Apathy not good for democracy - Chitimukulu PARAMOUNT Chief Chitimukulu of the Bemba people of Northern Province has bemoaned the voter apathy that characterized the past three presidential elections in Zambia. The traditional leader said the country recorded a voter apathy of 48.33 percent in 2011, 68.64 per cent in 2015 and 43.55 in 2016, a trend he said was not good for democracy. He said this in a speech read for him by Lufwanyama District Education Board Secretary, Mambe Hamududu, during the launch of the Movement for Voter Sensitization (MVS) at Moba Hotel in Kitwe. Paramount Chief Chitimukulu said MVS was formed to address the challenge of voter apathy and to sensitise people countrywide to register as voters. "If the challenge of voter apathy is not addressed, this will destroy the essence of democracy which demands the rule of the majority," Paramount chief Chitimukulu observed. The Mwine LuBemba who is also the patron of the MVS, said there wpould also be need to sensitize people against making tribal remarks and political violence. He said the NonGovernmental Organisation (NGO) would encouraged women and youths to participate in politics and to hold their political leaders accountable.

And senior Chief Madzimawe who represented Paramount Chief Mpezeni of the Ngoni people urged the new NGO to follow people even on social media so that they could be captured and sensitized. Chief Madzimawe noted that a lot of people were active in political issues on social media but did not participate in actual voting. At the same function, senior chief Kanongesha of North-Western province said tribalism would not be entertained in his chiefdom urging all chiefs to embrace all political party leaders to campaign in their chiefdoms. Earlier, Chief Lumpuma of the Lamba people said women in his chiefdom think that they could only use their National Registration cards to get fertilizer under the Farmer Input Support Programme (FISP) and note for voting hence the need to sensitize them. Chief Lumpuma called on the new NGO to discourage the ferrying of political cadres from urban areas to rural areas during campaigns to avoid political violence. Chief Chikanta of the Tonga people of Southern Province urged all chiefs in the country to support the NGO and ensure that all eligible voters obtain NRCs and voters cards so that they participate in next year's elections. ‘Govt is subsidizing Covid-19 certification fee’ By KETRA KALUNGA GOVERNMENT is subsidizing the K1 000 COVID-19 certification fee because the cost of one test is about $150 which is about K3 000, the Ministry of Health has said. The Ministry was responding to complaints from Zambian cross-border traders that the K1 000 certification fee was too high and should be waived to about K500. Details gathered by the Daily Nation revealed that the K1, 000 charge by the ministry was better because private hospitals were charging K2, 500 for the test. Ministry of Health spokesperson, Able Kabalo, said in an interview that the cost of the test was high therefore the K1 000 charged by the government was reasonable. Dr Kabola said initially the test for those traveling abroad was free but Government realized that the cost was chocking the response to COVID-19. He said the Ministry’s priority was to combat the pandemic through offering free tests to people who have symptoms and along with their close contacts. Dr. Kabalo explained that the K1 000 charge was helping the Ministry to replenish the supplies and therefore the tests could not be done for free. “Initially those tests were being done for free and quite a lot of people benefited but we saw that this was chocking our response. “But we don’t want to auve a situation whereby we finish all our test kits because our focus is to text those who show symptoms but for those who just want to test, they need to contribute towards the cost of the test,” he said. Dr Kabalo said the Ministry had no choice but to charge the influx of people who wanted to travel abroad as a requirement in other countries. But the Cross Border Association of Zambia (CBAZ) said it would engage the Government to consider reducing the COVID-19 certification fee. CBAZ president, Goodson Mbewe, said his organization had initiated the process of engaging the Ministry of Commerce, Trade and Industry on the matter. “As the association we stand to find a cheaper way of having the COVID-19 tests done for the traders because the feel K1 000 is too high,” he said.

FOREIGN nationals are working as house keepers, carpenters and plumbers in the lower Zambezi Lodges at the expense of the local people, PF Lusaka Province secretary, Kennedy Kamba has charged. Mr Kamba told the Daily Nation yesterday that PF would not allow anyone to give jobs to foreigners when the locals could perform better. He challenged the Ministry of Labour to move in quickly and stop the trend. “The Ministry of Labour should listen to the cries of our people. Jobs should never be taken away from our people. It is alleged that some of the foreign nationals working in those areas don’t even have work permits. “There is no way foreign nationals can be working as house keepers, carpenters, plumbers in the lower Zambezi lodges when our people have no jobs. Priority must be

