…for creating an artificial fuel shortage in the country

OVERNMENT has threatened to revoke licences of Oil Marketing Companies (OMCs) that are creating fuel shortages. Minister of Energy, Mathew Nkhuwa said it was disappointing that erratic supply of fuel has continued despite government having waived the exercise duty on the commodity.

Oil firms face Chop From Page 1

Mr Nkhuwa said Government will have no option but to revoke licenses of the OMCs that were artificial shortages of fuel. He said this in an interview after conducting a tour of some selected filling stations in Livingstone on Friday. The minister said he was particularly disappointed with the way Puma management was running and managing its business in some parts of the country especially in Livingstone. He said it was disheartening that an oil marketing company like Puma, which had been in business for more than 70 years was failing to buy fuel for its filling stations. Mr Nkhuwa could not understand how a filling station of such reputation could fail to buy petrol and service its customers. “What we have learnt from the four filling stations we have toured is that three of them have both petrol and diesel, only one which is Puma does not have petrol and speaking to them, they have enough stock to last five to six days and they are ordering some more. “The only disappointing thing is that Puma who are 70 years old in this industry are the ones that are failing to order fuel while others like MT Meru are ordering fuel,” he said. Asked on why the country experienced fuel shortage in the last weeks, the Minister said that the problem was with oil marketing companies who were expensive. “There was a problem and the problem was that the fuel was very expensive,

Oil Marketing Companies were running very expensive in Zambia. Therefore, we stopped ordering and upon realising that the Zambian government did sit down and made some consultations and after consultations, we moved excise duty on diesel, we reduced petrol from K 2.764 ngwee and we zerorated the VAT so that the end user doesn’t get affected,” he explained. “At the moment, the end user is still buying the fuel at the same price that they were buying before and others are asking why they are not seeing the benefit of reduced fuel,” Mr Nkhuwa said. Meanwhile, Mr Nkhuwa has assured the public that there will be no increase in the price of fuel in the country in the immediate future. He said fuel shortage in Zambia has ended and that the supply of the commodity has nornalised. He explained that the shortage was caused by the price increase of crude oil on the international market which made it too expensive for oil marketing companies to import into Zambia. Mr Nkhuwa also said Government removed value added tax on fuel, got rid of the excise duty on diesel and reduced duty on petrol so that the end users are not affected. He explained that the tax waiver has saved the country from having a price increase on fuel which was supposed to happen following the rise on the cost of fuel on the international market and the devaluing of the Kwacha against the United States Dollar of about 51 percent.

UN Chief calls for debt relief for developing countries By SIMON MUNTEMBA UNITED Nations SecretaryGeneral, António Guterres has called for debt relief for all developing and middle-income countries in the face of the Covid-19 pandemic, which has continued to cause social and economic havoc across the globe. Mr Guterres has said the Covid-19 pandemic has unleashed havoc in every country and every economy of the world causing the loss of two million lives with about 500 million jobs having been lost, thereby triggering extreme poverty among developing nations. This is contained in a statement issued to the Sunday Nation by first secretary of press at Permanent Mission of Zambia to the United Nations, Wallen Simwaka. Spelling out a long list of priorities for 2021, Mr Guterres described 2020 as a year of death, disaster and despair, warning that if the virus was allowed to spread like wildfire in the global south, it would inevitably mutate and become more transmissible, deadly and resistant to vaccines. He told member-states that developing countries had been drained of their remittances,

tourism revenues and earnings from commodities while wealthier countries were implementing recovery and stimulus plans worth trillions of dollars. Mr Guterres said economic recovery should be inclusive and sustainable because the world was not going to heal from the Covid-19 if economies of developing countries were left on life support. “The Covid-19 pandemic has unleashed havoc in every country and every economy. We have lost two million lives, including many dear members of our UN family. The human toll continues to multiply while the economic costs continue to mount. From his list of priorities, Mr Guterres announced the need for quick response to the Covid-19 pandemic by ensuring that vaccines were made available and accessible to all countries. He said while governments had a responsibility to protect their populations, vaccines were reaching only a handful of countries as quickly while the poorest countries had almost none. Mr Guterres has also put priority on making peace with nature, and urged nations to consider 2021 as a critical year tackling effects of climate change and promoting biodiversity.

ENACT LAND POLICY NOW, GOVT URGED

Mr Chanda said the acquisition of land was in a mess, many Zambians were denied to own land. He said a huge chunk of land in Zambia was being given to foreigners especially the Chinese which was unacceptable. He said in an interview that this kind of situation need to be stopped because many Zambians and generations to come would be left with nothing. Mr Chanda who is an advocate

of ensuring that Zambians have a share of land, said it was unacceptable how the foreign nationals had become sole owners of Zambian land. Mr Chanda cited the Northern Province to be one part of Zambia whose land had been taken by foreigners, Zambians had been left in the cold. He said that about 340, 000 hectares in the northern part of Zambia had been given to a Chinese consortium to set up a

farming bloc. “What is happening in Zambia is unfair. Zambians who are the owners of land are being treated unfairly when it comes to acquire land. Most of the land if not taken by political-inclined people then it has been taken by foreigners. “This is why you have seen that the Chieftainess Nkomesha in Chongwe has been seen to be an enemy because she has refused to out the land anyhow so

‘HH is a dictator, can’t be challenged’ By SIMON MUNTEMBA HAKAINDE Hichilema is a dictator who can never allow any UPND official to challenge him through a convention and the elective general conference slated for February 14, is just an academic exercise because almost all key positions are already shared amongst those in his inner circle, former UPND deputy spokesperson Edwin Lifwekelo has said. In an interview, Mr Lifwekelo said article 79 of the UPND constitutional was secretly amended by Mr Hichilema’s surrogate within the party with the sole purpose of allowing him to remain at the helm of the party. He was reacting to announcement by the UPND that it was going to hold its elective general conference on February 14. Announcing the resolutions made during an NMC extraordinary meeting held at the party secretariat on Friday, UPND elections chairperson, Garry Nkombo told the press that a number of resolutions towards the holding of the elective conference had been put in place. Mr Nkombo said instead of the usual 3, 000 delegates, the party has opted to reduce the number to 1, 500 delegates with elections scheduled to be held at the selected provincial centres across the 10

Mr Hichilema provinces. Mr Hichilema filed in his nomination forms to contest as UPND president at the secretariat in Lusaka. Names of those challenging him are yet to be known. But Mr Lifwekelo said the UPND’s forthcoming February 14 general assembly is just an academic exercise because the positions are already shared and there is a no party official who can dare challenge Mr Hichilema. “First of all, you can see that there is no name mentioned to challenge him. Hakainde Hichilema is a dictator who cannot allow anyone to challenge him through a convention. “In fact, I can assure you that all the key positions have already been shared by those that worship him,” Mr Lifwekelo said.

