Zambian ambushed and killed in Burkina Faso rebel attacks A WELL KNOWN Zambian born Irish ranger has been killed in Burkina Faso along with two Spanish journalists as they were filming a documentary about anti-poaching activities in the Western African nation when their convoy was ambushed. The killings on Monday came as violence is increasing in Burkina Faso and the security situation in the Sahel is deteriorating, especially in the border area of Burkina Faso, Mali and Niger. Burkina Faso has seen attacks from many armed groups, several of them linked to the Islamic State and Al Qaeda in the Islamic Maghreb. The conservation organization Chengeta Wildlife said its co-founder and chief executive, Rory Young, was the third victim. On Tuesday, Prime Minister Pedro Sánchez of Spain confirmed the deaths of the two Spanish journalists, whom he identified on Twitter as David Beriain and Roberto Fraile. The two journalists were part of a group of 40 who were ambushed on Monday in a nature reserve in eastern Burkina Faso near the border with Benin, said Arancha González Laya, Spain’s foreign minister. The authorities in Burkina Faso said in a statement on Tuesday evening that

the country had faced “a resurgence of terrorist acts” since Sunday, and that around 10 people had been killed in several attacks Mr. Beriain and Mr. Fraile were following Mr. Young, a Zambia-born Irish national based in Livingstone for their documentary, Chengeta Wildlife said on Facebook. “Our thoughts and prayers are with the families of the deceased right now. Mr. Young had said that his organization was training 900 rangers and other personnel last year to track poaching and wildlife trafficking activities. In his last Instagram post on Friday, Mr. Young said learning to track animals was like learning to read. “It opens up a whole world of knowledge,” he wrote. The ambush, in the reserve of Pama, part of the Arli National Park, occurred near Pendjari National Park, where a guide from Benin and two French tourists were abducted in 2019. -Lusaka Times

Court orders State to compensate Horizon Education Trust By GRACE CHAILE LESOETSA THE Lusaka High Court has passed consent judgement ordering Government to compensate Horizon Education Trust Limited. In this matter, Horizon Education Trust, citing the Attorney General as respondent, sought an order of certiorari to quash the decision by Government to compulsorily acquire stand number KABUL/N_59565/196 in Kabulonga, known as Horizon School. According to a consent judgement passed by Judge Gertrude Chawatama, Government should compensate Horizon Education Trust in respect of all unexhausted improvements (all buildings, structures and/or other fixtures erected by Horizon Education Trust on the land). “The respondent (Attorney General) shall compensate the applicant in respect of all movable properties that the respondent had taken from the applicant and is using at the school,” “In default of agreement on the quantum by the parties, the assessment of the compensation in clause (1) and (2) shall be referred for assessment before the Deputy Registrar,” Judge Chawatama ordered.

THE 20 percent subcontracting policy should be revised to 50 per cent because locals have gained the necessary skills to hand bigger contracts, Local Contractors Association of Zambia President Mutale Mpepo has said. Mr Mpepo said Zambians should not be imposed with a limitations when accessing contracts. He said that there was need

to empower local contractors in order for the money to remain in the country. Mr Mpepo said with the expertise that local contractors have gained, 50 percent of works should be preserved for them. He said the purpose of awarding contracts to local contractors was to empower them and to grow the local economy. Mr Mpepo explained that the proposed 20 per cent stake was proposed some years

back but as time went on, it was imperative to increase it. “The then minister of Infrastructure Ronald Chitotela proposed 30 per cent when in other countries like Kenya it was 40 per cent five years ago,” he said. He said the proposed figure should be increased to 50 percent which should be increased gradually. Mr Mpepo stated that in future Zambian contractors should be the ones subcontracting foreign

Govt axes erring contractor By SILUMESI MALUMO GOVERNMENT has terminated a contract awarded to Kawazani, a local contractor who was working on the Mbala Milk Collection Centre over delays to complete the project. Government has also blacklisted the company for five years. Fisheries and Livestock Minister, Professor Nkandu Luo, said it was good that the contract had been terminated because the contractor was not cooperating. Prof Luo said Government could not continue to hold on to a contractor who was delaying the completion of the project. This came to light when she inspected the project in Mbala yesterday. Ministry of Livestock and Fisheries Chief Livestock Research Officer, Mwambilwa Kabemba, told the minister that drastic action has been taken against the erring contractor. Mr Kabemba said another contractor has been identified to take over the remaining works of the project. He said the ministry would ensure that the money paid to the contractor was recovered.

Mr Kabemba said that the Zambia Public Procurement Authority (ZPPA) has blacklisted the contractor for five years. The minister said such contractors who were derailing development must be blacklisted forever. She said such contractors should never be seen working on Government-run projects again. Prof Luo said even when the punishment period expires, the contractor will never be awarded any contract under the ministry. “This contractor has been stubborn. Even when you call him he doesn’t pick up. I am very happy that the contract has been terminated so that this project can move,” she said. Meanwhile, Prof Luo directed that the Milk Collection Centre must be operational by June this year. She said the remaining works, such as sinking of the borehole and other things should be completed so that the centre can be running. The minister also inspected the newly constructed livestock market in Mbala.

