KCM case properly before court, Vedanta insists By GRACE CHAILE-LESOETSA VEDANTA Resources Limited has insisted that its application for direction on whether provisional liquidator Milingo Lungu has powers to reorganise Konkola Copper Mines (KCM) during the stay of winding up petition and the on-going arbitration proceedings is properly before Court. According to the Indian investor, the application does not constitute an abuse of court process as claimed by ZCCM-IH. In this matter, ZCCM-IH has asked the court to place KCM under liquidation claiming that it was being managed in the manner that is detrimental to its interests. Among other allegations are evading taxes and for being insolvent and that it has failed to pay outstanding invoices to suppliers and contractors. KCM argued in a notice of motion that the existence of the stay of proceedings in the matter negatively affects the jurisdiction to hear the application by Vedanta. “ By order of the Court of Appeal made in its judgment of 20 November 2020, these proceedings were thereby stayed and, whilst the order of stay is in place, no further steps may competently be taken to progress the matter before this honourable court. “Procedurally, this honourable court lacks the necessary jurisdiction
to entertain or take cognizance of the summons for directions filed by the Contributor (Vedanta) on 15 February 2021. It therefore ought to be dismissed with costs. We so pray,” ZCCMIH further argued. ZCCM-IH argued that given the stay in place, Vedanta is abusing the court process. But Vedanta director and company secretary, Deepak Kumar, in an affidavit in opposition to KCM and ZCCM-IH arguments, stated that following the Court of Appeal judgement, the order for stay of proceedings that had been granted by the High Court stood discharged as it had been granted pending the determination of the appeal. Mr Kumar added that there was currently no appeal pending before the Court of Appeal. “That the ruling before the single judge of the Court of Appeal and the embodiment hearing did not extend to seeking directions on whether a company which is the subject of the winding up proceedings can be reorganised by way of splitting its oppositions and transfer of assets at the instance of a Provisional Liquidator,” he submitted. Mr Kumar added that the Court of Appeal ruling did not extend to seeking direction on whether the Provisional Liquidator has authority to set up subsidiaries of KCM, a subject of the winding up proceedings.
34 seek to join Village banking fraud case By GRACE CHAILE-LESOETSA THIRTY-FOUR investors of an online business called MyZamfund Village Banking, have applied to be joined to a case where 59 other investors sued a Nigerian and seven Zambians for fraudulently obtaining their money amounting to over K6 million. The 34 invested between K1, 500 and K378, 000 in the same online business. Mr Davies Musonda and 58 others sued Nigerian Prosper Sylvia Ezeokah, Rodrick Mulumbwa Musonda, Nelly Banda Zimba, Luyando Dyololo, Joseph Mwaba, Joshus Chikonko, George Chishimba and Chilufya Mulolo in the Lusaka High court. In the statement of claim filed in the Lusaka High Court, Ezeokah together with the seven Zambians created and operated the online business My Zamfund Village Banking. The 59 who invested between K480, 000 and K5, 000 wants the Lusaka High Court to order Ezeokah and the others to pay the K6, 760, 245 which was fraudulently collected from them. They were seeking an order and declaration that the defendants’ conduct to illegally collect and withhold their money was extremely deceptive, fraudulent and that it deprived them of their legitimate revenue. And Landani Chiwaya of Mtendere East Township in an affidavit in support of summons for joinder of party on behalf of the other 33 stated that sometime between July 2019 and September 2020, the defendants frequently created and operated an online business using fraudulent and unregistered trade name called MyZamfund Village Banking. Mr Chiwaya said the eight claimed that it was genuine business when in fact it was a scheme designed to recruit a lot of people and thereafter steal the investments by shutting down the system they had stolen the monies through peering themselves by use of different sim cards.

The former civil servant, who saved for over 25 years, said the matter needed the attention of the Government to curtail corruption because most retirees were desperate for their money. “I retired about three years ago but it feels like a long time although I am on a salary, that is why we have a lot of people die leaving their pension, no salary and then you wait for three, four years, once you suffer a headache it is the beginning of everything,” he said.

