BUJA - A survey by the Independent Corrupt Practices and Other Related Offences has found that an estimated $24.7m bribes exchanged hands in the judicial sector between 2018 and 2020. The report said the
level of corruption in the justice sector was heightened by the “stupendously high amounts of money offered as bribes to judges by lawyers handling high electoral and political cases.” The 84-page survey titled, ‘Nigeria Corruption

POLICE TO IMPOUND 32 BUSES USED IN HH SOLIDARITY PROCESSION By PETER SICHALI

OLICE have said some criminal activities are beyond what meets the eye and are looking for the 32 buses hired to ferry cadres last week in the probe of events that led to the killing of two men, including a prosecutor. Mr Nsama was gunned down atthe entrance of a restaurant off Independence Avenue while the second man, believed to be a UPND member was shot dead on the road between the restaurant and the National Prosecution Authority (NPA). According to police, over 32 bus-

Police spokesperson Esther Katongo said more than 32 bus loads of cadres were spotted on the day in question. “More than 32 bus loads of cadres were spotted on that day and as police we have instituted investigations with the view of impounding all the buses that could have been involved in ferrying cadres,” Ms Katongo said. He was reacting to demands by the United Party for National Development (UPND) that KCM (in liquidation) be handed back to Vedanta again. Mr Simukonda said in an interview that Vedanta was only an investor and not an expert in mining. He said that Vedanta started importing copper ore from Democratic Republic of Congo (DRC) instead of mining the ore at KCM. Mr Simukonda said that when Vedanta came in the country after taking over from Anglo America, the investors did not come with any mining experts but that it was Zambian mining experts who were doing the job. He said that the mine had been run by Zambian experts hence it was misplaced to call for Vedanta to reclaim the assets again. “My opinion is that Government made a brilliant move which should be supported by everyone. Vedanta did not bring any mine experts when they came but it is Zambians who have been doing the work. “The mine was being run like a ‘kantemba’ or a scrap metal company. We started getting minerals from the DRC, creating employment for another country when we had the capacity to produce and process our own minerals. We don’t need Vedanta, they should go back to Bombay,” he said.

KCM restructured, broken into 2 units By AARON CHIYANZO KONKOLA Copper Mine (KCM) has been restructured and reorganised into two separate subsidiary companies, KCM Smelter Co Limited, and Konkola Mineral Resources Limited effective February 1st 2021 in a bid to increase efficiency and business opportunities. KCM acting chief executive officer, Enock Mponda said the move also aims at fostering optimization. Mr Mponda said KCM SmelterCo Limited had been in existence since 2002 and has been fully owned by KCM, but that it had been a dormant subsidiary. He said in a notice to employees that restructuring KCM would increase efficiency and business opportunities, as well as asset and resource optimization. Travel agency demands K132, 000 from

By GRACE CHAILE-LESOETSA ARC Save Travel Tours & Car Hire Limited has asked the Lusaka High Court not to dismiss a suit against former State House aide, Kaizer Zulu, for failure to pay more than K132,000 for air tickets. The firm said it has only received K50, 000 from Mr Zulu. In this matter, ARC Save Travel Tours & Car Hire Limited sued Mr Zulu claiming K132, 665 being money owed for air tickets he bought for various individuals as well as damages for loss of use of funds. The company is also seeking interest at the Bank of Zambia rate from date of issue of writ to date of judgement and thereafter at the commercial bank lending rate and costs. The travel agency through its lawyer, Lorraine Shachinda , submitted to Court that the lack of progress in the matter was necessitated by the commitment on the part of Mr Zulu through his associate in the hope that once full payment was received, the matter would be discontinued. Ms Shachinda, however, submitted that her clients had not received the full amount but only K50, 000 out of K132, 665.00 being money owed for air tickets. The court issued a notice, inquiring why there has been no progress in the matter from the time it was filed. “The lack of progress my lady was not deliberate but due to the fact that some payment was received from the defendant’s associate, one Mr Frederick Chilobwa and various promises were made by the said associate in liquidating the full amount, “ She stated. She asked for the court’s indulgence not to have the matter dismissed and that the firm has managed to trace the whereabouts of Mr Zulu and service has been effected on him.

