‘PRIVATISATION INQUIRY SHOULD COME QUICKLY’ By NOEL IYOMBWA

A

COMMISSION of inquiry into the privatisation of state assets should be instituted quickly so that it can be concluded before the general elections, president of the Young African Leaders Initiative (YALI) Andrew Ntewewe has said. Mr Ntewewe said the matter should not die a natural death because Zambians needed to know why a hotel worth US$25 million was sold at USS$5 million. He said answers must be provided why individuals who were mandated with disposing of the assets failed to declare interest as shareholders in the com-

panies that benefitted from the transactions. Mr Ntewewe said there was need to bring closure to the matter because a lot people were now victims of the fraudulent activities that might have taken place during the privatization period. He also said the people who were involved in the selling of the assets were now keen to sale more public assets as evidenced by the pronouncements to sell the Presidential jet. Mr Ntewewe reminded President Edgar Lungu that it is in his interest and the people of Zambia that the matter is concluded before the general elections. Mr Ntewewe accused

law enforcement agencies of not doing the right thing regarding the matter. He said the sentiment by United Party for National Development president Hakainde Hichilema regarding Mopani Copper Mines and Konkola Copper Mines are worrying. “This matter must be concluded before the general elections so that those who would be found wanting can be prosecuted in the courts of law. “It’s not supposed to die a natural death, we have been sitting on the matter for a long time now it is in the interest of the people that the matter is concluded as soon as possible,” Mr Ntewewe said.

Zambia, DRC link project advances THE construction of the Kasomeno-Mwenda toll road and Luapula Bridge that will connect Zambia and the Democratic Republic of Congo (DRC) is set to begin in March this year. According to authorities the Kasomeno road in Katanga and Mwenda in Luapula Province link would end the Kasumbalesa congestion. The road link will cut the travelling distance between the port of Dar es Salaam in Tanzania and Lubumbashi in DRC by 300 kilometres. Zambia and DRC have since

signed a statement that compels the two countries to stick to timelines. The joint statement contained resolutions after three days of engagements by the joint technical committee. Luapula Province Minister Nickson Chilangwa, Housing and Infrastructure Development Minister Vincent Mwale and Water Development and Environmental Protection Minister Raphael Nakachinda represented Zambia. Charles Mushota, the Luapula Province Permanent Secretary, led the technical team

Kariba fishermen defy fish ban By OLIVER SAMBOKO SOME fishermen operating on Lake Kariba have defied a fish ban imposed by the Ministry of Livestock and Fisheries aimed at allowing fish to breed on the man-made water body and other rivers in the country. Government initially imposed a three-month-long fish ban on December 1, 2020 which would have run until February 28, 2021 but has since been extended to May 31, 2021. However, those operating Kapenta rigs will be allowed to resume operations on February 3, 2021. A check by the Daily Nation in Kabyobyo and Mundulundulu along the shores of Lake Kariba found fishermen and traders, respectively, openly engaged in fish trading during the day. And Mr Lloyd Bwalya, a fisherman lamented in an interview that it is not feasible to wait until May, adding that fishing was the only livelihood for many people in the area. He also wondered why Government decided to impose a fish ban on Lake Kariba when it was fully aware that the water body was a shared one and that on the Zimbabwean side no similar measure has

been put in place. "The ban does not make sense considering that fishing activities on the Zimbabwean side of the lake have not stopped, meaning we are being disadvantaged by the ban," Mr Bwalya said. Meanwhile, Small-Scale Fish Farmers Association chairperson Victor Chatilika blamed lack of resources for the failure by the Department of Fisheries to intensify surveillance patrols and other enforcement measures. He said without Government providing resources to the Department of Fisheries, the annual fish ban will remain an academic exercise that will not achieve its intended purpose.

By BUUMBA CHIMBULU CAPITAL expenditure for First Quantum Minerals (FQM) for 2021 and 2022 is expected to increase by US$900 million owing to persistent challenges caused by the Covid-19 pandemic. According to FQM, capital expenditure of US$950 million is expected in 2021 and 2022, which includes US$40 million in each year on the smelter expansion at Kansanshi. The company said capital

spending in 2020 was approximately US$50 million lower than the previously issued guidance of US$675 million. This is contained in a statement when it announced its 2020 preliminary production and 2021-2023 guidance figures this week. FQM said “2021 and 2022 also includes a total of approximately US$100 million in capital expenditures deferred from 2020.” In 2023, FQM said, capital expenditure is expected to be US$1, 050 million and includes US$270 million for the proposed S3 expansion at Kansanshi. It however said this project was subject to board approval and the timing could be accelerated or delayed depending on capital availability, commodity prices and the Zambian fiscal regime.

