INFAMOUS 48 HOUSES TANZANIAN OWNER DISCONTINUES CASE T By GRACE CHAILE –LESOETSA

HE infamous 48 Chalala houses in Lusaka case has taken a shocking twist with the Tanzanian businessman Uziel Bashire, who claims to own the properties, discontinuing the matter. This is a matter where Norway–based Bashire, his cousin Zuberi Bigawa and Mr Loyana, a senior accountant at the Ministry of Finance, have sued the Anti-Corruption Commission (ACC) in the Lusaka High Court for seizing their property. The trio commenced court proceedings against the ACC last November. But yesterday Mr Bashire and others filed a notice of discontinuance of the matter. “Take notice that the plaintiffs herein being desirous to discontinue this suit in whole against the defendant (ACC) have this day of the notice discontinued the matter,” read

By SIMON MUNTEMBA IT is extremely wishful thinking for UPND president Hakainde Hichilema to promise that he will reverse the Cyber Security and Cyber Crimes law once he gets into power because he will never form Government anytime soon, Home Affairs Minister Stephen Kampyongo has said. Mr Kampyongo has meanwhile urged law enforcement agencies to pin down individuals behind the notorious faceless online media pages that were spewing hatred, insults and innuendoes against innocent citizens. Last week, Mr Hichilema announced that he had set the repealing of Cyber Security and

the notice. The trio wanted a declaration that the notice issued pursuant to the ACC directed to Mr Loyana and other individuals regarding properties, no longer has effect in light of the rightful owner claiming the properties. They sought a declaration that the arbitrary seizure and continuation of holding on of the properties was unlawful and illegal. Mr Bashire and two others wanted an order for ACC to account and pay to Mr Bashire all the income received as rentals from the date of the seizure to the date of the order and or in the alternative mean profits. But ACC contended that Mr Bashire was not the owner of the properties as he did not have the capacity to own land in Zambia. It submitted that it followed the procedure of forfeiting the properties in dispute to the State. It said Mr Loyana told the ACC that he owned only

two properties and denied having bought any property from Lombe Bwalya and Associates. ACC also stated that despite Mr Loyana claiming to be the owner of the 48 houses, he did not challenge the forfeiture proceedings, despite being served with the notice of intention to have the properties forfeited to the State. ACC argued that there was no record of either Mr Bashire or Mr Bigawa being granted an investment permit to

enable them invest in Zambia. ACC stated that the Power of Attorney also does not state that upon purchase, Mr Loyana would own and possess the properties. According to the ACC, since the proclaimed owner of the infamous houses in Chalala area was challenging the decision making process in seizing the property, then the matter ought to have been commenced by way of judicial review and not through a writ of summons.

HH ‘day-dreaming’ over cyber law Cyber Crime law as his top priority once he wins the August 12 presidential election. But in an interview yesterday, Mr Kampyongo described Mr Hichilema’s hopes of reversing the Cyber Security and Cyber Crimes law as wishful thinking. He said people who should be worried about the law were those who were behind the notorious platforms like Koswe and Watchdog that had been writing libelous articles and hate speech against innocent people. “It is interesting that UPND whose members have invested heavily in these

notorious propaganda social media platforms such as the Koswe and Watchdogs are the ones who are crying foul. They know that their days are numbered. “And it is extremely wishful thinking that they will come and repeal the law when they form government, a government they will not even form anytime soon,” Mr Kampyongo said. He stressed that that the law was purely intended to protect citizens and not suppress their liberties. Meanwhile, Mr Kampyongo said law enforcers should not wait for the establishment of the Cyber

Security Authority and inspectors to implement the cyber security law. He said law enforcement officers should straight away bring sanity to the cyber space now that the provision of the law gives them power to pin down culprits. Mr Kampyongo said: “This enforcement is not only limited to the creation of the authority, the law can be enforced once published.” He said the ministry would soon engage the Ministry of Transport and Communications which sponsored the bill to look at the implementation modalities.

SOS roundabout design worries safety groups By NOEL IYOMBWA

THE Road Safety Ambassadors (RSA) and the Zambia Roads and Highway Safety Groups have expressed concern at the increased number of traffic accidents at the SOS roundabout in Lusaka on Great North Road. RSA chief executive officer, Robby Fundi said that the two groups have noted that hardly a week passes without a truck having trouble negotiating the roundabout. He said that from their

joint visit to the roundabout, they discovered that the design of the traffic circle was badly done. “From the onsite visit to the SOS roundabout and the chat with truck drivers found on the scene helping a fellow accident victim, the groups note that the design did not take into consideration the space needed to negotiate the traffic circle by heavy goods trucks and long vehicles. “There is no adequate signage as one approaches the roundabout and the only sign found near

the circle is not placed far enough for truckers to notice and reduce speed. Warning rumps can be placed a few meters to alert drivers on their approach to the roundabout,” he said. Mr Fundi noted that the roundabout was too big while the lanes around the traffic circle were too narrow to accommodate two heavy trucks moving at the recommended speed. Zambia Roads and Highway Safety Group Administrator, Mthoniswa Banda, observed that the lanes on approach to the

roundabout and exit were too sharp, making it hard for trucks and heavy vehicles to safely negotiate the bends. “That the island inside the roundabout needs speed arresters or sand to stop any car or vehicle that over shoots the roundabout “The Road Safety Ambassadors and the Zambia Roads and Highway Safety Groups therefore call on the Road Development Agency and the road constructor to return to the SOS roundabout to remedy the problems associated with this road,” Mr Banda said.

Dr Chanda said Cabinet was satisfied with the right advice that the Ministry of Health has given on acquiring the vaccine because the lives of the people were top priority. He has commended the traditional leadership and the church for supporting the Covid-19 vaccine programme, targeting high-risk persons above the age of 18. “The lives of the Zambian matter to us, right now we have done a lot and I want to commend the health workers who have been there for one year saving the lives of Zambians but we need to do much more through the Covid vaccine to protect the lives,” he said. Cabinet approved the Covid-19 vaccine for Zambia to be implemented in a cautious and phased manner and over eight million people are earmarked to benefit from the vaccine. The vaccine has been acquired through the COVAX facility which is being spearheaded by the United Nations family through the World Health Organisation, UNICEF, and other institutions.