REMOVE GHOST WORKERS, GOVT TOLD By NOEL IYOMBWA GOVERNMENT must cleanse the public sector payroll of ghost workers to save money for key sectors and service, economic expert Yusuf Dodia has advised. Mr Dodia said payments to the non-existent employees had been costing the government millions of Kwacha. He said the issue of over employment and ghost workers in Government departments was costing the Treasury. Mr Dodia said in an interview that the issue of ghost workers was prevalent in the 1980s when technology was not advanced. He said that now that there was an improvement in Information Communication and Technology, the issue should be resolved once and for all.Mr Dodia advised Government to do an audit of all employees and get rid of unnecessary employees to reduce on payroll costs. Mr Dodia said to successfully conduct an audit, there should be commitment from leadership in ministries. “The issue of over employment and ghost workers in government is a bigger problem. This issue was prevalent in the 1980s when technology in government departments was

STUDENTS from closed universities should pursue their tuition fees’ refund with respective managements, Ministry of Higher Education Permanent Secretary Kayula Siame has advised. Ms Siame said so far no student from the universities that have closed has come through to complain over the refund. She however said that students were supposed to discuss with the management of the respective universities because they entered into agreements. “So far no one has come to complain over that and the students are supposed to discuss with universities because they entered into a contract,” she said. Recently the Higher Education Authority (HEA) closed five higher learning institutions for operating illegally. These were Elpalate University and Landmark University in Lusaka as well as Shalome University of Kitwe. Others were Shaphat University and Yesbud University both of Lusaka. The HEA further revoked six postgraduate degrees (PhDs) in the field of Transformational Leadership that were conferred by Twin Palm Leadership University, at a graduation ceremony held in April, last year. Meanwhile, the HEA said that it is beyond its mandate to ensure that the affected students in universities were refunded.

We are now calling on the Minister of Home Affairs to speedily operationalise the law so that the country and its citizens will greatly benefit from having a cyber space which is free of bullying and other associated crimes,” Mr Ntewewe said. LOVE ONE ANOTHER AS we enter the Holy Week, it is important to remain humble and reflect on the true meaning of this important period on the Christian calendar. Zambians must surely observe the Holy Week for what it is, especially that the country was declared a Christian Nation, a declaration which is in the preamble of the supreme law of the land. This year, the country goes to the polls and therefore there is too much at stake for some political parties and leaders. It is thus prudent for Zambians, especially the leaders, to continue preaching peace, love and unity from both the moral and Biblical perspective. This can start with reflection on the Holy Week. Yes, Palm Sunday is the Sunday before Easter which starts the Holy Week. On Palm Sunday Christians commemorate and praise the day Jesus triumphantly entered Jerusalem as Saviour and King, much to the chagrin of the Pharisees and high priests. This is clearly stated in John 12:12-13. The Holy Bible explains that as Jesus rode a donkey into the town of Jerusalem, a great crowd gathered and laid palm branches and their cloaks across the road, giving him royal respect and honour. The numbers of people shouted “Hosanna to the Son of David! Blessed is he who comes in the name of the Lord! Hosanna in the highest heaven!” This was no ordinary feat as it was prophesied in the Old Testament in the book of Zechariah 9:9: “Rejoice greatly, O daughter of Zion! Shout aloud, O daughter of Jerusalem! Behold, your king is coming to you; righteous and having salvation is he, humble and mounted on a donkey, on a colt, the foal of a donkey.” Eventually, Jesus was captured and crucified but on the third day he resurrected. While observing the Holy Week, Zambians must reflect on the Holy Scripture, understand and implement the word. In so doing, the citizens will be sowing seeds of love and unity which this country earnestly needs before, during and after the August 12 general elections. It is time for all Zambians to curtail selfish interests and also time to embark on true reconciliation among political players. Jesus himself preached love and forgiveness, the greatest commandment in the Bible. It is important, therefore, to love God and everyone around, referred to as “your neighbour” in the Bible. Zambians must not allow hatred and violence as politicians seek to get state power, but focus on initiatives to develop the country. During the Holy week, therefore, citizens must discard any selfish motives and embrace selflessness in all endeavours. It is imperative that this year’s general elections are conducted in a peaceful atmosphere for Zambia to maintain the attractive record of being a beacon of peace in the region and beyond. Therefore, Zambians must use the Holy Week to reflect on the word of God and emulate Jesus Christ’s invariable demonstration of love, forgiveness and humility.

OVERNMENT has not sidelined local contractors but they are too many to be covered under its contracts, Ministry of Infrastructure and Housing Permanent Secretary Danny Mfune has said. Mr Mfune said Government could not manage to offer contracts to all local contractors but was putting in place measures to ensure that more were empowered. He said there were over 9, 000 registered contractors in the country who all look up to
Government for business. “Contrary to perceptions that Government is sidelining local contractors, the number of registered contractors is too high compared to the jobs given by government in a single year,” Mr Mfune explained. Mr Mfune said Government was doing everything possible to empower the local contractors but the number of jobs per year could not match the number contractors who want to undertake the jobs. “It is not about Government sidelining local contractors but the number of local contractors is very high, we have
9, 000 contractors registered with the National Council for Construction so the government cannot manage to give jobs to all the contractors. “We are talking about 9, 000 contractors against approximately 200 jobs every year against I, is just a drop in the ocean,” he said. Meanwhile, Mr Mfune has described the performance of local contractors as fair. Government, he said, was doing everything possible to build capacity for local contractors to ensure that they handle bigger projects in the future.

