EIU predicts Aug 12 Lungu victory PRESIDENT Edgar Lungu is likely to win the August 12 Presidential elections, the Economic Intelligence Unit (EIU) has predicted. In their latest analysis on Africa, the EIU report stated that despite the economic turbulence the country was facing, Zambian citizens were likely to retain President Lungu and the Patriotic Party. The Economist Intelligence Unit is the research and analysis division of the Economist Group providing forecasting and advisory services through research and analysis, such as monthly country reports, five-year country economic forecasts, country risk service reports, and industry reports. Rural farmers in K400, 000 drought support By PETER SICHALI GOVERNMENT through Weather Index Insurance has released over K400, 000 to pay rural farmers who were affected by droughts and floods in 2018/2019 agricultural farming season in Isoka. Isoka District Agriculture Coordinator Lameck Chola has confirmed that the K478, 377 will be paid to 5, 583 farmers from six agricultural camps in the district who were affected by floods and drought last farming season. Mr Chola said funds will benefit farmers from Isoka Central, Nansala, Ntipo, Kanteshya, Lualizi and Katyetye agricultural
camps. “As a district we have received funds from Weather Index Insurance, the funds are part of contributions that farmers made through the Farmers Input Support Programme (FISP),” Mr Chola said. He said each of the 5, 583 beneficiaries will access agro inputs valued at K85.53 from listed agro dealers of their choice. Mr Chola said beneficiaries will start accessing inputs soon. Weather Index Insurance is a tool used to absorb shock for farmers facing natural disasters such as droughts and floods that reduce income and economic growth.
Man with headsets crashed to death by train A 20-YEAR-OLD man has been crashed to death by a Zambia Railways goods train in Kapiri Mposhi. The man was hit and run over by the train coming near the Zambia Railways station as he was walking on the railway line sleepers. Kapiri Mposhi District Commissioner Smart Mwila and police sources confirmed the incident which happened around 08:00 hours yesterday. Mr Mwila said the victim could not hear the honking from the approaching train as he was wearing headphones listening to music whilst walking on the railway line sleepers. Mr Mwila named the victim as Collins Muma of Material Compound who sustained fatal body injuries and died on the spot. Mr Mwila has advised the public to stop trespassing into the railway line to avoid accidents and to use designated railway line crossing points for pedestrians. He has also bemoaned the growing trend by young people listening to music via headphones even in busy public places. “This behaviour from our young people is a source of concern, you find that even when they are crossing the road they are listening to music from their headphones,” Mr Mwila said.

WUSAKILE Member of Parliament Pavyuma Kalobo has advised Government to consider increasing shares in most mining firms to protect Zambian jobs. Mr Kalobo said in Kitwe that it was sad to see how foreign investors were cutting jobs for the Zambians, a situation that should not be allowed to continue. The MP was hopeful that
foreign investors would stop making abrupt decisions if Government owned many shares in the mining firms. “These mining firms have in the first place failed to create one million jobs for our people. This is unacceptable because we see the way most of these firms make profits with our labour,” he said. Mr Kalobo observed that Government should earn more money from mineral royalty tax which he said was not the
case at the moment. He said there was need to ensure that money coming from the mining firms was able to benefit Zambians. Mr Kalobo added that it was sad how Zambian jobs were suffocated at the hands of foreign investors. He said now was the time to set things right and serve the best interests of the people through increasing shareholding in mines.

By GRACE CHAILE-LESOETSA A FORMER employee of National Milling Company (NMC) has sued the company in the Lusaka High Court demanding payment of damages for personal injuries sustained during the course of employment. Mr Emmanuel Phiri stated that while on duty, a 50 kilogram of flour fell on him causing serious injuries and later losing employment as he was unable to perform his duties. Mr Phiri has asked the court to order NMC to pay him damages for personal injuries sustained whilst in the course of employment, damages for loss of future and prospective earnings and order for any other relief the court may deem fit, interest and costs. In his statement of claim filed on January 21, this year, Mr Phiri stated that he was initially employed as a general worker and later promoted to the position of Checker at the Flour Warehouse and Dispatch Department

He stated that on or about July 17, 2017, while in the course of performing his duties at NMC’s plant, he was involved in an accident when a 50-kilogram bag of flour fell from a conveyor belt and landed on his left shoulder which resulted into serious personal injury. He claims that the said accident was caused by breach of statutory duty by the defendant. He identified the particulars of breach of statutory duty as failure to fence the Conveyor belt machine so as to avoid it being a danger to the plaintiff contrary to the Factories Act. Mr Phiri stated that further or in the alternative the said accident was caused by NMC’s agents and/servants’
negligence namely failure to ensure the conveyor belt was not over laden with bags of flour so as to avoid the accident. He stated that the other negligence was the overloading of the conveyor belt with bags of flour thereby increasing the likelihood of the accident and failing to take precautionary measures so as to avoid the accident. Mr Phiri stated that as a result of the accident, he sustained serious personal injuries of pain in the left shoulder, and pain in the lower back (lumber spine). He stated that after the accident, NMC placed him on paid sick leave for six months and that he continued receiving medical treatment at the University Teaching
Hospital (UTH). Mr Phiri stated that on July 11, 2019, a medical board was constituted to report on his injuries and ability to remain in employment and following the board’s assessment he learnt that the personal injuries he suffered were serious in nature and he could not continue discharging his duties as an employee. He said the company discharged him on medical grounds on September 28, 2019. Mr Phiri claims that because of the injuries sustained during the course of employment, he has suffered loss and has been deprived of an opportunity to remain productively employed.

He said yesterday that he had officially written to President Lungu, the church mother bodies, among other stakeholders to ensure that dialogue come to fruition. Mr Hichilema has written to the Zambia Conference of Catholic Bishops, the Council of Churches in Zambia and the Evangelical Fellowship of Zambia to ensure that they facilitate the dilogue process. Mr Hichilema said hate speech and violence had reached unprecedented levels in the country country which needed to be stopped.

