THE launch of Zambia Airways has been put on hold following losses that have hit the aviation industry in the region amid the negative economic effects of covid19 pandemic, the Daily Nation has learnt. A source close to the business said the launch of the national airline had been quiet because Government had decided to shelf the project for now. But when contacted, Ministry of Transport and Communication, Permanent Secretary Misheck Lungu, said the national airline matter was now the “baby” of the Industrial Development Corporation (IDC). IDC however remained mute on the matter despite requesting for a query.
The source however maintained that owing to the fact that Covid-19 pandemic had affected several airlines in the region, Government had decided to halt the launch of Zambia Airways. Zambia Airways was initially expected to be relaunched in October 2018, but pushed to January 2019, and when that deadline was looming, the date was pushed to April 2019. In 2017, Government announced plans to re-launch and operationalise Zambia Airways which ceased operations in December 1994 due to mounting debts and losses. The carrier is a 55/45 venture between the state-owned Industrial Development Corporation and Ethiopian Airlines. Many Airlines in the region have suffered revenue loss of

He said huge pieces of land owned by some developers has been dormant for many years without any sign of development taking place.

INVESTORS EYE CHAMBISHI METALS MWEETWA FOOLING …‘More investors willing to get Chambishi Metals’ By SANFROSSA MANYINDA GOVERNMENT says it has received overwhelming inquiries from investors willing to take over the running of Chambishi Metals. Mines and Mineral Resources Minister Richard Musukwa, said in an interview that the government has since been advising investors first hand impression on the scientific process and other aspects involved in extracting the commodity. Early this year, Government announced that talks had started with another investor intending to take over the running of Chambishi Metals. The government was hesitant to revoke the mining licence for Chambishi Metals but opted for dialogue aimed at resolving matters at the firm which had been on care and maintenance for over a year. "We will proceed to ensure that we revive the operations, re-employ our people and bring back life at Chambeshi once we get firm commitment from interested parties. "We are keen to ensure that this matter
is resolved at the earliest convenience because this situation affects other issues in the economy such as the price of cement and so on," he said. Mr Musukwa observed that the closure of Chambishi Metals, a major producer of gypsum would adversely affect the construction industry. He explained that Government placed great importance on business and economic matters alongside social and political matters. Mr Musukwa said the government would handle the matter seriously and ensure there was is a balanced approach. Initially, Chambishi Metals Plc was involved in the mining, refining and tolling of cobalt and copper under Anglovaal Mining Limited. In 2003, ENYA Holdings BV acquired Chambishi from Anglovaal but in 2010 it was acquired by the London listed Eurasian Natural Resources Company in a related-party transaction. However, the Eurasin Resources Company placed the mine under care and maintenance as the firm could not get copper concentrate feedstock.

But Mr Kampyongo explained that when relatives of the Hatembos reported to Lusaka Central Police that their relatives were missing, police moved in and investigations led to the arrest of the four and charged them with adduction. He told the House that due to the gravity of the offence and the continued missing of the Hatembo siblings, police held on to the suspects.
Mr Kampyongo said he was not defending police officers but the matter was about two people who were still missing. He however told the House that the four suspects were charged after more than 48 hours and were taken to court for plea and granted bail. He also told the House that no action will be taken against police officers who arrested and detained the suspects in connection with the abduction of the Hatembo family members.

