MUKUNI MUST CHANGE SENIOR Chief Mukuni should be ashamed of himself that he continues to be a nuisance not only to himself but to the nation at large. Whereas other traditional leaders are working to build and strengthen unity in the nation, the Toka-Leya chief is doing the opposite, fanning unrest. If anything, he has continued to be the self-appointed “trouble shooter” of one of the country’s opposition parties. Although he claims that his mission is only to point out some of the mistakes being made by the ruling Patriotic Front, his actions show the opposite. If he was honest with himself, why then should Home Affairs Minister Stephen Kampyongo accuse him of issuing alarming and reckless statements against not only against the government but against the minister in his individual capacity? “It is shameful that Senior Chief Mukuni has continued to issue alarming and reckless statements against government and myself for personal benefits but he must know that unlike him, we did not spend nights at the graveyard to be national leaders,” said Mr Kampyongo. We do not think Mr Kampyongo has anything to gain by picking a quarrel with Senior Chief Mukuni. What has irked the Minister has been the behaviour of the traditional leader over the years. Mr Kampyongo yesterday said it was unfortunate that a traditional leader of Senior Chief Mukuni’s calibre would deliberately issue unsubstantiated alarming and misleading statements to the public. Senior Chief Mukuni recently accused Government and Mr Kampyongo of having halted the issuance of National Registration Cards (NRCs) in Southern Province for fear of losing power once a lot of people in the region get NRCs and voter’s cards. Mr Kampyongo said contrary to the lies peddled by the traditional leader, Government only closed down Southern Province offices for a day so as to facilitate for an internal audit of registration materials and equipment. The ongoing nationwide exercise of registering voters is not something that should be politicised because the problems faced by the Electoral Commission of Zambia (ECZ) are not confined to certain regions. They are national. There have been nationwide complaints of the registration being slow because of inadequate manpower at registration station, something that the ECZ admitted and promised to address. In addition, there have been complaints of equipment failing. Somethng that cannot be said to affect only specific regions – so-called strongholds of the ruling party or any of the opposition parties. What responsible traditional leaders are doing is helping to mobilise their subjects to register as voters’ enmasse. They realise that the country’s democracy can only be enhanced by ensuring that as many people register as voters so that they have a say on who governs the country. This is the more reason why we laud the launch of the Movement of Voter Sensitisation (MVS) in Kitwe on Friday evening being spearheaded by traditional leaders. Among other chiefs who attended the launch was Paramount Chief Mpezeni who was represented by Chief Madzimawe, Paramount Chief Chitimukulu, Chief Kalunkumya, Chief Lumpuma and Chief Chikanta. Others are Chieftainess Shimukunami, Chieftainess Malembeka and Senior Chief Ndubeni. Paramount Chief Chitimukulu of the Bemba people who is also patron of the movement observed the need to encourage people to register as voters if voter apathy could be avoided. And Chief Lumpuma of the Lamba-speaking people in Lufwanyamat, who is also Chairperson of the Lamba-Lima Royal Council of Chiefs on the Copperbelt urged all traditional leaders across the country to avoid being partisan but embrace all political parties that visited their respected palaces and allow them to explain their manifestos. That is the progressive role that Zambians want their traditional leaders to play, not that of sowing seeds of discord in the nation. As Mr Kampyongo said, “I think that there must come a time when we as leaders have to be responsible in the manner we issue certain statements or make comments on certain issues of national interest otherwise, if we issue statements without obtaining facts on the ground then we don’t deserve the responsibility of leadership that our people bestow on us." Yes, Senior Chief Mukuni should listen to advice from the minister that being a traditional leader did not warrant one to go about making false claims about national programmes. It is not too late for Senior Chief Mukuni to turn a new leaf and join his colleagues in mobilising their subjects to register as voters. That is what is expected of him instead of being a rabble-rouser.
UPND LIFE PRESIDENT UNDER FIRE By MUBANGA LUCHEMBE
H
AKAINDE Hichilema, the United Party for National Development (UPND) life president has a bit of a fight on his hands. Accusations of unethical conduct against him have done severe damage to the voting public’s trust in relation to the 1990s privatisation process at a politically inauspicious time, say many analysts. If the 2021 UPND presidential hopeful is found guilty of the allegations, the Anti-Corruption Commission (ACC) will have no choice but to have a criminal prosecution instituted against him. Besides, allegations about corruption are easily the most potent in Zambia, and the opposition instinctively draws on them as a galvanising platform. It almost always works well – until, such politicians find themselves under fire. So it’s been that whilst Mr Hichilema, an anodyne-looking ex-financial expert, seeks to unseat the government that lays claim to ending corruption and continue with the largely successful infrastructure development, he accuses it of widespread graft. Unlike his opponents in government who are allegedly pocketing international donor funds meant for the country’s economic resuscitation, claims Mr Hichilema, he would have “zero tolerance” towards corruption. But his fights do not end there. Enter the Forum for Democracy and Development (FDD) leader Edith Nawakwi and the Economic and Equity Party (EEP) president, Chilufya Tayali! Of the myriad of Zambia’s political parties, the FDD and EEP are the only opposition parties, at the moment,