He said the UPND constitution was actually amended to permit Mr Hichilema to hold the position for an indefinite period. He said article 79 which Mr Katuka quoted was a clear indication that Mr Hichilema was a dictator who did not want to allow Dr Canisius Banda and Mr Geoffrey Bwalya Mwamba to challenge him through a convention. Mr Lifwekelo also warned that if voted into government, the UPND would change the Republican Constitution and introduce a one-party state because they had demonstrated the dictatorship at party level. Mr Lifwekelo also said Mr Hichilema has become desperate because he knows that 2021 is his last bus stop before he arrives at his destination of political oblivion.

NGOs told to reflect on mandate to public IT is disappointing that some Civil Society Organisations (CSOs) and Non-Governmental Organisations (NGOs) in the country are partisan, founder of the African Women Foundation Joseph Moyo has said. Mr Moyo said there was need for CSOs and NGOs to reflect on their mandates to the public than be involved in partisan politics. Mr Moyo said he was concerned that many CSOs and NGOs usually fight the government on the political front

that it can be sold to the Chinese who have been pushing for a long time. “Things need to put in a right path so that the injustice comes to an end. What we are seeing is unfair especially to the Zambian people. We need a proper policy to be put in place so that Zambians can be guaranteed to have land,” Mr Chanda said.

instead of tackling social injustices which is their mandate. He said in an interview in Livingstone that some CSOs are being selective in the campaigns they are championing and that the organisations have abandoned everything else in preference for political issues. Mr Moyo observed that some NGOs and churches were instrumental in opposing the failed Bill 10 of 2019 and are challenging the candidature of President Edgar Lungu in the August 12 general election this year but have been silent on social issues such as the lack of

access to both public and private buildings for people with limited mobility. And African Women Foundation Medical Assistant, Mara Moyo has urged the government to work on ensuring that there is easy access to buildings to accommodate people with limited mobility. Ms Moyo said a number of countries in Southern Africa have made huge strides in ensuring that buildings and other infrastructure are friendly to people with limited mobility, and encouraged Zambia to follow their examples – ZNBC.

POLITICAL parties should not impose candidates on electorates ahead of the August 12, 2021 general elections, Chief Madzimawe of the Ngoni people of Eastern Province has said. Chief Madzimawe said imposing of candidates has potential to contribute to voter apathy. The traditional leader said fielding of candidates that people do not want might cause people to shun voting. He said political parties should adopt candidates that are on the ground so that people can turn up in large numbers and participate in the forthcoming general elections. "Political parties should refrain from imposing candidates on electorates as this causes voter apathy," Chief Madzimawe said. And Chief Madzimawe, who is also a member of the Movement for Voter Sensitisation has called for issue-based campaigns ahead of the August 12, general elections. Chief Madzimawe said politicians should by all means refrain from politics of insults and character assassination. He said politics of personal attacks is the major cause of political violence. "As the country heads for polls this year political players should refrain from politics of insults and character assassination because this has been identified as major cause of political violence," Chief Madzimawe said. He said it was the responsibility of every Zambian to safeguard the peace the country has enjoyed over the years. Chief Madzimawe has advised against careless statements that have potential to disrupt peace and security in the country.

By TAWANDA MUNYUKI

T

HE National Action for Quality Education in Zambia (NAQEZ) has challenged school managements to ensure that the Covid-19 protective items that will be donated by government are put to good use. NAQEZ executive director Aaron Chansa said it is important that school managements ensure that all donated items are used properly and pupils are kept safe. Mr Chansa said the items should ensure the safety of pupils in schools and should not be used for other unintended for purposes. “The schools should ensure that all donated items are given out accordingly and in a

transparent manner,” he said And Mr. Chansa has called on the Ministry of General Education to ensure that the distribution of Covid-19 PPEs in schools is done equally.

Mr. Chansa said all schools should be given the same priority and get the needed protective equipment. Meanwhile, Mr. Chansa has called on the businesses sector

“We have a lot of schools especially community schools that need the Covid-19 preventive items such as masks, hand sanitisers and thermometers among other items that are needed and that is why we are calling upon the corporate world to make donations to some of these schools,” he said And Mr Chansa after schools open NAQEZ will be conducting regular inspections to check in the compliance levels to the health guidelines.

And speaking before handing over the rehabilitated footbridge, Mr Chipili urged the various communities of Mulenga compound to embrace unity

whenever they faced any challenges saying unity was important in overcoming various challenges. Mr Chipili said he was humbled with the support he was receiving from Mulenga compound and other parts of the constituency and promised to continue working hard in the area. Mr Chipili said he was prompted to embark on a project to construct the foot bridge following an outcry from the residents after a resident in the area fell and died on the spot as he tried to cross the stream. The projects which Mr Chipili has worked on include construction of Mwambona limo Catholic Church, Community Crime Prevention Unit offices in Ndeke where Mr Chipili

contributed 60 percent, rehabilitation of Minsaka B5 bridge. Other projects which Mr Chipili has done are construction of Katoka Mema community school, construction of 1 x 3 offices Police offices in Ndeke Village and rehabilitation of the Mulenga Township Urban Health Centre. Meamwhile, when contacted for a comment Mr Lungu said most of the people who were present at the handover of the bridge were supporters of his rival in the 2016 elections hence could not say anything good about him Mr Lungu said after realizing that his rival in the 2016 elections had become bankrupt, they decided to start supporting Mr Chipili because he had money to give them

I’m a victim of political conspiracy - Kasama MP

By SIMON MUNTEMBA

IAM a victim of political conspiracy by my competitors who are sponsoring some youths in Kasama that supplied facemasks to the DMM to mudsling me, says Kasama Central Member of Parliament, Kelvin Sampa. Mr Sampa who refuted allegations that pocketed over K200, 000 funds meant to pay youths in Kasama who supplied facemasks to the Disaster Management and Mitigation Unit (DMMU) said the whole thing was politics of mudslinging. Mr Sampa who challenged the youth to report him to police said they were being used by some named politicians inimical to him. “Those are just politics of mudslinging. Some known politicians are using one of the youths who supplied masks to fight me

