THE civil service professionalism has been compromised by the appointment of poorly trained, ill-prepared and undisciplined political party cadres as civil servants, veteran politician Vernon Mwaanga has observed.
He said the appointment of politically inclined permanent secretaries, directors and other senior civil servants into the public services had over the years lowered the moral and motivation among career public service officers. DEPUTY Speaker of the National Assembly Mukondo Lungu yesterday chased Katuba Member of Parliament Jonas Shakafuswa out of Parliament after he accused him of being biased towards the ruling party whenever granting points of orders. The incident happened after Mr Shakafuswa’s failed attempt to raise a point of order while Nalikwanda MMD Member of Parliament Professor Geoffrey Lungwangwa was on the floor debating the national budget. NOT HOOLIGANISM THE fight to stem the spread of the novel coronavirus must not be based on browbeating people so as to make them adhere to the preventive measures being preached by the Ministry of Health. Instead, the drive should aim at winning the confidence of the people and win them over so that they could start to appreciate what is at stake – their very lives. It must be brought to their attention that coronavirus, or Covid-19 is no respecter of age, status, political affiliation or position in life. It is in this vein that we ask authorities in Siavonga to take drastic action against the so-called vigilantes who are reportedly brutalising residents on the pretext of enforcing the presidential directive on Covid-19. The vigilantes who include police reservists are clearly misfits who must be flushed out before the situation gets out of hand. A local resident, Mr Victor Muzunda called on the authorities to act on the vigilantes who were beating up people in the name of the police. We are glad though that the Siavonga District Commissioner, Mr Lovemore Kanyama has asked the local police chief, Mr Cosmas Mutale to end this mischief. Mr Kanyama confirmed that the district administration had received complaints about the vigilantes terrorising residents without justification. At no time has President Edgar Lungu, nor the Ministry of Health called for force against people not heeding the health guidelines over Covid-19. Instead, the message has been peaceful persuasion through massive sensitisation through radio, television and public address systems. The result has been that people have responded positively to the need to wear face masks when they are in public. They have accepted the importance of constantly washing their hands with soap as well as using hand sanitisers. At almost every entrance to a public place, one would find water and soap, as well as sanitisers being offered to the public. It is now mandatory for anyone entering a chain store to wear a face mask. It is obvious that Zambians have accepted the dire situation they are in regarding Covid-19 and appreciate the efforts being made by the government to protect them from the disease. Government must indeed be credited for the phased approach to initiating a lockdown that has so far been voluntary. Ordinary people have been allowed to go about their daily chores at markets and other trading places as opposed to enforcing a total lockdown without putting in place mitigating measures. This is why in countries like Malawi for example, informal traders rioted when the government tried to institute a total lockdown. Malawi was one of the last countries in the world to announce its first case of Covid-19. But ever since, it has been embroiled in a constitutional row about a lockdown the government wants to impose to tackle the pandemic. The High Court took the unprecedented step of blocking the government’s plans to impose a lockdown until more had been done to help those worst affected. On April 15, the government announced a 21-day lockdown, which was due to start three days later but campaigners complained that the government did this without providing help for those in need. The Human Rights Defenders Coalition went to court to challenge the government on the issue and the courts blocked the lockdown. On Friday, April 17, a day before the lockdown was due to start, a court injunction ordered the lockdown be delayed for seven days, pending a judicial review. Following a judicial review, a High Court judge extended the ban for a further five days. And on Tuesday the judge decided to refer the case to the Constitutional Court because the issues raised by the petitioners required an interpretation of the constitution. The judge ordered that until the Constitutional Court makes its ruling, the lockdown cannot be enforced. In our edition yesterday, we reported concerns raised by Patriotic Front officials over the resistance by marketeers at Kabangwe market in Katuba Constituency to adhere to health measures to fight Covid-19. The team, led by PF Central Province vice chairperson for mobilisation Charity Kapona was on a sensitisation drive and stressed it was important that everyone took responsibility to ensure the spread of Covid-19 was prevented. PLAYING POLITICS WITH COVID-19 PANDEMIC IN ZAMBIA By MUBANGA LUCHEMBE