whose leaders have publicly accused the UPND president of having engaged himself in nefarious and venal activities during the 1990s privatisation process. The two seem to have gained a modicum of respect from the country’s sceptical population, which has, with very good reason, little faith in the integrity and efficacy of its law enforcement institutions. Unsurprisingly, the FDD and EEP accusers were sued for libel by the aggrieved UPND leader. But whatever respect the voting public had for the aggrieved Mr Hichilema has certainly been diminished by the ongoing controversy that continues to stain the reputation of opposition leaders and puts into serious doubt the ability of the country’s ACC to effectively investigate the conduct of those vying to hold Zambia’s highest public office. As widely reported in mainstream and social media, the ACC opened an investigation into alleged ethical misconduct by the UPND leader, who was involved in the privatisation of state-owned companies. This followed a complaint by the FDD leader that claimed Mr Hichilema’s failure to declare interest during the 1990s privatisation process of Intercontinental Hotel in Livingstone, which saw him benefitting personally when he was engaged to serve the interests of government. Additionally, according to Mr Tayali, the other interesting issue related to Farm No. 1924 belonging to late Samson Siatembo. This property is in Kalomo and it was mortgaged to Lima Bank in 1989. Lima Bank was placed under liquidation between 1997/1998 with Grant Thornton as the Liquidator. Suspiciously, this property was bought by the
UPND leader in September 2004 when he was the Managing Partner of Grant Thornton. With the prevailing mood in the voting community being one of surprise over the decision by the two opposition leaders to report their counterpart to the ACC, it was thought that the UPND leader would tread carefully before responding to their accusations. But, in a rather unique twist, Mr Hichilema sued Ms Nawakwi demanding US$3 million as damages for libel. He also sued Mr Tayali in the Lusaka High Court demanding K100 million as costs for defaming him. Most observers are not holding their breath, as they anxiously wait for the determination of Mr Hichilema’s court cases against the two. So, what is the way out? The fate of the UPND leader – and the two court cases – could go in one of two directions. If he is found guilty of the allegations made by either the FDD or EEP leader, the ACC will have no choice but to arraign him for conflicts of interest that led to perversion of the course of the privatisation process – in clear contravention of the ACC Act, Penal Code and the Privatisation Act. There is no question that the way and manner in which these matters will be handled will do tremendous damage to his political reputation. So, what happens next? But should Mr Hichilema be found innocent of the charges, it will mean the FDD and EEP leaders, who made their grave allegations against him in sworn court affidavits, will certainly be prosecuted for perjury which is punishable by a jail term. So, regardless of the direction in which the winds of fortune blow, no one will emerge smelling of roses. For Mr Hichilema though,
the scandal, even if he is cleared, may compel the voting public to terminate his political ambitions, when he appears for the sixth time on the ballot in next year’s presidential polls, for allegedly having swindled the nation during the privatisation process. Ironically, almost on a daily basis, in mainstream and social media, Mr Hichilema delivers some stern advice, warning citizens to avoid the scourge of corruption. He claims the scourge of corruption has tremendously impacted Zambia and the standards of living of many citizens. He alleges that political leaders have enriched themselves at the expense of impoverished citizens while they pretend to be God-fearing. And in sharp contrast to his privatisation-induced accusers, Mr Hichilema claims to have a plan to eradicate corruption and that he would like to have an open conversation with all Zambians about it. He advises Zambians to stay engaged, as he explains how corruption would be fought and eradicated. Albeit, several stakeholders have continued accusing him of being corrupt himself, citing the manner in which he managed the country’s 1990s privatisation process. Recently, in a complain-and-apportion blame approach, the UPND accused the ruling Patriotic Front of spending public resources to buy its ward councillors who have continued to resign joining the ruling party in Western and North-Western provinces. It also accused the PF government of promising millions of Kwacha to its parliamentarians that were willing to vote with them on Bill 10.

