WE are gathering necessary facts to ensure that farmers involved in selling farming inputs under Farmer Input Support Programme (FISP) to neighbouring countries are arrested, Muchinga Province Commissioner of Police Joe Njase has said. The Commissioner said the police want to gather credible information of farmers who were involved in the illegality. Mr Njase said the police officers were on the ground to get information of all the culprits involved. "No, we have not arrested any farmers regarding the subject matter. Officers have been advised to ensure that they only arrest once enough evidence is gathered. We do not want to target wrong people, or take an action without proper evidence. As officers we need to have necessary information. So it is a matter of time. We shall not relent but ensure that the culprits are brought to book," Mr Njase said. Recently, Muchinga Province Minister Malozo Sichone told the Daily Nation that some unscrupulous individuals were selling farming inputs to some companies in Malawi. Mr Sichone said Government was working with the police to investigate the matter in order for the culprits be brought to book.

HERE is need for an independent audit into the construction of Alick Nkhata Flyover Bridge to settle ongoing speculations on the project, the National Congress Party (NCP) has demanded. This follows controversy on whether the Alick Nkhata flyover bridge in Lusaka should be demolished on recommendations by the Engineering Institution of Zambia (EIZ) that it was a death trap. A resident engineer, Terence Mukula said the structural integrity of the flyover bridge was not in any way compromised and was of international standard contrary to claims by EIZ, which had earlier recommended that the bridge should only be smoothened in selected areas. NCP president, Pastor Chanda said it was highly likely that EIZ was misleading the nation over the matter, saying that

CROSS-BORDER traders are jittery about making use of digital platforms for fear of being swindled despite being the best option for survival under the Covid-19 restrictions, Cross-Border Traders Association of Zambia chairperson Jacob Makambwe has said. Mr Makambwe predicted that many countries were likely to go on lock down because of the increase in the

number of Covid-19 cases. He said in an interview that cross border traders had been badly hit by the outbreak as their movements had been restricted. Mr Makambwe said one of the options for the cross border traders was to make use of digital platforms if they were to survive. He however said most of them had been jittery of using digital platforms for fear of being swindled. Mr Makambwe however expressed confidence that the Zambia trade portal which

would be launched by Government through the Ministry of Commerce would ease the situation. He said the portal would list some platforms which were credible and safe for traders to take advantage of. Mr Makambwe said through the platforms, traders would be able to transact from the comfort of their homes but trust that goods and services would be delivered. “Platforms are there but the traders fear being swindled.

Some platforms are not safe and your goods may never be delivered,” he said. Mr Makambwa appealed for more sensitization on the portal and credible digital platforms that were available. He called on citizens to stop laxity that was being witnessed with regards to adhering to Covid-19 guidelines. PRESIDENT Edgar Lungu has called on the church to help address the rising political tension ahead of the 2021 general elections next year. He congratulated the newly installed Bishop as well as the council of bishops and urged the leadership of the Pentecostal Assemblies of God to continue to play its prophetic and missionary role that it has played since 1955 when it was established in Zambia.

The Aquaculture Seed Fund was being administered under the CEEC to benefit more than 3,000 entrepreneurs along the fish value chain in all the 10 provinces of Zambia. Efforts to get a comment from CEEC proved futile.

According to a video that has gone viral, some UPND cadres are spotted around the bodies, with one dressed in a brownish t-shirt and blue jeans and black and white sneakers claiming that he was just from speaking to the slain prosecutor, Mr Nsama. “I was just talking to him (Nsama),” the man says in the video. In another video that must have been taken at the same time, the same cadre while accusing Government of the shooting, walks to the road shouting obscenities at Home Affairs minister Stephen Kampyongo, and claims the other dead man lying on the road right outside the restaurant as their member. “This is our member,” the man says in the video. As the few people at the scene look at the two bodies with shock, the cadre who was “pretending” to be crying kept accusing Government of the gruesome murder while a few other people were recording his actions on video, titled PF BRUTALITY. There were no police officers in the video and the road seemed to be empty with only a few people at the restaurant. Meanwhile, Zambia Republican Party (ZRP) president Wright Musoma has advised the police to undertake investigations with a focus on who the people in the said video were and who would gain from the matter at hand. Mr Musoma said this was all part of the terror scheme starting with the fires of 2017, gassing and ritual killings in 2019, all aiming at creating discontent in the nation in order to discredit Government as the murder in question might have been planned. He observed that some opposition leaders would do anything to dent the image of the Government