“Out of the 132 Agents who signed the petition against automation of customs systems and agreed to go on the shameful failed “countrywide strike called by Bruce Kaemba, only 36 had legitimate licenses, 73 are unlicensed and therefore not registered agents and 23 were duplications meaning the same companies signing more than one time?” Mr Chanda asked. Mr Chanda stressed that the strike failed because the majority genuine agents who supported ZRA modernisation refused to be part of it. Effectively, he said, it meant only 36 out 957 registered agents were against ZRA modernisation drive. On Monday this week, Mr Chanda said ZRA had started the process of stopping to recognise CCFFAAZ for disrupting smooth operations of borders posts and has warned to revoke the licenses
of agents backing the association. He then directed his legal team to start the process of stopping to recognise CCFFAAZ by the organisation. “We will not tolerate anarchy and illicit political activities in the clearing industry “I have since directed my legal team to start the process of stopping our recognition of this clearing association for disrupting the smooth operations of our borders which is tantamount to economic sabotage,” Mr Chanda said. Mr Chanda explained that the CCFFAAZ leader was fighting ZRA for suspending his company over seven months ago for alleged involvement in transit fraud and smuggling. He warned clearing agents supporting the sabotage caused by Mr Kaemba that they risked having their licenses revoked.
He said in an interview that Mr Mweetwa was desperate and trying to create relevance in the political dispensation through lies because he was trying to secure an adoption. Mr. Monde, who is former Livestock minister described claims by Mr. Mweetwa that the PF offered him K6 million as cheap propaganda and “last kicks of a dying horse.” "That is cheap propaganda to lie that the PF wanted to offer him a huge amount of money which is three times his gratuity, he is desperate for adoption," he said. Mr. Monde said Mr Mweetwa lied to indirectly send a message to his party president, Mr Hichilema that he was valuable. He said the PF was not desperate to offer Mr Mweetwa such a huge amount of money to lure him to the party because he was not worth that much.
Mr. Monde said the PF was too attractive to offer Mr. Mweetwa anything adding that people who were coming to the party were doing so freely as he did. "We don't offer nobody nothing. That is clear news of desperation, he is trying to look politically valuable and get undoubtedly adopted because that is his preoccupation," Mr. Monde said.

THE reported incident in which a resident of Mwinilunga has lost about K39, 000 in a botched deal involving gold must be a wake-up call to Zambians. It is a stark reminder that tricksters are on the loose looking for gullible prey who want to lay their hands on gold and strike it rich. In the Mwinilunga incident, North-Western Province Commissioner of Police Joe Njase yesterday confirmed how the Mwinilunga Town Council Secretary, Mr Kennedy Kazanda, has been swindled out of K39, 900 by unidentified people. This was after he was cheated that they would give him alluvial gold but later disappeared with the money on Monday night. While we sympathise with Mr Kazanda that he lost so much money, we should also be quick to ask him how he allowed himself to be a victim of such a trick. It is obvious to all that he fell right into the criminals’ hands. How could he allow himself to be transacting such serious business in the night if it was being done above board? According to Mr Njase, “the incident was reported by the victim himself that his money amounting to K39, 900 was falsely obtained by persons he can identify if seen. “And this occurred on Monday around 21:00 hours in a low density area.” It is quite clear that Mr Kazanda had put his life at great risk by agreeing to meet people who he did not know well enough. He admitted that he could recognise them if he was to meet them again. But the chances of meeting them again are slim considering that they are not “honest brokers.” People like Mr Kazanda should heed Mr Njase’s advice for the public to stop dealing in illegal activities because that would put their property and life at risk from criminal-minded persons. “People should know and understand that the motivating factor to get rich quickly is in fact a serious foundation of breach to national development,” he said. Mr Kazanda as a senior government employee must be aware that the North-Western Province has been invaded by foreigners since the “discovery” of gold. Government has even sent in more reinforcements to ensure that the gold fields particularly in Mwinilunga are protected from illegal gold miners. And by virtue of his position, Mr Kazanda’s conduct must always be above board and not involve himself in activities that border on criminal activities. We are sure that Mr Kazanda is not the only person who has been swindled by bogus gold dealers. There are others who have suffered similar misfortune but have not reported to the police. We wish to advise people that the government has not barred any Zambian from gold mining activities. All they must do is follow the right channels and legalise their businesses. They do not have to risk their lives by meeting strangers in the night when they could easily transact during the day. In fact, we hope the police will grill Mr Kazanda and let him explain his involvement in gold mining – whether legal or otherwise.

Officer recalls finding Dr Tasila’s body By GRACE CHAILE LESOETSA A Scene of Crime Officer has testified in the Lusaka High Court that Dr Tasila Tembo’s body had a visible open wound on the belly measuring between 20 and 30 centimetres. This is in a matter where former Zambia Army officer, Nigel Mwaba is accused of killing Dr Tasila between October 24 and 26 in Lusaka. Mwaba however pleaded not guilty to the charge of murder. Testifying before Judge Wilfred Muma yesterday, Detective Constable Lukele Sicheleka , a trained SCO stated that on October 27, last year, while on duty at Woodlands Police Station where he was
operating from then, he was assigned to attend to a crime scene at Nanking Army Training Centre in Mikango area. In the company of two other officers, Mr Sicheleka said that they were led to the crime scene by two villagers in the bush of Mikango area, which is a restricted area of the Army. “I discovered the body of a female adult person whose identity at the material time was unknown. The body was dressed in an orange T.Shirt branded ‘Right to care’ and a bluish pair of trousers. The body had a visible open wound on the belly about 20 to 30 centimeters. The body was in a decomposing state and covered under tree branches,” he said. Trial continues today.