The Zambia Conference of Catholic Bishops (ZCCB) also urged all Zambians, regardless of their social, cultural, religious and political affiliation, to put aside their differences and unite against Covid-19. ZCCB president, George C.Z. Lungu urged citizens to religiously follow the guidelines set out by the Ministry of Health and the Zambia National Public Health Institute. “This is not a time to relax in wearing masks and observing the social distance. We therefore exhort our people to avoid conducting fu-

ABOUT K213.3 million will be spent on repairs and reconstruction of 57 drainage structures, bridges and culverts as well as road sections that were damaged by floods in various parts of the country, the Road Development Agency (RDA) has disclosed. RDA Director of Communications and Corporate Affairs Masuzyo Ndhlovu said some works were already underway. He said the works being done included Mulamba culvert on the Great East Road, Kacholola at Siwalya in Nyimba, Ngozi culvert in Nyimba, the Armco culvert at Mwamfuli on Mansa -Samfya road and the washed away Armco culvert at Bahati on the Mansa-Mwense road. Mr Ndhlovu said the RDA would ensure that the Chipata-Lundazi road, Msuzi and Lundazi bridges were worked on and rehabilitated. The washing away of the Lundazi Bridge happened in February last year. "The contract was awarded to

"The contract was signed on March 5, 2020 and the scope included but not limited to clearing and grubbing, bridges and drainage structures construction, shoulder reconstruction, pothole patching, reconstruction of selected sections, surfacing, edge repairs, road signs and road line marking," he said. Mr Ndhlovu explained that the design review and supervision services contract with Bicon Zambia Limited commenced on July 24, last year. He said that in line with the terms of the contract, the design review took six months up to January 2021 and that the provisional completion date for the whole contract was October 5, this year. Mr Ndhlovu added that the total cost of the Msuzi and Lundazi Bridges was K98, 333, 438.91, VAT inclusive broken down as K27,

521, 932.73 for Msuzi and K70, 811, 506.18 for Lundazi. "The other challenge at the moment is the relocation of Zesco 11KV powerline and the water pipeline. Dr Kunda also said the reduced load shedding would be as a result of the significant improvement in rainfall and subsequent positive inflows into the reservoirs, leading to an increase in power generation. “As you may be aware, the power deficit experienced last year was a result of water shortage (drought) to drive our hydro-power stations. This was dubbed the “WeatherInduced Power Deficit

of 2019 (WIPOD-19),” Dr Kunda said. He said customers will experience consistent electricity supply except during peak hours when supply maybe interrupted to protect the system. Meanwhile, Zesco customers are happy with consistent power supply by the power utility company. One of the customers, Ms Jane Manika said the constant power supply by Zesco will boost business that depend on electricity. Ms Manika of Lusaka’s Thorn Park area said the consistent power supply will boost small businesses that depend of electricity. “We are happy with constant electricity supply by Zesco, this will help businesses that depend on electricity to grow,” Ms Manika said. Dr Kunda said the positive sentiments of the customers are indicative of the efforts that Zesco has put in place to ensure that customers enjoy the full benefits of the available power.

‘Levy Hospital not short of oxygen’ By KALOBWE BWALYA

LUSAKA’S Levy Mwanawasa Teaching Hospital has enough piped oxygen supply and back up cylinders to its Covid patients and also to supply to all other patients in the wards, says Senior Medical Superintendent Dr Parthians Tembo. Dr Tembo however said, people should stay away from the hospital as it was a highly infectious place being a Covid centre. In an interview yesterday, Dr Tembo however explained that, the hospital has an oxygen plant which can supply oxygen at a certain capacity or level, then later drops off. Dr Tembo said the new hospital came with a new oxygen plant and that was what was currently helping the facility to supply oxygen to people in critical condition and to other patients in other wards. He said, the hospital has also back up cylinders in case of power disruption, oxygen concentrators that can supply oxygen to individual patients when connected to power. He however said, all these measures had been put by government to ensure that the hospital continued running smoothly as well as saving the lives of many people especially in the midst of the pandemic. “Levy Mwanawasa Teaching Hospital has an oxygen plant which generates oxygen for patients and that has really helped the hospital to attend to patients as the plant runs 24/7, but that should not comfort people that they should be reckless because the oxygen supply is too expensive therefore people should stay home to avoid contracting the virus,” Dr Tembo said. Meanwhile, Dr Tembo disclosed that the rehabilitation on the old wing would start in March. Dr Tembo however said, because of Covid, the works maybe delayed, but it is earmarked to start in March. Dr Tembo disclosed that once the works are done, non Covid patients would be accommodated in the old facility so that it creates room for Covid patients at the new hospital.