Cop testifies in Katuba MP’s vehicle case By GRACE CHAILE LESOETSA A POLICE officer has told the Lusaka High Court that a complaint was lodged by Swift Cargo and Services Limited alleging that UPND Katuba Parliamentarian Bampi Kapalasa had fraudulently obtained its vehicle. In this matter, Mr Kapalasa’s wife, Fanny Madzi, has commenced judicial review proceedings citing the Attorney General as the defendant, demanding that the police should release her motor vehicle which was gifted to her husband by Minister of Foreign Affairs Joseph Malanji. Ms Madzi claimed that she had been using the motor vehicle peacefully as an absolute owner for her personal and business activities until the relationship between her husband and Mr Malanji went sour because he (Kapalasa) refused to support the infamous Constitutional (Amendment)

Bill no.10 of 2019. In an affidavit in opposition to the application for Judicial Review, Mr Simunza Uyoya, the police officer dealing with the issue of the vehicle stated that on November 30, last year, Mr Goodward Mulubwa reported on behalf of Swift Cargo Services that the company vehicle, Isuzu D-Max, reg.no BAP 6744 had been fraudulently obtained by Mr Kapalasa after he promised to buy it. “That the complaint was astonished that the motor vehicle was not returned but that there was an agreement in which honourable Bampi Kapalasa purported to have bought the vehicle from Swift Cargo Services limited at $64,000 to be paid in two instalments in July and August,” Mr Uyoya said. He stated that neither Mr Kapalasa nor his wife had proof of payment for the car but there was a white book in Ms Madzi’s names. Mr Uyoya claimed that the MP and his wife failed to

explain how ownership of the vehicle changed from Swift Cargo Services to Ms Madzi. He stated that investigation at Road Transport and Safety Agency revealed that the vehicle was registered in Swift Cargo Services on June 16, 2020 as the vehicle is among four which were purchased by the the firm from Auction Auto. He said that the ownership of the vehicle was changed from Swift cargo Services to Ms Madzi on June 29, last year without authority of the previous owner. “The police seized the vehicle in question from the applicant pending further investigations as there is no doubt that the vehicle in question belonged to Swift Cargo Services limited, and the issue is how the ownership changed from Swift cargo Service limited to the applicant,” Mr Uyoyo stated. He said that the case is still under investigations to establish how the ownership

UTH operating minus bone scanning machine, parley told By NOEL IYOMBWA THE only bone scanning machine at the University Teaching Hospital in Lusaka is broken and it will not be repaired because it has exceeded its lifespan, Health Minister Jonas Chanda has told Parliament. Dr Chanda said the machine broke down almost two years ago but that it will not be repaired because the costs are too high. He told the House that Government is in the process of procuring two machines and that it will get a loan and that a tender process has started. “Mr Speaker, the machine has exceeded its life span so we are not going to repair but I would like to inform the House that Government is in the process to acquire two machines that will be installed at UTH at a cost of $1.9 million and $900, 000 respectively” he said. Dr Chanda also told the House that in the absence of the two machines, alternative machines such as Citi scans are being used. He was responding to Milenge Member of Parliament Mwansa Mbulakulima who asked the minister of Health, when the bone scanning machine in the Nuclear Department of the UTH broke down, when the machine will be repaired and whether Government has any plans to procure a modern machine. Mr Mbulakulima also asked how, in the absence of the machine, cardiology, oncology, neurology and psychiatry-related complications are being handled.

President Lungu noted that a positive working relationship between Government and the mining industry was critical in promoting a sustainable, diversified and export orientated industry. He said this yesterday in Lusaka yesterday at the 2021 Mining “indaba” in a speech read by Vice-President, Inonge Wina. The two-day indaba is being held under the theme “Building for the Future: reflecting on Zambia’s Mining Taxation Policy Towards Sustainable Investment in the sector.” “Mining taxation policy and the tax administration has been a topical issue in Zambia’s policy debate since the

privatisation of the mines. “At the heart of this is the question of how the Zambian Government can maximise revenues from its extractive sector without compromising the mining firms,” President Lungu stressed the importance of contributing a fair share of taxes by the mining industry. On the rising copper prices, President Lungu said they were good economic indicators which should be used to reboot the economy to growth. Mines and Minerals Development Minister, Richard Musukwa, said the primary focus of the indaba was to come up with fiscal outcomes for the mining sector. Mr Musukwa explained that these were meant to achieve a fair, consistent and predictable mining tax regime that meets the short, medium and long-term objectives of both Government and the investors. Acting Finance Minister, Alexander Chiteme, reiterated Government’s commitment to design a more sustainable mining taxing regime policy. Mr Chiteme indicated the Government was committed massive potential on the moning sector which needs investment. SORT OUT KITWE MESS WE are shocked to have learnt that the Kitwe City Council has reported that it has received applications for change of land use for some play parks and open spaces in the city. What is shocking is that the council could even entertain considering such applications when local authorities have been ordered not to sell or lease any of their properties. Copperbelt Minister Japhen Mwakalombe must be commended for having put a stop to this strange development when no circular had allowed the local authority to do what it had done. It is not very long ago that Government ordered local authorities not to sale or lease any property. The order was issued by the Minister of Local Government Dr Charles Bnada after it emerged that some councils had engaged in suspicious dealings to dispose of public property before the dissolution of Parliament and Councils. This is expected to be done by the middle of May to pave way for the August 12 tripartite elections. The idea behind the ban was to curtail the planned plunder of council property by unscrupulous councillors – as part of their severance package. Dr Banda even directed that all contracts that had been signed to do with such sales or leases should be cancelled, and where money had exchanged hands, it should be refunded. In the Kitwe saga, Mr Mwakalombe expressed disappointment that the council could allow such an illegality to continue happening right under its nose. As Mr Mwakalombe unearthed, applications for change of land use were for the stand number KIT/1226, Independence Avenue, Parklands, 6163 Zambezi Way, Riverside, stand number 5400 Kaminda Drive, Riverside and stand number 674 Nationalist Road, Parklands. Also involved was stand number KIT/915, Zambezi Way, Riverside, which was earmarked for construction of a mini-hospital, but allocated to a private developer to put up a commercial property. Anyone who knows Kitwe will testify that these are prime upmarket areas and a lot of money could have passed hands or promissory notes made. But thankfully, Mr Mwakalombe intervened and ordered a stop to the suspect developments. What is more baffling is that even the Kitwe Town Clerk, Mr Mbulo Seke, said the council had no record of giving documentation about the parks in question. Yet, the Chief Lands Officer, Mr Harry Shamende, maintained that his office received recommendations from the local authority, that it was the more reason his office proceeded with the process of giving the title deeds. Who between the two is telling the truth? This is a clear case where the Anti-Corruption Commission and the Zambia Police Service must investigate and get to the root of the corruption. After all, this is not the first time that councilors at the two councils have been found wanting over alleged illegal land transactions. We recall that after the two councils were suspended last year and a land audit done, some names of councilors were reported to the law enforcement agencies for prosecution. What has happened? Obviously, bad habits die hard as the adage goes and we would not be surprised if some of the names reported earlier appeared on the list of culprits this time round. The Kitwe District Commissioner, Mr Chileshe Bweupe vowed that a thorough investigation would be done to know how the documentation for the spaces was done. Yes, that is the way to go but we hope the investigation would lead to criminal prosecution of those involved and hopefully restore confidence in the local authority.

