UNDER NEW NORMAL GOVERNMENT’S directive to schools that they come up with flexible payment plans for tuitions to allow for parents and guardians meet their obligations makes economic sense. As schools reopen, especially non-examination classes, the payment of fees is a natural development. The only snag being that for a lot of parents, this is another difficult hurdle. We should be alive to the fact that the economic tsunami arising from the global Covid-19 pandemic has had a devastating effect not only on national economies and corporate entities but individuals as well. There are people who have lost their source of income after their companies closed amidst the Covid-19 pandemic as they lost employment. Worldwide, the tourism sector, particularly hotels have been the most affected as countries imposed travel restrictions and sealed their borders. Major hotels for example have been closed since about March in Zambia and some might never reopen. Broken down, it means that thousands of people have lost jobs. These are some of the people who have children at schools and institutions of higher learning. But we are happy that Government has given them some breathing space by directing schools to introduce flexible terms for payment of fees. Minister of General Education Dennis Wanchinga said yesterday that institutions of learning should initiate flexible payment plans for school fees without putting parents under pressure. Dr Wanchinga says where possible, institutions should allow for other alternative forms of payment other than cash. Yes, it is not always that one must pay in cash to meet payments and the minister is right that schools allow alternative means of paying fees. It is a very practical way of helping those without the means to meet cash payments. It is a suggestion that must be accepted wholeheartedly because it offers learners a chance to remain in school and continue with their education rather than have their learning curtailed through no fault of their own. Above all, it sends the correct signal to the public that they have a pro-poor government in place that will ensure that everyone has a chance to access education. The onus must now be on school managements and parents to discuss how they can make this work so that there is a win-win situation for all. What comes through the minister’s statement is that Government does not want any learner to be chased from school on account that their parent or guardian could not pay the school fees. Although the situation pertaining to private schools is different, at least public schools have been shown the way to go – which does not discriminate against anyone. Our advice to private schools is to take a leaf from the government’s directive and see how they can ensure they recover what they have lost by adopting payment plans that will see them retain pupils on their registers – by offering parents flexible terms too. Let no learner should be left behind.

GOVERNMENT has destroyed over 2, 000 x 50 kg bags of mealie meal meant for relief food in Luano after it certified them to be unfit for human consumption, District Commissioner Christopher Chibuye confirmed. Mr. Chibuye said destruction of the mealie meal follows the issuance of the seizure form which was consented to by the miller. According to Mr. Chibuye, the miller used the maize that was a bit wet which led the commodity to go bad during fermentation process. He said it was for this reason that the whole consignment of about 2,240 x 50kg bags of mealie meal

was recommended for destruction by way of burning. “The mealie meal was not good for human consumption. It was for this reason that they issued a seizure form which was consented to by the miller," said Mr. Chibuye. He appealed to suppliers of mealie meal to ensure that they supplied maize that was fit for human consumption.

THE Millers Association of Zambia (MAZ) has so far bought more than 600, 000 metric tonnes of maize out of its targeted 1.8 million in the current maize marketing season. MAZ president Andrew Chintala said a number millers under the association were actively involved in buying of maize. He said in an interview yesterday that the association would manage to meet its target this year. While Food Reserve Agency (FRA) has only managed to buy about 290, 000 metric tonnes of maize out of its target of about one million metric tonnes. FRA Chief Executive Officer Chola Kafwabulula said the pace at which they were buying maize was not bad and that it was expected to rise exponentially between September and November.

Mr Chintala said before the marketing season ends, the 1.8 metric tonnes would have been bought because it had made strides in mopping up the commodity. “What we want, Mr Chintala said, is to have our own maize for production. “So far we are on course in ensuring that we reach our target of this year. “All what we want is that we

have enough maize in our reserves so that we continue production without any difficulties. Our members are out there on the market to ensure that we buy what is required,” Mr Chintala said. THE Lusaka City Council (LCC) has given owners of non-runner vehicles that are parked at Nyumba Yanga Market carpark up to September 30, 2020 to remove them or they be auctioned. LCC public relations manager George Sichimba said 24 vehicles had been parked at the market for a period ranging from three months to six years without owners paying parking levies. He said the ultimatum follows the failure by the owners of the affected vehicles to respond to demand notices which were issued on August, 24 2020. Mr Sichimba said failure to comply may result in Council initiate the process of auctioning the affected vehicles in line with the Disposal of Uncollected Goods Act Cap 410 of the laws of Zambia. “The parking of vehicles at the market has not only deprived council of revenue in form of parking levies but it has also made the place unsightly. “The public should be reminded that council parking areas are not meant for storage of faulty vehicles for a long time without paying fees,” he said.