lobally, the coronavirus (COVID-19) has already overwhelmed medical services, grounded flights and halted economic growth, but one of its most enduring effects could be to usher in a political age in which soft authoritarians have to turn harder, and the surveillance state have to become a way of life even in some democracies. By now, most countries across the world have introduced some form of extraordinary measures to battle COVID-19. In Zambia, the opposition UPND flagged off a nationwide distribution of hygiene products in a veiled bid to help in the fight and prevention of COVID-19 pandemic. Party leader, Hakainde Hichilema, who kicked off the self-hyped distribution of essential products from his residence in New Kasama admitted that the coronavirus was real and should be taken seriously. He added that this was his personal contribution of hand sanitizers, facemasks and hygiene soaps but avoided making his donations through Ministry of Health like everyone else was doing – stoking the ire of many PF officials. These irate and suspicious PF officials did not mince their words. The UPND leader, they said, intended to make the COVID-19 outbreak a nationwide problem with some of his boxes deliberately laced with the deadly virus. They in turn called on the Zambia Police and Ministry of Health officials to intercept and inspect the real contents of what the UPND leader intended to distribute countrywide. Given that the UPND has a history of causing countrywide mayhem such as: suspected 2017 post-election arson attacks on public markets and other state infrastructures; recent criminal acts of chemical gas attacks; scores of killings of suspected-gassers by instant justice mobs in which most of the suspected culprits, if not all, were UPND cadres that got arrested and arraigned on charges of criminal acts of terrorism and murder. These factors greatly complicated mutual trust of the UPND-requested permission to go-it-alone in distributing anti-coronavirus essential
products by those responsible for the upheavals of the past months/years. Ordinarily that would have been the end of intentions of going-it-alone, and Hichilema would’ve begun thinking about collaborating with government entities in this matter. Besides, he bluffed that the donation was his own personal contribution to the fight and prevention of COVID-19 pandemic, yet his party was but among opposition parties that had benefited from funds released by the Brenthurst Foundation to raise awareness against the pandemic. Brenthurst Foundation released funds to partner opposition parties in Africa. The accusation of Hichilema’s self-bluffing political posturing had deep resonance in the neighbouring countries where the Brenthurst Foundation, has increasingly released huge chunks of resources to regime-change opposition parties such as the MDC in Zimbabwe, UPND in Zambia, Raila Odinga’s the National Super Alliance (Nasa) in Kenya, Uganda’s Bob Wine and his People Power Movement Party and to Zito Kabwe of Alliance for Change and Transparency in Tanzania. But, by bluffing that the COVID-19 donation was from his deep pockets, the UPND leader now looks like a dubious partner in any future business deals with the Brenthurst Foundation. Whichever way you look at it, the UPND leader’s actions in refusing to make the COVID-19 donation through government agencies for onward distribution to the intended end-users were pretty brazen. Although he was free to do so but the fact that he exercised that right after wrangling with the ruling party PF over his determination to score political points against it was telling. Prior to this, his bid to have the government remove low-risk prisoners from jails and police holding cells in order to decrease the risk of coronavirus outbreaks in the prisoner and guard populations had precariously put the country’s ministries of Justice and Home Affairs in a sticky situation. Looks like his request for the release of prisoners were politically motivated. So what exactly was his plan? Analysts said that it was obvious that he was trying to get those
incarcerated UPND cadres facing charges of criminal acts reprieved. Lest we forget, the Constitutional Court’s ruling of 2017 in which it stated that prisoners in Zambia should be allowed to vote as it was a human right. Politically, Hichilema in his mind thought that he had held most of the cards to his chest and that he would succeed in establishing an electoral-pulling base in the country’s correctional facilities by championing the inmates’ right to vote and secure police detainees’ reprieve due to COVID-19 pandemic. But it is doubtful whether he will have enough support from voting inmates and detainees to actually win the 2021 polls. Besides, said some, he had shown himself willing to ignore the country’s apex court’s 2018 judgement on President Edgar Lungu’s eligibility for the 2021 presidential race and the wishes of his lawmakers to support Bill 10 in parliament – why should he start abiding by the rule of law and due procedure now? What Hichilema perhaps overlooked is that Zambia is on a war footing – albeit not exhibiting any expected real sense of national unity against COVID-19 pandemic. Managing a public health crisis in a democracy involves striking a balance between measures protecting citizens and the social and economic impact of those decisions – meaning democratic politics cannot be suppressed. The jury is still out on whether Zambia has successfully struck the right balance. It may not be long before other nations need to decide if the Zambian response to the coronavirus is a model to follow or a lesson to be learned. Of further concern for the country is the economic fallout from these coronavirus-related events. Despite of late, the government having taken COVID-19 mitigating measures that enabled Bank of Zambia (BOZ) to provide a K10 billion line of credit to commercial banks that may face liquidity challenges. Government released K2.5 billion to reduce domestic arrears owed to local suppliers and pensioners. It also released K140 million to pay local contractors in the road sector and removed claims of VAT on imported spare parts, lubricants and stationery. But what happens when the pandemic is over?