HUNDREDS of Mazabuka residents who had invested their money with Ono Savings have thronged the two firms’ offices following a directive that all investors be refunded their money. The Drug Enforcement Commission (DEC) was ordered to lift the seizure on the accounts belonging to schemes to facilitate the re imbursement of money deposited in the scheme plus
interest. By mid morning, the Mazabuka offices premises were swarming with anxious depositors who wanted to get their money back. Ono Savings has been ordered to pay the investors the money they deposited into the company inclusive of interest and the company is also required to recover the loans owed to the entity. A check by the Daily Nation found hundreds of clients waiting to get their investments back.
Some of the customers confirmed that payments have started being made. According to a joint statement earlier issued by the DEC and the Bank of Zambia, a plea agreement was concluded with the promoters of Ono Savings pursuant to which the seizure on the accounts has been lifted by DEC following a directive from the Director of Public Prosecutions. In July this year, DEC working with the Bank of Zambia seized the bank accounts of Comsave Credit Union and

Schools must be cleaned thoroughly! Certainly, Government’s decision to reopen schools has generated mixed feelings as some parents are uncomfortable letting their children interact in schools in large numbers at the height of the second wave of Covid-19. Of course other parents are desirous to have their children back in school under stringent preventive measures because it is not known when this pandemic will subside. Overall, relief must take precedence because no one, including health experts and scientists, knows for certain when Covid-19 will be eliminated. Thus everyone must remain steadfast and carry out academic and other activities under the new normal with extreme caution, because the virus has mutated. Yes, bars and night clubs have been operating within restricted durations, perhaps, because patrons are likely to breach the health rules as alcohol has a telling effect on the mind. As for learning institutions, they will need to strictly observe the preventive measures that have become a sing-song, masking up, and observing physical distance, no hand-shakes and washing hands regularly. Thus learning institutions have a mammoth task of ensuring that the learning environment is replete with all requirements such as hand-washing basins, soap, hand sanitisers and sufficient running water. Social distancing in classrooms, dining halls and hostels must be guaranteed while all learners must wear and use face masks appropriately. In pre-school and early grades of primary section, teachers must be alert all the time to ensure the safety of the children in as far as the use of face masks is concerned. Face masks can reduce the rate of infections, but at the same time they can be a hazard to the young ones, if not used properly. It will be ideal for parents and teachers to work together in ensuring adherence to health regulations, impressing upon the pupils to observe rules both at school and at home. In boarding schools, adherence should be enforced too. As Health Minister, Dr Jonas Chanda stressed, there must never be any aorta of complacency among the public, but total adherence to health regulations. One of the most critical areas that ought to be strictly monitored is the public transport sector because many of the pupils use buses to and from school. Therefore, the same traffic police that invade the road network must enforce the health regulations, especially the rule on face masks on public buses. Traffic police officers must not only focus on defects on the vehicles, but also check on passengers’ adherence to health regulations. Therefore bus crew members are cardinal in this regard; they must always check on passengers and ensure that they are in face masks until they disembark. Zambians must hold hands in fighting Covid-19 particularly now that schools are re-opening on Monday to avoid a spike. We need to secure our future by protecting the children who will be returning to schools on Monday.

Responding to a question by Monze Central Member of Parliament Jack Mwiimbu who wanted to know if government was proud that it supplied defective drugs to people, Vice President Inonge Wina told parliament that companies in question have been engaged to undertake the recall of the products. She said that a system of spontaneous reporting of medical product quality problems by persons in health facilities is ongoing and that where a report is investigated by authority, appropriate regulatory action is taken. HRC principal information officer, Simon Mulumbi said the gesture will help decongest Mukobeko Maximum Security Correctional Facility and impact positively on the right to health and life of the inmates. Mr Mulumbi said in a statement that before the committal, the number of the inmates was in excess of 400 thereby posing a great risk to them especially with the second wave of Covid-19. He explained that overcrowding was a challenge that correctional facilities were faced with which has made it difficult for inmates to observe social distance thus making them prone to Covid-19 and other diseases. MORE than 250 families in Lusangazi have been displaced while several crop fields have been submerged in water. This follows flash floods being experienced in the Eastern Province and the affected families are now homeless and without food. Agriculture authorities fear widespread crop damage that may lead to hunger. Lusangazi District Agriculture Coordinator (DACO), Friday Sikombe, said 89 hectares of maize, 53 hectares of soya beans, 15 hectares of sunflower and 12 hectares of groundnut fields have been submerged. Mr Sikombe indicated that the damage could be worse because some of the flooded areas like Chiwale and Chikowa had been cut off. He recommended the introduction of crops like rice, which could survive under waterlogged conditions in the valley areas. Meanwhile, Lusangazi District Commissioner Goodwin Sekelani Phiri, said there could be more submerged homes in areas that could not be accessed at the moment. Mr Phiri said that Government would provide temporal tents and relief food through the Disaster Management and Mitigation Unit. He explained that the relief operation in some parts of Lusangazi would require to be airlifted because the roads had been damaged. LEARING agents have protested the proposed clearing agents module introduced by Zambia Revenue Authority that will require importers to be paired to agents. The agents fear that local firms will be sidelined in preference for international companies. Customs Clearing and Freight Forwarding Agents Association of Zambia (CCFFAAZ) president Bruce Kaemba said the introduction of the new system would disadvantage indigenous clearing companies. Mr Kaemba said agents have rejected the proposed clearing agents’ module that will require importers to be locked to clearing agents for all their clearance. He said once introduced the system clearing agents would allow multinationals to take advantage and monopolise the business, which ordinarily should be the preserve of the indigenous Clearing Agent. Mr Kaemba said the intentions to introduce this

