stake, has failed to open as its continued delay was affecting the government’s development agenda. Arc Minerals also holds majority shareholding (at 72.5 percent) of Zaco, another project for which a licence has been obtained but with the majority shareholders’ dealings at Kalaba mine, it is unclear if this particular venture will come to fruition. PRESIDENT Edgar Lungu has verified his Grade 12 Certificate at the Examination Council of Zambia (ECZ). Mr Lungu said he was happy with the record keeping by the ECZ and has urged all aspiring candidates to verify their Grade 12 certificates. The Constitutional Court guided that all aspiring candidates will be required to have their Grade 12 certificates or equivalent as validated by ECZ or the Zambia Qualifications Authority. The court also clarified that qualifications from tertiary institutions such as trade certificates, diplomas, or university degrees were not equivalent to a Grade 12 certificate and will not be separately accepted without the Grade 12 certificate. And ECZ Director Michael Chilala confirmed that President Lungu has a valid document verified by the institution. Dr Chilala said the decision by President Lungu to personally visit ECZ at Longacres in Lusaka was a sign of humility as others would have simply sent the documents through other means. He said several ECZ Service Centres have been opened across the country to offer services such as verification of results, replacement of lost/damaged certificates, and equating of foreign qualifications to the local standard. Other services are accumulation of GCE certificates and combination of Grade 9 results among other services.

FORMER intelligence chief Xavier Chungu has sued the State in the Lusaka High Court demanding US$500, 000 as compensation for illegal detention. Mr Chungu wants the court to order the State to pay him US$150, 000 seized from his account at Access Financial Services Limited and also that he be paid US$37, 050 in respect of lost rentals. He is claiming interest on all sums payable at Bank of Zambia lending rate from August 2009 to date of full and final settlement. The former intelligence chief also wants an order that he is the rightful owner of the seized properties known as: F/488a/27/D/2 Leopards Hill Lusaka, F/377a/1/E/1 Kabulonga Road, Lusaka, F/488a/8/B/2 White Wood Lane, Kabulonga, LUS/208/M/ Lot 10752/M and Lus/20863. He also wants a declaration that his detention without trial as well as the forfeiture of his properties was illegal. Mr Chungu has cited the Attorney General Likando Kalaluka as the defendant in the matter. Chinese in sex scandal By OLIVER SAMBOKO GOVERNMENT has summoned some Chinese from a fish farm in Siavonga over reports of sexual abuse of female workers. Siavonga District Commissioner Ephraim Mwanjabantu, confirmed the development saying his office wanted to get to the root of the problem and ensure that perpetrators face the law. Mr Mwanjabantu said he would engage management over the alleged abuse of female employees. He said his office had received reports of an individual who was sexually and physically abusing young girls at the company.

Mr Mwanjabantu said his office had already engaged the labour office and the Zambia Police Victim Support Unit to investigate the matter so that appropriate action could be taken against perpetrators. He said once the individual was identified the law would take its course. He said the company management, his office, the police and the labour office would next week hold a meeting and identify the culprit at the company. Mr Mwanjabantu warned that Government was not going to allow foreigners to abuse citizens under the guise of creating employment.

MARKET players should not take advantage of small and unsophisticated consumers of various goods and services by unjustifiably increasing food prices, says the Economics Association of Zambia (EAZ). EAZ Deputy Secretary Rita Mkandawire said the association had observed that certain economic players had been adjusting prices not commensurate to the increase in the cost of importation or production of certain goods and services. "While we understand that profit is the main aim for businesses, we would like to call upon all market players not to take advantage of our small and unsophisticated consumers of various goods and services," Ms Mkandawire said in a statement. She urged the private and public sectors to enhance productivity aimed at growing national income and wealth amid the Covid-19 induced economic slowdown and economic uncertainty. Ms Mkandawire also urged the government to escalate implementation of its Economic Recovery Plan (ERP) to ensure that the Kwacha stabilises and inflation contained. "We would like to note the limited positive impact that high metals prices have had on foreign exchange reserves, the value of the Zambian Kwacha, business and job creation, especially on the Copperbelt Province. "We advise relevant authorities to audit the value chain to see why there is little trickle down to Zambian suppliers and the economy in general," she said. Ms Mkandawire pointed out one area of concern that had been frustrating the implementation of various government policies and projects which was employee motivation. She explained that there was a need for Government to ascertain the levels of employee motivation as it negatively affects productivity. Victimisation, discrimination, politics were to blame for low

productivity levels, especially in government grant-aided institutions. "We call upon Government to act accordingly to ensure that such vices discontin-

