REFLECTION ON 2020

AS the year races towards closure, citizens and organisations must focus on improving various aspects to have a better undertaking in the year 2021. The year 2020, has had challenges, which included the tumbling of macro-economic fundamentals, exacerbated by the outbreak of Covid-19 in March. Citizens were gripped in woes as their income levels were eroded while firms in the private sector also experienced a reduction in performance levels. Government was not spared and battled to forestall economic crisis through adjustments in fiscal and monetary policies. The annual inflation rate in Zambia ballooned for the third straight month to 17.4 percent in November, the highest level since September 2016. In August inflation rate was at 15.5 percent, in September rose to 15.7 percent and increased to 16 percent in October, persistently above the Bank of Zambia’s target band of 6-8 percent. Economic growth for the year has not been impressive either. In April this year, Finance Minister, Bwalya Ng’andu, projected 2020 Gross Domestic Product to be -2.3 percent, a sharp reduction from the earlier forecast of over three percent growth. The revision of figures was prompted by the outbreak of Covid-19. The exchange rate has equally been taking a negative trend, from K14 to $1 in January this year to K15.15 in February and later to K18 in March. In April, the figure moved to K18.58 to $1, which was maintained in May, June and July, but the local currency depreciated to K19.51 in August this year. In September and October the depreciation continued to K20 and now stands at K21.30 to $1. A more devastating economic setback struck when the country failed to meet the US$42 million coupon payment on one of the Eurobonds to commercial lenders. The external debt is more than US$11 billion. Government has had challenges in resource mobilisation and distribution because debt servicing and public service wage bill dwarfed many other disbursements. In the 2020 national budget, the public service wage bill was estimated at 34 percent, representing K35.8 billion of the total budget of K106 billion. Another statistic worth looking at is the level of international reserves that dwindled from $1.4 billion in July to $1.3 billion in August this year. However, Government set in motion some remedies which included slowdown in external debt contraction, cancellation of some pipeline loans and also suspended the issuance of guarantees. As the economic outlay deteriorated, Government launched the Economic Recovery Programme as a remedial measure. Therefore, national discourse for politicians and other stakeholders should focus on these factors instead of throwing diatribe anyhow. In fact, the depth of some arguments in the political space is too basic and worrying; political leaders both in the opposition and ruling parties must raise the bar. Zambia’s democracy should have advanced by now had politicians been serious in their engagements with the people, but some of them had relegated public affairs in reference to politics of appeasement. Politics should be service to the people to the hilt and not impressing them with sugar-coated statements and cosmetic donations. Zambia has serious economic and social problems that require competent leaders to lift the country out of such malaise. It is against such a background that politicians ought to raise the level of commitment and also engage in sober public discourse.

By SILUMESI MALUMO WE need to sell all the gold which we are mining as a country for us to generate foreign exchange to help in strengthening the Kwacha, Private Sector Development chairperson Yusuf Dodia has said. And Mr Dodia said Government must ensure that the economic performance improves next year in order to restore confidence to the Zambian people. He said yesterday during a ZNBC platform programme that all the gold which was being extracted should not be kept as reserves but be sold in a bid to improve the performance of the Kwacha. Mr Dodia said that currently gold was one the expensive metals on the international market, hence the need to use this opportunity to earn enough foreign exchange which was crucial in stabilising the local currency.

SELL GOLD TO IMPROVE ECONOMY, GOVT ADVISED “What we need to do as a country is that we need to be selling all the gold which is being mined countrywide instead of keeping it as a reserve. When we sell this gold we shall be able to strengthen the Kwacha which has continued to depreciate. This is the direction we need to go as a country. “So if we want things to change for the better especially in terms of stabilising our currency we need to go this route. Taking advantage of what was prevailing on the international market will really help us,” Mr Dodia said. Meanwhile Mr Dodia said as the country was going towards 2021 which was a crucial period, Government need up its game to improve the economic performance. He said “We look forward to see that the Government shine its shoes and make the economy come back to its feet.”

FISP fraud must be curbed, says MP By JOHN KOMBE THE irregularities and theft of inputs in the Farmer Input Support Programme (FISP) must be curbed if the government initiative is to gain the expected results, says Chasefu Member of Parliament, Gerard Zimba. Mr. Zimba made the observation in an interview with the Daily Nation. He observed that the government financed input support was meant to benefit the vulnerable, but viable farmers who were key in the production of food for the national food basket. He

said that the programme was therefore intended to assure household and national food security. Mr. Zimba was however saddened that malpractices in the programme were too rampant to be left unchecked. He said that reports of fraud continue to be recorded each farming season and was a cancer that must be treated with a vigorous approach. In his view, fraud in the input support programme was disadvantaging the vulnerable thereby frustrating Government efforts to alleviate their suffering. He said that the beneficiaries of the

programme should therefore be allowed to benefit without interference. Mr. Zimba admitted that fraud in the input distribution programme was everywhere and his constituency was not an exception. He described reports of agriculture officers being caught up in FISP fraud as very unfortunate and advised agriculture officers to restrain themselves and carry out their duties with diligence and integrity. He was however hopeful the government was not sleeping and the anomalies would be resolved.

Actualize Chibombo MFEZ to get development US$60m injection programmes - Lungu By KETRA KALUNGA

(From page 1)

The Head of state said this yesterday when a team of officials from the Zambia Chamber of Commerce and Industry paid a courtesy call on him at State House. The team was at State House to present proposals on how government can enhance the implementation of the Economic Recovery Plan. And ZACCI President Chabuka Kawesha said the recently launched Economy Recovery Plan will bear fruit once monitoring and evaluation is given priority. He said ZACCI has proposals on what government can do to ensure what is in the plan is achieved. Mr. Kawesha said his team is ready to work with government to ensure the successful implementation of the plan.

ABOUT US$40 million has been invested as of September 2020 in the Chibombo Multi Facility Economic Zone (MFEZ) on the factory plants, roads and the temporary office facilities being developed by Jiangxi Economic Cooperation Zone (JXECZ). And about US$60 million would next year be invested in the MFEZ to construct supporting facilities among then a large capacity transformer substation and an administration centre. The government this month approved the declaration of farm number 2112, in Chibombo belonging to Jiangxi United Industrial Investment, a Multi Facility Economic Zone. Six enterprises with a total investment of US$160 million have so far signed the investment agreements with the JXECZ on tobacco processing, steel fabrication making, electric porcelain manufacturing, pharmaceutical production and logistics services. Jiangxi United Industrial Investment general manager, Xu Jianfeng said in an interview that the tobacco and electric porcelain enterprises have commenced preparations for the works at the MFEZ. “By the end of September 2020, we had invested US$40 million on factory plants, roads and the temporary office facilities. We will invest an additional US$60 million to construct the supporting facilities including large capacity transformer substation and an administration centre,” he said. Mr Xu said the past two years has seen remarkable progress on the development of the Zambia Jiangxi Economic Cooperation Zone. He said over 2, 000 job opportunities would be created for the local community once the business operations fully commence.

