COUNCILS MUST SIT UP IT appears that there is a lot of mismanagement going on in local authorities judging by what has been exposed by Local Government Permanent Secretary Ed Chomba.

There is not only indiscipline being rife, but financial mismanagement as well.

These are the key issues that Bishop Chomba has unearthed during his current tour of duty on the Copperbelt – Mufulira Municipal Council and Lufwanyama District Council.

Of concern to the public however are matters to do with financial mismanagement for this is what leads to poor service delivery.

Bishop Chomba yesterday announced that Government has suspended some projects being done by Lufwanyama District Council due to mismanagement of funds.

He said he was disappointed that projects such as a lodge which started in 2017 was still not done because a contractor had failed to complete the project.

We find this shocking that the chief officers at Lufwanyama could fail to take the contractor to task on a project on which the local authority had spent a lot of money.

“They have already spent over K2 million and going down concluding they will spend more than they have spent now. This is unacceptable, we don't want this to be wasteful expenditure, we are going to realign this, we are going to instruct Lufwanyama council to stop the procurement of another contractor now.

Obviously, the lodge was started as a money spinner for the council realising that the district does not boast of any hotel to write about.

A day earlier in Mufulira, he announced the termination of a contract awarded to Construction Africa to put up a K15 million Kamuchanga market for failure to comply with the contractual obligations.

Bishop Chomba said the contract was terminated to pave way for the quick completion of the project.

Bishop Chomba said this development was unacceptable, and in both cases ordered the councils to prioritise local labour.

"Within the local authorities we can use labour intensive, if there is not enough manpower at Lufwanyama they can always borrow from other local authorities,” he said yesterday.

We note that Bishop Chomba had the same advice for the Mufulira Municipal Council which he advised to use local labour for a market project that a contractor had failed to do.

Obviously, what is required is for local authorities to be pro-active and ensure that projects are done in a professional manner. But this can only happen if there is change of mindset, doing away with bureaucratic systems associated with the civil service.

No wonder Bishop Chomba warned the council chiefs in Mufulira not to expect any funding as he explained that he had held on to Constituency Development Fund for the local authority for two years due to continued mismanagement of funds by the council.

Councils ought to realise that decentralisation is an important pillar of the government because it wants power to evolve from the ground up.

But for decentralisation to be a success, local authorities must up their act and ensure that they do not waste resources on unfinished projects – yet crying for more funding.

Councils must sit up and deliver development.

THE ALTERNATIVE CHOICES FOR ZAMBIA’S OPPOSITION

HE opposition triumph in Malawi's recent landmark election re-run after last year's fraudulent polls were overturned could spur similar democratic change across the continent, analysts and historians say.

Lazarus Chakwera of the Malawi Congress Party (MCP) comfortably won the election - beating President Peter Mutharika, whose re-election last year was nullified by the courts over "widespread and systematic" irregularities.

The election set our neighbouring country apart from many on the continent, making it only the second sub-Saharan African country to have presidential election results overturned in court, after Kenya in 2017.

It was also the first time in Africa that an election re-run led to the defeat of an incumbent. The unprecedented political feat was credited to the cohesion of several powerful forces – including the resilience of the Judiciary that handed down the historic judgement.

But in stark contrast to the way Malawians do politics – the story of Zambia’s opposition movement has been characterised by failed-attempts to unite and oust the ruling parties from power.

Over 50 parties have been registered in the past decade along with many more waiting for approval ahead of presidential elections next year.

According to some Zambians, this is proof of what President Edgar Lungu has described as laudable democracy – or the freedom to create opportunities to oppose his policies.

However, some opposition zealots believe that allowing scores of parties to operate in a country of less than 20 million people is indicative of the effective divide-and-rule tactics of the ruling party.

The question on everyone’s mind should perhaps be: How

much does Malawi’s historic rerun election result inspire Zambia’s opposition parties?

We are observing a situation where National Democratic Congress (NDC) leader Chishimba Kambwili called on all genuine opposition parties to unite and field only one candidate in next year’s presidential elections.