THE informal sector has charged that Government has failed to table the Social Protection Bill before Parliament to improve the welfare of the informal sector. Alliance for Zambia Informal Economy (AZIEA) General Secretary, Lameck Kashiwa, said the informal sector had lost its hope of an improved economic and social livelihood due to Government failure to table the Bill. Students’ loans board recovers over K20m By KALOBWE BWALYA

THE Higher Education Loans and Scholarships Board (HELSB) has recovered K20.4 million from January 1 to March 31, this year which was loaned to university students. HELSB Chief Executive Officer, Irene Chirwa, said the recovery brings the cumulative total of recoveries to K115.6 collected from 2018 to March 31, 2021. Ms Chirwa said 6, 291 were paying back the money

through the Government payroll while 4, 100 beneficiaries employed in the private sector were paying back through their employers’ payroll systems. She said HELSB also established that 80 beneficiaries passed on and their loans will be treated as bad debt because they were not insured. Ms Chirwa said this at a media breakfast in Lusaka yesterday where she announced that HELSB had extended the granting of student loans to five more universities because

of the favourable response from the recoveries. She said the five universities were Kapasa Makasa, Mukuba, Mulungushi, Chalimbana and Kwame Nkrumah. Ms Chirwa added that the number of individuals making direct repayments has also increased from one in 2018 to 38 by March 31 this year. She said the money recovered in the first quarter of the year was encouraging and anticipated that the board would recover more during the course of this year.

The announcement was made at the virtual meeting of the TAZARA board of directors on Wednesday. The board said the TAZARA Council of Ministers would soon meet to make a decision on the proposed Revitalisation Bankable Business Plan, whose investment outlay was US$558 million. It stated in a statement that investment underpinned a strong short-to-medium term blueprint for the required transformational actions necessary to turnaround the operations of TAZARA. The Board said the performance of the firm for the first half of the financial year 2020/2021 improved by 19 percent in freight traffic compared to the previous first half of financial year, 2019/2020. It stated that despite a global economic slump due to the Covid-19 pandemic, freight traffic volumes for the first half of 2020/2021 (July-December 2020) increased from 88, 356 tonnes recorded in the previous first half (July-December 2019) to 105, 222 metric tonnes. “With the addition of 127, 259 metric tonnes moved by Calabash Freight Ltd, through Open Access operations, the total line capacity utilisation for the first half of the FY 2020/2021 aggregated to 232, 481 metric tonnes, up by 19.4 percent compared to the combined volume of 194, 726 metric tonnes recorded in the previous FY’s first half,” the statement read. The Board said overall passenger traffic for the first half of the financial year 2020/2021 declined by 4.3 percent, dropping from 1, 544, 068 passengers recorded in the previous half year report to 1, 478, 032 in the first half of FY 2020/2021.

AYING Value Added Tax (VAT) refunds promptly restores the balance for businesses and gets the economy flowing properly, says Zambia Chamber of Mines (ZCM) president, Godwin Beene. Dr Beene said for mining, injecting the sums owed back into the industry, especially at a time of high prices, boosted operations and production, which in turn would deliver more taxes. This, he explained, was the virtuous cycle. “If we look away from the copper industry for a moment, we’ll see that unpaid and stalled VAT refunds are an issue that is hitting everyone. Local suppliers are giving up and being forced to shut down because their money is tied up in unpaid VAT refunds,” he told the Mining for Zambia

SA RESERVE BANK CRACKS WHIP …as it tightens measures against debit order fraud JOHANNESBURG - From May 2021, all new and renegotiated early debit orders must be processed through the DebiCheck System, says the SA Reserve Bank. The bank on Wednesday issued a statement on the modernisation of the national payment system. The Authenticated Collections (AC)/ DebiCheck project was implemented in August 2018, partly to address abuse of the debit order system and fraudulent behaviour, according to it. Fin24 previously reported how several consumers were struggling to get banks to reverse unauthorised debit orders from their accounts. Debit orders were often from companies they did not recognise and were as much as R99 per month. Major banks - Absa, Standard Bank, FNB and Nedbank - at the time had partnered with the Payments Association of South Africa (PASA) to have consumers authorise debit orders through DebiCheck by using their cellphones.

Due to the complex nature of the AC/ DebiCheck system, a lengthy ramp-up period was required, said the Reserve Bank. All stakeholders using early debit order collections had to align their internal

processes and interfaces with the DebiCheck system. Companies or users of the system had until November 1, 2019 to fully implement the new payment system, it added. Early debit orders are such that they are collected just after midnight on the payment collection date. A normal debit order or an Electronic Funds Transfer or EFT is collected much later in the day on the payment collection date, the Reserve Bank clarified. The DebiCheck system is used by all retail banks that participate in early debit order collections. The PASA and retail banks will be monitoring to make sure companies making use of new early debit orders do not do so outside of the DebiCheck system. "Non-compliance of the directive is a criminal offence and companies and banks who do not comply with the directive could be prosecuted and expelled from participating in the national payment system," the Reserve Bank said. – FIN24.