Support truckers - minister

TRUCK drivers should be supported because they sacrifice their lives to ensure that there is continued economic activity in the country, Transport and Communications Minister, Mutotwe Kafwaya has said. Mr Kafwaya said this when he visited a truck driver Mr Alex Mali who was shot in South Africa during last month’s fresh wave of violent protests against foreign drivers. He directed Luanshya District Commissioner, Patrick Maipambe to ensure that the driver was looked after well. Mr. Mali was shot in his right arm in South Africa in November and was admitted to a South African Hospital for five days before he returned back to Zambia. Mr Kafwaya said the Patriotic Front Government values the contribution of truck drivers because they risk their lives. He said these are key partners in the transport sector who risk and sacrifice to ensure that there is increased economic activities in the country. “I have come with the Luanshya District Commissioner) who is here with me. And let me direct you DC, make sure that this man is seen by a medical government doctor without fail. The physician should check on Mr. Mali’s arm,” he said. Mr Kafwaya said it was imperative that Mr. Mali was checked by a medical doctor to assess the state of the wound. And Mr. Maipambe said the government was there to help the people have easy access to quality health services. He said he would ensure that Mr. Mali receives the required health support. And Mr. Mali narrated to the Minister how he was attacked and shot at while in South Africa. He also said he still experiences the pain in his arm and relies on to Zambia. Mr Kafwaya also gave Mr. Mali assorted items as part of the Christmas celebrations. Earlier, Mr Kafwaya paid a courtesy call on the Luanshya District Commissioner.-SmartEagles2020

MINE UNION BACKS KCM RESTRUCTURING By SILUMESI MALUMO

T

HE restructuring of Konkola Copper Mine (KCM) into two units is a right direction because it will enhance productivity, the National Union for Miners and Allied Workers (NUMAW) has said. NUMAW president James Chansa said the unions had been yearning for the restructuring of the giant mining firm so that it could get back to its feet. Mr Chansa said that KCM became a shell, hence it was important that other means were found to improve productivity. He said in an interview yesterday that this would help the country to start earning much needed revenue. Mr Chansa said during the past years when Vedanta was at the helm of the mining firm the country was not benefitting as expected. “Let me start with the background of what has been

happening at KCM when Vedanta Resources was in charge of the mine. The mine became a shell, the investor could not do what was required to increase productivity. “So coming to what has been done, the restructuring

Kampyongo warns havoc planners AN opposition party has imported a team of foreign nationals to cause havoc in the country ahead of the 2021 general election. And Home Affairs Minister Stephen Kampyongo has ordered the alleged foreign mercenaries to leave the country immediately. Mr. Kampyongo says security authorities will have no choice but to hound out the foreign mercenaries if they fail to heed his directive to leave the country. Mr. Kampyongo said Government works with well-meaning foreign nationals as partners to bring development but will not tolerate those with bad intentions. He said some opposition leaders still have a colonial mindset and cannot lead the country in the right direction. Mr. Kampyongo also said those using propaganda and false statements to cause anarchy wOULD be visited by the law. And Mr. Kampyongo has stated that he will not step down as Home Affairs Minister because he was appointed to serve Zambians and not opposition politicians. two separate subsidiary companies, KCM SmelterCo Limited, and Konkola Mineral Resources Limited effective February 1st 2021 in a bid to increase efficiency and business opportunities.

Tone down, Mukupa cautions Bishop Mpundu BY SILUMESI MALUMO THE provocative statements which Archbishop Telesphore Mpundu has continued to utter against President Edgar Lungu in order to please his paymasters will lead him into serious problems, Patriotic Front National Chairperson Samuel Mukupa has said. Mr Mukupa said it was high time the Archbishop toned down if he wants things to be well with him because whatever he was doing was annoying followers of President Lungu. He said in an interview yesterday, many of the people who support the Head of State would not take it lightly with him if such provocative utterances continued. “The provocative

utterances are unacceptable. This is not the first time Archbishop Mpundu is making false statements against President Lungu and the ruling party. Last time he was on air to say all sorts of things against President Lungu but the current Archbishop Dr. Alick Banda refuted them. He should know that people are not happy and he must reason and tone down,” he said. Mr Mukupa also said that the retired Archbishop should know that whatever he was doing had led to the division in the Catholic Church. He said “To say the truth the Catholic Church in Zambia is not the same, we are divided, this is because of what leaders like Archbishop Mpundu are doing.”

He further urged him to come out in the open and announce that he had done away with the church and he wanted to join the political circles. He said it was wrong to hide in the church when he was politically inclined which all Zambians know by now. Mr Mukupa said Archbishop Mpundu must renounce his clerical position without wasting time in order for the PF to meet him in the political field.

Archbishop Mpundu on his own From Page 1 He said the clergy, whether retired or in full service to the Lord, should be men who must be seen as mediators in times of conflict, misunderstanding and not as main champions or actors in trouble making. “Even when we feel the heat under the sun, I remind all the Faithful ones to always remind the Holy Writings in Proverbs 29 verse 11 on the need to always hold back and reflect on what we say,” he said.. Zambia Conference of Catholic Bishops secretary general Cleophas Lungu said Archbishop Mpundu spoke in his personal capacity. Bishop Lungu referred the Daily Nation back to Archbishop Mpundu, “he should explain what he meant.” And some Catholics priests have asked the archbishop to stop putting his status and that of the church in general into disrepute through careless statements. The priests complained that the archbishop had reduced his status to a mere political cadre and left himself open to attacks and indirectly dragging the church into his personal battles. Meanwhile, the Bishops Council of Zambia (BCZ) has charged that Archbishop Mpundu has become a danger to national

peace and risks plunging the country in pandemonium if not tamed. BCZ secretary general Bishop Able Kaela said that it was disappointing that the Archbishop had become a danger to society because of his political stance. And Patriots for Economic Progress (PeP) president Sean Tembo said Archbishop Mpundu was a disgruntled old man who was desperately seeking relevance after realising that his sell-by-date had long passed. Consortium spokesperson, Spuki Mulemwa said any individual who occupies the office of Presidency should be respected. Advocates for National Development and Democracy executive director Samuel Banda said he was very disappointed with Archbishop Mpundu. Mr. Banda said he finds the derogatory tone and language not befitting of a man of Archbishop Mpundu’s stature in society. And the PF in Lusaka have demanded for an apology from Archbishop Mpundu for peddling lies against President Lungu and the ruling party. PF Lusaka Province Secretary Kennedy Kamba said it was shocking that the Archbishop had gone to an extent of insulting President Lungu’s integrity.

President Lungu also transferred Eastern Province Commissioner of Police Lackson Sakala to Lusaka to replace Mr Nelson Phiri whose contract had not been renewed. Northwestern Province Commissioner of Police Elias Chushi has been transferred to Copperbelt to replace Ms Katanga. President Lungu transferred Muchinga Province Commissioner of Police Joe Njase to Northernwestern Province replacing Mr Chushi and State House deputy Commissioner of Police Geza Lungu appointed as Commissioner of Police and moved to Eastern Province. The Head of State has promoted Airport Division deputy Commissioner of Police Lizzy Peter Machima as Muchinga Province Commissioner of Police. Lilayi Training College deputy Commissioner of Police Jestus

Nsokolo has been appointed as Northern Province Commissioner of Police. President Lungu has promoted the senior Assistant Commissioner of Police, Zambia headquarters Charles Mbita as Lilayi Training College deputy Commissioner of Police and also senior deputy Assistant Commissioner of Police, Tazara division Lazarous Mbuzi as Central Police deputy Commissioner of Police. Meanwhile the Head of State asked the Inspector General of Police Kakoma Kanganja to expedite the investigations of the killing of two people in Lusaka last week. The Head of State said, “The investigations into that matter have not been concluded, I, therefore, call upon on the witnesses apart from those who have been interviewed to help the police with investigations.”

