KEEPING THE PEACE Inspector General of Police Kakoma Kanganja should not be surprised that people are disregarding the law and issuing careless statements which border on inciting the public and threatening the peace. The top cop should not be surprised at all because people obviously do not think that they have any reprisals to worry about from anyone, including the police. How else would one describe a situation where every Jim and Jack thinks they can issue threats against other people and in certain cases even against government officials and get away with it. The reason is clear. Nobody believes that police would actually go after them for their intransigence in breaking the law. Instead, the nation is treated to rhetoric statements such as the one issued by the IG. What the nation wants to see from police is action without them being reminded or prompted by anyone. Waiting for someone to comment on an obvious wrong before police take action, makes this seem like there is political interference in the maintenance of law and order. No wonder people like Nevers Mumba have the audacity to poke fun at police and refuse to appear when summoned. While we do not advocate for a police force, it is important that citizens show respect to the police who are custodians of maintaining peace and order in the country. The universal primary duty of the police officer is to protect people and property . Police typically are responsible for maintaining public order and safety, enforcing the law, and preventing, detecting, and investigating criminal activities. These functions are known as policing, this is according to the world encyclopedia. This is what everyone expects from Police. They have authority to enforce the law and should not dance to the tune of overzealous politicians playing to the gallery such as MMD leader, Dr Mumba who has set out on a dangerous crusade of maligning the Electoral Commission of Zambia over a by-election that his party had no chance of winning. Mr Kanganja has rightfully warned traditional leaders and Civil Society Organisations (CSOs) in the habit of uttering careless and alarming statements bordering on inciting anarchy in the country to stop or risk facing the wrath of the law. He should add politicians to that list because some of them want to challenge the police in their statements and actions so that if police react, they can then claim police brutality or being victimized. But that should not bother police as long as they are operating within their legal mandate of policing society. Hopefully, when we also pray that Mr Kanganja means it when he says that the Police shall not watch any individual, irrespective of their standing in society, or grouping to champion anarchy in the country. There is nothing as impotent as an empty threat and which everyone knows to be just that. Instead of the IG saying , of late, there had been a lot of careless statements being uttered or published by some sectors of society, in which the traditional leadership and CSOs were making alarming remarks bordering on inciting anarchy in Zambia, he should actually be making sure such characters are visited by the law. “All those that have been issuing such statements are advised to stop the practice forthwith or face the wrath of the law,” Mr Kanganja warned. They will not stop for as long as the law continues to look the other way. Act against the known anarchists and then everyone will know that you mean it.