CHINESE BOLTS COSMO GIVES LAZ ULTIMATUM FROM PAGE 1 According to court document obtained by the Sunday Nation, the subordinate court last Wednesday ordered that Jiang Zhang, resident of Lusaka’s Water Falls area be detained and subjected to a psychiatric checkup. This was after a councillor in Mandevu constituency’s Justin Kabwe ward Mr Teddy Mwaba took Mr Zhang to court for incoherent, abusive, aggressive, and depressive behaviour among others. “An inquiry is hereby instructed in this court that mental state of the above named person (Jiang Zhang) here referred to as a patient in accordance with the section of mental disorder Act cap 539. “And it is hereby ordered that the patient be apprehended and detained in the mental annex Chainama Hills Hospital for the period of 14 days there to be medically examined by two registered practitioners,” part of the court order reads. In an interview yesterday, Mr Mwaba said when the police went to Mr Zhang’s place to pick him up and take him to Chainama hospital, he run away. “He run away and he has been in hiding since that day. I am sure he is within Lusaka but hiding somewhere. He is not at his residence. And this is purely disregarding court orders on his part,” he said. Mr Mwaba explained that he decided to take Mr Zhang to court because he had become a danger to society.

FUGITIVE Zambia Army officer Lieutenant Nigel Mwaba who went into hiding after he allegedly murdered his lover, Dr Tasila Tembo last month has been apprehended. Deputy Police spokesperson, Danny Mwale confirmed his arrest in a statement issued yeaterday. Mr Mwale said Lt. Mwaba was apprehended by Police in Lusaka after he was spotted at the Leopard Hill Memorial Park around 16:00 hours. He said the suspected killer had been positively identified by officials from the Ministry of Defence. “Lieutenant Nigel Musonda Mwaba aged 33 of Plot number 3827 Barlastone, Lusaka West was spotted at Memorial Park around 16 hours,” Mr Mwale said. Mr Mwale said the suspect was in Police custody. Dr Tembo, who was aged 47 was put to rest at the Memorial Park.
He said he has known Mr Zhang for over five years but of late, he has been incoherent, abusive, and aggressive towards his workers and other people around him. “I actually had an appointment with him, but when I arrived at his office, he became abusive and aggressive. He almost beat me up for no apparent reason and his workers also complained that he has been behaving strangely. “And I did not want to take the law in my hands, that is why I took him to court so that he can be examined because he might just kill innocent Zambians who are working for him,” Mr Mwaba said. He added, “it’s unfortunate that he ran away from the police but we want him to be taken to Chainama so that his mental state is ascertained, and he might probably be assisted.” Efforts to get the police for a comment at press time proved futile. Once a person is taken to a hospital for a psychiatric examination, the doctor who examines them must decides within 14 days whether to release them, or keep them in the hospital for a longer period.. Until the doctor makes a decision, they are not free to leave the hospital. If the examining doctor decides the person is not a danger to themselves or anyone else, the person will be released from the hospital, and if they have not been charged with a criminal offence, released from police custody too.

Dr Mumba recently reported Mr Sangwa, a State Counsel to LAZ for allegedly telling people to rise against President Lungu
if he tries to stand in 2021 because he was not eligible. Mr Sangwa maintains that if President Lungu stood in 2021 he would go for a third term which was against the constitution. But Dr Mumba said the claims by Mr Sangwa were misleading, therefore, urging Zambians to rise against the sitting President who was eligible to contest an election was criminal. He said in an interview that if LAZ remains mute over the matter, he would report to the Zambia Police.

A TRADITIONAL leader in Siavonga has challenged the church, political parties and civil society organisations to denounce bloodshed ahead of the 2021 general elections. Chief Simamba said the forthcoming general election must be free from any kind of violence that can cause harm to Zambians. He said it was important that the church, political players and the CSOs start to discourage any form of violence that could result in bloodshed. Chief Simamba said that elections were not meant for causing harm to innocent Zambians but meant for them to choose leaders who they want to govern the country. “I am appealing to the church, political parties and civil society organisations to go flat out to preach peace as the country is going towards the general elections,” Chief Simamba said. The traditional leader said there was need to set a precedence in ensuring the country held peaceful elections. He said vices that were harmful to people need to be avoided because it would be sad to lose lives because of elections. Meanwhile the traditional leader appealed to the Disaster Management and Mitigation Unit (DMMU) to consider distributing food relief to the people of Siavonga because many households were in hunger. He said the poor rainfall for 2019/2020 had caused hunger in the area, stating that it was prudent that the government came to the aid.

