By SILUMESI MALUMO WE are saddened that the Lusaka Central Police command has refused to provide security at Evelyn Hone College where political cadres are causing confusion as they come to register as voters, Evelyn Hone Students Union president Stanley Mubapsa has said. Mr Mubapsa said that he had informed the Lusaka Commissioner of Police Nelson Phiri over disturbances from political cadres at the learning institution, which was housing a registration centre. He said the Commissioner of police instead referred students to the Electoral Commission of Zambia (ECZ). But when contacted yesterday, Mr Phiri’s phone went unanswered. Mr Mubapsa complained that students were being attacked by cadres and the police were reluctant to look into the matter. “When there is riot at the institution the same police jump from their comfort offices to arrest students but they are refusing to provide security when students are being attacked. “The day before yesterday I received some reports that some cadres came in the institution premises to register as voters but they ended up beating a student who did not do anything to them,” he said. Mr Mubapsa said the police sould change their attitude especially when dealing with issues of security instead of just focusing on arresting students. He appealed to all political parties to tame their cadres so that they stop causing confusion at the learning institution. He said that a learning institution was not an environment for political battles.

Pay all taxes due to Govt, Zambians told By NATION REPORTER ZAMBIANS must be patriotic and ensure that taxes due to the government are paid, Alliance for Good Governance President, Joseph Chileshe, has advised. Mr Chileshe said doing so would help the Zambia Revenue Authority (ZRA) raise enough resources to enable the country respond to expenditure accounts, debt repayment inclusive. He said despite facing difficult economic conditions, citizens needed to be responsible and ensure that taxes due to Government were remitted. "Those that are doing everything possible to evade taxation should be responsible for once and ensure they pay taxes because it is from the money that we are paying that we are able to receive services," Mr Chileshe said. He said it was tax evasion that had left the treasury with no choice but to borrow to respond to the various sectors of the economy. "As citizens we need to be faithful by remitting taxes, by paying to the government what is due so that we can be of help to this nation as we help ourselves," Mr Chileshe said. Mr Chileshe called for increased investment in the agricultural sector to revive the economy and foster development in the country. He said the agricultural sector had proved its potential to stimulate economic growth through value addition and

Mr Chileshe said the ministries of Commerce, Agriculture, and Foreign Affairs should work closely and come with policies that would enhance trade between Zambia and the Democratic Republic of Congo where the market for maize and its products was always yarning. He said through formal exports, the agricultural sector has the potential to create millions of jobs for many Zambians.

The resident demanded an explanation on why the project, which was pegged at K500,000 from the Constituency Development Fund (CDF) and had not been completed. Mr Siwanzi through his lawyers Ilunga and Company has demanded for K3.3 million for damages and an apology from Mutale Mulenga, a clearing agent of Katozi village in Chieftainess Waitwika’s area of Nakonde. He said Mr Mulenga made a video termed as “day light robbery” of CDF and circulated in WhatsApp groups namely “Nakonde my District and “PF true greens 2021.” He said the malicious statements and innuendos in the video were directed at him. In a demand letter, Mr Siwanzi stated that in the video Mr Mulenga insinuated K500,000
spent on the project was excessive and that funds were misappropriated and that the additional K300,000 approved for the project would result in overpricing of the project. “You very well know that the budget and disbursement of CDF is within the powers of the local authority and, therefore to insinuate that our client would misapply the funds is very malicious and well calculated to injure his reputation,” the demand letter stated. The demand letter stated that the client (Mr Siwanzi) has acquired a status in society which anchors on his reputation. “He was entrusted to public office by people in Nakonde constituency who has confidence and ability to faithfully his duty as sworn Member of Parliament and that claims have caused emotional distress to their clients, especially that the country is heading for election,” It stated. Mr Siwanzi has also demanded K3 million kwacha and legal costs amounting to K300,000 within three days, failure to which a legal process would be commenced in the High Court of Zambia.