AMBIA goes to the polls to elect a president and parliamentarians with their respective new mandates on August 12, 2021. Interestingly, the pre-election race is turning out to be a battle over firsttime voters’ National Registration Cards (NRCs). This is to avoid a repeat of the massive age-cheating by UPND-mobilised would-be first-time voters prior to the 2016 polls which undeniably smacked of voter fraud. The big question is: How common was voter fraud? The evidence nationwide suggests that it was extremely rare. In the 2016 election, Electoral Commission of Zambia (ECZ) officials found a few dozen suspected incidents of voter fraud among the 3.7 million votes cast. However, a careful reading of over 70 percent voter turnout in Southern Province and the 585, 343 votes cast pointed toward the alleged UPND’s massive underage first-time voter mobilisation exercise that mimicked warlord-like recruiting strategies and tactics employed by warlords when recruiting child-soldiers in most conflict-prone regions of Africa. All studies conducted on 2016 first-time voter fraud reached the same conclusion: A huge, number of underage teenagers impersonated eligible 18-year old first-time voters to cast ballots in UPND strongholds of Southern, North-Western and Western provinces. As expected this time, the campaign for underage mobile issuance of NRCs is already at fever pitch.
PRIVACY partisan civil rights activists worry that NRC issuance process would be an intolerable invasion of people’s privacy. They’re not only talking about fingerprinting every Zambian, treating ordinary Zambians like criminals to have them secure rights to employment. The UPND zealots are scouring the countryside and the main cities, seeking to secure NRCs for the coun-
try’s would-be first-time voters in readiness for the 2021 polls. But such warlord-like persuasion techniques have left Southern, North-Western and Western provinces at the mercy of brutal party zealots and at perpetual risk of first-time voter fraud. And Ministry of Home Affairs Permanent Secretary Masiye Banda revealed that some individuals were ferrying people from other towns to obtain NRCs in areas under Phase One of the mobile issuance exercise – albeit Phase Two of the mobile issuance of NRCs has since been rolled out in other parts of the country not covered under Phase One. So why is first-time voter fraud a hot-button issue? The potential for fraud certainly does exist, and many PF supporters contend that the number of first-time voters that would be caught casting illegal ballots could just be the tip of the iceberg. Nonetheless, on key constitutional and electoral system areas there are obvious lacunas that are in dire need of fixing. For example, the Kenyan Constitution requires there to be a general election on the second Tuesday in August in every fifth year. The President of Kenya is elected using a modified version of the two-round system: to win in the first round, a candidate must receive over 50 percent of the vote and 25 percent of the vote in at least 24 counties out of the 47 counties. Whereas, the current Zambian Constitution requires there to be a general election on the second Thursday in August in every fifth year. …blind husband appeals for help against abusive wife BY NOEL IYOMBWA AND MICHALE MIYOBA A CHILANGA man has reached the end of his patience with his wife, and he says she may end up killing him if police or her relatives do not remove her from his house. The mentally challenged woman has smashed all windows in the house and though they share a bed, it is not cordial . The couple has been married for 35 years and their eldest is 34 years. The 58 year old Mubanga Chipalo, is blind and his wife, who had been his helper when they married, is now a source of worry and a direct threat to his life and that of the children and neighbours. She is now a threat and he wants her out of his wife. The most recent attack left him with a swollen thumb, after she sunk her teeth into him. As we sat down for the interview, his wife was shouting and spewing insults not directed at anyone in particular but the husband has had enough of the nightmare. In an emotional interview, Mr Mubanga said he had reached the end of patience and if she attacks him again as she has been doing, she may kill him unless he retaliates. He said, though he was blind, he would rather struggle alone than being burdened with a woman after his own life. House number F192 Musamba township, is not a happy home. I have taken her to Chainama hospital several times whenever she gets better she stops taking the medicines and becomes disturbed even before. During rainy season she burns plastic papers on an electric stove in the name of roasting maize, when she burned my passport, my qualifications and briefcases she felt happy. Whenever she is sober minded and I ask her why she stops taking medicines she replies saying “I can’t go on taking bitter Chainama medicines. After all this is a family problem and besides that my relatives shout everyday in Kasama therefore the solution to this problem is to end our marriage. I am ready to be living alone. ” When she’s listening to the radio and a lady speaks out she becomes furious and accuses me of having those women as my girlfriends and prostitutes. During night time she wakes me with slaps whenever a lady on a panel says something on the radio program. However one day I may retaliate and for sure she will in trouble. This lady is not fit to live in society therefore before one of us dies, I am pleading to ministry of Community especially the department of psychosocial counselling to find a place for her where she could be kept alone in a special home where she could be forced to take medicines whenever she stops feeling well. In July this year I sent an email to permanent secretary of Community Development and nothing has been done to arrest the situation. What I have written here is a tip of the iceberg. MONEY SCHEME DIRECTORS ARRESTED By OLIVER SAMBOKO SEVEN people have been arrested by the Drug Enforcement Commission (DEC) in Mazabuka for money laundering related offences involving K69.4 million though illegal money schemes. DEC public relations officer Theresa Katongo revealed to the Sunday Nation that among those arrested for money laundering activities were four directors of ONO Initiative Limited and three COMSAVE Credit Union directors. She identified the suspects as Isaac Mvula 40, Ackim Mugala 39, Khuna Ncheema, 65 and Chuunya Chilala, female aged 34 who are directors of ONO Initiative. Ms Katongo also named the three others as Muleka Given, 29, Onester Sondashi 33 and Collins Chilufya, male aged 42 who are joint Directors of COMSAVE Credit Union. She stated that the four, on dates unknown but between December 1, 2018 and July 21, 2020 provided financial services without a license and received deposits amounting to over K22.6 million from the general public.

But otherwise we appreciate whatever has been done. “Our members working in the mines will now have money which will improve their livelihoods. We know that they do get little money and this consideration by government is very commendable,” he said. Meanwhile Mineworkers Union of Zambia (MUZ) said the K700 given to the employees was a relief for their survival especially during this Covid-19 era. Union president, Joseph Chewe, said, “Most of the workers are in less than K4000, thresh hold and that this will therefore be a relief to them. He said in a separate interview yesterday, this consid-

“It is alleged that on dates unknown but between 1st December, 1, 2018 and July 21, 2020, directors of Ono Initiative limited jointly and whilst acting together with other persons unknown did conduct and provide financial services without a license by receiving deposits from the general public and issuing loans,” she said. Further, she explained, they also engaged in a money circulation scheme where they advertised to the general public for people to save with Ono Initiative Limited for a predetermined return under the guise that people were joining a village banking group when in fact not. Ms Katongo said through this misrepresentation, the four obtained K22, 576,772.00 from members of the general public and further engaged in money laundering activities by using proceeds of crime to buy 33 motor vehicles and 27 houses. She said similarly the three directors of COMSAVE Credit Union identified as Muleka Given, Onester Sondashi and Collins Chilufya, conducted and provided financial services without a license by receiving
deposits from the general public and issuing loans. She said they also advertised to the public for people to save with COMSAVE Credit Union for a predetermined return under the guise that people were joining a village banking group when in fact not adding that through this misrepresentation, they obtained K46, 823, 545.04 from members of the general public. Mr Katongo further disclosed COMSAVE directors engaged in money laundering activities by using proceeds of crime to acquire property namely, two Mercedes Benz, D2 Buses, one Toyota Runx, two COMSAVE Schools in Mazabuka and Monze. She said all the seven who are currently on police bond have been charged for money laundering, conducting and providing financial services without a license, conducting a money circulation scheme, obtaining money by false pretenses and being in possession of property reasonably suspected to be proceeds of crime. She said the suspects would appear in court soon.