TROPICAL cyclone Chalane is today expected to hit Zambia. Weather experts have warned of strong winds and heavy rainfall and that the cyclone was expected to continue until Thursday. Many houses might be flooded especially in Lusaka, Eastern and Southern provinces. This is according to the Joint Typhoon Warning Centre (JTWC) latest warning on Tropical Cyclone 07S (Chalane) 26/21Z. The cyclone is expected to move southwest over Madagascar then westerly and strengthen over the Mozambique Channel by 28/15Z. More countries are set to be affected including parts of Botswana, South Africa, Zambia, Zimbabwe, Malawi, Mozambique and Madagascar. According to the Zambia Meteorological Department alert, December, January and February were highly likely to receive normal to above normal rainfall for the southern half of the country. The northern half will have a high chance of recording above normal rainfall.
Veep eulogises Fred Kabonde By KALOBWE BWALYA
VICE-PRESIDENT, Inonge Wina, has described the late Fred Kabonde, husband of UCZ former synod General Secretary, Reverend Peggy Mulambya Kabonde, as an action-oriented man who believed in living up to his words and always translated his faith into action. Ms Wina said Mr Kabonde was a committed Christian who followed Christian principles and values, and was a family pillar. She was speaking when she attended his funeral service at St. Paul’s UCZ church in Lusaka yesterday. The Vice-President said Mr Kabonde was also instrumental in the establishment of the church workers association and he served in the leadership which drafted the constitution to guide the ministry of church workers’ spouses. Meanwhile, the widow Rev Kabonde in her tribute described her late husband as a man who knew the value of work and ensured that all that he touched was diligently done. Mr Kabonde, who was aged 61, died after a heart attack and worked diligently until his last job at the Tropical Diseases Research Centre as workshop manager until he opted to retire to support his wife in the ministry.

VEDANTA’S CHARM OFFENSIVE IT is not surprising that Vedanta which is contesting against Government takeover has launched a charm offensive, lauding its successes. When the price of copper was at its lowest, the company was prepared to sacrifice more than 11, 000 jobs by placing the mine under care and maintenance. If it was not for Government intervention, the jobs would have been lost and supporting infrastructure of suppliers and sub-contractors would have been in deep financial quandary. The government stood firm to save the situation. Prices of copper have since increased and according to historical COMEX pricing figures Copper was selling at about $3.50 per pound, or about US$8, 000 per tonne its highest price since early 2013. The upsurge is a result of renewed economic activity in China which is one of the main consumers of the commodity. It is not surprising therefore to see Vedanta launch a charm offensive in an attempt to ingratiate itself with the Zambian people. The campaign however is a little off tune. It comes at a time when Zambians are questioning the manner in which the mine was sold and indeed how Vedanta could have contemplated sending 11, 000 miners to the streets. Vedanta claims to be a responsible company and cites the fact that it contributed US$30 billion to the Indian Treasury and contributed 1.5 percent to India’s GDP. This is all very well, the concern of the Zambian people and indeed Zambian government though is to ensure viability of the mine to save jobs and contribute to the wealth and therefore well being of the country. What is surprising however is a statement by UPND chairperson for mines Percy Chanda that the government should consider handing over KCM operations back to Vedanta. As expected, irate miners have reacted with anger and indignation by giving the UPND a seven-day ultimatum in which to clearly state their position over the welfare of miners at KCM, since handing back was not one of their options. It is indeed surprising that any Zambian would dare suggest a reversal of the liquidation process that saved the company from collapse. This is a betrayal of the greater cause of our collective interest, to placate foreign interests. The entire liquidation process was initiated by noncompliance of laws in the manner the company attempted to give less than 24 hours’ notice to lay off more than 11, 000 workers. This was neither responsible nor compassionate. To add insult to injury, the company invoked the Covid-19 pandemic as a basis on which the miners were to be laid off and the mine placed under care and maintenance. This was the most cruel and unquestionable insult. In his statement on the economic recovery programme President Edgar Lungu laid a clear vision in relation to the mining industry, when he stated that the country should take a major stake in some mines. The President was not advocating a return to nationalisation but for the state to acquire majority stake in selected mines while allowing private investors to also participate in the sector. He was very clear that that some mining companies cried foul whenever the government sought to increase its share of its natural wealth. “We shall no longer tolerate mining investors who seek to prowl from our God-given natural resources, leaving us with empty hands. We shall no longer tolerate mining investors who cry foul each time we try to earn something from our mines through new tax measures,” President Lungu said. This is the way forward.