POLICE in Lusaka have placed two senior UPND members on the most wanted list for criminal offences. According to a police document, UPND’s presidential spokesperson Anthony Bwalya and special assistant for special duties Mubita Nawa are wanted for theft and forgery. “Kindly be on the lookout for two suspects namely Mr Anthony Bwalya and Mubita Nawa believed to be UPND members under publicity section. The same are wanted for subject offences of theft and forgery. If found, arrest and inform us for escort,” reads the police message seen by the Daily Nation. Last year, Mr Bwalya and Mr Nawa appeared on television where they brandished NRCs and claimed that the same were being issued to underage persons by the Department of National Registration, Passport and Citizenship. Meanwhile, Mr Bwalya has confirmed that his legal counsel was in touch with the police and a date has been agreed for him and Mr Nawa to present themselves to the police. He said he and Mr Nawa were not fugitives and wondered why the police decided to sound as if they (Bwalya and Nawa) were on the run. “We are law abiding citizens and the police have retention of both our active contact numbers, as well as having full knowledge of our physical addresses,” he said.

Although the elections, billed for August 12 appear to be far on the horizon, it is important that during the buildup, the nation prepares the groundwork. The groundwork does not only involve putting the logistics in place by the Electoral Commission of Zambia (ECZ), the campaigns by the various contestants, but also preparing people’s minds that some will be on the “losing” sides. The traditional leader said the losing candidates must be prepared to concede defeat when the results are announced rather than threaten to plunge the nation into chaos. His warning is apt considering that some political leaders have raised so much hype with their supporters that nothing will stop them from scooping the elections this August. They have been laying the ground work for civil unrest by trying to discredit the ECZ for example, that it is not bipartisan. They have for example tried to discredit the voter registration exercise that it has been designed to disenfranchise their supporters – without any proof. They have also been preparing their supporters not to accept anything less than victory. But they are forgetting that they are not the only contestants on the ballot. The elections should not be regarded as a matter of life and death. It is democracy at play with the electorate choosing from among the myriad candidates those they want to govern. Africa has recently witnessed elections and what has been observed in general is the insistence by opposition parties that they lost because the governing party rigged the polls. Some of the countries that have gone through elections in recent months are the Ivory Coast, Tanzania, Central African Republic, and more recently Uganda. And a common feature has been the refusal by the losing opposition candidates to concede defeat. Thankfully for Africa, we have not seen any of those ugly scenes witnessed in the United States when the incumbent, Donald Trump could not believe he lost to a rival - Joe Biden - he always described as a “loser” in the November 3 presidential election. Trump whipped his supporters into a frenzy and had them invade Capitol Hill in a futile effort to prevent Biden from being declared the winner of the presidential election. Trump, instead of leaving the presidency with his respect intact is now a disgraced figure, being impeached twice and now facing a Senate trial. But as Senior Chief Madzimawe said, the tendency of rejecting election outcomes was retrogressive and a threat to the peace the country has been enjoying. He said it was important for individuals aspiring for the Presidency and other public offices to put the interest of the nation first. That is the hallmark of democracy. It is respecting the will of the people and moving on.

FLAWS ON ALICK NKHATA BRIDGE RECTIFIED, NOW SAFE, SAYS RESIDENT ENGINEER By KETRA KALUNGA

ALL concerns that were raised on the safety of the Alick Nkhata flyover bridge in Lusaka have been rectified and it is safe, says resident engineer, Terrence Mukula. He said he now hoped the Engineering Institute of Zambia would backtrack on its demands for the bridge to be demolished. Mr. Mukula said in an interview that the transitional points which various stakeholders said were not safe have been worked on along with other parts that had defects. He said works which are likely to

be completed in two weeks' time were progressing well and that the bridge has been partially opened to the public. “The works continue, mainly the corrections on some parts of the bridge which were not functioning properly and we are almost done and the bridge is partially opened,” he said. And Mr Mukula has disclosed that they have had challenges importing some of the materials such as signage among others needed due to the second wave of Covid-19. Mr. Mukula said this has slowed down the works but maintained that the work would be completed in about two weeks.

He is hopeful that the Engineering Institute of Zambia would backtrack on its current stance that the bridge be brought down because the defects have been rectified. Mr. Mukula said it would be a waste of resources to bring down the entire bridge and start afresh when the defects on the bridge could be corrected. “The work has been done, we just hope the EIZ president backtracks on his current stance because it would be an expensive venture to go into and I think there is not enough money to commit to such a venture when the defects on the bridge can be corrected which we have done,” he said.