Report predicts Lungu to retain power followed by turbulent period By AARON CHIYANZO THE Patriotic Front, led by President Edgar Lungu will remain in power in the 2021 to 2025 forecast period, the Economist Intelligence Unit (EIU) report has predicted. The report for the month of December however stated that the party's time in power would be turbulent as Zambia endures severe austerity measures from 2021 onwards. “The EIU expects the ruling PF to remain in power in the

2021-25 forecast period,” the report reads in part. The report also states that no IMF loan was currently expected, as Zambia's default on its Eurobond debt had worsened the country's debt crisis. It indicates that the debt restructuring efforts were expected to last until after the 2021 elections, with creditors waiting until at least 2022 for a deal. The report states that Zambia would fail to access non-concessional credit in 2020 and would remain unable to do so for most of 2021 to 2022 as a

result of its sovereign default. “However, some bilateral Chinese lending will restart ahead of elections in August 2021,” the report reads. According to the EIU report, the fiscal deficit would narrow steadily in 2021 to 2025, with deep spending cuts expected in the wake of Zambia's recent sovereign default. “We expect a haphazard debt restructuring process during 2022, following spending cuts (especially to the capital budget) in 2021,” the report reads. The report suggests that the

Bank of Zambia would hold the main policy rate in 2021 to 2023 as it balances high inflation and currency weakness with economic contraction in 2021. It states that after a restructuring in 2022 the policy stance would loosen until 2025, when it would tighten again. “Real GDP will contract by 0.5 percent in 2021 (after shrinking by an estimated 2.3 percent in 2020) as Zambia's sovereign default cuts off external credit that year, forcing severe austerity,” the EIU report

reads. The reports states that Growth would then return from 2022 as a debt restructure was agreed. It states that the current account would post surpluses throughout 2021 to 2025. “The surplus will widen in 2021, following Zambia's end2020 sovereign default, before narrowing in 2022-25, in line with movements in the trade and the primary and secondary income balances,” the report reads.

NAKACINDA EXPOSES HH ‘BLOODY’ AGENDA By SIMON MUNTEMBA

H Mr Nakacinda

A K A I N D E Hichilema is trying to advance his political agenda through anarchy and bloodshed, nominated Member of Parliament Raphael Nakacinda has said. And Mr Nakacinda says he has unearthed a scam in which the UPND has allegedly received huge funding in its well-orchestrated plan called “the grand disputes of

the 2021 elections” to sponsor anarchy through propaganda. Mr Nakacinda charged that Mr Hichilema, the UPND president, was directly responsible for the death of two people last Wednesday as he organised and ferried the cadres which resulted in a fracas. He said Mr Hichilema's irresponsible conduct started the fracas which led to two people being shot dead. Speaking at a press briefing

yesterday in Lusaka, Mr Nakacinda said Zambians needed to watchout for Mr Hichilema's kind of politics of trying to create mayhem around his political activities, most times leading to loss of lives in the various incidents recorded in the past. He said it was sad that the debate on the death of the two people was tilted to suit a narrative of UPND's political advancement. "I want to announce to the Zambian people that we must all

watch out on the politics that Mr Hakainde Hichilema is conducting. He always wants to create mayhem around his political activities. "The Zambian people must know that a trouble maker that we have in this country who is trying to advance his political agenda around chaos is Mr Hakainde Hichilema," Mr Nakacinda said. He said what happened on Wednesday could have been avoided had Mr Hichilema not

organised and ferried cadres to accompany him to police. He said: "Mr Hichilema is an ordinary Zambian though leading a political party and is liable and accountable for his actions whether today or indeed in the past." Mr Nakacinda said the allegations the UPND leader was summoned for had nothing to do with politics, hence it did not warrant him organizing and ferrying cadres in the manner that he did. Meanwhile, Mr Nakacinda has advised Zambians to be wary of politicians who have serious traits of desperate blood thirsty glorified warlords disguised as dignified political leaders. He also disclosed that there was a well orchestrated propaganda to dispute the 2021 general elections. And as we go to 2021, he said, we have to name and shame politicians who are attempting to sow confusion in this country.

Tayali asks court for permission to file defence during Christmas break By GRACE CHAILE-LESOETSA ECONOMIC and Equity Party (EEP) president Chulifya Tayali has asked the court for permission to file his defence during the Christmas break in a matter in which he has been sued for defamation by Mr Hakainde Hichilema. Mr Hichilema, the United Party for National Development (UPND) president is seeking a permanent interim injunction to stop Mr Tayali from talking about his role in the 1990s privatisation process. Last month, Mr Hichilema sued Mr Tayali in the Lusaka High Court for defamation of character for allegedly saying that he corruptly benefitted from privatisation. He is seeking damages for libel, aggravated and exemplary damages and an order directing Mr Tayali to retract the defamatory words. Mr Hichilema said Mr Tayali is a struggling leader of an insignificant political party that attempts to gain its popularity by disparaging him. He said he has never acted as receiver, manager or liquidator of Lima Bank as alleged by the EEP president nor did he acquire the said farm no. 1924, Kalomo through the said Lima Bank (in liquidation) but bought the same from the estate of the late Samson Siatembo through his heirs and assignees as will be demonstrated at trial. In an affidavit in support of ex parte summons for leave to file defence during the Christmas break, Mr Tayali’s lawyer Jonas Zimba of Makebi Zulu Advocates stated that the defendant filed his conditional memorandum of appearance on December 3 this year and it was signed on December 8, 2020. ‘That the defendant has since abandoned the intended preliminary issue and seeks to enter appearance and defence, that I am aware that there is need to seek leave before filing pleadings into Court during Christmas break. That I verily believe that it is within the Province of the Court’s jurisdiction to grant this application,” Mr Zimba stated.

Dr Mwabu said Zambians expected improved health insurance, from National Health Insurance Management Authority (NHIMA), but NHIMA failed to effectively discharge its functions and that the authority left thousands of its clients in huge disappointments in the health sector. Dr Mwabu observed that the failure by Government to complete construction of health posts across the country and total failure to give incentives to COVID-19 front line health workers made 2020 a sad year for disappointments.

COUNCILS have been urged to initiate infrastructure development using locally generated resources to attract investors. Local Government Permanent Secretary, Eddie Chomba, said infrastructure development would improve investor and community confidence in the local authorities. He said it was for this reason that the councils should work hard in ensuring that all developmental projects were implemented. Dr. Chomba advised those owing the local authorities including civic and political leaders to pay back, emphasizing that no one was above the law. He said this in Kapiri recently when he handed over an office

PF councillor u-turns on quitting PF Simu ward councillor, Kalaluka Lumai, who resigned a fortnight ago in Shangombo has rescinded his decision. Mr Lumai said he has rescinded his earlier decision of resigning from the ruling party and that he will continue working hard as a loyal member. He said President Edgar Lungu has demonstrated a true statesmanship through quality leadership that the majorities of Zambians are yearning for beyond 2021. The ruling party, he said, is gaining ground in the Western Province, the reason why he thought twice and changed his mind over leaving the PF. Mr Lumai said the ruling will remain firm in ensuring that more people defect from

opposition political parties because the boat is not yet full. He said that he will strive to unite the party in Shangombo district adding that everyone should embrace a political faith of fostering peace among the PF family in the province. Meanwhile, Western Province PF chairperson, Kufuka Kufuka said the ruling party is on course in delivering development in the province. Mr Kufuka said the province has seen massive development from the Government much to the delight of the people in the region. Western Province has one PF Member of Parliament, 29 councillors and one council chairperson.