Third Force A THIRD force of pure malevolence exists in our country. The recent killings of a public prosecutor and UPND cadre bear all the hallmarks of expertly executed assassinations, intended to play out in the political fray. The narrative that the two were killed in the course of police crowd control is not only false but deliberately misleading. There is zero probability that the shots that killed the two were random. They were clearly targeted by a practiced hand to inflict fatality. They were not about crowd control. Where Police use live ammunition to control crowd, injuries and fatalities are high. In this case there was no injury or fatality in the main arena of police operation namely the high court round about. The two were shot elsewhere. It could very well be that a Police officer pulled the trigger, that killed the two but it was not for the purpose of crowd control, it was for the purposes of heightening political tension and bringing the Police Service into disrepute. We have been on the ground undertaking our own investigation. We have spoken to people near the restaurant where the prosecutor was shot and others around the area, they all confirm that apart from heightened anxiety, the area did not have significant police activity. It is for this reason that Nsama could have gained a sense of safety, to walk from his office to the nearby restaurant, with the clear knowledge that arena of police operations, was hundreds of meters away, He was shot as he entered the restaurant. Clearly Nsama is a man of interest, exposing the nefarious façade for the killing. He was not participating in any political activity, neither was he anywhere near the Police operation which was centred at the High Court round about where cadres were being deposited by buses. In South Africa the “third force“ was made up of security and ex-security force operatives, engaged in fomenting violence including random and target killings. They had the training and ability to use the same weapons that their colleagues in service were using. That we have the third force was first manifested by countrywide arson attacks, starting with the destruction of city market, followed by similar attacks, which included our offices. Sadly, the Police failed to explain simple chemistry regarding properties of potassium permanganate which if combined with glycerin could result in a conflagration, therefore a number of people found with the chemicals walked virtually scot free. If the Police had persisted in following up the source of the chemicals, perhaps the shadowy world of the third force would have been exposed. Following the arsons, there followed the spate of notorious gassing phenomenon which resulted in general hysteria, loss of life and tremendous instability in the country. This is precisely what was intended. Time has come for Zambians to analyze issues beyond the face value presented by events. This disparate and often seeming uncoordinated m events are par of propaganda, intended for political purposes, and in this particular case to intimidate police against taking action against miscreant politicians.

The traditional leader said the Government has been yearning to deliver inputs early and it was encouraging that for the 2020/21 farming season fertilizer in Serenje came way before the planting season. He said owing to the swift delivery, he anticipated Serenje to record a better yield than in the past seasons. Fertiliser was brought early and the farmers should use the inputs for the intended purposes. I am seeing Serenje producing enough to feed the whole nation,” he said. And a beneficiary under the Farmer Input Support Programme (FISP), Gladys Ngoma, said as a result of the timely delivery of inputs, she was able to plant early. “With the early delivery of inputs, you are ending poverty

at household level. From what I earn at my farm I am able to send my two children to school,” she said. Ms Ngoma praised Nyimba for ensuring that the inputs were delivered way ahead of the planting season. She hoped Nyimba would continue to be the supplier for Serenje even in the coming seasons. And Nyimba Head-Sales and Marketing Manager Willings Mulendema said his organization has already started procuring inputs for the 2021/22 farming season. Currently, he said that 2,000 tonnes of fertiliser has arrived in the country and was stocked in Lusaka. “Our resolve is to help toward improving the agriculture sector and to do that we need to bring the inputs on time. For the next farming season, we have so far procured 2,000 metric tonnes and it’s at our main hub in Lusaka. We want to complete the distribution for the next season by May,” he said.

ZRL train derails in Mazabuka By NATION REPORTER

A ZAMBIA Railways Limited (ZRL) goods train has derailed in Mazabuka near Kabobola area. The train was carrying coal from South to North off the rail line. ZRL acting public relations manager, Sombe Ng’onga, said preliminary investigations revealed that the derailment was caused by a blocked drainage that buried the rail line due to heavy rain. Ms Ng’onga said in a statement that the train was transporting coal from Batoka to Ndola.

She however explained that it was just a locomotive that has capsized while 24 wagons carrying coal were intact. There were no fatalities. “They are safe and injury free as well as no damage has been made to the rail line,” she said. Ms Ng’onga said the railway firm was working round the clock to ensure that the disruption to train services was as minimal as possible. She said a recovery team was already on site with the immediate priority of ensuring that the capsized locomotive was re-railed. “The process of opening the line will then follow and is expected to be completed within

24 hours from the time the derailment occurred,” Ms Ng’onga said. She assured ZRL clients that every effort was being made to ensure that there was adequate security at the scene to safe guard both the cargo and equipment. Meanwhile, Ms Ng’onga appealed to members of the public to desist from trading or building structures near the railway line. She said the derailment in Southern Province underscored the need for people to stay away from the railway line, as derailments could cause catastrophic consequences if safety regulations were ignored.

Small-scale miners lobby for support By SILUMESI MALUMO THE implementation of laws aimed at protecting small scale miners has been a major challenge, and therefore negatively affecting the growth the sector, Small Scale Miners Association of Zambia President Kunda Chani has said. Mr Chani said Government should engage cooperating partners and lobby for funds to help small scale miners for them to enhance their operations. He said in an interview yesterday that Government had formulated laws to protect small scale miners but the implementation process had been a challenge which had made the sector to continue grappling. “I think the big issue which we really want Government to address come 2021 is the issue of implementing these policies which have been written but have never been actualised and it is affecting the sector. “We do complain to the ministry but it will take a longer period of time for the issue to be addressed. These are the things which need to be looked into so that the miners can be protected and be able to do their mining activities without any interference,” he said. Mr Chani said Government should mobilise for resources for the small-scale miners in order for them to enhance their operations. The association president indicated that the European Union had empowerment programmes for small scale miners. He said that small scale miners in countries like Tanzania were now large scale miners because the Government had been able to get resources from cooperating partners.