…as he denies having pocketed masks’ cash

Mr Sampa “I don’t owe anyone any money. Abo abaiche balebabomfya to fight me. It’s all about politics of mudslinging. And if anything, why are they

not reporting me to the police? In fact, they were supposed to get K50, 000 but I paid them K100, 000,” Mr Sampa said. He was reacting to allegations that he pocketed over K200, 000 funds meant to pay youths in Kasama who supplied facemasks to the Disaster Management and Mitigation Unit (DMMU). It is reported that in June last year, Mr Sampa engaged the youth in his constituency to supply 50, 000 facemasks to the DMMU valued at K10 each, but youths managed to supply 32, 998 facemasks to the DMMU Kasama office valued at K32, 988. However, it is alleged that after DMMU released all the K329, 910 Mr Sampa only paid the youths K90, 000. The Legal Aid Board in Kasama, who are the lawyers

for the youth, have made the demand after discovering that DMMU paid Mr. Sampa in full for the facemasks youths supplied. According to a letter of demand by the Legal Aid Board signed by a lawyer, Mr Keith Katazo dated January 26, 2021, the youth are demanding that Mr Sampa pays the balance of K239, 910 by February 1 or face immediate legal proceedings. The action has been taken by Mr. Japhet Chongo, Mr. Oscar Kelekesha, Mr. David Chanda and Mr. Messiah Mulenga on behalf of other youths involved in the transaction. But when contacted for a comment, Mr Sampa said contrary to the allegations, he paid the youths according to what they supplied and what was agreed upon.

Shakumbila chieftaincy row rages By GRACE CHAILE-LESOETSA THE alleged newly appointed Senior Chief Shakumbila, Netta Shimwambwa Shakumbila and two others have told the Lusaka High Court that Patrick Chibamba was dethroned because of gross misconduct. The three submitted to court that Mr Chibamba ceased to be Senior Chief Shakumbila of the Sala people of Mumbwa last October 11. They claim that on or about November 2009, Mr Chibamba breached the Land Circular no.1 of 1985 when he allocated 7, 650 hectares of customary land into leasehold tenure in favour of Avion Development Company Limited which was meant for agricultural purposes. Mr Chibamba is also alleged sometime in 2014 to have allocated customary land measuring 7, 540 hectares to Shanta Sugar Estate Limited situated in Sibuyunji which at the time was being used by the subjects for farming activities and grazing of their cattle. In this matter, Mr Chibamba, who is alleged to have been dethroned from the throne for gross misconduct sued in the Lusaka High Court seeking a declaration that he is the reigning Senior Chief Shakumbila of the Sala. Mr Chibamba is seeking an order of interim prohibitive injunction restraining the defendants from continuing to interfere with the execution of his chiefly duties or his administration of the Shakumbila chiefdom. He is seeking damages, costs and any other relief the

court may seem fit. Mr Chibamba has cited Mr Netta Shakumbila, member of the royal family, Mr Ackson Shibalanga and a resident of Mumbwa, Mr Edgar Mwambula, as defendants in the matter. But in their defence filed in the Lusaka High Court on January 25,2021, the trio submitted that Mr Chibamba was not entitled to the reliefs he was claiming. They however admitted that Mr Chibamba was installed as senior Chief Shakumbila in 2007 following the death of the incumbent chief Moses Shakumbila. Ms Shakumbila , Shibalanga and Mr Mwambula however , denied that Mr Chibamba's installation or inauguration was done in consultation with the Royal Establishment Committee as alleged saying in inauguration as chief Shakumbila was presided over by Mr Shibalanga in consultation with the senior members of the Royal family. They denied that Mr Chibamba had held the position of senior Chief with diligence and that he had served his people under his chiefdom with dignity from the time he was enthroned as alleged in his statement of claim The stated that 49 members of the Royal family who met on October 2020 to pass a resolution to remove Mr Chibamba from the throne followed the customary procedure relating to the removal of the sitting chief. Ms Shakumbila and others denied interfering with Mr Chibamba's execution of his duties when he was removed from the throne.

JAPANESE WOMAN HID MUM’S FROZEN CORPSE FOR 10 YEARS –REPORTS

A

JAPANESE woman who said she hid her mother’s corpse in a freezer in her apartment for a decade told police she feared eviction if the death was discovered, media reported on Saturday.

Police told AFP that Yumi Yoshino, 48, was held “on suspicion of abandoning and hiding a female body” found on Wednesday in a freezer in a Tokyo apartment. Yoshino said after finding her mother dead 10 years ago, she hid the body because she “didn’t want to move out” of the home they shared, local media reported, citing unnamed police sources. The mother, thought to have

been aged around 60 at the time of her death, was named on the lease of the apartment in a municipal housing complex, Kyodo News said. Yoshino had been forced to leave the apartment in mid-January after missing rent payments, according to the reports, and a cleaner then discovered the body in a freezer hidden in a closet. An autopsy could not determine the time and cause of the woman’s death, while there were no visible wounds on the frozen body, the reports said. The body had been bent to fit in the freezer, police told Jiji Press. Yoshino was arrested in a hotel in the city of Chiba, near Tokyo, on Friday. - PUNCH

Ex-convict finds wife with newborn A MAN returned from prison to find his wife nursing a three-day old child that had been fathered by a married man.

Eneti Nyuke, 30, woman was forced to leave her matrimonial home on the return of her husband Kelvin Chaipa, 32, and she went to live in a polygamous union with the married Never Mapisa. Chaipa served 22 months at Chikurubi Maximum Security Prison for theft and Nyuke stopped visiting her husband when she became pregnant. Chaipa, a plumber told H-Metro that he could have returned to prison for murder after he got a shock of life to see Nyuke nursing a three-day old baby upon his release. Prison is not a good place at all and I regret committing crime that paved way for my wife to give in to a married man following my conviction,” said Chaipa. “My wife had been visiting me in prison every fortnight and she stopped eight

months before my release. “She had been impregnated by Mapisa and upon my release I found her nursing a child and I forced her to pack her belongings and leave for her husband. “She is now living with

Mapisa as second wife in Eastview and I nearly stuck her with an iron bar but I feared to return to prison for murdering her. “I am thinking of consulting a sangoma because I am hurt and failing to forgive

Mapisa and my wife over their unholy marriage. “Ndakaonda nekurwadziwa zvekuti nezvigunwe zvangu zvakatetepeka ndapera mafuta ese nekurwadziwa wangu,” said Chaipa showing photographs of him and Nyuke they posed for at the Prison Family week. One of Nyuke’s younger sisters confirmed the breaking down of the marriage saying Mapisa could have physically assaulted his wife. “Nyuke is now living with a married man and she came here to inform me about their differences with Chaipa,” she said refusing to identify herself. “Chaipa arrived home at around 10pm and found my sister with a new baby and it did not go well with him. “She was forced to leave the house with the threeday old baby at night and she went to the responsible father where she is living as a second wife. - HMETRO

Tuckshop built on tarred road THE structure is located a stone’s throw from a council-owned beerhall and the busy Dzivaresekwa 3 shopping centre which is within the eyesight of council workers.