THE United Party for National Development (UPND) and its president, Hakainde Hichilema should stop panicking if he is innocent against the allegations levelled against him, PF Lusaka Province media coordinator Edwin Lifwekelo has said. Mr Lifwekelo said in an interview that Mr Chilufya Tayali and FDD leader Edith Nawakwi are not accusing Mr Hakainde but simply playing the role of a whistle blower. He said every person has the right to report to the Anti-Corruption Commission or the Drug Enforcement Commission if they manage to substantiate the allegations. “Mr Tayali and Ms Nawakwi have not done anything wrong or accused anyone but they are simply
playing a role of a whistle blower so it does not make sense to threaten them. He said that Mr Hichilema is not a commoner but someone vying for the highest office hence it goes with anyone who wants to stand to be clean. Mr Lifwekelo stated that it is in the UPND’s interest that Mr Hichilema is scrutinised in case he becomes president so that people know that he is clean hence he must clear his name. “UPND must not panic but allow the complainant to prove and let Mr Hichilema defend himself. There has been a complaint which must be heard, someone is not innocent until proven guilty.” Meanwhile, Mr Lifwekelo said Mr Hichilema is sending a bad signal to children by using bad language in public, adding that leaders must lead from the basics of integrity.

RUFUNSA gold mining cooperatives are happy with Government’s intervention to resolve their dispute with ZCCM-IH. This follows a meeting at which the government and ZCCM-IH met the cooperatives in Rufunsa yesterday. Chimwetu Gold Mining Cooperative chairman, Emmanuel Tembo confirmed that the ministries of Mines and Mineral Development, Commerce
convened a meeting with the miners. And ZCCM-IH. He also confirmed that all the four cooperatives in the district were represented by their chairpersons. The cooperatives are Pokela, Chimwetu, Kamandu and Chipeketi. Mr Tembo said in an interview that the meeting was meant to iron out disagreements on the clauses in the proposed agreement between ZCCM-IH and the miners. The agreement had raised a
number of concerns which the miners said needed to be revised over ownership of the mining equipment. Mr. Tembo said the parties went through the clauses and revised were necessary. He said that this was very delightful because this was what the cooperatives wanted. THE Jesuit Centre for Theological Reflection (JCTR) has expressed sadness at the failure by a contractor to complete construction of the K1.3 million Chavuma police station despite being paid in full by Government. JCTR Social and Economic Development Programme Manager Chama Bowa-Mundia noted that the police station which was earmarked for completion in 2013, has to date, not been completed. She said as a result of the failure by the contractor to honour his obligation, the people in the area continue being denied access to quality police services and security. “Our findings have revealed, that in 2012, Government engaged a contractor to construct a police station in Chavuma at a cost of K1.3 million. The contractor later abandoned the site,” she said. Ms Bowa-Mundia also said the