Finsbury sues 2 banks By GRACE CHAILE-LESOETSA FINSBURY Investments Limited has sued African Banking Corporation Zambia Limited trading as Atlas Mara and Finance Bank Zambia Limited in the Lusaka High Court stating that their false claims that Imbwili Investments Limited does not owe any funds under the Mortgage and supplementary Mortgages are malicious and aimed at causing economic loss to it. It has also sued Imbwili Investments Limited as the third defendant for failing to fully settle the loan in the sum of K33, 648, 819 (unrebased) outstanding as at July 31, 1997 with interest payable at the then current banking rate. Finsbury Investments claims include an order that Atlas Mara in failing to safeguard its interests with regard to Imbwili Investments amount to the economic tort(s) of inducing loss by unlawful means for which the plaintiff (Finsbury) is entitled to damages against the defendants. It also wants an order that Imbwili Investments still owes the interest due under

judgement cause number 1996/HP/2892 and for the payment of the total sums owing and outstanding from the third defendant to it under the said judgement and the same to be assessed by the Registrar of the High court. The plaintiff also wants an order against Atlas Mara and Finance Bank for damages for breach of contract. Finsbury Investments wants the court to order the three defendants to pay the sums owed to it by Imbwili Investments. It is also seeking exemplary and aggravated damages as against the three for their deliberate, malicious conduct and reckless disregard of its rights. In their statement of claim filed on January 18 this year, Finsbury Investments stated that as at June 30, 2016, Atlas Mara became the majority shareholder of Finance Bank Zambia plc (FBZ), and took over all the assets and liabilities of FBZ after a corporate restructuring process. Therefore Finance Bank no longer has any real operation existence except that its name is maintained on the

register of PACRA. It stated that Imbwili Investments is engaged in the business of investment and property development. Finsbury Investments stated that Finance Bank prior to the corporate restructuring with Atlas Mara advanced two credit facilities in the sum of K650, 000 and K550, 000 unrebased (principal sums), to Lunkoto Holdings Limited, Hydrotech Services Limited, Minetech Services Limited and Imbwili Investments (the Group of companies) on August 16, 1989 and March 26, 1991, respectively. It stated that Imbwili is the holding company for the other companies (Lunkonto, Hydrotech and Minetech). “By letter dated 12th April 1989, authored by one Andrew Kashita as executive chairman and shareholder in the third defendant, the said third defendant as holding company, requested for opening of accounts and overdraft facilities for Lunkonto, Minetech and Hydrotech. The requested accounts were opened and overdraft facilities were availed by FBZ letter dated 28th June 1989,” it stated.

Health Minister okays school reopening HEALTH Minister Jonas Chanda has called on the Ministry of General Education to ensure increased surveillance in schools. Dr. Chanda says his ministry supports President Edgar Lungu’s stance that schools should re-open on Monday February 1, 2021. He has however warned that the ministry will recommend closure of schools that will be found not adhering to stipulated measures. The minister said this during the routine updates on Covid-19 in Lusaka yesterday. Meanwhile, Zambia has crossed the 50, 000 mark in the number of Covid-19 cases. Dr. Chanda said 1, 408 cases of Covid-19 have been recorded in the last 24 hours, representing a positivity rate of 10.4 percent. He said 17 deaths have also been recorded during the same period and 1, 489 recoveries. And the National Disaster Management Council of Ministers has resolved that schools should reopen on Monday February first but under strict monitoring of adherence to Covid-19 preventive measures. The council which sat yesterday morning and chaired by Vice President Inonge Wina notes that further decisions, concerning schools would be on a case by case basis. Chief Government Spokesperson Dora Siliya says this means that if one school was affected, a decision would be made with regards to that particular school. – ZNBC.

BOUT 2, 000 jobs will be created once the US$35 million mulberry cultivation and silk production project starts in Mpika, Minister of Works and Supply Sylvia Chalikosa has said. Ms Chalikosa said the Mupika Sericulture Company required more than four million plants to sustain feeding the silk worms in order to achieve the full silk cocoon production capacity. Ms Chalikosa who is also Mpika Central Member of Parliament said the cocoons will be exported to China and Europe for weaving into silk fabrics. "With time it is hoped that the complete industry of manufacturing silk fabric will be done in Zambia," Ms Chalikosa said. "Government can access land anywhere for developmental projects, it is important to engage the traditional leadership to work together as partners in development," Ms Chalikosa added. She said the Silk production project which is the brain-child of the Chikwanda Chiefdom Trust of Mpika District is currently siting on 5, 000 hectares of fertile land situated in Mutamba village located approximate 50 kilometres on the Mpika Kasama road.