This is according to a consent judgement which was passed by Lusaka High Court judge Bonaventure Mbewe on December 7, this year. The judgement stated that Ms Imenda sublet the premises to a Mr Vernon Daka (trading as Vernon Cash) who had been occupying and trading at the premises. The National Pension Scheme Authority (NAPSA) had sued Golger Enterprises for non-payment of rental arrears of K130, 770.03. This is in respect of stand no 6976, Electra House, Cairo road, Lusaka. NAPSA wanted the Lusaka High Court, commercial division to order the company to immediately vacate possession of the stand in question. The consent judgement stated that the rental arrears of K130, 770.03 as at August 31, this year, claimed by NAPSA were all accrued by Mr Daka. NAPSA and Mr Daka agreed that the matter against Ms Imenda be deemed to have been commenced against Mr Daka (the correct defendant) who has agreed to take full responsibility of the rental debt. The judgement further stated that NAPSA and Mr Daka agreed to regularize their relationship to that of landlord and tenant. “ That the name Getrude Imenda Mwambwa T/A Coger Enterprises be replaced with the correct defendant against whom the matter shall be deemed to have been commenced and is therefore the defendant in this matter for all intents and purposes,” the judgement read. The Court ordered that Mr Daka pays K65,385 on or before December 15 this year while the balance of K65,385 be settled within five months of five equal monthly instalments of K13,077 effective January 31, 2021 and his final instalment is payable on or before May 31, 2021.

LL businesses should take note of some tax changes that were announced in the 2021 national budget to ensure that they do not default on their obligations. It is also vital that all businesses take note of other changes in the 2021 national budget which takes effect in a few days from now, says Zambia Revenue Authority (ZRA) Corporate Communications Manager, Topsy Sikalinda. “One of the key improvements to the system is the requirement for all Value Added Tax (VAT) registered suppliers to have point of sale (POS) machines effective 1st January 2021,” Mr Sikalinda said. Mr Sikalinda said customers should have an option to use their bank cards to purchase goods and services using the point of sale machines. Therefore, he said, all VAT registered suppliers who may not have point of sale machines would be required to ensure they applied for a point of sale machine from the various service providers such as their banks. “Tax compliance is a complex

THE private sector is more important now than ever in helping the global economy kickstart growth as countries worldwide emerge from Covid-19, International Finance Corporation (IFC) Chief Operating Officer, Stephanie von Friedeburg. Ms Friedeburg stressed that there was limited fiscal space in the countries of operation and especially in the poorest countries in the world, hence the critical role for the private sector. The IFC is a member of the World Bank Group that offers investment, advisory, and assetmanagement services to encourage private-sector development in less developed countries. Ms Friedeburg said in a special year end edition of ‘The Development Podcast’ that Governments did not have the capacity to continue to create the economic growth and that the jobs that were needed for the citizens in those countries. “And so the private sector can and must play a super important role. But even before the crisis, we knew that in those poorest countries, finding ways for the private sector to intervene was extremely difficult. And there was a lack of bankable projects. “So we created IFC 3.0, which today, as we build a more resilient recovery, is far more important than it was when we created it four years ago, because it is really designed to say, "How can we, IFC,

partner with our World Bank colleagues?” Ms Friedeburg said. Ms Friedeburg added : “But in essence saying if the private sector can invest and can build something out, use the private sector to do that and use your limited fiscal space as a government only in those places where the private sector cannot play.” World Bank Group President, David Malpass, on his hopes for 2021 said Covid-19 had been a big setback, particularly for the poorest countries, but quickly mentioned that there were some opportunities that could be built on into the future. Mr Malpass observed the need to set up the contract structures that were attractive, then to bring private sector capital in to mobilise not only IFC money, but then private investors' money into something that was a worthwhile profitable project. He also said one of the things the group talked about was as it tried to help countries find a resilient recovery process, it was going to take investment and quality investment in the areas of their economies that can grow into the future. “So we expect it to be a very different kind of economy than what it was in the past. So one of the things we hope can happen is the countries find new sources of growth and new target destinations for good investment,” Mr Malpass said.

Zambia’s financial inclusion rises to 69p.c. By BUUMBA CHIMBULU THE FinScope 2020 Survey findings show that financial inclusion in Zambia has risen to 69.4 percent from 59.3 percent in 2015. Zambia’s financial inclusion has continued to make significant gains despite the economic challenges, says Bankers Association of Zambia (BAZ) Communications Officer, Precious Kaela-Kalusha. Ms Kaela-Kalusha said formal financial inclusion, which referred to the use of formal financial products and services provided by institutions formally regulated, increased to 61.3

percent, up from 38.2 percent in 2015. “This was largely driven by the increased usage of mobile money which increased to 58.5 percent from 14.0 percent in 2015. “Informal financial inclusion, which refers to the use of any financial products and services provided by informal providers such as savings groups, declined to 32.3 percent from 37.9 percent in 2015,” she said. Ms Kaela-Kalusha however said despite the progress made so far, lack of money was stated as the main barrier to the use of financial services. She said unemployment, and lack of awareness and

knowledge of financial products and services were also significant barriers to the usage of financial services. This, she said, showed the need for a more coordinated approach by government and financial sector stakeholders to develop and implementation strategies and interventions that are more focused on the youth, women, aged and rural-based population. “Demand and usage of financial services can also be increased by considering the needs and vulnerabilities of different segments of the population. This will enable financial service providers to develop more

affordable, convenient, innovative, and sustainable products and services. “The Bankers Association of Zambia would like to encourage financial service providers and other stakeholders to make use of the FinScope 2020 Survey information to identify market opportunities and mechanisms to achieve a more inclusive financial sector,” Ms Kaela-Kalusha said The FinScope Survey provides valuable information to policy makers, regulators, financial service providers and supporting agencies, on the demand, access, use of and behaviour towards financial services by the adult population.