GENUINE DONATIONS THERE are certain functions and obligations that must continue even in the midst of elections. Some activities cannot be suspended because elections are on the horizon. People’s needs, especially essential services must be provided and must never be associated with campaigning. We are glad that the Catholic Church in Lusaka has given clear guidance in an effort to end the misconception that donations being given to churches were not genuine. Bishop Banda said he was stunned and puzzled by the proposal that the State should not help its vulnerable simply because it was an election year. Should those in a position to help hold on to their gifts just because Zambia would be holding elections on August 12? We do not think this should be the case, for Zambians are generally a very generous people. Where one is in a position to help, they would always render a hand. The issue here though is that almost everything has been politicised. Politicians have always been invited to attend fundraising activities at churches and no one has ever complained. But the same politicians when they are invited and donate something to the churches are branded as vote buying being an election year. When the Disaster Management and Mitigation Unit (DMMU) responds to an emergency for example, people suddenly remember their Geography lessons – they want to know why relief aid is being taken to that particular part of the country. They forget that the DMMU’s mandate does not restrict it to only one part of the country. It is national. It must provide relief to people who are in distress in any part of the country even in an election year. That is the spirit. After all, are politicians not children of God? Should the doors be closed to them because this is an election year? We all must also recognise that the Church is an important institution in the country for that is where people gather in one accord and forget about the artificial boundaries that divide them politically. If anything, it is the Church that has the most influence over the people and its power to ensure peaceful pre and post-election peace cannot be undermined. It must therefore keep its doors open to politicians – even those donating items. We say this because we do not think that congregants are that gullible not to distinguish among those who are genuine and those just seeking attention.

GOVERNMENT plans to recruit 5, 000 teachers per annum for the next 10 years to resolve the shortage of teachers in public schools, General Education Minister Dennis Wanchinga told parliament yesterday. He said recruitment of more teachers would address the pupil to teacher ratio in public schools. Dr Wanchinga said the shortage of teachers was a national problem and that Government was carrying out a teacher audit to ensure teachers were distributed evenly. Dr Wanchinga said Government would also redistribute teachers from schools where there were many teachers to others with staff challenges. He also encouraged Members of Parliament to use part of the constituency development funds to construct classrooms and teachers houses. “The PF government has adopted many community schools aimed at improving infrastructure and deployment of trained teachers,” said Dr Wanchinga.

THE Lusaka High Court has denied Paramount Chief Kalonga Gawa Undi’s request to have the matter where a senior member of the Chewa royal establishment is challenging his appointment to the throne, dismissed. In this case, Mr Christopher Phiri has sued Mr Frederick Daka, the current Kalonga Gawa Undi Mukhomo the fifth, seeking an order that the chieftainship should come from the senior royal family instead of the junior royal family. Mr Phiri wants an order that Mr Daka’s appointment is null and void for irregularity and an order that the Chewa royal establishment selects another person from the senior lineage. He claims that the current Gawa Undi has failed to properly organise the Chewa Kingdom. Gawa Undi of the Chewe people reigns over parts of Zambia, Malawi and Mozambique. On December 16, last year, Gawa Undi filed summons of an order to dismiss the matter for want of prosecution. Mr Phiri opposed the traditional leader’s application stating that the matter was scheduled to come up for hearing on May 11, 2020 but did not take off due to the Covid-19 pandemic.

SCORES of passengers, among them traders, are stranded after a 70-seater bus in which they were travelling got stuck in a detour on Mokambo road near Murundu in Mufulira. The passengers have been stranded for about four days after the bus got stuck in a flooded and muddy detour as the water seeped into the engine. As a result, some passengers had been forced to be hiking on the road side, while others were getting lifts on motorbikes from Mokambo to Mufulira town centre The passengers were travelling from Mansa in Luapula Province through the Pedicle Road, which is in a deplorable state from Mokambo to Mufulira, a stretch of about 15 kilometres. Speaking in an interview after obtaining the certificate, acting Marcopolo Tiles Limited chief executive officer Roy Chisanga Mwamba said the certification is important to his company because it is the first company to manufacture tiles in Zambia. Mr. Mwamba said Marcopolo tiles are the first locally manufactured on the Zambian market to be certified by ZABS. He said the achievement has come after a long time of hard work. He said ZABS, as a member of the Africa Standards Organisation, the certification confirms and is harmonized with African international standards. Insurance firm sues Mahogany Air over K1m By GRACE CHAILE LESOETSA

A PLUS General Insurance limited has sued Mahogany Air Charters Limited for non-payment of K1 million for aviation fuel supplied to the airline. The Insurance company in its claim filed in the Lusaka High Court stated that by an agreement dated January 6 last year, it extended a credit guarantee worth K1 million to Mahogany as security cover for exposure in the supply of Jet A1 fuel from Total Aviation and Export limited upon receipt of demand of the amounts due. According to the insurance firm, the airline was supplied with fuel and as of March 30, last year and had accumulated a bill of K1,425,521. The firm said Mahogany neglected to pay despite several reminders. A Plus General Insurance is claiming an order against Mahogany for payment of K1 million same being the sum of money guaranteed in the event of default. It is also wants damages for the inconvenience of non-payment of the sums of money, interest on all amounts found due, costs for and incidental to the matter.