Quarantined doctors speak out By IRVIN MUYUMBWA LIFE under quarantine is not easy, especially for health workers who have to leave their families for weeks as they diligently care for Covid-19 patients, never minding the risks to their own lives. The Sunday Nation reached out to some health workers on Labour Day to find out how they would spend the day since they were in quarantine. In describing their Labour day, the heath care workers were upbeat and surprisingly jovial in spite of their confinement. They were happy to celebrate Labour Day saving lives and helping the nation combat the Covid-19 pandemic. Despite the pressure of missing loved ones, surprisingly, the health workers are full of joy and spend most of their time caring for patients, who may not feel so secure when they are put under quarantine. The doctors, nurses and other health practitioners are however, able to reassure the patients As they put them on the road to recovery. While every worker knocks off and goes home after work, for the health workers in quarantine, there is no such think. They stay in the same facility with their patients. This is a story of doctors who are quarantine not because they are sick, but because they have to care for covid patients. Imagine having to report for work, used to the everyday routine of later knocking off when all duties are done to bond with family and friends, only to be introduced to a new job description never experienced before that risks your own life because of the exposure to disease infection. Covid-19, the respiratory disease caused by the new coronavirus, currently does not have a cure, but Zambian authorities and frontline healthcare workers have made strides as evidenced in the recovery of 75 patients out of the 119 cumulative confirmed local cases. The country has recorded only three confirmed deaths to Covid19. But with this life threatening disease without a cure, what is the experience of the frontline health workers who have to face the threat head-on daily in their line of duty? This reporter took time to interact with some of the frontline healthcare workers managing patients. Dr. Beatrice Mulambya, Senior Resident Medical Officer is quarantined at the Courtyard Hotel isolation center for slightly over four weeks not because she tested positive, but because she is there to provide service to patients. Once they complete
their shift of treating patients, frontline healthcare workers are subjected to a mandatory 14 days quarantine before they can leave the premises to reintegrate with society as a preventive measure in the spread of Covid19. “It hasn’t been very easy to be honest being away from family, being away from the world to say, because you are in one place for a period of time. But it has really gotten me exposed to different kinds of people and different kinds of knowledge that I didn’t know a month ago, I would be learning about,” Dr Mulambya narrated her experience so far. Dr Mulambya explained that working from the quarantine center is a whole new experience which is a good thing especially that the government has been supportive to the frontline staff. But when asked if she ever feared for her life in the line of duty managing Covid19 patients, she responded, “Honestly I do get to fear. But also I would mention that it’s my job to take care of people that are not well, so I keep reminding myself that if we don’t work, no one will work. So, as medical personnel, we have to get together and help other people. So I do get to fear for myself, but at the same time I realize I need to help somebody so that they can equally help someone out there.” And Dr Mulambya said the frontline healthcare workers are always encouraged with the support from the outside world as people have continued to send gifts to them while they remain in isolation, with others over four weeks. “I would also like to thank the government because it has really been helpful. Every single day is a new day with so many challenges but they are really pooling through and coming through for us as health personnel. I really want to say thank you also to the rest of the Zambians for supporting us. We have received packages from different communities which have been very wonderful with the one Zambia, One Nation showing itself,” Dr Mulambya said. Another frontline healthcare worker talked to is Musisye Maurice Luchembe who is an Onsite Primary Care Doctor at the Levy Mwanawasa Teaching Hospital Covid19 isolation centre. Dr Luchembe who is Registrar of Internal Medicine at the University Teaching Hospital has now been in quarantine for slightly over three weeks for purposes of treating patients. Dr Luchembe explained that working on the frontline is a new experience that has changed his job description in the sense that he would have to wear a whole different attire in order to see patients, which was not like the usual. However, Professor Lloyd Mulenga who leads a team of doctors and health care providers in responding to Covid-19 is happy that the healthcare workers recovery rate has been over 98 per cent.