US, Zambia sign MoU to enhance wildlife management UNITED States Charge d’ Affaires David Young has signed a memorandum of understanding with the Zambian government worth K9 million. The MOU is for strengthening wildlife management in Zambia. Mr. Young says the US government is committed to strengthening wildlife diversity, sustainable natural resources management and rural economic development in Zambia. He told ZNBC NEWS in Lusaka that the MOU outlines proactive steps that both countries will take to protect wildlife and strengthen wildlife management. Mr. Young further noted that building on the success of the MOU, that more than K800 million is planned over the next five years for new awards in biodiversity and forest conversation, including partnerships with private sector that will bring additional investment in tourism and alternatives to charcoal. He said through the US Agency for International Development (USAID), the US Government has played a vital role in helping Zambia improve wildlife conservation and management. Mr Young noted that Zambia’s tourism sector is critical in enhancing economic development and job creation. -ZNBC And UPND president Hakainde Hichilema who is a sharp critic of the Head of State put politics aside and congratulated Tasila and her husband. “Mutinta and I wish to extend our profound congratulations to the newest couple in town, Mr and Mrs Patrick, and Tasila Lungu Mwansa respectively, who today were joined in the holy matrimony of marriage. THERE is need for the Electoral Commission of Zambia (ECZ) to stop bulldozing its way on online voter pre-registration without consensus, the Zambia Centre for Interparty Dialogue (ZCID) has said. Centre executive director, Doreen Njovu said ZCID was deeply concerned about the inadequate awareness on the online pre-voter registration process, which was recently launched at the Mulungushi International Conference Centre by ECZ. In a statement, Ms Njovu said it was unfortunate that the commission had decided
to move on while leaving behind the citizenry with little or no information on how to participate in an important exercise. "There is need to get everyone's buy-in through consultation with key stakeholders in an already negatively charged environment,” she said. She said concerns by the general public should have been addressed before the commission proceeded with the exercise through adequate consensus. “The commission has placed too much emphasis on the Online Voter Pre-registration without effectively balancing and informing the people on the physical voter
registration process which shall be taking place in various registration centres across the country, once the mobile voter registration period commences on 28th October, 2020," Ms Njovu said. She said stakeholders including electorates were lacking basic information on the exercise, more especially those in the rural areas where they have no access to the internet. Ms Njovu further called on all political parties and stakeholders to deepen the culture of dialogue as the country heads towards the 2021 General Elections in order to promote peace and unity in the nation.