He stated that leaders of opposition parties should do away with their egos and do what the people of Zambia were demanding, which was unity of purpose, similar to what was done in Malawi.

The NDC leader also requested that opposition leaders should be ready to set aside personal ambitions for the good of the country and that the desires of the Zambian people should come above self-interest.

Mr Kambwili also disclosed that the opposition alliance partners were already in discussions with a view of developing a framework for a united opposition in support of only one presidential candidate.

Yet in contrast, former Vice-President Nevers Mumba announced at a press briefing that he would not join forces with other opposition political parties for the 2021 presidential elections, but would instead be on the ballot.

He also confirmed that his party, the New Hope MMD had previously been in an alliance with the UPND in the 2016 polls. Despite this, the ruling party won an overwhelming majority in many parts of the country.

That begs the question: How can we expect anything good to come out of the fragmented opposition movement? Political analysts opined that for a credible opposition movement to emerge there was a need, to weed out self-centredness of everyone wanting to be president amongst opposition leaders and let unity of purpose thrive.

Peter Sinkamba, leader of Green Party – considered to be Zambia’s most truth-telling oppo-

sition party – went further to say that he would not risk compromising his party`s ideologies by forming a political alliance with other opposition parties ahead of next year’s general elections.

Adding that, alliances had proven to be a problem most of the times due to different ideologies of political parties that usually result in disagreements in the long-run.

The question now becomes: Is the term “opposition alliance” a democratic whitewash in this country because the opposition alliance is not valued and given the recognition it deserves by opposition leaders and their supporters?

Some analysts, though, think that this question misses the point, given that UPND president, Hakainde Hichilema is the alpha and omega of his party. He is party president for life, so why should he relegate himself to another opposition leader?

Thus since 2006, every time presidential elections are held in this country he is the one who prevents other opposition leaders from uniting to challenge the incumbent. It’s only him or nobody else!

Besides the failed-attempts at uniting, there is also growing frustration in the country with

opposition political parties and their leaders – particularly since elections are due next year.

No opposition party, except the Green Party, has suggested solutions on how it intends to tackle the numerous problems facing the country such as youth unemployment, high-cost of living, debt-distressed fiscal condition, adverse effects of climate change and negatively impacted socio-economic dynamics by Covid-19 under the pretext that the ruling PF government would plagiarise their ideas, strategise and implement them.

But to many, this just points to an opposition that has failed in being a watchdog and articulating alternative choices to that of the party in government.

Meanwhile, the ruling party stands by to reap the benefits.

There is a lot of infighting in some of the opposition parties indicating that some have deviated from their initial principal objectives.

Most Zambians would prefer to vote for the PF because it is more focused. For instance, it has a programme whereby the economy must strengthen by 2030. No opposition party has a proposed programme to rival this.

Districts in Zambia are also undergoing regeneration. Roads are being constructed or rehabilitated, livestock-centres for farmers are being developed and healthcare facilities improved.

This may counter the opposition’s claims that the ruling regime is not doing much. But some are hoping for a third option to PF and UPND’s presidential contestants – the emergence of an OCiDA-aligned and credible presidential candidate with a sound economic background and proven track record.

For the moment, though, the UPND presidential hopeful is between a rock and a hard place – between his PF rival seemingly entrenched in office and a myriad of opposition leaders seemingly entrenched in reluctance to heed Malawi’s example ahead of elections in 2021.

To prove this, she was told to find money and go to the correctional facility but in the process of sourcing for funds, met the convict in town, roaming the streets freely.

She has found it hard to believe that a person who was supposed to be behind bars for the heinous crime he committed against an innocent child is free under unexplained circumstances.

She said as far as she was concerned, the Lusaka Magistrate’s court, found the offender guilty and committed him to the High Court where he was sentenced to 18 years in June, 2019 but wondered how he was now freely moving around boasting to people that in Zambia only money talks and that only the poor were in prison. Ms Daisy explained that after the offender was sentenced by the High Court, officers called her to inform her about the court decision including that since the offender was a juvenile, he was taken to Katombola to serve a jail term.