HARARE - Transport and Infrastructural Development Minister, Felix Mhona, said the national carrier, Air Zimbabwe, is well positioned to adequately service its market once Covid-19 imposed international travel restrictions are lifted. The government has been supporting Air Zimbabwe’s recovery efforts including facilitating the acquisition of two long-haul aircraft from Malaysia, which were delivered to Zimbabwe last year. The minister dismissed the perception that Air Zimbabwe was grounded citing the fact that the airline’s operations are being hampered by limited international travel. “As we speak now, there is a perception out there that Air Zimbabwe is grounded, but if you remember well, a month ago . . . one of our planes had to go to China to pick up the vaccines (Covid-19 vaccines). “When you see our colours in the air, it shows that we’re still there,” said Minister Mhona in an interview with ZBCtv on its “Face the Nation” programme aired on Tuesday evening. Mhona said Air Zimbabwe has close to 10 aircraft but the bulk of the fleet was parked due to limited business under Covid-19 travel restrictions. “And because of the

Earnings after taxation hit $4.7 billion in the three months to the end of March, BP said in a results statement. That contrasted sharply with a net loss of $4.4 billion in the same period last year when coronavirus had savaged oil demand and prices. The company, whose performance was also boosted by a series of asset sales, added that it would begin share buybacks in the next quarter. “With the acceleration of divestment proceeds, together with strong business performance and the recovery in the price environment, we generated strong cash flow and delivered on our net debt target around a year early,” said chief executive Bernard Looney. “We are commencing share buybacks in the second quarter which, alongside our resilient dividend, support the growth in distributions to shareholders.” BP’s replacement cost profit - a widely-watched measure stripping out exceptional items and changes in the value of oil inventories - soared to $2.6 billion in the first quarter, up from $0.1 billion in the fourth quarter of last year. London-listed BP had suffered a vast $20.3-billion net loss last year, when the pandemic shuttered swathes of the global economy and slammed energy demand. Last year’s poor performance was also driven by massive impairments and exploration write-offs in a tumultuous year for the energy industry. Zambia’s democratic and good governance profile, a promise fulfilled Dear Editor, AS we continue evaluating the performance of the Patriotic Front in the last 10 years, it is important to point at how good governance has been embraced. The realisation of good governance depends on the promotion of certain values and standards. For good governance to thrive, there are some indicators which must be properly functioning and this goes to both institutional and legal reforms. We now highlight some of the factors that have enhanced good governance and sustained the peace that Zambia has as its trademark. After the enactment of the Constitution of Zambia (Amendment) Act of 2016, the appropriate provisions were put in place to promote inclusiveness in the governance process. As an illustration, the position of the Leader of the Opposition in Parliament was elevated to rank parri passu with the cabinet position. This development appreciate the importance of the opposition in the governance process in Parliament, especially under the multiparty political dispensation. In fact, in the history of our Parliament, it is the 2016-21 Parliamentary session that the ruling party worked together with opposition members from UPND, FDD, MMD and independents. This brought diversity of political thoughts on matters of national interest in Parliament. Within this stretch, the nation has seen the enhancing of security of tenure for the position of the Vice President who is elected at the general elections as the running mate to the winning Presidential candidate. This has reduced the powers of the President regarding the Vice Presidency as the second most powerful position has been given the deserving relevance and dignity. In fact, this development has reduced uncertainty in an event there is a casual vacancy in the office of the President. The other factor that has enhanced good governance is the requirement for the winning candidate to secure at least 50 percent of the valid votes cast. This has popularised the winning Presidential candidate and ensure that he enjoy a fair share of support from the countryside. Since democratic government is the rule by the majority, this confirmed Zambia’s commitment to be a democratic state. The last decade has also seen a number of legislation to have an accountable and citizenrun government. This has been through the number of the legislations among them the Financial Intelligence Centre, Auditor General’s Office, Anti-Corruption Commission, Drug Enforcement Commission among others have reclaimed their autonomy. In the course of President Edgar Lungu’s tenure, the various political stakeholders were invited to be brought on board in the making of important national decisions. The failed attempt to refine the ambiguous Constitution of Zambia of 2016, is a visible illustration on the consultative and inclusive nature of President Lungu in the last five years. Traditionally, from independence, where there is need to amend or overhaul the Constitution arose, the processes usually started with cabinet presenting the white paper and presented to Parliament as a Government Bill. However, in 2019, the Government deviated from this long held norm and constituted the National Dialogue Forum (NDF) which was highly representative save for the UPND who willingly and voluntarily opted not to participate. It was the NDF which collectively came up with the document which was forwarded to Parliament for enactment. The other notable observation that cause of good governance was the equal treatment and subjection of all classes of citizens before the law. These selected examples points to the unwavering cause to enhance good governance and the era and rein of the PF government. While we cannot claim to have satisfactorily promoted good governance, the process that have been done so far have set the stepping stop which the successor government will carry on. President Lungu’s assurance for early distribution of farm inputs welcome

MEMBERS OF PARLIAMENT ADOPTION CRITERIA - THE FINAL AUTHORITY Dear Editor, ALL political parties are at this time busy making their final selection for their constituency representatives in the race to the National Assembly slated for August 12, 2021. There is a debate on which level of the political party structure must call the final shot. The excuse by some is in empowering the grassroots. I take the side of those who believe that the final jurisdiction lies with the top political party structures as opposed to local structures. My reasons for MP adoptions to be done and decided at the national level are that it is from this group that Cabinet ministers are appointed, who serve at national level. At that level, we are looking at comprehensively meeting and achieving the following key aspects critical in a democratic dispensation and also in accordance with article 69(1) and Article 45 (1c) and 45 (1d) of our Constitution: 1) Tribal / Regional balancing 2) Gender balance 3) Special interest groups - the disabled 4) Professionals Only the top national level structure can ensure these aspects are effected. At that level, each political party has 156 limited slots for MP elections to start with. Subsequently after the elections,

it will still be 156 seats which must be subjected to this criteria for the President for form his Cabinet even before he exercises his powers to nominate not more than eight MPs. The analogy is a national football team where the coach picks players from local football clubs. He must get players for all specific positions otherwise if he depends on local clubs to give him their players of choice, he may end up with only defenders for instance, without mid fielders, strikers and goal keeper. The national executive structures for each political party is analogous to the national team coach. And so as an aspiring parliamentary candidate, you could have scored the highest points at Ward and even Constituency level, but stay put and support whoever the highest organ of your party will adopt, as they juggle. It is only them with the eagle’s eye view. In the preamble to our amended constitution, we the people of Zambia acknowledges the supremacy of God the Almighty. That acknowledgement entails that we fully believe in the following words written in Isaiah 55:8-9, “For my thoughts are not your thoughts, neither are your ways my ways,” declares the Lord. “As the heavens are higher than the earth, so are my ways higher than your ways and my thoughts than your thoughts.” This in essence is talking about