WITH the coronavirus pandemic ravaging the world economies, Zambia’s has also not been spared. The local currency has depreciated by more than 40 percent since December 2019 when it was around K14.50 to a dollar and currently at K19.8. This coupled with high inflation, has led to a sudden increase in the cost of living more so in the last six months. To some extent, the containment measures implemented by neighbouring countries made it difficult for Zambia to maintain economic stability as commodities could not be easily brought and this obviously pushed costs upwards. In some cases, even the availability of essential medicines such as for diabetes, has been affected as they could not be brought in easily. The theme for the 2029 budget is; “Stimulate Economic Recovery and Build Resilience to Safeguard Livelihoods and Protect the Vulnerable” as this reflects the government’s desire to build systems that will sustain an economic recovery. Finance Minister Bwalya Ng’andu said yesterday when presenting the national budget, “the 2021 Budget, therefore, aims at stimulating economic recovery through practical and tangible support to businesses. The Budget also enhances our social protection response programmes to prevent the worsening of poverty levels despite constrained fiscal conditions.” The 2021 budget is therefore a reflection of Government’s spirited fight against the Covid-19 pandemic and its desire to contain not the spread but to successfully manage the infections and save lives. The number of recoveries from the Covid-19 for Zambia stands at 90 percent, which is a positive reflection on the efforts made by Government to mitigate the pandemic. There is no denying that the Covid-19 pandemic has wrought havoc on the national economy. This is despite Government refusing to implement a full scale lock down. The economic sectors that were shut down for close to six months included bars, casinos, night clubs and schools. The impact was not only felt but visible as workers in these sectors were either laid off or put on half pay. The general impact of all these Covid measures was reduced cash flow which in turn led to price hikes for food items and other services. Mindful of these negative effects, Government has come up with a budget to revive the country’s fortunes by reigniting the various sectors of the economy. Dr Ng’andu explained that the Covid-19 pandemic has not only been a health crisis but has also adversely impacted the economy. Global business activity has contracted as supply and value chain disruptions dampened demand for goods in general and commodities in particular. “The consequence has been loss of jobs and livelihoods for millions of people as countries implemented containment and mitigating measures. “Domestically, economic activity has also contracted, impacting negatively on the cost of living and employment levels. In addition, revenue collections have been lower than projected, resulting in expenditure realignments,” Dr Ng’andu said. Economics Association of Zambia (EAZ) Deputy National Secretary, Rita Mkandawire says the budget is an ambitious and consciously made plan as it reflects Government’s response towards the fight against Covid-19 pandemic, while stimulating economic activities. It is an attempt to revive the economy by ensuring that the Small and Medium Enterprises (SMEs) are given an impetus to activate businesses. Government’s decision to clear arrears to suppliers will in this case provide improved cash flow for these small and medium businesses. Ms Mkandawire commended Government for its efforts to dismantle domestic arrears as this would stimulate economic activities through SMEs. “You cannot grow the economy and ignore the SMEs, and these are people that are ignored by the banking sector. It is a good move and I commend Government for that,” she said. She is however concerned that government intention to finance the budget through borrowing may increase the debt burden. Government’s intention to increase spending income can be seen through the expanding of the exempt threshold for Pay-As-YouEarn (PAYE) to K4, 000 from K3, 300 per month. In the national budget presentation for 2021 to Parliament yesterday, Dr Ng’andu explained the measure would result in K455.6 million additional income in the pockets of Zambian workers. Given the tax reliefs offered to stimulate economic growth, we can only hope that Government commits to implement this ambitious plan without fear. JOHN KOMBE THE Esther Lungu Foundation Trust yesterday donated mealie meal and cooking oil to school children and the aged in Kanakantapa ward in Chongwe. Foundation cordinator Mildred Chumbwe who represented the first lady stressed that the donation was aimed at supplementing nutrition for the families amid Covid-19. The foundation handed over 500 x 12.5kg bags of mealie meal and 500 x 750mls bottles of cooking oil. The donation was valued at a total amount of K50,000.00. Ms. Chumbwe revealed that the donation was made in response to a request made to the first lady by Chongwe distrct commissioner, Robster Mwanza. She thanked the District Commissioner for identifying the needy and lobbying on behalf of the vulnerable. She disclosed that the foundation’s main objectives were to support girl child education, promote maternal and neonatal child health, engance water and sanitation facilities and support the disabled. She said that the patron, Ms. Lungu was delighted to make the donation to the vulnerable. And Mr Mwanza thanked the firstlady for the positive response. He said that the donation would go a long way in enhancing the nutrition of the aged amd school children. He said that the donation would cater for children in three community schools in the ward. He said that the aged in the area were all included because they were hit hard during the Covid- 19 outbreak. Meanwhile Kanakantapa ward councillor thanked the first lady for coming to the help of the aged in the community. She observed that the aged who were on the social cash transfer programme had not yet received their monthly payments and as such the donation was timely. She disclosed that the beneficiaries were identified from among the neediest of the community. And a representative of the beneficiaries, Elina Phiri, aged 72 thanked the first lady for the donation. She said that the donation was timely as most of the members of the community who were mostly caretakers in farms had gone for months without salaries. According to her, the donation would go a long way in alleviating the suffering

Mr Roodt however expressed concern about the bonded warehouses that allow foreign products to be delivered via Kasumbalesa into the Democratic Republic of the Congo (DRC) without duties.
Chief Sikoongo sues subjects By GRACE CHAILE-LESOETSA SENIOR Chief Sikoongo of the Tonga speaking people has sued his former deputy chief and a representative for allegedly selling land to foreigners while he was unwell. In this matter filed in the Lusaka High Court, Senior Chief Sikoongo (Isaac Muzokela) cited Peter Choonga (former deputy chief) and Jethro Mandeva (former representative) as defendants. Chief Sikoongo whose chiefdom covers Chirundu and Siavonga districts said that he was unwell for some time after being diagnosed with cancer and was in and out of hospital. He stated that the traditional group called Bana Mainga chose Mr Choonga as his deputy chief to represent him in carrying out duties in the chiefdom. The chief said Mr Choonga was given conditions of how to operate as a deputy chief and on certain issues he (Senior Chief Sikoongo) was to be the final authority and signatory on land transactions. But Mr Choonga and Mr Mandeva allegedly took advantage of the Chief’s sickness and started selling land to foreigners, contrary to conditions and constituted their own committees to the detriment of the chiefdom. The duo allegedly engaged in transactions of big pieces of land and foreigners were issued land certificates without the chief’s knowledge. He was informed of the defendant’s misdeed from the masses within the chiefdom and Bana Mainga but he could not do anything as he was sick.
Senior Chief Sikoongo stated that the defendants had continued to be masquerading as deputy chief and representative even after knowing very well that they ceased to hold such posts immediately after the dissolution of their committees and suspensions of their duties. He stated that after his recovery, his son Israel, was appointed to assist carrying out the duties of the chiefdom but the defendants protested despite the approval from Bana Mainga. He said since Mr Choonga and Mr Mandeva were dropped from their positions, they had been fuelling confusion and conducting clandestine meetings to discredit his governance. He wants an order to stop the duo from masquerading as deputy chief Sikoonga and a representative of Senior Chief Sikoongo. The traditional leader also wants an order to stop the duo from conducting any clandestine meetings or to issue land ownership certificates. Senior Chief Sikoonga wants an order compelling the former deputy chief to surrender the motor vehicle, Toyota quantum no. AIB 5170, white in colour, village registers, blank land ownership certificates, the stamp and the seal to the chief’s council. He further wants an order that the certificates issued by the defendants without his consent to be declared null and void as well as an order compelling them to account for the illegally allocated land. Other claims include damages, interest and costs.