She said justice has failed her but vowed that she was going to revenge the pain her child was going through.

“My child is in pain because someone decided to defile her and now in-

stead of the authorities ensuring that justice was served, saw it wise to free the perpetrator,” said Ms Daisy.

She complained that the offender, who is her husband’s young brother was not even remorseful for what he did She said after the case was brought before the Lusaka Magistrate court, the offender was found guilty and committed to the High Court for sentencing and later was informed by the officers from the social welfare that the offender was jailed and taken to Katombola juvenile prison.

She said she doesn’t understand why the social welfare officers lied to her that the offender was in prison when they knew that the person was freed.

“The officers, only started calling me after probably learning that I met the offender and I was going to report to authorities,” she said.

Ms Daisy narrated that she is devastated about the whole incident and wants justice to prevail in the matter as freeing the offender without any justification was causing her a lot of pain.

She does not want the offender to be free while her daughter suffers mentally from the ordeal the defilement subjected her to.

Mr Munkonge died in the Levy Mwanawasa Hospital in Lusaka.

President Lungu said despite being an Independent MP, Mr Munkonge was loyal to the Patriotic Front and worked hard for the party and his constituency.

ZCCM-IH STARTS MANGANESE MINING IN SERENJE Z

CCM Investments Holdings Plc Limited has started mining manganese in Serenje.

ZCCM-IH through its wholly owned subsidiary Kabundi Resource Limited is targeting to be producing 20, 000 tonnes per month by the end of the year.

The company has so far invested about US$1.5 million, which has gone towards the setting up of the

site infrastructure, such as a weigh bridge and offices, and the resettlement of nine project affected households.

ZCCM-IH Chief Executive Officer Mabvuto Chipata said the company was repositioning itself to have more control, and drive growth in developing the mining sector in the country.

By JULIET MAKWAMA GOVERNMENT says employers whose businesses have been affected by Covid-19 resulting in them having challenges with wages should use the exemption clause in the new employment code of 2019 to find relief.

The Covid-19 has affected the labour sector, both in public and private institutions at a time when there is a new employment code in place putting a further strain on employers.

The pandemic has also significantly affected global businesses with many being forced to lay off workers.

Ministry of Labour and Social Security Permanent Secretary Chanda Kazhiya says it is now inevitable for companies not to be affected by Covid-19, but employers should use existing legislation to harmonise things.

Mr Kazhiya has maintained that affected employers should write to the ministry for exemptions on clauses within the new employment code, to help keep their businesses running.

“In terms of Covid response, coming to agreements that benefit both the employers and employees become necessary and the Ministry of Labour and Social Security has already offered guidance on this one,” Mr Kazhiya says.

Mumba calls for State of emergency to deal with anarchists

By AARON CHIYANZO PRESIDENT Edgar Lungu should declare a state of emergency and investigate individuals who are inciting anarchy in the country, National Revolution Party president Cosmo Mumba has said.

Dr Mumba warned that the country could be plunged into pandemonium by enemies of the State if nothing was done before the 2021 elections.

He said in an interview that

… as defilement case witnesses ‘disappear’ Siabuzwima after the prosecution applied to have the matter withdrawn.

The application was submitted by the State after all ef-

forts to persuade witnesses to testify before the court failed.

Siabuzwima had been consistent with his court appearances from the time he took

plea on May 22, 2020.

Siabuzwima who is a teacher at Siachoobe Community School stood charged with defilement contrary to sec-

tion 138(1) as amended by Act No.15 of 2005 and Act No.2 of 2011 of the Penal Code of Chapter 87 of the Laws of Zambia.

It is alleged that Siabuzwima unlawfully had carnal knowledge of a girl below the age of 16.

The incident is alleged to have happened on April 20, 2020 in Choma. Siabuzwima was apprehended on May 4, 2020.

After discharging him, Magistrate Mupemo reminded Siabuzwima that a discharge is not an acquittal, and if the State decided to reopen the case he will be taken back to court.