ORMER Deputy Minister of Finance Danny Pule has rubbished suggestions for Zambia to go back to the International Monitory Fund (IMF) programme and abandon all borrowing until the economy improves as this could destroy the economy. Dr Pule said the IMF programme being suggested was likely to be harmful to the economy and may lead to numerous job losses as witnessed in the past IMF programmes. He said in an interview yesterday, such suggestions were aimed at tarnishing the Zambian government’s name because the economy would be in bad shape. Dr Pule said if the
government adopts the programme being suggested, it would suffer a big blow in the 2021 general elections because it would negatively affect the country’s economy. Former Ministers of Finance, Situmbeko Musokotwane, Ng’andu Magande, Felix Mutati, former Minister of Commerce and Trade, Dipak Patel and former Bank of Zambia Governor, Caleb Fundanga had signed an open letter to President Edgar Lungu and Minister of Finance Bwalya Ng’andu suggesting the primacy and importance of clinching the IMF deal. “We don’t need this programme with the IMF, we can cooperate here and there but they are not going to help us anywhere until after 2021 because the agenda being talked

Mr Lungu said the digitisation of the media had given way to the plurality of media channels and that the operationalisation of the Independent Broadcasting authority (IBA) has been a milestone that has seen the licensing of over a hundred Broadcasting houses in the country. “Currently, there are 39 licensed television companies, and 134 radio stations. This development has not just seen the employment of our young people in these companies, but has seen the plurality of voices in the media and the media has become a real marketplace of ideas,’’ Mr Lungu said. The President also urged the country to guard against unethical journalism in the broadcasting sector saying if mishandled, words said on television and radio can plunge the country into civil strife.

Kazungula bridge completion set for June By SILUMESI MALUMO THE construction of Kazungula bridge project will be completed and handed over to the Zambian and Botswana governments next month, Ministry of Housing and Infrastructure Permanent Secretary Charles Mushota has said. Mr Mushota said that the contractor awarded to undertake the project was on course in ensuring that the project was completed and handed over to the two government during the stipulated period. He said in an interview the project was guaranteed to be completed even during this period of the Covid-19. Mr Mushota said currently the two authorities had not received any report from the contractor on any effects of Covid-19 on the multi-billion-Kwacha project connecting Zambia and Botswana. Despite Botswana imposing an emergency due to the outbreak of coronavirus the project has continued smoothly, Mr Mushota said. Mr Mushota said both Zambia and Botswana had continued to provide resources to the contractor so that the project can be completed as projected. “We haven’t received any notifications from the contractor that this is how much the project has been affected by Covid-19 and this is the extension of time which is required. I think it is too early as we are aware that there is this slow down on everything and currently in Botswana there is an emergency, but it is too early to quantify until we are certain the measures will be lifted and also how long the state of emergency will last.

HE looming closure of Kasumbalesa border as result of a planned lockdown of Lubumbashu, should be a lesson to the mining sector to invest in ore mining to sustain their operations without relying on other countries, Mineworkers Union of Zambia (MUZ) president Joseph Chewe has warned. Zambia relies on copper concentrates from Democratic Republic of Congo (DRC) to sustain copper production in the mines, which the Congolese have assured would be allowed to pass through. Mr Chewe said the concentrates used by local
mines come from DRC sustain the operations of the smelters at KCM, Mopani and Chambeshi water smelters and as such the closure would affect operations of these mines. Now MUZ is fearing that a strict lockdown in the DRC neighbouring town of Lubumbashi, would have a crippling effect because some mines would be crippled. Mr Chewe has warned that the pending lockdown of Lubumbashi should be a lesson to mining companies to stop their dependence on concentrates from the Democratic Republic of Congo (DRC). “The pending closure of the Kasumbalesa border will have adverse effects on mines in Zambia as they entirely depend on concentrates from DRC,” Mr Chewe said. “The move will also affect the country’s economy because of the volume of concentrates that comes from Congo through the Kasumbalesa border post,” he said.
Mr Chewe said companies should invest in ore mining so prevent mining operations from being interrupted should Kasumbalesa border be closed. He said investing in ore mining would boost the income base for companies. “Our mines should get to the drawing board and start thinking of investing in ore mining as opposed to depending on concentrates from DRC. We cannot depend on concentrates from other countries and this should serve as a wakeup call,” Mr Chewe said. “The economy of Zambia will in the long run be affected. Therefore going forward mining companies should start investing in ore mining to reduce dependence on other countries,” Mr Chewe said. The DRC imposed a 24-hour lockdown on the mining hub of Lubumbashi on Tuesday and was set to shut down Kasumbalesa, a border town on the copper export route, as authorities embark on tracing the contacts of a Covid-19 patient.