250 families in Lusangazi displaced MORE than 250 families of Lusangazi in the Eastern Province have been displaced while several crop fields have been submerged in water. This follows flash floods being experienced in the valley and the affected families are now homeless and without food. Agriculture authorities fear several wide spread crop damage that may lead to hunger. Lusangazi District Agriculture Coordinator, Friday Sikombe, said 89 hectares of maize, 53 hectares of soya beans, 15 hectares of sunflower and 12 hectares of groundnut fields have been submerged. Mr Sikombe indicated that the damage could be more because some of the flooded areas like Chiwale and Chikowa had been completely cut off. He recommended the introduction of crops like rice, which could survive under waterlogged conditions in the valley areas. Meanwhile, Lusangazi District Commissioner (DC), Goodwin Sekelani Phiri, said there could be more submerged homes in areas that could not be accessed at the moment. - ZANIS

AMBIA recorded total trade of K241.89 billion between January and December 2020, as the country continued to record trade surplus owing to improved exports. Total trade for the period January to December, 2020 was K241.89 billion while that of 2019 stood at K183.20 billion. This represents a 32.0 percent increase, says Mulenga Musepa, the Interim Statistician General at the Zambia Statistics Agency when announced the annual inflation rate for December 2020 yesterday. Mr Musepa explained that Zambia in December alone recorded a trade surplus of K6.3 billion in December compared to a surplus of K7.2 billion in November, the same year. He said the total volume of exports for the period January to December, 2020 was 6.6 million metric tonnes. He explained that the road

transport accounted for 4.7 million tonnes, representing 71.5 percent of total volume exported. “Rail transport accounted for 106.2 thousand metric tonnes, representing 1.6 percent while Air transport Air transport accounted for 4.3 thousand metric tonnes. “The total value of exports

through all modes of transport for the period January to December, 2020 was K145.0 billion,” Mr Musepa said. Road transport, he said, accounted for K103.8 billion representing 71.6 percent, rail transport was second at K11.1 billion and air transport was third accounting for K3.1 billion.

Mr Musepa said other modes of transport accounted for K27.0 billion. He said exports for December 2020 mainly comprising domestically produced goods, decreased by 0.1 percent to K16.3 billion in December 2020 from K16.4 billion in November, 2020. This, Mr Musepa explained, was mainly on account of a 21.3, 9.2 and 8.1 percent decrease in export earnings among capital goods, raw materials and consumer goods categories respectively. “Imports increased by 9.0 percent to K10.1 billion in December, 2020 from K9.3 billion in November 2020. This increase in imports was mainly as a result of a 20.9 and 8.0 percent increase in imports of capital goods and raw materials, respectively,” he said. Mr Musepa however said the total volume of imports for the period January to December, 2020 was 6.4 million metric tonnes, of which road transport accounted for 4.5 million metric tonnes, representing 69.2 percent.

COMMERCIAL banks, being part of the larger economy, have stepped up efforts to prevent the spread of the Covid-19. This is according to the Bankers Association for Zambia (BAZ) Public Relations Officer, Mirriam Zimba. Ms Zimba said a study by the New York University established that over 3, 000 different kinds of bacteria could be harboured in banknotes. She explained that this was because the fibrous surfaces of banknotes could provide crevices for bacteria to thrive. “Although person-to-person contact with infected persons poses the greatest risk for the spread of the Covid-19, some countries, through their Reserve Banks, have taken to placing under quarantine bulk cash received from high-risk nations for up to seven to ten days to avoid spreading the virus. “There are countries that have employed the use of ultra-violet rays to routinely disinfect banknotes to curb the risk of spreading of various infections,” she said. Ms Zimba said commercial banks had, therefore, put in place measures to ensure the safety of customers and the bank staff in the heightened risk of the spread of Covid-19. She explained that this was because commercial banks were financial

Inflation shoots to 25.6 percent By BUUMBA CHIMBULU THE inflation rate has accelerated for the fifth straight month to 25.6 percent due to food soaring prices. Inflation rate for January, 2021 increased to 25.6 percent from 20.2 percent recorded in December 2020, an increase of 5.4 percentage points. This is according to Mulenga Musepa, the Interim Statistician General at the Zambia Statistics Agency. Mr Musepa attributed the acceleration to increase in prices of food items such as bread and cereals, vegetables fats and a well as eggs. “The annual non-food inflation rate for January 2021 was recorded at 16.7 percent, down from 18.1 percent in December 2020. “The slowdown in inflation rate was mainly attributed to the base effect in Household appliances (Refrigerator, Electric Stove, Electric iron, Electric Fan) and Gas,” Mr Musepa announced yesterday.

He explained that the monthly food inflation rate for January, 2021 was recorded at 5.7 percent, an increase of 0.4 percentage points from 5.3 percent recorded in December, 2020. This development, he said, was mainly attributed to increases in prices of food items such as vegetables, table salt and Eggs. “Non-Food inflation rate for January, 2021 was recorded at 1.3 percent, indicating an increase of 0.7 percentage points from the 0.6 percent recorded in December, 2020. “This development was mainly attributed to price movements of Purchase of vehicle, Private School fees (Primary and Secondary) and College fees,” Mr Musepa said. He said the monthly inflation rate for January, 2021 was recorded at 3.7 percent, an increase of 0.5 percentage points from 3.2 percent the previous month. The increase, he said, in the monthly inflation rate was attributed to general price movements of both food and non-food items.