He said clearing of some vehicles could have been delayed because of clearing agent's outstanding arrears with ZRA. Mr Kaemba said forfeiting motor vehicles to the state would be premature before the conclusion of investigations. He said some vehicles were imported on pretext that they were in transit to DRC and other neighbouring countries. Mr Kaemba urged ZRA to always engage the clearing agents and other stakeholders before taking certain decisions. Recently, ZRA issued an amnesty for clearing of unregistered motor vehicles.

POLICE TRYING TO IMPLICATE HH IN HATEMBOS’ ABDUCTION CASE, CLAIMS UPND From page 1

Mr Mweetwa said that the move was aimed at implicating the UPND president in the disappearance of Pheluna and Milton Hatembo. “We believe the detention of the four is in an effort to implicate President Hakainde Hichilema in the matter when police have failed to get Pheluna and Milton Hatembo from where they reside despite being availed with the details,” Mr Mweetwa said. The four have been detained to help with investigations in the alleged abduction of Ms Pheluna Hatembo and her brother Milton who took Mr Hichilema to court over the alleged fraudulent acquisition of farm number 1924 which belonged to

their father. The family has insisted that they never sold the farm to Mr Hichilema. They also questioned the exorbitant fees of K550, 000 charged by the auditing firm Price Waterhouse. The fee has since been reduced to K520, 000 after complaints. Mr Hamanzuka said the fees were competitive and in line with the services they provided. Gwembe oil search still on-going - State By JOHN KOMBE GOVERNMENT through ZCCM-IH is still investigating the presence of oil in Gwembe Valley, says Gwembe District Commissioner Timothy Siakaziba. In an interview, Mr Siakaziba admitted that the investigations had taken long, but noted that the experts were still doing their work to ascertain the presence and quality of the oil. He said that experts from ZCCM-IH visited the area in August last year and took samples for further analysis. He said that geologists took samples from identified sites for further investigations. Chief Sinazongwe of the Gwembe Valley earlier claimed that ZCCM-IH was not doing enough to investigate the discovery of oil in the region. Mr Siakaziba however said Government

was carrying out studies on the matter and findings would be made known to the public once the process was complete. He also revealed that the area also had coal and a mining company, Africa Power Coal Limited was already issued with a licence. Mr Siakaziba said that the company had not yet mobilised. Government, he said, was committed to ensuring that it identified mineral rich areas so as to help improve the economy. Mr Siakaziba noted that such undertakings should be done in a systematic way that would not lead to loss of investment. And ZCCM-IH, public relations officer, Louisa Kakoma, confirmed that the company was still investigating the samples and would avail the findings once the process was complete.

Mwila warns PF cadres cum extortionists

By KETRA KALUNGA

PATRIOTIC Front Secretary-General Davies Mwila has warned party cadres in the habit of extorting money from marketeers and bus drivers to stop their illegal activities. Bus drivers and marketers including those selling along the streets have complained of the extortion from PF cadres who have set up camps and getting money from traders. But Mr Mwila said the PF has not sanctioned any of its members to charge bus drivers and marketeers for operating either in town or townships because it was not the responsibility of the party. He said in an interview

and not the PF cadres. Mr Mwila has directed the party committee to investigate the matter and ensure that the culprits were brought to book. “I will ensure that the committee investigate the matter and we are going to punish the members who are doing that because they don’t have the blessing of the party, “As a party, we have not directed our members to collect money from the marketeers and bus drivers. It is the mandate of the council to collect money from the marketeers and bus drivers,” Mr Mwila said. He said the trend had the potential to dent the image of the ruling party and he would ensure that it was curbed.

paid to them. “What was surprising and shocking was the fact that the forensic audit commissioned by the government was not discussed in any detail. We were informed that the matters were administrative and that the Board had dealt with them.” one of the delegates said. “We expected transparency in detailing the issues in the forensic audit which has not been the case. What is there to hide?” he asked. They queried claims by the chairperson that the issues were mostly administrative and that they were closed by the board. Members want to know what issues were raised in the forensic audit ordered by the Ministry of Finance. Delegates were also surprised by a statement that Saturnia had not been sanctioned for investing in offshore accounts without Government authority when in reality the Fund was fined K2.37 million for externalising US$40 million without authorisation. “This is common knowledge, just as it is common knowledge that there are contentious issues regarding properties held by the Trust which should have been transferred, instead we were told that only three properties had a name

change. What has happened to the 51 properties that were under the Trust?” Meanwhile the meeting was informed that a new Trust Deed and Scheme Rules would be circulated to all participating schemes. There were many issues, he said that delegates wanted information on, including the fact that there were differences between management accounts and Pensions and Insurance Authority Quarter 1 2017 returns. Some delegates also protested delays in delivery of Annual Benefit Statements and queried when the final rate of nine percent for the year ended December 31, 2018 would be applied to members’ accounts. And the Pensions and Insurance Authority has launched investigations into matters raised by members. PIA Communications Manager Doreen Silungwe said they have taken interest in the matter. Ms. Silungwe however said that the PIA has not yet received any complaints from the pension scheme members emanating from the meeting. She said that PIA had given licensed entities including Saturnia to file audited financial statements for the financial year ending December 31, 2020, by tomorrow (March 31, 2021).