MILLERS ARM-TWISTING GOVT OVER MAIZE? By PETER SICHALI

OME millers are trying to arm-twist Government into signing an agreement which will enable them to access subsidised maize from the Food Reserve Agency (FRA), the Daily Nation has learnt. The millers are claiming that there is a shortage of maize on the market which might result in mealie meal price hikes. Authorities have however dismissed the claims, saying that the millers were just playing tricks with Government to access subsidised FRA maize. But Millers Association
of Zambia (MAZ) president Andrew Chintala said the organisation and Grain Traders Association Zambia (GTAZ) and other stakeholders had enough maize stock that would meet the national demand. Mr Chintala said the current mealie meal prices were reflective of the prevailing market price of maize. He explained that millers bought 60 percent of the targeted 1.5 million tonnes and that it was adequate to sustain the domestic market. Mr Chintala said the local demand has reduced and the country would not experience a shortage of mealie meal de-
spite not meeting the target. "For now we are monitoring the situation and should we find that it calls for intervention, then we will engage the stakeholders including Government," Mr Chintala said. He said millers do not have intentions of engaging Government for a tripartite intervention. "I am not aware of any individual miller that can go and trigger a tripartite agreement because a tripartite agreement can only be signed once an assessment is done," Mr Chintala said. He said each miller had a different cost structure and the uniform prices of meal-
ECL CHALLENGES TEACHER UNIONS PRESIDENT Edgar Lungu has challenged teacher Unions to find ways of helping their members to build houses as they retire from the service. The President said this could be done by engaging government and other financial institutions. President Lungu said it was sad to see teachers suffering after retirement despite having worked hard for the nation. He said teacher unions should not reduce teachers’ welfare to salary
negotiations only but also ensure their members retire with dignity. President Lungu said teachers deserve to have better accommodation after retiring, hence the need to be helped whilst they are active in the service. President Lungu said his government would ensure teachers were assisted to have a better life after retirement. ABOUT 28 people have died and 234 road traffic accidents were recorded during the Christmas holiday, police spokesperson Esther Katongo has disclosed. Ms Katongo said 26 were serious road traffic accidents of which 18 were fatal accidents and 33 person were seriously injured, 48 were minor road accidents in which 55 persons were slightly injured and 138 were damage only road traffic accidents. Ms Katongo disclosed that Lusaka Province recorded the highest number of traffic accidents with 105 and five deaths, followed by Copperbelt Province which record-
ed 34 traffic accidents with four deaths, Central Province had 22 accidents, eight deaths, Southern Province had 16 road traffic accidents with two deaths, while Eastern Province had 16 with four deaths. To my surprise, a few hours after the death of the two citizens, I received forwarded screenshots from concerned citizens in which some unknown people were warning me with unknown consequences. Another screenshot (using a Facebook name Kay Kapanga was threatening that the state intelligence and other security wings were not their match and they are capable of sorting out anyone who stands in their way. The threats were in apparent reference to my consistency in supporting President Lungu's bid to seek the second term in 2021. “I have since reported the said Kay Kapanga to police and I'm very confident that the wheels of justice will run its course.” Mr Mberi said.