Mr Kanganja however appealed to the general public not to hesitate to report anyone to any nearest police station if attacked or intimidated. He said that he has been receiving reports that political supporters and some disgruntled people from society had been disrupting peace.
Mr Kanganja said it was the work of police to ensure that every citizen was protected from being attacked. He said the police command would ensure that enough security manpower was deployed to curb any criminal activities that may take place. Meanwhile, Mr Kanganja said he was aware of criminal gangs that have been formed in some parts of the city including Kanyama Township. He said police will not tolerate such lawlessness to continue, but ensure that people's lives remained protected. He further said police will continue conducting night patrols meant to arrest criminals.
ZAMBIA risks importing new Covid-19 cases as the pandemic has remained rife in many parts of the world. The country has however vaccinated over 21, 000 people in less than two weeks. Government has therefore heightened surveillance at points-of-entry to detect any new cases that may be imported, says Health Minister, Jonas Chanda. Dr Chanda said the government had observed a global burden of Covid-19 new cases with 830, 822 reported in the last 24 hours. He said in a statement that Zambia therefore risked importation of new cases with the continued population movement. “He indicated that 66 new Covid-19 cases had been reported in the last 24 hours, representing a positivity of 1.4 percent. He however indicated that no Covid-19 related death had been recorded. Dr Chanda said: “We have 44 patients admitted to our Covid-19 isolation facilities nationally. Among them, 33 are on oxygen therapy and eight are critically ill. We report 26 discharges from both the Covid-19 isolation facilities and home management, bringing the cumulative number of recoveries to 89,743.” Meanwhile, Dr Chanda said Zambia had vaccinated a cumulative 21,919 people against covid-19 in less than two weeks since the vaccination programme was launched. He said as of Tuesday, 4, 068 people received the vaccine countrywide. Dr Chanda encouraged the public to take up the vaccine which was on a voluntary basis. “The vaccination programme is being implemented in a cautious and phased manner and on voluntary and pilot basis, as guided by Cabinet. The vaccination programme is being rolled out in the communities at various vaccination sites,” he said.

THE Competition and Consumer Protection Commission (CCPC) has imposed a 0.5 per cent fine on Kwacha Industries and Hardware Limited for engaging in unfair trading practices. Investigation findings by the CCPC revealed that Kwacha Industries and Hardware Limited failed to deliver roofing materials to Liyungu Muyunda contrary to the agreed period. This is according to a statement issued in Lusaka yesterday by CCPC senior public relations officer Namukolo Kasumpa. She said the board of commissioners had directed Kwacha Industries and Hardware
Limited to refund Mr Muyunda a sum of K4, 200 within 10 days of receipt of the decision. This was in accordance with Section 5(d) and for breach of Section 49(5) of the Competition and Consumer Protection Act No. 24 of 2010 respectively. Mr Kasumpa said Kwacha Industries and Hardware Limited has also been directed to submit latest annual books of accounts for calculation of the actual fine within 30 days. "The decision to fine Kwacha Industries and Hardware Limited was made during the 48th Board of Commissioners for the adjudication of cases held in Lusaka," she said. “This follows a complaint that was lodged before the
CCPC by Liyungu Muyunda, who alleged that Kwacha Industries and Hardware Limited failed to deliver roofing materials as per agreed terms and conditions. “The complainant made a payment of K4, 200.00 between December 10 and 24, 2019 to Kwacha Industries and Hardware Limited for roofing materials worth K20, 820.00 on hire purchase. “He was further assured at the time of purchase that the materials would be delivered upon payment of the K4, 200.00. However, despite paying the agreed down payment of K K4, 200.00 the materials were not delivered and his demands for the K4, 200.00 refund was ignored,” she said.