Our news crew yesterday visited the site and observed motorists having a difficult time trying to navigate past the illegal structures and potholes littering the area. The tuckshop was manned by a young woman who was selling her products with ease. A local resident, who declined to be identified, said it was worrying that such developments were taking place under the watch of the

council. “The city is slowly being turned into a rural area by corrupt council officials. How can someone be permitted to erect a tuckshop in the middle of the road?” said the resident.

“What is worrying is that council employees use this road regularly when going to the beerhall, but are failing to take corrective action. The MDC must just admit that it has failed to run the council.” Acting city spokesper-

son Mr Innocent Ruwende yesterday said council was facing challenges in monitoring illegal activities and structures owing to the national lockdown. “Unfortunately, our town planning offices are closed because of Covid-19 regulations so we cannot check some of the developments,” he said. Chaos has now become common in almost all the MDC-Alliance-led local authorities as more illegal structures are sprouting up at undesignated spaces. Residents of Chitungwiza recently protested the move by the council to allocate a commercial stand at Try Again shops in Unit N. NEHANDARADIO

Loga in pre-match juju drama THE Warriors coach and his players stumbled upon the carcass of the bird as the group went through their warm-up before the opening match against hosts Cameroon at the CHAN football tournament.

The match ended in a 0-1 defeat to Zimbabwe on Saturday night. African football specialist Ed Dove stirred the debate when he posted on his Twitter account: “CHAN 2021 opener in Yaoundé overshadowed by prematch accusations of witchcraft from the hosts by Zimbabwe coach Logarusic after a bat carcass is found on the pitch. Complete coincidence or foul play?” Several social media outlets also ran the story. Many Africans believe juju works in football and have been practising this for many years. But this age-old debate about the practicality of “juju” in determining the outcomes of matches has long been dismissed as part of the mindgames employed in Africa. Cameroonians yesterday sprung up to dismiss Loga’s insinuations and explained that

bats were common in that part of West Africa during this time of the year. Others suggested that finding the dead bat right at the centre circle could not have been by coincidence. It could also have been part of the mind-games in African football and the Croatian had fallen to the trick. Journalist Njie Enow, who is the head of sport at Cameroon Radio Television, teased Logarusic for the pre-match post. “No disrespect intended but coach Logarusic is a clown. Yaoundé is home to hundreds of thousands of bats and around the dry season it’s common to see dead bats around the place. If witchcraft was involved, it would’ve been at least 3-0. This is normal,” posted Njie Enow. Another Twitter user by the name Joe Segun quipped: “So bats can’t drop on soccer pitches? Why is it cute when squirrels (go) round around on football pitches in Europe, but the same scenario is considered witchcraft in Africa? I am not denying the existence of ‘juju’ in African football, but the incessant mention is becoming disrespectful.” - NEHANDARADIO

George Clooney is staying out of politics HOLLYWOOD icon George Clooney insists he is never going to enter politics and thinks he can help the social causes close to his heart by using his fame. The “Midnight Sky” actor has often been tipped to run for office in the future but he has no desire to make his own life more “difficult” and thinks he is already in a great position to campaign for the causes and issues that are important to him using his profile. Asked about the speculation by OK! magazine, he said: “I’m friends with a lot of politicians who I like and respect and think the world of. “Their life is very difficult

and I don’t envy a moment of it. “I truly feel as if I don’t have to make compromises in the world I work in and if I want to take up a cause and fight for it, I can do that without having to say, ‘Well I can’t tick off this guy because he’s raised half a million dollars for my political campaign.’ “I can be much more effective in the things I want to work on without being tied to politics at all. I’ll steer clear of that one.” Meanwhile, the 59-year-old star admitted he feels a “great sense of responsibility” to ensure his three-year-old twins Alexander and Ella – who he has with wife Amal – grow up

aware of their privilege and have empathy towards those who are not so well off. He said: “I have a great sense of responsibility to the twins because life with them is going to be much easier in some ways, but more difficult in other ways. “It’s going to be challenging to remind children who have been born under the magnifying glass of celebrity – but also with money and all of those privileges. “It’s important to get them to understand empathy and to understand about other people who aren’t as fortunate as they are. “I feel a great responsibility George Clooney poses during the photocall for 'Catch 22', a miniseries based on the novel for that.” - IOL of the same name by Joseph Heller in Rome

Coachella Valley Music and Arts Festival has been cancelled for 2021 COACHELLA Valley Music and Arts Festival has been cancelled for 2021 after Riverside County Public Health Office issued an order to postpone the festival for April 2021. The famous festival - which was meant to take place in April - and its sister festival Stagecoach has been officially postponed owing to the coronavirus pandemic, Riverside County Public Health have confirmed. Dr. Cameron Kaiser, Riverside County Public Health Officer, issued a order, which read: “This Order recognises that both the Coachella Valley Music and Arts Festival and Stagecoach Music Festival are music concerts and gatherings of an international scope, attracting hundreds of thousands of attendees from many countries, including several disproportionately afflicted by the worldwide Covid-19 pandemic. “This order is intended to reduce the likelihood of exposure to Covid-19, thereby slowing the spread of Covid-19 in communities worldwide. “If Covid-19 were detected at these festivals, the scope and number of attendees and the nature of the venue would make it infeasible, if not impossible, to track those who may be placed at risk.” iOL

‘Image branding key to artiste’s success’ By TERENCE MISELO “ZAMBIAN artistes must start working on their brands to become very successful,” advises music and events promoter Isaac Siwale. Speaking in an interview, Siwale said branding is very key to the succcess of an artiste. “Inasmuch as they want to improve the quality of music, artistes must start working on their looks, image to build a strong brand. This will help more artistes to attract the corporate world to support their art and invest in them,” he said. “I feel we sometimes fail to hit the international scene because of how artistes carry themselves and forget to invest in branding and image building.” He advised artistes management companies to seriously look into the issue of branding and help musicians push their talent.