The 21 member tripartite consultative labour would scrutinize issues that may be raised by companies that may want to reduce the work force or implement other measures as a result of the covid19 pandemic effects. During his Labour Day message, President Edgar Lungu announced that a 21 man tripartite meeting would be convened to scrutinize various labour matters. The President said to regulate the employment and labour market during the covid-19 pandemic, Government had decided to convene a meeting with its social partners. President Lungu said the measures adopted by an earlier meeting included placement of employees on paid annual leave, placement of employees on forced leave in instances where an employer was unable to sustain employees on full pay. He said the meeting resolved to avoid, as much as possible, resorting to undertaking redundancy exercises and that companies applying for exemptions will be expected to submit certain documents for
verifications and assessment. He said the conditions under which this will be entertained will be subject to discussions by the tripartite consultative labour council which is expected to be convened in a few days’ time which will be attended by 21 delegates, seven representatives each, from Government, employers and workers. “ However, companies applying for exemptions will be expected to submit certain documents for verifications and assessment. Today as we speak food Reserve Agency has in its stock 280,000 metric tonnes of maize meanwhile the new harvest has also started coming from small scale farmers. Food Reserve Agency has also made sure that there is no crop wastage which clearly has saved tax payers money. Not so long ago the Nation was faced with a draught which forced some political players taking advantage of the situation to gain political mileage by putting pressure on our distinguished humble leader *President Edgar Chagwa Lungu* to declare a national disaster, which the Ministry of Agriculture and Food Reserve Agency refused and assured the President that the country will not starve and no one will die from hunger. JUVENILE’S DEFILEMENT CASE FAILS TO START By MULENGA MUSONDA

LAWYER representing a 12-yearold boy who is accused of defiling a two-year-old girl has applied to the court to intervene after he learnt that his client was tortured by police officers who wanted to force a confession out of him. Mr Ernest Chilufya from Legal Aid Board Services told the Choma magistrate’s court that his client was badly beaten by police officers and efforts to get a medical report form is proving futile as they are not being helpful. Mr Chilufya asked the court to intervene in facilitating the juveniles’s right to get the document. But the court in its response advised the counsel to exhaust
all avenues before it could come in. The juvenile who was before court in the company of his father could be visibly seen with a swollen ear that may be as a result of the beatings from the police officers. This is in a matter in which the juvenile pleaded guilty
earlier to one count of defilement of a child contrary to section 138 subsection 1 of the Penal Code of the Laws of Zambia. Particulars of the offence are that the Grade 5 pupil on March 16, 2020 in Choma had carnal knowledge of a girl below the age of 16.
The matter could not even take off for trial when it was called as the victim’s mother who is a witness was not in court. Magistrate Salie Kanunka adjourned the matter to May 13, 2020 for trial. The juvenile's bail was extended.

Adrivin Munkombwe, 30, made made the disclosure when he appeared for plea in a matter he is charged with trafficking in psychotropic substances. Particulars of the offence are that Munkombwe on April 25, 2020 in Choma trafficked in 0.5gm of marijuana, a herbal product of Cannabis Sativa without lawful authority or medical recommendation. When he appeared for plea before Resident Magistrate Salie Kanunka, Munkombwe said he bought the product after advice from a witch finder.