AMPALA - Uganda said on Monday it may approach its major creditors including China and the World Bank to negotiate a possible suspension of loan repayments amid a growing default risk after its debt load ballooned 35 percent in a single year. The country gobbled up large credit lines from the World Bank, the International Monetary (IMF) and other lenders in 2020 to meet funding pressures triggered by the economic crisis induced by the Covid-19 pandemic. The loans swelled an already fast-rising debt pile for the country that had
long worried some, including the central bank and the IMF. Uganda's total public debt surged to US$18 billion as at December 2020, a 35 percent rise from a year earlier, fuelled by fresh borrowing to cover revenue shortfalls as measures taken to combat Covid-19 hit the economy hard and stifled tax collections. External creditors hold two thirds of the country's debt, finance ministry data shows. The country's debt load is seen surging past 50 percent of Gross Domestic Product (GDP) by the end of the current financial
year in June, according to Finance Minister Matia Kasaija. "I will approach them," Kasaija said in an interview, referring to Uganda's biggest creditors such as China, World Bank, IMF and others. World Bank nods agric commodities exchange HARARE - The Word Bank Group has thrown its full weight behind the successful implementation of the soon to come agriculture commodities exchange the Zimbabwe Mercantile Exchange (ZMX). Through its International Finance Corporation, the Group is implementing the Warehouse Receipt System (WRS), which anchors the successful implementation of the commodities exchange. In line with this, the World Bank Group is offering technical support, as part of the development partners for the ZMX. “As part of the delivery of the WRS project we are providing technical support to FINSEC,” said project leader with the World Bank Augustine Sangson Langyintuo by email. The ZMX is a partnership between Government and the private sector led by FINSEC, TSL Limited and CBZ Holdings. FINSEC, a subsidiary of Escrow Group is undertaking the technical implementation work in setting up the exchange. The World Bank Group has also engaged an international consultant to re-
view processes, rules and documentation with regards the operations of the exchange. The exchange was initially scheduled to launch end of March but postponed to end of this month. “An international consultant was hired to provide the following services to FINSEC towards and launch and operationalisation of the exchange (such as) appraise the operationalisation of an exchange including risk assessment and mitigation; “Review of FINSEC’s processes, procedures, rules and various documentation pertaining to the operations of the exchange; and building the capacities of FINSEC operational staff on the management of commodity exchange and trading platform,” he said. According to the World Bank Group, the hired service providers are paid directly by the international financial institution. UST on the day UPND spokesperson Cornelius Mweetwa admitted that PF was not corrupt, the regrettable news of a named foreign official disparaging Zambia was all over the airwaves demeaning the manner Zambia manages her affairs. Mr Mweetwa joins other opposition figures to have abandoned the corruption narrative after consistently having raised alarms for political expediency. What is perturbing is that Mr Mweetwa raised the corruption narrative beyond Zambia and attacked the corruption tag on Zambia and made foreigners carry on it. Fortunately, the Zambian government is on top of things and has initiated diplomatic processes to ensure the ill-informed comment does not lead to sour ties between Zambia and the country where that official is serving. A careful scrutiny of the comments made by the said official, clearly tracks the
sentiments that are consistently made back home. From the outset, the responsibility to guard Zambia’s reputation lies with Zambians and the foreign elements are merely reactive to the narrative that is created within Zambia. From the tone of the language, some sustained attacks
against those in corridors of power are not made on the basis of any stain of truth but they are meant to influence public opinion among the people of Zambia. In any case, Zambians must be good ambassadors of Zambia and they should endeavour to preach her success story especially our cherished
enviable reputation as a beacon of peace. It is wrong to shift the political battlefront beyond our borders. It is also irresponsible to cheer non Zambians who stand on an anthill to paint Zambia darker than the colour black. The statement which was recently made by a named non Zambian citizen perfectly fit within what Zambia’s fivetime losing Presidential candidate Hakainde Hichilema has consistently been making whenever he has access to platforms outside Zambian borders. We wonder why Mr Hichilema takes pride to see foreign elements denouncing while he and his sympathisers cheer them on. In the same vein, we remind him that Zambians owe a collective responsibility to Zambia and owe the patriotic duty to Zambia and set aside any perceived political bitterness for the sake of Zambia and Zambians. Some MPs are just failures Dear Editor, FIRST and foremost, it is extremely disappointing to have a Member of Parliament or any leader blaming the government and the President for lack of development in their area more especially if such an individual is coming from the ruling party. One would expect that Patriotic Front Members of Parliament, Councillors and so on would have it easy to access Government resources compared to their colleagues from the opposition, so people will actually expect a better performance in an area which is under a member of the ruling party. If anything, one has an alternative of engaging other stakeholders such as the business sector and partner with them for projects in their area other than depending on Government coffers. We all know that no successful Government can solve all the problems that this country is facing and that is why even the state itself has partners/stakeholders who are funding some projects here and there. So it is very worrying having an MP for example, who is saying the reason