NO amount of blame games will direct our attention away from a simple truth. Mr. Hichilema had the authority to direct his followers to stay away from his interrogations. But he chose confrontational politics over an issue based one. He knows that if he allowed the rule of law to preside over his accusations, he would be caught pants down. Today, on Christmas day, two families are mourning instead of celebrating Christmas. But the smart one has since turned around, blaming the Zambia Police Service for what he could have prevented. Is this self centered chap the person you want President Edgar Lungu to handover instruments of power to? Mr. Hichilema is extremely dangerous to the well-being of this country. The level of his self centeredness is so nauseating that some of us who know him are wondering whether his impoverished childhood is to blame for his quest to be seen as the most important man in Zambia. He won't debate solutions to the various issues that we are faced with as a nation but will gladly dwell on perceived failures of the Patriotic Front government. He will pray for and support Armageddon but will still blame those in authority for any adverse conse-

The leader leads, and the boss drives, much in the manner Mr. Hichilema commands that things are done. A leader and a boss are two different terms with two different roles. If you choose to become a good leader, then you must act like a true leader, one who will not sacrifice a life under whatsoever circumstances. Inspire your followers to work well, not force them to do what you want them to do. Teach them the importance of the "We" they can feel to be part of. Zambians must rise in unison to condemn Mr. Hichilema's retrogressive politics of antagonism. We, all, must remind him that Zambia has seen more blood with him in opposition than any other tenure of opposition politics in the history of Zambia. He must take responsibility of his actions. This is necessary especially that the nation is singing a unitary voice in expression of the insatiable appetite for knowing the circumstances of thus Horrible incidence. The police inquiry should also clarify how the act could have taken place in the opposite direction to where the huge contingent of Officers where heading to. According to the video footage that flooded on social media, the team of reinforcements of officers could be seen emerging from the white cruiser, then head toward the High Court roundabout to disperse the slogan chanting cadres using teargas canisters. Few moments later, the two fatalities were simultaneously and spontaneously reported. Had the incident been recorded near the High Court roundabout, our thoughts were going to tilt in the different direction.

Clearly, this may have befully tactfully been done for the unknown motive. There is also need to take interest from the social media reports which were circulating on Koswe publication suggesting that a fatality was imminent on the material day. The report should address on whether there is any correlation between the "regrettably senseless death" (borrowing from President Lungu's words as he expressed anger) and the insensitive remarks prior to the incidence. What of the notices which were published by Koswe publication few hours before urging citizens to send any incident of police brutality to the particular local and foreign WhatsApp numbers? Was there any peculiar knowledge which was exclusively to the particular cross section? Has police launched any investigations to the Zambian phone numbers which were published on social media which were supplied for purposes of reported the anticipated clash with the police? We believe this would provide an important link to fill some gaps in information. Our investigative

It is surprising that others are arguing that "you cannot summon a national leader." Are they insinuating that when you are a national leader you become inviolable and not amenable to

the jurisdiction of law enforcement agencies? We find this narrative grossly inaccurate and not appropriate for the political party which claims to uphold the rule of law. We appeal to the conscious of UPND leader Hakahinde Hichilema to take introspection and examine himself critically on whether the conduct of his supporters to intimidate law enforcement agencies ought to be tolerated. We say so because he has a responsibility to tame any insensitive behavior done at instance of his supporters. If anything he has more to learn from late President Sata who publicly denounced any behaviour from his supporters which has potential to spill blood. To understand HH’s desperation to ascend into power, one has to go backwards and analyse our past elections in regards to what was done by HH and his UPND in their quest to rig the 2016 elections. This on its own explains the dangerous predicament we find ourselves in as a country. We have a major opposition political party whose only focus is to grab political power by

any means possible including embarrassing the Nation he seeks to lead. The leadership of UPND suffers from ego, overly rated ambition for power and pride, such that it overcrowds their effective participation on important national matters that affect the citizenry and poor people. The obsession with which HH and his UPND are doing politics has the potential to set this country of fire come 2021 and as citizens, we must all fight to emancipate ourselves from the violent and demonic jaws of UPND’s mapatzya formula. The damage being done to our country by UPND through social media and now murder and violence is so huge that if left unchecked, it will drive this country down a path that will take us 100 years to recover from. We may grumble sometimes about our strange and unpredictable weather, but it is this weather which makes our country side look attractive to so many out