respect for hierarchy, a system in which members of an organisation or society are ranked according to relative status or authority. In this manner things are done in an orderly manner and by arrangement without confusion. The Bible speaks decisively to this issue of obedience to the superior authorities. Romans 13:1-2 says: “Obey the government, for God is the One who has put it there. There is no government anywhere that God has not placed in power. So those who refuse to obey the law of the land are refusing to obey God, and punishment will follow.” Subject to the authority means that the person or body possessed of such authority may amend or revoke the action or decision subject to such authority or reserve to himself or itself such action or decision. Therefore, may we all allow the highest organs or national executive structures in different political parties, that is, MCC for PF, NMC for UPND, etc. to do their job of ensuring fair representation in the National Assembly as they adopt parliamentary candidates, as the final authority, to be presented before the Electoral Commission of Zambia, for the voters to decide, for the good of mother Zambia and as a practical acknowledgement of the supremacy of Jehovah God over our lives. Dear Editor, PRESIDENT Edgar Lungu last Wednesday assured farmers that the Patriotic Front (PF) government through the stakeholders will distribute the farms inputs such as seeds and fertiliser to all provinces before the onset of the 2021/2022 farming season. The head of State made the assurance at Malashi village in Mpika during the national agriculture field day. It is a well-known fact that Zambia has placed agriculture at the centre stage of the economy besides manufacturing, mining and tourism. President Lungu promised the farmers that he would engage the Food Reserve Agency (FRA) to put a higher crop marketing price than that of last farming season despite the country having a free market economy where the price of goods and is determined by the forces of demand and supply. This clearly demonstrates the government’s commitment to improving the welfare of the farmers by putting more money in their pockets. The President also assured the farmers that FRA would this year pay the farmers on time immediately they sell their crops to the agency. The quick payment to the farmers will be prompted by the release of adequate funds to the agency. However, President Lungu donated two tractors; one to Mr Lewis Mpundu the host of the agriculture event and another one to Mpika District Agriculture Association to boost their agricultural activities in the district. This is a good gesture as demonstrated by the head of State. The country is poised to record a bumper harvest this year owing to the good agriculture policies by the government coupled with the good rains that were experienced during the 2020/2021 farming season. The late distribution of the farm inputs in the past negatively affected the crop yield in the country. This is no longer the case as a matter of fact. The interaction of the head of State with farmers like what recently took place in Mpika should be replicated to other districts. A FALL in prices of some food items has slowed down the rate of the April annual inflation to 22.7 percent The country's trade surplus has however shrunk to K 7.3 billion in March 2021. This month's inflation rate decreased to 22.7 per cent from 22.8 per cent recorded in March this year. Zambia Statistics Agency interim statistician general Mulenga Musepa made the announcement at the monthly bulleting briefing in Lusaka yesterday. Mr Musepa said on average, prices of goods and services increased by 22.7 per cent between April 2020 and April 2021. He explained that the slowdown in the rate of inflation was mainly attributed to the fall in prices of some food

ALL political parties should strictly observe the Covid-19 golden rules as they engage in electoral activities ahead of the August general elections, the Zambia Centre for Interparty Dialogue (ZCID) has advised. ZCID executive director, Doreen Kabwe, advised political parties to observe health guidelines as they engage with voters in order to communicate their messages and sell themselves to the electorate.

The ZCID centre would like to call on all political parties to strictly observe the Covid-19 golden rules as they engage in electoral activities. Ms Kabwe said the nation would hold the elections in a very unique and different environment amidst the Covid-19 pandemic which has potential to claim lives if precaution measures were not taken. “The ZCID centre would like to call on all political parties to strictly observe the Covid-19 golden rules as they engage in electoral activities. “It is prudent that political parties join hands with the rest of the stakeholders in sensitizing the masses on the need to adhere to Covid-19 health guidelines in order to mitigate the further spread of the virus,” she said in a statement. Ms Kabwe said Zambia as part of its preparations for the August 12 general election, required a structured and coherent approach to deal with the Covid-19 pandemic in relation to elections and public events such as rallies, campaigns, voting among others. She said ZCID was hopeful that the formulation of Standard Operating Procedures developed by the Election and Covid-19 Technical Committee constituted by the Electoral Commission of Zambia would help settle a lot of uncertainties regarding public engagements.

THE opposition UPND has been urged to select credible candidates who can represent the needs of the people without prioritizing their personal interest. A Monze resident has further asked the UPND National Management Committee (NMC) sitting in Lusaka to consider more women in this year’s elections. In an interview with the Daily Nation in Monze yesterday, Haamamba Nchimunya said that it was long overdue that the party considered women in leadership. Mr Nchimunya said that for a very long time now, constituencies such as Monze Central, Sinazongwe, Livingstone, Katombora and Choma have never had a female representative in parliament. Therefore, Mr Nchimunya said that time has come the opposition political party to prioritize women at all levels. “One thing I know very well is that leadership is not about men, even women have a role to play and so, we asking both the PF and UPND to consider giving us women because for a very long time now, we have had men dominating the but now we want women,” he said. He said both the UPND and PF have been championing the equality but that let it come to pass. These include Journalists, teachers, immigration, police, religious and traditional leaders who are at great risk of severe Covid-19 disease. THE PHILOSOPHY OF DEBT ...as the country pursues a debt management programme to restore investor confidence and perception to the wider economic world it is important to put emotive issues into context.