PRISCCA Executive Director, Godfrey Malembeka said while President Edgar Lungu should be commended for commutating 246 inmates from death row to life imprisonment, there is need for the country to abolish the death penalty as it was not only unChristian but also against the
right to life as enshrined in the Universal Declaration of Human Rights. "We are alive to the fact that we have serious offences such as murder, aggravated robbery and treason which attract the death sentence but Zambia should begin to move in the direction of abolition of the death penalty," he said. Dr Malembeka said although no condemned prisoner has been executed since 1997 in Zambia, this alone was not enough. "We are encouraged that the current President has commuted the sentences of over 630 inmates during his tenure.
While this is an impressive record and demonstration of willingness to respect and uphold human rights, we feel this alone is not enough," he said. He said apart from Zambia being a Christian nation, which by default should not encourage execution of offenders, there is no evidence that suggests that the death penalty deters crime. "As PRISCCA, we believe reformation is the answer. There is no reformation in the grave. That’s why people who commit serious offences should be jailed and given a chance to reform," he said.
Dr Malembeka said Zambia should join other African countries such as Malawi, Zimbabwe, Namibia, South Africa, Mauritius and Seychelles that are moving towards abolishing the death penalty and maintain life imprisonment. He said Mukobeko Maximum facility only has a capacity of 50 people at its condemned section but that this number has kept increasing with more than 400 inmates just before the latest commutation on January 27, 2021, thereby subjecting inmates to untold congestion, an infringement on their rights.
Lusaka Central MP cleans Bauleni trash By CHARLES MMUSONDA LUSAKA Central member of Parliament Margaret Mwanakatwe has launched cleaning of waste from the Bauleni dumpsite in an effort to prevent any epidemic outbreak like cholera. Ms. Mwanakatwe launched the cleaning yesterday in partnership with the Cleaning Association of Zambia (CAZ) and the Lusaka City Council (LCC). She said the exercise is aimed at bringing the level of cleanliness that is going to be user friendly especially to
the people who live near the dumpsite, which is close to the clinic and the site earmarked for proposed construction of a mini hospital. Ms. Mwanakatwe said she and her two partners are considering ways of ensuring that Bauleni residents earn money from waste recycling by turning the dumpsite into a waste aggregation site. “When I see this I see money from plastic bottles and somebody is already making organic fertiliser from here. We are zoning this area through the council and we are going to ensure garbage collectors who

use wheelbarrows are given one zone. They have already formed a cooperative so that they can bring rubbish from people’s homes in an orderly manner,” Ms. Mwanakatwe said and thanked the CAZ and LCC for their valid support. And CAZ president Lawrence Makumbi said his association, being private sector driven, will work closely with Ms. Mwanakatwe to ensure the constituency is cleaned. Pemba health office appeals for transport PEMBA District Health Director Hebert Luhanga has appealed to local and outside partners to assist with transport in order to effectively conduct health outreach activities. He said contact tracing, monitoring of community cases and transporting samples to and from testing laboratories posed a challenge as the department has only had one vehicle which is working. Dr Luhanga said this during the Epidemic preparedness meeting. He said since the first case of Covid-19 was detected in Zambia in Mach last year, the district only recorded the first case this month.# Dr Luhanda said however that the cases have escalated to 167 from the 3,777 tests that have been done out of which 33 are recoveries. The district has conducted 507 contact tracing. “We are currently reporting cases with the new wave of the disease,” Dr Luhanga said. He indicated that the district had been involved
in the prevention and control of covid-19 since the detection of the first case in Zambia. Dr Luhanga said that his team had been conducting public health education, compliance monitoring in churches, schools, public meetings and social gatherings, facility and community testing. COPPER EXPORTS RISE