Kunda visited Chileya’s office to seek help as she wanted traditional medicine for her to get back to her husband in Kabwe following a dispute the couple had. According to Chileya, he helped her twice with some traditional medicine after which she went back to him and appreciated that the medicine had worked as she had gone back to her husband. He states that to his surprise, in August this year Kunda went back to his office with her bags that she had finally gone back to him so that he could marry her. Kunda with transport money which he gave her. He adds that to his surprise the accused person again went to his house for the fourth time on December 3, 2020 with her bags demanding that he marries her. . Chileya says he then decided to report the matter to the police so that he could be helped because he did not want Kunda near his house on grounds that she was just a client who went to him for help which he did but for some unknown reasons she wanted him to marry her. The case has been adjourned to January 5, 2021 for commencement of trial.

Be innovative, councils urged extension block. He said that once local authorities attracted both local and foreign investment, it would trigger economic diversification and job creation in districts across the country. Dr Chomba warned against the misappropriation of Government resources, stating that public resources were for development purposes and not for personal use. He said councils should ensure that resources are prioritised and used prudently for the benefit of the country’s economy.

5 nabbed for looting Nine-miles roundabout foreigner’s shop a danger - commuters By KALOBWE BWALYA

FIVE people have been arrested and are in police custody for looting foreign owned shops at Mainado complex in Lusaka’s Kuku compound. The riot was sparked by rumours that a resident had been killed in a fight with a foreinger running a shop in the area. Police spokesperson Esther Katongo explained that police received a report on Monday of a missing person at about 10: 30 hours in which Luka Chisasa aged 73 of Kuku Compound reported that his son Moses Chisasa aged 21, went missing on Christmas day. Ms Katongo said the missing person was last seen drinking with John Uwimana aged 35 years who is a foreign national trading at Mainado complex in Kuku compound. Ms Katongo said it was also reported that the missing person had a fight with the named foreign national and a search was launched and Moses Chisasa, the person who was reported missing was found dead in the mortuary. Ms Katongo explained that, when the community caught wind of the death and what was being alleged, they descended on shops at the

Ms Katongo accused person’s shops and begun looting. She said however, officers rushed to the scene and five people were arrested, but police are still on the ground monitoring the situation. She said police also managed to restore order and a manhunt for the accused person who is on the run has been launched and investigations have been launched in both murder and looting of shops. “No matter how aggrieved people maybe, they should restrain themselves from engaging in criminal activities such as looting, therefore those that took part in the looting risk being prosecuted once found, but the situation in Kuku Compound has been brought back to normal,” said Ms Katongo.

THE new roundabout at nine miles which links Great North Road and the newly constructed road which connect to Mumbwa road in Lusaka is a danger to motorists and other road users, Commuter Rights Association of Zambia President Aaron Kamuti has said. Mr Kamuti said that engineers who worked on the roundabout should revisit the site as it was always a spot for road accidents. Mr Kamuti said that the roundabout had been a centre of road accidents so ofetn due to lack of road markings and that the road was not properly constructed. He said that some parts of the new Great North Road dual carriage way markings should also be redone as they had faded. Mr Kamuti said that after the onset of the rains, the road markings had been erased, posing a danger to road users and pedestrians. He has since called on the relevant authorities to inspect the roundabout and take action before more lives are lost. “A week can’t pass without finding a road accident on this roundabout in the first place it is too small and the other thing is that the road markings have faded away I am sure it is due to rains.

Alcohol ban reinstated as SA moves to Level 3 lockdown JOHANNESBURG - The ban on the sale, distribution and transportation of alcohol has been reinstated, President Cyril Ramaphosa announced on Monday night as South Africa moved to Level 3 of the Covid-19 lockdown. The move was prompted by the second wave of Covid-19 infections, with the country passing more than a million cases and 27, 000 known deaths. There have been 50, 000 new cases since Christmas Eve. Ramaphosa said in his address to the nation that the consumption of alcohol in restaurants, nightclubs and taverns contributed to risky behaviour, like not wearing masks and not observing social distancing. Excessive alcohol consumption was also driving the increased number of trauma cases in hospitals. “One of the more difficult areas of regulation relates

to the sale of alcohol. The liquor industry is a major employer and an important contributor to our economy,” the president said. “Our priority at this time, however, must be to save lives.” Ramaphosa said the sale of alcohol from retail outlets and on-site consumption would not be permitted. The prohibition on consuming alcohol in public spaces like parks and beaches would also remain. Distribution and transportation of alcohol will be prohibited, with exceptions that will be explained later. Under South Africa’s initial strict lockdown earlier in the year, the trade of alcohol and tobacco were banned. The ban on the latter was successfully challenged at the Western Cape High Court, with the court ruling that the ban was unconstitutional and unnecessary. Ramaphosa said on Monday that “according to the data we have, with every relaxation of the restrictions on the sale of alcohol, the number of trauma cases reporting at our hospitals has increased.” – FIN24.

DEBT DISTRESS …Sub-Saharan Africa in debt crisis, strong corrective measures needed – fast

JOHANNESBURG Various international bodies have indicated that sub-Saharan Africa is the region with the fastest growing debt burden in the world, with the pace of increase raising concerns about debt sustainability on the continent. According to SA Reserve Bank governor Lesetja Kganyago the magnitude, pace and spread of the buildup in debt obligations have raised macroeconomics and financial stability concerns, especially in emerging and developing countries. Kganyago said: “Debt levels have been increasing considerably during 2020 with the interplay between

various factors, most notable the need to manage the impact of the Covid-19 coronavirus pandemic.” Speaking at the virtual 4th annual Distributed Sovereign Debt Research and Management conference, Kganyago said while debt has a very important role to play in economic development, one should also reflect on the challenges and pitfalls presented by debt to developing countries in sub-Saharan Africa. “Experience has shown that unsustainable debt burdens, and rising debt service costs crowd out spending in key development areas such as education, health and infrastructure. Badly managed

debt can potentially reverse some of the developmental progress made over the past 20 years,” said Kganyago. According to research, public debt to GDP stood at 72 percent in Zambia and 100 percent in Mozambique in 2018. Debt servicing costs rose sharply, with the median interest payment burden doubling to about 10 percent of revenue between 2011 and 2018. Kganyago said by the end of 2019 economic growth in sub-Saharan Africa was seen to be improving from the low base of the early 1990’s and real GDP was projected to increase by 3.7 percent in 2020. – FIN24.

Debt won’t accelerate Africa’s development - AfDB ABIDJAN - African countries must mobilise adequate domestic resources to finance own growth as reliance on debt alone will not accelerate the continent’s development, the African Development Bank has warned. Amid the ravaging impacts of the Covid-19 pandemic on many economies, the African Development Bank (AfDB) estimates that Africa’s Gross Domestic Product (DGP) would have declined by $173236 billion by the end of this month. With the global economy becoming more fragile due to disruptive lockdowns, many African countries have been

seeking debt relief and foreign loan funding to cushion their economies. According to AfDB, total outstanding debt on the continent is over $700 billion. While bilateral concessional debt finance has declined from 52 percent to 27 percent between 2000 and 2019, commercial debt owed to private creditors increased from 17 percent to 40 percent in the same period, it said. Private commercial debtors held some $44 billion in Eurobond debt for 10 African countries at the end of September 2020. The AfDB warns that the rise in debt burden for the continent is not good for the

future and suggests building back African economies with resilience and high domestic resource mobilisation options. “The lesson for Africa is clear: Africa simply cannot accelerate its development by relying only on debt, especially expensive bilateral and commercial debt,” said AfDB president, Dr Akinwumi Adesina. “Africa must grow by mobilising domestic resources, especially by unlocking its over $1 trillion in pension funds, sovereign wealth funds and insurance funds. “These should be better harnessed to help close the annual infrastructure financing gap estimated at $64-108

billion.” As such, Dr Adesina, who delivered a keynote address during a recent virtual 2020 International Forum on African Leadership, emphasised building of effective partnerships and reinforcing leadership to navigate through the Covid-19 pandemic challenges. He said AfDB has launched a $10 billion crisis response facility to support countries’ immediate needs for liquidity. The bank also launched a $3 billion fight Covid-19 social bond on the global capital markets, the largest US dollar denominated social bond ever in world history. – THE HERALD, Zimbabwe.