M

ONEY can be impartial, but he that lends it always has an agenda. In the case of countries, that agenda is couched in the philosophies or belief systems of the lenders. Zambia’s debt profile, for example, has become a subtle philosophical battlefield between the West who are owed approximately $3 billion or more, and the East (especially China) who are owed far more money in billions. While much has been said about China’s intentions in Africa and Zambia, with its outlay of huge capital loans, what about the West, what are their intentions? These issues influence the price of basics such as bread and butter, the price of fuel and indeed the price of our money relative to other currencies. As the country pursues a debt management programme to restore investor confidence and perception to the wider economic world it is important to put these emotive issues into context. This is without taking away the financial support of Zambia’s allies and the fiduciary responsibility of the authorities.

SCENARIO

What makes the debt scenario even worse is the acute impact Covid-19 has had on our resources and ability to function at production levels that can generate income quickly enough.

As far as states go, the two most convenient economic philosophies have been So-

cialism and Capitalism, loosely speaking. The one favours state dominance above free markets while the other, Capitalism, favours free markets and a receded role of the state. More recently, however, states have begun to favour a combination of the two – a midway that encourages free markets but also the ability of government to intervene in the economy to protect the greater good against private sector (or free market) excesses. Libraries are replete with political theory, see among others Levi-Faur’s Economic Nationalism 1997 and Stephen Krasner’s 1978 Defending the National Interest: Raw Materials, Investments and US Foreign Policy). From a political standpoint, Africa was either with the West or East until the collapse of the USSR and reunification of Germany made western ideology predominant. The

outcome was that debt acquisition and/ or debt pardons became attached to philosophical ideals such as liberalisation, privatisation, democratisation and structural adjustments. In the case of Zambia, debt acquired during the pro-socialist era 1972 -1990 was forgiven during the democratic phase of the third republic beginning 1991 after which Zambia joined the Highly Indebted Poor Countries (HIPC) programme and argued for total debt cancellation and a clear graduation programme in 1997. During the same period of the 90s, Africa was touting a “go-east” policy as a counter to western debt which came with ideological strings that, at some point, aligned countries according to investors than indigenous quality. The rise of China emboldened African states even more. In the same year, 1997, the Bank of China in Zambia was

opened as the first financial institution from China in Africa. Part of the plan was Zambia becoming the centre for the go-east policy and thus taking advantage of capital flows from China. The loans did not glue government to what were called philosophical conditions of the lender but tied instead to the development agenda of the borrower. Nonetheless, loans from the East came with foreign labour and an influx of private business as such. Indeed, the emergence of China at the global stage gave rise to demand for copper in Zambia more so than the London Metal Exchange (LME) system had done before. The LME, historically representative of western interest in African minerals now had a formidable competitor outside its system. Yet in the aftermath of Zambia’s own economic growth

which was inextricably linked to China’s demand for Zambia’s copper, the country opted to go to the Euromarkets to shop for debt. Thus, the Eurobonds were introduced onto Zambia’s debt profile so that Zambia borrowed $3.25 billion between 2012 and 2015. Their complexity and dependence on information and perception is what partly makes the loans from these commercial markets volatile. Why we borrowed so much in a short period remains a valid question even now, but it’s more a basic question. European markets represent the standard of excellence because of their capital pool and that they require stringent analysis before they lend money. Their complex structure and reach also entails that a country must have sound economic fundamentals to borrow from there. This means that Zambia was a viable investment project for Europe-

an commercial markets between 2009 and 2016 and not recently. The reason we are currently not a viable lending project in the European markets has very little to do with the money we borrowed there in the first place. It is largely because sentiment from those markets was that we had unsustainable debt borrowed from China and would be unable to sustain their debt. That misperception was partly what drove the Kwacha to begin a steady depreciation. A case can be made that Chinese debt was sustainable and far from default until commercial markets in Europe repriced their loans thus causing a stroke in the country’s ability to repay its loans. That fact that the Eurobonds are commercial debts meant that there was no cap on how high interest could go and conversely, how low the

Kwacha could depreciate. This is one side of the story. The other is that discourse now is questioning the value of commercial debt such as Eurobonds versus concessional debt such as IMF and government to government (bilateral) loans. Again, concessional debt from the West is what informed the go-east policy because IMF loans were stringent and said to be one size fits all, among other criticism. Concessional debt from the East arguably grants more flexibility and more in terms of money. Yet, when capital loans from China fell due ahead of schedule circa 2016 this also imposed a burden on Zambia’s repayment schedule and equally raised the exchange rate because more money than planned had to be sourced by the country. There was no immediate flexibility nor adherence to the repayment schedule designed by the Treasury at the

Ministry of Finance. Ultimately, irrespective of where the money comes from, debt reached levels that slowed organic growth because funds generated locally were servicing debt at a faster rate than borrowed funds generated revenue. The presentation to creditors in September 2020 by the Ministry of Finance showed debt levels had exceeded safe limits. What makes the debt scenario even worse is the acute impact Covid-19 has had on our resources and ability to function at production levels that can generate income quickly enough. We have to remember that US$790 million was cleaned off our income (as revenue) when borders closed during the first wave of the pandemic. In this regard, the 2020-2023 Economic Recovery Plan is a good document, sound but bureaucratic. It is a good anchor document to say what and where we wish to hold inflation and/ or the budget deficit. Recovery must be flexible in its course especially for perilous times as these. Here’s an example, during the week of March 8, 2021, South Africa released its numbers to show how that economy performed in 2020 and its plans for 2021. What caught my attention, among others, was that SA’s economy shrunk by seven percent in 2020 while we shrunk by less than five percent. Secondly, the South African head of State encouraged South Africans to buy local at every level and prodded the exporting industries to increase exports to get the economy running again. SA expects its economy to grow by 3.3 percent in 2021. Zambia will grow by 1.9 percent say the authorities. The point I’m making is that South Africa has a short-term responsive strategy, anchored on longer term goals. The intended strategy by SA to use borders as part of its internal

growth strategy will have two immediate implications for Zambia. The first is that we will earn some border revenue which is welcome given our fiscal deficit and need to widen the revenue base, particularly dollar receipts. The second implication is that competition for local products is likely to be stiff if the growth plan for the biggest economy in southern Africa is to flood export markets with their goods.