HE volume of Zambia’s refined copper exports for last year between January and December increased by 11.9 percent compared to 2019. Interim Statistician General at the Zambia Statistics Agency, Mulenga Musepa, said the volume of refined copper exported for the period January to December, 2020 was 931,052 tonnes compared to 832,218 metric tonnes recorded in 2019. Mr Musepa explained that this represented an 11.9 percent in the volume of commodity exported during the year 2020. The copper prices on London Metal Exchange for the corresponding months increased by 5.4 percent to US$7,755 per metric tonne in December, 2020 from US$7,063 per metric tonne in November, 2020. He also said Traditional Export (TE) earnings increased by 2.5 percent to K13.0 billion in December, 2020 from K12.7 billion in November, 2020. “In terms of share in total exports, TEs accounted for 79.3 percent revenue earnings in the month under review,” Mr Musepa said during a vir-
tual press briefing in Lusaka. Mr Musepa also said Non-Traditional Export (NTE) earnings decreased by 9.1 percent to K3.4 billion in December, 2020 from K3.7 billion in November, 2020. $70bn needed for Africa clean energy By BUUMBA CHIMBULU AFRICA requires approximately US$70 billion in annual investment in renewables until 2030 to implement a clean energy transition. This is according to a report launched by the Africa Oil and Power (AOP) dubbed ‘Africa Energy Series: Africa Renewables 2021 digital report.’ The report identifies the government targets, largescale projects and strategic opportunities shaping renewable development across the continent. It also outlines pan-African investment opportunities in clean energy development, on the back of global initiatives that call for an increasingly decarbonized energy sector. According to the report, the continent must target a diversified energy mix that will curb emissions without cutting off the pathway to economic growth for African nations with natural gas reserves. “As countries continue to shift towards climate-friendly energy production, hydrogen has emerged as a key fuel source. In fact, hydrogen production is expected to rise to 300 million metric tons by 2030, a substantial
increase from just 60 million metric tons in 2018. “Whether produced via renewable electricity or carbon capture and storage (CCS), hydrogen can significantly decarbonize high-polluting industries and be potentially transformative for developing countries seeking sustainable energy supplies that remain aligned with global climate goals,” the report said. With a total power generation potential of approximately 1,475 Giga Watts from renewables, Africa could - in theory – achieve energy security through the development of its own resources in exclusion. The report however said renewable resources remained significantly underdeveloped and difficult to cultivate into the stable energy supply needed to meet rising energy demand on the continent, as they are often located away from large population centres and not available on demand. “The development of green hydrogen energy, therefore, could emerge as a widely deployable solution that could mitigate seasonal variability associated with renewables, while maximising renewable use in domestic energy systems,” the report said.
Monetary policy rate increase predicted By BUUMBA CHIMBULU THE Bank of Zambia (BoZ) could increase the monetary policy rate currently at eight percent in the next sitting owing to the persistent rise in inflation. Inflation rate for this month accelerated for the fifth straight month to 25.6 percent due to soaring prices. Widening inflation sending yields underwater is usually a sign of a soon coming curve correction if the central bank has to move in make assets attractive to investors. This is according to the Kwacha Arbitrageur magazine. The Magazine anticipated that the increase in the monetary policy rate would be to curb the interest rates which may go up. “Barely a month to the first rate decision meeting of the year 2021, the signs in the sky point to a benchmark interest rate hikes given pressure on
interest and exchange rate. “Exchange rate risks have still persisted in the Zambian market space with widening backlogs causing strife in economic activity especially the Oil Marketing Companies that struggle with petroleum procurement causing shortages,” the Magazine said. The Magazine recalled that the policy rate was exceptionally lowered to 8.0 percent the lowest ever since the Basis Policy Rate started being tracked in 2012.
It explained that the rate was cut because the BoZ needed to absorb Covid-19 induced credit risk by making credit obligation ease 350bps in total in a disease pandemic year. “That explains why the regulator hard a difficult time sealing the lead on depreciation of the currency in extraordinary times. Government considering expansion of export market to DRC GOVERNMENT is considering options of expanding Zambia’s export markets to other regions of the Democratic Republic of Congo other than Lubumbashi. Luapula Province Minister Mr. Chilangwa who led a delegation of Ministers and technocrats on a bilateral engagement with the DRC in Kinshasa says there is also need to exploit a yawning market of Zambian goods and products in Kinshasa instead of just focusing on Lubumbashi. He said this when he, Housing and Infrastructure Development Minister Vincent Mwale and Water Development, Sanitation and Environmental Protection Minister Raphael Nakachinda toured one of Kinshasa’s city market one the most popular supermarkets. Mr. Chilangwa says the tour of the supermarket was aimed at sampling the pricing structure of goods and products that Zambia produces for exports. He is however shocked that despite the DRC being one of Zambia’s largest consumer markets there is no single Zambians product on the shelves in the sampled supermarkets in Kinshasa. The minister said the delegation will be escalating the proposal to consider airfreight services for the shipment of goods directly to Kinshasa adding that the mode is being used between Lubumbashi and the capital city.
“My colleagues (Ministers Vincent Mwale and Raphael Nakachinda) and I came here (City Market) to sample the prices of various goods and products. For example would you believe that a kilogram of goat meat is about USD25 while a pack of tomatoes is about USD18. The goods are priced in such a way that you can’t resist this trading opportunity. This is interesting. We have all those agricultural products that we can introduce to Kinshasa,” said Mr. Chilangwa. “What is surprising is that despite the goods stocked here being from all over the world, there is no single product from Zambia? We have sugar, rice, enough beef, goat meat, mealie meal and many more and there are about 13 million people in Kinshasa alone who want to eat. Let’s not just focus on Lubumbashi; we can trade with Kinshasa too,” he said. And Mr. Mwale said the construction of the Kasomeno Mwenda toll road and Luapula Bridge will be an enabler of more trade between Zambia and the DRC as both small scale and large scale industries will have more access to the market by road. Meanwhile, Mr. Nakachinda is satisfied with initial negotiations on the possibilities of establishing the Luapula River Authority. By SANFROSSA MANYINDA HIEVES are now targeting Chiwempala market, the biggest market in Chingola, breaking shops and hauling goods and money in the dead of the night. According to some shop owners, the most targeted items are cell phones, computer accessories and hard cash. The marketeers have called for heightened security to stop the store-breaking that they said happened almost every month. One of the shop owners, Mr Mathew Mulenga, co-proprietor of Ben Mathews Investments said thieves got away with mobile cell phones worth about K147, 000 and about K 10, 000 cash which was safe in the shop. Mr Mulenga said the breaking of the shop he owned with his brother Ben took place last weekend between 23:00 hours and 02:00 hours. "We found the lock broken and items missing from the shop on Sunday morning after receiving a tip off by the eye witness who were at the scene around 02:30 hours. "We reported the matter to the police who also visited the scene and upto now we are told investigations are still going on," Mr Mulenga said. Another shop owner, Ms Monica Chama, whose shop was raided by thieves last month questioned what the local authority was doing to ensure that security was restored at the market. Mr Mungulube said the youth empowerment programme which was launched by President Edgar Lungu in August last year is an opportunity for youths to apply and engage in productive ventures. He urged young people to make use of the empowerment programme instead of being used to carry out violent activities in exchange for money. Mr Mungulube was speaking in Mufulira. “We encourage youths not to engage in any form of violence this election year because there is empowerment to keep them productive,” Mr Mungulube stated. Mr Mungulube said it was up to the youths to utilise the youth empowerment programme to improve their lives because Government has [played its part. He said there were some politicians that were planning to use the youths to foment violence especially during campaigns. THE Copperbelt Taxi Drivers Association (CTDA) has described as unnecessary for some taxi operators to hike fares, citing the shortage of fuel. CTDA secretary general, Sydney Chileshe, said it was unnecessary because the situation was slowly getting back to normal as per Government assurance. Mr Chileshe therefore said the association
would not think of hiking the fares without approval from the government. Mr Chileshe said in an interview in Kitwe that members of the association could only do that after receiving a go ahead from Government. As an association, we will continue working with the government of the day and will always follow its guidance. Hiking fares is unnecessary because the situation has improved in almost all the areas,” he said. Mr Chileshe explained that the association
gave a strict directive to members against the act as it would go against the rules of the association. He added that he inspected other districts in the province and realised that the situation was better than it was a few days ago. Mr Chileshe advised motorists to serve the interests of the people and not rush in making decisions which he described as illegal.