3 DIRECTORS OF ULTIMATE INSURANCE LOCKED … as Lusaka Magistrate reports the Nchitos to LAZ LUSAKA Magistrate Alice Walusiku has locked up three Directors for absconding criminal court. This is in the case of three Marshlands Directors: Tobia Milambo 48, a chartered insurer of Woodlands, Nachi Musonda aged 33 years and Richard Lubemba aged 31, who are appearing in court charged with fraud and forgery. The Court has also ruled that their defense lawyers led by Mr. Nchima Nchito SC tendered false medical records in the Lusaka Magistrate Court to justify the absence of one of the accused persons, Nachi Musonda. This came to light when the court summoned medical experts from CIDRZ Lab and Levy Mwanawasa Hospital to court to establish and confirm on the authenticity of the medical record. In his submission to court to argue about the absence of Musonda, defence lawyer, Nchima Nchito stated that the medical records submitted in court were authentic as he has been at the bar for 30years and could not tender forged records into court for the sake of an adjournment. However, the experts from both CIDRZ Lab and Levy Mwanawasa Hospital established that the medical records submitted into court were utter forgeries. The trio are involved in a dispute where they fraudulently changed records for an Insurance company, Ultimate Insurance Company bought by Tomorrow Investments Limited Founder and Chief Executive Officer, Chanda Katotobwe and his wife, who bought the firm as an on-going concern. The previous owners Klein Syampongo, Justin Phiri and Maybin Silavwe have consistently submitted into court in the last two years that they sold the entire company to Mr and Mrs Katotobwe who paid in full the total purchase price. The previous owners also stated that they issued receipts in the names of the new owners- the Katotobwes. They have stated that the Ka-
totobwes acquired all the shares of Ultimate Insurance Company Limited. Katotobwe became the lawful owner of the entire issued capital of Ultimate Insurance company after the transaction. In March last year, Katotobwe reported the matter to Lusaka Central Police after discovering that the trio, who he had employed to run his new company had fraudulently changed the ownership and shareholding of his company while he had travelled abroad with his family. But the trio, using the resources of the company, hired former Director of Public Prosecution (DPP), Mutembo Nchito and other lawyers to claim that the changes fraudlently done to the ownership structure and shareholding of the company were true. In both criminal and civil cases the accused persons are represented by NCHITO and NCHITO law firm and they have plundered company resources to pay disgraced Mutembo NCHITO in excess of $50,000( K1m) using bank accounts held at ABSA in Lusaka. Since then, disgrace Mutembo Nchito and his law firm have attempted to use higher courts to stop the criminal prosecution of the 3 fraudsters in the Lusaka Magistrate Court. Meanwhile Magistrate Walusiku has reported disgraced Mutembo Nchito, Nchima Nchito and Chisuwo Hamweela all of NCHITO and NCHITO to the Law Association of Zambia(LAZ) for gross ethical and professional misconduct in the case. She observed that manoeuvres by the defence by seeking without cause, higher court's review was aimed at embarrassing the lower Court and were attempts to stop a legitimate criminal trial of the suspected fraudsters. And on 14th September 2020, Lusaka High Court Judge, Honourable Lombe Phiri dismissed an application to review the decision of the lower court to try the suspected fraudsters.