India challenges Vodafone Zim bans use of mercury in mining HARARE - Zimbabwe has banned the use of mercury in mining and placed controls on its release from industrial operations, joining several countries which have phased out the toxic metal, state media reported yesterday. The ban will affect smallscale gold miners who use it to extract gold. Small-scale miners now produce more than half of the country’s bullion output. The state-owned Herald

newspaper reported that Zimbabwe had ratified the Minamata Convention banning the use of mercury in mining and put in place regulatory measures to stop its release from industrial equipment like boilers, incinerators and power stations. Mercury, which is easily accessible to miners in Zimbabwe, is highly toxic and poses severe public health risks when it contaminates food and ground water. – REUTERS.

LONDON - India has challenged in Singapore an international arbitration court’s verdict against it over a US$2 billion tax claim involving Vodafone Group Plc, a senior government official said on condition of anonymity. Vodafone in September had won the case against India, ending one of the most high-profile disputes in the country that had caused concern among investors over retrospective tax claims on companies. An international arbitration tribunal in The Hague

had ruled that India’s imposition of a tax liability on Vodafone was in a breach of an investment treaty agreement between India and the Netherlands. India had 90 days to appeal the ruling. India’s finance ministry did not immediately reply to an email and message seeking comment on the story. India lost another international arbitration case this week, against Cairn Energy, over a tax dispute. It has been ordered to pay the UKlisted company over US$1.2 billion in damages and costs. India is expected to

challenge this ruling too given the size of the award, said the senior government official, who did not want to be named as the decision was not public yet. India has faced a string of

arbitrations by investors including Deutsche Telekom, Nissan Motor Co, Vodafone and Cairn Energy over issues ranging from retrospective taxation to payment disputes. - REUTERS.

The Church can at least inform and teach Dear Editor, IT is usually said that knowledge is power. It's imperative that the Zambian voters and especially those who profess to be Christians to have knowledge of the WORD of God - How the Word of God guides or says on the selection of leadership. The Word of God is NOT partisan in terms of the way humans do politics. We have a number of political parties, but ALL these are subject to the Word of God. Therefore, the Church of our Lord Jesus Christ should teach the Word of God and NOT tailor the message to a visiting politician in church. WORD OF GOD GUIDANCE Deuteronomy 17:14-20; Acts 6:1-6: This portion of Scriptures give guidance in the selection of leadership at any level. We see in Acts 6, for example, qualities of a leader - Good Report, Full of the Holy Spirit and Wisdom. I like the verse 6 part - The Disciples prayed and laid their hands on them. How much have we prayed and laid hands on leadership that lack all these qualities. Romans 13: This portion of Scripture has been misapplied on a number of times. When you look at Acts 6, the leadership that came forth was a product of the guidance of the Word of God. Most of the national leadership are not by the guidance of the Word of God. Sometimes, it's a LEADERSHIP that comes through bribery and corruption. These are the leaders, we lay hands on and pray for them. These leaders need repentance first and foremost and not some of the prayers made on the basis of Romans 13. In fact not every leader is from God - Hosea 8:4.(here God denies this kind of leadership). In this vein, let the Church at least endeavour to inform and teach the people (especially their congregants) of the Word of God on how leadership should be chosen. This shall be the leadership which they know and is a product of the Word of God. Then prayers can be made in conformity with the guided Word of God. In Romans 13, the leadership thereof, is qualified in Romans 13:3. The God ordained leadership is not a terror to its people. It's a leadership that hates sin, and brings joy to its people. This supports Proverbs 29:2 which says: When the righteous are in authority people rejoice. Take your pick, if the current leadership has brought joy to its people, and that it's a LEADERSHIP that hates sin. D. MUSONDA.

Bus drivers should not accept to be used by dirty politicians Dear Editor, AS police are investigating the shooting of the two persons last week when the state police invited UPND president Hakainde Hichilema to appear before them at Police Headquarters, it should extend to the bus drivers from the stations who were used to carry cadres from point A to point B. Bus drivers should not be used for the sake of those who wants to break the Law. We are calling for police to extend the investigation to bus stations and find who are these bus drivers involved to encourage the lawlessness in the country. Furthermore, we are appealing to bus drivers to avoid being used by the people who want to take advantage of them because of the situation of cashing. 32 buses expose UPND artificial popularity to seek public sympathy

Dear Editor,

1. Women’s welfare and development will be accorded a high priority at all levels within the government and we are committed to not less than 51 percent reservation in parliament, key decision making positions and provincial assemblies through a constitutional amendment.

Through the scheme we will: a) Change negative family and community attitudes towards the girlchild at birth and towards her mother. b) Improve enrolment and retention of girl-children in schools. c) Raise the age at marriage of girls. d) Assist the girl to undertake income-generating activities. 6. Programme for women healthcare in a mission mode, especially focusing on domains of Nutrition and Pregnancy - with emphasis on rural and underprivileged. 7. We will enable women with training and skills - setting up dedicated Women Information Technology Systems. 8. Make police stations women friendly, and increase the number of women in police at different levels.

2. Launch a national-wide campaign for saving the girl-child and educating her.

9. Introduce self-defence subject as part of the primary and secondary school curriculum.

3. Eliminate early child marriage through poverty alleviation programmes.

10. Use information technology for women’s safety.

4. Stiffer laws for all girl-child defilers and rape - punishments such as 20 years and above jail sentences to be passed.

11. Set up an All Women Mobile Bank to cater to women.

5. We will structure a comprehensive scheme to support and encourage positive attitude amongst families towards the girl-child.

We also recognise the urgent need for women’s security as a prerequisite to women’s empowerment. To this end, we remain committed to give a high priority to Women’s Empowerment and Welfare. We shall undertake the following steps for women’s welfare:

8

12. Set up special skills training and business Incubator Park for women. 13. Setting up special business facilitation centre for women.