US Chargé d'Affaires David Young said his government worked closely with Zambia throughout the duration of the pandemic to protect public health, strengthen the response to Covid-19 to and save lives. Mr Young said the funds would provide critical technical and logistical support to the Ministry of Health for planning, coordination, and delivery of safe and effective Covid-19 vaccines for Zambians. He said US partners would
provide timely support for the rapid deployment of the Covid-19 vaccine plans, including the coordination of various stakeholders and implementation of the vaccination process. "These funds will also support supply chain logistics of the Covid- 19 vaccination campaign, including assistance in maintaining the cold chain, which is vital for safe delivery of the vaccine" Mr Young said. Mr Young said he was looking forward to continuing support throughout Zambia’s vaccination rollout. The American government, he said, would continue to work with the Ministry of Health on the nationwide communication activities to ensure citizens have accurate information about vaccines
and the vaccination process. Mr Young commended the Zambian government on the approval of its Covid-19 vaccination programme. He said Covid-19 vaccinations are critical to controlling the pandemic, slowing the emergence of new variants, and helping to restart the global economy. "In support of the global vaccination effort, the United States recently announced an initial K42 billion ($2 billion) obligation - out of a total planned K84 billion ($4 billion) - to Gavi, the Vaccine Alliance to support the COVAX Advance Market Commitment, making the United States the single largest contributor to global COVID-19 vaccine access," Mr Young said.
Mweetwa won't contest Choma seat By NOEL IYOMBWA UNITED Party for National Development (UPND) Choma Central Member of Parliament Cornelius Mweetwa has announced that he will not re-contest his seat after serving for two terms. Mr Mweetwa told journalists in Lusaka that he would dedicate his time to making sure the UPND and its president Hakainde Hichilema form government. Mr Mweetwa, who is the UPND spokesperson, said that there was no value in being an MP with a reckless government like the Patriotic Front. He alleged that some members of the UPND had applied for adoption on the PF ticket. He also said that the UPND has abolished the two years requirement for one to be a member of the party before they could contest elections. He said that the main requirement would now be the popularity of a prospective aspirant on the ground and has since invited people to stand on its ticket in the August 12 elections. Meanwhile, Mr Mweetwa revealed that the Livingstone High Court has directed police to avail former Local Government Minister Ackson Se-
jani and three others to court on April 13. He explained that the UPND legal team applied for habeas corpus following the detention of the four for over a week without being charged. They were being held in connection with the disap-
pearance of Pheluna and Milton Hatembo of Choma. Mr Mweetwa alleged that the detention of the four was in an effort to implicate Mr Hichilema in the matter when police had failed to get the Hatembos from where they residing despite being availed with the details.
Mr Mulambia made the appeal when Commerce, Trade and Industry Permanent Secretary Mushuma Mulenga paid a courtesy call on the Northern Province Administration. Mr Mulambia said the province was endowed with various minerals which small-scale miners could exploit, once they acquired mining licences. He said small-scale mining had not been fully tapped, largely due to lack of information, which could be provided if a bureau was established in the province. According to Mr Mulambia, licensing offices were only in Lusaka, Mansa and Mkushi. He also appealed to Government to provide small-scale miners in Northern Province with mineral identification equipment. The Gem North Mining and Lapidary is a private organisation based in Northern Province whose main objective is to promote and support smallscale mining.