Mr Sinkamba said actualisation of marijuana processing for medicinal and commercial purposes will help the country settle external and domestic debts within three years. Mr Sinkamba said the country could make $46 billion in one year. He said it was for this reason that he was orchestrating the growing of marijuana under an organised agenda to help the country get out of the economic mess. "Growing of cannabis with a proper programme of management can help Zambia sort out its economic challenges," Mr Sinkamba said. Mr Sinkamba said they have a plan that would dismantle the country's debt in three years. He said industrial cannabis could help the country generate about $36 billion a year and put the country back on track. Mr Sinkamba said the country could help grow the Gross Domestic Product (GDP) if marijuana programme was well implemented. He said it was practically im-
possible for the mining sector to help the country clear its debts. He said the GP would also dispose of toxic assets such as shares in mining companies that had not been paying off to settle bond interests. Mr Sinkamba said Government should sell off ZCCM-IH shares in mines that were not paying off in terms of dividends and help pay some debts. "There are those toxic shares in mining companies that do not pay off dividends because they always report losses, that should be sold off as an emergency measure to the debt crisis," Mr Sinkamba said. Mr Sinkamba said Government should also use environmental debts that mining companies owed amounting to $1 billion to help dismantle the debt. "KCM under liquidation has an environmental debt amounting to about US$1 million, same applies to Mopani under the Environmental Protection Fund and this debt can be converted into cash and help the country sort out some of its economic challenges," he said.

ALL Members of Parliament who are ferrying people to registration centres should stop because this is putting pressure on officers undertaking the exercise, Vice President Inonge Wina has directed. Ms Wina informed Parliament yesterday that the exercise would be rolled to all parts of constituencies, there-
fore, there was no need of ferrying people to centres. She said that officers undertaking the process were being overwhelmed because some MPs were ferrying cadres to the centres. The Vice President indicated that no area would be left out during the voter registration period because the Electoral Commission of Zambia (ECZ) was aiming to capture the targeted number of voters.

ECZ registers 2.7m voters By SENIYA BANDA
THE Electoral Commission of Zambia (ECZ) has so far registered slightly over 2.7 million voters in the ongoing voter registration exercise against the targeted nine million. And the ECZ said it has no intention to extend the current voter registration exercise scheduled to end on December 12. Speaking at a media briefing on the voter registration exercise, which is in the third phase, Chief Electoral Officer Patrick Nshidano said they noted concerns raised by stakeholders and have since decided to increase and deploy more voter registration officers and voter registration kits across the country. Mr Nshindano has said this has been beefed up by extending hours of operation at civic centers across the country and selected registration centers. “The commission among some other interventions, has increased and deployed a number of voter registration officers across the country , in addition to that, the commission has also extended hours at civic centers across the country,” he said. Meanwhile, Mr Nshindano said the prisoner voter registration exercise will start after the completion of the current phase. ‘’ The prisoner voter registration exercise will commence on the last week of the process and stakehold-
ers will be informed of the location at which the exercise will be done for transparency purposes,’’ he said And Mr Nshindano has clarified that the challenges in selected centers across the country on the registration kits was as a result of the automatic log out feature on the machine which led to delaying in commencing the exercise. He explained that this is the security feature embedded in the kits cut off at the exercise to ensure that no one conducts registration. He said therefore the log out on kits meant an end to phase two of the exercise that was completed on Tuesday 24 November, 2020. And Mr Nshidano said the commission is assessing the situation on whether to extend the exercise or not following calls by stakeholders to do so. He said at the end of the exercise the commission will review and assess the situation before considering the exercise. ‘’Allow me to also apologize for the inconvenience experienced on Wednesday in selected centres across the country due to the automatic log out of the system hence delaying the commencement time. The security feature embedded in the kits cut off at the exercise to ensure that no one conducts registration but some registration officers were guided accordingly on how to log in after the expiry however some failed,” he said .

STOP FERRYING CADRES! THE unbridled trend of ferrying political cadres to voter registration centres is causing more unnecessary congestion and exacerbating confision. Already, the Electoral Commission of Zambia (ECZ) is grappling with faulty machines in centres which are usually congested. In their quest to beat apathy, some Members of Parliament and other political party leaders have gone all-out to get as many people as possible, and ferrying them to registration centres. While there is nothing fundamentally wrong with such an exercise, it is inconveniencing the registration officers as well as people who are streaming to the centres in an orderly manner. The trucks are unleashing a horde of cadres at once, thereby causing congestion and disorder at the usually serene registration centres. In Kabwe for instance, a truck ferried political cadres from far-flung townships to the civic centre, much to the chagrin of overwhelmed registration officers and residents who protested vehemently. The ECZ has rolled out registration centres in such a manner that a prospective voter would not need to travel a long distance. Thus residents should create some time and get to the centres in an orderly manner instead of gathering in large groups and later clogging the registration centres. Yes, a citizen is allowed to register from any centre, but this should be done with due respect to give space to other people and registration officers. In Ndola, political cadres are being ferried from Nkwazi, Chipulukusu, Kawama and other high-density areas to registration centres in Northrise and Kansenshi, disturbing order in these serene areas. In fact, the cadres are disturbing the learning process in registration centres, most of which are in primary and secondary schools as well as tertiary institutions. At Evelyn Hone College in Lusaka, a story is told of excited political cadres pouncing on an innocent student. Elsewhere, innocent people are being taunted by cadres who are being offloaded in large numbers such that an officer at a registration centre cannot contend with the confusion. As a start, it will be prudent for political leaders to immediately stop hiring buses and trucks to ferry cadres. They must heed advice from the Vice-President, Inonge Wina, that all political parties should stop transporting their members to centres in large numbers. Secondly, the ECZ must beef up numbers of both registration and police officers while Civil Society Organisations must upscale their sensitisation programmes among citizens. CSOs must be on top of the game, going round communities to educate the public on the need to remain orderly during registration and voting processes. It is important to sensitise the people about order and desisting from moving to the centres in large numbers. Citizens must be able to exercise their rights in an orderly manner because doing it willy-nilly could constitute an offence. Yes, the deadline is drawing closer but citizens must not surely clog registration centres! There is certainly enthusiasm from citizens to vote in next year’s elections and it is hoped that the ECZ will extend the registration period to allow more people obtain their voter’s cards.