VACCINE ROLLOUT ALTHOUGH there have been misgivings from some quarters about the Covid-19 vaccine, we are convinced that Government has been cautious and has not rushed into ordering them without due diligence. There have even been murmurings here and there that Government has delayed to roll out the Covid-19 vaccine programme when other countries in the region have already done so. But lest people’s memories are short, didn’t one of the country’s political leaders in January not say the government should not rush to receive and administer the Covid-19 vaccine before knowing its long term side effects. New Hope MMD president Nevers Mumba in his New Year message, said the government should not take the Covid-19 vaccine until local laboratories and researchers certify that they were safe for Zambians. The Ministry of Health spokesperson Dr Abel Kabalo was however quick to assure the nation that the Covid-19 vaccines had been approved by the World Health Organisation (WHO) to be safe, effective and will save lives. He said it was also Government’s priority to conduct a rigorous scientific review of the available medical evidence to assess the safety of any vaccine before importing it. And this is what the Minister of Health, Dr Jonas Chanda emphasised when he announced the vaccine roll out programme worked out by the government. The AstraZeneca, and subsequently Johnson and Johnson will be the first pillar of initial vaccines to be rolled out under the Covid-19 Vaccine (COVAX) mechanism in Zambia. Dr Chanda said the vaccine programme will be done cautiously on a voluntary basis and in a phased manner on a pilot basis. It is important that the Covid-19 vaccine programme be left to the professionals to handle. After all, no one can deny that it is due to their expertise and dedication that the country has been able to keep the pandemic in check. The acquisition of the Covid vaccines must also be done by the professionals and we are glad that Dr Chanda has stressed that Government will not tolerate sleazy deals in the procurement and management of the Covid-19 vaccine. The minister said President Edgar Lungu has guided that a cautious approach informed by science should be taken in acquiring the vaccine to protect the lives of the people. Dr Chanda said on Sunday that no backyard route would be allowed for the vaccine as Government would ensure transparency and accountability in the acquisition of the vaccine. With the recent experience that the nation went through regarding the mess at the former Medical Stores Limited, the assurance by Dr Chanda is comforting - that the Zambia Medicines and Regulatory Authority (ZAMRA) will check efficacy and safety for all vaccines. Although these vaccines have already been approved by the WHO, they will be subjected to another test for the Zambian environment. It is our hope therefore that Zambians should not pay any attention to traditional doomsayers but go by the vaccine programme rolled out by the government. It is the only way their health will be guaranteed.

He said that traffic officers should not be seen as contributors of traffic jams in the city by mounting road blocks on busy roads. “What we have encouraged our officers is to concentrate on motorised patrols rather than mounting checks because there is a lot of construction works going on. We should not be seen as people who are contributing to traffic jams,” Mr Phiri said. Mr Phiri explained that due to the congestion along Freedomway Road, officers were always deployed to clear way for motorists.

Recently, Commuter Rights of Zambia president, Aaron Kamuti, raised concern over increased random checkpoints by traffic police officers in Lusaka. Mr Kamuti observed that the constant police check points more especially in Lusaka were meaningless and only contributing to congestion. 24 Zamtel towers coming By BUUMBA CHIMBULU in Choma GOVERNMENT has added 24 communication towers to its project which is currently being rolled out countrywide to improve connectivity in Zambia. Transport and Communications Ministry has thus signed a contract with the Zambia Information and Communications Technology (ZICTA) to launch the project for the additional 24 towers. This will add to the 1009 Government Communication Tower project whose management is under Zamtel. The project consisting 24 additional towers will soon be launched, says Transport and Communications Minister, Mutotwe Kafwaya. Mr Kafwaya explained that a contract to roll out the towers had already been signed with ZICTA. He said this yesterday in Choma when launching a communication tower at the Nakeempa Secondary School, bringing a total number of operational towers in Southern Province to 64. “Let me take this opportunity to announce that we are adding 25 towers to the 1009 through universal access with ZICTA. We have already signed the contract and we will soon launch it,” Mr Kafwaya said. He said the 1009 project had recorded a rollout of 775 new sites across the country with a total of 63 new ones being in Southern Province. This, he said, showed the importance which Government attached to ensuring that every region in Zambia had the right support to facilitate economic growth. “There is excitement among the beneficiaries of these towers because it has transformed their lives. Speaking in an interview, Mr. Mwewa said access to nutritious food had been a challenge for the Makasa community after the depletion of fish in the Mulungushi river which has for many years been its only source of fish. “Our aim is to improve nutrition in the rural communities because malnutrition is rife in rural areas so the project aims to address malnutrition challenges and 18 farmers would be supported, “Musika is going to provide fingerlings for the three cages that we have constructed with the capacity of 17 300 fingerlings each and that is a lot of fish for the community and the surrounding areas,” he said.

Mr. Mwewa was optimistic that the outgrower scheme would be replicated to other parts of the country in order to bridge the gap in fish deficit which is currently at about 89 000 tonnes. And Makasa Fish Outgrower director, Royd Makasa, aquaculture has the potential to change the face of the country because of its abundant water bodies. “We are the main suppliers of Tilapia and fingerlings, we breed catfish and we are the only ones producing and supplying catfish in the country,” he said. He said the project was already adding nutritional value to the community which has about 90 percent of female-headed households. The Makasa Fish Out-grower Project director commended Musika for the support given to the project and the government through the ministry of fisheries and livestock for the technical support.

Kansanshi starts jewellery project for girls

Mr Msiska jewellery making businesses or explore the world and work in bigger jewellery factories. “Most of these young women came from the communities, some were sent through the royal establishments because we wanted to ensure that everyone has an equal opportunity,” he added.

Mr Msiska said the mining company was happy to be associated with empowering young women into better and useful citizens. He said the project started with the local market but now aiming for the international market. Mr Msiska added that some people from outside the country had expressed interest in the project. “A lot of people have been buying our jewellery due to the good quality and as a mining company we are so happy to associate ourselves with this project and First Quantum is a global company so we are just aligning ourselves with the philosophy of the group,” he said. Kansanshi Community Foundation Gender Officer, Pamela Chanda, said the mining company attached great importance to women empowerment. “In doing this we have

been working with the Young Women’s Christian Association to get more ideas on how best we can help the young women,” she said. Ms Chanda said the proceeds from the Nsanshi Art project helps YWCA with logistics, as well as the day to day running of the GBV centre, established at the Solwezi General Hospital. Ms Michele Schozlt, a teacher at Nsanshi Art project, said 10 young women were undergoing a two-year course training in jewellery making. Ms Schozlt said they would eventually want to sell their products in curio shops across the country especially at the airports. “We had one order of 30 earrings sent to panama and hope that this could lead to many more export orders,” she said. She said the raw material was pure copper from Kansanshi mine. – ZANIS.