Now Kafwaya takes on insurance firm By GRACE CHAILELESOETSA TRANSPORT and Communication Minister, Mutotwe Kafwaya, has asked the Lusaka High Court to dismiss the matter in which an insurance firm sued him for allegedly refusing to hand back a Hino Truck after being compensated K428, 000 as it is improperly before court. Swan General Insurance Company Zambia Limited sued the minister over the vehicle. Mr Kafwaya, trading as Nsansamina Enterprises, now wants the court to order the insurance company to pay the balance of K170,000 being reimbursement ordered and assessed in the matter under cause number 2017/HP/2134. In this matter, the insurance company wants the court to declare that it is entitled to the motor vehicle, a Hino truck registration number ABZ 587. It wants the court to order Mr Kafwaya to surrender the motor vehicle. The insurance company
is also seeking damages for loss of use of the motor vehicle, interest and costs. Swan stated the Mr Kafwaya in December 2017, commenced legal proceedings in the Lusaka High Court against the insurance company. It stated that Mr Kafwaya was claiming payment of K170, 000 for reimbursement under the comprehensive motor vehicle insurance policy. The policy was taken out on Hino truck registration which was involved in an accident on March 22, 2016 in South Africa; and an order for payment of K1, 100, 000 for loss of business earnings. However, the parties obtained a consent judgement where it was agreed that Mr Kafwaya be paid K428, 000 as full and final settlement of all claims. But in his defence, Mr Kafwaya said all the claims by Swan General Insurance were already settled under cause number 2017/ HP/2134 and the insurance company was merely trying to reopen a matter.

Mr Mwansa indicated that artisanal and small scale miners had faced numerous challenges among them lack of suitable machinery and tools in the extraction of minerals. “Therefore, the association is proudly happy to be part of the launch of the mining products by Gaber Group Mining Services. “The mining products will be provided to the small scale miners at an affordable price, which include rock drilling

ZAMBIA’s Non-Traditional Exports (NTEs) earnings have increased by 9.8 percent to K3.8 billion in February this year from K3.5 billion in the month before. In terms of share in total exports, NTEs accounted for 23 per cent share of total export earnings in February. This is according to the Zambia Statistics Agency interim Statistician-General Mulenga Musepa. Mr Musepa said the traditional exports earnings decreased by 8.6 per cent to K12.8 billion in February 2021 from K14.0 billion in January 2021. “In terms of share in total exports, traditional exports accounted for77.0 per cent export earnings in February 2021,” Mr Musepa said. He said export earnings from refined copper in February decreased by 5.3 per cent to K12.8 billion from K13.5 billion the previous month. Mr Musepa indicated that copper prices on the London Metal Exchange (LME) market for the corresponding months increased by 6.1 per cent to US$8,460 per tonne in February from US$7,970 tonnes in January. He said agricultural products accounted for 23.6 percent of Zambia’s NTEs in February compared to 24. 2 per centn recorded the previous month. Mr Musepa said export earnings from agricultural products increased by 6.9 per cent to K0.9 billion in February from K0.8 billion in January this year.

SMEs to contribute US$2 trillion to GDP HARARE – Small to Medium Enterprises in Africa have the potential to contribute over US$2 trillion combined to the Gross Domestic Product under the African Continental Free Trade Area (AfCFTA), a standards and systems certification body for Southern Africa has said. The new market, created under the AfCFTA agreement is estimated to be as large as 1.3 billion people across Africa with a combined Gross Domestic Product (GDP) of US$3.4 trillion. Under the AfCFTA, trading began on January 1 this year. Speaking by telephone, Business Standards and Systems Certification (BSSC) executive director Sabastian Zuze said riding on account that a majority of businesses across Africa are largely Small to Medium Enterprises (SMEs), the coming of board of the AfCFTA sets the tone for them to contribute to the bulk of Africa’s GDP. “If you look at the US$3.4 trillion and given the fact that in Africa, 70 percent and if not more of businesses fall under the SMEs sector, we are looking at over US$2 trillion GDP contribution coming from the SMEs,” he said. Zuze said under the AfCFTA the SMEs sector has the potential to contribute the bulk of employment and skills development on the continent. mandated to detect and investigate corruption in the country was casting a blind eye on the matter. Bishop Kaela said it was sad the adoption processes had been turned into a lucrative business by party structures involved in selection of candidates. He added that the
development has potential to undermine credibility of the electoral process considering that party adoptions are part of the overall electoral process. The Bishop called on political parties to ensure that the adoption process was done in a fair and transparent manner.

It was important, he said, to make the process transparency so that the electorate could assess the level of democracy in all participating political parties. "It appears the ruling PF is the only party contesting the August general elections because the opposition is quiet.
We don't even know whether they have started their adoption process and who is aspiring for which positions. "The opposition must publicise their adoption process and tell us, who is aspiring for which positions. As AVAP, we demand that political parties must publicise their adoption process so that we follow them closely and understand their level of democracy," he
said. Mr Jumbe also commended PF Kabwata Member of Parliament Given Lubinda for not seeking re-election and paving way for others to contest the seat. He urged opposition MPs, who have served for many years, to pave way for the younger generation while providing wise counsel on parliamentary and other matters.