There will be no rallies as we know them. There will be no more large gatherings as we know them. Covid-19 has not only changed our lifestyles, its equally altered politics and its practice thereof. To my beloved Patriotic Front, there will be less gatherings or rallies for President Edgar Lungu to launder unsaleable candidates. Our leaders in the party’s central committee must be cognisant of the realities on the ground in each constituency and do what is right - give the people the representatives they want. By all means, it must avoid imposing candidates like it did in several constituencies in 2016 when we witnessed so many independent candidates who were PF members. We saw big names tumbling in the 2016 election because the central committee did not listen to the ground. Let me also submit that President Lungu would have beaten HH by a wider margin had we gone with the right candidates in those constituencies. Let’s face it - playing big names even when they were not on the ground narrowed the gap between our President and the UPND leader. The selection of unpopular parliamentary candidates in 2016 ate into our Presidential vote - this is my submission and I stand to be corrected. The habit of imposing candidates on constituencies must remain with 2016. We must ask ourselves the implications of imposing candidates in Mpika Central, Kanchibiya, Nakonde, Mufulira Central, Lundazi Central etc - clearly we do not need to see independent candidates in these constituencies. We all know what is on the ground and let us not bury our heads in the sand. Starting tomorrow, I will tell you the only three MPs safe in Muchinga Province. Dear Editor, THE Zambian Roads and Highway Safety Group has noted with dismay the continued deterioration of the Lusaka Tokyo Ring Road despite this road being less than 10 years old. The Group notes that despite this deterioration, there are no attempts to work on this road by the Roads Development Agency. The Tokyo Ring Road is sunken in many places and has numerous potholes that are now making it unsafe to drive on this road, especially at night when visibility is poor. To make matters worse, this bad

Why vote for Charles Chanda of UPPZ? Dear Editor, WHILE great progress has been made by our country since independence, it is still facing numerous challenges. The leaders have paid a deaf ear to this serious cancer as we see corruption and nepotism in all institutions in the country. For a long time, our economy has been dependent on copper which is a diminishing asset, and little attention given to the manufacturing industry while little attention has been given to the agricultural sector. What is being realised from the mines is not enough considering the unfavourable taxation system that favours the multinational companies and hence Zambians cannot compete and own mines. The external shocks experienced in the world copper prices have affected the country. As a result, people are heavily taxed which leaves them
with nothing in the pockets. The prices of commodities have been skyrocketing caused mainly by the depreciation of the Kwacha against major currencies. The business environment has been affected by high interest rates and hence both domestic and foreign businesses opt to borrow from outside the country. This affects growth of the businesses especially small-scale and medium enterprise. As a result, some businesses have closed down. Since businesses create employment, the unfavourable business environment in Zambia means very few companies and hence leaving a big portion of the population unemployed, especially the youth. The very few surviving industries and businesses have been affected by serious power outages due to load-shedding and unfavourable economic environment. As a result, production and operations have become low and this has led to some industries
and businesses closing down and hence people losing employment where they get the muchneeded income to support their families and contribute to government through tax. The country has been contracting uncoordinated debt with no clear plan to invest or pay back. Poverty levels are still high especially in the rural areas and can be as high as 81 percent in some provinces. The average basic needs and nutrition basket for a family is over K7, 000, and yet very few people get that money as monthly salary in Zambia. Zambians are just surviving by the Grace of God especially the poor who live on less than a dollar in a day. Over 75 percent of our population are youths but these have not been well catered for. PF youths cane UPND over campaign claims By ANDREW MUKOMA THE PF youths in Southern Province have dismissed opposition UPND's accusation that the ruling party through President Edgar Lungu has launched an early campaign disguised as working visits to various parts of the country. PF Provincial Information and Public Secretary, Paul Silungwe, described the UPND's claim as baseless and false. On Tuesday, UPND's Provincial Information and Publicity Secretary Neto Halwabala issued a statement indicating that the Head of State's working visits were campaign tactics and not inspecting Government projects. Mr Halwabala said that President Lungu and Cabinet Ministers' working visits to Government projects were disadvantaging the opposition. But Mr Silungwe said that the UPND should not cry foul because President Edgar Lungu was merely checking on development projects which the PF promised the citizens during the 2016 campaigns. He told the Daily Nation in an interview that the UPND should not complain as though it was the only opposition political party in the country. Mr Silungwe said that the working visits should not be perceived as an early campaign as being insinuated by the opposition political party. Civic Education On today’s pupil’s forum in Civic Education, will look at a topic:Zambia’s Legal System. This topic will focus on Law, Elements of good legal system and sources of Zambian law. This topic is at grade eleven (11) level of the Zambian curriculum. At the end of this discussion, learners will be required to answer questions.
Zambia’s Legal System The Law • The Law is a set of rules, which a society develops for itself to control the behaviour of its members to one another. • It also includes the meting out of punishment to members of society that do not abide by the rules and the awarding of compensation to people who have been wronged. • Without law, society as we know it would be impossible because freedom without boundaries results in anarchy, which means total confusion. From the time that human beings are born, their lives, safety, health and peace are controlled by law.
Elements of a good legal system A good legal system is one that serves members of its society fairly without violating their rights. There are six core elements that should be present in a good legal system. A good legal system has to be: • Simple (Uncomplicated) A law has to be written in a language that can be easily understood by a large section of society. The form of language and the level of difficulty should suit the needs of the majority of citizens. • Comprehensive (Inclusive) It should not leave gaps but attempt to cover all possible areas of dispute, concern or debate. It should anticipate future problems and include them in the laws. It should not be constantly formulating new laws as wrongful acts take place. • Certain (Definite) Citizens ought to know clearly what is prohibited by law. A law should not be so ambiguous or vague that it is only fully understood and interpreted by a small number of people in society. It should therefore be documented so that it is possible to refer to it and that it should be clear to everyone who consults it. • Accessible (Obtainable) It should be readily available to members of the public. This means that it should also be affordable. If citizens come into conflict with the law, they should be able to afford legal representation. Similarly, a wronged person should be able to readily access legal means of having their problem dealt with. If the legal system is not affordable, then it excludes a large number of people. • Flexible (Adaptable) Laws have to keep up with social change and therefore, they should change with time. If a type of dispute
which was not there previously comes up, the law should change to take care of any new challenge. If it does not, then it is rejecting change. A good law should not reject change.
c) Delegated or Subsidiary Legislation • Delegated or subsidiary legislation are laws delegated to the Executive wing of the government to make as provided for in an act of parliament.
• Moral Values (Ethical) The law should be based on the moral values of society. If laws do not reflect society’s core values, citizens are unlikely to respect and uphold it.
• The law recognized that it would not be possible for parliament to make all laws.
Sources of Law in Zambia Sources of law are the starting point to refer to in order to find what the law says when one is faced with a legal problem. Zambia has a dual legal system and relies on the English Law and African Customary Law. i. English Law Sources • Common Law is one of the Laws that Zambia has adopted. Common Law is the Law that started from customs that were common to all parts of England. • England applied this Common Law to its colonies such as Zambia and after independence this became part of the sources of law of the Zambian legal system. ii. Legislation Legislation or statutes is the largest source of law in Zambia. These are laws enacted by parliament. All powers to make laws are vested in parliament. There are three types of laws made by legislation. a) The Constitution • The Constitution is the Supreme Law of the land. Article 1 Paragraph 3 of the 1996 Amended Zambian Constitution states out its supremacy. • It states, This Constitution is the Supreme Law of Zambia and if any other law is inconsistency of this law, that other law will be declared void. • This implies that if any law does not conform to the Constitution, then that law becomes invalid b) Acts of Parliament • Acts of Parliament are laws made through bills passed by the National Assembly and assented by the President. • The process begins with the presentation of a bill in the National Assembly and passes through three Reading Stages before being sent to the President to either veto or withhold his or assent. • If he/she assents, the bill is gazetted and becomes law. • If the President does not sign, the bill is sent back to the National Assembly. • The National Assembly can either debate further or make changes or it can send back to the President in its original form. • When this happens, the President has 21 days in which to either assent or dissolve Parliament to pave way for fresh elections.
• Parliament has allowed government ministers to make laws. For example, the Education Act allows the Minister of Education, through consultations to issue government circulars that become law. iii. Case Law • This is the second largest source of law in Zambia. • It is also known as Law Reports or Judicial Precedent. • This is when, in disposing of a case, the court refers to how a similar case was decided upon by a superior court. • In Zambia, superior courts are the Supreme Court, the Constitutional Court, the High Court and the Industrial Relations Court. • The High Court and the Industrial Relations Court are at the same level, the difference is in the type of matters they handle. • The High Court handles criminal and civil cases while the Industrial Relations Court handles employment or labour disputes. The four courts handle appeal cases and are therefore known as appellant courts. • The Magistrate Courts and the Local Courts are lower courts. • The decisions of the appellant courts are reported in the Zambia Law Reports.