HE Road Development Agency (RDA) has started mounting the 131 acrow bridges which were procured from the United States of America to improve accessibility to some areas, the Road Development Agency (RDA) has said. In an interview, RDA acting director for communications and corporate affairs, Anthony Mulowa, said the agency has in phase one signed eight contracts with different contractors to start installing an initial set of 34 acrow bridges in seven provinces. Mr Mulowa said the eight contracts had been signed at a cost of K 295,955,872.45. He said the RDA was on the ground putting up bridges in

in the county and therefore decided to initiate the acrow bridges project. This, he said, was aimed at enhancing socio-economic development. Mr Mulowa said the objectives of the acrow bridges were to improve accessibility
to targeted areas, lower transportation costs and facilitate reduced time. He said acrow bridges were also aimed at improving the livelihoods of communities through improved service delivery, job creation and enhanced agricultural activities.

BOUT K630 million has been extended to customers by Absa Bank Zambia under the Covid-19 payment and relief packages between April and October, 2020. From the time of inception to 31 October 2020 when the Covid-19 payment relief package was closed off, Absa Bank Zambia PLC was able to extend about K630 million to over 370 customers. This is according to the Absa Bank Zambia Head of Marketing and Corporate Relations, Mato Shimabale. Mr Shimabale explained in a response to a press query that the customers included Personal and Business customers in sectors covering Aviation, Transport, Manufacturing, Tourism and Agriculture. “Absa Bank Zambia PLC also applied and received approval to extend targeted loans to eligible customers using the Bank of Zambia
Targeted Medium Term Refinancing Facility. “The Bank continues to assess customer credit requirements to ensure that they receive support in the prescribed parameters,” he said. He said Absa Bank Zambia on April 14, this year was the first financial institution to announce that it was extending a comprehensive three months Retail, Business Banking and Corporate relief package to customers who were impacted by the Covid-19 pandemic. There are inadequacies in fund release delays and inflated quotations, affecting project implementations and contract management, says Bernadette Deka-Zulu, PMRC Executive Director. Ms Deka-Zulu said the current procurement system features structural and content inadequacies to support the Public Financial Management (PFM) Act, leading to avoidable losses for the Government. Zim directors under the spotlight HARARE – The conduct of directors within corporates will now be under intense scrutiny following the signing of a Memorandum of Understanding (MoU) between the Zimbabwe Anti-Corruption Commission (ZACC) and the Institute of Directors Zimbabwe (IoD) recently. Through the MOU, the two parties mapped a strategy to deal with flouting of corporate governance principles creating loopholes for corruption in entities. A technical committee made up of members from ZACC and IoD will be tasked with an oversight role to co-ordinate and facilitate work within the partnership. IoD chairperson, Dr Mike Juru, said key corporate governance principles which were being flouted included accountability, transparency, conflict of interest rising from failure to declare and recuse oneself among other factors. He said some directors
lacked training upon being appointed and also assumed posts through unprofessional means. As such, the aim of their partnership with ZACC was to flush out such misconduct through building strong systems, structures and monitoring compliance to prevent corruption. “Where entities have strong systems you find that corrupt individuals are eliminated at the point of entry,” he said. There is a structured training and syllabus for individuals who intend to assume posts of directors. Said Dr Juru; “Directors who have been found wanting statistically we find that they have not been trained. “We want our members to operate from a position of knowledge between right and wrong, knowing also how to do things right the first time. US$125M TAX DEFICIT BITES AS KENYA STRUGGLES TO PAY STAFF