GREAT NORTH ACADEMY UPS FIGHT AGAINST DRUGS By TERENCE MISELO

G

REAT North Road Academy Schools director Dr. Rozious Siatwambo says Zambians must not forget the fight against drug abuse especially among learners in schools. Speaking last week during a handover ceremony of drug testing kits to be used for testing harmful drugs among learners in all Great North Road Academy(GNRA) schools, Dr Siatwambo said they have taken the fight against drugs seriously because no school has been spared with drug abuse among learners. He said a lot of young people have been destroyed by drugs and have been left not to realize their dreams. Dr. Siatwambo emphasised that the initiative is meant to zero rate drug abuse among GNRA learners and will be done with the full consent of parents. “Our aim is not to demonize or expel the learners who will be found wanting but to try and help them reform and realize their dreams by engaging our partners at the Great North Road Academy Rehabilitation Center,” Dr Siatwambo said. The testing kits included brethelisers and a multiple drug testing kit which will use urine samples to test for other abused drugs in the body. Dr. Siatwambo assured parents that the procedure is safe. “We would like to encourage parents to cooperate with us by answering the drug testing consent form as schools reopen on 1st February (tomorrow),” he said. And the Drug Enforcement Commission has welcomed the initiative saying this will help detect drug abuse and eventually offer remedy.

As Covid-19 was at its peak, he released the four-track playlist over one month dubbed “Scotty Sundays.” And it received mixed reviews with a lot of his fans asking for a lot more than just four tracks! A few months into the second quarter of 2020,Scott has been on hiatus and only working selectively with particular artistes in a journey of self exploration. After a shocking social media post that left his fans mixed up about his premeditated absence,he may be on the verge of a new horizon in his music career as his fans wait patiently for new Music and Fresh collaborations from him in 2021 and beyond.

ARLIER this week, the Chinsali Subordinate Court sentenced Jurious Sakala, a notorious poacher who was caught with 9.5 kilos of elephant ivory to seven years imprisonment with hard labour. This is just one example in the growing trend of Courts around the country handing out higher penalties, above the minimum five-year-sentences, for illegal possession of prescribed trophies like ivory.

Despite a ban on the international trade in ivory, African elephants are still being poached in large numbers, driven by a lucrative but deadly black-market trade linked to organized crime syndicates that coerce rural, unemployed, impoverished locals to get involved in poaching. Given how destructive poaching has been to the environment, wildlife populations, local communities and the nation at large, stiffer penalties for offenders have been lauded by conservationists. Mr. Solomon Chidunuka – one of Zambia’s celebrated rangers and current Senior Warden for Muchinga Province under the Department of National Parks and Wildlife, is a front liner in the fight against poaching and understands how severe a scourge poaching can be. He is pleased that poachers and other wildlife offenders are now getting the stringent punishments they deserve. “Stiffer punishment is a deterrent measure to wouldbe offenders as it brings fear to individuals that once they are arrested and imprisoned, they leave their families suffering without any support.” Ed Sayer, Country Director - Frankfurt Zoological Society Zambia (FZS) and Programme Manager for the North Luangwa Conservation Programme (NLCP) is also optimistic that tougher punishments for wildlife offenders will help reduce poaching incidents. “A strong deterrent to the criminals involved in commercial poaching is essential in the fight against poaching. This sends a strong message to current and would-be offenders to understand that the risks involved in poaching far outweigh the reward.” Ed and his team at NLCP work with the Department of National Parks and Wildlife to conserve the North Lu-

CONSERVATIONISTS LAUD STIFFER PUNISHMENTS FOR POACHERS angwa ecosystem, a pristine wilderness that is home to the North Luangwa National Park. While law enforcement agencies and local Courts ensure that convicted poachers face the wrath of law, local communities also have a role to play as they are the custodians of the natural resources, including wildlife in their area. Local communities are also the most and directly affected by effects of poaching. Mr. Chidunuka says, “Individuals and local communi-

ties need to respect the law that protects wildlife. They must also ensure that they work with the Department of National Parks and Wildlife by reporting poaching and other illegal activities involving wildlife.” Ed believes local communities need to develop a deeper sense of ownership of wildlife and the environment in order to participate in conservation efforts. “It is essential to recognize that the local communities living with and in wildlife areas are ultimately

the best protectors of their natural resources if they have true ownership and decisionmaking abilities for their natural resources. Therefore, there needs to be a concurrent effort to address this through improved ownership and revenue sharing for the local communities combined with the creation of an attractive investor climate for wildlife compatible enterprises to increase employment opportunities for the local communities.” To this end, NLCP has em-

barked on several programs aimed at empowering local communities. One such initiative is a small-scale village savings and loans schemes that enable members to engage in conservation compatible business enterprises. Ultimately, the responsibility to protect the country’s pristine ecosystems and the wildlife they host rests on all of us. The illegal wildlife trade negatively impacts our local communities and nation at large as poaching cartels rob us of our natural resources

and cultural heritage. The message coming out of our Courts is that poaching and trafficking in illegal wildlife products are now recognized as serious offences that will attract penalties above minimum sentences. We can all help protect our wildlife resources by not engaging in illegal activities involving wildlife, saying no to illegal wildlife products and reporting any suspicious activities involving wildlife to the Department of National Parks and Wildlife.

LIGHT POLLUTION COULD INCREASE PRETERM BIRTH STUDY FINDS

L

IGHT pollution, based on a direct measure of skyglow, could increase the likelihood of preterm birth, a new study suggests. The study, published in the Southern Economic Journal, examined the fetal health impact of light pollution based on a direct measure of skyglow -- an important aspect of light pollution.