For example, if a court is about to hear a case involving a Lamba customary law, it could invite a Lamba person of suitable character and social status to sit as an assessor for that particular case only.
v. Customary Law • Customary Law is derived from custom, which is the practice of doing things in society. • These practices differ from the ones in Statutory Instruments because they are not written and not codified.
• The advice of assessors is given in open court so that everyone can hear it and that the persons concerned shall be able to respond or bring evidence on matters after such advice is given.
• Before Zambia was colonised, the indigenous people were using their customs, most of which have been in use from prehistoric times, as their law. • For a custom to be recognised and enforced by the courts as law, it must be in existence for a long time, sometimes over centuries and it must be freely accepted by most citizens for it to be binding on them.

MR and Mrs Banda have been married for 17 years with five children. They once went to see the gynaecology doctor some months ago at UTH to discuss some of the contraceptive methods they can use. However the doctor had discussed with the couple different methods and their side effects. They then went on and discussed with the doctor that they have enough children and they wouldn’t want to have one again, the couple decide to go home and think about the contraceptive methods they would prefer. Few weeks later the couple had decided to do a vasectomy.

Introduction
Vasectomy is a surgical procedure for male sterilisation or permanent contraception, during the procedure, the male vasa deferentia are cut and tied or sealed so as to prevent fertilisation of female through sexual intercourse. The first recorded vasectomy was performed on a dog in 1823. A short time after that R Harrison of London performed the first human vasectomy. However, the surgery was done not for sterilisation purposes but to bring about atrophy of the prostate. Then in 1954 vasectomy began to be regarded as a method of consensual birth control. This paper will highlight the procedure of a vasectomy, its complication and also the indication and contraindication.
PREOPERATIVE EVALUATION
It is recommended that a faceto-face consultation take place with the patient before planning the vasectomy. It is beneficial for the patient’s partner to be present, although this is not required. An appropriate medical history should be taken, focusing on his reproductive history. Patients should also be questioned about bleeding tendencies and anticoagulant use as per routine preoperative workup. If there is suspicion of coagulopathy, coagulation tests may be necessary; otherwise, preoperative blood work is not needed. A physical examination of the