given to Zambians first,” he said. Mr Kamba said he had already engaged Tourism Minister, Ronald Chitotela, to address the matter so that primary jobs that Zambians could do in the tourism sector were not given to foreign nationals. He also encouraged Government officials, entrusted with the mandate of delivering development to rural areas, to ensure that they worked hard in line with the PF manifesto. “Between Chijata ward and Mugulameno, the road is in bad shape. There is a contractor working between Chijata and Michael Chilufya Sata Bridge. The contractor is very slow and the Ministry responsible must ensure that works are expedited,” Mr Kamba said. ZCCM-IH, a minority shareholder in the mine submitted an expression of interest to Glencore which responded favourably. Glencoe International has 73 per cent shares while ZCCM-IH has 16 per cent stake. "We assure you that we will always be there to protect the interests of the workers and we are greatful to government for allowing us to be part of those sitting at the table of negotiations," he said. CLEAR VOTERS’ MALAISE CLEARLY, the Electoral Commission of Zambia (ECZ)’s performance requires an immediate boost to attain the set target of capturing nine million registered voters. The on-going voter registration exercise is marred by logistical hitches including intermitted breaking down of machines, lack of ink, interruptions in the network and insufficient staff members. As a result, the registration process is inordinately slow such that people spend more than six hours on the queues to get their voters card while others abandon the mission after many hours of waiting. Registration officers are overwhelmed while prospective voters are frustrated! However, it will be prudent to place certain issues into perspective because it appears that some of the challenges are way beyond the ECZ while others are not. One of the factors is inadequate funding as ECZ Chief Electoral Officer Patrick Nshindano explained that his organization received K470 million against K670 million budget. This, therefore, means that the ECZ has had a deficit of about K200 million. Thus it follows that the ECZ has been constrained financially to make certain adjustments such as increasing staffing to the required levels. Secondly, repair and replacement of faulty machines is evidently a challenge with inadequate funding while supervision or inspection of registration centres countrywide is a far cry. However, problems such as expiry of password to the system can be resolved without Government subvention. Disturbances and insecurity caused by cadres that are arriving in hundreds at the same time in registration centres is a challenge that can be tackled by political party leaders. If the total budget was released at once, the ECZ would have recruited enough manpower from the start while kits could also have been available. The process could have been faster with four or five machines with corresponding numbers of staff at each centre, but only one officer was stationed at each centre when the exercise started. Had all logistics been in place, the ECZ would have registered close to the target by now, but alas only a paltry 2.7 million people have been captured thus far. It is hoped, therefore, that the Government will release more funds so that the ECZ can operate at full throttle and capture the nine million voters. In the meantime, a sensitization programme should be worked out so that as soon as the funds are released with all logistics in place, citizens can be given sufficient information to make the process quicker. A system must also be devised to ensure that people do not stay longer than necessary in the queues. Some people like busy entrepreneurs, farmers, workers and other citizens may not have the luxury to stay away from their work stations, hence the need for a quicker way of registering them. It is important to make this process as smooth as possible in order to capture all the eligible voters in next year’s elections. No one should be disenfranchised as a result of a frustrating registration process! Henceforth, the ECZ and Government must thrash out the funding aspect and ensure all the eligible people are registered. A registration process can be a fertile reason for a losing candidate to petition the election result; this must be avoided. Resolve the voters’ malaise!

AMBIANS must be patriotic and ensure that taxes due to the government are paid, Alliance for Good Governance President, Joseph Chileshe, has advised. Mr Chileshe said doing so would help the Zambia Revenue Authority (ZRA) raise enough resources to enable the country respond to expenditure accounts, debt repayment inclusive. He said despite facing difficult economic conditions, citizens needed to be responsible and ensure that taxes due to Government were remitted. Reject late submissions, court told By CHARLES MUSONDA THE Lusaka Magistrates’ Court has been asked to reject late submissions filed by the State in the case where a local contractor is accused of forgery, uttering false documents and obtaining pecuniary advantage. In this case, G&G Nationwide (Zambia) Limited director Christopher Banda has been accused of forging a Road Development Agency (RDA) contract and a National Council for Construction (NCC) certificate of contract used to obtain a contract on the Mansa-Luwingu road from China Henan; and obtaining a contract worth U$1, 168 ,052.00. When the matter came up for ruling on whether or not Banda has a case to answer, Lusaka Chief Resident Magistrate Lameck Mwale observed that he had just received the State’s submissions in the morning. In response defence lawyer Charles Changano told Mr. Mwale to dismiss the late submissions in line with standard law practice and the court agreed in the affirmative. The court could however not rule on the main matter as the ruling was not ready and will only be delivered on December 14, 2020. And in his submissions, Mr. Changano, of D. Findlay and Associates, has argued that the prosecution has failed to establish a prima facie against Banda as the evidence presented by prosecution witnesses is untruthful, disjointed, manipulated and incoherent. He said the prosecution’s evidence was fraught with irregularities, inconsistencies, halftruths and blatant lies. “This conduct is a clear case of dereliction of duty which entitles this court to take a view that any evidence that was not investigated or deliberately left out by the prosecution was likely in favour of the accused,” Mr. Changano said. He said the manner in which

the police and the National Prosecutions Authority handled the matter, whereby they targeted the accused only to help China Henan fail to pay Banda for the work he had had done on the Mansa-Luwingu road, was unfair and that such an omission was prejudicial, unjust and should not be condoned by the court. In July 2015 China Henan and G&G had a dispute, which resulted in the appointment of an arbitrator by the Chartered Institute of Arbitrators (Zambia Branch). At arbitration, G&G won the matter but China Henan later applied to the High Court to set aside arbitral awards to G&G. However, the High Court dismissed China Henan’s application and discharged the stay of execution of the awards and arbitral proceedings. China Henan then appealed to the Supreme Court where Judges Albert Wood, Nigel Mutuna, and Mumba Malila on March 7, 2017 upheld the High Court’s decision. However, in 2018 China Henan reported Mr. Banda to police on allegations that he used a forged RDA contract and NCC certificate for G&G to win the contract.