Using an empirical regularity discovered in physics called Walker’s Law, the team found evidence of reduced birth weight, shortened gestational length and preterm births. “While greater use of artificial light at night (ALAN) is often associated with greater economic prosperity, our study highlights an often neglected health benefit of ‘darkness’,” said researcher Muzhe Yang from the Lehigh University in the US. Specifically, the likelihood of a preterm birth could increase by approximately 1.48

per cent points (or 12.9 per cent) as a result of increased nighttime brightness, according to the researchers. Nighttime brightness is characterised by being able to see only one-fourth to one-third of the stars that are visible in the natural unpolluted night sky. One possible biological mechanism underlying the findings, based on the existing literature, is lightpollution-induced circadian rhythm disruption, Yang said. While essential to a modern society, ALAN can disrupt a human body’s circadian rhythm and therefore become a “pollutant”. The societal benefits of ALAN, for example, through increased economic activity, may be offset by ALAN’s negative externalities such as adverse health effects, the authors said. The contribution of ALAN to the alteration of natural nocturnal lighting levels is often referred to as light pollution. Light pollution is considered a worldwide ongoing problem. - IOL

I GREW CANNABIS AS AN ENERGISER, ACCUSED TELLS COURT medical recommendation. In count two, Sakala is alleged to have cultivated 1.31 kilogrammes of marijuana plants without a licene. The incidents happened on January 24, 2021 in Choma and he was apprehended on the same day. When he appeared for plea before Resident Magistrate Selia Kanunka, Sakala admitted both counts and explained

that he trafficked and cultivated the cannabis because he uses it to smoke. Magistrate Kanunka entered pleas of guilty in both counts after Sakala concluded by stating that when he smokes, he becomes more

energetic to carry out menial work. The matter was adjourned to February 10, 2021 for facts and production of the public analyst report. Sakala was remanded in custody.

Convicted farmer has 18 months added to five-year term for prison escape By MULENGA MUSONDA A FARMER had 18 months added to a five-year term he was serving for stock theft when he was convicted of escaping from lawful custody. He told the Choma Resident Magistrates’ court that he was compelled to escape when he heard that his wife and 10 children were about to be evicted from the house he was renting. Cheelo Magusu, aged 41 who had only served one year of his five-year sentence told the court that his household consisting of 24 members was about to be evicted from the house hence he had no choice but to unlawfully secure his freedom. In this matter, Magusu appeared before Resident Magistrate Selia Kanunka charged with escaping from lawful custody contrary to the laws of Zambia. Particulars of the offence

are that Magusu on January 11, 2021 being a person in lawful custody at Choma Correctional Facility escaped from such custody. When he appeared for plea, Magusu admitted the charge without wasting the court.s time. According to the facts by Public Prosecutor Dexter Kwalela, Magusu escaped when he and four other convicts were assigned to work in a field. But his freedom was short lived as he was captured the following day after someone who knew Magusu to be a convict saw him roaming around the township. He reported him to the police who ultimately captured him. Magistrate Kanunka sentenced Magusu to 18 months imprisonment with hard but indicated that the sentence will run concurrently with his fiveyear conviction for stock theft.

MISPLACE PRIORITIES OF THE CHURCH Dear Editor

S

INCE independence from Britain in 1964, I have lived to wonder as to why and how the Catholic Church and the Catholic Bishops in particular have always opposed and condemned the government in power on any issues concerning the citizen’s human rights and justice. They have always stood on the side of the opposing faction without investigating the case involved. What I would like to learn from the Bishops is the church’s tradition in relationship with the state because this goes as far back immediately after independence when there were only white Bishops and unlike now when there are more black – bishops. The trend is the same. The people of Zambia, in authority or not, within Catholic or outside, have accepted the church @ 70 percent because of what it has done so far in spreading the word of God in the country and be part of the Christian world, development of the country by building many schools, colleges, hospitals universities, orphanages radio stations e.t.c. All along Government has thanked the church and praised its role in development and encouraged the

relationship between the two to grow. But on your side as a church, you are always negative with the state right or wrong why? For example, you have never condemned an opposition or politician outside the government when they do wrong against the state or a citizen.

a) Let us refer at recent issues in our papers. Daily Nation Sunday, December 27, 2020 on page 3. Church Are Key Growth partners - Minister of Water Development, Sanitation and Environmental Protection Jonas Chanda appreciating the role of the church in the country’s developmental agenda. This was when the minister graced the fundraising ceremony for St. Peters Catholic Church in Mushali area Ndola. Is that not binding relationship with the church? b) Chief blasts biased Catholic Bishops: Daily Nation Sunday, 2December 7 on page 3. Here Chief Luchembe of Mpika is complaining that the Zambia Conference for Catholic Bishops is being too biased and unrealistic in attacking the government and Police over the summoning of the UPND president, Mr Hakainde Hichilema.

SOCIALIST Party president Fred M’membe’s days are gone and he is packed in history. M’membes’ days when he was at Post newspaper should not mislead him that he can become president in Zambia, we have not forgotten how he fought innocent citizens through his writings and how he celebrated when these people were sent to prison. Through his writings tailored with an evil mind, Fred thought he was a champion in Zambia but alas you are now history. We have not forgotten you and how you thought you were a king maker, how, through your deceptions condemned many in Zambian. Your character does not fit anywhere in the leadership avenues and corridors of power. You called former President Frederick Chiluba a thief at that time some people believed in you not as a politician but as a writer because you are gifted with deception through your writings. People have known you and your character and your faith is questionable. The Socialist Party is a party formed out of frustrations and these frustrations will not take you anywhere, you forget easily that President Edgar Lungu is a lawyer and was an MP and runs his own company and you M’membe writings as usual, calling leaders as a thief lacks integrity and

Lungu said, each time the police came up with allegations against Mr. Hichilema, national agitation and tension was witnessed. This is obvious support for Mr Hichilema. FOOT NOTE: If this mis-Trust is among us all, no one is greater on earth than the creator, and no one is greater in Zambia than Zambia, may the Grace of God and the Fellowship of the Holy spirit be among us all and share the love from our Lord Jesus Christ to the Glory of God. A wrong is a wrong let us all condemn it and correct it through our Lord Jesus Christ. Let us all appreciate each other in the eyes of God. Amen. STEPHEN TAMBULUKANI, Lusaka.