Ndola’s St Dominic Hospital to get more staff By SANFROSSA MANYINDA HEALTH Minister, Jonas Chanda, has directed the Copperbelt Health Provincial administration to deploy more medical personnel to St Dominic's First Level Mission Hospital in Ndola. This is to allow the hospital to meet its desired operational capacity. St. Dominic’s Mission Hospital was established as Kavu Rural Health Centre in 1993 by the Catholic Dominican Sisters of the Sacred Heart of Jesus. Government upgraded the institution to a Level I Hospital in 2015 following growth in population as it now caters for approximately 17,000 people within Ndola and surrounding areas. Dr Chanda said the facility was therefore cardinal to the provision of healthcare, hence the need for more medical personnel. “It should be recognised that, ever since President Edgar Chagwa Lungu pronounced this facility as a First Level Hospital, the Ministry of Health also recognised St

The indigenous birds are quite resistance to diseases and are good mothers. These two qualities could be turned into good use by crossing the indigenous chicken with bigger hybrid birds to produce
improved stock. I believe this is an ongoing program in some training institutions to at the improvement of this bird. By crossing the indigenous bird with improved breed, we are likely to get reasonably bigger and heavier off-springs. This improved stock is expected to lay more and bigger eggs than the indigenous ones and still expected to be a good mother. Today in the modern poultry production, the traditional or indigenous bird is referred to as a scavenger chicken. It is this negative attitude which in the past diverted attention and was responsible for the focusing of all energies and money on hydrids by poultry keepers and scientists. Yet it is the traditional bird that is closer to man than the hydrids. The meat and eggs of traditional chickens form a tasty and excellent food for both adults and growing children in the rural sector of this country. In our traditional set up when some cash is needed, chickens form a ready source. This traditional chicken does not need expensive inputs like specialized housing as we
see in the commercial sector of poultry production, with special feeds as well as equipment coupled with intensive management. Under the present economic situation where everybody is complaining of failing to meet the basic necessity of livelihood, it is just logical for researchers to shift attention to the improvement of the traditional poultry that does not require expensive inputs. Traditional poultry keeping system in the rural areas of Zambia is free range. It is a system which allows birds free movement anywhere during the day but have a sleeping annex or night-house to go to at night. In their free roaming the chickens are able to obtain valuable minerals from the grass and soil which they peck. However, keeping the birds in the system has many disadvantages in that the birds are exposed to predacious animals and birds. The hens may lay their eggs in a place which cannot be found and they can also be stolen very easily. For the sake of improvement, this is where the researchers are encouraged to go into details of improving
the system of keeping traditional poultry by the rural communities. Once the systems are improved it would be an added advantage that it could be easier to administer vaccines. Why vaccines? Actually, currently even village chickens are slowly circumming to diseases which affect mostly commercial birds. With the improvement in the system, it will mean that they have to be confined. And with confinement comes with

All the same whether one is dealing with commercial chickens or traditional birds, their food rations should contain appropriate amount and proportions of energy and protein. The energy is is needed for the maintenance of all normal functions. The chicken will need tremendous amount of energy to enable it chase after insects, scratching in search of food, flying up and down the night-house, keep warm etc. The food that are rich in carbohydrates, like maize, millet, sorghum, etc. are the source of energy available to a village chicken. The mentioned grains are always available all year round in the villages. The rural poultry keepers do not usually feed these to their chickens as part of their diet. It is no wonder that chickens do not get enough of it. The protein is required for the general body development in all growing birds and layers need a good proportion in their food since an egg consists of 13 to 14% protein. Once again just like the energy giving food stuffs the chicken has to find its own food that is rich in protein s and the source available to a traditional chicken is through the consumption of insects, leaves, grasses etc, which could provide a good supply the rainy season. As a precautionary measure, it is advisable that traditional poultry keepers should think of improving the feeding of their stock. There is plenty of supplementary feeding food stuffs available around houses which cost nothing but nobody bothers to find out. These only need a little labour to turn what could be waste into nutritious food for chickens. Some of these have already been mentioned. Others could be nshima left overs, residue from beer brewing, all kinds of leaves and grasses could be used. What we need is a little time and labour to make these available to our chicken in our rural communities.