CAR SEX GONE HORRIBLY WRONG
A
MAN who was caught having sex in a car with his girlfriend almost died after three unknown men who were armed with a knife and a knobkerrie stabbed him several times all over the body and left him lying unconscious in a pool of blood. They robbed him of a Samsung Galaxy Note 8 and cash all with a total value of US$5 300. They smashed windows on the passenger’s side and driver’s side before attacking Ngonidzashe Ninge (42) and his girlfriend Nozizwe Khumalo (21) at a bushy area which is between Hyde Park Shops and Nkulumane complex. The source said Ninge had lowered his trousers to knee level with a condom on while Nozizwe had pulled up her skirt while they enjoyed themselves in the car. Unfortunately, the source said,
one of the men grabbed the hapless Ninge and pulled him out of his
black Nissan X-Trail car. The source said he tried to reason
with them but they would not listen to his pleas. Another source who is close to the pair said: “They took turns to clobber Ninge while accusing him of taking advantage of Nozizwe saying she was too young for him,” said the source. They were not done yet with Ninge as they demanded cash while assaulting him. A source close to investigations said Ninge sustained three stab wounds on the head, another wound on the right side of the back and bruises all over the body. The accused persons took away his Samsung Galaxy Note 8 and cash. Nozizwe phoned Pumula police station and made a report. Police attended the scene. “They found Ninge lying unconscious on the ground in a pool of blood. They phoned an ambulance
Cornered VID officer swallows bribe money to avoid arrest
THERE was drama at the Vehicle Inspectorate Department (VID) provincial complex here on Tuesday afternoon when one of the officials who had been cornered by undercover detectives reportedly swallowed US$60 he had received as a bribe to facilitate the issuance of a certificate of competency (driver’s licence). Bekimpilo Sithole (46) of Rhodene allegedly received US$100 in US$20 and US$10 denominations and was arrested by undercover police detectives before he could swallow all the money. The detectives managed to recover US$40 after wrestling him as he allegedly tried to destroy all the evidence. The arrest resulted in
a near stampede outside Masvingo Provincial Criminal Investigations Department (CID) headquarters as driving school instructors and their bosses sought to negotiate Sithole’s release. The arrest comes in the wake of incessant reports of corruption by VID officers who were reportedly demanding “facilitation fees” ranging from US$100 to US$150 to issue driver’s licences. Allegations are that the officials were part of a well-knit syndicate involving driving schools, with instructors acting as the facilitators. Most VID officers across Masvingo lead flashy lifestyles and own several properties whose value is inconsistent with their earnings.
Masvingo police spokesperson Chief Inspector Charity Mazula yesterday confirmed Sithole’s arrest. She said investigations were continuing with Sithole expected to appear in court soon. “He was arrested after police set a trap at VID Masvingo Depot. A trap was set up using US$100 comprising $20 and $10 bills and Sithole swallowed US$60 before the police recovered two US$20 bills from him,” said Chief Inspector Mazula. “He is being charged with criminal abuse of duty as a public officer under Section 174 of the Criminal Law Codification and Reform Act.” Chief Inspector Mazula urged people to report all
cases of corruption to law enforcement agencies. According to sources, Sithole allegedly took a learner driver Vincent Kwashira for a road test around noon. When they returned to the depot, Sithole told Kwashira that he had passed the test. He however, allegedly dilly-dallied in issuing the certificate of competency until Kwashira asked him why he was doing so. Sithole allegedly demanded US$100 facilitation fees from Kwashira for him to issue the certificate. Unbeknown to Sithole, Kwashira had already been given marked notes as part of a trap following various complaints levelled against Sithole by learner drivers. - NEHANDA RADIO
‘My sister’s choice of baby name is a massive mistake but she won’t listen’ A WOMAN has said her sister is “refusing to acknowledge my existence” after she told her the baby name she had picked for her son would lead him being bullied as he grows up. A woman who disagreed with her sister’s choice of baby name was left with the difficult choice of whether to speak out against it or keep quiet. Although she acknowledges that parents are free to name their children “whatever they want”, she believes her sibling’s choice of name crosses a line which would result in him - and the parents - being mocked. ‘Vampire’ aunt stabs baby, sucks blood POLICE in Dangamvura are investigating a gruesome murder case in which a 25-year-old woman who had been left in the custody of her younger sister’s nine-month-old baby allegedly stabbed the minor with a kitchen knife and sucked the blood. The incident occurred at House Number 5274 Dangamvura Area 3 on Tuesday morning and neighbours quickly linked the case to Satanism. Manicaland police spokesman, Inspector Tavhiringwa Kakohwa, confirmed the case and said Natasha Mukwenje has since been arrested on murder charges. “The suspect is currently detained at Dangamvura Police Station and she will be taken to court soon. She is facing murder charges. Investigations are in progress to ascertain what actually took place,” said Inspector Kakohwa. Allegations are that Mukwenje was left in the custody of the now deceased Anashe Muromba as the girl’s mother — Charlotte Vongai Muromba (22) — went to fetch water. When Muromba returned home about 45 minutes later, she got the shock of her life upon seeing her sister holding Anashe’s lifeless body with blooding oozing from her neck. As Muromba sought to understand what was going on, the suspect remained tightlipped and refused to hand over
the child to its mother. Muromba then rushed outside screaming for help. Neighbours immediately came to the rescue. When The Manica Post visited the crime scene, witnesses said the suspect – who still had the murder weapon – refused to let go of the child. “A prophet who lives nearby was called to help and after doing some prayers, the suspect finally let go of the child. The young girl was rushed to Victoria Chitepo Provincial Hospital but was pronounced dead upon arrival,” said one of the witnesses who refused to be named. Efforts to interview Muromba were fruitless as she was still in a state of shock. Neighbours who spoke to The Manica Post said Mukwenje has always been exhibiting wild behaviour. “She is an unusual character and I wouldn’t want to leave my child in her custody,” said one of the neighbours who preferred anonymity. Another witness said there was blood on the suspect’s mouth when they arrived at the scene. “She had blood on her mouth and we quickly concluded that she had sucked it from the child. Her eyes were vicious and her silence was scary. I have never seen anything like that before. She was firmly holding the corpse and refused to hand it over. Simply put, Kalandaya Music Promotions is set to ‘take over'. This was evidenced by a number of artistes that turned up for the event. Of course majority are artistes signed on the music label but interestingly, these are big names in the Zambian music industry. For this reason, the launch
which kicked off after 20:00 hours was mainly meant to unveil the artistes on the label. Although there were not as many people as highly anticipated, it was amazing to see the VIP section filled to capacity with encouraging support for Zambian music. Fans turned out to show real love and appreciation to their own and as such performances were balanced according to different genres. It was nice to see veteran musician Uncle Rex lead a young and energetic
KMP Band that did an incredible job to back most artistes. Gospel music performed by Kings Malembe Malembe, Felix and Nathan Nyirenda led the way followed by a mixture of hip hop, Zambian rhythms and Afro pop. Dambisa, Yo Maps, Slapdee, Chef, Kadaffi, K'millian, Rich Bizzy, Shenky, Dandy, Mampi, Nez Long and Bobby East all had their share of live music offering not forgetting Ruff Kid, Chiko Chali, Mimi Krazy, Chester and of course sensational singer JK.