The following points should be addressed at the preoperative visit that is Alternatives to vasectomy, Risk of infection or hematoma (1 percent–2 percent) of patients, Risk of chronic scrotal pain (1 percent–3 percent) patient must be aware to refrain from ejaculation for a week after the procedure. Vasectomy is considered a permanent procedure. It does not produce immediate sterility; another form of contraception is required after the procedure until vasectomy success is confirmed by semen analysis, patient must be aware of early vasectomy failure. Certain patients may require intravenous sedation or general anaesthesia if they cannot tolerate the procedure or if the vas is particularly difficult to isolate. Oral sedation in the form of a benzodiazepine (eg, diazepam) is offered by some clinicians to decrease anxiety and help in relaxing the patient. Lidocaine or bupivacaine without epinephrine are typically the local anaesthetic agent of choice, and are injected using a small needle (eg, 25 gauge or smaller) to reduce patient discomfort. Some clinicians apply an anaesthetic cream to the skin before the needle stick, although it is unclear whether this significantly decreases pain.
VAS ISOLATION
Vasectomy is performed in two distinct steps: delivering and exposing the vas deferens out of the scrotum (vas isolation) and occluding the vas. Before the introduction of the no-scalpel technique, vas isolation was performed using the conventional technique, which used a larger incision and involved more dissection without special instruments. The no-scalpel vasectomy was first described in China in 1974. (Li S et al 1992). The no-scalpel technique has been found to have shorter operative times and to decrease the rate of hematomas, infections, and pain during the procedure. Standard of care is to perform a no scalpel technique or a variation of such that remains minimally invasive. According to Dr Li Shunqiang, he divided no-scalpel vasectomy into steps as follows

Close the vas dissector and puncture the skin and vas sheath. Spread to make a small opening in the skin, exposing the bare anterior wall of the vas. Puncture the vas with one tip of the vas dissector. - Use supination motion to deliver a loop of vas above the skin opening while simultaneously releasing the vas ring clamp with the other hand. - Regrasp the vas with the vas ring clamp. Use vas dissector to gently strip the sheath and vasal vessels away from the vas, yielding a clean segment of vas - Divide the vas, with or without excision of a vas segment, and occlude the lumen per physician’s preference Via same puncture hole, fix opposite vas in ring clamp and repeat steps -Leave puncture hole unsutured except in rare cases requiring closure.
VAS DIVISION
Once a loop of bare vas deferens is outside of the wound, it is then divided with scissors. With a traditional vasectomy, a segment of vas is then excised. The optimal length of vas to excise, if any, should be left up to the surgeon. Excising a long (>2 cm) segment of vas may decrease the chance of recanalisation, (Edwards IS at al 2002) but will also require more dissection
along the spermatic cord, increase complications, and make vasectomy reversal more challenging and less successful. According to Practice Committee of the American Society, the author believe that if a segment of vas is excised, it should not exceed 1 to 2 cm in length. According to Matthew Det al 2013. If a segment of vas is excised, sending the excised segments for histologic examination is not necessary. The measure of vasectomy success is determined by the results of the post vasectomy semen analysis (PVSA) rather than confirming vasal tissue on histologic evaluation. Despite this, some surgeons continue this practice because they find it useful to confirm vasal excision, and also out of fear of litigation in the case of a postvasectomy pregnancy.
VAS OCCLUSION
According to Matthew Det al 2013 Vasectomy success can be measured by either azoospermia on PVSA or absence of pregnancy after vasectomy. In terms of achieving vasectomy success, the most important step comes after division of the vas and occlusion of the vas. There are several vasocclusion techniques, including intraluminal cautery of one or both ends, ligation with suture, occlusion with clips, fascial interposition, and any combination of these. Review of the literature reveals many studies examining each of these techniques, yet it is difficult to conclude which occlusion method is superior, owing to study flaws and lack of uniformity in terms of patient follow-up and measurement of success. Several methods of vas occlusion have
been identified. (Matthew Det al 2013) Intr aluminal cautery, or mucosal cautery, is performed by applying thermal cautery or low-voltage electrical cautery with a needle tip within the lumen of the vas. It is unclear as to what length of cauterized mucosa is required to create occlusion, but most surgeons cauterize between 5 and 15 mm of vas lumen. The goal is to destroy only the mucosal layer, which then scars to create a plug in the lumen. Avoiding thermal injury to the muscular layer prevents complete sloughing of the cauterized vas segment, which could potentially allow recanalization. to (Matthew Det al 2013) When mucosal cautery is applied to both the abdominal and testicular ends of the divided vas deferens without using less than 1 percent.18–20 Fascial interposition has become a commonly used technique, because when used with other methods of occlusion it decreases vasectomy failure rates.(Sokal D et al 2004). The goal is to separate the two newly divided ends of the vas to reduce the chance of recanalization. To do so, a layer of vas sheath is placed between the two ends of the vas as a tissue barrier with the help of one or two absorbable sutures The fascial layer can be placed over the abdominal or the testicular end. When fascial interposition is combined with mucosal cautery of both ends of the divided vas, failure rates are less than one percent.
COMPLICATIONS
Complications of infection and hematoma are uncommon using minimally invasive vas isolation, with the rate somewhere on the order of one to two percent.
As discussed earlier, the risk of these complications is less with the minimally invasive techniques than with conventional open vasectomy. There are rare reports of Fournier gangrene occurring postoperatively, one case of which resulted in death. (Kendrick JS et al 1987) Debilitating chronic scrotal pain may occur in men immediately or years following their vasectomy and is sometimes referred to as post vasectomy pain syndrome. In some cases, the pain may be severe enough to adversely affect the quality of life. (Matthew Det al 2013) According to McMahon AJ et al, Patients should be warned of this risk before proceeding with surgery. Various studies differ in the reported rate of post vasectomy pain. The only comparative study showed that six percent of a group of 101 vasectomised men had pain severe enough to seek medical attention, compared with two percent of no vasectomised men. Leslie and colleagues found in a prospective audit that among 593 vasectomised men, 0.9 percent described a pain that affected their quality of life at seven months postoperatively. Two questionnaire-based retrospective studies with followup over four years revealed pain affecting quality of life in 2.2 percent of men in one study, and five percent in the other. Therefore, during the informed consent process each patient should be aware of the small risk of chronic scrotal pain, which appears to be around one to three percent. Contraindication of vasectomy Anatomical abnormality such as the inability to palpate and mobilise both vas deferens or large hydroceles or varicoceles, post Trauma and scarring of the scrotum and also acute local scrotal skin infection. Indication of Vasectomy Vasectomy is indicated for any fully informed man who does not want to father any children or any additional children and who desire an inexpensive outpatient method of voluntary permanent surgical sterilisation.
Conclusion Vasectomy has proved to be a safe and effective form of sterilisation. It is underutilised in comparison with tubal ligation, even though vasectomy is simpler, faster, safer, and less expensive. The preoperative visit prior to vasectomy is important for discussion of expectations and risks, including the less than one percent risk of vasectomy failure and the need for contraception after the procedure until the PVSA shows successful vas occlusion. The no-scalpel vasectomy technique of vas isolation and its minimally invasive variations have decreased the complication rates for vasectomy. HARARE - Zimbabwean miners are fretting over amendments to ownership laws that seem to be reintroducing the country’s controversial indigenisation laws on the mining sector. Zimbabwe scrapped its controversial empowerment laws in 2018 and allowed foreigners to hold up to 100 percent ownership including in the mining sector. Only platinum and diamond mining remained a preserve for locals with foreign ownership only allowed for a 41 percent stake. Promises were, however, made that the two sectors would also be opened for increased foreign ownership. However, amendments brought through the Finance Act 2021 seem to have reintroduced indigenisation to the entire mining sector. Section 3 (1) following the amendments in the Finance Act 2021 now reads: “The State shall, by this Act, or through regulations under this Act or any other law secure that at least fifty-one per centum of the shares or other ownership interest of every designated extractive business, that is to say a company, entity or business involved in the extraction of such mineral as may be prescribed by the Minister in consultation with the Minister responsible for Mines and the Minister responsible for Finance shall be owned through an appropriate designated entity (with or without the participation