their constituency has not developed is because the President has not provided resources. That is a lame excuse and in my view, that is de-campaigning your own President and in short, you are a failure by your own words. Question we should be asking ourselves as Zambians is that how come some constituencies are more developed while others have remained the same despite having MPs who have even served more than twice? Well, I will leave that for you to answer and at the same time, I will advise you to critically scrutinise the people you voted for so that you do not make the same mistake come August 12, 2021. The President does not work alone and that is why he has MPs, councillors, mayors etc and these are people who should be speaking for the President to the people because he cannot be in all places. So if the President loses the elections, it means the people surrounding him have not done their job. Some MPs have simply lost popularity and if they love their party, they should not re-contest but should step aside for others who will have a huge responsibility of convincing the electorates as to why they should vote for them when their colleague from the same party has failed to deliver as expected. Chiefs should be nonpartisan Dear Editor, CHIEFS are the custodians of the people in the chiefdoms. The chiefs preside over the affairs of their subjects by ensuring that things go well with the people they rule. Villages comprise people belonging to different political parties and there is nothing sinister about this. The right thing for chiefs to do is not to be partisan by not aligning with any political party whether the ruling political party or the opposition political party. Furthermore, chiefs should not side with any politician regardless of the political party he or she belongs to. It is very unfortunate that some chiefs are partisan by supporting either the ruling party or the opposition political parties. Endorsement of the political parties by the chiefs become common during election time. In a nutshell, endorsement of the political leaders is tantamount to partisan politics by the chiefs. This is not supposed to be the case. Chiefs should be above board were politics is concerned and by virtue of the roles they play. However, the question begging for an answer is; why should chiefs be involved in politics? If anything, the politicians should engage the chiefs in developmental issues. What we should bear in mind is that the political leaders come and go but chiefs remain on the throne as long as the latter lives. Hence, the need for chiefs to remain nonpartisan by embracing any politician whether from the ruling party or from the opposition political party. There has been a trend where chiefs from a particular region endorse certain political leaders based on ethnic grouping for instance. This does not augur well as a matter of fact. ‘Ignore critics of govt initiatives’ By ROGERS KALERO RECEPIENTS of Government empowerment initiatives should ignore the negative sentiments from opposition sympathizers, Patriotic Front (PF) Copperbelt provincial youth secretary Moses Musonda has said. He said the beneficiaries should instead focus on growing the empowerment initiatives to sustainable levels. In an interview in Kitwe yesterday, Mr Musonda said they UPND has concentrated on disparaging Government programmes aimed at alleviating poverty and promoting food security "The PF believes that poverty and hunger can be fought by both the Government and the citizens. The Government will come up policies, initiatives and programmes to facilitate poverty alleviation and food security in the country. On the other side, the citizens are supposed to utilise those policies, initiatives and programmes to improve their welfare. "So those who are receiving empowerment from Government must ignore the negative and retrogressive sentiments from the opposition especially the UPND and strive to utilise those
opportunities. Where they have challenges, they should engage Government on how best to proceed," Mr Musonda said. Mr Musonda said Zambians must not entertain lies from the opposition UPND leadership and aspiring candidates that they would create employment for them if they formed government. He said this was because most of those promising employment were in dire need of employment themselves. He said Zambians must not be excited by political rhetoric from the opposition but must seriously analyze those aspiring for various positions in the August elections to avoid making about grave mistake. Mr Musonda said some of the UPND aspiring candidates were employees in Indian shops and one wondered how they would be able to fund their campaigns and later on, fulfill their campaign promises. "Surely, does it make sense for an employee in an Indian shop to promise people that he will create jobs for the people when even himself was in dire need of a job. THE Mufulira My Home Town (MMHT) has donated two electrical stoves, hygiene products to the Mufulira Correctional Facility. Apart from the donation, the facility was disinfected to curb the spread of the Covid-19 among inmates. MMHT vice chairman, Emmanuel Mbashi, said the organisation has set aside an agenda this year to ensure that challenges facing inmates such as inadequate mattresses, cooking units, hygiene and sanitary products for women were provided. “These are urgent concerns needing immediate address because the inmates are our
brothers, children and mothers. With limited sources from voluntary members’ contributions, we decided to first procure two stoves, one for the male kitchen and the other for the female kitchen,” he said. Mr Mbashi said the organisation has procured sanitary products for female inmates to last up to the end of the year. He said plans were underway to procure mattresses for the entire correctional facility. “We plan to conduct more Covid-19 disinfection exercise in congested police cells and at the intercity bus station in Mufulira. We also have a plan to drum up public awareness workshops on sexual, reproductive health and family planning to the most vulnerable communities in Mufulira.