Accused defiler acquitted as prosecution fails to prove case

A 21-YEAR-OLD man who was on the verge of spending not less than 20 years in jail has been let off the hook after the state failed to prove the allegations of defilement against him beyond reasonable doubt.

In this matter, Clever Mudenda stood charged with defilement contrary to the Laws of Zambia.

Allegations were that Mudenda on a date unknown but between April 1 and April 30, 2020 had carnal knowledge of a 12-year-old girl contrary to the Laws of Zambia.

According to the evidence on record, the girl said she was defiled at the home of Mudenda’s aunt.

When the matter came up

for judgement in the Choma Fast Track Court for Gender Based Violence, Senior Resident Magistrate Idah Mupemo acquitted Mudenda for lack of evidence.

Magistrate Mupemo ruled that despite the medical report supporting the allegations, there was no evidence to substantiate the accused's identity.

This was after she noted that the house where the alleged defilement occurred belong to Steward Kapasa who did not know the accused person.

Kapasa who was also a witness in the matter testified that he lived alone and at no point was his house broken into.

The court acquitted Mudenda and set him free after it noted a lot of lapses in the prosecution’s evidence.

Assault case will go on with or without lawyer - magistrate

A MATTER involving five family members who allegedly assaulted a man will proceed at the next sitting whether or not the accused persons engage a lawyer or not.

This is in a case where Izukanji Simbule, 24, a student, Cliff Simbule, 50 a businessman, Sylvia Simbule, 44, a secretary, Mapalo Simbule, 19 a student and Wiza Simbule, 21 a student allegedly assaulted Mr Chrisantius Changwereza, 34, of Makeni thereby causing him occasioning actual bodily harm on December 24, 2019.

The matter came up for mention and setting of de-

fence date.

The lawyer whom the accused person claimed to have engaged was not present and not known to the court.

The lawyer who was handling their matter was transferred and they were given an opportunity to engage another lawyer when they made an application in the previous sitting.

Magistrate Jennipher Bwalya said the matter will continue at the next sitting whether or not they engaged a lawyer.

Four of the accused persons are yet to give their defence and Cliff Simbule will call a witness.

The court adjourned the matter to a later date.

ODAY was a special day for me, I met a special young lady by the name of Melisa Hangoma. I first read about Melisa on page 15 of the Daily Nation of Tuesday, July 14, 2020. Melisa lives in Lusaka’s Kanyama Township with an aunt.

Melisa grew up in abject poverty, her mother died when she was three years.

She has never seen her father. As an orphan, she struggled through school, abuse,

child labour, homelessness.

Through faith, discipline, self pride and hard work she put herself through school and is now a qualified electrical engineer.

When I read the story, I asked my ZDA team to trace her and she was our guest today at Zambia Development Agency.

The 25-year-old Melisa will be the perfect ZDA Gender Youth Ambassador who has the requisite qualities of resilience, determination, focus and unmatched entre-

preneurial spirit. Melisa has no time of feeling sorry for herself or blaming anyone, let alone excuses. She believes in God. Her struggling electrical engineering company employs other female technicians. Let us empower Melisa by giving her contracts and help her get tools/equipment, safety wear and support.

However, my observation is that these check points could have contributed to the spike of transmission we have experienced in the last few weeks.

Driving from Livingstone a few weeks ago, I counted over 15 check points. Now imagine one truck driver moving

HERE was total confusion yesterday at the Levy Mwanawasa Stadium when the much anticipated return of the MTN/ FAZ Super Division failed to take off after the match involving Green Eagles and Zanaco FC was cancelled when it was found that 23team members from Forest Rangers tested positive for Covid-19.

But according to the Football Association of

Zambia (FAZ), the game was put off on the recommendation of the Ndola Public Health Office.

Earlier, Forest Rangers confirmed that 28 of their staff members had tested positive for the coronavirus ahead of their tie against Zanaco FC. In a statement issued by the club’s communications manager Christine Zulu, the league leaders noted that they had informed FAZ of the 28 members infected from the 58 tests conducted earlier last week.