HE Zambia Revenue Authority (ZRA) has encouraged clearing agents to clean up dubiously imported motor vehicles using the on-going amnesty period. ZRA Corporate Communications Manager, Topsy Sikalinda, called on all clearing agents with such vehicles on their declarant accounts to pay duties and taxes without penalties and interest. Mr Sikalinda said this followed the recent interception by ZRA of numerous motor vehicles that were fraudulently imported into Zambia through various schemes. He explained that such schemes included transit frauds and tax exemptions that their declarants did not

qualify for which include Value Added Tax deferment. Mr Sikalinda said ZRA had introduced a mini tax amnesty with offer to pay duties and taxes without penalties and interest on uncleared motor vehicles valid up May 26, this year. "Please take advantage of this opportunity and report to the nearest Customs station to clear your accounts. "Further note that the ZRA will conduct audits after this exercise and the declarant’s accounts that will be found with transactions of motor vehicles that were irregularly imported will be liable to penalties and prosecution," he said. OVER US$2 million has been invested in the digital banking platforms by Atlasmara Zambia to revolutionise the way services are offered in line with the ever changing technology. The investment has been pumped into the digital banking platform which offers a variety of services such as mobile money and payments, says Atlas Mara Zambia Head Retail and Digital Banking, Teza Ngulube. "We have invested an excess of US$2 million in our digital banking platforms that has seen us revolutionise the way banking can be done through Atlas Mara and for us the investment does not end there. "It is continuous, as customer needs continue to change we are also developing new products and continue to reinforce our already existing products to ensure that we have the most latest technology for our customers," Mr Ngulube said in an interview. Companies could do this by transitioning to new energy efficient technology and adopting energy efficient appliances replacing worn out old equipment relevant for the specific sub-sector. Producing with higher energy efficiency is a key driver to achieving a low carbon economy which is in

line with the United Nations SDGs. Additionally, companies could recycle and reuse their energy as energy efficiency has environmental advantages which could lessen the impacts of climate change, as enunciated by SDG 13 whose aim is to combat climate change and its impacts. Zambia is signatory to the Paris Agreement on climate change which regulates how much carbon emissions are acceptable by member countries. Change in Zambia, the country became a signatory to the agreement on the 20th of September 2016 during the 71st session of the United Nations general assembly. The main intent of the Paris Agreement is to neutralise carbon emissions worldwide. According to Zambia’s Intended Nationally Determined Contribution (INDC) to the 2015 Agreement on Climate Change, Zambia pledged a 47% decrease in its carbon emissions using 2010 as a base year. Therefore, by virtue of being signatory to such agreements, Zambia needs to be cautious of its carbon emissions which could be achieved by manufacturing firms producing with higher energy efficiency.By virtue of energy being a variable cost and contribution to the production cost, energy efficiency is among the most cost-effective measures companies can take. The use of less energy as a result of energy efficient processes reduces energy costs on the manufacturing firm as highlighted by E. Warrel et al. Though the use of energy efficient equipment and processes are cost effective, the transition

According to a workshop on the energy efficiency in sub-Saharan Africa, to help mitigate the costs, the government introduced a tax waiver that was introduced on the importation of energy efficient equipment as highlighted in SI 32 and 33 of 2008 but there still remains no specific financing mechanism to support energy efficient activities. Moreover, at national level there does not exist an energy efficient policy. The lack of policy does not encourage the use and transition to more energy efficient equipment and processes. Therefore, as highlighted by Rejoice Mwamba et al having an energy efficient policy is imperative at any level of society. This will make it mandatory to be cautious of what equipment and processes are used to promote the protection of the environment and participate in the fight against climate change. In addition to the financing challenges, a deliberate mechanism to finance energy efficiency should be put in place to ease the burden of acquiring new equipment and transitioning.

Resilient banks …Banks in Africa may recover to pre-Covid-19 levels faster than those in developed markets

JOHANNESBURG - Banks in four of Africa's biggest economies – Kenya, Morocco, Nigeria and South Africa – showed better resilience than their peers in developed markets and will likely recover faster to their pre-Covid-19 levels, a new McKinsey & Co. report shows. "Real GDP declined in Africa by six percent in 2020, roughly halfway between [our] estimates of eight percent and three percent. While the virus was resurgent, its impact on banking revenues after risk costs was less severe than expected," wrote McKinsey in the report. The consulting firm said looking at the government data and financial statements released by the banks recently, it now expects African banks to rebound to their pre-Covid-19 revenue levels by 2022 if there are some effective government interventions and better response to effectively controls the virus. However, if the economic recovery is slower, and there are localised recurrences of the virus similar to what had already played out across the continent in 2020 and early 2021, banks' revenues may recover to their pre-crisis levels by 2023. In contrast, McKinsey estimates that banks in developed markets may return to their 2019 levels only by 2024. The firm calculated that banks' average return on equity (ROE) in the four African countries it analysed halved to seven percent in 2020, from 14 percent in 2019. On the other hand, McKinsey expects that the average

