m. The results have been published nine days after it was announced that Liverpool, along with five top-flight rivals, had signed up to join the European Super League - although all six clubs then withdrew. - BBC

Lusaka Dynamos president Hanif Adams
By MICHAEL MIYOBA
A
FTER bagging the ABSA Cup, Lusaka Dynamos has set a finish among the top four of the MTN Super League as the main priority to qualify for the CAF Confederations Cup. Speaking in an interview, Lusaka Dynamos president Hanif Adams said he was excited that the huge investments made to the club are paying off with the team winning its first trophy since 2008 when they won the Challenge Cup. Adams said winning the ABSA Cup has encouraged players to believe and fight for a top four finish to qualify for the CAF competitions. Adams said his dream is to see Lusaka Dynamos qualify for the continental championships which can give players a bigger platform to showcase their talents. “We are hoping that winning the ABSA Cup will boost us to finish in the top four so that we can play in continental championships. “Our players know that the
bigger picture is playing continental because when you play continental there is more exposure for the players and when players get exposed, they are marketed to foreign clubs,” Adams said. Lusaka Dynamos face Prison Leopards today and Adams has hailed coach Wedson Nyirenda for bringing stability to the club and encouraging players to believe in themselves. Meanwhile MTN Super League leaders Zesco United return to league action after the disappointing defeat in the ABSA Cup final when they take on Red Arrows in a week 27 fixture at Levy Mwanawasa Stadium in Ndola. Zesco will fight for a win to open an eight-point lead at the summit while, Red Arrows will fight to bounce back from the 2-0 defeat to Nkwazi in their previous fixture. At Khosa Stadium in Kafue, Young Green Eagles and relegation-bound Kitwe United will face off with Indeni taking on Nkwazi at Indeni Sports Complex in Ndola.
Kabwe Warriors fire coach By MICHAEL MIYOBA BARELY a week after joining Kabwe Warriors as assistant coach, former Lusaka Dynamos assistant coach Ian Bakala has been elevated to head coach position at Kabwe Warriors following the dismissal of Levy Chabala who has been sent on a forced administrative leave. In a statement issued by the club’s Media and Public Relations Officer, Kelvin Munsako, Kabwe Warriors Chief Executive Officer, Charles Chakatazya confirmed that Bakala will act on an interim basis.