African banks could lose over $48bn to virus rebound risks LONDON - African banks need to improve operating efficiencies and mitigate other risks quickly to avoid a revenue slump of as much as $48 billion (~R721 billion) over the next three years. If risks go unchecked, multiple years of low profitability will likely follow, according to a report by McKinsey. “Lessons from the 2008 economic crisis suggest that, in times of crisis, speed is everything.” Banks must now begin focusing on post-pandemic growth and driving down costs through technology. McKinsey estimates

lenders will need to increase efficiencies in their operations by at least 20 percent to 25 percent to restore returns due to shareholders to pre-crisis levels, it said. The impact of the Covid-19 crisis was less severe on banks across the continent than initially expected as governments took steps to ease strain on businesses and interest rates fell. Lenders that aggressively built reserves to guard against souring loans in nations like South Africa and Kenya may see an improvement in results this year as provisioning levels relax. “It is likely that banks in Morocco and Nigeria may need to further increase provisioning levels in 2021, as the current loan-loss provisions in those countries may not adequately cover the expected increase in bad debts,” McKinsey said. – BLOOMBERG NEWS.

Suez blockage is holding up $9.6bn of goods a day SUEZ CANAL - The stranded Ever Given mega-container ship in the Suez Canal is holding up an estimated $9.6 billion of goods each day, according to shipping data. This works out at $400m an hour in trade along the waterway which is a vital passageway between east and west. Data from shipping expert Lloyd’s List values the canal’s westbound traffic at roughly $5.1bn a day, and eastbound daily traffic at around $4.5bn. Despite efforts to free the ship, it could take weeks to remove experts say. The Ever Given, operated by the Taiwanese company Evergreen Marine, is the length of four football pitches and one of the world’s biggest

container vessels. The 200, 000-tonne ship is capable of carrying 20, 000 containers. Its blockage is causing huge tailbacks of other ships trying to pass through the Suez Canal. The canal, which separates Africa from the Middle East and Asia, is one of the busiest trade routes in the world, with about 12 percent of total global trade moving through it. According to Lloyd’s List tracking data there are more than 160 vessels waiting at either end of the canal. These include 41 bulk carriers and 24 crude tankers. Along with oil, the sea traffic is largely consumer products such as clothing, furniture, manufacturing components and car parts. – BBC.

AIROBI – Kenyans have been told that driving past curfew hours without valid emergency reason could render their vehicle insurance invalid, the Insurance association has said. The Association of Kenya Professional Insurance Agents on Sunday warned motorists to avoid driving past 20 hours. It urged motorists to contact their insurance provider for more information. This comes two days after President Uhuru Kenyatta announced new containment measures to curb the spread

of Covid-19. By Friday, Kenya had hit a positivity rate of 22 percent, and total infection cases increasing steadily. Just when we thought the pandemic was under control, it spiked necessitating another lockdown, taking us back to March last year. When he announced the additional measures aimed at curbing the spread of Covid-19 pandemic, Uhuru admitted that businesses will take a major hit. “Whereas the foregoing measures will have adverse effects on the economy and constrain our usual way of life, the measures are

temporary and necessary to contain the spread of the disease and therefore stop further loss of lives,” said President Kenyatta in his 15th presidential address on coronavirus pandemic on Friday. A number of business activities will be adversely affected by the partial lockdown of five counties of Nairobi, Nakuru, Kiambu, Machakos and Kajiado. Together, these counties control about 38 percent of Kenya’s gross domestic product valued at Sh2.8 trillion, according to data by the Kenya National Bureau of Statistics.

With business hours being reduced after the Head of State revised the dusk-to-dawn curfew from 22 hours to 04 hours to 20 hours to 04 hours in the affected counties, there will be fewer transactions, which will translate into less income by both employers and employees. Some of the businesses that will be directly hit include restaurants and hotels, which have been banned from selling alcohol. – THE STANDARD, Kenya.

Lack of capacity hampers Zim exports HARARE - Low production levels are one of Zimbabwe’s biggest impediments as the economy seeks to expand its exports, Foreign Affairs and International Deputy Minister David Musabayana has said. Deputy Minister Musabayana made these remarks when he addressed garlic farmers in Hwedza. The farmers are working with the country’s export promotion and development agency, ZimTrade, in a bid to boost the production of garlic whose demand on the internationally market has been soaring. It is against this background that Musabayana implored farmers to improve the

quality and quantity of their produce as they seek to lure international markets. Musabayana told the farmers that international markets prefer dealing with suppliers who can sustain production

and meet agreed quotas. “China wanted oranges from us,” said Musabayana, “but then they realised that we don’t have the capacity to meet their huge quotas. “It’s the same thing with

blueberries and indigenous chickens. The only crop that we are doing at a level that can jolt the market is tobacco. So the challenge is on us to boost production and aggregate our produce and get to a level where we can get attention of major markets,” he said. Zimbabwe, through ZimTrade, is working to boost the country’s garlic production through bringing in small holder farmers. President Emmerson Mnangagwa recently said crops with scope for exports have the potential to spur rural industrialisation and give impetus to the march towards an upper middle income economy by 2030. – THE HERALD, Zimbabwe.

learning, algorithms and “the interconnectivity of people and devices.” It is looking for “pioneers” who will “serve SARS’s higher purpose.” “We are growing our own timber but to respond to this calling, we are also looking for 370 highly skilled, experienced, results driven, self-directed leaders and specialists with sound judgment,” SARS said. Among the positions on offer

include a chief data scientist, a chief technology and innovation officer as well as specialists in trust practice, regulatory compliance and leveraged legal products. It is also looking for 200 young graduates in the tax, legal and auditing fields, as well as criminal investigators and forensic auditors. SARS also advertised for SAP specialists, developers, data base administrators and IT security engineers. – BUSINESS INSIDER SA.