A STATE forensic pathologist has testified that a suspect died of blunt impact trauma to the head, torso and limbs as a result of beatings from the two police officers during interrogation. And Judge Mwape Bowa yesterday found the two officers Constable Sam Phiri of Chirundu police station and Constable Richard Nyirenda of Chiawa police station with a case to answer in the murder of Vincent Mweemba of Chirundu in Lusaka. Phiri and Nyirenda are
charged with the offence of murder but pleaded not guilty in the Lusaka High Court. On August 17, 2019 in Lusaka, Phiri and Nyirenda jointly and whilst acting together did murder Mweemba aged 35. The victim was arrested for the offence of theft of goods in transit. State Forensic Pathologist, Dr Adam Muchelenganga ruled out the report by the two accused police officers that the victim sustained the injuries after he fail off the cliff when he was trying to dodge arrest. CHIEF Justice Ireen Mambilima has called of Judicial and Allied Workers Union of Zambia (JAWUZ) to optimise the quality and security of its members' employment within a particular institution. Justice Mambilima has observed that this is how a trade union should operate. In a speech read on her behalf by Constitutional Court president Justice Hildah Chibomba at the opening of the 3rd Quadrennial Conference for JAWUZ in Livingstone yesterday, Justice Mambilima said the union therefore must be at the forefront of fostering productivity and innovation instead of antagonizing management even when it is clearly unnecessary. She said that it is accepted that every so often management and the union may not see eye to eye on certain matters but, in such circumstances, the Union must not be bent on frustrating management efforts at every opportunity. "The answer lies in dialogue and negotiations and invoking avenues provided in the law," Chief Justice Mambilima said. She added that this is because the security and quality of the union’s members’ employment is dependent on the prosperity of the institution in which they work. And JAWUZ president Peter Mwale has expressed happiness with the way management has been treating its employees in the wake of training of employees in the lower ranks. However, Mr Mwale said 98 per cent of judiciary workers are trapped in serious debts which has subjected them to double repayments.

VILLAGE banking groups should embrace digital payment platforms as a way of avoiding theft and loss of funds, says Bankers Association of Zambia (BAZ) Research and Communications Officer, Precious Kalusha. Ms Kalusha indicated that embracing digital payment platforms would enable the groups avoid theft and loss of funds. She said the groups could leverage on other products and services within the financial services sector for efficient transactions. Ms Kalusha said Financial Service Providers (FSPs) had continued to develop products to meet the need of groups such as introduction of village banking accounts. “FSPs will continue to customize products and services to suit the financial services needs of the different segments of the economy,” she said in her write up on Transforming Industry, Developing Zambia. Ms Kalusha warned that the groups if not managed properly, could result in loss of funds at an individual level or as a group. “There are a lot of stories on various media platforms regarding members who borrow large amounts from village banking groups and fail to pay back,” she said. Ms Kalusha however acknowledged that such groups were helping members with working capital for businesses and investments as well as for other financial needs “Ensure you have an elected leadership or management team from among the members to help run the affairs of the group. This team should ideally be subject to annual elections and limit of tenure and embrace governance protocols,” she said.