Eight people have died while seven others sustained serious injuries in a Road Traffic Accident in Petauke in Eastern province. Police spokesperson Esther Katongo said the incident occurred on Friday night, September 25, 2020 at around 21:30 hours near Musambazi Bridge, 25km west of Petauke Boma along Great East Road in Petauke District. Elephant kills a 42year old man Chama A 42-YEAR-OLD man of Kanabeza village in Chama District of Muchinga Province has been killed by an elephant. The incidence was reported at Chama Police Station yesterday, September 25, 2020 at 08:30 hours. Muchinga Province deputy commissioner, Geoffrey Kunda confirmed the incidence to the Zambia News and Information Services (ZANIS) in Chinsali District yesterday. The Deputy Commissioner said Gibson Mtonga aged 77 of the same address reported that his son Manase Mwandila, 42, was attacked and killed by an elephant. “The now deceased met his fate when he went to his garden early in the morning and on his way back the animal charged and killed him,” he said. Mr Kunda stated that the body had deep cuts in the head, right side of the neck, left arm, right thighs and on the right ear. “The body has since been handed over to the relatives for burial whilst the Department of National Parks and Wildlife Authority (DNPWA) officers are searching for the animal,” Mr Kunda said. Meanwhile, Chama District Commissioner Leonard Ngoma has appealed to the Department of National Parks and Wildlife Authority (DNPWA) to come to the aid of the people in the area before the situation gets worse. FOLLOWING the announcement by the Electoral Commission of Zambia (ECZ) that the 2021 general elections will be conducted using a new Voter's Register, a number of stakeholders have objected to the move, arguing that discarding the current Voters' Register was illegal, as the ECZ has no power under the law to do so. I personally have not seen any illegality with the position taken by the Commission to compile a new register. If anything, it is a commendable move. My understanding is that the current register has not been discarded or abandoned, but will be subjected to an update or clean up during the voter registration period. This means that those of us who are appearing in the current register will be required to go and re-affirm our registration and be issued with a new voter’s card with the latest passport size photo. This is important in my view for easy identification on poll day. At the same time, new voters who have attained the voting age will be captured. The updated or cleaned up old register and the newly captured voters will culminate into the compilation of a new voters’ register, which makes sense to me. Where is the illegality here?. It is normal and right to update records from time to time. The current voters' register was compiled more than 10 years ago and therefore, it is outdated. It contains people who have died, people who have relocated in the diaspora and people who have been imprisoned etc. If such people remained on the voters' register, the total number of registered voters country wide will be distorted, in that the figure will be highly inflated. It is like maintaining deceased

The proliferation of fake money makers in Zambia has assumed frightening levels. Frightening because Zambians are losing millions through this well organized syndicate of plain criminals. The face book is awash with people claiming to make millions for their unsuspecting victims. A neighbour of mine lost his K500 after being made to buy candles and eggs for rituals. He told me after he was told to shut the suitcase which was to house millions, he was told to then send K500 to complete the process. That marked the end of his money journey. All somebody needs, is the deceased person's voters card and NRC. My plea to the stakeholders is that give the ECZ space to do their work and deliver the elections on 12th August, 2021. Time is not on our side because the ECZ has to deliver the elections on 12th August, 2021, failure to which we shall be plunged into a constitutional crisis as a nation if we fail to honour the date in the constitution. Murder Conspiracy lands man in court BY MULENGA MUSONDA
A 59-YEARS-OLD farmer has been arraigned to the Choma Magistrates Court on allegations of conspiring to commit murder. Wallace Kandila of Simaubi Village of Chief Mapanza’s Chiefdom is charged with Conspiracy to Commit Murder contrary to Section 219 of Chapter 87 of the Penal Code of the Laws of Zambia. Allegations are that Kandila jointly and whilst acting together with Distro Munachoonga conspired to kill Foster Chilinga. The alleged incident is said to have happened on July 28, 2020 in Choma District. When he appeared for explanation of the charge, Kandila understood the charge read to him by the Court through the Interpreter Ovin Mukobela in Tonga the language that he understood better. Court: Have you understood the charge? Kandila: Yes.
After the charge was read to him, Resident Magistrate Ethel Phiri explained to Kandila that the offence he is charged with is only triable in the High Court, and such he will continue to appear before the Subordinates Court for mentions until a time when instructions from the DPP are issued. The matter was adjourned to October 5 for mention after Public Prosecutor Catherine Sakala made the application for an adjournment as the Court awaits the instructions. Kandila was remanded in lawful custody.

THE Choma Magistrates Court has ordered for the returning of a 33 years old Refugee who left the Refugee settlement without a pass. In this matter Yvette Nduwimana was arraigned to Court to answer to a charge of Being Found Outside a Refugee Settlement contrary to the Immigrations and Deportations Act of the Laws of Zambia. Particulars of the offence are that Nduwimana on September being a refugee was found outside the Refugee settlement without a Pass. When she appeared for plea before Resident Magistrate Ethel Phiri, the accused person willingly admitted the charge and told the Court that she thought the ID was the same as a Pass. Theft contrary to the Laws of Zambia. Allegations are that Muleya stole one Cell Phone valued at K750 the property of Matildah Matatani. The alleged incident is said to have occurred on August 2, 2020 in Choma district. When he appeared for plea before Resident Magis-
trate Ethel Phiri, he strongly denied the allegations levelled against him compelling the Court to record a plea of guilty. Court: Have you understood the charge read to you? Muleya: I have understood. Court: Do you admit or deny? Muleya: I never did it.
Court: I record a plea of not guilty. After entering a plea of not guilty the Court adjourned the matter to October 5 following Public Prosecutor Coillard Sikwalulwa' s application to adjourn in order to prepare the witnesses. Muleya who could not apply for bail was remanded in custody.