INCE 2002, COMACO - Community Markets for Conservation, has been reforming poachers and empowering them with skills such as conservation farming, bee keeping, carpentry, poultry farming and bricklaying as alternative and sustainable livelihoods.
According to the organization’s communications and outreach specialist Peter Banda, over 1700 reformed poachers have become productive members of their communities and are now earning legal income from various sources. We realized that once poachers completed their jail sentences, they went straight back to poaching. It became clear that poverty and food insecurity were the main drivers behind illegal poaching among people who live in game management areas. By providing people with alternative livelihoods, we have been able to reduce poaching as it is no longer the only choice people have. COMACO provides its skills to poachers who are willing to be reformed and hand over their muzzle loaders and wire snares used in poaching. To date, poachers have voluntarily surrendered 2000 illegal firearms and over 80 000 snares. Mr. Banda adds, “We have also trained some of our reformed poachers to help protect crop fields from elephant destruction. Under the supervision of the Department of National Parks and Wildlife, they use their old muzzle-loading guns to blast chili at elephants that come near crop fields.” Chili has been used to keep elephants at bay as it has unpalatable to the crop-raiding mammals for decades. The chili used in the blasters does not cause lasting harm to elephants, it simply irritates them and forces them to leave the area. In addition to protecting food crops from elephant destruction, chili is a valuable cash crop that gives the reformed poachers an extra income. Last month, COMACO’s poacher reformation programme reached another milestone as it supported the formation of the TRANSFORMED POACHERS ASSOCIATION OF ZAMBIA, which will look at the welfare of its members and help reform people who are still engaged in poaching.

“This initiative is the first of its kind in Zambia, Africa and the world”, says Peter Banda. He adds, “The Association will be an important ally to the Department of National Parks and Wildlife and others involved in conserving wildlife as members of the Association were once hardcore poachers, so they know all tricks that current poachers are using.” The Association’s chairman, Mr. Smoke Phiri, also has high hopes. The formation of the Transformed Poachers Association will give us authority to sensitize our communities on the im-
portance of conserving natural resources like wildlife and forests. We will also use this platform to appeal to others who are still involved in poaching to surrender their firearms and snares so that they can be empowered with a sustainable livelihood. The newly formed association will promote a peer-driven transformation of poachers into good and productive citizens that will positively contribute to national development. Success in this regard will result in reduced poaching of elephants and other important species in the Luangwa valley ecosystem.
The Association will also give hope to current poachers that if they reform, they too can have a meaningful and productive life void of the dangers they face in the wild, because though poachers are perceived to be tough and formidable, in reality poaching is a dangerous business. “Tracking wildlife in the bush requires that villagers leave their families for weeks at a time, traveling miles away from safety, and often risking encounters with wildlife, faulty firearms, or apprehension. If caught, a poacher can spend decades in prison, leaving his family vulnerable to hunger and exploitation without a reliable income source.” COMACO.

HE recent arrest of veteran Congolese singer Tshala Muana over her new controversial song, titled ‘Ingratitude’, has evoked memories of similar fights between governments and musicians.
Tshala, the composer of the hit songs ‘Karibu Yangu’, ‘Nasi Nabali’, ‘Tshibola’ and ‘Malu’, among others, was arrested two weeks ago and was released after a day following pressure from former President Joseph Kabila’s PPRD Party. Speculation was rife in Kinshasa that the lyrics of the song indirectly targeted DR Congo President Felix Tshisekedi, the son of former opposition politician Etienne Tshisekedi. She is thought to be complaining on Kabila’s behalf that the person he helped to bring to power as his successor had not shown any gratitude. One of the most memorable altercations between singers and government officials occurred during the days of dictator Mobutu Sese Seko. At the centre of the controversy was the great Franco Luambo Makiadi. The height of Mobutu’s self-styled ‘authencite’ cultural revolution saw the dropping of Christian names and change in attire. Mobutu expected musicians and other artistes to lead in the cultural change by composing relevant