GOVERNMENT will not sit and watch trade unions that are not representing workers adequately wanting to discredit government, Ministry of Labor permanent secretary Chanda Kaziya has said. Reacting to a statement by Zambia Union of Tanker Drivers (ZUDDAW) to defer government directive to stop collecting K370 union membership fees from tanker drivers, Mr Chanda said government would not allow anarchy in the labour movement, and that people should be able to

perform their function in line with the law. The ZUDDAW as a union has people with little understanding of the law and how things should be done, he said. He said the Ministry of Labour has on a number of occasions been trying to support the union in building capacity but to no avail. Mr Chanda said the union has been deducting money from its members without showing how the money was being used and that the union had lost legitimacy because it had never held a quadrilateral conference under the supervi-

sion of the Ministry of Labour. He accused union officials of not standing for the workers but instead interested in money adding that workers were supposed to be represented not charged. “They are only interested in their pockets not the interests of their members, they don’t even have offices. “They also engage in management issues it is not the role of trade union to say who and when an employer should employee people. He stated that it was against the law to force workers to join a trade union or force them to

pay membership fee. Mr Chanda warned that once government revoked the registration certificate, any union member who would be found operating will be prosecuted. ZUDDAW general secretary Humphrey Mr Kapesha recently said following a meeting held across the 72 branches of the union, it was agreed that the tanker drivers would continue contributing the K370 member fee. He said it was sad that Mr Kaziya, could concentrate on petty issues leaving important issues affecting tanker drivers.

Government challenges local contractors GOVERNMENT has implored local contractors to commit themselves to work once they are given contracts by the government. Local Government Minister Charles Banda says the government wants to see quality works from local contractors if they are to be given more contracts. "Prove yourself that you can deliver quality work if you are to be given more contracts by the government," Mr. Banda said. He explained that the government wants to see more local contractors given contracts as this will help to grow the economy but noted that this will only happen if they show that they can first deliver. MORE than 2, 800 people in Chief Chisomo’s area in Serenje need National Registration Cards (NRCs), a ward councillor Peter Mukosha has said. Mr. Mukosha said the ward should also benefit from mobile registration exercise so people could obtain national identity cards. In an interview, Mr. Mukosha said over 5, 000 households were in dire need of NRCs. Mr. Mukosha said according to the Zambian laws a person who reaches the age of 16, should be in possession of the NRC but the situation was different in Chisomo. GEARS says the decision by the Electoral Commission of Zambia (ECZ) to initiate the conversion of polling streams into polling stations during the 2021 general election will build confidence in the electoral process among stakeholders. GEARS Executive Director McDonald Chipenzi says the move will ensure transparency and stakeholders’ confidence

in the management of electoral results. Mr Chipenzi says the initiative is a good move which will ensure efficiency, transparency and confidence in the elections result management in the electoral process. Recently, the ECZ Chief Electoral Officer Patrick Nshindano announced that the electoral body will be piloting the conversion of polling streams into polling stations in the upcoming Mwansabombwe and Lukashya Parliamentary by-elec-

tions. Mr Nshindano said the ECZ will review the success of the pilot scheme and engage political parties on how best the process can be improved in readiness for the 2021 general elections. “We want to encourage the ECZ to continue piloting such kind of strategies so that gaps can be identified before major elections are held,” Mr Chipenzi said. Mr Chipenzi however says the ECZ was not exhibiting the same zeal when it comes to printing ballot papers locally.

He says it is time Zambia seriously considered printing ballot papers locally to save costs. Mr Chipenzi says similar efforts should however have been demonstrated in the printing of ballot papers by ensuring the process was done locally. He said the commission should have used the numerous by-elections that Zambia has had at both local government and constituency levels to test the capacity of local printers to print ballot papers.