By NATION REPORTER GOVERNMENT’s decision to relax maize bran export suspension has been welcomed as this will contribute to Zambia’s foreign exchange earnings. In an interview in Lusaka yesterday, a local agro trader said the decision to lift suspension of maize bran export is timely and in the best interest of players in the agriculture sector. Amon Maviya, who is Pregma Agro Limited director, said maize bran export will also continue to create jobs for the locals as it has always done before. “We now have a lot of maize bran in Zambia which the local market cannot entirely consume. This decision to lift the suspension of maize bran export is welcome because we have more than enough stocks on the local market,” Mr. Maviya said. He said the export will also create storage space from stocks Zambia is expected to reap from the 2020-2021 farming season. Two weeks ago the Government suspended export of maize bran following complaints by some stakeholders. Early this week Ministry of Agriculture permanent Secretary Songowayo Zyambo announced that Government is expected to relax the suspension of maize bran export following stabilization of supply on the market. Mr. Zyambo told the Parliamentary Committee on Parastatal Bodies that the Government has come up with the decision following engagements with various stakeholders to have a win-win situation.
NATSAVE Bank is pursuing digitalisation as its strategic push towards offering convenience services while lowering the cost to serve. The financial institution has meanwhile signed an agreement with the Association of Private Colleges of Education in Zambia (APCEZ) for affordable financial services. With about 40 percent of the Zambian population still unbanked, NATSAVE sees the gap as an opportunity to grow its business. This is according to the NATSAVE acting managing director, Keith Hamusute. Mr Hamusute said NATSAVE was well positioned to narrow financial exclusion gap considering its wide network covering the remotest parts of Zambia. He was speaking in Lusaka yesterday during the signing of a Memorandum of understanding with APCEZ. “Through many other strategic partnerships, the bank will provide incomparable services which are intended to service various market. The bank will also utilise the digital platform,” Mr Hamusute
said. He also said the agreement signed with APCEZ was to facilitate effective and efficient provisions of banking and financial services to the members and their staff. He explained that this was with that view of enhancing business performance in terms of working capital and also improving their competitiveness on the market. “This agreement sets the framework for a working relationship between the two organisations that share a common vision for developing the private education sector in Zambia. “This will enable colleges and their affiliates access affordable and appropriate financial products and services,” Mr Hamusute said. APCEZ Chairman, Simon Chomba, said the agreement would enable the association’s members have ready access to financial and credit services of NATSAVE. TOTAL Zambia has procured more than 10, 000 face masks and other Covid-19 materials to be donated to one rural school in each of the 10 provinces. COMESA transformation plan advances By BUUMBA CHIMBULU THE formulation of the plan meant to transform the region into an economic entity will soon be ready, as member states have been challenged to honour obligations for accelerated regional integration. The 2021-2025 COMESA draft MediumTerm Strategy Plan would be ready and implemeted in the regional bloc. Vice president, Inonge Wina, said with the new 2021-2025 plan, COMESA was now well positioned to consolidate the gains made so far while embracing new opportunities. Ms Wina observed that COMESA had made tremendous progress by promoting and facilitating regional trade and investments. She expressed confidence that COMESA would attain its vision with more resources and support from the member states, individually and collectively. She therefore urged all member states to honour their obligations and commitments to accelerate regional integration in tandem with the commencement of the African continental free trade which comes into force in 2021. Ms Wina said this during the virtual official opening of the 41st meeting of the COMESA council of ministers yesterday. Ms Wina re-affirmed the commitment of the Zambian Government, as host of the COMESA secretariat, to current and future programmes. COMESA Secretary-General, Chileshe Kapwepwe, said the new strategy aimed at transforming the region into an economic entity through focusing on the four strategic pillars. ETHIOPIA’S TIGRAY CRISIS: FEARS OF A MARCH INTO GUERRILLA WARFARE A