SARS advertises hundreds of jobs to boost tax crackdown JOHANNESBURG The SA Revenue Service has advertised 370 jobs as part of its plans to improve its tech capabilities and widen its crackdown on people who are evading tax, especially big earners. Among the new positions is a director who will focus specifically on wealthy South Africans, and specialists with experience in the structuring of “high wealth” individuals’ finances. HH’s opposition to cyber law immoral

Dear Editor, THE wave of cyber nuisance has emerged stronger and in most instances, the hoaxes of deception have succeeded in substituting the truth in preference for a particular concocted narrative. In some instances, innocent social media patrons have found themselves victims of fraudulent transactions, children equally have not been spared. The ruling Patriotic Front had to use its privileged position as the guardian of the citizenry and took proactive steps to enact the law purposefully meant to restore normalcy on the cyber space. President Edgar Lungu who after properly directing his mind did not hesitate to assent it and consequently give it a lease of legal life. To combat social media abuse, Zambians needed to unite across the political divide and ensure that social media misconduct which evidently was the epidemic of our tines as many dignified Zambians have been reduced to the objects of attacks by irresponsible keyboard warriors. The much talked about bill is now law, ours is to make collective efforts for its enforcement.

PF members must defend Lungu Dear editor,

Mr Hichilema

We have learnt that some players have elected to continue politicising the Cyber Security and Cyber Crimes Act even when they did not make efforts to make submissions before the Parliamentary Select Committee that was constituted to scrutinise the legislative process. Among them is UPND president Hakainde Hichilema promising without hesitation to repeal the Act. We are made to ask whether by promising immediate repeal of the law, Mr Hichilema is endorsing circulation of obscene materials, hate speech among other social media ills? Following his fifth time unsuccessful consecutive bid for the Presidency, Mr Hichilema has tried all he could to conceal his real character. However, the fact that he has inborn dictatorial tendencies cannot be concealed in the eyes of the followers of political happenings in the country. In the recent past, I have been his staunch critic on social media and right on his official Facebook page used to offer checks and balances on him. However, Mr. Hichilema has proved to be allergic to criticism. It was with great disappointment that the leader who portrays to be democratic has been blocking critics from commenting on his page. There is no doubt most supporters of President Lungu are victims of cyberbullying for merely sharing their opinion but the absence of a legal framework has made abusers have the field day. This is supposedly done with the view to only remain with those that constantly cheer with whatever he said to undermine President Lungu. The PF sympathisers have not been allowed to constructively engage him via his social media page. It is irresponsible for Mr Hichilema to classify social media ills such as circulation of absence materials, hate speech, cyber bullying, online financial crimes and disguise them as “freedom of expression.” It is immoral for Mr Hichilema to pronise the restoration of the anti-social media behaviour that the bill seeks to suppress. MARVIN CHANDA MBERI, Lusaka.

PORNOGRAPHY: THE TRAGEDY OF ZAMBIA’S POOR READING CULTURE Dear Editor, IN the past two days Facebook has been awash with a lie and misleading article claiming that if anyone has pornographic material on their phone or computer they will be arrested and jailed for five years.

jailed for five years. This is cheap propaganda, trying to hoodwink some gullible citizens to rise against the Cyber Law. The law only targets individuals who participate in the production, circulating and offering of Porn. So if you are

TARGETED INDIVIDUALS The law only targets individuals who participate in the production, circulating and offering of Porn. So if you are not producing or participating in the production, offering and circulation of porn you have nothing to worry about. Only people with criminal intent should be worried about the Cyber Law. As usual, without reading the Act, many Facebookers have gone to town casting aspersions against the Cyber Law without knowing the facts. There is absolutely nowhere in the Cyber Law where the Act states that a person who happens to have pornographic material on his phone or computer will be arrested and

not producing or participating in the production, offering and circulation of porn you have nothing to worry about. Only people with criminal intent should be worried about the Cyber Law. For removal of doubt refer to the law as quoted here: “Part IX Clause 56 Cyber Security and Cyber 8Crimes Act

2021 56. (1) A person shall not produce or participate in the production of pornography using a computer system. (2) A person convicted of an offence under subsection (1) is liable, to a fine not exceeding five hundred thousand penalty units or to imprisonment for a period not exceeding five years, or both. (3) A person who knowingly: (a) Produces pornography for the purpose of its distribution for profit through a computer system commits an offence and is liable on conviction to a fine not exceeding one million penalty units or to imprisonment for a period not exceeding ten years, or to both; and (b) Offers, circulates or makes available, pornography through a computer system commits an offence and is liable on conviction, to a fine not exceeding five hundred thousand penalty units or to imprisonment for a period not exceeding five years, or to both. ANTONIO MOURINHO MWANZA.

IT the duty of every Patriotic Front member to protect Presiden Edgar Lungu from attacks from these predatory opposition leaders with a high track record of losses which has turned them into bitter souls. Yes, we should all be alert and defend the President against these souls who are hell bent on attacking him and the party. Allow me to express my views on the coming August 12 general election, in your newspaper. As we head to the polls on August 12, it’s the responsibility of every PF member to go flat out to campaign for the re-election of President Lungu. This is not time to relax but instead everyone should ensure that the President’s victory is assured by highlighting the various developmental programmes undertaken by the PF Government. While as a party, we have delivered and achieved a lot in almost every sphere, we should remember that we are only remaining with a few months before the presidential election, and therefore should continue preaching the message of development. I want also to remind an encourage PF members and would-be members that take advantage and participate to the ongoing physical voter verification that started yesterday March 29 and ending on April l-2. Let’s all go to the polling station we registered to verify your details. CHRISANTIUS CHANGWEREZA, Aspiring MP for Kanyama constituency.

RELIMINARY interviews in the Patriotic Front (PF) adoption process may not automatically reflect popularity of aspirants because some people are bribing officials, a member of the PF Kitwe mobilisation committee has said. Mr Munalula Moola said some aspiring candidates were coming first during the

constituency and district interviews for the adoption because they were merely buying their way to the top. He said the top party leadership should tighten the adoption process to ensure that only loyal and popular candidates are on the final list. In an interview in Kitwe, Mr Moola said some members

were only popular among the party structures which were interviewing them but were not strong on the ground. He said adopting such kind of candidates could be disastrous. "We need to pick those who are popular on the ground and not those who are popular to the party leadership.