DMMU should provide relief food to flood victims Dear Editor,

The chief says no one is above the law. When the police received information from the public it was their duty to summon Mr. Hichilema and not the cadres. The death of the two innocent citizens was caused by UPND reckless leadership which ignored police advice not to take cadres along. Chief Luchembe said it was shocking that the Bishops could condemn the police and try to protect Mr. Hichilema’s unruly bahaviour. The chief says it was import that the clergy stopped dragging the respected institution into politics but leave it to execute its duties professionally. What ZCCB is doing is wrong, what they need to do is to condemn the unruly behaviour of Mr. Hichilema, Chief Luchembe said. The ZCCB president George

honest on your part. M’membe your company stole from innocent Zambians by failing to remit what was due for Zambians. Some of your employees went without pay and today you stand up as per your character calling leaders thieves. Do you want leaders to be poor just because they are leaders ba M’membe naimwe, tone down. We cannot go back to Socialist way of leadership system the world has moved but since you M’membe you’re parked in history you think that can be achieved now. Zambia is on course for better development under the leadership of President Edgar Lungu and we have achieved a lot of things in line with our manifesto. We have reduced the mortality rate and we are implementing a lot of programmes to better lives. On the question of population increase how do you attach it to the Patriotic Front. How is it our problem? M’membe, your glory days are gone you are now history. And you are not fit to be a leader because your heart is full of hatred, Zambia needs sober minded leaders. My advice is that reflect on your days and the people you wronged, make amends than calling innocent leaders thieves. Because your name is associated with confusion and character destroying.

ZAMBIA is this rainy season receiving between normal and above normal rainfall. This is according to what the Zambia Meteorological Department focused last year prior to commencement of the rainy season. The heavy rains being experienced have caused havoc in some areas owing to the floods. The floods have in most cases caused some houses to submerge in water. As though this is not bad enough, some crops are under water too. This unfortunate scenario will ultimately lead to low crop yields particularly maize. The low crop yields will culminate in hunger. Mumbwa is a case in point as one of the areas affected by floods. Mumbwa and other areas have in the recent past experienced heavy rains. The repercussion of some areas in our country receiving between normal and above normal rainfall is that there will be low crop yield. Low crop yield in some areas because of floods will ultimately lead to hunger. In this vein, it is imperative

for the Disaster Management and Mitigation Unit (DMMU) to provide relief food and other logistics so as to cushion the impact of these floods. However, this is an emergency which requires quick remedial measures to be taken. This is vital in that the affected families are in dire need of relief food. Reality being what it is, floods are natural calamities which occur unexpectedly. There is therefore need for the government through the DMMU and other stakeholders to come on board and provide any form of assistance to ease the problem caused by floods. All said and done, the floods being experienced in some areas across the country are a disaster; they have caused some houses to submerge in water. These floods pose health hazards such as the outbreak of diseases like cholera for instance. The submerged crop fields on the other hand will lead to low crop yield which in turn leads to hunger. The DMMU should quickly step in and render the much needed assistance. This is the right thing to do. ELEMIYA PHIRI

‘MILLIONS SPENT ON ILLEGAL SPY OPS FOR ZUMA’

…Whistle-blowers tell South Africa’s corruption inquiry

J

OHANNESBURG - South Africa’s spy agency has been accused of spending hundreds of millions of dollars on illegal undercover operations to protect former President Jacob Zuma from corruption investigations. The allegations, made by whistle-blowers at a corruption inquiry, include attempts to influence judges and newspapers. The allegations are staggering. Two whistle-blowers, and other witnesses, have given details of a systematic plot to turn South Africa’s state security agency into something almost like a private army for former President Zuma. During his decade in power, Zuma faced - and still faces

- multiple allegations of corruption. But a judge-led inquiry is now revealing the extent to which, it is alleged, Zuma used state institutions to protect himself during his presidency. • Witnesses have described how vast sums of money were allegedly stolen from the security agency and funnelled to Zuma’s allies • How money was allegedly given to media companies to influence their coverage of the president • How the judiciary was allegedly infiltrated • And how agents were allegedly used for overtly partisan, political operations.

Jacob Zuma Zuma has repeatedly denied any wrongdoing. But he’s also refused to appear to answer specific allegations at the corruption inquiry - a refusal that South Africa’s constitutional court has now declared unlawful. Meanwhile, the commission of inquiry into state capture has welcomed the Thursday judgment by the Constitutional Court which ruled that former Zuma must appear before it, and give evidence. In a statement on Friday, the commission said it believes that the judgment upholds the rule of law and emphasises that no one is above the law. – BBC/NEWS24.

Zim extends strict lockdown ‘to save lives’ HARARE - Zimbabwe's coronavirus lockdown has been extended by another two weeks, until February 15. Vice-President Constantino Chiwenga, who is acting health minister, made the announcement on national television: "The president fully appreciates the difficulties that come with this extension, livelihoods are being disrupted - yet we must save lives and our nation." A 30-day level-four lockdown began on January 5, following a surge in infections over the festive season. Only essential services, including hospitals, pharmacies and supermarkets are being allowed to operate. Restrictions include a stay-athome order, a curfew and a ban on the sale of alcohol. The virus has overwhelmed Zimbabwe's chronically underfunded health system. Last week, two cabinet ministers died after

contracting coronavirus. In Kenya, the country’s coronavirus vaccine roll-out will begin next month, with 1.25 million frontline workers to receive injections between February and June. Dr Mercy Mwangangi, the chief administrative secretary for health, said the programme would be divided into three phases with the first giving priority to healthcare workers, security and

immigration officers. She explained that so far Kenya, with a population of 48.5 million, was expecting to get 24 million doses via the World Health Organisationbacked Covax scheme. “The country will procure an additional 11 million doses from other mechanisms to vaccinate nearly 16 million people over a period of 18 months,” she told journalists. – BBC.

Great Lakes African leaders call for CAR ceasefire LUANDA - African leaders from the Great Lakes region called on rebels in the conflict-riven Central African Republic to agree to a ceasefire on Friday. Election-based violence in the country has displaced more than 200, 000 in the past two months, the United Nations said. Rebels controlling about two-thirds of the nation launched an offensive a week before contested presidential elections that returned Faustin Archange Touadera to power. "The Heads of State and Government urge all rebel forces to observe a unilateral and immediate cease-fire," Angolan Foreign Minister Tete Antonio said at the end of a meeting of the International Conference on the Great Lakes Region (ICGLR) in Luanda. "We want a Great Lakes region without armed conflict, without death, or forced displacement of inhabitants," said the statement from African officials. The mini-summit, which Congolese President Denis Sassou-Nguesso and Rwandan Paul Kagame attended, also said it would support a CAR request to the UN Security Council to lift a heavy weapons embargo. CAR said the lifting the embargo was needed in order to fight the rebels.