DDIS ABABA - After being ensconced in power in Ethiopia's northern Tigray region for nearly three decades, the Tigray People's Liberation Front (TPLF) could be preparing to return to the mountains to launch a guerrilla war against the federal government. But the Ethiopian military believes that it can prevent this from happening through the offensive it launched on November 4 to oust the TPLF and arrest more than 70 of its leaders and military officers. They include veterans of the 17-year guerrilla war that led to the TPLF seizing power in the federal capital, Addis Ababa, in 1991 and who then controlled the country's military and intelligence services until Prime Minister Abiy Ahmed purged them when he took office in 2018. He accused them of being repressive and corrupt - charges they deny. Having retreated to their strongholds in Tigray while Abiy established his control over the rest of Ethiopia, earlier this month they seized control of a key federal military base - which is part of the Northern Command - located near Tigray's capital, Mekelle, apparently without much resistance. 'Ready to die' The International Crisis Group (ICG), a non-governmental organisation which focuses on conflict-prevention, described it as the federal military's largest regional military command. The TPLF seized an array of weapons, including rockets and missiles, though the Ethiopian military still has considerable air power, including fighter jets and helicopter gunships. Their operation came after Abiy’s government decided to redirect funding away from the Tigray leadership, accusing them of holding an “illegal” election for the regional legislature in September, rather than abiding by a federal decision to postpone all polls because of coronavirus. TPLF officials say they took the parts of the Northern Command because they believed that federal intervention was imminent. Abiy responded by accusing the TPLF of crossing the “final red line,” and ordered air strikes and the deployment of troops to Tigray. Twenty-two days into the conflict, Abiy says the army is now launching the “final phase” of its operation in Tigray to take control of Mekelle, which will be over in the “coming days.” But TPLF leader Debretsion Gebremichael has been defiant, telling AFP earlier in the week: “We are people of principle and ready to die in defence of our right to administer our region.” Which side has more fighters? The TPLF’s supply routes are not flowing, and to its north is President Isaias Afwerki’s Eritrea, its principle enemy,” an observer said. Several sources in Eritrea have told the BBC that Ethiopian troops have been crossing the border to regroup and to treat their wounded in military hospitals - though both governments deny Eritrean involvement in the Tigrayan conflict. “Tigray is blockaded. Either way, many Tigrayan fighters may eventually retreat to villages and surrounding mountains to prepare for a guerrilla war that could receive significant public support, he added. “Though federal officials claim the opposite, many Tigrayans seem to oppose the intervention because they believe it is to remove a legitimately elected regional government,” Davison said. Moreover, they generally support the federal system that the TPLF helped introduced after it took power in Addis Ababa in 1991, as the best way to protect their political, linguistic and cultural rights, he added. In contrast, the TPLF accuses Abiy of trying to establish a more unitary type of government. The BBC’s Tigrinya editor says that while a surge in Tigrayan nationalism could work in the TPLF’s favour, the possibility that many people may instead back the federal government cannot be ruled out. “During the armed struggle [against Mengistu], the people of Tigray were fully behind the fighters. UPND Is only winning elections on social media Dear Editor, THE leadership of UPND suffers from ego, overly rated ambition for power and pride, such that it overcrowds their effective participation on important national matters that affect the citizenry and our poor citizens. They spend most of their time on social media issuing threats and insults and nothing else under the illusion of thinking that they are popular and are gaining political strength and when all they are getting are just likes, which do not translate, to meaningful votes. If elections were held on social media, probably UPND would have by now won many battles, but alas, elections are won at the ballot box and as such UPND will always remain a strong social media party and nothing else. To that effect, UPND is still miles behind to winning next year’s elections. Their strength includes boycotting parliament, issuing threats, insulting fellow political leaders and propagating hate speech against anyone or party with a different view to that of theirs. It is very disheartening to see how UPND and its surrogate supporters have gone on a full blown-out campaign of insulting the PF government. UPND has supported and sponsored its members to blatantly issue unprintables at the head of state and his government. We have seen UPND supporters make videos of thought provoking insults and propaganda articles directed at political leaders in government. The desperation by UPND to gain political mileage and as well as look popular in the eyes of the voters is very nauseating and is a dangerously inflammable ingredient to the peace that we enjoy as a country especially now as we get closer to the 2021 elections. It is also a known factor that 2021 presents the years in which
UPND will go in extinction after their predictable loss. Insults, violence, propaganda and hate speech has become the order of UPND’s formula of doing politics, it is a matter of time before they start hacking people in their home like they did a few weeks ago when they attacked their own member in Chilanga just because she has interest of contesting the Chilanga parliamentary seat and the UPND leadership has another candidate in mind, the attack on Charmaine was to scare and discourage her from campaigning for the Chilanga seat within the party we have audio data to prove this latest expose.