ORTEVA Agriscience has launched a new pioneer hybrid maize seed specifically for farmers in Zambia from the 2021 planting season. The new high yield potential seed is a good choice for farmers in agro ecological regions - dry and moist. Speaking during the launch of hybrid P2848W, Corteva country leader Samson Nyendwa said the company is committed to innovation and to the success of Zambian farmers. Dear Editor, IT is a matter of public knowledge that National Democratic Congress (NDC) president Chishimba Kambwili’s association with UPND was based on his ability to malign and paint President Edgar Lungu darker than the colour black while conversely promoting the image of Zambia’s most rejected Presidential candidate Hakainde Hichilema. It didn’t matter whether assaulting the hard earned reputation as the family man, lawyer and national leader President Lungu was in good or bad faith so long public perception of branding ECL’s administration unattractive was carried on. HH and later the UPND Alliance was the beneficiaries of the ill-fated relationship. They had realised that since Zambians detest corruption, using Kambwili, a former insider in ECL’s administration to blow the corruption trumpet and give ECL a corruption tag was the reliable way of planting the seed of discontentmemt among them against ECL. For them it was all above divide and rule so long as HH was assured of political redemption.

Mr Kambwili However, time has vindicated President Lungu that he is a man of integrity hence the decision of Mr Kambwili rethinking his political approach and left with no option but to render unreserved apology and start a new chapter. President Lungu, whose reputation of being a peacemaker, did not hesitate to make a public announcement that he accepts the apology of one of the former lieutenants. We endorse his decision and this is the Easter present to the Christian and democratic Republic of Zambia. We are cognizant of the fact that Mr Kambwili might have been overzealous after his polluted association with HH gave him hoaxes of deception that he might be handed a lucrative post as Republican Vice President in the unlikely event HH was elected president. It is unfortunate that HH would be this inhuman to misuse the outspoken CK and dump him when it was not so politically attractive to associate with CK as he was already in deep waters following the litany and string of mostly avoidable protracted legal battles hanging all over his head coupled with his regular appearances at police stations and court premises. UPND should learn from CK’s unpopular decision to swallow his pride and rebuild the strained relationship with ECL. The decision to use the same platform he used to issue unpalatable words to ECL to render a public apology is the brave decision to take absolute ownership and responsibility for his actions. On the other hand, the greatest winners of this peace building project that has started are the Zambian people. On our part as ECL’s followers we rally behind the acceptance of the apology by the President. ECL’s profile of forgiveness is well documented and self-evident as he has allowed even his departed friends reclaim their place of brotherhood. GOD has a plan for each and every one of us. Man cannot alter another man’s fate! Sometimes a door can be closed in front of your face by evil people. Don’t despair. That is God showing you the direction to your real destiny. The current President of Tanzania had no idea she would have almost a full term as President of Tanzania without going through the difficult CCM primaries. She was chosen running mate and the rest is history. Who knew President Rupiah Banda would be President? He didn’t have to form a political party, didn’t have to campaign for many years. What Levy Mwanawasa did was to only call him from the farm. Mwanawasa himself was called at midnight and told he was going to be President. President Edgar Lungu was not adopted for the Chawama parliamentary seat. He waited. Had he left the Patriotic Front in frustration to go and stand as an independent or joined MMD, he would never have been President today. The same applies even in our lives. Life has setbacks. Never be discouraged. I believe that each person was born for greatness. It just depends on what level in society we plan to occupy. It starts just in childhood. How we are determined at school. The choices we make in life etc. Zambia unfortunately has a lot of