"As an association, we are happy that all our members are adhering to COVID 19 guidelines so we don't fall into a second wave which will have disastrous consequences on the tourism and hospitality industry," he said. Mr Banda said while demand for accommodation from foreign tourists and visitors remain subdued, domestic tourism had boomed around the Kariba tourism circuit. He, however, said the tourism sector still faced considerable challenges including travel restrictions, in other countries such as China. And Tourism specialist Rose Musonda has called for scraping off of VAT on all tourism related goods and services. Ms Musonda said the scraping of VAT on the tourism services will spar domestic tourism and help the sector recover from the impact caused by the COVID 19 pandemic.

YWCA empowers 55 youths By RABECCA BANDA THE Young Women Christian Association has empowered 55 young men and women of Kalingalinga community with assorted starter pack goods for their businesses. YWCA executive Director Patricia Ndlovu said the Association was awarding its participants for taking part in various activities during their project ‘’karate for better life ’’ which ran for three years. She said the project was aimed at improvement of young men and women’s lives, empowering them with business and financial literacy skills. She said they also provided training in karate not for fighting but for self control of themselves and also prevent incidences of gender based violence. She said YWCA and YMCA empowered young men and women through the safe space intervention and 142 were equipped with karate skills. She said YWCA and YMCA could not have been done the project by themselves without various stakeholders such as Kalingalinga Clinic which offered free testing, Kalingalinga school for safe space, The Zambia Army provided free demonstration of karate and the Citizens Economic Empowerment Commission that provided free business lessons. She said through the project, the association is giving to the community as part of empowering the young men and women to improve on their house hold living. She said even though the project is coming to an end in November 2020, the beneficiaries are fully equipped. She said it is now their opportunity to put into practice to the information and skills to make better lives and choices for themselves. She said urged the young men and women to say no to negative peer pressure from friend but make the right decisions. She said the level at which they right now should be different five years from now and they shouldn’t hesitate to consult when they face challenges in their businesses. She said the association is equipping the55 young men and women who choose to do various businesses. HE period allocated to mobile voter registration inadequate to capture the targeted nine million voters, Chief Katyetye of Isoka has said. Chief Katyetye said the Electoral Commission of Zambia (ECZ) should extend the registration period or better still under continuous voter registration exercise to capture more voters. Chief Katyetye said since the process is taking long to

register one person the ECZ should extend the registration period. He said it was practically impossible for the ECZ to capture nine million voters in a month hence the need to add more days. “It is taking long to register one person and many people will not manage to register if the programme ends on December 12 as earlier announced by ECZ," Chief Katyetye said. Chief Katyetye said the 2020 voter registration exercise has fallen below the

expectations of many stake holders. The process is frustrating and below expectations of the potential voters. “You cannot have one registration kit at a station which has, for example over 8, 000 voters, and expect all of them to be registered within seven days,” he said. Chief Katyetye said one officer is only managing to register less than 200 voters a day from the opening time to the closing time. “Assuming an officer is registering a maximum of 200 a day, a simple

Britain trains Zambia’s anti-poaching crack team A COMBINED team of security officers has completed training in anti-poaching conducted by the British Army. A total of 60 officers from the Zambia Army, Zambia Air Force, Zambia National Service, Zambia Police, Office of the President and wildlife police underwent the threeweek training at Chunga Wildlife Training School in the Kafue National Park. GIRLS in schools should take up science and technology subjects in order to utilise their potential in the area, Fisheries and Livestock Minister Nkandu Luo has advised Professor Luo indicated that there had always been a stereotype that boys were better than girls in sciences and that it could only be stopped if girls too showed their capabilities. The Minister was speaking at the Science, Technology, Engineering and Mathematics (STEM) for girls Conference in Lusaka. Prof Luo told the girls to take up challenging subjects in order to expose their levels of intelligence and competence. The Minister said Government’s aim to introduce STEM schools was to produce young engineers, doctors, mathematicians, technologists and scientists among other professions regardless of gender. She therefore urged girls to take advantage of the opportunity as they were capable of making it in science. "When I was growing up, in my class if you ask how many people wanted to be doctors you would probably only see one hand from a girl. This is because the stereotype was that science was a very difficult subject, hence was only for boys. “Some of us had to break those chains by proving that girls are intelligent and can also take up sciences," Prof Luo stated. She urged the girls to be inspired by the many women in the country who had changed the narrative of science in the country saying it was possible for them to make it too.

At the same function, Information and Broadcasting Services Minister, Dora Siliya said the essence of holding the meeting with girls from schools in all the 10 provinces was to pass the message that girls too have the capacity to do great in society. OVERNMENT and COMESA have signed an agreement that sub-delegates t h e imple-

mentation of coordinated border management activities and trade and transport facilitation programme in three border posts in the country. The sub-delegated activities are worth 6, 688,560 Euros and will support upgrading of priority cross-border infrastructure and equipment at Mwami, Chirundu and Nakonde and borders. These borders connect Zambia on one hand Malawi, Zimbabwe and Tanzania respectively. This is part of a broader 48 million euros Trade Facilitation Programme (TFP), financed under the 11th European Development Fund (11 EDF) through a