Boeing 737 Max cleared to fly in UK and EU after crashes LONDON - Boeing’s 737 Max plane is safe to return to service in the UK and the European Union, regulators have said. It ends a 22-month flight ban for the jet, which followed two crashes which caused 346 deaths. The plane had already been cleared to resume flying in North America and Brazil. But this week a senior manager at Boeing’s 737 plant in Seattle warned that recertification had happened too quickly. Regulators in the US and Europe insist their reviews have been thorough, and that the 737 Max aircraft is now safe. The European Union Aviation Safety Agency (Easa), which regulates aviation in 31 mainly EU countries, said it now had “every confidence” in the plane following an independent review. “But we will continue to monitor 737 Max operations closely as the aircraft resumes service,” said executive director Patrick Ky.

Goldman Sachs boss gets $10m pay cut for 1MDB scandal LONDON Goldman Sachs’ chief executive David Solomon will get a $10 million pay cut for the bank’s involvement in the 1MDB corruption scandal. 1MDB was an investment fund set up by the Malaysian government that lost billions due to fraudulent activity. The global web of fraud and corruption led to a 12-year jail term for Malaysia’s ex-prime minister Najib Razak which he is appealing. Goldman Sachs called its involvement in the scandal an “institutional failure.” Goldman Sachs helped raise $6.5bn for 1MDB by selling bonds to investors, the proceeds of which were largely stolen. Prosecutors alleged that senior Goldman executives

OMETIMES I wonder why even those that have been to school and claim to be enlightened fail to tell the simple truth to the the people that it is NOT only Zambia but the WHOLE world is in ECONOMIC TURMOIL. Even the media which must act as a source of information and education is failing to tell the simple truth that it is not only Zambia but the entire globe is facing tough economic challenges as a result of Covid-19. Yes, some will argue that we had some economic shocks before Covid-19 but the truth is that this pandemic has worsened the economic challenges and derailed our path to recovery. Of course we had challenges, mainly stemming from adverse effects of Climate Change which resulted into a fatal combo of droughts and floods leading to long hours of electricity load-shedding on one hand and a decline in agro-production on the other. This coupled with the fall of commodity prices on the international market, debt servicing, fuel hikes among others have negatively affected

our production, lowered our forex, increased inflation and fluctuated our currency against major convertible denominations. You can’t discuss Zambia’s economy in isolation to the global economy because we live in a global world and a global market where the happenings in London, Washington, Beijing, Johannesburg etceteras have a direct impact on Zambia’s economy. Moreover, we rely on these international markets for trade, investment and foreign exchange. The Covid-19 pandemic has triggered the deepest economic recession in nearly a century, threatening health, disrupting economic activity, hurting our well-being and jobs. According to figures by the IMF, the only major economy to grow in 2020 was

Data from the flight tracking service Flight Radar 24 shows that the number of flights globally took a huge hit in 2020 and it is still a long way from recovery. The whole world is subject to substantial growth downgrades. These downturns are expected to reverse years of progress toward developmental goals and tip tens of millions of people back into extreme poverty. Driven by the economic fallout of the Covid-19global pandemic, growth in Sub-Saharan Africa fell to -3.3 percent in

2020, pushing the region into its first recession in 25 years, according to the latest regional economic analysis Africa’s Pulse: Charting the Road to Recovery. The pandemic has also driven approximately 40 million people into extreme poverty in Africa in 2020, erasing at least five years of progress in fighting poverty. Emerging markets and developing economies like Zambia have been buffeted by economic headwinds from multiple quarters: pressure on weak health care systems, loss of trade and tourism, dwindling remittances, subdued capital flows, and tight financial conditions amid mounting debt according to the World Bank. So when one wants to talk about Zambia’s economic challenges, they must start with the impact of climate, droughts, floods, army worms, load-shedding, debt servicing as well as the impact of Covid-19 on Zambia, the SubSahara Africa and the Global Economy. Any economic discussion devoid of these fundamentals is simply hogwash and must be dismissed as political chicanery and mere propaganda devoid of facts. ANTONIO MWANZA