A FARMER has pleaded guilty in the Choma Magistrates Court to stealing three Goats valued at K1,500. In this matter Harry Nachangwa, 42, is facing one count of Stock Theft contrary to the Laws of Zambia. It is alleged that Nachangwa stole 3 Goats valued at K1,500 the property of Elias Chiyanika.
Nduwimana: I thought the ID could be used as a Pass beyond the settlement. Court: I record a plea of guilty. After the Facts were read to her by Public Prosecutor Catherine Sakala, the accused person admitted that the statement was a true reflection of what happened. Magistrate Phiri fined Nduwimana K500 and in default to serve 2 months simple imprisonment term. She further ordered that she be taken back to the Refugee Camp in Kaoma immediately she serves the sentence or pays the fine.
The incident is said to have happened on September 6, 2020 in Choma. When the matter came up for plea, Nachangwa understood the charge read to him by the Court through the Interpreter Munika Mwananshiku in Tonga the language he understood better. Court: Have you understood the charge Sir? Nachangwa: Yes. Court: How do you plead?
Nachangwa: I admit. Court: Did you take the Goats ? Nachangwa: Yes. Court: Were you owed anything? Nachangwa: No Court: Were you allowed to take the Goats? Nachangwa: No. Court: Any lawful justification? Nachangwa: No Court: Any claim of right?

After entering a plea of guilty, the matter was adjourned to September 28 for Facts after Senior Public Prosecutor Coillard Sikwalulwa made the application. Nachangwa was remanded in custody by Resident Magistrate Ethel Phiri.
Dad saved from indecent assault by acquittal BY MULENGA MUSONDA
A 53 YEAR-OLD-MAN who was on the verge of spending not less than 15 years in Jail after being accused of indecently assaulting his daughter had a breath of fresh air after the Court found him not guilty. In this matter Sylvester Hamasele stood charged with Indecent Assault on a female contrary to the Laws of Zambia. It was alleged that Hamasele on July 13, 2020 inappropriately touched his daughter in a sexual way without her consent. According to the victims evidence, Hamasele went to her house around 23:00hrs and asked if she could go with him to her cousins place and witness what was happening. She said, along the way
the accused held her hand and stated that he wanted to have sex with her. He slapped, threw her to the ground and got on top of her in an attempt to have sex with her. In the process of the tussle as he was trying to remove her pant , she convinced him that they do it with a Condom in his house. It was at his house where she took advantage of the situation and ran away to her brother’s place. When the matter came up for Judgement in the Choma Fast Track Court for Gender Based Violence, Senior Resident Magistrate Idah Mupemo established that the evidence of the witnesses was not corroborative enough to warrant a conviction. She said there was no evidence to support that he wanted to have sex with
his daughter but there was consistency in his defense starting from the Police all the way to the Court that he slapped her for being found with a man during odd hours. She thus acquitted Hamasele for the charge of indecent assault and reduced it to assault. She sentenced him to 12 months imprisonment with hard labour but suspended the sentence for 24 months.

Y parents had no choice but send me to school. Whether I liked school or not, they ensured I attend school. They used whatever means physical at their disposal which sometimes turned out to be a painful lashing. At school, my class teacher, a mistress, (female teachers) kept a class register. She would mark me as present in class for that day. We also had a general school parade roll call conducted by the school headmaster assisted by the teacher on duty every morning. It was generally a hygiene inspection parade. They inspected and made sure we were all present, clean and in good health. They inspected our nails, hair and sometimes teeth were thoroughly inspected to make sure they were clean. If the headmaster determined you kept long untidy hair or nails, you were punished. If you had committed any class crime like noise making the previous day, at parade was the time your name was called out loud for name shaming and punishment. Corporal punishment was standard school procedure. Though, only the headmaster was allowed to mete out painful strokes of the cane on your buttocks as punishment. For big crimes like fighting or using abusive insulting language to a fellow student, punishment would include a lashing and hard labour in the school garden. In rare cases, students spotted at a Beer Hall drinking Chibuku by a teacher, were expelled. We learned early in life the heavy burden of being civilized, disciplined and the serious responsibility that came with acquiring an education. We grew up respecting elders and authority, knowing we could not use abusive or insulting language to each other. We understood the value of personal hygiene and cleanliness were cardinal to human existence. We learned the value of teamwork, respect for each other and lawful authority. We knew it was a Native Authority civic crime for our parents not to send us to school. We were scared and we would hide from District messengers and Chiefs Messengers (Kapaso) who used to come round townships and villages arresting and slapping heavy fines on par-