WOMAN of Lusaka’s Misisi Compound has dragged her alleged abusive husband to Kanyama Local Court for divorce after he beat her and left her unconscious. Beatrice Mudenda, 30, a house wife sued her husband, Henry Kapata, 35, a security guard of the same locality for gender-based violence. Details of the case are that the two got married in 2018 under traditional law with K4, 000 dowry having been

paid in full. On an unknown date in August, 2020 Kapata is said to have beaten Beatrice in front of their two-year-old girl to the extent of losing two of her teeth. Narrating amid tears, Mudenda told the court that Kapata was only a good husband for eight months but that after that he started taking alcohol and became abusive towards her for no good reason. She said this was why she wanted divorce as she was afraid of being killed. She added that because of

THE Choma Juveniles Court has convicted a 15-year- old boy and placed him on onemonth counselling for breaking into a house and stealing a Plasma Television among other properties valued at more than K4, 500. In this matter, the boy, a hawker stood charged with house breaking and theft contrary to the Laws of Zambia. It was alleged that he broke into Bright Mwewa’s house and stole a Plasma television, a curtain and a blanket all valued at K4, 810. The incident happened on August 3, 2020 in Choma When the matter came up for judgement, Senior Resident Magistrate Idah Mupemo was satisfied that the state had proved their case to the required standard and found the juvenile offender guilty. According to the social welfare report by the Juvenile Inspector Zyambo Kazembe, the juvenile who is not in school is a troubled youth who had joined bad company and got involved in deviant behaviour. In passing the order, Magistrate Mupemo considered the Juvenile Inspector’s recommendation that he be given a second chance as he was a first offender. The court ordered that he undergoes one-month counselling with the Social Welfare department to give a report fortnightly.

THE Chongwe magistrate court has adjourned a matter in which a 29-yearold man of Chintili village in Chongwe is alleged to have unlawfully wounded his friend in an altercation that resulted from a K3.00 credit claim. Magistrate Majory Saasa adjourned the matter to October I to allow the state time to summon witnesses to court. The accused, Peter Sanga earlier admitted the charge when he took plea. He stands charged with one count of unlawful wounding contrary to section 272 of the penal code, chapter 87 of the laws of Zambia.

‘MEDICINAL’ MARIJUANA LANDS MAN IN JAIL By MULENGA MUSONDA

ESPITE explaining to the court that the marijuana he was found with was for use on his wound as recommended by a friend, the court slapped the Choma man in his mid-

20s with a six-month jail term. This was in a matter in which Emmanuel Moono of Choma’s Zambia Township was convicted for trafficking in psychotropic substances by the Choma Magistrates Court. Particulars of the offence

are that Moono on August 20 trafficked in 5.01 grammes of Marijuana, a herbal product of cannabis sativa without lawful authority. According to the facts dictated by Public Prosecutor Catherine Sakala, the accused was apprehended after Drug Enforcement Com-

mission Officers in Choma were tipped that an unknown person was selling suspected cannabis to the public in Zambia Township. When the facts were read to him, Moono admitted that the statement was a clear reflection of what happened. In mitigation, Moono told

the court that he was misled by his friend who told him Marijuana would cure his wound on the leg. Despite his explanation and plea for forgiveness, Magistrate Mupemo slapped him with a six months sentence with effect from date of arrest.

Farmer gets 8 years for killing wife By STEPHEN MWEWA

THE Kasama High Court has convicted a-27-yearold peasant farmer of manslaughter and sentenced him to eight years imprisonment with hard labour, for killing his wife. In this matter, Andrew Mutolo of Ilondola Village in Mungwi was charged with manslaughter for killing his wife, after punching her on the head on November 9, 2019, after a marital dispute. When the matter came up on Friday for sentencing before Ndola-based High Court Justice Marry Mulanda who is sitting in the Kasama High Court, it was established that on the material the deceased identified as Gift Mutale was unwell, but when the convict asked her as to why she did not want to go to Kayambi Mission Hospital, for treatment she asked her husband to escort her, but in turn the husband refused and that was how the dispute started which resulted in a fight. Justice Mulanda established that upon the convict realising that he had beaten his wife badly he locked the house and run away leaving her outside unconscious. However, villages took Mutolo’s wife to Nakonde Health Centre where she was pronounced brought -in-dead by a medical doctor. Mutolo then handed himself to Mpika police on November 17, 2019.