ROE of banks in developed countries may dip below 1.5 percent in 2021 and recover to pre-crisis levels of around nine percent by 2024. McKinsey said the rate of recovery will vary as banks in each country will face their own set of challenges but for most banks, the level of bad debt provisions they raised in 2020 is likely to influence the pace of recovery. "In South Africa and Kenya, banks have already increased loan-loss provisions by more than 200 percent since 2019 to cover for potential bad debts. As a result, they may see improved results in 2021," read the report. McKinsey said on the other hand, banks in Morocco and Nigeria faced a risk of having to increase their bad debt provisions this year if their economies were to contract since this may lead to a rise in nonperforming loans as has historically been the case. However, even in countries that have adequate bad debt provisions, McKinsey said banks cannot afford to leave their recovery to chance. They must mitigate their credit risk or the African banking market could collectively lose more than $48 billion (approximately R720 billion) in cumulative post risk revenue by 2024. McKinsey said some of the issues African banks will need to deal with are higher than global average cost-to-asset ratios especially now that the low interest rates mean that high banking margins won't be possible. The firm said its estimates show that banks on the continent will likely need to cut costs by at least 20 percent to 25 percent. – FIN24.

AIR TANZANIA POSTS D HUGE LOSSES AR ES SALAAM - Tanzania’s national carrier posted a $26m loss in the financial year 2019/20, according to a government audit. "We have discovered that (the airline) has made losses of up to 60bn (Tanzanian shillings) but also in the past five years this company has been making losses annually. There are several challenges that the government ought to address immediately,” Auditor General Charles Kichere was quoted as saying by The Citizen news site. Reviving Air Tanzania operations was a flagship project of the late President John Magufuli who embarked on an ambitious state-backed plan in 2016 aimed at boosting tourism, trade and investment. He also oversaw the construction of a new airport in the commercial hub, Dar es Salaam, approved another in the north-western town of Geita and also one in the outskirts of the capital, Dodoma. As part of the revival Air Tanzania acquired two Boeing 787 Dreamliner, but critics say they have not been deployed to operate in lucrative routes.

The airline resumed regional and international flights in October 2020, seven months after it suspended operations because of the Covid-19 pandemic.

Deal to supply SA power from ships estimated at US$15bn JOHANNESBURG - Karpowership, a unit of the Turkish Karadeniz Energy Group, is on track for its longest contract to date to supply power from vessels to South Africa in a deal worth as much as R218 billion. The company that advertises a "fast, flexible, reliable" solution of floating electricity generation was named last week as a preferred bidder for three projects fueled by liquefied natural gas to provide 1, 220 megawatts of electricity. The programme is aimed at closing a supply gap in South Africa that's resulting in periodic blackouts.

The 20-year deal will cost as much as R10.9 billion annually, according to a presentation by the Council for Scientific and Industrial Research, a state institution. The estimate is based on the Department of Mineral Resources and Energy's evaluation price of the bids. It didn't immediately reply to requests for comment. The award adds a significant amount of generation capacity from fossil fuels for two more decades as South Africa plans a move away from coal that dominates its current power supply and has made it the world’s 12th

biggest source of greenhouse gases. Other, smaller, projects chosen use a mix of solar and wind with batteries and LNG. "Power ships have proven effective at providing fast-response, emergency electricity - hence the maximum 10-year tenor for past contracts," said Antoine Vagneur-Jones, an analyst at BNEF's energy transition policy team for Europe, Middle East and Africa. "That the South African government would procure one for 20 years speaks to the depths of the country's power crisis, and questionable long-term planning in light of dropping renewables costs."

The agreement also allows for variable charges, including fuel. "Costs are kept low by Karpowership's reach into the LNG market and an exclusive, long-term deal with Shell," the company said in reply to questions. The company started pitching power from vessels to be moored off South Africa's coast at least six years ago. Biden administration threatens tariffs Agriculture sector network says on UK goods in 'tech tax' row Kenya-UK trade deal hope to industry WASHINGTON - The United States has warned it could put tariffs of up to 25 percent on a host of UK exports in retaliation for a UK tax on tech firms. Ceramics, make-up, overcoats, games consoles and furniture could all be hit, according to a list published by the Biden administration. The duties are designed to raise US$325 million, the amount the US believes the UK will raise from US tech firms. A UK government spokesperson said it wanted to "make sure tech firms pay their fair share of tax."