songs and dressing appropriately. However, Franco rubbed the officials the wrong way with the composition of two songs ‘Helene’ and ‘Jackie’, which were considered too indecent to be played in public. This earned him the wrath of the then powerful AttorneyGeneral Kengo wa Dondo, who had Franco and 10 members of his TPOK Jazz band arrested and charged with producing indecent songs. OBSCENE LYRICS The prosecution even invited Franco’s mother, Mama Makiesse, to listen to the supposedly obscene lyrics, and she disagreed with them. At one time, the prosecution reportedly took Franco to task; to explain how one of the tracks, ‘Helene’, shared a name with his mother. Despite pleading his innocence, Franco and his 10 band members were convicted and sentenced to two months’ civil jail at the giant IngraMakala Prison in Kinshasa. However, they were released following a presidential pardon. Franco had been moved to another prison outside Kinshasa due to the unrest his presence was causing at the Makala Prison. Among those who were jailed alongside Franco were his long-serving band vicepresident Lutumba Simaro, guitarists Papa Noel, Gege Mangaya, Thierry Mantuika Makoso and singer Lola Checain. In an interesting turn of
Tshala Muana events, soon after his release from prison, Franco composed the song, ‘Tailleur’ (Tailor), which was a satirical mockery of Kengo wa Dondo following his short-lived elevation and demotion as Prime Minister. In the song, he poses: “Okotonga na nini (what will you sew with?)” after his needle was taken away (he was sacked). The legendary musician would later mend fences with the Mobutu regime and in 1984, he composed the legendary campaign song Candidat na Biso Mobutu. For Franco’s biggest musical rival, Tabu Ley, formerly Pascal Rochereau until the auntheticite, life was never entirely rosy during the Mobutu regime. In the late 1960s, he was accused of composing a song in support of an opposition politician. Speaking to the Saturday Nation recently, the United States-based former Afrisa International Band musician and manager Mekanisi Modero confirmed how tricky it was doing songs that appeared to rub the government the wrong way. “In the late 1960s, Tabu Ley had to go into a brief self-exile in Cote d'Ivoire after releasing a song the Mobutu regime didn't like,” Mekanisi said. The climax of Tabu Ley’s shaky relations with the Mobutu regime was in 1988 when he left for a tour of Europe never to return until after Mobutu's ouster in 1997 by Laurent Kabila. He confirmed having brought one of Tabu Ley’s daughters to college in Nairobi in 1988, as they prepared to travel to Europe and settle in the United States. It was while in self-exile that
Tabu Ley released some of his most popular songs such as Muzina and Exil Ley. On returning home in 1997, the crooner, who died on November 30, 2013, warmed to the new Kabila regime where he was a nominated MP and county minister. COUP ATTEMPT In the neighbouring Republic of Congo-Brazzaville, one of the most notable ‘musical martyrs’ was the legendary Franklin Boukaka (of Africa song fame). He was executed for his suspected involvement in a coup attempt in 1972. Boukaka, who recorded songs with Cameroonian legend Manu Dibango, the saxophone maestro, used to perform regularly in both Brazzaville and Kinshasa. Back in Kinshasa, Koffi Olomide, the colourful bandleader of the Quartier Latin International Band, would also feel the heat from the government. It was the elder Kabila’s government which did not take kindly to the release of the song Loi, French for the law, which contains words that were perceived as an attack on the robust military style of the government. Also in question was the controversial position deterrie dancing style by Koffi, which portrayed a soldier firing a machine gun then later wailing while limping. Laurent Kabila had a slight limp in his gait. He was being mocked for having arrived firing gunshots to grab leadership in Kinshasa. WO men from Zimba have appeared before the Choma Magistrates Court for illegally possessing over 32 Pangolin scales. Alvin Siatwiko, 41, and Sopa Mikela, 22, are jointly charged with unlawful possession of a protectedaAnimal contrary to the National Parks and Wildlife Act.
Allegations are that the two had in their possession 32 Pangolin Scales without a certificate or licence issued in respect thereof. The two were apprehended on November 21, in Choma. When the matter was called for plea by Public Prosecutor Dexter Kwalela, Siatwiko without coercion admitted the charge while
Mikela denied any wrong doing. Magistrate Muyambango Munukayumbwa recorded a plea of guilty for Siatwiko and a plea of not guilty for Mikela. Siatwiko will appear tomorrow for facts while Mikela will equally appear on the same day for fixing of trial date. The two were remanded in custody.

THE Choma Juveniles Court has ordered that a 17-yearold boy convicted of stealing K174 be put on six weeks probation and counselling to help him reform. In this matter, the boy stood charged with theft contrary to section 272 of Chapter 87 of the Penal Code of the Laws of Zambia. Particulars of the offence are that the juvenile on November 18 in Choma stole K174 the property of Justine Muchimba. When he appeared for social welfare report and sentencing before Resident

A CHOMA bricklayer has appeared in a magistrate’s court where he is facing one count of stock theft contrary to the Laws of Zambia. Justine Munsaka, aged 39, is alleged to have stolen four cows valued at K16, 000 from Mr Austen Muleya. The theft is alleged to have happened on October 31 in Choma. When the matter was called for plea by Public Prosecutor Gerald Tembo, Mun-
saka denied the charge, compelling the court to record a plea of not guilty. Magistrate Muyambango Munukayumbwa granted Munsaka K5, 000 bail in his own recognisance with two suitable sureties to be bound in the like sum and in their own recognisance. The matter was adjourned to December 10 for mention and December 17 for trial. Munsaka was remanded in custody and will only be released after he meets all the bail conditions.