14. Expand and improve upon the network of women.

15. Set up a dedicated W-SME (Women Small and medium enterprises) cluster in every district. 14. Review the working conditions and improve the remuneration packages for women on maternity leave. 15. Remove any remaining gender disparities in property rights, marital rights and cohabitation rights. 16. Free special adult literacy initiative would be started for women above 50 years. 17. Will ensure that the loans to Women Self Help Groups would be available at low interest rates. 18. Initiate Special programmes aimed at girls below the poverty line. 19. Appropriate measures would be taken to check child marriage, trafficking, sexual harassment, rape and family violence. 20. We will transform the quality of life of women in rural areas by providing good road network, electricity, clean water, and encourage the use of pit latrine as opposite to open defecation. I thank you and God bless Zambia. As a future Commander-in-Chief of the Zambian Armed Forces; God protect our troops manning our borders. ENOCK ROOSEVELT TONGA, 3RD-LM President

weight if the sympathisers used their means to access the police headquarters. Now it has been revealed that they were transported in 32 buses. Let us intellectually interrogate this further! When you multiply 32 buses by an average of 30 passengers we are having a minimum number of 960 people who were ferried, stage managed. It would be of interest if the police would establish the motive behind carrying the huge contingent of sympathisers and disturbing public peace as well as disrupting the business activities that were underway at that point in time. The proponents of the 32 bus drivers are arguing that the drivers were on a business venture thus it is immaterial on “who has hired their services to deliver them to Down preferred 1 At what time destination(s).” 2 Solo ofThis Starresoundingly Wars reveals that 3 Ring shaped coral reef there are some invisible UPND 4 Machine providing for movingthe parts aligned handsenergy that mobilised 5 Smallest unitand of matter financial human resources 9 Without with aillness view to have the stage 10 Stick with pointy end forWhat bow is more managed solidarity. 11 Semi-precious stone nerve-wracking is the fact that one 12 Vocalize loudly was among those of the victims 15 Cat vocalization who were mobilised from as far as 17 Metal bar attached to ground for train Kafue. 20 This instant This development as 23 Egyptian God regrettable as it may seem is a tip of an iceberg that there are a number of stage-managed activities that they maybe scheming for the purpose of creating an artificial show of popularity. We have not forgotten that some few years ago Mr Hichilema intimated that the nation will be “ungovernable” and this is the narrative which has widely been shared by his sympathisers. If the crowds that gathered was random, how come the buses moved in convoys and their movements as well as arrivals were simultaneous? We also recall that the Copperbelt UPND chief announced that the party in the region was to mobilise buses to Lusaka to show solidarity to the summoned leader. We therefore condemn in the strongest terms the attempts to create artificial and stagemanaged crowds for the apparent purpose of bullying the police from interrogating anyone who is suspected of committing an offence. UPND PROTESTS DETENTION OF MARAMBA CAMPAIGN TEAM By ANDREW MUKOMA

T

HE UPND has protested the arrest of the members of the campaign team for Maramba Ward by-election in Livingstone. Yesterday around 05:00 hours, the police picked up six UPND members among former Registrar of Societyies Clement Andeleki . UPND Southern Provincial Information and Publicity Secretary, Neto Halwabala described the police's conduct as uncalled for. Mr Halwabala explained that according to the campaign schedule, his party was expected to conduct door to door campaigns in the police camp which is under Maramba Ward. He explained that while Mr

Andeleki and five others were passing through the police camp around 05:00 hours with their mounted public announcement system, they were intercepted by some police officers. Mr Halwabala said the campaign team was later bundled in police cells at the

Livingstone Central Police Station. "They were passing through the police camp as they were campaigning. This is uncalled for, the police are demeaning the police service which is supposed to be professional service," he said. By mid-morning, UPND senior officials were still at

the Livingstone Central Police Station trying to secure their release. Some sources familiar with the incident told the Daily Nation that the six were nabbed for noise pollution as it was too early to move in people's homes with loud speakers.

Batoka power project benefits outlined NGO calls for peaceful campaign in Maramba By ANDREW MUKOMA

AS the voting day in the Maramba Ward by-election in Livingstone draws near, Project Support Leaners Zambia (PSLZ) has advised political parties canvassing for votes to avoid violence. PSLZ District Coordinator, Nyambe Mutete, called on political parties to allow the electorate in Maramba to choose their preferred candidate without undue pressure. The Maramba by-election will take place on January 4. Mr Mutete urged the PF, NAREP and UPND to focus their energies on issue based campaigns and avoid acts of

violence. He said during the remaining campaign period, political players should avoid hate speech and ensure that they adhere to the peace and unity that the country has embraced since independence. However, Mr Mutete advised electorate to be wary of some the promises that were being made by the political parties. He encouraged the people of Maramba Ward to choose a leader who would deliver to their expectations. Mr Mutete has urged the Zambia Police Service to apply the Public Order Act fairly to all the political parties.

THE 2, 400 megawatts Batoka Gorge HydroElectric Scheme (BGHES) will bring about massive social and economic benefits for Zambia and Zimbabwe, stakeholders have observed. During the construction phase, the project is expected to create 4,000 direct and 6,000 indirect jobs in both countries. The observation was made during the disclosure process of Environmental and Social Impact Assessment (ESIA) studies by stakeholders. Communities and interest groups where the project infrastructure will be constructed are eagerly awaiting its commencement during the fourth quarter of 2021. According to an ESIA update by the Zambezi River Authority (ZRA), the custodian of the project, the host communities will be given priority to fully take advantage of the construction and tourism sector work and business opportunities the project will present. The associated supply chains and service industries will greatly benefit. ZRA Chief Executive Officer Munyaradzi Munodawafa, said that the project will improve access to electricity amongst the host communities and add to the electricity generation capacity of the two countries. Mr Munodawafa said

that the lives of numerous communities will be improved through sustainable Corporate Social Responsibility programmes to be implemented as part of the project scope. "It is also noteworthy that the Authority, working with local Authorities and host communities in both Zambia and Zimbabwe is currently rolling out a similar programme for the communities affected by the development of the Kariba Dam project called the Zambezi Valley Development Fund (ZVDF). “This programme, whose objective is to transform the lives of the host communities, has been supporting the

implementation of community infrastructure projects such as building of schools, health facilities, drilling boreholes and supporting agricultural initiatives, he said. He said ZRA will continue supporting access to health, education services and water supply in addition to improved livelihoods. Mr Munodawafa was happy that some stakeholders had started positioning themselves to take advantage of the planned construction of the scheme. He said that the Hwange Rural District Council in Zimbabwe is making plans to develop a multi-million-dollar Iconic City near the project

site so as to take advantage of the economic benefits which will arise from the implementation of the BGHES. Mr Munodawafa said that a similar project is expected to be unveiled by the Mukuni Development Trust in Livingstone, Zambia. The ZRA held disclosure meetings in the chiefdoms of Chief Hwange, Chief Shana and Chief Mvutu in Zimbabwe as well as in the chiefdoms of Chief Sipatunyana, Chief Simwatachela and Chief Mukuni in Zambia. The disclosure meetings were also held with Kazungula, Zimba and Kalomo local authorities in Zambia and Hwange Rural Council in Zimbabwe.

people in the area. “This is why I am saying that once elected as Member of Parliament for Nkana constituency, I will work on addressing the land issues in Luyando. We need to sort out land disputes because Luyando is now a ward all the way from Musa up to Chingola road. “Luyando has got no running water and people are surviving on water from shallow wells. In Buchi Township, we need to work on blocked sewer systems. These two areas are among the priority areas I would like to work on once elected MP for Nkana, Mr Njobvu said. For Nkandabwe Township, Mr Njobvu said, there was need to have a fully-fledged Government secondary school because children walk long distance to other areas and ended up being hit by vehicles. “As an aspiring candidate coming from the party which has proved itself in terms of infrastructure development, I think I would be able to deliver development in terms of secondary school and maternity clinic which are some of the areas needed to be addressed, he said.