Zambia. The youth and women candidates will be selected through a mandated zebra system, which guarantees 50/50% representation of men and women by mandating candidates on party lists to alternate between men and women. These youths and women will ascend or qualify to be on the party list after successfully contesting the various intraparty election mechanisms on ward, constituency/district and provincial levels. Those who fail to secure a party candidacy should be allowed to field their names and details with the Electoral Commission and file their nominations as independents and have their names appear on the party ballot as independents.
However, there has been failure to implement and enforce the constitutional provisions partly due to lack of a clear mechanism to operationalize the provisions.

We welcome you to this press conference meant to highlight the importance of adopting a Mixed Member Electoral System for Zambia to enhance the political participation of marginalized groups in our society. Zambia National Women’s Lobby is working with the Center for Young Leaders in Africa (CYLA) and the Zambia Federation of Disability Organizations (ZAFOD) to advocate for the adoption and implementation of a Mixed Member Electoral System to improve the political participation of marginalized groups – women, youth and persons with disabilities. This is against the background of several challenges this group faces in aspiring for political office which includes; low levels of education, low confidence, inadequate finances to meet the nomination fees and run a campaign for political office, limited knowledge, patriarchal cultural beliefs, political violence, low adoption by political parties and low awareness amongst community members on the importance of supporting these marginalized groups for broad-based political participation in the leadership of the country. Therefore, the political representation of marginalized groups remains lamentably inadequate. Currently, there are only three (1,8% of the total) members of parliament (MPs) under the age of 35; only 26 female MPs (16% of the total); and only 3 (1,8 % of the total) MPs with disabilities in a parliament of 164 representatives. We note that the recommendation to adopt a Mixed Member Electoral System was first made more than 15 years ago and there have been efforts to amend the constitution to improve the situation. For instance, article 45 in the constitution provides the following:

Zambia’s electoral system for the National Assembly from an exclusively First-Past- the-Post (FPTP) system to a “Mixed Member Electoral System.” However, similar to past recommendations, the recommendation made in Bill 10 of 2019 did not prescribe how such a system would be operationalized in order for it to increase the representation of marginalized groups in Zambia. Ladies and gentlemen, It is with this background that ZNWL and its partners propose the adoption of the Mixed Member Electoral System with a clear mechanism for its implementation as follows: •
The existing status quo composition of Parliament with 156 FPTP MPs plus 8 MPs appointed by the President and the Speaker, Deputy Speaker and Vice President, for a total of 167 MPs should be maintained.

50 additional PR seats (including 10 appointed seats) and 10 reserved seats, totaling 60 additional MP seats and accounting for an increase of 38.5% of the new Parliament.

The MMES Coalition is well aware that a new electoral system requires broad engagement with average citizens, to inform them about changes to the system and garner their support and buy-in. Therefore, extensive citizen engagement activities will be undertaken throughout the country, including trainings on MMES for various groups, town-hall dialogues, media engagement and the development and dissemination of information, education and communication materials. The coalition will also draft a MMES Bill for further engagement with stakeholders.