We don’t know how to utilise human resource. Bosses in our companies hate energetic and innovate youngsters and love the status quo. Energy and innovation is mistaken for ambition to replace the boss.
When companies don’t perform we always have a scapegoat. Blame it on government. The reason why foreign companies perform in Zambia is that they have a different work culture! They have targets! All that matters for them is the ability of an individual to meet their targets. In Zambian institutions, they will even downplay the achievements of an employee lol. Pretend that those achievements don’t exist. So when staff is demotivated they go and blame it on the exchange rate forgetting they need to produce so as to create the exchange rate because they are part of the bigger economy. It really feels sad to look at the potential for growth that is being suppressed in this country. Much of the failures of the country can be attributed to work-related politics. I have seen projects fail because of egos and politics amongst staff. The more petty the people, the more the failures. It’s very easy to be drawn in that pettiness because if that’s the order of the day, you get caught up in it. Therefore professionals need to remember that they are professionals. We don’t go to create friendships in companies. We go to deliver for the shareholders, stakeholders and other interested people! PEOPLE are elected to public office to serve the electorate in the ward, constituency and in the country. The elected people in Zambia can assume the roles of a councillor, mayor, council chairperson, lawmaker and President. The gist of the matter is that there can only be one leader at any given time with a five-year mandate to deliver development on his or her campaign promises. If the electorate are content with the incumbent leader, there is a possibility that the particular leader can be re-elected for another term of office. However, there are leaders who have served for more than one term of office. Kabwata member of Parliament Given Lubinda and Mandevu’s Jean Kapata have served for 20 years and 15 years respectively. Mr Lubinda recently stated during a press briefing that he would not contest the Kabwata parliamentary seat in this year’s general elections but he would serve the Patriotic Front (PF) in another capacity. Ultimately, his decision not to recontest this year’s elections will pave way for others to take the mantle of leadership. Whatever Mr Lubinda has done is a true measure of leadership because leadership must change hands. There is need for fresh blood to aspire for public office. The right thing for a dancer to do is to leave the dance arena when people are still clapping for you. Mr Lubinda’s decision must be replicated by other leaders both in the ruling party and in the opposition political parties. Kudos to Mr Lubinda for setting a good precedent for other lawmakers who have overstayed in leadership positions. This is the way to go because there shouldn’t be perpetuity in leadership. UBSISTENCE farmers in and around Kalumbila are being encouraged to explore conservation farming as a viable business under an initiative championed by First Quantum Minerals (FQM). Through its Trident Foundation community development arm, the company’s Sentinel Mine has organised workshops to teach local farmers basic business principles and their application to high-value crop farming as a sustainable source of income. Speaking during the farming workshop, Trident Foundation Agriculture Support Officer Nchimunya Nachilime explained that conservation farming had been at the heart of First Quantum Minerals’ agriculture support initiative to local communities for over a decade. The goal of the project is to promote food security in the mine’s areas of operation while also enabling local people to become economically independent. “We want you to be economically independent through farming as you will not only provide nutritious food for your families, but you will also be able to generate steady income to meet your other needs,” Mr Nachilime told programme participants. The conservation farming system being promoted by FQM revolves around simple non-destructive farming methods such as minimal tillage, crop rotation, optimal timing and spacing of planting, as well as the need to protect the soil structure. “These methods are cost-effective and have significant effects on crop yields,” explained Mirriam Harmon, Kalumbila Minerals Public Relations Coordinator. Ms. Harmon said that while families that had been relocated by the construction of FQM’s Sentinel mine had been empowered with farmland, there was evidence that suggested the families were not exploiting agriculture’s earning potential to maintain their livelihoods, hence the mine’s intervention. “The cost-effective nature of conservation farming means that even low-income families can participate and generate large yields that would bring them considerable revenue,” she said. “The land, market and interest from local farmers is there; all that is missing is technical knowhow and basic business skills to enable them independently analyse and make informed decisions on things like the cost of inputs versus crop market value to maximise income from their yields.” “You need to be able to measure your inputs and yields to calculate your profits. That way, you will know if your work is truly translating into sustainable livelihood – which is where we come in. FQM will also continue helping these farmers have easier access to markets through its market linkages initiative.” Ms. Harmon noted that the mine was aware of several former mining towns in Zambia whose economies collapsed upon closure of the local mine leaving their inhabitants without a means to earn a living.

KALOMO Town Council has secured land for the establishment of two service stations in the district. Currently, the district has only one fuel service station. Council chairman, Koyi Makaya, said in Kalomo that the owners of the filling stations were finalising paper work with Zambia Environmental Management Agency (ZEMA). Mr Makaya said that the decision came after the council noticed the need for more service stations to
ease on the pressure on Kobil Filling Station. He said that Kalomo motorists had been depending on one filling station to service the locals and even passersby. “You know that Kalomo has been surviving on only one filling station for all these years. Now, we managed to engage two more service stations which are Down Fuel and Oryx Filling stations. “The two service stations have since been offered land to beef up the already existing filling station. We are now waiting for them to start

building,” he said. Meanwhile, Mr Makaya said despite the Covid-19 outbreak, the local authority has managed to maintain its revenue base. THE OTHER SIDE OF THE CYBER SPACE AS PRESIDENT LUNGU SIGNS NEW LAW