Structures are not the only ones who will vote. Let us not look at faces or relationship in these adoptions," Mr Moola said. He said the Copperbelt mobilisation chairman, Bowman Lusambo, had clearly stated that the party structures must adopt popular candidate and should not fall for candidates

who have money. "We were admonished by Mr Lusambo to put away personal interests and put the interests of the party first. This means that we should pick popular candidates not those promising to give us a lot of money," Mr Moola said. Mr Moola said depending much on the lower party

structures, was calling for pain and crying time because most of them would make good recommendations for certain candidates purely for personal gain. "Come on let us face it, our structures are hungry and untrained. So money is proving to be the only guide they know. We call for a more comprehensive sampling system in coming up with candidates. We pray that Central Committee will do better and make us win," he said.

Scribes’ safety must be guaranteed - NGO By SANFROSSA MANYINDA THE Free Press Initiative (FPI) Zambia has expressed concern about the safety of journalists before, during and after the coming elections. FPI has therefore called on media houses to ensure journalists operate in safe spaces before, during and after the August 12, 2021 general election. FPI founder, Joan Chirwa, said the safety of journalists was of paramount importance, hence the need to take it into serious consideration. Ms Chirwa was speaking in an interview in Kitwe yesterday. “Because of the importance of the upcoming general elections and recent events that pointed to the fact that journalists still come under attack from all kinds of political forces, the FPI with support from Carter Centre has been having round table discussions with the media, political players and the police on the safety of journalists ahead of the August 12 elections,” she said. Ms Chirwa said it was important that media houses to refrain from sending journalists to political assignments where the environment was hostile. She explained that journalists should be kept away from political events where their safety was not guaranteed, stating that there was no story worth a journalist’s life. Ms Chirwa implored media houses to invest in powerful gadgets that journalists could use to capture images at a distance and invest in vests branded “Press” so that media practitioners could be clearly and easily identified. She however noted that this could be beyond the reach of many media houses considering the current economic environment that had been worsened by the Covid-19 pandemic.

South water firm revenue drops By ANDREW MUKOMA

THE Covid-19 outbreak has adversely affected the financial status of the Southern Water and Sanitation Company (SWSCO). SWSCO Managing Director, Gift Monde, said that residential consumers and corporate entities in Southern Province owe SWSCO more than K11 million. Mr Moonde said this when Water Development, Sanitation and Environmental Protection Minister Raphael Nakacinda paid a courtesy call on Livingstone District Commissioner Pascalina Musokotwane at the weekend. As a consequence, Mr Nakacinda urged citizens in to promptly settle their bills with water utility

companies or face massive disconnections. The Minister said water is one of the critical resources in fighting the COVID-19 pandemic. Mr Nakacinda said Government was disappointed that its gesture to temporarily suspend water disconnection was not appreciated, but abused by some citizens. He said Government had realised that the gesture was creating challenges for water utility companies, as the entities were not generating enough revenue for their operations. Mr Nakacinda said that pushing for the disconnection was one way that would help water utility companies generate income for their operations. “Pronouncing that utility companies must not disconnect was like a licence for people not to pay and I think that mentality is wrong and we have to deal with circumstances,” Mr Nakacinda said. And Ms Musokotwane appealed to the minister to intervene in a matter SWSCO had not confirmed employees who had worked as general workers for more than two years.

CONFUSION ENGULFS UPND IN L/STONE

By ANDREW MUKOMA

CONFUSION has erupted in the UPND in Livingstone with members accusing incumbent Member of Parliament Mathews Jere of being unpopular and coercing expulsion of five party officials. Senior party official have alleged that Mr Jere coerced the district leadership led by Mr Christopher Siamwenya to support the expulsion of five officials from Maramba ward for conducting elections in the newly created Simatobolo ward. It has emerged that the leadership that was elected in Simatobolo and that of the constituency did not support Mr Jere’s candidature for readoption and this has not gone well in his camp. Those who were not happy with the Simatobolo elections had written to the Southern Province Committee to declare the elections null and void as it was alleged to be illegal. So far, five Maramba Ward officials, Alvin Mukalanga the ward information a d publicity secretary, Beatrice Sikutambula, trustee, Nelson Muleta, the ward secretary, Ernest Sichinga and John Mulenga, trustee have been expelled from the ward committee. However, the

Mr Jere officials’ expulsion has been linked to insubordination to the party. Further, the expelled officials were being accused of working against the party during the Maramba ward by-election held in January this year. They were alleged to have been selling information and de-campaigning the UPND’s adopted candidate. When contact, Mr Siamwenya refused to

comment. “I have no comment on the matter, Mr Siamwenya quipped. But information has emerged that the five were expelled from the committee for not supporting the re-adoption of the current MP. All expelled members’ letters dated March 10, 2021 were signed by Maramba ward Saturday chairperson Limpo Munthanga 25 April, 2020 and copied to Constituency and District leadership.

COVID RIDDLE …Virus likely jumped from bats to humans via animal, WHO report says

G

ENEVA - An international expert mission to Wuhan has concluded that it was very likely that Covid-19 first passed to humans from a bat through an intermediary animal, while all but ruling out a laboratory leak. The intermediate host hypothesis was deemed "likely to very likely," while the theory that the virus escaped from a lab was seen as "extremely unlikely," according to the long-awaited report, which AFP obtained a copy of yesterday, before the offi-

cial release. The report from the international mission to Wuhan has been keenly anticipated ever since the expert team left China more than a month ago. Delays in the publication of the findings, drafted in collaboration with the team's Chinese counterparts, had been blamed on coordination and translation issues, even as a diplomatic tug-ofwar raged in the background over the report's contents. During a lengthy press conference in Wuhan on February 9 at the end of the mission, the experts and their Chinese

counterparts made clear that they could not yet draw any firm conclusions. But they said they had worked to rank a number of hypotheses according to how likely they were. Experts believe that the SARS-CoV-2 virus that causes the Covid-19 disease originally came from bats. One theory examined was that the virus jumped directly from bats to humans. The final report determined that this scenario was "possible to likely." A more likely scenario, the