“A lot of work has gone into preparations for these games and we are also using them as a gauge to see how well we will manage the remainder of the fixtures.”

MAN BURNS SELF OVER ‘AFFAIR’ A

28-YEAR-OLD Zimbabwean man two weeks ago doused himself with petrol before setting himself on fire in the eastern Johannesburg suburb of Alberton.

Tinashe Marimo, who hailed from Chitungwiza, allegedly committed the act in a fit of rage. He was hospitalized for a few days with third degree burns and eventually succumbed to the injuries.

Sources close to the story say Tinashe had a romantic relationship with a 38-year-old woman named Lizzie Ndlovu (ten years his senior) who also stayed in the same suburb.

A FURIOUS man has revealed that his wife secretly took his dog to the kennel after telling him that she had run away.

He explained that when he and his wife got married he already had a dog, who he “loved” and was “my buddy”.

But when his wife got pregnant she became increasingly paranoid the dog would be a danger to the baby as she was “an aggressive bread”.

The man insists his dog was well-trained and when his wife suggested rehoming the dog, he refused.

Then one day she called him crying at work saying that the dog had run away and that she hadn’t been able to run after it.

Eventually he just had to accept it because there were other more pressing matters like welcoming their newborn. He said: “It’s been five years since then and we now have three children. I’ve wanted to get a new dog but the kids take a lot of energy and time. My wife has always had a new excuse not to get another dog.

“I found out recently that my dog didn’t run away, my wife and her father took the dog to the pound while I was at work because her parents agreed with her about the dog being “dangerous.”

A CASE of a man getting beaten by his wife is rarely taken seriously by society.

But it is a serious issue, so serious that one such victim has enlisted the long arm of the law.

A Bulawayo man, Thabo Siwela, is a living testimony that men also fall victim to physical abuse as his wife Zandile Kaziboni is regularly raining blows on him.

Siwela said when assaulting him, his wife’s hands were so fast, that he barely sees her punches coming.

“She beats me up regularly and is very quick with fists.

I fear that she will kill me. I always walk out of the house whenever she starts insulting me. She even brags that men should be abused while women are being protected by the courts,” Siwela painfully narrated his life with an abusive wife at the Bulawayo Civil Court where he was seeking a protection order

against her.

“I fear that she might end up harming me because of her violent behaviour.

She beats me up whenever she feels like it. She is also destroying our property. I sought help from relatives and police to no avail.

All I want is a protection order against her so that I live in peace,” begged Siwela.

He insisted that his wife’s violent behaviour was a threat to their 20-year marriage.

In response, Kaziboni admitted that she was a bad tempered woman.

“He is the one who is always provoking me. On the latest incident of violence which he reported to the police, I lost my temper and slapped him after he threatened to evict me from the house.

“The source of our problem is that he wants me out of the house and that is why

I am opposed to his application for a protection order,” protested Kaziboni before she suggested that they be referred for counselling.

Siwela, however, dismissed her claims saying even if he remained calm or responded in kind, Kaziboni would still be enraged to the point of violence.

In her ruling the presiding magistrate Nomasiko Ndlovu granted a reciprocal order which compels both parties to keep peace by not verbally and physically abusing each other.

The magistrate also ordered Kaziboni not to physically harass her husband or threaten him in any way.

Meanwhile, Duduzile Mhlanga, a psychological counsellor, says Siwela’s situation is not unique.

It was on a rooftop in Sandton ten years ago.

“There is something special about that moment,” says Fonseca, better known by his stage name J’ Something.

“We met on a random stage on a rooftop in Sandton, not knowing one an-

other from a bar of soap.

We jammed together on stage that night. People asked us for pictures and autographs, I didn’t know them at all but we had so much fun.”

Three months later, the trio would record their first song as Mi Casa, and would go on to become one of South Africa’s most successful music groups.

that night,I begged the guys to record one track, we eventually did it. We made These Streets. The rest is history I guess …”

This month, the house band celebrates their ten year anniversary together.