Grant Agreement signed between the European Union and COMESA in November 2018. The TFP has five key result areas on deepening regional integration, improving inclusive regional economic growth and enhancing the competitiveness of the COMESA region. By BUUMBA CHIMBULU NATSAVE has facilitated payments worth over K90 million for the 2020/21 farming season under the Farmers Input Support Programme (FISP), making it one of the leading financial institution to render support to the agriculture sector. This is according to the NATSAVE acting Managing Director, Keith Hamusute. Mr Hamusute said in an interview that NATSAVE had been active in the Zambia’s agriculture sector. He explained that NATSAVE was part of the institutions helping with FISP programme as well as payments for the Food Reserve Agency (FRA). “For the 2020/21 farming season, NATSAVE has facilitated K90 million. We are working with thousands of farmers. We are in places where no one is, when you look at the beneficiaries that have accessed the FISP through NATSAVE, we are looking at in excess of 10, 000. “In terms of FRA, last season we made the highest

payment among financial institutions, over K200 million and for farmers, it is more than 100 beneficiaries farmers and I think it is almost the same with this farming season,” Mr Hamusute said. Meanwhile, NATSAVE last week signed an agreement with the Association of Private Colleges of Education in Zambia (APCEZ) for affordable financial services. Commenting on this, Mr Hamusute said the agreement signed with APCEZ was to facilitate effective and efficient provisions of banking and financial services to the members and their staff. He explained that this was with that view of enhancing business performance in terms of working capital and also improving their competitiveness on the market.“This agreement sets the framework for a working relationship between the two organisations that share a common vision for developing the private education sector in Zambia. “This will enable colleges and their affiliates access affordable and appropriate financial products and services,” Mr Hamusute said. APCEZ Chairman, Simon Chomba, said the agreement would enable the association’s members have ready access to financial and credit services of NATSAVE. ZRA launches three service systems By BUUMBA CHIMBULU THE Zambia Revenue Authority (ZRA) has this month launched three electronic systems with the Democratic Republic of Congo and other partners, underlying institutional resilience to crisis. As a result, ZRA would have the ability to continue delivering quality services despite the global Covid-19 pandemic. ZRA has launched Electronic Queue Management Systems (EQMS), the Electronic data exchange between the ZRA and the Direction Générale des Douanes et Accises (DGDA) of the Democratic Republic of Congo as well as the TaxOnApp. This is according to Robert Zawe, ZRA acting Corporate Communications Manager. Mr Zawe said the EQMS had been installed in three ZRA Inland Revenue offices. He said that the project had been supported through a joint effort by German Cooperation and the European Union implemented by GIZ. “Customers coming to the Inland Revenue offices in Livingstone, Chipata and Solwezi now benefit from shorter waiting times through the allocation of a waiting number corresponding to the

specific query of the customer. “Due to this, ZRA can continue offering high-quality services to the customers and further improves the customers’ experience. The ZRA Service Centres in Lusaka, Ndola and Kitwe had already been equipped with the EQMS management tool in 2018,” Mr Zawe said.

Mr Zawe indicated that customers could download the app from the Google Playstore onto their smartphone and access a variety of ZRA services from the palm of their hands. “The app features the registration for a TPIN, filing of returns, payments via mobile money or net banking, passenger clearance, motor vehicle calculator, customs declarations as well as tax information through videos and articles. “The TaxOnApp project was funded by the Domestic Revenue Mobilisation Innovation Fund which is co-financed by the Bill & Melinda Gates Foundation and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ,” he said.

Former Zappos CEO Tony Hsieh dies at 46 TONY Hsieh, former chief executive officer and founder of online shoe and clothing retailer Zappos, died on Friday, the company said in a statement. China slaps up to 200% tariffs on Australian wine CHINA will impose taxes on Australian wine of up to 212%. Its commerce ministry said these were temporary anti-dumping measures to stop subsidised imports of Australian wine. The duties will range from 107% to 212%, intensifying trade tensions between the two countries. In recent months, Beijing has targeted Australian imports including coal, sugar, barley and lobsters amid political tensions. Officials in China have argued that some Australian wine is being sold cheaper there (dumped) than in its home market through the use of subsidies. Australia has rejected that assertion. China is the biggest destination for Australia's wine exports, accounting for 39% in the first nine months of 2020,

according to Wine Australia. China has been carrying out a year-long investigation into anti-dumping, looking at wines being sold in China at prices alleged to be lower than in Australia. Following the announcement on Friday, Treasury Wine Estates (TWE), one of the world’s biggest winemakers saw its share price slump more than 13%. TWE, the maker of Penfolds and Wolf Blass, has built up a powerhouse business selling into China which analysts estimate is worth A$4bn (£2.2bn; $3bn) alone after six years of robust growth. Other Australian winemakers have been singled out alongside TWE, including Casella Wines and Australian Swan Vintage. China’s commerce ministry didn’t specify how long the measures would last for.- BBC