They added: "Should the US proceed to implement these measures, we would consider all options to defend UK interests and industry." Washington is pressing ahead with the action, initiated under President Donald Trump, and has scheduled hearings on the list. It argues the recently introduced digital services tax - which taxes tech firms on their revenues - has "unreasonable, discriminatory, and burdensome attributes." Such actions have proceeded against similar taxes in India, Austria and Spain,

but action against the European Union as a whole was dropped. The US Section 301 action is designed to apply domestic political pressure within the UK and other countries over the imposition of such taxes. The UK and US held talks about the digital services tax on December 4, and UK government sources stressed that the tariff list was being seen as procedural, rather than an escalation. Dr. Sishuwa Dear Editor, IT is okay for one to provide a critical opinion about his own country, but it's unacceptable for one to scandalise it, sow a false narrative and deliberately cause unjustified international alarm and cause untold reputational damage to it. This is what Dr. Sishuwa Sishuwa has done in a written and paid for Op-Ed published in the Mail and Guardian newspaper (March 22, 2021) of South Africa. Dr. Sishuwa is a lecturer in modern history, with research and teaching interests in 19th and 20th century African History at the University of Zambia. He has "predicted" that Zambia will explode after the August 12, 2021, because of its alleged collapsing institutions, purported deep polarisation, and what he claims is the prevalence of mass poverty, high intolerable levels of unemployment, extreme inequalities, restless and violent party cadres and a desperate political elite. Dr Sishuwa neglects to state that Zambia has tested democratic institutions, an alert and active civil society and a diligent population that is determined to maintain the development, peace and security of its country. He has also neglected to state that Zambia has seen democratic and peaceful transfer of power in 1991, 2001, and 2011 and the holding of elections is a normal activity in its life and democratic calendar. It should be stated that Zambia has seen the opposition win elections and remarkably and peacefully given power in 1991 and 2011. I do not need to remind him that Zambia's electoral system is ranked highly in Africa as shown on so many indices because it is deemed open, transparent, and credible. Elections are conducted in the full glare of public scrutiny, with local and international observers present. The political parties are allowed accredited agents and observers inside all polling and totaling centres. Most importantly, results are counted, announced and published at the polling station in the presence of party agents and elections’ observers. To show that Dr Sishuwa's

opinion is extremely unfounded and careless, I referred Zambia to the Continental Early Warning System (CEWS). The CEWS is a conflict early warning operation within the African Peace and Security Architecture of the African Union. This is a tool we use at the AU to predict potential conflicts and threats to peace and security in Africa and its member states, and if possible recommend the best courses of action. Zambia is not a failed state and is not about to become one as asserted in the alarming write-up and prisms of Dr Sishuwa. Zambia has a thriving and enviable democracy. It has a fiercely independent Judiciary as seen by the many cases won against Government, a thriving legislature that can even collapse heavily invested government Constitutional bills. This can be said about other institutions of democracy in the country. The country has over 130 radio stations, over 40 independent television stations, an active civil society and clearly practices the rule of law. If this is the state, then what's driving Dr Sishuwa's paid for opinion? After serving for four years as High Commissioner to South Africa, I can even guess who paid for that Op-Ed article in the Mail & Guardian. My appeal is that despite one's disdain for the PF, or deep contempt for its government and its leader, we should never be driven to desperate levels deliberately designed to injure the reputation and good standing of our country. For Zambia is above all of us, Zambia will be there beyond the ruling PF. Why burn Zambia because one is facing a possible and inevitable electoral loss of his party or one that he or she sympathises with? Mulefwaya uku filila munsenga? Zambia will remain peaceful and the predictions and false narratives and prophecies about her, will never take root or come to pass. Reply to HH’s letter to AU/SADC

Dear Editor, THE season of finding all possible excuse to validate the claim of alleged rigging is now in our midst. It is the anthem that we are used to and it has become synonymous every electoral year. United Party for National Development (UPND) president Hakainde Hichilema has written an expansive yet substantively void of merit letter to the African Union (AU) and the Southern African Development Community (SADC) to pen his lamentations against the Electoral Commission of Zambia (ECZ). We too would like to pen our observations after studying the correspondence addressed to the two continental bodies. Firstly, Mr Hichilema faults the new voter’s register and links it to his alleged manipulation of the process. Here Mr Hichilema willfully neglected to bring to the attention to the two regional bodies that the new voter’s register was

as a result of audit anomaly regarding the ghost voters as per the voter’s register of 2016. Clearly the 2016 voter’s register was virtually a “dead document” which was filled with a bloated list of registered voters. Mr Hichilema did not appreciate that the voter’s role with ghost voters was vulnerable and susceptible to manipulation thus undermined prospects of the free and fair elections. Contrary to what was alleged by Mr Hichilema, the voter registration process was conducted in a very fair and transparent manner and all stakeholders were given an equal opportunity to offer their participation and lend their expertise to this important part of the democratic process. We recall how the UPND and its allies criticised every move that ECZ made without proposing any viable alternative. We wonder why Mr Hichilema can write to the AU and