However, when we analyse the tree it has so many benefits especially to our rural dwellers. Trees are a source of timber and poles for housing, some trees are a source of food in terms of fruits containing beneficial nutrients needed by the body, undiluted it is all intact. Trees are a source of medicines, mentioned any medicine it has its source from the tree. The tree is able to extract necessary ingredients of life supporting chemicals from the soil and so make us well. The trees, their roots open up the soil making the water to seep through into the underneath rock which serves as water storage and the water comes out as a spring somewhere alse. Roots of a tree again protects the soil from being eroded hence, binding it for the sake of other living materials. It is from the trees animals get their food in the form of fodder and still man from the trees makes handicrafts and other social function. In places where trees are protected, now called forests, these in many ways support the animals (game) which in turn attract visitors from outside. Hence, a source of foreign cash to the benefit of the country. The agroforestry being promoted is for the sake of benefitting the nation. Today the government is very serious with people cutting trees anyhow. Which are not even replaced and so disturbance of stabilization of

stream and river banks. In the past years all tobacco farmers were required to to grow trees on their farms if they are to venture in growing this crop. Eucalyptus for curing tobacco was the tree which was so much promoted as it was a fast growing plant to supply the needed fuel for tobacco curing. The government knew what it was doing in short to avoid depleting the natural resource in their area of production. Tobacco had a high wood demand for curing this cash crop. Today we can still do the same whatever tree we cut we have to replace The Sun here and

Trees have a duty of protecting field crops as well as farm buildings from wind damage. Open areas always give strength to blowing wind (wind is moving air in motion so they say). Crops and building open to wind risk damage as tree vegetation is not available to weaken the blowing wind. In charcoal burning area they should people should be taught that selective felling of trees is very important and must be encouraged. This to leave mother trees to provide seed for regeneration of new plants. Bush fires must be managed properly. By training the rural communities early burning the forests are protected against late fires which cause more damage to vegetation. An advantage of fires also helps to break the seed dormancy of some species like those of Accacia species thus helps in natural regeneration of forests. Livefencing, enables the farmer and his livestock improved farming practices. This is how important this natural resource is to this nation. Farmers should not neglect these precious trees in all their activities. Reward comes later in life. The problem as of today we only think of immediate benefits, think of future generation. Promote this resource.

"The storm has also damaged the infrastructure for United Church of Zambia (UCZ) and Seventh Day Adventist (SDA) as well as killed some domestic animals in the area," said Mr. Muswema. The District Commissioner has since appealed to the affected families to be patient as Government is looking for measures to help mitigate the impact of the disaster. And Musungu Village Headman Emmy Musungu has thanked Mpika District Disaster Management and Mitigation Unity (DMMU) Committee for the quick response to ascertain the extent of the damage. And speaking earlier, one of the affected families, Belita Mutale appealed to the Government to quickly consider giving them fertilizer and some seed so that they can immediately try to replant some crops. According to the metrological department ,in the next seven (7) days, rainfall activities are expected to continue across the country. Given the

saturated soil moisture in most parts of Zambia there is a high likelihood of flash floods, flooding, mudslides and damage to infrastructure. From 30th December, 2020 to 2nd January, 2021, a deep low pressure system over the Indian Ocean is projected to traverse from coastal Mozambique up to northern Zimbabwe. This system may enhance rainfall resulting into flash floods and flooding during this period especially over Eastern, Central, Lusaka, Southern and Western Provinces. In view of the anticipated weather conditions, the department advises the general public to Keep the drainages and surroundings clear and clean; not to drive during heavy rains to avoid accidents due to poor visibility and avoid flooded roads. The same department also advises the public not to seek refuge under trees when it’s raining to avoid lightning strike as well as boil and chlorinate drinking water especially from wells to avoid diarrhea diseases. - ZANIS.

Support towards small-scale farmers vital – Chomba GOVERNMENT has pledged to support any initiatives aimed at assisting small-scale farmers to improve their agricultural activities. Central province permanent Secretary Bernard Chomba says this is because government is alive to the fact that any support towards small-scale farmers is vital in enhancing food security at household level. Mr. Chomba added that to this effect there is need for small-scale farmers to take farming seriously and contribute to the country’s food security. “Farming is our main stay for this country, it is for this reason that any support to the agriculture sector through small scale farmers is important and as the government we will support it because of the potential it has in improving food security at household level,” he said. Mr. Chomba was speaking in a speech delivered for him by Assistant Secretary Mwape Kasanda in Kabwe the weekend, when the Buy- Zed campaign in collaboration with Zambezi Seed Company donated an assortment of seeds and fertilizer to small farmers in Kabwe. The Permanent Secretary noted that the cost of buying improved and certified seed varieties in the country has been escalating resulting in some vulnerable farmers facing challenges to access them, a situation he said had affected agricultural production in the country. He said this is why the government is ready to collaborate with stakeholders that are willing to supplement its efforts through the Farmer