11

report found, was that the virus had first jumped from bats to another animal, which in turn infected humans. Meanwhile, the report did not rule out transmission through frozen food - Beijing's favoured theory - since the virus appears to be able survive at freezing temperatures, saying that "introduction via cold/food chain products is considered possible." Finally, the report examined the idea of a lab leak from, for instance, the Wuhan Institute of Virology — a theory promoted by former US president Donald Trump's administration. It pointed to the fact that there was no record of any virus resembling SARS-CoV-2 in any laboratory before December 2019, and stressed high safety levels at the labs in Wuhan. "A laboratory origin of the pandemic was considered to be extremely unlikely," it said. – AFP.

Dozens dead in Moz after islamists’ assault MAPUTO - Dozens of people are dead following an attack by Islamist militants on a town in northern Mozambique, officials say. Hundreds of militants stormed Palma last Wednesday, targeting shops, banks and a military barracks. Seven people were killed trying to escape a siege on a hotel, said Omar Saranga, a spokesperson from the country's defence department. Militants linked to the Islamic State (IS) group are behind the conflict in the pre-

dominantly Muslim region. The fighting has left more than 2, 500 people dead and 700, 000 displaced since the insurgency began in 2017. Hundreds of others, both locals and foreigners, were reportedly rescued from Palma after the attack. Witnesses have described hiding out while waiting to be rescued by boat, on a beach strewn with headless bodies. Marine traffic websites showed a string of vessels around the town, and the

port of Pemba to the south, as people tried to escape by any means - cargo vessels, passenger ships, tugs and recreational boats. Palma is near a major gas project run by the French energy giant Total, and more than 100 workers and civilians took refuge in the town's Amarula Palma hotel. One South African man is known to be among the dead. Adrian Nel was killed trying to escape, his mother Meryl Knox said in an interview. – BBC.

THE DÉJÀ VU OF BURRYING HEADS IN THE SAND

F

OR real though, what can I say now or I even wonder if I should really say something because reality which is as clear as a clear blue sky speaks for itself even louder than I ever can? Obviously, it seems we just don’t understand, we choose not to understand or just don’t mind what happens or what will eventually happen? It is undeniable that most people think Covid-19 is now over, we may not be getting televised public updates as we used to, life seems to have gone back to normal, cases seem to be dropping. But are we safe? I am afraid this is a dangerous course of action we are taking because the consequences are known as we been here before, seen it, done it, felt it, it’s a “deja vu.” Clearly, we have buried our heads in the sand. While, there are some people who literally buried their heads in the sand in Australia recently for some protest, ours is figurative burying which means to ignore or hide from obvious signs of danger. The saying comes from the belief that instead of facing the danger or running away from it an ostrich incorrectly hides its head in a hole in the ground when it sees danger. This attitude benefits no one else but the enemy and our enemy who is capable of taking everyone down, won’t stop claiming lives as long as our heads are buried in the sand. The first strategy under A, “Anticipate” for APA to be effective is to look in the right direction and really accept things for what they are. There is no problem that can ever be solved if we don’t accept it exists. Coronavirus (Covid-19) had not left When the second wave had peaked, most people were saying” Covid-19 was back.” I was like “back from where, had it gone anywhere?” Beloved, Sarscov2, the virus that causes Covid-19 had not gone anywhere, it was so much around. It is

just that people were looking in the opposite direction and laid down the guard giving room for the virus to spread and hence mutate then come back with unfathomable force that has claimed thousands of lives and left survivors with lasting health complications, has shuttered economies and changed people’s lives forever.

Whoever told you corona virus or Covid-19 is over? Please let me remind you that as long as we are still having admissions even one admission is one too many, people are still dying from it. Please, Covid-19 is not over yet, it is still very much around and as deadly as ever.

KENYA ALREADY IN THE 3RD WAVE If you think we are out of the woods yet, just take a look at a country not so far away from us at the eastern cost of Africa, Kenya. There was at one point a report that the country had the pandemic under control with no new cases reported

in a long time, but alas now they seem to be in the third wave, cases have risen, hospitals are full, mortalities on the rise. I can’t put it better as how the global health reporter, Sara Jerving based in Nairobi put it recently, she writes… “Kenya has hit its peak positivity rate for Covid-19 cases since the beginning of the pandemic, as well as the

highest number of deaths per day. The surge is driven by the capital city of Nairobi, which the government says has seen a ‘staggering’ number of cases recently, prompting new lockdown measures.” On Thursday, March 25, 2021, the Ministry of Health said that over the previous nine days, Nairobi had reported 5, 718 new cases, accounting for 57.7 percent of the nation’s total. In a speech on Friday, March 26, President Uhuru Kenyatta announced restrictions on movement in and out of the city, as well as four other counties, among other measures. Kenyatta said the country is in its third wave of the pandemic. In January, Kenya had 4, 380 new cases, with a positivity rate of 2.6 percent, and so far this month there have been 15, 916 new cases, with a positivity rate of 22 percent. about seven people have died per day this month. President Kenyatta said the growth in cases is putting “unparalleled” stress on the health system. In the past 13 days, the hospital admission rate has increased by 52 percent, and over 950 new patients were in intensive care

unit wards for Covid-19-related complications. HEADSDOWN

REJECT VULGAR POLITICIANS, SAYS PF By SILUMESI MALUMO ZAMBIANS must reject politicians who will base their 2021 political message on insults, Patriotic Front (PF) Member of the Central Committee Kebby Mbewe has said. Mr Mbewe said Zambians should never entertain politicians who had nothing but only base their message on insults. He said that matured politicians could not insult opponents but focus on issue based politics. “I think this time around do not condone politicians who come to address you then they start insulting others. Politics of character assassination should never be allowed in Zambian politics because it will not help anyone,” he said. Mr Mbewe added: “Listen to politicians that have a message of what they will do for you. Only listen to messages which can take the country to higher heights.” He explained that the ruling party leaders would only base their message on development and achievements recorded in the last five years.