Increased price of cement to adversely affect the construction sector Dear Editor, THE price of cement in Zambia has been increased. The skyrocketing price of cement in the country has been exacerbated by depreciation of the Kwacha against the major convertible currencies such as the United States dollar for instance. Cement is trading between K130 and K150 following the increase in the price of the commodity and the price is dependent on the brand being sold. The price of cement is projected to increase as long as the Kwacha remains volatile. If truth be told, cement has become too expensive to buy considering the fact that our country is grappling with high inflation because of the poor economy. However, the implication of the high price of cement is that it will become too expensive to build. On the hand, the construction sector will be adversely affected in that the contractors will spend more money to buy the commodity in view of the increased price. I WRITE to first and foremost wish you all a happy 2021. It is indeed by God’s grace that we have managed to be here and yet again engage one another as we head towards the August 12 general elections. Indeed, the road has not been smooth and it is getting even worse the closer we get to the election date, with political media teams engaging the general citizenry at all levels. One notable system however is where, instead of the real politicians to come forth on radio and TV programmes to engage with us the citizen and tell us why they are relevant going into the general elections, most or none have fallen short of that much needed hope. Media personnel of most of these political parties many times do not even respond

In my conclusion, let me hasten to mention here that the just hiked price of cement will adversely affect the construction sector. People intending to build houses and other infrastructures are not spared either from the negative impact that will be brought about by the increase in the price of the commodity. ORMER Solwezi East Member of Parliament Richard Taima has presidected that President Edgar Lungu will retain power in August this year with a landslide victory. Mr Taima said this is because President Lungu has delivered development. Spar, Musokotwane Mission ink goat deal By NATION REPORTER SPAR Choma and Musokotwane Compassion Mission Zambia (MCMZ) have signed a goat supply contract. In the deal, the MCMZ would be supplying goat meat to the supermarket. MCMZ Executive Director, Sibbuku Genious Musokotwane, said his organisation was using agriculture as an income-generating tool to address the fight against child marriage in Choma. He said the signing of a supply contract with Spar Choma was a milestone achievement as Government has awarded his organization capital enhancement of K300, 000.00 for goat breeding. The organisation was empowered under the Presidential Multisectoral Approach Youth Empowerment Fund. Mr Musokotwane added that his organization would effectively compete with other local farmers in securing favourable space in the shelves of international chain stores in Zambia as the local market for goat meat has not yet been fully met. CHIEF Lumpuma of the Lamba people in Lufwanyama has hailed Grizzly Mining Company for helping small-scale farmers with pesticides in his chiefdom. The traditional leader said for the past years, the company has been helping local farmers with the chemicals to protect their fields as part of its corporate social responsibility. He said the interventions by the mining company was a big relief as farmers were not going to be managing to control fall army worms on their own considering the huge cost of the chemicals. Chief Lumpuma said this has helped improve food security in the area. He has since appealed to the company management to continue helping the local people. ZULAWU decries Covid-19 impact By SANFROSSA MANYINDA THE Zambia United Local Authorities Workers Union (ZULAWU) has observed that the Covid-19 pandemic has affected the budgets of the councils across the country in the past one year. ZULAWU president Kingsley Zulu said in Kitwe in an interview that the councils incurred added expenses among others the purchase of protective equipment. Mr Zulu said councils were not able to collect the expected revenue as most business houses had closed down with most of them reducing the workforce. "This means that the councils will keep losing in terms of revenue because they will not

be able to collect as much as what they have been collecting in the recent past," he said. Mr Zulu said that overly, the picture seemed gloomy in terms of operations as a result of the pandemic. He added that the restriction of operation hours meant that the input of employees would be affected as some of them would be required to work from home. He said that the impact would obviously not be the way it would when all employees operated from the same place. "We have however as a union continued to sensitize our members to always adhere to the health guidelines in their work places," Mr Zulu said. Mr Zulu reminded the local authorities to always provide protective equipment to all the front line workers in their specific institutions in order to curb the pandemic.

DR Congo’s PM loses historic no-confidence vote

INSHASA - MPs in the Democratic Republic of Congo have voted to remove Prime Minister Sylvestre Ilunga Ilukamba from power. Ilukamba, who was not present during the no-confidence vote in parliament, has been given 24 hours to resign. The lawmakers accuse Ilukamba, an ally of former

President Joseph Kabila, and his ministers of poor performance. The collapse of the government paves the way for President Félix Tshisekedi to appoint loyalists as ministers. Last month, Tshisekedi ended a coalition formed with his predecessor, whose allies dominated key ministries. Since then, Tshisekedi has been persuading MPs to de-

fect from Kabila's alliance, which previously held the majority in parliament, stalling the president's reform programme. This will be the first time in DR Congo's 60-year history that a government has been forced to resign. Meanwhile, the United Nations says killings by armed groups in the Democratic Republic of Congo more than

doubled last year. The UN Joint Human Rights Office said nearly 2, 500 civilians were killed, mainly in the east of the country. It said the Allied Democratic Forces (ADF) carried out about a third of the killings. Section B: The answer lies in research

T

HE vaccines are out but the death toll is still high, Brazil has a new variant, the hospitals are full so are the cemeteries. When shall we have an end to this misery? This is the question that should be on everyone’s mind or at least those who believe this pandemic to be real and not a hoax as others think. But whichever side you choose to take, the effects will be felt one way or the other, because unfortunately we live in a global village whether we want it or not, one’s problem is everybody’s problem, an outbreak somewhere is an outbreak everywhere. Like I alluded to in the introduction of these series, because of the desperate times we live in people are in desperate need for an urgent solution and are taking anything they hear can be of help. I would not be surprised if some people even start blowing flames of fire in their nostrils in the hope of killing the virus or even swim with crocodiles if they are told that can cure Covid-19.