WHEN President Edgar Lungu signed the Cyber Security and Cyber Crimes bill into law on March 23, 2021, reactions from citizens and interest groups were mixed. Some liked it others hated it, albeit, it had gone full circle in parliament before reaching the President’s desk for his signature. As a diplomat and published author, every time there´s a new development in my beautiful country Zambia, I study it to prepare myself for questions from colleagues in need of the “bare bones” of the
development at one point or another. WHAT IS A CYBER CRIME? Laws are often penned to correct or prevent a wrong, so firstly I sought to know what constitutes a cyber-crime the new law seeks to cure or prevent, I found a few: Among the top are Hate Speech, peddling Child Pornography that could permanently harm our children, Identity Theft, this is when someone steals your identity and uses it to commit a crime, Malware, which is
when your computer’s safety is compromised with the aim of stealing your valuable information. Others are Phishing, Cryptojacking, Cyber Espionage or even slandering and libelling others under the veil of the internet or cyber space, the most common crime in Zambia especially since the rise of the use of the internet on platforms such as Facebook or chat groups. In Zambia, cyber bulling has become a buzz word that leaves a bitter taste in the mouth but I will concentrate on
the 30-day rule and the 72-hour test help us keep instant gratification in check. When you feel like purchasing something today, put it on hold a little just so that you are sure about it. Half the times, you will learn that the item that you felt strongly about is only a WANT and not a NEED.

Harsh as this may sound, the fact is that we just need to stop thinking silly of/ about money and doing silly things with money; we ought to be serious and ‘take/treat’ money with the ‘respect’ and seriousness it deserves. Feelings Determine Behaviour Being serious with/about Money Management means behaving a certain way towards money. Behaviour is about feelings. Feelings are a very powerful force in our lives. There are so powerful that they can either break or build us. Feelings, when not well managed, can be very expensive. Base any decisions you make about your Money on goals and principles, not feelings. Develop ways of ensuring that you don’t spend more than what you earn; that is the key to becoming Money Smart and to create wealth. We have shared tips on avoiding unnecessary spending;
Automate Good Behaviour Once you get the idea right about living within your means (spending less than what you earn), you need to reinforce the good behaviour that helps you to achieve this. Now is the time to start saving. Save, save and save! Seeing that we are human and we have established that dealing with money is not that easy, this is the time when you let technology do the work for you. Automate your savings and other financial goals that you set for yourself so that your good intentions can be transformed into good and consistent behaviour. Issue instructions to your bank for such transfers; this way, you will not have to stress yourself with remembering to save!

A study I read states that ostensibly, “hundreds of millions of cyberattacks occur in Africa annually with up to billions of dollars schemed by offenders that go largely undetected and unpunished” either because of lack of laws or tech inabilities by governments. ZAMBIA LOSES BILLIONS OF KWACHA VIA THE INTERNET This is something rarely told in public because of the sensitivity of the banking sector, but Zambian commercial banks have not been left unscathed. According to a 2016 cyberattacks study, “Zambia lost up to US$4 million, almost K100 million, in a year about six years ago at the hands of cyber criminals that hacked bank records with the help of local and international cartels according to one study.” Other African countries such as Ivory Coast recorded about 1, 409 cyber-attack complaints in courts in one year recently but the numbers seem to be dropping due to new laws with cash losses of about 8.9 million

THE PROS AND CONS OF THE NEW LAW Given this scenario, it appears that the new law signed by President Lungu is necessary to punish and prevent those that commit crimes online behind the veil of the internet. I have no doubt that parents want their innocent children protected from perverts and paedophiles masquerading as ice cream salesmen online while every person with a bank account wants to ensure their money is safe and accounts are protected by the law. I have no doubt that everyone wants to enjoy their integrity and not be opened to ridicule on Facebook by people spewing hate, insults and contempt, often without cause under the cover of cyber space, I must know, I have been a target. President Lungu ought to be commended for bravely signing the law (like he did when he signed the 50 percent plus one in 2016) that is expected to spike down the peddling of hate speech and insults

Islamist militants ‘ambush workers fleeing hotel’ MAPUTO - Islamist militants have ambushed a convoy that was trying to rescue civilians from a hotel amid fighting in northern Mozambique, reports say. A South African man has been confirmed as dead, but many details are unclear. Hundreds of people fled the fighting, which began on Wednesday in the town of Palma. Evacuees included foreign gas workers. French energy giant Total said it was forced to suspend operations at a
huge gas project nearby. The company had only just announced it would restart work on the $20bn project which it had halted in January over security concerns. First and foremost, the focal person in this empowerment process must arrange some transport business workshop, where one or two accomplished transporters can be invited as guest speakers so that the youth are inducted in the transport sector. At this workshop, which can be a day’s event, someone from the Energy Regulation Board (ERB) and Zambia Metrology Agency (ZMA) can also be invited to make presentations on the regulatory environment which youths will operate in. One of the quickest ways to get the empowered youths commence operations is to utilise what I call “The Placement Model.” Under this model, well accomplished and experienced fuel transporters can be approached to discuss the placement of the 50 fuel tankers.