AIROBI - Kenya is pulling out of festivities into the New Year with a tax deficit of US$125 million and is struggling to pay civil servants as revenue sources thin in the midst of swelling expenditure and an expensive pandemic. Despite the National Treasury putting up a brave face that the country is not broke, all signs point to a government that is teetering on the brink and whose accounts are drying up faster than they can be refilled. Thousands of national and county government workers have celebrated Christmas without pay, with some having not been paid for three months. This as government suppliers continue to hurt in silence as parastatals, ministries, department and other State agencies accounts dry up, as the Kenyatta administration continues to grow its mountain of debt to meet the shortfalls. The most recent government accounts published last week show that in the first five
months of this current financial year that started on July, Kenya has collected total revenues of Sh1 trillion, which works out to about US$200 million a month. But only about a half, or US$527 million, came from tax revenue between July-November 2020. The rest came from domestic borrowing (US$360 million), external loans (US$26.2 million) and other non-tax revenue (US$37 million).

LONDON/BRUSSELS - The U.K. and European Union may have signed a trade deal, but British businesses still face a raft of difficult changes. More than four years in the making, the Brexit agreement avoids the worst-case scenario of new tariffs and quotas after December 31. That’s a welcome relief, and gives companies greater scope to focus on containing the damage from the coronavirus pandemic. The divorce will still create significant disruption for a range of industries. Mutual recognition of standards, which would have allowed firms to make products in the U.K. and market them in the EU without any extra certification process, isn’t part of the deal. Likewise, workers in Britain’s services industry -- which makes up 80 percent of its economy - face new costs and bureaucracy as their professional qualifications will no longer be automatically recognised in the EU. The deal also requires extra customs paperwork and checks at the EU border. The queues of trucks that formed around Dover, Britain’s busiest port, after France blocked incoming traffic has given Britons a taste of the disorder that could be in store. With the full text of the agreement being published only days before it comes into force, a chorus of business voices has pleaded for a grace period to comply with the changes. Here is a look at what a Brexit deal means for a variety of industries. Automotive U.K. auto manufacturers generated about 79 billion pounds ($107 billion) in sales last year and employed about 180, 000 people. Carmakers
now must decide whether to move forward with investment in new models and production capacity that had been put on hold for years. Vauxhall, owned by France’s PSA Group, had been holding out for more clarity on Brexit before deciding whether to approve further investment in its plant in Ellesmere Port. For others, the delays to the deal have already taken a toll - Nissan Motor Co. has decided against producing an electric model in northern England. The deal is good news because it mostly avoids tariffs and gives electric-car makers sufficient time to phase in the new requirements, raising the chance that PSA will further invest in Vauxhall, said David Bailey, a business economics professor at Birmingham Business School. Here are the key requirements for rules of origin, which determine what percentage of the value of a car’s components need to be sourced locally to qualify for tariff-free trade: • Parts made in the U.K. as well as the EU count as local content. • Gasoline and diesel cars need to be made with at least 55 percent local content to avoid tariffs - five percentage points more than what automakers and the U.K. wanted. • Electric vehicles and hybrids will need 40 percent local content, 10 percentage points more than what the U.K. had asked for. • Until 2023, batteries can have as much as 70 percent overseas content, and EVs and hybrids can have as much as 60 percent foreign content. • From 2024 to 2026 - when European battery production is expected to be much more advanced - batter-
ies can have 50 percent overseas content and EVs and hybrids 55 percent content. The terms for electric and hybrid cars are more lenient because the region is still in the early stages of localising battery production. However, the 40 percent local content requirement for EVs and hybrids may be difficult to meet for companies that source parts mainly in Asia, Bailey said. Manufacturing Producers are responsible for about 10 percent of U.K. gross domestic product, and have been spared the threat of new tariffs. But they face a raft of paperwork and new standards regulations which could create substantial pressure across the country on its first day outside the single market and customs union. On standards, there is no mutual recognition of conformity assessments in the deal, meaning manufacturers will have to get their products approved separately by regulators in both markets. They may also have to run two separate production processes if U.K. and EU specifications differ, adding costs. And at the border, the prospect of trucks turning up without the correct post-Brexit forms raises worries about serious traffic snarls. For example, as many as 10, 000 trucks per day carrying everything from German car parts to Spanish lettuces, as well as U.K. exports to Europe, pass through Dover. This key port on the south-east coast has warned of 27-kilometre lines of vehicles on both sides of the English Channel if its average customs clearing is slowed by just two