SADC alleging inadequacies yet his letter makes no mention of specific breaches of instruments such as the African Charter on Democracy, Elections and Governance, the Zambian Constitution, the electoral legislation among others. This clearly gives us an irresistible conclusion that Mr Hichilema is only entrapping the international actors to notice him and make headlines for wrong reasons. As regards Mr Hichilema’s lamentations that the new voter’s register has reduced numbers in the UPND strongholds while recording marginal increase in PF strongholds, he has clearly missed the causal link between the two. Mr Hichilema has ignored to tell the AU and SADC that the reduction in UPND strongholds was a result of contributory negligence by the party to mobilise its supporters to the nearest voter registration centres. We do recall that while the

PF was mobilising its supporters to registration centres using all possible means, the UPND did not take interest but opted to waste their time by gallivanting from one social media page to the other discrediting the process and incite public discontent against ECZ. And all things being equal, the long adage which goes, “you reap what you sow” always comes to fruition. The PF which invested it’s time to mobilise numbers in the strongholds has yielded marginal increase while the other camp has yielded a reduction. It is also laughable that Mr Hichilema can approach AU and EU not to legitimatize the outcome of the August poll when the mandate of declaring a victor solely lies within the ambit of ECZ. We urge Mr Hichilema to have confidence in the internal institutions as they are competent to address his grievances than maliciously undermining the integrity of Zambia’s democracy before regional bodies. OME Civil Society Organisations have expressed fear of not reaching the 2030 target of reducing effects of Climate Change due to lack of financial resources. Green Enviro Watch Executive Director Abel Musumali said globally, developed countries have contributed at least US$10 billion, an amount that is not enough for all African countries to implement the climate change effects. Zambia alone needs over US$35 billion to effectively reduce 45 percent of carbon dioxide emissions by 2030. Mr. Musumali wonders how or where the money will be mobilised in nine years’ time to ensure that human habitation is preserved and protected. He was speaking at the CSOs meeting on the Nationally Determined Contributions Review process that highlights countries' climate ambitions to stabilise global greenhouse gas emissions and limit temperature rise below 1.5 degrees Celsius above pre-industrial levels. And Zambia Climate Change Network chairperson Monica Chundama said despite the Paris Agreement that Zambia amongst other African countries ratified, there has been serious concerns about capacity of the countries to deliver on the commitments, and if the commitments are realistic considering their national circumstances.

THE Edgar Chagwa Lungu Multipurpose Empowerment Cooperative has empowered 50 cooperatives in Chilubi with various business merchandise and equipment. The items include a motorized tri-cycle, Information and Communications Technology (ICT) equipment, incubators, broiler chickens, maize packs, storage sheds, second hand clothes, sewing machines among other goods. The cooperative has also empowered a youth artist group in the district with over K200, 000. ECL Multipurpose Empowerment Cooperative Coordinator, Muya Zulu, handed over the items in Chilubi. Mr Zulu said empowerment of cooperatives was meant to help vulnerable families and alleviate household poverty. Meanwhile, Chief Matipa hailed President Lungu for the empowerment programme. OVERNMENT has approved over K3 million funding for 50 youth groups and organisations in Isoka, says Muchinga Province Minister Malozo Sichone. Mr Sichone said the 50 groups were part of the 200

applicants for youth empowerment funds. He advised beneficiaries to put the funds to good use so as to improve their livelihood and create employment opportunities for others. Mr Sichone, who is Muchinga Member of Parliament urged youths to form cooperatives for them to access the

funds. He said the government had remained committed to ensuring that youths are empowered as one way of addressing unemployment and creating wealth. Meanwhile, Isoka acting District Commissioner Mulenga Yamishi has advised youths to take advantage of

programmes aimed at uplifting their welfare and that of women. Mr Yamishi advised youths and women to apply for Tralard resilient projects to start agriculture-related programmes. He said about 10 women’s and youth clubs have so far been funded under Tralard.

GOVERNMENT has re-scoped the 100-kilometre Katoba-Chirundu via Chiawa road project in order to expedite the creation of an alternative route to the border town, says Road Development Agency (RDA). RDA director of communications and corporate affairs, Masuzyo Ndlovu said the stretch had been re-scoped, which had so far seen the upgrading of 10 kilometres of the 100-kilometre to bituminous standard. Mr Ndlovu explained that the rest of the road would now be an all-weather gravel standard road. He said that the road from Katoba in Chongwe to Chirundu via Chiawa was being done by China Geo Engineering Corporation. And Chongwe Member of Parliament, Japhen Mwakalombe, observed that the project was in line with the aspirations of Government to improve the road network across the country. Mr Mwakalombe, who is Copperbelt Minister, said that this was aimed at enhancing social and economic development that would impact positively on the citizens in both the urban and rural parts of the country.