Lumangwe, Kabwelume accessible - official By PETER SICHALI THE contractor working on Lumangwe and Kabwelume waterfalls access roads are on site and quality control works are underway, Northern Tourism Circuit Regional Coordinator Francis Chiwele has said. Mr Chiwele said contrary to suggestions by some people that the two waterfalls were inaccessible, the two sites were accessable through deviations. “We wish to clear the wrong impression the two tourism sites are not accessible. The correct position is that the contractor is on site, quality control is underway after which works will proceed once the team of engineers conclude their findings,” Mr Chiwele said. Mr Chiwele said Lumangwe Falls was accessible by deviations up to the last crossing point only about 400m from the waterfall. “That said, it doesn’t mean that Lumangwe and Kabwelume are not accessible,” He said tourism was adventure and that some tourists leave their vehicles and walk to Kabwelume with excitement. Mr Chiwele advised the public to be factual and always consult with our tourism regional office wherever in doubt. “We all want the best for this country and tourism development is our first priority and remains our lifeline commitment,” he said.

Netball Zambia wins kudos By MICHAEL MIYOBA LUSAKA Central Member of Parliament, Margaret Mwanakatwe has hailed Netball Zambia for being proactive to develop the sport in the country. Speaking during the launch of the Netball Zambia Open tournament which featured 32 teams from across Zambia, Mwanakatwe said initiatives such as the Netball Zambia Open are critical to empowering women and girls through sport. Mwanakatwe, who pledged K10, 000 to the Netball Zambia Open prize money reaffirmed her commitment to support the netball federation in its quest to qualify for the 2022 Commonwealth Games. Meanwhile, Netball Zambia president Martha Sichone praised Mwanakatwe who was the guest of honour during the launch of the Netball Zambia Open for her willingness to contribute to the development of the sport in the country.

Malawi qualify as Bafana Bafana miss AFCON By MICHAEL MIYOBA MALAWI qualified for the AFCON after beating Uganda 1-0 in their final Group B fixture played yesterday at Kamuzu Banda Stadium. Richard Mbulu’s 15th minute goal was all “Achimwene” needed to qualify for the AFCON to become the second country from Southern Africa to qualify, joining Zimbabwe who qualified at the expense of Zambia. It is the third time in their history that Malawi have qualified for the AFCON, having previously competed in the finals in both 1984 and 2010. Meanwhile, ESPN reports that South Africa suffered a major embarrassment on Sunday as a 2-0 defeat by Sudan in Khartoum saw the hosts clinch a place at the Africa Cup of Nations finals at the visitors' expense with first half goals from Saifeldin Maki and Mohamed Abdel Rahman. Sudan qualified for only the third time in 23 attempts, finishing second in Group C behind Ghana, who won 3-1 at home to Sao Tome e Principe at the same time. Ghana topped the group with 13 points after they beat the island minnows.

FAZ GRIEVES

…Starting AFCON qualifiers minus substantive coach has been costly - Kamanga By MICHAEL MIYOBA

T

HE Football Association of Zambia says it regrets having started the 2022 Cameroon Africa Cup of Nations (AFCON) qualifiers without a substantive coach in place. On Thursday, the Chipolopolo boys who needed to beat Algeria to stand a chance of qualifying for the AFCON came from behind twice to secure a 3-3 draw and crashed out of the AFCON qualifying race for a third consecutive time. However, FAZ president Andrew Kamanga said starting the qualifiers without a

substantive coach in place saw the Chipolopolo Boys lose the first two matches 5-0 and 2-1 against Algeria and Zimbabwe respectively to dent their qualifying campaign. Kamanga said the association’s efforts to recruit a coach suffered serious resistance when former coach Sven Vandebroek’s contract was not renewed leaving FAZ to rely on local coaches that oversaw the first two matches. Kamanga said FAZ managed to find a coach Milutin “Micho” Sredojevic when the qualifiers were already midway through.

He said it is never easy taking the stewardship of any team midway through a campaign as tough as the Africa Cup of Nations. Kamanga also noted that not having a coach in place mid-way through the qualifiers may not have been the only reason for the AFCON flop as the team did not dig deep enough at times on the pitch when the situation demanded. He said the performance came short on the pitch despite everything humanly possible having been done to ensure that the team gets a positive result. “It is no doubt a painful

experience for any soccer loving person in our country and lovers of the Chipolopolo beyond our borders. “We had done everything possible to ensure that we secure victory on Thursday against African champions Algeria on our own turf. Unfortunately, a 3-3 draw meant that we could not make it to the Cameroon 2021 AFCON to be played in 2022,” Kamanga said. Kamanga is however confident that with its experience, the association can rally the players and everyone to mount a formidable challenge for World Cup qualification.

Napsa Stars date Power Dynamos By MICHAEL MIYOBA NAPSA Stars and Power Dynamos will today renew their rivalry when they clash in a rescheduled Week-22 MTN/FAZ Super Division match at Woodlands Stadium in Lusaka. With both Power Dynamos and Napsa coming from victories in their previous Super Division matches where they beat Red Arrows and Buildcon FC respectively the match at Woodlands Stadium promises sparks A win over Napsa Stars will propel Power Dynamos to third on the log where they lay fifth with 31 points while victory for the Pensioners will propel them to 11th position. After coming from behind to beat Buildcon 2-1 to get an important win which saw them move from the relegation zone, Napsa Stars will fight for a third consecutive win to protect their three-game unbeaten record at Woodlands Stadium. “For every game we have different plans and we’ve a plan for the game against Power Dynamos. We will try hard to defend our home ground and try to win,” Fathi said after the win over Buildcon FC. Fathi is happy to see the return of Jimmy Mukeya who had a bereavement following the loss of his mother while defensive midfielder Daniel Adoko is also back after suffering from Malaria and Saturday missing the last game. 25 April, 2020