minutes. Disruption is a nightmare for manufacturers because their years of investment into digitising their operations have left them reliant on just-in-time supply chains. This helps them avoid the expense of stockpiles, but means that any delays in shipments spell trouble for the entire production process and the whole industry. Retail The thorny issue of tariffs had been British retailers’ biggest concern as higher import costs in a low-margin sector would have had to be passed on to consumers during a recession. This was particularly important for supermarket chains such as Tesco Plc and J Sainsbury Plc as the U.K. produces only about half the food it consumes, and the vast majority of imported food comes from the EU. British wine merchants will be relieved that wine traveling between the U.K. and EU will require only simplified paperwork. In a no-deal scenario wines from the EU would have required expensive laboratory tests and other documentation, adding costs. However, retailers still face a raft of new non-tariff barriers stemming from costs and staffing needed to manage extra customs paperwork which, in time, could filter down to the prices paid by shoppers at checkouts. Any upheaval could aggravate the impact the pandemic has had on consumer spending. The timing may mean additional pain - January is normally a dire month for retailers given that consumers usually pull back spending after their surge of shopping for Christmas. – BLOOMBERG NEWS.
The US$527 million collected by November is a drop of US100.72 million or 16 percent contraction compared to a similar period a year ago, reflecting the impact of Covid-19 economic hardships that triggered a fall in company earnings, layoffs and cuts on levies. Operation loans recovery …Banks set to step up loan recovery as defaults mount NAIROBI - Banks in Kenya are rolling their sleeves as they prepare to go after people who have been unable to service loans they took mostly during the Covid-19 period, leading to an increase in Non-Performing Loans (NPL). As part of the credit recovery efforts, the banks intend to allocate more resources on recovery of loans, including through the use of external parties in the recovery process. This is according to a credit survey by the Central Bank of Kenya (CBK) covering the quarter ending June 30, 2020, which revealed that many banks were preparing to start credit recovery efforts in the following quarter. “For the quarter ended September 30, 2020, banks expect to intensify their credit recovery efforts in nine of the eleven economic sectors. The intensified recovery efforts are aimed at improving the overall quality of the asset portfolio,” the CBK report stated. “The banks intend to allocate more resources on monitoring and recovery of loans as well as use of external parties in the recovery process,” it added. This was after the banks
recorded an increase in NPLs, where seven of the 11 sectors categorised by banks recorded cases of borrowers failing to pay back the money on time. An NPL is a loan in which a borrower hasn’t made the scheduled payments for a period of at least 90 days. According to banks, between April and June, the levels of NPLs increased in the tourism, restaurant and hotels, transport and communication, and personal and household, trade, real estate, building and construction, and manufacturing sectors. However, in the financial services, mining and quarrying, energy and water and agriculture sectors, the levels remained unchanged. “The increase in NPLs was mainly due to a challenging business environment as a result of Cpvid-19 pandemic,” the CBK survey states. “Sixty-four percent of the respondents indicated that NPLs are likely to increase in the third quarter of 2020 as a result of the global COVID-19 pandemic, resulting to a challenging business environment. this being rethoric. I feel the issue of national guidance is a big deal. In this regard, I really don't see the ministry guiding the nation where national principles and values are concerned. No to hidden roof Thorough probe in killings needed
Dear Editor, EDDAH has just posted a video on a leaking hidden roof. Let me share my experience too. I built four houses in 2016. Considering how much I spent on heaped roofs on other earlier projects, I got quotes for both heaped and hidden roof. Heaped was going to cost me K113, 000. Hidden only came to K41, 000. Noting the huge saving on the hidden roof, I settled for the latter and quickly with recommendations on him, I engaged a Zimbabwean expert (so they call him) to do the work. Mwebantu, that was the greatest mistake of my life. I regretted. The next three rain seasons gave me the hell of my life. I used to receive calls from all my four tenants about leaks in the middle of the night. I called in different “experts� to help mend the leaks. They came with different methods and materials but all in vain. The weldings, plastics, silicones, gutter sizes, green
and silver roof seals name it. At times it could help but only for a few days. Later some points opened. I fought many experts and worse still got lambasted by some tenants (rightly so). I lost good tenants too. In summary, cheap is expensive. I re-bought paints, ceiling boards, conice, cover strips, nails, labour more than six times in a desperate attempt to seal off but maintain the same hidden roof design. Cost of repair plus K41, 000 added up to K81, 000. If I continued trying to mend, this could have gone higher. This year in September, I finally came to my senses and decided to revert to a heaped roof. I now have my peaceful sleep. Tenants no longer get inconvenienced. Don't be cheated. Yes, others do it right from the start but trust me, 90 percent of hidden roofers are a cheat. Don't fall prey fellow builders. Avoid hidden roofs. Good day. JUSTIN SAKALA.