Input Support Programme (FISP) and provide relief to vulnerable small-scale farmers. “As you know very well, seed has proven to be more expensive than any other farming input, this has made our farmers who can’t afford to buy these improved seed varieties to face challenges and relay on FISP, but if we have stakeholders like you who willing to work with government in helping these farmers we appreciate your gesture,” he explained. Meanwhile, Buy Zed campaign founder and Zambezi seed company representative Evans Ngoma explained that the two institutions want to work with government in enhancing support to the agricultural sector. Mr. Ngoma noted that this is because of the important role that the sector plays in reducing poverty levels in the country. He said Zambezi Seed Company is committed to working with government through the provision of sustainable empowerment programmes aimed at helping small-scale farmers increase their production at reduced costs, adding that this is why the company has come up with a seed variety that can be recycled. “As Zambezi Seed Company we want to work with the government to ensure that our agricultural sector is supported as a way of reducing poverty in the country, we realise that this can be achieved if our small scale farmers are provided with solutions to increase their food production at a lower cost,” he stated. GOVERNMENT should commit more resources next year to improve infrastructure at Kitwe Teaching Hospital (KTH), Kitwe Mayor Christopher Kang'ombe has suggested. He said such people who were weak and vulnerable needed to feel that they were loved and cared for in society. The Deputy Mayor was speaking when he donated mealie meal to over 50 aged persons of Kamima ward. "My office will work and accommodate all the widows and aged women in any way possible so as to enhance a better life and really show that our Government is pro poor and that it will always defend the weak and vulnerable," he said. Mr Musukwa took time from morning till evening visiting different places in the district sharing mealie meal with the widows and the aged. Meanwhile, the widows thanked the Deputy Mayor for the gesture and assured him that they would remain thankful. The aged and widows said that no one had fought for them in the recent past as it was happening now. They explained that no one had ever thought of them and even took time to visit and share smiles with them. They however encouraged the Deputy Mayor to continue with the same spirit and never get tired of doing good to the less privileged.

PND Chairman for Mines, Percy Chanda, who was once a vibrant union leader, has now lost the sympathy and support he had for the workers because he has been brainwashed in his party, Mines Minister Richard Musukwa has said. Mr Musukwa said the UPND official has been brainwashed and whatever he proposed for the mining sector was not in the interests of

the nation, but was aimed at gaining political mileage and impressing his party leader Hakainde Hichilema. The Minister was reacting to Mr Chanda's criticism of Government's decision to take over Konkola Copper Mines (KCM) from Vedanta Resources PLC. A few days ago, the Mine Workers Union of Zambia (MUZ) was also perturbed by Mr Chanda’s sentiments over operations of KCM. Mr Musukwa said the concerns raised by the MUZ over the various statements on social media from Mr

Chanda and other UPND officials were genuine. He was disappointed that a once vibrant union leader had lost the sympathy of the workers and was now just waffling to impress his colleagues in the opposition. Mr Musukwa reiterated that miners at KCM had cried to the Government over the way Vedanta was running the mine, hence the decision to take over the assets. "I am very surprised that Percy Chanda wants to make himself relevant to UPND by criticising the

Government on the issue of KCM. Anyway, He wants to impress his masters but sometimes in an effort to impress your masters, you may injure yourself. "I know Percy Chanda he was my branch chairman for National Union of Miners and Allied Workers (NUMAW) at Mopani Copper Mines in Mufulira. By that time, I was NUMAW national treasurer. A TEACHER in Zambezi district has been killed over K5, which he reportedly owed a villager in the same district, North-western province Commissioner of Police Elias Chushi has confirmed. They said that if land was secured, they would contribute some funds as individuals to put up a structure for that purpose. The musicians and artists said that Sinazongwe has a lot of talent which needs to be exposed to the world. This came to light during a meeting organized by Winter Muvombo, the Gwembe Valley Must Develop Chairman. During the meeting, Mr Muvombo said that if land was secured, there should not just be a music studio but infrastructure to accommodate other income-generating ventures. Mr Muvombo encouraged the

AT least 26 people died when their boat sank on Lake Albert, which marks the border between Uganda and the Democratic Republic of Congo, Ugandan officials have said. The boat was carrying passengers between two Ugandan locations in the lake’s north-east on Wednesday when it “hit a strong wind” and went under water, local official Ashraf Oromo said on Friday. “The boat had over 50 people onboard – 26 bodies have been recovered, 21 people were rescued,” Oromo said. “A search is ongoing and no more survivors are expected.” A regional police marine

COVID: Trump fails to sign economic relief bill into law MILLIONS of Americans have temporarily lost their unemployment benefits after President Donald Trump failed to sign the Covid relief bill into law. US President-elect Joe Biden had warned of "devastating consequences" if Mr Trump continued to delay signing but the Saturday deadline has now passed. Unemployment benefits and a ban on evictions will be affected. The package worth $900bn (£665bn) was approved by Congress after months of difficult negotiations and compromises. Mr Trump says he wants to give people bigger one-off payments. The bill includes the payment of $600 to Americans earning less than $75,000 a year. Mr Trump says he wants Americans to receive $2,000 but Republicans in Congress refused to agree to the change. In a tweet late on

Saturday evening local time, Mr Trump again defended his position on the issue, blaming China for the coronavirus outbreak. The coronavirus economic relief comes with a $1.4tn federal budget attached. At least 40 feared abducted in northeast Nigeria THREE loggers have been found dead and at least 40 more feared abducted by Boko Haram fighters in northeastern Nigeria. Sources and residents told AFP news agency on Saturday that the loggers were rounded up by the fighters on Thursday in Wulgo forest near the town of Gamboru where they went to collect firewood. “A group of more than 40 loggers left Shehuri on the outskirts of Gamboru on Thursday and never returned by evening as usual,” said a group leader Umar Kachalla, who was involved in the search. “On Friday, we mobilised men and went deep into the forest where we recovered three bodies identified to be

among the loggers, without a trace of their colleagues.” The missing loggers were presumed kidnapped by the group, who are known to maintain camps in the forest, said Kachalla, a view widely shared by other residents. The fighters have increas-

ingly targeted loggers and farmers in the northeast, accusing them of passing information to the military and local armed groups. ‘Shot from behind’ “We believe the men were taken by Boko Haram who have been attacking log-

Uganda charges leading lawyer for LGBT rights with money laundering NICHOLAS Opiyo, one of Uganda’s most prominent human rights lawyers, has been charged with money laundering. Opiyo, known for representing LGBTQ+ people, appeared before magistrates in Kampala on Thursday and was remanded in custody until 28 December.