A MAN in Choma has been arraigned in the Magistrates’ Court after he was found with iron sheets suspected to have been stolen. Gift Lizwe, 22, appeared before Senior Resident Magistrate Idah Mupemo charged with unlawful possession of property suspected to have been stolen or illegally obtained. Allegations are that Lizwe, a bricklayer had in his possession iron sheets suspected to have been stolen. The incident happened on August 26, 2020 and he was apprehended on September 6 in Choma. When he appeared for plea, Lizwe denied the charge against him. Court: Have you understood the charge? Lizwe: I have understood. Court: Do you admit or deny? Lizwe: I deny. Court: I record a plea of not guilty. Magistrate Mupemo then adjourned the matter to September 28 for trial after public prosecutor Catherine Sakala made the application. GRANNY PELTS EX-LOVER WITH STONES

I

N a dramatic incident that left residents in Makokoba suburb shocked, a 52-year-old woman who was allegedly owed US$5 by her 47-year–old ex-lover hit him with stones while demanding her money. Sydney Khumalo told a court that his ex-lover Lindiwe Ncube accused him of refusing to pay back the US$5 he owed her. He said he told her that he owed her nothing and they were no longer in a relationship, he told court. But it seems that did not go down well with Ncube who was already seething with anger. She allegedly shouted obscenities at her ex-lover. Ncube, the court heard, reached for a stone and hit Khumalo on the forehead. The man fell and bled excessively. The court further heard the fuming Ncube continued attacking Khumalo with stones all

over the body. A crowd gathered, the court heard, to witness an unusual incident that involved the ex-lovers. While lying on the ground, Khumalo said he pleaded for help from the residents. It took the intervention of one of the community elders to restrain Ncube who was all over the helpless Khumalo who was groaning and wriggling on the ground, the court heard. Khumalo was rushed to hospital for treatment. A police report was made leading to the arrest of Ncube. She appeared before Tredgold magistrate Shepherd Munjanja on Monday. She pleaded guilty to a physical abuse charge. She was remanded out of custody to Monday next week for sentencing. - B-METRO

And for that matter digging one’s own grave is really no different than people preparing for the end by writing their will or preparing their own funeral service. Here is an uplifting story of a man whose bizarre desire was achieved after the cold embrace of death. Ten years ago, Moses Qathe Moyo from Hlababomvu Village under Chief Bidi in Kezi, Matabeleland South province left many people shellshocked when he dug his own grave — and his lone wish to be laid to rest at a place of his own choice was unanimously granted when his family buried him in it on Thursday this week. For Moyo, who died on Sunday aged 60 and after a long illness, the act of digging his own grave in advance seemed a logical thing to do as he preferred his own form of final disposal.

The grave was covered with a heavy cement slab that reportedly took about 12 “muscular” men to remove it during his burial. Moyo whose strange desire created a tonal nightmare to everyone who followed the story reportedly suffered a stroke twice after digging the grave. A relative who declined to be named claiming they were not authorised to speak on behalf of the fam-

ily said when the story first emerged in 2010 Moyo explained his reason for digging his grave in advance. “Moses dug his own grave sometime in 2010 claiming that he had received a vision from God instructing him to do so. Death seemed not to worry him as he said it was already done for him so he wanted everything ready for his burial. He also said when he died, he didn’t

want people grappling with a myriad of choices in the mid of sadness. So when he dug his own grave he argued that he was eliminating such pressure usually experienced when burying a loved one,” said the relative. He added that before he breathed his last, Moyo reminded them that burying him in his own grave was one big thing that they would have to do without fail. B-METRO

my place to stay with my brother,” stated Chitewe in her submissions for a protection order against Mundondo. Their children are aged two and eight. A seemingly remorseful Mundondo didn’t refute his ex-wife’s accusations.