DEBT

The other is that discourse now is questioning the value of commercial debt such as Eurobonds versus concessional debt such as IMF and government to government (bilateral) loans.

According to the Zambia Statistics Agency monthly bulleting (February 2021), South Africa accounted for 28.1 percent of imports into Zambia worth ZMW 2.3 billion in January 2021. This represents 88.2 percent of all imports from the Southern African region. We must not allow imports to overshadow organic growth in agriculture and key growth sectors insofar as they are response strategies of those partner nations to the pandemic. A philosophy is nothing without an environment to practice it in. Influence, East or Western is redundant if not exported to recipient nations. Debt exists only when there are borrowers. Zambia made the decision to borrow and decided the source of that debt with full understanding of the beliefs of our lenders. Regardless of the belief systems of our lenders, it is our philosophy and belief as a country that will dictate how we shape the future.

INTRODUCTION THE Customs Agent Management Module (CAMM) is a module on the Customs Electronic Licensing System that is interfaced with ASYCUDAWorld and allows importers and exporters to appoint up to five clearing companies depending on their business needs, to act as their representatives on ASYCUDAWorld. This is in line with the Customs and Excise Act Cap 322, Section 29 (1) that gives rights to any master, pilot, or operator (importers and exporters included) to appoint an agent to perform any act including answering of questions under the Act, and any such act performed by the agent shall in all respects and for all purposes be deemed to be the act of the master, pilot or operator.

UNDERSTANDING ZRA’S CUSTOMS AGENT MANAGEMENT MODULE (CAMM) RECOMMENDATIONS

Further to the actions that may need to be undertaken to mitigate the concerns by clearing agents, it is recommended that: 1. The details of all licenced clearing agents be displayed on the ZRA website, so that importers and exporters can choose the available clearing agents, some of the details that may need to be displayed include:

BENEFITS The CAMM module aims to automate and formalise the clearing agent appointment process and some of the envisioned benefits are:

a) Name

1. Importers and/or exporters will be able to choose their preferred agents and consequently safeguard their TPIN from abuse. 2. Clearing agents will be saved from unscrupulous importers and/or exporters who like abandoning professional agents’ mid-way.

The ZRA should continue engaging stakeholders on this automation gain as it is well meant and the benefits clearly outweigh the advanced demerits as stated by some agents. 7. The feature will increase integrity levels among importers and exporters. 8. The feature also seeks to reduce the amount of debt stock on account of duplicated entries.

3. Clearing agents will enhance their professionalism as they can select who to work with.

IMPLEMENTATION STATUS

4. The feature will reduce incidences of unscrupulous agents abusing TPINs, as only appointed agents will be able to use any importer or exporter’s TPIN.

This module is currently under pilot phase which started mid-February and final implementation is expected to be rolled out by June 2021.

5. The importer or exporter will be able to select as many agents as they used to in the manual process, currently this number is set at five clearing agents.

FEEDBACK FROM CLEARING AGENTS

6. Importers will no longer be required to write formal authorisation letters to the Zambia Revenue Authority authorising clearing firms to handle their consignments.

There have been some concerns from some clearing agents as below: Concern Required action

1 The CAMM will benefit multi-national clearing companies. The module is not changing the way clearing agents currently engage with their clients, it’s just making the appointment as agent formal and electronic. 2 Clearing Agents feel that ZRA did not adequately consult them before implementing this change. They allege that their concerns have not been considered. Change management engagements should continue throughout the change curve to bring out the intended benefits. Professional Clearing Agents have embraced this modernisation initiative. 3 The middle men, and some clearing agents are worried about what their role will be post CAMM implementation. When they are engaged together with the agents they will adjust and explore new ways of making ends meet because the benefits clearly outweigh the pitfalls.

The current resistance to change is orchestrated by elements who have personal interest to sabotage Authority and government business.

R

OAD transportation is not only playing a pivotal role in modern life but has also become critical and resourceful. Increase of traffic inflow is unavoidable but the outcome has to be seriously viewed in the context of causing accidents. Road traffic accidents are among the top causes of death in Zambia and are a public health problem, needing conservative efforts for effective and sustainable prevention. Of all the systems that people have to deal with on a daily basis, road transport is the most complex and dangerous one. Road Safety Management seeks to maintain and improve the existing safety of a road network by reducing crashes and providing a safe road environment for all road users to enable the continued use of the road transport network in an effective and safe manner. The economic and social effort of reducing highway accidents cannot be over emphasized in developing countries as the severity of the problem is highly pronounced. Road safety has been identified as an essential component which should be integrated in road management system. Road safety concerns the implementation of road safety policies, management and organization in the authorities such as the Road Transport and Safety Agency (RTSA) which is the lead institution in implementing government policy on road transport, safety and traffic management. It is paramount to note that the Zambian Government has made notable strides in reducing road traffic crashes and deaths by 48% over the last decade in line with the United Nations (UN) Decade of Action for Road Safety - 2011 to 2020 which was anchored on the target of UN member countries reducing road traffic accidents and deaths by 50 % by the year 2020. Over the past ten years, Zambia has learned lessons from the implementation of the UN Decade of Action for Road Safety and now the focus is building on the success story to open a new chapter as the country joins the rest of the World in commemorating the UN Road Safety

Week in May 2021which will also mark the launch of the new Decade of Action for Road Safety – 2021 to 2030 which is aligned to the Sustainable Development Goals (SDGs) with focus on promoting sustainable transport among UN member countries. The reduction in road traffic accidents and fatalities in Zambia over the past decade is attributed to Governments commitment in prioritizing road safety as a national public health issue. Government through the Ministry of Transport and Communication under the RTSA is implementing a multi-prolonged road safety management system to improve the road safety profile of the country through education, engineering, enforcement and improved emergency systems coupled with a conducive environment. This road safety management approach entails safe drivers and other road users through education and enforcement, safe vehicles and safer roads through engineering and a conducive environment, and improving post -crash care through well-coordinated emergency systems. The proper management of whole milieu of variables reduces the risk of a road crash occurring. The road safety management approach is designed to improve the road anchored on the five Es of road safety.