Arrested Tigray leaders appear in Ethiopian court ADDIS ABABA - More than 15 members of the former ruling party in Ethiopia’s Tigray state have appeared in court. They include a founding member of the Tigray People’s Liberation Front (TPLF), a former head of the state and a former speaker of the country’s upper house of parliament. They were arrested earlier this month following a short but bloody conflict between the TPLF and the Ethiopian federal army. AU secures additional 400m vaccine doses ADDIS ABABA - The African Union has secured an additional 400 million doses of Covid-19 vaccines for its members, the Africa Centres for Disease Control and Prevention (Africa CDC) said on Thursday. This comes on top of an earlier announcement by the AU that it had secured 270 million vaccine doses. Most African countries have not begun vaccinating their populations, lacking the financial means to buy the drugs which have largely been scooped up by developed countries. “An additional 400 million doses of vaccines have been secured from the Serum Institute of India,” Africa CDC director John Nkengasong told a press conference. “If you add 400 million doses to the 270 million doses, I think we are beginning to make very, very good progress.” Added to these figures are doses that are being committed to African countries via Covax, the globally-pooled vaccine procurement and distribution effort. The Serum Institute of India is producing a vaccine using the Oxford-AstraZeneca formula, under the name of Covishield, for India and other developing countries. 15 YEARS IN: KAPATA TOUTS AT CHALLENGES, SUCCESSES …as she looks at her performance since 2006 as MP
By SIMON MUNTEMBA MANDEVU Constituency Member of Parliament, Jean Kapata looked back in an interview with the Daily Nation at some of the issues she has faced during her three terms - the biggest challenges and successes since being elected 15 years ago. The undisputed queen of Mandevu has held the seat from 2006, taking over from Patricia Nawa who held it under the Forum for Democracy and Development ticket. She won the seat after contesting the 2006 general election under the Patriotic Front (PF) ticket with a landslide margin. Since then, Ms Kapata who is also Minister of Lands, Natural Resources and Environmental Protection has commandingly held the Mandevu seat and hardly gives the impression of someone about to exit the stage. Ms Kapata worked as a theatre nurse prior to being elected to represent the people of Mandevu constituency. She was re-elected in 2011 and 2016. She served as deputy Minister of Community Development, Mother and Child Health. In 2014, Ms Kapata was appointed by late President Michael Sata as Minister for Tourism and Arts. For all her commanding stance, she however still deals with voices of dissent over the challenge of delivering social services in her densely populated constituency with issues of poor road network, security, sanitation and health which are still a challenge, like in most constituencies in Zambia. Mandevu Constituency is unique as it boasts of a huge population touching base with some of the most crowded townships. Uniquely so because of the pattern of classes of people living there; some from low density populated areas, (planned), medium populated areas (planned) and highdensity populated areas (unplanned). Reflecting on her life as a parliamentarian, Ms Kapata said, “it has really been an honour for me to represent and serve the people of my constituency. Even before I became cabinet Minister, my constituents were the ones who entrusted me with the responsibility to represent them. Therefore, today I say thank you to all the residents of Mandevu constituency for continuing to energise and motivate me to serve as your representative.

Others are Kaleya Road- a road from Chipata compound to Kabanana site and service, Kabanana/Chazanga Road, Chipata Clinic/Kabanana site and service up to Chola Bathu, road from Shakas via to SOS Kabanana area, Mpulungu Road, Olympia Extension, Akashambatwa, Mugoti and Lusiwasi Roads, etc. She also said the construction of Chaisa police post has reached above window level and breaking ground of Kalundu police post in Mulungushi Ward 18, 38 roads have been done in all the seven wards but in three wards 21, 22, 23 they are yet to benefit more until the rain season is over. However, Ms Kapata said in 2016 and 2017 there was no CDF to supplement government efforts.
Looking to the future
When it comes to what is next, Ms Kapata said she and the PF will continue to deliver the much needed development to the Zambians. She said the next projects to be done will be among others; the road along Ngwerere Stream from Kasangula Bridge going southwards and the MauzaChazanga Market Road.