OUTHERN Province Minister, Edify Hamukale, has predicted that President Edgar Lungu will win this year’s elections without a re-run. Dr Hamukale has therefore encouraged his former UPND colleagues to leave the opposition party because it has nothing to offer. Meanwhile, some chiefs in Southern Province have vowed to work with the government of the day to bring development to the people. Dr Hamukale predicted that President Lungu would score over 60 percent which did not

require a re-run. According to Dr Hamukale, the President would emerge victorious due to his development agenda and commitment to improving the living standards in the country. He said this yesterday in Choma when Transport and Communications Minister, Mutotwe Kafwaya, launched a communication tower at Nakeempa Secondary School. "I just want you as fellow citizens to publicly know that the statistics and predictions show that President Lungu will this year win elections without any re-run, zero rerun. If first time he got 50 point something, this time around he will score 60 per-

cent. "President Lungu is for you and we are very happy that most of you are seeing the need to work with the Government of the day. Govt acts to reduce maternal deaths 14 By SANFROSSA MANYINDA THE construction of primary health care facilities across the country will reduce maternal deaths and take health care services closer to the people, Health Minister Jonas Chanda has said. AFUBU Water and Sanitation Company (KWSC) is owed over K100m in unpaid utility bills by customers. KWSC has over 65, 000 customers spread in Ndola, Luanshya and Masaiti. KWSC Managing Director, Anthanasius Mwaba, noted that the advent of Covid-19 had reduced the collection of revenue by the firm by 50 percent. Mr Mwaba said despite the fall in revenue, the firm had continued supplying safe and clean water to its clients. "I want to urge all our customers to meet their obligations on time and pay their bills in full. "We were given a big responsibility to ensure that we provide safe and clean drinking water to all our customers. Covid-19 has affected everyone, and we have seen a decline in our

collections as a company," he said. Mr Mwaba said despite all this, the company understood that it had the duty to ensure that all clients have constant supply of water. He said the firm had to meet other obligations such as paying electricity bills, buying chemicals for treatment plants and paying salaries. He urged all the clients to use all available platforms to clear their debt. Mr Mwaba said clients had an opportunity to clear their debt on time to keep the firm afloat as it provided the much needed water and sewerage services to them. On Monday, Water Development, Sanitation and Environmental Protection Minister Raphael Nakachinda urged all citizens to promptly settle their bills with utility firms or face mass disconnections. Mr Nakachinda said the Government was disappointed that its gesture to temporarily suspend water disconnection due to the effects of Covid-19 was abused by some citizens.

Bushiris' legal team seeks to have SA's extradition request dismissed

Shepherd Bushiri with his wife, Mary LILONGWE - The legal team of self-proclaimed prophet Shepherd Bushiri and his wife, Mary, will apply to the Lilongwe Magistrate's Court in Malawi to have South Africa's extradition request thrown out. "Yes, I confirm," the couple's lawyer, Wapona Kita, said, and when asked on what warranted this application, Kita responded: "It is on the grounds that the SADC (Southern African Development Community) protocol is not part of the laws of Malawi and therefore cannot be used as a legal basis for extradition." Following court proceedings in Malawi on Monday, Kita told the media that "as much as it (the SADC protocol) was signed, it has not been domesticated as part of the laws of Malawi." According to Kita, this meant that Malawi's Parliament had not agreed to the SADC protocol officially being part of Malawi's laws. "... so it cannot be used in court as a basis to extradite someone," Kita said. Meanwhile, South African witnesses, whose statements are included in the extradition request for Bushiri and his wife Mary, must appear in the Malawi lower court, magistrate Patrick Chirwa ruled on

Chirwa ruled - among other things - that the State did not follow the law by relying on affidavits sent from South Africa and that it should have "interviewed witnesses themselves, and assessed the evidence as well." In addition, the State had been effectively ordered to make sure it interviewed witnesses from South Africa and that those witnesses must appear in a Malawi court to sign under oath as well as to be questioned by the defence. The Bushiris were excused from Monday's proceedings following the death of their eight-year-old daughter, Israella. The couple is due back in court on 19 April. Bushiri and his wife, Mary, are wanted in South Africa on fraud and money laundering charges to the tune of R102 million. They, however, fled the country to their homeland just a few days after the Pretoria Central Magistrate's Court granted them bail of R200 000 each under strict conditions. TRIKER Patson Daka emerged as the most lethal top man in the 2022 Cameroon Africa Cup of Nations (AFCON) qualifiers with five goals in three games he featured for the Chipolopolo who missed out of the AFCON after finishing third in Group H with seven points. The Red Bull Salzburg striker who scored a brace in the 3-3 stalemate against Algeria on Thursday scored another brace to help Zambia finish the qualifiers on a positive note with a symbolic 2-0 victory over Zimbabwe in the “Battle of the Zambezi” played on Monday night at the National Sports Stadium in Harare. Daka missed the first qualifier which was a 5-0 bashing by Algeria as he was at the Under-20 AFCON at the time. His first goal was in the 2-1 loss