ABUJA - A black market in coronavirus test kits is flourishing in Nigeria, spurred in part by negligible faith in the country’s health system to defeat an emerging threat. Testing is a crucial weapon in combatting Covid-19. It not only identifies where the stealthy virus has invaded -- it also helps to prevent frontline workers, in health care and the economy, from falling sick in turn. Every country is struggling to carry out sufficient testing, but in Nigeria, Africa’s most populous country, the situation is dire. Just 7, 100 tests have officially been carried out in a population of around 200 million people. By comparison, neighbouring Ghana, which has a population of 30 million, has carried out 68, 000 tests, while South Africa, with 58 million people, has conducted nearly 114, 000. Right now, Nigeria’s 36 states have 12 official coronavirus labs, which together have a capacity to test 1, 500 people per day. “We have no idea of the status of propagation of Covid-19 in Nigeria,” a representative of a private medical
lab told AFP. The lab is awaiting government approval to buy thousands of test kits and a machine able to carry out several hundred tests per hour. But “demand for these tests on the black market is off the scale, off the scale,” the source said. Lacking the equipment, the lab had to turn away a request from a foreign embassy to carry out tests for its citizens. Nigeria’s extreme need and its dextrous entrepreneurs have unsurprisingly combined to create an instant black market. Man spends days with wife’s corpse
A HARARE man had been living with his dead wife for a number of days. Percy Njikizani from Glen Norah A never reported the death of his wife, Elar Mundembe to the police. He was also never seen coming out of their flat for the past two weeks. Neighbors called the police after a stench from the flat raised their suspicions. Circumstances leading to the death could not be established. A neighbor said: “This woman was not free to let anyone in her house or life. “I stayed here for 11 years but I never got into her house, so she was that reserved that no one would get close to her. “So when this unfortunate incident occurred, the best that we could do after that persistent bad smell was to call the Glen Norah police and to call their nephew called Edie who stays down there in Glen View 7 Extension. Edie is her nephew from her husband’s side. “We had been suspecting this odor to be of a rotting rat for days.” The neighbor said when the police arrived, they broke in and discovered the corpse on the sofa while the husband was in another room seated on the bed. “It is not normal for one to stay in the same house with a dead person. “It might be a sign that the husband maybe sick too,” the neighbor said. Sikhathele Sibanda (35) from Makokoba suburb claimed her husband Francis Ncube (65)’s first wife Virginia Sibanda (53) who also stays in the same suburb but at different houses was apparently overwhelmed by jealousy as she suspected that she was getting more attention from their husband than her. Sikhathele said she was living in fear of Virginia after she threatened to come to her house and “curse” her. The dispute, centred on their husband’s attention, was heard at the Bulawayo Civil Court where Sikhathele was seeking a peace order against Virginia. “I am a female adult aged 35 and a second wife in a polygamous marriage. I am applying for a peace order against Virginia Sibanda who is my husband Francis Ncube’s first wife. In response Virginia said she was not a jealous person at all adding that she had a big heart and was also willing to live peacefully with Sikhathele. TWO teenagers were plunged into distress after their uncles took turns to rape them at their homestead in Nkayi, Matabeleland North province. The incident happened in 2006 when the then two teenage girls were aged 9 and 11 respectively. Speaking on condition of anonymity a family insider said the older rape victim begrudged her uncles and once narrated their rape ordeal to her aunt while tears were streaming down her cheeks. But
she convinced her to forgive them. Cecilia who is also a medical practitioner said she thought of coming up with a song to give hope to the world amid Covid-19 pandemic. She said she looked at how much panic there was where people were asking if life will ever get back to normal. “My love for music started at the age of 12, just when I discovered I could sing. And since then, I have been singing in church. I am a songwriter and I have also helped other artistes as a backing vocalist,” she says. “I thought of a song that will remind people to continue trusting in God and hope for better days. ‘One Day’ is a song that talks about hope. So basically the song is just giving people hope for a better tomorrow.” Cecilia is also a poet who has written a number of poems working with her very close friend Natasha Mbaso. She urged people to adhere to the health guidelines that have been put in place as preventive measures for Covid-19.