ZAMRA SPEAKS OUT Yet again because Ivermectin has made so much news nowadays, I will give a bit of an update on it as is obtaining in Zambia. It has been noted that a lot of people are taking Ivermectin as prophylaxis or as treatment for Covid-19, whether this works or not we are yet to see. As said earlier though will touch more on this when I talk about Ivermectin itself, Ivermectin in itself is actually an anti-parasitic drug, that is used to kill parasites and has been around for decades even having won the founders a Nobel prize in 2015. There is an animal (veterinary) and a human form of the medicine. However, some countries may have only approved the animal form as currently is the case with Zambia.

But because of the crisis and desperation, there are some people that take the animal form as an alternative to the human form in the hope of preventing or curing Covid-19. This revelation has prompted Zambia Medical Regulatory Authority (ZAMRA) to speak out in an official statement warning the public to stop this trend.

movie. “One sometimes finds what one is not looking for. When I woke up on September 28, 1928, I certainly didn’t plan to revolutionise all medicine by discovering the world’s first antibiotic, or bacteria killer. But I suppose that was exactly what I did,” said Alexander Fleming. Somehow like me, Scottish Physician and Bacteriologist Sir Alexander Fleming would sometimes not have the chance to put things where they are supposed to be. I can imagine him waking up in the morning not knowing where the other sock was - the guy was a bit messy. It is also said that while he was doing some experiments on some bacteria in some petri dishes, he forgot to put one in

the right place then left for vacation and when he came back, he found fungi had grown on the dish, and was upset his experiment had been spoiled. As he was about to discard the content he noticed that bacteria around the fungi were dead. He decided to grow that fungi, extract a fluid from it and pour that fluid on other dishes with the bacteria. All the bacteria died, then he did the experiment on rats which were infected with the said bacteria, staphylococcus. Those he injected with the fluid lived, those he did not died. Then penicillin was born. He had to do a lot of research but all was just in the laboratory until the two British scientists Howard Florey and Ernest Boris Chain who were doing research unearthed his paper and decided to try and purify the substance so that it can be used in humans. In 1945 Fleming and the two scientists won the Nobel prize for the discovery of Penicillin.

CLINICAL TRIALS We seem not to have all that time, other countries are already conducting trials while others are even using

some of these drugs including Ivermectin. Someone sent what is purported to be an official document from our neighbouring Country Zimbabwe showing that some hospitals have authorised the use of Ivermectin. However, I am yet to verify the authenticity of this letter.

What is a double blinded randomised controlled clinical trial or study? The only way to have certainity is to conduct clinical trials especially Double Blinded Randomised Controlled Clinical Trials. This simply means a group of people volunteer to take part in the study and from this group of willing participants who meet the criteria for the study that is in terms of age, medical condition among the characteristics etc are randomly selected into two groups. One of the groups is given the usual “standard” treatment while the other is given the “new drug” to be tried, in this case Ivermectin. The one that is getting the standardised treatment is called the “control” group and one getting the new drug is

called the “treatment” group. Then to even be fair the clinicians and the participants need not know which group of participants belongs to which group, that is they are “blinded” to the study. And there are “single blinded” studies where neither the clinicians nor the patients know which group is which and then there are “double blinded’ studies where “both” the clinicians and participants don’t know and hence the double blinded study is one that is considered to produce most unbiased results as there is a belief that neither clinicians nor participants influenced the outcome of the study. After the results of the study are published then the experiment when repeated in a different place with different participants and clinicians should produce similar results and this should be the same no matter where. Only after such will the new drug be considered as the new standard treatment for the particular disease. Until then, I would like to appeal for caution in whatever you are taking, remember that a lot of studies are yet to be conducted. In general, indeed, as a continent, Africa needs to invest a lot in research and carry out our own studies on our own populations. There is a lot of advantage for this as a lot of factors do affect the outcome of studies, things like genes, age, even culture and environment etc do play a huge role. Who knows, maybe the cure for Covid-19 is in that plant, that mululwe tree, that root and that leaf behind grandma’s hut etc or maybe it could still be Ivermectin itself or any other of these claimed substances. How else shall we know?

The answer lies in research. Until then Aluta Continua, the struggle continues.