Be goal-oriented, youths advised By ANDREW MUKOMA HELPING Hands Zambia Foundation has urged youths in Livingstone to be goal oriented in life so that they can avoid being delinquents. Foundation Executive Director Mutinta Matimba said youths who are goal oriented become successful in life because of the discipline in them. Ms Matimba said in an interview in Livingstone that youths are the cornerstone of national development and this can only be achieved if they set out goals and visions for life. "Youths should engage in sports activities such as football so that they can learn self-discipline," she said. Ms Matimba said the foundation would continue to support youth development through sports in Livingstone. She said sports such football keeps the youths away from bad vices that corrupt morals. Ms Matimba who is also PF Livingstone Parliamentary aspirant, said the foundation
had procured sports equipment for youths in Livingstone at cost of K15, 000. “We bought soccer balls and jerseys for the eight teams that participated in the end of year tournament. The players were drawn from all parts of the City,” Livingstone Rangers Football Club coach, Ishmael Chinyama, said football is important for youth development as it keeps them busy. NO council was able to meet all financial obligations on time in 2020 because revenue collection was affected across the country, Local Government Association of Zambia President Christopher Kang'ombe has said. Mr Kang'ombe told the Daily Nation in Kitwe that rate payers across the country could not pay all the dues to the council. He said that all the 116 councils including major cities as well as municipalities were negatively affected. Mr Kang'ombe was however quick to mention that the councils did well in
service delivery under difficult cicumstances. "We generally did our level best in service delivery, of course not up to the expected standard but we met basic maximums across all the 116 councils. "We did fairly well, given the current challenges in the economy. We have learnt to cope with huge challenges faced during the year," he said. Mr Kang'ombe who is also Kitwe mayor was happy that the Ministry of Finance had worked out a strategy to help the councils deal with debt. He said that the gesture would help the councils to clear debts they owed NAPSA, ZRA and other statutory institutions.

The most affected areas are Mulenga, Musonda, Kapoto, Chipata, Kamitondo and Chimwemwe East townships, prompting the Kitwe City Council to swing into action. As a result, the council has started the enforcement of the law requiring households to subscribe to licensed solid
waste management companies operating in the designated waste management zones in order to enhance compliance and attain a cleaner city status Council Public Relations Manager, Chola Mwamba, said residents in low-density areas must subscribe to the solid waste management companies delegated by the Council to collect and dispose of solid waste. She said that those residing in high density residential areas and other low income res-
idential areas must subscribe to community based solid waste management enterprises or structures. In low-income residential areas, some of the structures are referred to as Tukuse Ifisoso Groups or Youth/Women Cooperatives or WDC/CDF Committee. Ms Mwamba said the groups are approved by the Council to facilitate the collection and disposal of solid waste. "Disposing of refuse in undesignated places, especially
in road reserves, rivers, drainages and open spaces, can pollute the environment and breed diseases." She said. Ms Mwamba advised the residents to collaborate with the authorised community based entities to safely dispose of the refuse or solid waste. She therefore expressed the need for the residents to take personal responsibility in ensuring that they subscribed to council approved solid waste management companies and enterprises in their areas.