S we continue marketing the Patriotic Front presidential candidate Edgar ungu, we wish to maintain that our choice for a candidate is informed by his selflessness and voluntary servitude to uphold the living standard of the Zambian people. With President Lungu at the helm of the country and the party, there are a number of sacrifices he has made to forego the entitlements for the sake of the Zambian people. There are also some of his lieutenants who have followed suit and in their own ways are giving back to society (we will discuss them at the appropriate time). The import of this write up is to focus on the forbearance that has been made by President Lungu. On September 15, 2015 whilst addressing Parliament, the President broke the norm and made a pronouncement and he said, “.............I don’t mind going back to Chawama.” The gist of the statement was that the President has refused to have a retirement house constructed for him once his tour of duty finishes at the
end of his second term which is lapsing in 2026. He then asked Parliament to review the Benefits of Former Presidents Act and ensure that it is in line with what was economically sustainable to the economy. His generosity is exemplary as compared to some citizens who once upon a time were entrusted with the responsibility to privatise stateowned enterprises. These individuals ended up enriching themselves at the expense of the Zambians who were relegated to the streets and went to their grave as destitute. As at the time of this writing, five years and two months has elapsed and we wonder why the parliamentarians have not taken prac-
tical steps to implements the pronouncements by the Head of State. On November 18, 2018, President Lungu signed Statutory Instrument no. 19 of 2016 which in effect led to the reduction of his own salary as a way of leading by example in effecting austerity measures. This showed his salary graphically reduced to the minimal amount which any hardworking Zambian can legitimately earn. On December 27, 2019, the President also took the nation by surprise when he made an announcement that he was reducing his salary further by 20 percent and he urged all the people who are willing to serve in his Government to voluntarily do
so. We understand as on May 15, 2020, cabinet has taken practical steps to effect the announcement by the President. This is in addition to the Presidential Empowerment Initiative whose primary purpose is to mobilise the resources to empower the marketeers with the necessities to upgrade their businesses. This was one of the initiatives made available to marketers as an alternative to avoiding exploitation from the commercial lenders. This was an initiative that was made at individual level and it has rendered a helping to all the 10 provinces of Zambia irrespective of their political affiliations or any other barrier imposed on humanity by humanity. In the last quarter, the Edgar Chagwa Lungu Multipurpose Cooperative Society has been launched and its activities are being rolled out across the country. We can only urge his critics and “Doubting Thomases” to test the veracity of this initiative by coming up with the viable business plans. ECL is an embodiment of selflessness. Trippi is an American who claims to be a political strategist but is a regime change agent who recently planted violence in Tanzania in a failed bid to institute regime change against President John Magufuli. He has caused chaos in African countries during elections particularly in Zimbabwe, Malawi, Burundi, Egypt, Kenya and he has been set up for Zambia and he is supported by foreign funding. In 2006, he formulated the Vanguard Africa Institute. The Vanguard Africa planted violence in Zimbabwe during the late President Robert Mugabe era in favour of the late Morgan Tsvangirai and led to the government instability and it was fortunately a failed bid too. The vanguard is now set to disrupt elections in Uganda after successfully planting violence in Malawi. Trippi usually sends in political mercenaries to destabilise countries in favour of his paymasters who use violence and economic sabotage to fun mob indoctrination and gear them for riots and public demonstrations. According to Nerrty Report, he was recently recruited to support regime change movements in East African countries focusing on Paul Kagame and Yoweri Museveni. Back home, from late last year, Zambians have become all too familiar with the following words: Human rights, democracy, transparency, civil society, rule of law and fact-finding missions. The manner in how regime change agents in Zambia and abroad use

FTER humiliating Zesco United 3-1 on Wednesday, Zanaco failed to replicate their performance when they faced Lusaka Dynamos, losing 3-0 in a Lusaka derby at Sunset Stadium. Aubrey Chirwa and Chipolopolo internationals Collins Sikombe and Emmanuel Chabula scored as Dynamos reaped the three points. The win propelled Dynamos to fifth
position on the 18-team Super Division table with eight points, on par with Forest Rangers, Buildcon, and Red Arrows. Zanaco who would have moved to the top had they won, controlled the first half and created numerous scoring chances The Chris Kaunda-tutored bankers were left regretting their missed chances when Obrey Funga beat goal keeper Rodger Kola to put Lusaka Dynamos ahead three minutes before half time as the first half ended 1-0 in favour of Dynamos.