Manyinga mini-hospital project at 50p.c. By JACKSON MAPAPAYI THE construction of Mundanya Mini Hospital in Manyinga has elated stakeholders. Government has engaged Suscon Construction to construct the health facility in the area. Manyinga District Stakeholders Association chairman, Patrick Kamboyi, said the construction of the mini hospital will greatly improve health care provision among local people. He said the provision of Health services in Mundanya and surrounding areas had been a great challenge for many years adding that the development would change the situation. Mr Kamboyi said the huge population in the area will be serviced by the mini hospital and the newly constructed health post.
"With this development both the mini hospital and health post will save locals from traveling expenses to Loloma mission hospital as it was the case in the past," he said. Meanwhile,Manyinga District Commissioner Geoffrey Malayiti has commended Suscon Construction for speedy works on the mini hospital. He was delighted to see that within the three months the Constructor has been on site over 50 percent of the works have been done. Mr Malayiti said the construction of the mini hospital is a clear testimony that Government wants to bring quality health care services closer to the people. Bweengwa constituency chairman, Mainza Kabwata, said it was unacceptable for Mr Haamamba to continue holding to his position as this would disadvantage other political players. He said that it was unfair for a traditional leader to practice partisan politic. NAD calls for inclusion of persons with disabilities in development agenda THE Norwegian Association of the Disabled Zambia has called on Senanga to include persons with disabilities in its development agenda. Association Programmes Officer, Carolyn Cheelo said the inclusion of persons with disabilities at all stages of development, is key in ensuring that they are not left behind. She said it is important that those with disabilities do not feel left out in any activities taking place in the district and the country at large. “The country is promoting the leaving no one behind agenda hence it is important to include the people starting with the planning stages of every project both in the private and public sector,” she said. “We are happy that through the meeting the stake holders in the district are willing to take the inclusive development agenda ahead,” Mrs Cheelo said. Meanwhile, District Disabilities Network member, Manyando Mwenda has called on persons with disabilities to take a positive approach in life in order for them to excel.
Mr Mwenda advised that the first step is to accept the disability and ensure it is used with a positive attitude towards achieving goals. “I became handicapped while serving in the Police Service but I have managed to continue with my education and work because I accepted my condition,” he said. Mr Mwenda further encouraged those with disabilities or with disabled children not to hide their conditions as they can only get assistance when they open up. And another member, David Kabangu said different line ministries should put across activities that focus on the development of person with disabilities. The same group has asked the National Management Committee (NMC) to consider adopting female candidates who performed well during primary elections. Fisherman drowns in Kalumbila
By JACKSON MAPAPAYI A 34-YEAR-OLD man of Kawelanga village in Kalumbila has died after drowning in Musangeji dam. According to North-Western province Commissioner of Police, Joe Njase, the incident happened on Tuesday and identified the victim as Mr Alex Chitotola. Mr Njase said that the incident was reported by Mr Gideon Samulota of Soul Winning Ministries of the same area. He said Mr Chitotola had gone to check on his fishing traps when he met his fate. "Information gathered from two witnesses Ms Beatrice Lusati age 45 years and Ms Memory Mulusa aged 22 years, revealed that they saw a person paddling towards the shore of Musangezhi dam. Then he told the two ladies that he wanted to swim. "After telling them that, he dived into the dam and drowned in their presence about 50 metres away from the shore," Mr Njase explained. He said the body has since been retrieved from the dam by Fedson Samalonga a local diver with the help of the community members. Mr Njase said the body was inspected by the police and no visible injury were seen. "And the relatives have since been advised to burry the body of the deceased person which is lying in Kawelang'a village," he said.

OGADISHU Somalia’s President Mohamed Abdullahi Mohamed yesterday called for elections and a return to dialogue after the extension of his mandate by two years sparked the country’s worst political violence in years. The president, best known by his nickname Farmaajo, addressed the nation at around 01 hours after hours of anticipation, with Mogadishu on a knife’s edge as government troops and pro-opposition soldiers beefed up their positions and civilians fled their homes. The rival sides exchanged gunfire on Sunday in an eruption of long-simmering tensions sparked by the
delay of February elections and Farmaajo’s extension of his mandate earlier this month. The president said he would appear before parliament on Saturday to “gain their endorsement for the electoral process,” calling on political actors to hold “urgent discussions” on how to conduct the vote. “As we have repeatedly stated, we have always been ready to implement timely and peaceful elections in the country,” he said. Tensions have been rising in Somalia since Farmaajo’s four-year term lapsed in February, as he and leaders of Puntland and Jubaland, two of Somalia’s five semi-autonomous states, failed to agree on
how to conduct elections. A deal had been cobbled together in September, which later collapsed, and multiple rounds of UN-backed talks failed to broker a way forward. The international community has repeatedly called for elections to go ahead, threatening sanctions. Johnson probed over secretive funding of luxury Downing Street flat refurbishment LONDON - The Electoral Commission has opened a formal investigation into the funding of Boris Johnson’s lavish Downing Street renovation, saying that there is a “reasonable grounds to suspect an offence” had been committed. Johnson ordered that his 11 Downing Street flat, which he shares with partner Carrie Symonds, should be refurbished after he became Prime Minister. However, it has since
emerged that the prime minister reportedly funded part of the refurb from donations given to the Conservative Party. Under UK electoral law, all such donations need to be publicly declared, which Johnson did not do so within the legal time period. Johnson later paid back the money, after it was revealed. A spokesperson for the Commission said on Wednesday that “We are now satisfied that there are reasonable grounds to suspect
that an offence or offences may have occurred. We will therefore continue this work as a formal investigation to establish whether this is the case. “The investigation will determine whether any