the vision 2030 target of providing universal water coverage without leaving anyone behind in line with President Edgar Lungu's passion and commitment through such robust water development projects. He said this when he inspected the Kafue Water Treatment Plant in Chingola where he assured that government is ensuring that infrastructure development matches with the growing population to provide undisrupted water supply and ultimately meet various developmental targets such as the vision 2030. "We want to ensure that all the projects been done are well planned for the future so

that we do not encounter water coverage challenges amidst the growing population," Dr Chanda said and emphasized the need to have sustainable development that safeguards the environment. Dr Chanda who was accompanied by Mulonga Water and Sanitation Company managing director Mr Reuben Kaira, Patriotic Front Copperbelt provincial chairman Nathan Chanda and Chingola Mayor Titus Tembo, reiterated the need to ensure that water bodies are protected by any means possible in order to ensure infrastructural development in the water and sanitation sector are well protected for effective implementation of projects. Dr Chanda called for the speedy completion of the project so that challenges of water and sanitation can be a thing of the past. "That is why President Edgar Lungu created this ministry so that we effectively deal with water and sanitation challenges across the country" he emphasised. And Mr Kaira disclosed that the water utility company is nearing the 100 percent water and sanitation coverage for Chingola owing to the massive infrastructure development due to massive government support. Meanwhile, Mr Chanda who is also Luanshya Mayor hailed the PF government's development in the water sector which has seen the provision of water and Sanitation services increase in the entire province. - #SmartEagles2020

GENEVA - In rare, personal comments, World Health Organisation (WHO) chief Tedros Adhanom Ghebreyesus has spoken of his “personal pain” about the “worsening” conflict raging in his home country of Ethiopia. “In addition to Covid, 2020 has been very difficult for me because my country is in trouble,” Tedros told reporters in the United Nations health agency’s last news conference of the year on the pandemic on Monday. Ethiopian Prime Minister Abiy Ahmed, last year’s Nobel Peace Prize winner, ordered troops into the northern region of Tigray on November 4, saying the operation was in response to alleged attacks on federal army camps by the regional governing party, the Tigray People’s Liberation Front (TPLF). The fighting in Tigray has left thousands dead, according to the International Crisis Group think-tank, and sent tens of thousands of refugees streaming across the border into Sudan. Tedros, the world’s highestprofile Tigrayan, told Monday’s news conference that he had many relatives in the troubled region, “including my younger brother, and I don’t know where they are.” “I have not communicated with them because communication is not there.” Ethiopia restricted media access to the conflict-hit region and Tigray was under a total communications blackout for six weeks as the conflict raged between federal and regional

Tedros, who for the past year has been at the forefront of efforts to coordinate a global response to the pandemic, said the additional strain had been tough personally. “As if Covid is not enough, I have that personal pain also,” he said. “I worry about the whole country. Trump faces humiliation as Congress votes to override his veto WASHINGTON - The US House of Representatives dealt a blow to President Donald Trump on Monday by rejecting his veto of a defence bill, setting the stage for the Senate to deliver a humiliating first veto override in the final days of his presidency. The Democratic-controlled House voted 322 to 87 to override Trump’s veto of the $740.5 billion defence bill, with 109 members of the president’s own Republican Party siding with Democrats. A similar motion will be introduced in the Republican-majority Senate, where it will also have to gain two-thirds support to override the president’s veto. In a statement released after the vote, Democratic House Speaker Nancy Pelosi slammed Trump’s veto as “reckless” and called on the president to “end his eleventh-hour campaign of chaos.” The House vote came a day after Trump caved to pressure from both Republicans and Democrats and reluctantly signed a $900 billion coronavirus relief and stimulus package that he had threatened to veto. – AFP.

situation is worsening.” Last month, the Ethiopian government accused Tedros, who from 2005 to 2012 served as health minister under thenTPLF leader Meles Zenawi, of lobbying for and seeking to arm the region’s leaders. Tedros denied those accusations in a tweet, saying he had seen the destructive nature of war as a child, and had “used that first-hand experience to always work for

peace.” “There have been reports suggesting I am taking sides in this situation. This is not true,” he wrote. “I want to say that I am on only one side, and that is the side of peace.” During Monday’s news conference, Tedros admitted that worrying about both the pandemic and the conflict in Ethiopia “has been tough.” – ALJAZEERA.

Nigeria and SA variants ‘should not be compared’

ABUJA - A leading scientist who identified a new coronavirus variant in Nigeria has cautioned against comparisons with new strains found in South Africa and the UK. Christian Happi, head of the African Centre of Excellence for Genomics and Infectious Diseases in Nigeria, said more studies were needed to see whether the country’s new variant was linked to a recent spike in infections. Nigeria’s new strain was found in two out of two hundred samples collected between August and October. South Africa said its new variant could explain a recent increase especially affecting younger people. It has become the first country on the continent to register more than one million Covid-19 cases. Last week, South Africa recorded a daily average of 11,700 new infections - a rise of 39 percent on the previous week and from Wednesday to Friday, the daily

number of new cases was above 14, 000. Nigeria recorded a 52 pecent increase in cases last week, Reuters news agency reported. It has recorded more than 82, 000 cases and 1, 200 deaths. Meanwhile, Britain must vaccinate two million people a week to avoid a third wave of the coronavirus outbreak, a study by the London School of Hygiene and Tropical Medicine has concluded. The UK has had more than 71, 000 deaths from the coronavirus and has recorded over 2.3 million cases of Covid-19 infections as of late on Monday, according to a Reuters tally. “The most stringent intervention scenario with tier 4 England-wide and schools closed during January and two million individuals vaccinated per week, is the only scenario we considered which reduces peak ICU burden below the levels seen during the first wave,” the study said. – BBC/REUTERS.

Health Cabinet Secretary Mutahi Kagwe gives an update on the Covid-19 pandemic in Kenya

Kenya’s medical lab officers declare national strike NAIROBI - Medical laboratory officers have joined nurses and clinicians in their strike, a decision that will further paralyse services in public hospitals amid fears of a rise in coronavirus cases during the festivities. The strike was declared in Kisumu on Monday. Through their union officials, the medical laboratory officers said the government has failed to recognise the important part they play in helping patients. They are demanding a steady provision of appropriate and quality personal protective equipment. In addition, the medical laboratory officers want the government to improve their monthly risk allowance to Sh30, 000 Kenya National Union of Medical Laboratory Officers chairman Adel Ottoman said the government “assumes we do not exist.” “We have told our members to remain at home

until the government begins taking us seriously,” Dr Ottoman said. “We have started the strike today. Let Health Cabinet Secretary Mutahi Kagwe be told that he will not be giving the Covid-19 daily briefings if we are on strike.” He added that the government behaves like it does not know the risks taken to get the information and data the Cabinet Secretary “gladly reads to journalists every day.” Among the demands made by the medical laboratory officers are comprehensive medical cover, group life insurance, a Constitutional Health Service Commission, promotion and recruitment of more staff. These are the same demands nurses, doctors and clinicians gave when they declared their strikes weeks ago. The doctors have since resumed duty. The medical laboratory officers’ strike began at a time the work boycott by nurses and clinicians entered its 25th day. According to Dr Ottoman, some 267 medical laboratory officers have been infected with the coronavirus since March when the pandemic hit the country. DAILY NATION, Kenya.