RWANDA’S GDP DECLINES BY 12.4PC IN THE SECOND QUARTER R WANDA’S economy has been hit severely by the pandemic with various sectors registering a significant drop in production and consumption of services despite ongoing efforts by the government to revamp the economy. While there has been an increase in economic activity, it is yet to significantly improve the country’s economic prospects as some sectors of the economy remain closed while the country’s hospitality and tourism sectors are yet to recover. From July to September, the second quarter, Rwanda’s Growth Domestic Product (GDP) dropped by 12.4 per cent compared to the same period in the previous year, partly due to the prolonged impact of the total lockdown imposed in March for almost two months. “The decline in GDP of Q2 was due to poor performance in transport, trade, education, construction, exports, hotels, restaurants and agriculture subsectors,” said Mr Uzziel Ndagijimana, Rwanda’s Minister of Finance and Economic Planning. He spoke in Parliament on Monday while presenting the status of the economy and budget in the first quarter of the financial year 2020/21. Although the gradual reopening of the economy started on May 4, some businesses remained closed including bars and entertainment facilities. The Ministry of Finance figures show that after a drop in May 2020, employment is back to its level pre-Covid-19, with trade, manufacturing, accommodation and food service activities contributing to the employment growth between May and August 2020. “However, this is not the case for all sectors as employment in arts, entertainment and recreation as well as education are taking long to recover,” Mr Ndagijimana said. Rwanda’s private sector says it is still struggling to recover from the pandemic with many businesses scaling down operations to save costs. For Nilla Muneza, the Chief

Govt to centralise control of State firms HARARE - The Government will adopt a centralised ownership model for State-owned enterprises (SOEs) to eliminate inconsistencies in governance and ministerial interferences, Finance and Economic Development Minister Professor Mthuli Ncube said yesterday. Zimbabwe has a decentralised SEPs ownership model, where the Government shareholder function is spread across different line ministries.

The ownership model has been associated with a number of challenges, including inconsistencies in governance practices, ministerial interferences, delays and or reversals of Government approved SEPs reforms due to vested interests within some line ministries, and generally weak and passive oversight function, among others. Under the centralised ownership model, a single govern-

ment institution carries out the role as shareholder in all companies controlled by the State. Prof Ncube said the new model had already been approved by the Cabinet and would be implemented next year. Prof Ncube said the current model had been related to the poor performance of the SOEs sector not only in Zimbabwe, but the world over, wherever this model had been followed. Banish insulting politicians Dear Editor, A FEW years ago, I knew a politician in the MMD government who was importantly known as an ‘insultant’ because of his foul mouth. Each time he opened his mouth only unprintables graced the air. Soon people started avoiding him because there no signs he would change for the better soon. Sadly I have noticed with concern one big opposition leader who is always caught in insulting language wars by resorting to suspicious but highly degrading phrases. That certainly will not help him amass votes next year because to resort to insults, he is certainly walking on a soft

ground. The phrases which he uses may have different meanings but he cannot fool people over his real intentions-to insult those not in his camp. That verily verily will not work because he cannot develop Zambia using insults. Zambians want a well-meaning leader with a heart for the people, not insults which are coming in colours to suit his ego. I am sure I am speaking on behalf of many Zambians who should be concerned with utterances from this politician. In Zambia we want to see development to uplift living standards of the people. Those who believe in name calling to acquire State House will miss the bus to Plot One and plunge into the ocean using a basket. It is that bad but nakedly true. It is also possible that as we get closer to August 2021 many politicians, especially those in opposition will be more prone to using bad language. Those who live by insults will die by insults. AMBIA in 2020 has woken up to the inescapable reality, a reality of having civil servants as the trade elite beatingtheprivatesectorsalary earners.

This was a figment of imaginations in the Government of yesteryears and the largest employer has led an example of having a financially motivated workforce. When the Patriotic Front assumed the control of the affairs of the Nation, its developmental agenda was entitled, “Zambians do not only deserve better life, they are entitled to better life.” In pointing at a correct appraisal regarding the PF’s appraisal regarding the implementation of this motto, we here now use the conditions of service for public service workers as a yardstick for measuring the performance. Driving back to the memory lane, the 2006 and 2011 general elections were all characterized by the massive industrial unrest and the work stoppages. The stoppages pointed at the failure of then Government’s of the day to improve the conditions of service. However, since the transition from MMD, there has been no work stoppage by civil servants on their conditions of service, an indication

that there is constructive dialogue between the Government and its employees. It is therefore of paramount importance to conduct a self evaluation of the role the Patriotic Front Government has played to restore the dignity of civil servants. Let’s drive back to the memory lane and point at the notable discontent in the public service as well as do the comparative analysis of the neighbouring nations in so far as improving service conditions is concerned. While other economies have not consistently paid civil servants, in Zambia delay to give what is due to them has virtually become history. Prior to the coming of the PF Government, it was unattractive to be a public servant especially in sectors such the teaching profession, the health and the security wings. The scale of remuneration and the housing units were inadequate and it was virtually impossible for civil servants to have access into decent housing, send their children to Universities and possibly upgrade their academic progression. This was owing to the constrained take home after their pay day. However, lately, the civil servants are nearly in all