However Beifa said the accusations against it were false and that its drilling site was “nowhere near” the graves. “Beifa Investments (Pvt) Ltd categorically denies ever desecrating any graves in the Dinde Community as alleged or at all,” the company said in a statement, adding that it would ask the relevant authorities to investigate. “If there are any holes on the grave site that would be the work of other people unknown to the company.” Daniel Molokele, the Member of Parliament for the area, said he would travel to the area next weekend to investigate. “Desecration of a cemetery has got spiritual effect on the community, it brutalises people’s souls,” said Farai Maguwu, director of the Centre for Natural Resource Governance, a Zimbabwean watchdog. – AFP.

Makembo undergoes successful surgery

ZAMBIA Sports Fans Association (ZASPOFA) patron Peter Makembo has hailed St. John Paul II Orthopaedic Mission Hospital doctors for facilitating a successful spinal surgery for his chronic inflammatory disorder which was affecting his spine and his right hand. Speaking in an interview after what he de-
scribed as a horrifying experience being in surgery for over six hours, Makembo thanked President Edgar Lungu and all the stakeholders including Lusaka Dynamos who provided financial assistance for him to undergo the surgery. Makembo said the successful operation has given him hope to believe that he will soon return at Stadia to do what he loves. Makembo also wished former republican Pres-
ident Kenneth Kaunda a happy 97th birthday. Makembo has also hailed the Gabon Air Disaster Heroes for their dedication which resulted in them dying for their country. Makembo said it is unfortunate that the memorial had come at a time when he was bedridden as he would have loved to have been part of the people who converged at Heroes’ Acre to honour the fallen heroes.

ESCO United opened an eight-point lead at the summit of the MTN Super League table after coming from behind to beat Red Arrows 2-1 in a Week-27 fixture played yesterday at Levy Mwanawasa Stadium in Ndola.
First and second half goals from defender Adrian Chama and Kelvin Mubanga Kampamba moved the Ndola giants to 49 points, eight points ahead of second-placed Forest Rangers who are on 41 points. Chama converted a penalty in the dying minutes of the first stanza and cancelled out Allassane Diara’s first minute goal for Red Arrows. Kampamba made sure that Arrows went back to Lusaka without a single point after beating goal keeper Keny Mumba with a beautiful strike

A brace from Cephas Handavu and a Graven Chitalu strike gifted Indeni maximum points which propelled them to 33 points. FOOTBALL Association of Zambia (FAZ) president Andrew Kamanga has urged the Zambia national soccer team to honour the wishes of the Gabon Air Disaster heroes who died trying to achieve Zambia's dream of qualifying for the World Cup.
Speaking during the 28th year commemoration of the Gabon Air Disaster, Kamanga said after attaining AFCON glory in 2012, fighting to qualify to Qatar 2022 FIFA World Cup would be a befitting tribute to the fallen heroes. Kamanga said the lost lives in the Gabon Air Disaster remain a symbol of the greatest sacrifice one can ever make for their country. Kamanga said FAZ will always be grateful for the memories and accomplishments of the fallen heroes who paved the way for football glory in Zambia after competing at the 1988 Seoul Olympics where Zambia reached the quarterfinals before emerging third at the 1990 Africa Cup of Nations. “Qualifiers for the FIFA World Cup commence in June and we expect that the Chipolopolo will remember these heroes as they undertake that mission. “We have no doubt that the team will also be inspired by a sense of history and pride as they undertake that mission,” Kamanga said. On April 27, 1993 a military plane carrying Zambia's national football team crashed off the coast of Gabon, killing everyone on board.