to Zimbabwe before he missed the back to back games against Botswana due to injury. The former Power Dynamos striker however bounced back strong to score four goals in two games against Algeria and Zimbabwe to finish the qualifiers as the top scorer with five goals. However Daka’s brilliant performance in the qualifiers couldn’t help the Chipolopolo who missed out on the AFCON for a third consecutive period. “It is an emotional day for us knowing that we couldn’t go to the Africa Cup and it is one thing we were looking forward to but unfortunately that was not the plan from God we just have to accept what has happened,” Daka said after the match in Zimbabwe. “We played as a team again at the end of the day we got a positive result which was very important for our confidence going forward.” Daka hailed his teammates for

the team work exhibited in the final qualifier which acted as a preparatory fixture ahead of the 2022 Qatar World Cup qualifiers set to kick off in June. “From the word go we have been looking forward to the World Cup qualifiers and today’s game was part of the start of the process so we made sure that today’s game gives us the direction going forward. “We know that we have a lot of things we have to work on and the coach is the best person to bring those things up and we just have to work together as a team according to the coaches’ instructions,” Daka said. Zambia is in Group B of the 2022 Qatar World Cup qualifiers with Tunisia, Mauritania and Equatorial Guinea. Group toppers will qualify to the final round where they will face off in a two-legged knock-out contest.

Two first half goals from midfielder Godfrey Ngwenya and Kennedy Musonda propelled Power Dynamos to third on the MTN/FAZ Super Division table after beating Napsa Stars 2-0 in a Week-22 rescheduled fixture played yesterday at Woodlands Stadium in Lusaka. Ngwenya broke the deadlock within two minutes of kick off beating Napsa Stars goal keeper Philip Banda who was caught napping with a long range volley. Musonda doubled the lead in the 12th minute with another long range low strike. Napsa Stars attempt to get back into the game saw them hitting the cross bar twice as the first half ended 2-0 in favour of the Kitwe outfit. In the second half, Mohammed Fathi introduced Jimmy Mukeya who came in for 2012 AFCON winner Emmanuel Mayuka while Perry Mutapa withdrew Dave Daka for Lameck Kafwaya. other change, introducing Bornwell Mwape who replaced Doisy Soko while Laudit Mavugo came in for Danny Silavwe. The changes made no positive impact as Power Dynamos managed to hold to their lead and almost got a third goal in the dying minutes of the game. However the Pensioners were lucky as the goal post came to their rescue, denying Kafwaya from finding the back of the net with his sublime shot. It was all smiles for Mutapa who described the win as a sweet victory after the final whistle. The win propelled Power Dynamos to 34 points, six points behind the league leaders Zesco United who are on 40 points. Meanwhile, Fathi attributed the defeat to his team’s lack of focus in the first quarter of the game. Fathi is however confident that the Pensioners will bounce back when they take on Cameroon's Coton Sport in their next game which will be a CAF Confederation Cup fixture scheduled for Sunday.

Napsa unveil their ‘Napsa Queens’ By MUKWIMA CHILALA SUPER division side Napsa Stars Football Club have launched a women’s team to be called 'Napsa Stars Queens ' which will be participating in the FAZ Provincial Women's League. Napsa General Secretary Honor Janza unveiled the team yesterday and said it will be coached by Enala Phiri, and will be participating in the FAZ Lusaka Provincial Women’s League. Janza noted that the club will make sure that the team upholds the corporate image of their sponsor, the National Pensions Scheme Authority (NAPSA) just like the men’s team had done and that they were looking forward to contribute players to the national team. He noted that the development had come in line with club licensing requirements, and the club’s effort in

supporting FAZ in developing women’s football in the country. “We have been assembling this team since September, and we are excited to officially let the football fraternity know about it. We have a capable technical bench and we are confident that they will compete favourably and bring glory to the club,” Janza said. And FAZ deputy General Secretary Joseph Chimpampwe who was present at the event, expressed happiness saying the development had come at the right time especially after launching the women’s super league for the first time. Chimpampwe also urged the team to uphold professionalism and be their own brand. Team head coach Phiri said she was happy to be part of Napsa Stars Queens and promised to do her best in bringing positive results. Present at the event were FAZ women’s representative Janet Bwalya and FAZ Technical Director Lyson Zulu.