Universities upgrading their qualifications on a self sponsorship basis. Some have succeeded in sending their kids to prestigious Universities including the foreign Universities. In fact, the children of civil servants can no longer be said to be part of the vulnerability status owing the adjustments of their pat check. The civil servants started seeing the pro-poor proclamation after they had a sudden 200 per cent salary increment effective 1st September, 2013. This life changing and watershed historically significant saw the civil service an attractive and a lucrative investment for the young people who had seen it as their destination. This broke the generational divide of having public service workers at the bottom of the pay pyramid. In 2015, the civil servants had their salaries increased by the substantial amount of 29 per cent. In 2019, a further 4 per cent was effected while in 20 per cent an average of 10 per cent and this represents an average of 250 per cent consolidated earnings of civil servants salary increment of civil servants. Dear editor, IT's exciting to see that flights to-and-from Addis Ababa, South Africa and Dubai are full once again. It's also exciting to see that business and trading are picking up again. It is clear that the wheels of the economy are beginning to quickly turn. Hotels are full, shopping malls are filling up again and the extensive road works across the City make log-jam traffic all day. Zambia is among African countries with the fastest growing middle-class and this shows in Lusaka. The private construction is also booming but cement is now K100-K120! Being in Lusaka gives you a sense of a bustling city heading into prosperity. But we should remember that we have the poor, and the extensive developments we are seeing in the City sometimes mask this fact. This reminds us that we must roll-out development initiatives across the country and everywhere. We ought to support more industries and manufacturing sectors to answer to the high unemployment rate and ensure that the poverty rate keeps going down... Our biggest potential has been agriculture, livestock and its associated sub-sectors. We need to put our foot down and pay particular attention to this sector to realize its full potential! Maize is not agriculture! Agriculture is far broader than that. Mining is our biggest forex-earner for decades and we need to halt the decline and restore its high production rates and attract critical investment for better yields that should accrue to the country. And we ought to resolve the mining policy including mine tax policy to determine how best we can benefit from these national assets. We have made frequent and shifting policy changes in the last fifteen years that it portrays instability to the sector. Any sick or wounded animal should be isolated and somebody should take full charge to take care of that animal. In our issue today is to look at wounds and abscess that occur in animals. In an area where tetanus is known to occur, anti-tetanus toxin should be injected, however, small the wound. Wounds may be closed or open. A closed wound is when the skin is unbroken but the underlying tissues are severely damaged. The cause in most cases of such injury is due to external violence and the injured area is swollen, hot, and painful and may be discolored depending on the part where this has been inflicted. Treatment for such cases is simple especially if the skin is unbroken. A lead lotion can be used when a pad of cotton is soaked in the water or lotion itself can be applied to the bruised part of the body. Open wounds are injuries to the skin and other body structures. The main type are incised, lacerated, or punctured. Mr Katambo said Zambia was among the first countries that had fully domesticated the SADC Harmonised Seed Regulatory System. He said the country was the first in SADC to fully align national seed laws to all the three components of the regional guidelines which are seed variety release, seed certification and quality assurance. Government was increasing understanding that good seed is a lifelong pursuit for all farmers. Mr Katambo said with the

rapid change in the climate the world was facing complex problems that it had never faced before. “Community and individual efforts are therefore required to find new solutions. Seed harmonisation is one key step towards resolving these challenges,” he said. He said Zambia’s seed industry is currently one of the strongest and most competitive in sub-Saharan Africa. Therefore, NFNC and its cooperating partners in Samfya district would continue striving to reduce the number of stunted children. Mr Mwale attributed the success of the programme to the multi-sectoral approach it employs to ensure its objectives are reached. He said by using the multi-sectoral approach the programme was able to tackle stunting using nutrition-specific and nutrition-sensitive

In our issue today is to look at wounds and abscess that occur in animals. In an area where tetanus is known to occur, anti-tetanus toxin should be injected,

The cause in most cases of such injury is due to external violence and the injured area is swollen, hot, and painful and may be discolored depending on the part where this has been inflicted. Mr Heldman also said the Key Hole Garden Competition resulted in the training of over 1,200 extension staff and farmers in Katete and Petauke districts. Get involved in inmates’ rehab, Church urged SOLWEZI District Commissioner (DC), Rosemary Kamalonga, has called on the church to get involved in the rehabilitation of inmates in the country. Ms Kamalonga said the church should not relent in rehabilitating inmates during their stay in correctional facilities and after being discharged. She was speaking during a thanks giving prayer service for inmates held at St Daniel Catholic Church in Solwezi. Ms Kamalonga said that some inmates were in prison as a way of getting prepared for greater opportunities. “Men and women of God should be involved in the correcting and rehabilitating of our brothers and sisters who found themselves in conflict with the law because God created everyone for a purpose,” Ms Kamalonga said. She said the inmates needed counseling and prayers on admission, during their stay and after being discharged from correctional facilities. Ms. Kamalonga also urged the Church to pray for the families of inmates and the community as a whole to accept the offenders as they go back into society. She said the Christian community should continue

offering inmates with financial and material support and also visit them regularly. “Even in our province Northwestern, we have the construction of two new modern correctional facilities with the capacity of 250 inmates in Mufumbwe and Chavuma districts respectively. “My dear inmates, being in prison is not the end of life, you can make it and become meaningful citizens in future,” she said. In an interview in Kitwe yesterday ahead of the collective bargaining, Mr Kalobo said miners were demanding 25 per cent salary rise and so union leaders should strive to meet members’ expectations. "In the past we have seen union leaders act like spokesperson of these mining companies where they go to convince their members to accept mediocre salary increments. As we get closer to the collective bargaining, I am urging union leaders to ensure that they get the best for their members "We don't want a situation where

union leaders would start speaking on behalf of the mining companies and later, they will be taken out of the country for shopping for convincing miners to accept very low salary increments," Mr Kalobo said. The MP said union leaders should strive to gain the confidence of their members by negotiating for better salaries and conditions of service for their members. "When you are a leader, you should always be on the side of the people, but if you decide to betray the people in any way, then you will lose their trust and confidence. So union leaders are representatives of the workers who should always be on the side of the workers," he said. Meanwhile, Mr Kalobo said plans were under way to rehabilitate the blown off roofs at Malela Secondary School in his constituency. He said, during heavy rains more than one week ago, blew off the roofs of some classrooms at the school. "So following this sad development, we met with the school management and discussed how we can repair and I can tell you that we have come up with a plan," he said.