For example, just recently UPND’s violence manifested in Mansa when Bahati Member of Parliament Charles Chalwe was attacked by suspected known UPND cadres after turning down their demand
to be paid K50, 000 for claiming they indirectly backed his candidature during by-election in 2018. He said the attack took place Sunday afternoon at a lodge in Mansa. Provincial police Commissioner Chilije Nyirenda who confirmed the incident, said that about 12 UPND cadres from Bahati stormed Mr. Chalwe’s room at the lodge, where they beat him up after he declined to meet their demands. Such kind of behaviors clearly shows the violent nature of UPND and their propensity to use violence to try and achieve political goals. Zambia is facing serious challenges of low infrastructure, low energy capacity of both electricity and oil, poverty, youth unemployment and weak legal systems. These are issues HH should be lobbying PF government to improve, and provide policy frameworks on how to go about address these daunting challenges, instead of post meaning and insulting tweets which have no bearing on political landscape. Today, in the eyes of all Zambians, HH has shown us that he relishes when Zambian go through problems because he knows that problems are a ripe atmosphere in changing governments, what a shameful kind of mentality to have for a leader. UPND must remember that opposition parties must play varying roles in parliament, on behalf of their constituency, within policy, policy development and accounting for project implementation and as such their obsession should not only be to ascend to power but to offer alternative views and represent the people and not a self-proclaimed hero who has been rejected numerous times by the same people he claims to represent, Bally or no bally, UPND and HH are still a directionless lot. Kambwili’s failed smear campaign Dear Editor, WE are not taken by surprise that our elder brother and unelected and self appointed leader of the National Democratic Congress (NDC) Mr Chishimba Kambwili considering reflecting on the provocative type of politics. From the onset of his journey on the left side of the political life, Mr Kambwili has centered his politics on misguided allegations of imaginary corruption against President Lungu. He has consistently embarked on the journey to paint President Lungu and the PF darker than the colour black. Even in the sight of the barrage of misguided outbursts, Mr Kambwili has not produced any documentary evidence to substantiate his claims. We have time and again on numerous occasions stated that Kambwili's formation of a break away party was not as a result of ideological differences with the PF. It was motivated by the naked ambition to become President. This is why his quest to show relevance on the political battlefront has landed Mr Kambwili in trouble with the law and we are not inclined to delve in the litany of criminal suits pending against him as they are active. He is fortunate that the libel suits have not been commenced for the various statements he made in
the past. We have always made an emphasis that CK has inadvertently been entrapped in the alliance that harbours ill will against the ECL led Presidency. We wish to applaud CK for swallowing his pride and reconsider the self-destructive nature of his politics. It is our hope that he will take time to reflect and refrain from the smear campaign which has earned him a strained reputation. He should consider disassociating himself from bad company comprising of allies who benefitted from his ranting yet let him fight lonely battles. There are instances Mr Kambwili's overzealousness has led him in trouble with the law and Zambians have never dragged into the battle. He has been let to fight his lonely battles with the law enforcement agencies and progressively in the courts of law. As regards with his question on whether Zambians are happy with the status quo, we are of the view that they differ not sympathize with his misguided utterances. His regret is timely and his malicious actions has cost him time and resources. His impatience has cost his once promising political career which is now virtually irredeemable. Luanshya records 303 cases of GBV By SANFROSSA MANYINDA LUANSHYA has recorded 303 cases of Gender Based Violence (GBV) in the last quarter, the GBV One Stop Centre has revealed. GBV One Stop Centre Coordinator, Annie Ngosa, regretted that the majority of the victims of the cases recorded were women. Ms Ngosa indicated that 232 cases represented women who were battered by their husband. She was speaking during the launch of the 16 days of activism against GBV on Thursday evening in Luanshya. “Out of all cases only 23 men had reported to have been assaulted by their wives while the rest of the cases were women," she said. Ms Ngosa said that the centre recorded 48 defilement cases and one case of sodomy in the same period. She added that five cases were reported while the girls were already pregnant and that they had also contracted HIV/AIDS. She however lamented the delay by GBV victims in
reporting cases to the police. Luanshya District Commissioner Patrick Maipambe attributed the increased number of cases to a disintegration of moral values in the communities. Mr Maipambe noted that the district recorded 1,113 cases of GBV in 2019. He said that out of the cases only 191 cases were prosecuted in the court of law while that 805 cases were settled outside court. "These statistics are very troubling and show the disintegration of moral fibre in communities, further showing that GBV is a real problem and that our society is inundated by this social ill and needs concerted efforts in overcoming it," he said. He indicated that men had always remained silent victims to GBV as they did not report any violence perpetrated on them. Mr Maipambe however observed that despite statistics showing many girls and women victims of GBV, this should not undermine the problem of men as victims of GBV.