XYLEM Trading (Pty), a company and investment vehicle incorporated in South Africa, will acquire 72.05 percent of Madison Financial Services following a series of liquidity, credit and solvency the company has been facing since last year. HE bail-out strategy rolled out by Government will go a long way in addressing the plight of retirees in local authorities, the Zambia United Local Authority Workers Union (ZULAWU) has said. ZULAWU president Kingsley Zulu said that retirees in local authorities have had their benefits delayed for some time now due to the poor liquidity.
Mr Zulu, said that the coming of the strategy would ensure retirees get their benefits on time. "This will also be a morale booster to the retirees as they will be able to invest the proceeds to ensure they are empowered as families and we commend the Government for the idea. "This is a welcome development which we have received whole heartedly as a labour movement under the local authorities," he said.
Mr Zulu added that the strategy would also deal with future debt accumulated to ensure they were within the mandate and budget of councils. A LOCAL business in Chongwe has donated assorted foodstuff to more than 40 patients admitted to Chongwe District Hospital as a Christmas gesture. Plan B Pub and Lounge Managing Director, Lloyd Njomwa, said that the donation was part of his company’s way of appreciating its customers.
He said that the donation was also motivated by the fact that the hospital was the place where many neglected and uncared for people were found. The items included six 25kg bags of soya powder for porridge, 10 cases of cabana soft drinks, bottles of peanut butter, 10 cases of mineral water and 10 packets of cereal puffs. Mr Njomwa said that

JOHANNESBURG - South Africa has reported at least one million cases of coronavirus since confirming its first case in March, the Ministry of Health said late on Sunday, only days after a new faster-spreading variant of the virus was confirmed to be breaking out in the country. “Today, we have breached one million cumulative cases of Covid-19 in South Africa, with a cumulative total of 1, 004, 413 cases reported,” the ministry said in a statement on Sunday. The total number of deaths rose to 26, 735. The outbreak in the worst-hit country in Africa appears to be accelerating with the one million mark crossed nine days after the country reported 900, 000 cases. It took two weeks for South Africa to reach 900, 000 cases, compared with the 800, 000 in early December. Several hospitals and medical centres have reported wards overflowing with patients with many healthcare workers cancelling their holidays to tackle a huge influx of patients. Mediclinic International, among South Africa’s top three private hospital networks, said on Sunday that a severe rise in cases had placed immense strain on its healthcare resources including staff, equipment and beds for seriously ill patients. The new variant, referred to as 501.V2, was discovered by a team of scientists around South Africa who have been tracking the ge-
netics of the virus. The variant appears to be focused in the south and southeast of the country and has been dominating findings from samples collected since October, they said. The Coronavirus Command Council, the top government body monitoring the disease, met on Sunday to decide whether further measures such as a tighter lockdown or stricter rules on public movement should be imposed, according to local media News24. President Cyril Ramaphosa could give a television address later this week. Meanwhile, World Health Organisation Director-General Tedros Adhanom Ghebreyesus warned that Covid-19 won't be the world's last pandemic while speaking in a video statement on the first International Day of Epidemic Preparedness on Sunday. Tedros used his message to encourage countries to prepare better by working to "prevent, detect, and mitigate emergencies of all kinds, whether they be naturally occurring epidemics or deliberate events." Functions of Ear Parts