FINANCIALLY CHALLENGED PROJECTS

M

ANAGING financially challenged projects using Agile project management. Is Agile project management the panacea to handling financially challenged projects? What do you do when project funding dries-up? Our discussion this week focusses on projects which are financially constrained and challenged. Projects which become orphaned along the way as a result of no funding availability. Projects which become abandoned and no one claims ownership. What is a financially constrained project? A financially constrained project has various limitations and risks that need to be taken into account and addressed to ensure the project’s ultimate success. Financial risks need to be proactively management and contingencies built in the project budget so as to mitigate the effects should financial resources become unavailable. What are challenged projects? Completed and approved projects which are late, over budget, and have fewer features and functions than originally specified. The degree of challenge depends on the way constraints are applied and interpreted within the organisation. Others include partially successful completed and approved projects which are late, over budget, and have fewer features and functions than originally specified. This is indeed a daunting task for project managers to salvage projects which are subjected to financial underfunding. Of course one way of dealing with

this risk and issue is to de-scope the project and execute only the deliverables which can be funded by available funds. The project approach should be able to take into consideration the project high financial funding risks from past lessons and mitigate that by recommending Agile project management approach. This is really where the concept of agile ways of project delivery would help deliver value. An Agile project approach involves delivering project deliverable incrementally and delivering value. Agile uses a product and sprint backlog. A backlog is simply a list of prioritised features or requirements and functions the project is envisaged to deliver. Each feature would then have an assigned value on the premise that not every project feature has the same value in the eyes of key stakeholders, and in this case the customer who is the ultimate user of the project benefits derived from the project. One of the techniques we use in the prioritization of project features is abbreviated and known as MoSCoW. (This name has nothing to do with the capital city of Russia). Where M stands for features which are Must have’s (It is essential to have), S stands for project features which the project Should have (Meaning it is important to have), C stands for Could have (Meaning it is nice to have) and lastly W stands for Won’t have for now. This technique is used in PRINCE2® project management methodology. A simple example to illustrate this would be for example a project to deliver a family house: Foundation – M, Roof trusses – M, Roofing sheets – M, Windows – S, Swimming pool – C, Landscaping – C, Wall fence – C, Approach road

– W. This technique works better when done in collaboration with project key stakeholders and amongst them is a customer or final product user. The project team in consultation with key stakeholders can elevate or degrade a priority of a feature depending on circumstances obtaining at the time during the project. A project would be

deemed as delivered successful if all the M, and S are delivered, therefore it is important to keep a good balance between M’s and S’. What does the above techniques have to do with project funding risks and issues? Well the prioritisation technique can help in project de-scoping. This means that we can de-scope all C’s for example. If project funding is very small, we can degrade some S’s to C’s and de-scope the project so that with available funding we can still deliver all project M’s. Project manager and architect should also ensure

that dependencies are resolved before the delivery of the features. Agile project management uses this technique when de-scoping the project and also ensuring that during project execution we keep delivering value as opposed to outputs. Final thoughts: Agile project delivery considers prioritized de-scoping with the view that it is better to deliver few deliverables of high quality and value than to deliver everything of poor quality. However project de-scoping may have implications on contractors whose contracts are based on fixed terms and pricing. This will mean that they will have to make changes to the contract and thus may not always be possible under certain circumstances. A solution to this predicament would be to build

Canada bans mass exports of prescription drugs CANADA has banned the export of some prescription medicines in order to prevent a shortage in the country. The decision is in response to a US plan that would allow for drugs to be imported from Canada to make them cheaper for Americans. Although prescription drug prices in Canada are higher than some nations, they are cheaper than the US. A number of Canada's drug suppliers had warned that the plan, implemented by President Trump, would cause shortages. The pandemic has already increased demands for some medicines, according to the AFP news agency. A statement from Canada's health ministry said the country sources 68% of its drugs from overseas and therefore it was important to avoid any disruptions to supplies. "Companies will now also be required to provide information to assess existing or potential shortages when requested, and within 24 hours if there is a serious or imminent health risk," the statement said. Mr Trump signed an executive order in July to allow for the legal importation of cheaper drugs from Canada. A month later, Canadian Prime Minister Justin Trudeau said he was happy to help other nations with their supplies if possible but his priority was protecting the needs of Canadians. MISSION IMPOSSIBLE ...as Zambia Under-17 fail to defend Cosafa Cup

T

HE Zambia Under-17 national Soccer team has failed to defend the COSAFA Men’s Under-17 Youth Championship after losing the final 4-2 on penalties to South Africa following a 1-1 draw at Gelvandale Stadium in Port Elizabeth, South Africa. The Young Chipolopolo who were the favourites to win the final having beaten South Africa 1-0 in a group fixture before the final however qualified for the 2021 AFCON to be held in Morocco despite having missed out on the trophy. The George Chilufya tutored charges had scored first in the 1-1 draw through Joseph Sabobo Banda who converted a penalty in the third minute of the match.