The case has been forwarded to the anti-corruption court. It’s alleged that Opiyo, executive director of rights group Chapter Four Uganda, withdrew $340,000 (£252,000) from the organisation’s account on 8 October, “knowing at the time of receipt that the said funds were proceeds of crime”.

N December 12, H.E. Xi Jinping, President of the People’s Republic of China delivered a speech entitled "Building on Past Achievements and Launching a New Journey for Global Climate Actions" at the Climate Ambition Summit. The speech comprehensively elaborated China's view on global climate governance and put forward 3 proposals, namely, to close ranks and make new advances in climate governance that features cooperation and win-win, to raise ambition and foster a new architecture of climate governance where every party does its part, and to boost confidence and pursue a new approach to climate governance that highlights green recovery. 1. China's vision and roadmap addressing global climate change The Paris Agreement is a landmark document in the history of mankind to address climate change. China has made important contributions to adopting the Paris Agreement and has made active efforts toward implementing it. In September, President Xi Jinping announced that China would scale up its nationally determined contributions and adopt more vigorous policies and measures, aiming to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060. At the Climate Ambition Summit, President Xi Jinping further announced a specific roadmap for China to achieve the goal of peaking carbon emissions. According to the roadmap, by 2030, China will lower its carbon dioxide emissions per unit of GDP by over 65 percent from the 2005 level, increase the share of non-fossil fuels in primary energy consumption to around 25 percent, increase the forest stock volume by 6 billion cubic meters from the 2005 level, and bring its total installed capacity of wind and solar power to over 1.2 billion kilowatts. China's vision and roadmap testifies to China's consistent position of seeking solidarity, promoting cooperation, firmly supporting multilateralism and the comprehensive and effective implementation of the Paris Agreement. It also injects strong political impetus into the implementation of the Paris Agreement, the global climate governance process and the post-pandemic green recovery, demonstrating China's firm determination to tackle climate change and responsibility to honor its commitments, which have been widely praised by the international community. 2. Addressing climate change requires international cooperation In the face of the global challenge of climate change,

From emissions peak to carbon neutrality, China needs no more than 40 years, while the EU needs about 60 years, the US 45 years. 2020 ENERGY SECTOR OVERVIEW How tanker drivers contracted COVID-19 as they struggled to bring fuel to Zambia

T

HE year 2020 has come to an end. In line with expectations and what has now become annual routine, I wish to highlight some significant developments which happened this year and provide an expected outlook for 2021 in the next article. This article is arranged into thematic areas within the petroleum and electricity subsectors. Before I proceed, I wish to thank both print and electronic media for the coverage extended to me throughout this year. In the same vein, I thank the readers and viewers. PETROLEUM SUBSECTOR Fuel supply in 2020 has been stable with no major incidences of fuel shortages reported. Isolated instances of petrol stations running dry was not due to lack of fuel in government depots. Stakeholders have worked hard to sustain a spirit of continuous improvement compared to past years where episodes of stock outs were reported. We saw crude oil prices plummet in some instances to negative prices at the peak of the COVID-19 pandemic. The pandemic ruined and paralyzed global operations and global supply chains. Demand fell as economic activities significantly reduced and pushed the economy into a recession. A steep depreciation of most currencies including the Kwacha punched holes into prospects of a reduced fuel pump price although there was thought in some circles that some form of reduction should have been extended to consumers. With further depreciation of the local currency and an upward trend of the global fuel prices, there has been strong industry sentiment that fuel prices should have been increased in the last quarter unless Government has slid into subsidies. Even if Government has slid into subsidies, the currency index has taken a heavy toll on oil marketing companies (OMCs) which are importing fuel in the country. God knows for how long they will continue to sustain the status quo. However, what the country cannot afford is

a fuel crisis as economic activities slowly return to normal. It is also encouraging to note Government’s intention encapsulated in the recently launched 2020-2023 Economic Recovery Plan with regard to urgently revisiting the pricing mechanism. Both Government and industry are hereby commended for sustaining fuel supply without interruption. It must be underscored that a fuel crisis is more tragic than electricity poverty. In 2021 Government is encouraged to build upon this success and ensure that there will be more fuel reserves in the country and innovate more measures aimed at managing the possibility of frequent price adjustments due to a possible weakening of the currency in 2021. Major 2021 national events could have a bearing on the currency index. On the downside, the inability by Government to bring