NEW LIBYA COACH FILIPOVIC: ‘I WILL CHANGE EVERYTHING’ Federer has won three Grand Slam titles since his return from a similar knee injury in 2016

Federer to miss Australian Open

SIX-TIME champion Roger Federer will miss the Australian Open for the first time in his career as he continues his recovery from knee surgery. The 39-year-old Swiss, a 20-time Grand Slam winner, has not played since January because of two operations. He hoped to return at the delayed Australian Open, which starts on February 8 in Melbourne. “Roger ran out of time to get himself ready for the rigours of a Grand Slam,” said tournament director Craig Tiley. Federer has played in the Australian Open 21 years in a row, but his agent said missing the tournament was “the best decision for him in the long run.” Federer’s most recent last competitive match was a semi-final defeat by eventual champion Novak Djokovic in this year’s Australian Open. In February, Federer had arthroscopic surgery on his right knee. He hoped to return in July, but in June he had another operation that ruled him out for the rest of 2020. This month Federer said he faced a “tight” race to be fit for the Australian Open, despite the tournament being pushed back three weeks because of the coronavirus pandemic. – BBC.

Mauricio Pochettino main contender to replace Thomas Tuchel at PSG FORMER Tottenham manager Mauricio Pochettino is the main contender to take over at Paris St-Germain after Thomas Tuchel was sacked. Yesterday, PSG announced Tuchel’s contract had been “terminated” and it is understood the club’s players are aware Pochettino will replace him. PSG president Nasser Al-Khelaïfi thanked Tuchel and said the club “will remember the good times we shared.” Talks between PSG and Pochettino started at least two weeks ago. Tuchel, 47, became the Ligue 1 side’s boss in June 2018, winning two league titles, the French

Cup and French League Cup. They also reached the Champions League final for the first time last season, losing 1-0 to Bayern Munich. Former Borussia Dortmund coach Tuchel’s contract was set to expire at the end of this season. PSG are third in Ligue 1, a point behind leaders Lyon, while they are also through to the last 16 of the Champions League, where they will face Barcelona. Pochettino, 48, led Spurs to the Champions League final in 2019 where they lost to Liverpool and he has been linked regularly with the PSG job in recent months. He played for PSG between 2001 and 2003, and has been without a job since leaving Spurs in November 2019. The former Southampton boss joined Spurs in 2014 and guided them to the League Cup final in his first full season while two third-placed finishes sandwiched a runnersup spot in the Premier League in 2017. BBC.

NEW Libya coach Zerwan Filipovic has said he will “change everything” as he takes over the Mediterranean Knights for a year into 2022. The Montenegrin is the third overseas coach in Libya’s history, and took over from Ali El Margini, who resigned after just three games in charge. Filipovic was appointed following success as coach of Benghazi-based Al-Nasr in the Libyan league. “I will change everything to make the Libyan national team a success,” Filipovic said. He added that a key difference with foreign coaches of the past is that he would live in Libya itself rather than attempt to do the job from overseas. He is the first European coach to

work with the Libyan national team since Spain’s Javier Clemente, who led the Libyan national team to win

the African Nations Championship for local players (CHAN) in South Africa in 2014. – BBC.

Golfers project action-packed 2021 By GRACE CHAILE-LESOETSA THE Zambia Golf Union (ZGU) has spelled out an ambitious plan for 2021, with the hosting of the Zambia Amateur Open championship top on the agenda. ZGU president Christopher Mulenga who described 2020 as the most difficult year for golf in Zambia said they were focused on implementing the activities on next year’s calendar under the new normal. Mulenga said the failed hosting of Zanaco Masters Open championship and the Zambia Open championship due to Covid-19 had a tremendous impact on their revenue. He however said that the ZGU, sponsors Zanaco and Sunshine Tour are committed to hosting the event next year and the date for the Zanaco

Wednesday 30, December 2020 Masters Open championship has already been set. “We look at 2021 in a very positive way because Covid-19 or no Covid-19, we are going to carry out all fixtures under the new normal that is observing public health regulations. Zanaco Masters Open tournament will be held end of March. We are optimistic that the Zambia Open at Nkana Golf Club will be held as well,” he said. Mulenga said the Zambia Amateur Open tournament set to be held at Bonanza Golf Club is expected to attract international participation. “The Amateur Open tournament is a big event on our calendar next year and we also intend to invest funds to send top junior golfers to South Africa where they will be custom fitted. We did this years’ back and it culminated to Zambia winning bronze at the Africa Junior championship and now we are setting our eyes on gold,” he said. Mulenga still had positive achievements for this year noting the successful hosting of the 2020 quadrangular championship and the President’s Cup

MICHO UNVEILS CHAN SQUAD

From page 16

He has included two Zesco United players Clement Mwape and Adrian Chama, while midfielder Harrison Chisala, Spencer Sautu and striker Roger Kola join the team from Power Dynamos, Nkana and Zanaco respectively. ‘Micho’ however hinted that the team would be trimmed to 28 players for the games in Cameroon. Speaking after he unveiled the squad yesterday, ‘Micho’ said the five players selected form the Fans Select side would add the experience needed for the team to do well in Cameroon. ‘Micho’ said the players selected have talent and quality to get the needed results at the tournament in Cameroon. He said the team will leave no stone unturned and do anything possible to get the needed results at the CHAN tournament. “That experience of Clement Mwape and Adrian Chama and Rodger Kola who was one of the pillars when ZANACO reached the quarter finals of the CAF Interclub Championship was something we wanted to inject in our team,” ‘Micho’ said. “Having in mind the kind of competition we are going for needs and injection of maturity, seniority and experience.” ‘Micho’ hailed the Football Association of Zambia FAZ for working hard and enabling the team to play a friendly match as a kick start point ahead of the CHAN tournament. He however called on supporters to support the boys for them to be encouraged to do well in Cameroon where they will take part in a four nation’s tournament involving Niger, Uganda and Cameroon before the CHAN tournament set to

kick off on January 16. “I have one request. We have accommodated five players from the Fans Select side and showed the respect to supporters. From this moment we need to unite because, nomatter the tribe, political or any kind of divisions Chipolopolo is supposed to be the factor that unites us together. “I request that we start in spirit and in prayer to support the boys because those are the people on the field of play representing the football heart of every Zambian,” Micho said. I’M AVAILABLE FOR MY COUNTRY – WADA By MICHAEL MIYOBA FORMER Chipolopolo coach Wedson “Wada Wada” Nyirenda says he would have no problem joining Milutin “Micho” Sredojevics technical bench preparing for the African Nations Championship CHAN slated for next month in Cameroon. Speaking after he guided the Zambia Fans Select side that held the CHAN-bound Chipolopolo squad to a 1-1 stalemate during a friendly match played at Nkoloma Stadium on Monday, Wada said he was

always available for his country. Wada however noted that it was not within his powers to take himself to the national team as it is the duty of FAZ and the national team coach ‘Micho’ to ask if his services would be needed. “I have always said I have always been available for my nation for the development of football. So it is not for me to tell myself and say Mr Nyirenda take yourself there. “It is up to ‘Micho’ and the Administrators. I’m not part of the team now but if they asked for help, they asked for help for me to coach the Fans Select side and I came

so we will sit with ‘Micho’ we have always talked,” Nyirenda said. Meanwhile, Nyirenda who guided Zambia during the 2018 World Cup qualifiers where Zambia beat Algeria home and away before losing to Nigeria to eventually miss out on the World Cup in Russia said the squad selected by “Micho” has potential to do well in Cameroon. Wada said he believes in ‘Micho’ who he described as a longtime friend who gave him a chance to play Orlando Pirates when the Chipolopolo were preparing for the 2018 CHAN tournament which was held in Morocco.