The lead was however cancelled out 13 minutes later when South Africa’s Thabang Mahlangu converted also from the spot to level the scores. Defender Teddy Khumalo had committed a foul in the eighteen yard box which gifted South Africa a penalty. The tightly contested final saw both teams creating some decent scoring chances which were not utilised in both halves as the game ended 1-1 to go straight into penalties. Simthandile Sishi, Yamkale Phalane, Lyema Dopolo and Lindokuhle Mbutho converted for South Africa while Zambia scored through Julius Kumwenda and Charles Mumba. Young Chipolopolo captain Miguel Chaiwa and Rickson Ng’ambi missed their spot kicks as South Africa were crowned

under-17 Cosafa Champions, bagging a record third title. Young Chipolopolo midfielder Julius Kumwenda won the player of the match award as Zambia collected Silver medals for finishing as runners up. The Young Chipolopolo however dominated the awards, bagging the fair play award, goal keeper of the tournament and the top scorer award. Goalkeeper Eric Makungu was voted Goal keeper of the tournament while Joseph Banda bagged the top scorer award with five goals. Banda also won the sponsored trip to Spain where the Barcelona Academy player will go for trials alongside South Africa’s Mduduzi Shabalala who was voted player of the tournament at the Cosafa.

FAZ Calls for improvements after Chile trounce By MICHAEL MIYOBA THE Football Association of Zambia (FAZ) says there are a lot of areas where the senior women’s team needs to improve on despite having beaten Chile in Saturday’s friendly game at LaLiga Independiente De Futbo in Santiago. In an interview after the Copper Queens came from behind to beat Chile 2-1 thanks to Barbra Banda and Rachel Nachula’s goals, FAZ executive committee member Brenda Kunda said the team will continue working hard to get better before the Olympic Games slated for Tokyo Japan. Zambia will play Chile today in another friendly match and Kunda is hopeful that the girls will get better. “We are going to continue improving and knowing the determination the girls have we will get there. “There is a lot that needs to be worked

on. Yes we beat Chile but there is so much that needs to be done and you can see that we brought in young players and it was good to see the young ones coming in and looking very composed,” said Kunda. She said the little investment in ensuring that women’s football develops at grass root is bearing fruits based on the progress made at grassroots level. Meanwhile Kunda has called on the corporate world to support the growth of women football. She said girls require more support as they prepare for the Tokyo Olympic Games. Kunda said having a proper and well organized women’s league sponsored by corporate entities would make it possible for the association to assemble the best players for the Tokyo games. She said the team will need the best players to compete and not just to participate when they represent Zambia at the Olympics. “If we can have a proper and well organized league like we are looking at right now, to start the super league I would urge the corporate world to come on board because that is where we will be able to tap as much talent as possible,” she said.

ontinental debutants NAPSA stars have started on a high in the CAF Confederation Cup following their 1-5 rout of Ngazi in their first round preliminary match played at the Stade Moroni Malouzoni Stadium in Comoros yesterday. And Zambian Champions Nkana have given themselves an advantage going into the second leg following their one nil away win to Bantu FC of Lesotho Twenty Twelve AfCON golden boot winner Emmanuel Mayuka finally opened his account for NAPSA with the fourth goal for his side in the 73 minute. NAPSA started the match on a high by opening the scores through a Timothy Otieno goal in the 32 minute after benefiting from a Laudt Mavugo assist. NAPSA however lost possession of the ball in the last 15 minutes of the game and were forced to make a tactical substitution

bringing in winger Austin Banda for midfielder Simon Nkhata in the 41 minutes. NAPSA could have added a second with Timothy Otieno finding the back of the net in the 43 minute which was however ruled for offside. The game could however not change in complexion with the home side going to the break the dominant side. NAPSA stars technical bench made some tactical changes to the team going into the second half introducing Mayuka and Midfielder Danny Silavwe for strikers Timothy Otieno and Laudt Mavugo in the 57 minute. The change left Mayuka as the lone striker with captain Dickson Chapa, Daniel Adoko, Jacob Ngulube and Silavwe flooded in midfield. The two substitutions immediately changed the game for the visitors who won back possession with Silavwe and Ngulube interchanging control in the midfield. Silavwe completed his brace in the game scoring in the 57 and 63 minute respectively

NAPSA continued dominating possession of the ball with Silavwe and Ngulube having an interchange in midfield that resulted in the fourth goal scored by Mayuka who benefitted from a Ngulube cross. The home side pulled one back through a Marianot Rahainjatovo direct free kick but was not enough as Ngulube sealed the win for NAPSA in the last minute of the four minutes added time. The win has given NAPSA an advantage of progressing to the first round of the competition and face FC Songo of Mozambique who are on bye from the preliminary round. Meanwhile Nkana got to a flying start in the champions league as Striker Idris Mbobo’s 14 minute goal was enough for Nkana to maintain an advantage for the Zambian Champions. Nkana hosts Bantu this Saturday in the return leg fixture to be played at the Nkana Stadium in Kitwe.