Mr Mwanjisi, therefore, called on the people especially Kamfinsa constituents to ignore media reports stating that he was among UPND aspiring candidates in Kitwe.
He said that the allegations were far from the truth. "I have been a strong PF member from 2011 and I can confirm that I am still PF and I want to contest as MP on the PF ticket, and not UPND," he said. Mr Mwanjisi further pledged to remain loyal to the PF party and that he would continue campaigning for President Lungu and the party so that it could again emerge victorious next year.

Centrum: This is the solid central part of the vertebra whose function is to bind to the intervertebral disc and form a cartilaginous joint with the next vertebra. The functions of vertebral column are: • Protecting the spinal cord from mechanical damage • Providing attachment for ribs and girdles • Supporting the body trunk • Imparting flexibility to the body trunk due presence of cartilaginous joints.
Ø The human skeleton is divided into two regions, namely axial skeleton and appendicular skeleton. Ø The axial skeleton is made of the skull, vertebral column (spine), ribs and sternum while the appendicular skeleton is made of the limbs and girdles. Ø There are two sets of limbs i.e. two fore limbs (arms) and two hind limbs (legs). Ø The girdles form a link between the axial skeleton and the limbs. There are two girdles, namely, the pectoral girdle and the pelvic girdle. The pectoral girdle links the fore limbs to the axial skeleton. It is made of the shoulder blades (scapulas) and collar bones (clavicles). Ø The pelvic girdle links the hind limbs to the axial skeleton. Muscles Ø A muscle is a tissue which contracts to produce movements in parts of the body or the entire body. There are three types of muscles, namely, cardiac muscle, smooth muscle (visceral muscle) and skeletal muscle (striated muscle).

On today’s pupils forum in Biology, will look at a topic; Endoskeleton. At the end of this lesson, learners should be able to: ü Define Endoskeleton ü Identify structure of cartilage ü Identify parts of the human skeleton and their functions Endoskeleton Ø An endoskeleton is located inside the body and is made of bones and cartilage. Ø This type of skeleton is found in all vertebrates i.e. fish, amphibians, reptiles, birds and mammals. The endoskeleton of a vertebrate foetus is largely made up of cartilage while that of an adult is made of bones with small amounts of cartilage in areas that need flexibility. Ø However, some adult vertebrates have entire skeletons made of cartilage e.g. cartilaginous fish such as sharks. Cartilage Ø Cartilage is a firm and flexible rubber-like tissue which is made of living cells and collagen fibres embedded in a matrix of chondrin. Ø The structure of cartilage is illustrated in the following diagram. Figure 15: Structure of Cartilage
Ø Cartilage is found in firm but flexible parts of the vertebrate body such as the trachea, the nose, ear lobes, larynx and at the ends of bones. Some functions of cartilage are: • It is found between the vertebrae in the spine, allowing bending of the spin • It is found in the trachea and allows it to remain open even when the neck bends . • It is found in the pinna and the end of the nose and helps keep them firm. • It is found at the ends of bones at the joints, where it reduces friction, cushions the ends of bones and bears loads. • It is the main skeletal material of vertebrate embryos Bones Ø Bone is a tissue made of living cells and collagen fibres in a matrix of calcium phosphate and magnesium salts. Ø The living cells occur in structures known as lacunae (singular=lacuna). Ø The matrix is laid up in several concentric rings forming a system known as the Haversian system. Ø The lacunae are linked to each other by channels of cytoplasm known as canliculi (singular=canaliculus). Ø The central space of the Haversian system is called the haversian canal and contains blood vessels, nerves and lymphatic vessels. Ø A transverse extension from the haversian canal called the Volkmann canal links it to the bone marrow. The long bones of a vertebrate have spongy bone at the ends and compact bone in the shaft. Cardiac muscle is found in the heart and has the following characteristics: • It is myogenic (self-stimulating), meaning that the stimulus for contraction originates from the muscle itself • It does not get fatigued • The muscle cells (muscle fibres) are branched and interconnected forming a net-like structure • The muscle cells die easily when deprived of oxygen and food or exposed to toxins. Smooth muscles (visceral muscles) are made of long, spindle-shaped cells and are found in the walls of several body tubes and organs. Rings of smooth muscles are called sphincters. • Skeletal muscles are muscles which are attached to the skeleton and play a major role in locomotion. When viewed under the microscope they look striped (striated) and are therefore called striated muscles. They are multinucleated (each muscle cell has several nuclei). Skeletal muscles are voluntary while cardiac and smooth muscles are involuntary. • A voluntary muscle is a muscle whose contraction is consciously controlled by the brain. Skeletal muscles occur in pairs known as antagonistic muscles. • Antagonistic muscles are pairs of muscles which produce movement in opposite directions at the same joint. The muscle that causes bending of the joint when it contracts is called a flexor muscle while the one that causes extending of the joint when it contracts is called the extensor muscle. • Skeletal muscles occur in antagonistic pairs because each muscle can only contract but requires the contraction of another muscle to relax or lengthen it. Examples of antagonistic muscles are the biceps and triceps which act on the elbow joint. • The biceps are the flexor muscles while the triceps are the extensor muscles. The events involved in bending and straightening the elbow joint are summarised below: (a) To bend the elbow joint • The brain sends impulses to stimulate contraction of the biceps and inhibit contraction of the triceps. • Biceps contract, thereby pulling the radius upwards and towards the humerus. • Triceps relax and are stretched by the action of the biceps. • The lower arm moves upwards thereby bending the elbow joint Figure22: Flexing the Elbow Joint •