The clip left many people in stitches, as one replied to say: “There is nothing that boy won’t put in his mouth, and he has the quickest hands. The videos are so hilarious. Katy Perry inspired by Taylor Swift to make tell-all documentary KATY Perry is plotting a tell-all documentary about her life and career after being inspired by Taylor Swift's “Miss Americana”. The “Chained to the Rhythm” singer - who welcomed her first child with fiance Orlando Bloom, a baby girl named Daisy Dove, into the world last month has revealed she's been collecting footage from the road since the release of her 2017 album, 'Witness', and she's gradually building up each chapter to form a future film. He has also featured the NG Exalters on a song “Vomit”. He said he is remaining with one song to finish his album adding that finding money has been a challenge for him. IN a bid to mitigate the impact of Covid 19 and supplementing government efforts in fighting the pandemic, a NonGovernmental Organization Young Africa Zambia providing training skills to vulnerable children is spearheading a Covid-19 emergency response in Bauleni. Organization Country Director Chitalu Kaite Njuka said that the organization took into account the impact of Covid-19 on students. She said that the project is aimed at supporting vulnerable families economically in various ways with the first being a feeding program which is providing 150 meals a day for students and members of the community. HERE has been a lot of emphasis placed on promoting international tourism in Zambia, with little attention given to domestic tourism, which is often relegated to being a buffer for the tourism industry’s off-seasons, when there are fewer international guests.

This is unfortunate in the wake of the recent turmoil that has rocked the industry. When international travelers were forced to stay home due to COVID-19 lockdowns, tour operators were forced to look to the fact that domestic tourism can play a key role in shaping the future, beyond just revitalizing the sector after COVID-19. When inflow of international travelers decreased by up to 80 percent and bookings were cancelled due to global lockdown measures, Zambians were called upon to help the industry stay afloat. They responded to this distress call and took advantage of discounts and other promotional packages that some operators were offering. They also spread word of special offers and the need to visit various destinations to help people working in tourism keep their jobs. For a country like Zambia, which attracts considerably fewer international tourists than countries in the region such as South Africa, Namibia and Zimbabwe, the need to promote domestic tourism cannot be overemphasized. Having a stable base of local tourists would not only complement the tourism sector’s low share of international guests, it would also help cushion operators from severe impacts of losing international tourists due to unforeseen circumstances in the future. As mentioned earlier, when Zambians were called upon to visit the country’s tourist destinations in order to help the industry survive the impacts of COVID-19, many did. Imagine what can be possible if deliberate steps are taken to keep the momentum going? Promoting domestic tourism would also have conservation benefits. Zambia’s conservation sector is intricately linked with tourism. Public resources allocated to conservation over the years have been low. According to a report by International Growth Centre (IGC) in Zambia, between 2010 and 2018, only an average

of 0.6% of Zambia’s national budget was allocated to environmental and wildlife conservation. As a result, conservation activities have heavily depended on funding from donor organizations and tourism firms. Boosting domestic tourism will increase operators’ profits which would translate to increased donations to the conservation sector. For the conservation sector, increased funding would ensure that Zambia’s

ecosystems and wildlife are protected. The Government also recognizes the strategic role that domestic tourism can play, as it has been identified as one of Zambia’s promising prospects for economic growth and sustainable conservation. Earlier this year, Tourism and Arts Minister Ronald Chitotela called on tourism operators to partner with Government to reduce the

cost of domestic tourism in Zambia after COVID-19. In a statement issued to the media by the Ministry Public Relations Officer Sakabilo Kalembwe in April, the Minister implored tourism operators to “see what they can give to the Zambian people so that domestic tourism can be boosted.” Zambia is endowed with many beautiful landscapes and some incredible heritage sites. The country currently

has 20 national parks that hold a great diversity of wildlife. This includes the worldrenowned Kafue, Liuwa and South Luangwa national parks, which are counted among the greatest wildlife sanctuaries in the world. Combine this with diverse cultures and the many museums dotted across the country and you end up with something that can truly be appreciated by the local people. It is worth noting that promoting domestic tourism cannot be achieved by the

Government and tourism operators alone. We all have a part to play. As citizens of this beautiful and resource-rich country, we need to extend the “support your local team” slogan to the country’s tourism industry because supporting Zambia’s tourism is supporting local businesses and local communities. And while it is true that some operators may need to reduce their prices to cater for the local nature enthusiasts working with a tight budget, there are many establishments that are actually affordable. All that remains is for us to identify them and take advantage of their packages. As global lockdown measures are slowly lifted and Zambia prepares to re-open its boarders for international tourists, players in the tourism sector should remember that while domestic tourists may not provide as much money as international tourists, the sustainability of the industry depends on Zambians buying into the idea that they can enjoy all that the country has to offer, without breaking the bank. In other words, international tourism is what has sustained Zambia’s tourism sector up to this point, but domestic tourism is what will take it to the next level.