Briefly tell us about yourself.
My Names are Charity Mpundu Kapona, I was born in a family of eight but right now my elder brother and I are the only ones surviving. I’m married with three kids. I started my primary school in Mpundu in Kabwe rural and did my part of junior secondary at Mukobeko. I did my secondary at Naboye in Kafue and completed at Mukobeko secondary school. I did my tertiary education at Citizen University and I am now a degree holder in Business Administration.
What inspired you to join politics?
I grew up in a community where I used to see people doing things in a way they are not supposed to be done, so it puzzled me and made me to join politics to be part of people who can help the community because my

I want to be a Member of Parliament for Katuba Constituency come 2021 because I know I will be accorded this opportunity to serve people who are dear to my heart. I have a heart for Katuba, Katuba is my home village and I love it. I have seen Katuba not being developed when it is not far away from Lusaka. We still live like we are million miles when we are just a stone throw away from Lusaka. We don’t have good hospital facilities, schools, no good roads and in the remote part of Katuba, we don’t even have electricity. So my aim is to ensure that when I am given a mandate to serve the people, I will change the status quo. I’ll ensure that I uplift the living standard in the area.

Way back when I was in primary, I used to like mama Julia Chikamoneka, I used to like her courage each time she used to participate in politics. She was a woman who fought for her rights. But this time around, my role model are people like Honourable Jean Kapata, she is really a fighter. And also I like Dora Siliya because she is a courageous and a focused woman. I used to like her way back when she was a Journalist even when she joined politics.

Up-close with Charity Kapona: woman with heart for Katuba THE Zambian political circle has been dominated by men who have grabbed a number of influential positions seemingly because of rejection by the womenfolk to join politics. This is mainly because of fear of being discriminated against, or failure to compete favourably due to finances. But there are some women who have taken it upon themselves to ensure that they contribute to the country’s welfare by using their influence and positions. This is a case of Charity Kapona who is the Patriotic Front (PF) Central Province Vice Chairperson for Mobilisation . Kapona is working tirelessly to help the people in her Province. A holder of Business Administration Degree under Citizen University, Kapona wants to ensure that her dreams of being a leader come true in order for her to help many. She wants to leave a legacy which would be remembered by many people across the country as impactful and positive. Ms Kapona is now looking forward to serve as Member of Parliament as she hopes to aspire for Katuba Constituency under the ruling party. To avoid marriage stresses, be patient, work hard and with time your marriage dreams shall come true. Secret 5 To get married is declaring war. When you get married you must declare war against enemies of marriage. Some enemies of marriage are: -Ignorance -Prayerlessness -Unforgiveness -Third party influence -Stinginess -Stubbornness -Lack of love -Rudeness -Laziness -Disrespect -Cheating -Be ready to fight to maintain your marriage zone. Secret 6 There is no perfect marriage. There is no ready made marriage. Marriage is hard work. Volunteer yourself to work daily on it. Marriage is like a car that needs proper maintenance and proper service. If this is not done it will break down somewhere exposing the owner to danger or some unhealthy circumstances. Let us not be careless about our marriages. Secret 7 God cannot give you a complete person you desire. He gives you the person in the form of raw materials in order for you to mould the person that you desire. This can only be achieved through prayer, love and Patience Secret 8 Getting married is taking a huge risk. You can not predict what will happen in the future. Situations may change so leave room for adjustments. Husband can lose his good job or you may fail to have babies. All these require you to be prayerful otherwise you might seek for divorce but marriage is for togetherness until death does you apart. Secret 9 Marriage is not a contract. It is permanent. It needs total commitment. Love is the glue that sticks the couple together. Divorce start in the mind and the devil feeds the mind. Never ever entertain thoughts of getting a divorce. Never threaten your spouse with divorce. Choose to remain married. God hates divorce. Secret 10 Every marriage has a price to pay. Marriage is like a bank account. It is the money that you deposit that you withdraw. If you don’t deposit love, peace and care into your marriage, you are not a candidate for a blissful home. MWENDALUBI Phiri, better known by his stage name as Sketch, is a Zambian rapper and songwriter who aims to positively influence urbanAfrican culture through his music. Sketch intends to cut across cultural differences and trends with a rich and modern sound using his faith as a backdrop. His goal is to share personal revelations and experiences so as to spark meaningful conversation with his listeners and speak hope to a somewhat distracted generation. He started rapping when he was 16. Sketch released his first single which was a freestyle with his friends Fame and Miracle in 2014 which astonished a lot of people who had no idea he could rap. In high school, sketch developed a love for poetry and became a poet himself, but it never replaced his love for rap and hip-hop. Instead, it later helped him have a deep and artistic approach in his songs. In 2012, he became a member of the Immanuel congregation church in his home town of Chingola and was introduced to the world of gospel rap by the friends he made there, Lecrae’s “take me as I am” was one of the songs that drove him closer to Christ. After he became born again a year later, mainstream music didn’t quite resonate with him as much as gospel rap and hip-hop did, he started getting a lot of inspiration from KB (Kevin Burgess) and decided to put out something of his own as an act of love to evangelically reach people
through music just as KB and Lecrae’s music did for him. Anything else that he put out after that was purely driven out of him by motivation through out the years from family, friends, and mentors. After his ‘Freestyle,’the creative young man did not put out any music of his own but featured in a few of his friends songs. Sketch came back to the music scene when he released his first EP (extended play record) titled Born a King recorded while in China and produced entirely by H-man in early 2019, which he considers some of his best work because it tells his story. Since returning to Zambia, he has put out another FREESTYLE titled Arise which he did by himself, and a single titled INCOGNITO which included Tim and Keisha Chilufya. All these songs and projects can be streamed and downloaded from any known music store or music streaming platform. “One of the few challenges I faced as an upcoming artiste is figuring out how to market my music so my presence in the industry is known, recognised and respected. It’s not easy being a new artiste especially with all these new artistes springing up from nowhere each and everyday,” he says. “ But I do my best to maintain a unique style and be myself so that in the end if my music doesn’t mean anything to the world at least, it will mean something to me and the few people who appreciate it.” He says in a few years, he sees himself having a larger than normal audience and making content that will not only sound amazing to the ear but also be transformational for the mind.