Education Drivers behaviour can be improved through safety educational programs Education and Road safety education and awareness is critical in shaping good road user behavior in order to have a cadre of road users that respect traffic rules and regulations. The RTSA plays an active role in conducting awareness among road users by improving road safety through campaigns and educational programs. Road safety education and awareness for children and vulnerable road users in rural communities is an effective tool that the Agency has employed in improving the behavior of road users. Education provides the good senses to all road users resulting in improved general road user behavior especially drivers and in particular PSV who are mostly involved in mass carriage of passengers. Civil society organizations are urged to complement the RTSA to enhance road safety advocacy. Enforcement The enforcement of traffic rules and regulations on speed, seatbelt, cell phone use, driving under the influence of alcohol and other road safety laws is significant in promoting road safety and decreasing collision between vehicles and other road users. The Agency is

also effectively enforcing child safety restraints in motor vehicles and overloading of passengers and goods. Legislation has proved to be an effective way to discourage risky behavior and improving road safety. It against this background that the Road Traffic Act No. 11 of 2002 is under review to make it more responsive to the current changes in the road transport sector. Engineering Design of roads and vehicles contributes to prevention of road accidents. Vehicle maintenance prevents accidents and also saves occupants and other road users from road crashes due to mechanical failure. Engi-

neering also provides most scientific design to make the roadway safe for all road users. Over the past decade, the Zambian Government has invested in the construction and rehabilitation of roads to improve the quality of the country’s road network. As a lead Agency in promoting road safety, the RTSA has continued to highlight the need to improve the safety of road networks for the benefit of all road users, especially the most vulnerable; pedestrians, cyclists and motorcyclists. There has been increased attention to include improving safety-conscious planning, design, construction and operation of roads; making sure that roads are regularly assessed for safety; and construction of safe infrastructure to cater for all mobility needs of road users. On the other hand, the Agency has continued conduct motor vehicle examination for road worthiness. Mechanical failure due to poor roadworthiness of a motor vehicle can also cause road accidents due to failure of breaks, locked steering wheel, tyre burst and any other failure that could be questioned as having instigated the car not to perform normally. Therefore, the need for safer vehicles on the Zambian roads is paramount in reducing the number of road traffic crashes. It is an offence under the Road Traffic Act No.11 of 2002 for anyone to drive a motor vehicle on the public road without a valid Certificate of Fitness.

Emergency Services Increased responsiveness to post-crash emergencies and improving the ability of health and other systems to provide appropriate emergency treatment and longer term rehabilitation for crash victims is a prerequisite in road safety management to avoid preventable death and disability, limit the severity of injury and the suffering caused by it, and ensure the best possible recovery and reintegration into society for crash survivors. To this end, Zambian Government has provided response vehicles ambulances with the construction of trauma care centres along the highways. Basic life support after a road crash is an emergency. Government through the Ministry of Health has also provided medical technicians and paramedics to assist in treatment and movement of road traffic crash victims to emergency facilities. However, there is need for more investment in this area in order to have an enhanced and well-coordinated post-crash care system. Environment Environmental factors play an important role in reducing occurrences that result into road accidents. In Zambia, road traffic crashes are so prominent during rainy season as most of the roads became slippery. Statistics indicate that about 4.7 % road accidents occur due to environment factors. The environment influences pedestrian and driver behaviour in ways that sometimes result in accidents. Many environmental factors such as surface condition, lighting, traffic density, and atmospheric conditions are contributing factors to road accidents. On the other hand, drivers are sometimes faced with problems related animals such as cows and dogs that they encounter along the highways.In some cases accidents occur due to poor hazard recognition, poor vision and attention. Some environmental factors such as weather condition are beyond human control, hence the need for all road users to be conscious when using the road.

MAPUTO - The World Bank on Wednesday granted $100 million for an emergency recovery project in northern Mozambique, where hundreds of thousands of people have been displaced by a jihadist insurgency. An agreement for the funding - part of a three-year $700-million project was signed by the government and the United Nations Office for Project Services (UNOPS) which oversees the project. Gas-rich Cabo Delgado province has been battered by a bloody jihadist insurgency since 2017 by a group known locally as al-Shabab. In a major intensification of the violence, Islamic State-linked militants raided the coastal town of Palma on March 24, killing dozens and driving more than 25, 000 out of the town. Three years of violence has killed at least 2 800 people according to Acled, a non-governmental organisation (NGO). President Filipe Nyusi, who attended the signing ceremony in Pemba, the provincial capital, said: “Despite the pain and sorrow that has characterised the lives of Mozambicans,” the agreement would help deal with a “humanitarian catastrophe.” He vowed that “together we shall overcome and win” the battle with extremists, by focusing the national agenda on development. “The heart of this plan is to remove families from situations of vulnerability through socio-economic

Malawi outlaws death penalty LILONGWE - Malawi’s highest court on Wednesday outlawed the death penalty and ordered the resentencing of all convicts facing execution. Capital punishment has long been mandatory in Malawi for prisoners convicted of murder or treason, and optional for rape. Violent robberies, house break-ins and burglaries could also be punishable by death or life imprisonment. Executions have however not been carried out since Malawi’s first

democratically elected president, Bakili Muluzi, opposed the punishment when he took office in 1994. In a landmark ruling on Wednesday, Supreme Court judges hearing an appeal by a murder convict declared the death penalty “unconstitutional,” de facto abolishing the punishment. “The death penalty... is tainted by the unconstitutionality discussed,” the judgement said. Malawi last executed around two dozen prisoners in 1992, according to Amnesty International. More than 30 countries in Africa still have the death penalty on their books, but just under half have carried out executions in recent years. – AFP.

ZAMBIA’S footballer Kabaso Chongo is nursing head injuries after his TP Mazembe side were attacked by rival supporters in the Democratic Republic of Congo on Wednesday.