The Petroleum Management Bill of 2019 to Parliament in 2020 is unfortunate and represented a dent in the energy sector reform drive. The Forex exposure which Government is facing due to continued participation in the procurement of refined and crude oil is too much within the context of what the country is going through. There are many ways of refining this particular Bill to ensure it meets critical expectations and national interest while saving Government from spending $1 Billion on fuel procurement every year. Despite maintaining a steady flow of fuel, Zambia still remains vulnerable should there be prolonged disruptions to the fuel supply chain owing to lack of Strategic Petroleum Reserves (SPR) in line with international best practice. While, the country has striven to keep operational fuel inventory averaging a number

of days, this inventory is NOT Strategic Petroleum Reserve (SPR). SPR can be defined as stockpiles of crude oil or refined fuel which are kept by countries or private companies as a hedge against potential future energy crises. Intervals of drawing down from the stockpile and replenishing is a matter of government petroleum policy framework which also should highlight the purpose of the SPR. Another major highlight has been the performance of fuel transporters in Zambia. We saw a lot of our transporters contract COVID-19. It was very challenging to sustain transportation of fuel from other countries in a COVID-19 environment and border lockdown and 14 days quarantine measures for them as frequent travelers. Therefore, it is important to acknowledge and commend the transporters, drivers and their assistants for the resilience demonstrated during this challenging period. The environment still remains challenging. We must thank them for bringing fuel to locations where we can easily and safely get it in good time. THE ELECTRICITY SUBSECTOR The electricity subsector has faced significant challenges which embarrassed the nation in 2020. While climate change has frequently been cited as the major cause of the worsening energy poverty, the deep seated reason Zambia is facing serious energy poverty can be attributed to inadequate balancing of the energy mix in the past decades. If the diversification of the energy mix had been pursued

a couple of decades ago with the vigour it is being pursued by the current government, we wouldn’t be in this kind of embarrassing mess we have found ourselves in. While it is accepted etiquette to develop an industry around national arbitrage, the extent to which Zambia’s energy security is built on water bodies is frightening to say the least. We have learnt it the hard way and if we do not implement measures cited on page 72 of the 7th National Development Plan, we will go through similar challenges in future. Without a doubt, our economy got significantly affected negatively due to lack of adequate electricity. While big industries may not have been affected significantly, households and SMEs got devastated. This kind of energy poverty imperiled not just the economy but also Utility companies themselves due to lost revenue aggravated by lack of electricity to sell. Unfortunately, the state of energy security in the SADC region still remains compromised meaning that it is not easy to depend on neighbouring countries for alleviation of the energy poverty and accentuating energy security. To this end, the solution is anchored on strong praxis of leadership from those who seat in alpha positions to drive the national energy transition agenda. However, Zambia has been put on the correct path with regard to the energy policy. The solar power plants and thermal power plants which have been built have averted a near catastrophe of total energy poverty. Furthermore, consumers have to be commended for cooperating to some extent. If

the nation had not migrated to energy saving bulbs, Zambia would have been in a worse energy crisis because the migration to energy saving products is saving the country electricity demand estimated at more than 100MW. The power plants which are in the pipeline are poised to improve Zambia’s chances of becoming a significant exporter of electricity thereby contributing to the energy security in the region. In addition, the availability of electricity will support the attainment of the UN SDG number 7 which calls for universal access to clean, affordable and sustainable energy for all by 2030. While Zambia is unlikely to 100% attain this goal, a decent score is possible by 2030 depending on how we implement the 7th National Development Plan, Rural Electrification Master Plan and other intermediate future plans. While in 2019, we saw strong engagements with the public to accept nuclear energy, there was little public statements in 2020 on the same. Further public engagements are needed. It must be underscored that the days of depending on hydro power are numbered. The maximum power we get from all our rivers is 6,000MW. Our eyes must be on where our future energy will come from in the post dependence on hydro power journey when our demand for energy sows to more than 6,000MW. PROJECT MANAGEMENT: The Need for Benefit realization plan in Project and Programme management

H

OW do we account for benefits delivered by projects and programmes? Do our project and programmes produce ‘White Elephants’? What is a benefit and who is accountable for benefit realization in organizations? A benefit is a positive measured outcome enabled by project deliverables. Therefore benefit profiling and mapping is of paramount importance to justify the need for projectization. In our discussion this week we will look at benefit management approach and how it speaks to project and program management. Normally when we develop project or programme plan we need to also look at how benefits will be realized, measured and managed during and after project or programme closure. Benefits need to be planned for, reviewed, accounted for and somebody specifically tasked to perform this duty. Therefore Benefit management involves the identification, definition, tracking, realization and optimisation of benefits within and beyond a project or programme life-cycle. Most organizations have created a specific role of a Business Change Manager (BCM) responsible for benefits profiling and management, from identification through to realization, and for ensuring that the implementation and embedding of the new capabilities are delivered by the projects. This role can be given to more than one individual and can also be known as a ‘change agent’. The benefits of benefit management for organizations include ranking and prioritising projects according to measurable benefits. Resource conflicts can also be resolved through project ranking. Most importantly avoiding projects and programmes producing what is normally referred to as ‘White Elephants’. What's the meaning of the phrase 'A white elephant'? And how many white elephant projects and programmes do we have in our midst. These documents will help corporate to account, track, measure and confirm post project benefits. Final thoughts, it is highly recommended for organizations and companies embarking on projects and programmes to ensure that they have in place a benefit management strategy or approach to define the framework in which benefits are to be realised and who will be accountable to measure and confirm benefits. The whole process can include producing benefits management artefacts like the benefit maps illustrating the relationships and dependencies between benefits, benefits realization plan for the entire programme used to track the

realization of benefits and also set benefits review control. You can also use benefit profiles to define each benefit and each dis-benefit in order to provide a detailed understanding of how their realization will be achieved during and post project.