MANAGING FINANCIALLY CHALLENGED PROJECTS By DR LABAN MWANSA
O
UR discussion this week focusses on projects which are financially constrained and challenged. Projects which become orphaned along the way as a result of no funding availability. Projects which become abandoned and no one claims ownership. What is a financially constrained project? A financially constrained project has various limitations and risks that need to be taken into account and addressed to ensure the project’s ultimate success. Financial risks need to be proactively management and contingencies built in the project budget so as to mitigate the effects should financial resources become unavailable. TECHNIQUES One of the techniques we use in the prioritization of project features is abbreviated and known as MoSCoW. (This name has nothing to do with the capital city of Russia). Where M stands for features which are Must have’s (It is essential to have), S stands for project features which the project Should have (Meaning it is important to have)
What are challenged projects? Completed and approved projects which are late, over budget, and have fewer features and functions than originally specified. The degree of challenge depends on the way constraints are applied and
interpreted within the organisation. Others include partially successful completed and approved projects which are late, over budget, and have fewer features and functions than originally specified. This is indeed a daunting task for project managers to salvage projects which are subjected to financial underfunding. Of course one way of dealing with this risk and issue is to de-scope the project and execute only the deliverables which can be funded by available funds. The project approach should be able to take into consideration the project high financial funding risks from past lessons and mitigate that by recommending Agile project management approach. This is really where the concept of agile ways of project delivery would help deliver value. An Agile project approach involves delivering project deliverable incrementally and delivering value. Agile uses a product and sprint backlog. A backlog is simply a list of prioritised features or requirements and functions the project is envisaged to deliver. Each feature would then have an assigned value on the premise that not every project feature has the same value in the eyes of key stakeholders, and in this case the customer who is the ultimate user of the project benefits derived from the project. One of the techniques we use in the prioritization of project features is abbreviated and known as MoSCoW. (This name has nothing to do with the capital city of Russia). Where M

A simple example to illustrate this would be for example a project to deliver a family house: Foundation – M, Roof trusses – M, Roofing sheets – M, Windows – S, Swimming pool – C, Landscaping – C, Wall fence – C, Approach road – W. This technique works better when done in collaboration with project key stakeholders and amongst them is a customer or final product user. The project team in consultation with key stakeholders can elevate or degrade a priority of a feature depending on circumstances obtaining at the time during the project. A project would be deemed as delivered successful if all the M, and S are delivered, therefore it is important to
keep a good balance between M’s and S’. What does the above techniques have to do with project funding risks and issues? Well the prioritisation technique can help in project de-scoping. This means that we can de-scope all C’s for example. If project funding is very small, we can degrade some S’s to C’s and de-scope the project so that with available funding we can still deliver all project M’s. Project manager and

Estate developers are already using agile approach where they develop a block of flats, put them on rent, and use the rental revenue to fund the development of other blocks of flats in the same project. Final thoughts: Agile project delivery considers prioritized de-scoping with the view that it is better to deliver few deliverables of high quality and value than to deliver everything of poor quality. However project de-scop-
ing may have implications on contractors whose contracts are based on fixed terms and pricing. This will mean that they will have to make changes to the contract and thus may not always be possible under certain circumstances. Africa faces wait for mass COVID-19 vaccination - disease control group JOHANNESBURG - Mass vaccination against Covid-19 is unlikely to start in Africa until midway through next year and keeping vaccines cold could be a big challenge, the continent’s disease control group said on Thursday. Some European countries expect to start rolling out vaccination campaigns as early as January. But health campaigners are worried that Africa will find itself near the back of the queue for Covid-19 vaccines after wealthier nations signed a raft of bilateral vaccine supply deals with pharmaceutical companies. “We are very concerned as a continent that we will not have access to vaccines in a timely fashion,” said John Nkengasong, director of the Africa Centres for Disease Control and Prevention, an African Union agency. “It will not be, in my view, up to (the) middle of next year before we truly start to get vaccination into Africa,” he told a news conference.