Landlocked CAR is one of the world's poorest nations and has seen a string of coups and wars since it gained independence from France in 1960. Meanwhile, a former CAR “Seleka” faction commander suspected of war crimes intends to contest allegations brought at the International Criminal Court, his lawyer said on Friday at the Hague. Mahamat Said Abdel Kain, who was detained and transferred to The Hague last week, faces accusations of war crimes and crimes against humanity committed in 2013. The CAR has been mired in violence since a coalition of mostly northern and predominantly Muslim rebels known as Seleka, or “alliance” in the Sango language, seized power in March 2013. Their brutal rule gave rise to the opposing “anti-balaka” Christian militias, several of whose former leaders also face charges at the ICC. The arrest comes against the backdrop of fighting between the CAR’s army, backed by U.N., Russian and Rwandan troops, and rebels from both militia groups who have now formed an alliance with the aim of seizing the capital and overturning a December 27 vote in which President Faustin-Archange Touadera was declared the winner. – AFP/REUTERS.

ANC hits back at social media criticism of Jackson Mthembu’s replacement JOHANNESBURG - The ANC's parliamentary caucus yesterday said that it was committed to non-racialism and non-sexism, amid a social media furore over what it called a "routine filling in of a vacancy." The storm arose over the election of Chineseborn Xiaomei Havard to the National Assembly, as a member of the parliamentary caucus. Havard is set to replace the late Jackson Mthembu as Minister in the Presidency. She was sworn in on Wednesday. However, the ANC received a backlash on social media, with many arguing that South African-born citizens should be favoured in political appointments. In a statement, chief whip Pemmy Majodina said the appointments had been made on the basis of non-sexism and non-racialism. "The ANC Parliamentary Caucus has noted with grave concern the social media storm generated by the routine filling in of a vacancy in its 2019 national to national candidates list," Majodina said. “It was … commitment to

our long held bedrock principle on non-racialism and non-sexism that saw Comrade Xiaomei Havard elected to our National Assembly as a member of our Parliamentary Caucus.” Havard is a trained ICT professional, a computer scientist, businesswoman, and a philanthropist with a PhD. She has lived in South Africa since 1994 and is married to a South African citizen. According to the statement from the caucus, Havard had supported the ANC through Chinese political structures since childhood. In 2009, she stood in the elections on an ANC ticket. "It is also important to recall that the South African National Assembly has had Members of Parliament of different origins who had been naturalised in our system who were not South African by birth, including the former minister of Housing the late Comrade Joe Slovo." – NEWS24.

Jesus earns Man City victory over Sheff United GABRIEL Jesus' ninth-minute goal was enough to earn Manchester City a 12th successive win and consolidate their position as Premier League leaders at the expense of bottom club Sheffield United. It was not a vintage City performance. Aside from Jesus' close-range strike from a Ferran Torres cross, an instinctive header from Bernardo Silva, created by a stray Oliver Norwood header, was their only effort on target until Aaron Ramsdale denied Oleksandr Zinchenko and then Aymeric Laporte from the corner that followed. Ramsdale also kept out an injury-time Jesus shot. But the Blues' defensive strength was again on show. Pep Guardiola's side have now kept five clean sheets in a row in the Premier League and an impressive 11 out of 13. It was certainly far too strong for a visiting team who never looked like emulating their victory at Manchester United three days ago and remain rooted to the foot of the table, 10 points adrift of fourth-bottom Brighton. - BBC

Zesco top super division log By MUKWIMA CHILALA

ZESCO United were the biggest victors in yesterday's week 15 super division fixture as they moved back into the top four on the log following their emphatic 2-0 win over Lusaka Dynamos. There was not much movement on the log by the other three title contenders as they all had to settle for draws in their respective games. Prior to their week 15 fixture against Dynamos, Zesco were going to outside the top four bracket on fifth position with 22 points while the top three sides in Pris-

on Leopards, Zanaco and Forest Rangers were all tied at 24 points. Zesco made their intentions of making a cut into the four known early enough when veteran striker Jesse Were found the back of the net in the fifth minute to give the home side the lead. John Ching’andu doubled the lead for Zesco in the 18th minute as they held on to their 2-0 advantage to move into the top four, tied on 25 points with fellow pacesetters Zanaco, Leopards and Rangers. Prison Leopards continued with their fine form this season as they had to leave it late to finnish the game 1-1 with “Magnificent” Kabwe Warriors in their derby played at the Godfrey ‘Ucar’ Chitalu Stadium. In the Ndola derby played at Indeni Sports Complex, Rangers blew their opportunity to go top of the log as they settled for a 2-2 draw with Indeni. “Sensational” Zanaco could also not take advantage of bottom-placed Kitwe United's winless streak as they settled for a draw in their fixture played in Kitwe. The woes continued for NAPSA Stars as they recorded yet another draw, 1-1 away to Green Eagles in Choma.

Court ruling dramatically restores Ahmad as Caf president

MADAGASCAR’S Ahmad has been dramatically restored as Confederation of African Football (Caf) president following a ruling by the Court of Arbitration for Sport (Cas). Ahmad was banned by Fifa in November for five years after football's world governing body found him to have breached several of its ethics codes. Ahmad is still ineligible to contest Caf's presidential elections in March however, since the Cas decision came after both Caf's Governance and Fifa's Review committees sat earlier this week to approve candidates' eligibility. The Malagasy - who will now resume his role as a Fifa vice-president - is appealing his ban at Cas, which issued a preliminary ruling on Friday. Sport's highest legal body says it will hear the appeal in full on March 2, with a decision issued before the Caf presidential elections on March 12."Due to a risk of irrep-

arable harm for Ahmad if the disciplinary sanction is maintained during the period prior to the Caf elections, the Cas panel has upheld the request to temporarily stay the effects of the (Fifa ban)," Cas said in a statement. This effective suspension of the Fifa ruling will be in place 'until the day that the final Cas award is issued.' Since he was banned when Fifa met on Tuesday and Caf on Thursday to vet presidential aspirants, Ahmad was deemed ineligible. He will now need to overturn the decisions ruling him ineligible to run, since his appeal at Cas is not against the decision barring him from contesting the elections but against his Fifa ban. Should Cas uphold Fifa's ban when its hearing takes place in early March, Ahmad will be ruled out of the race once and for all. Yet if he can overturn both his ineligibility and his Fifa sanction, a man who was proclaiming the backing of 46 federations, out of 54, shortly before his ban will have the chance to secure an unlikely comeback. – BBC.