THE fashion industry in Zambia has continued to grow with most local designers focusing on promoting the Chitenge material (African wrap). One such designer is Duncan Kanyembo of Blink Africa Designs, one of Zambia’s growing fashion outlets established on August 7th, 2016. Kanyembo says he was inspired by his grandparents to set up the label. He says his grandmother would always put a thread of the African print ( Chitenge) on outfits every single time she sat on her sowing machine.

Hubert D has a new song for his fans as way to start the new month of May titled ‘You are Great’ and it features Shekinah. Born Amani Donkh Hubrason in a family of 10, five boys and five girls on May 18th, 1997, Hubert started singing in his early childhood while in a Sunday school choir. “I remember enjoying singing while in a Sunday School Choir. JK working on new music By TERENCE MISELO ZAMBIAN sensational veteran singer Jordan Katembula aka JK is working on new music after a long time, his close sources have revealed. The High Court took the unprecedented step of blocking the government’s plans to impose a lockdown until more had been done to help those worst affected. Now, President Peter Mutharika has announced an emergency cash transfer programme for the poorest people in what is one of the world’s poorest countries. The government will target 172, 000 households, who will receive a monthly payment equivalent to almost $50 through mobile money transfer from Friday.

Why was the lockdown blocked?
On April 15, the government announced a 21-day lockdown, which was due to start three days later but campaigners complained that the government did this without providing help for those in need. The Human Rights Defenders Coalition (HRDC) went to court to challenge the government on the issue and the courts blocked the lockdown. “While we respect the health regulations regarding the lockdown, we want a
lockdown that follows all... laws and we do not want rights of vulnerable groups to suffer,� said independent rights activist Victor Mhango according to the AFP news agency. As well as the HRDC, traders in Blantyre and Mzuzu protested after plans to restrict movement were announced. The traders lit bonfires and police dispersed them. The vendors said they would not be unable to provide for their families during the lockdown. Religious groups also sought an injunction of their own, saying the lockdown was a violation of
religious freedom.
What did the courts say?
On Friday April 17, a day before the lockdown was due to start, a court injunction ordered the lockdown be delayed for seven days, pending a judicial review. Following a judicial review, a High Court judge extended the ban for a further five days. On Tuesday the judge decided to refer the case to the Constitutional Court because the issues raised by the petitioners required an interpretation of the constitution.
Do the cash handouts mean the lockdown could be imposed?
The Constitutional Court still has to hear the case and no date has been set. For the moment, people are still going about their businesses almost as usual - markets are open and cities and towns remain crowded. But journalist Peter Jegwa in the capital, Lilongwe, says there is a noticeable change in people’s behaviour - with water buckets and soap or sanitisers placed. outside market entrances and shops.