A SINGING and rapping show in Lusaka’s Chilanga Town dubbed ‘Chilanga Voices Unlimited Reality Television Show’ is set to commence in Chilanga.

This is an initiative and brain-child of Unlimited Creativity, a media production house based in Chilanga.

According to Unlimited Creativity creative director, Dellan Masiye, the reality show seeks to unveil the singing and rapping talent in Chilanga.

“It intends to give the participants an opportunity to record a song and have a music video done as a way of exposing them into the industry,” explained Masiye saying the reality television show will showcase participants’ journeys from how they get recognized to be part of the singing exhibition, their audition into the top 40 and finally, their qualifying into the top 10.

“The top 10 are entitled to a free song recording and a free music video produced at Unlimited Creativity,” he said.

“The show is 100% Chilanga based and all the participants are from Chilanga. All the music videos will be shot in Chilanga.”

Unlimited Creativity is a media production house that has been in operation since 2012.

They have produced documentaries, adverts, music videos and a vast array of audio presentations for their ever-growing client base.

The company relocated to Chilanga in the early months of 2020 and has since begun its operations there. The nature of Unlimited Creativity’s business depends partly on talent and thus the birthing of the Chilanga Voices Unlimited Television Reality Television show concept.

The streaming service has already held talks about buying the sequel to the 2017 action movie, according to "Atomic Blonde" star Charlize Theron. AMBIA’S wildlife conservation and tourism sectors are inextricably linked. In many cases without one there is no other. In fact, for many organizations who work on the front lines of protected areas in Zambia the operational funding that makes their work possible is derived directly from monies paid by tourists.

The Department of National Parks and Wildlife and supporting partner NGOs such as Conservation Lower Zambezi and Conservation South Luangwa receive funding from the proceeds of tourism. Without conservationists there would be no wildlife to see and likely no tourism. In other words, the expensive work, carried out by the Government of the Republic of Zambia, of keeping Zambia’s wildlife safe from poaching is supported by those who come to explore this country’s beautiful landscape, flora, and fauna.

Zambia is world renowned for its wildlife. From the elephant rich Luangwa valley in the east to lions of the Liuwa plains in the west, Zambia is home to spectacular scenes experienced nowhere else in the world. This includes the world’s largest mammal migration (Kasanka Bat Migration), the largest population of Wattled Cranes in the world and the second largest wildebeest migration in Africa. In short Zambia is amazing and this is evidenced by the millions of tourists who visit the country every year.

Although much of tourism in Zambia is concentrated around a limited number of national parks, such as the South Luangwa, Kafue, Lower Zambezi, the rest of the country also has considerable attractions. Zambia has a total of 21 national parks and 34 game management areas which represent over one third of our country’s land mass. Zambia’s commitment to conserving vast tracts of land for conservation is commendable.

It is well known that Zambia’s tourism industry is financially lucrative.

A 2019 report by the World Travel and Tourism Council (WTTC) stated that travel and tourism is Zambia’s fastest-growing economic sector, contributing 1,846 million dollars to our national economy, and creating over 300,000 jobs. In 2018 inter-

national visitors alone spent 8.4 billion Kwacha in Zambia. This income is desperately needed by a developing country. This also creates employment for people in rural communities residing near protected areas.

In a recent address to the nation, President Lungu stated that tourism losses are estimated to dig a USD 400-million hole in Zambia’s economy and re-

sult in the loss of thousands of jobs. Ecotourism Association of Zambia chairperson Grant Cumings further stated that Zambia’s safari tourism sector will lose USD 100 million due to coronavirus cancellations with 168 safari lodges and camps closed. We are now living in the age of the COVID-19 pandemic that has changed the world as we know it. While there are many things we are unable to fix during this time but we can still support Zambian tourism. More than ever domestic tourism is needed as many businesses struggle to stay afloat and are offering

significant discounts. There are opportunities for Zambians to not only see more of their country but support local businesses and local communities. Domestic tourism is one of Zambia’s most promising prospects for economic growth and sustainable conservation efforts.