ents who failed to send their children to school. Even if School was free, we grew up respecting school property and our teachers. In sub A we sat and wrote on the floor. In Sub B we used slates. Slates broke easily, so they were kept at school and given out during class. In Sub B we were introduced to drawing on paper using crayons. Even crayons and the papers were left at school. They were useless to parents who were mostly illiterate. Our teachers were highly trained. From Sub A, B up to standard 2 we had standard six primary school graduates with a T4 teaching certificate. T2 teachers had form two junior secondary school education and those with form four senior secondary school education obtained T1 teaching certificates, all these taught upper primary classes from Standard four to standard six lower and upper. EDUCATION Free education did not stop there. Those who did not qualify for the limited secondary school places went to free Trades and craft colleges. The girls preferred teaching and enrolled nursing courses. like that…cannot remember everything more than 60 years ago. In standard six, we were able to compress long English paragraphs into fewer words, it was called precis.

We were not allowed to communicate in vernacular, we were punished if found out. We could read old newspapers and correctly translate in vernacular to our parents. We were able to do mental arithmetic and memorized multiplication tables. Some schools like at Bwacha B in Broken Hill (Kabwe) we had elective woodwork class too. We were able to do simple wood furniture repairs. Sports on selected afternoons were compulsory. Bwacha B school were Broken Hill Schools sports champions for two consecutive years 1961 and 1962. The school produced national champions in 100 yards (100meters today) dash and javelin. Music class too, though it was more for mental relaxation than a syllabus requirement. We knew the capital cities of most countries in the world, yes we knew about Dr David Livingstone too, that he was a missionary. That he had malaria and
died. We learned that his intestines, heart and lungs were removed and are buried at Chitambo mission. That his remains were carried together with his journal over 1,000 miles (1,600 km today), a journey that took 63 days by his trusted helpers (slaves) Chuma and Susi to the coastal town of Bagamoyo where they were returned by ship to Britain for burial. We learned about Arab and European slavery history too. We had Boy Scouts and Girl Guides; these were optional school activities that were admired if you belonged to any. They taught us survival skills, self-reliance and imparted leadership attributes. This was a standard education curriculum from Sub A to Standard six for African Education supervised by the Native Education Authority (NEA) on very tight Education budgets. After standard six, we had become civilized, well behaved educated able citizens of the Federation of Rhodesia and Nyasaland. Free education did not stop there. Those who did not qualify for the limited secondary school places went to free Trades and craft colleges. The girls preferred teaching and enrolled nursing courses. We had state registered Nurses too, but these were girls with form two and four certificates from Chipembi and Roma Girls Secondary School who went to Mpilo School of Nursing in Southern Rhodesia. Of course, the police and army took some men with standard four and six certificates for training too. The major private sector that paid well was Rhodesia Railways, it took some to train as Firemen and Shunters after Standard six, some with form two certificates joined as Rear Train Guards basically the Train bosses. Not to forget the Mining companies took on many standard four and six in clerical and basic technical hands-on jobs. At independence, we had 100 University graduates with degrees from a university in Salisbury Southern Rhodesia and Fort Hare in South Africa. I had just finished Standard six and was amongst the first 120 boys selected from all over the country to form one at David Kaunda Secondary Technical School in Lusaka. Our first cultural shock was we found the school was artic-
ulately run by an all-white British expatriate teacher’s establishment. It was a pleasure to be at such a well-run school and so, I am sure, were my parents even more when I graduated as an engineer from UNZA in 1975. In his Budget speech last Friday, the Minister of Finance allocated K13.86 billion to education. This is the money that will affect the future of millions of children in low income communities and in every financially starved village who will still be made to pay school fees in full or in “kind.” This system of education management has been in place for a long time and we have been missing an opportunity to greatly expand the kind of schools that have successfully educated, to a high level, youngsters whom the great bulk of today’s Basic Primary and Secondary Schools in Zambia fail to educate to even minimally adequate levels in this generation. One of the painful realities of education standards in our times is not the money allocated to education, but the failure to produced civilized children attending the same Basic Primary Schools in low-income townships that we all attended in the colonial era but end up producing educational outcomes that are far below the outcomes in other neighbourhoods, especially in more affluent neighbourhoods. Of course, attempts to assign blame are too numerous to name, much less explored. But as someone who has educated all his children in low income schools and assisted many relatives’ children in low income urban townships and villages, for more than 40 years, been researching those particular schools attended by kids that have been successful. I am struck both by their success and by how varied are the ways that success has been achieved. I discovered that the educational methods used to educate children in successful schools ranged from very traditional and strict methods to very different approaches in other most successful Basic Schools run on stringent Budgets by the Catholic Brothers and Mothers…(continued). ARELY two days after he resigned as Mbabane Swallows head coach, former Zambia National Team coach, Honor Janza has been appointed as the new NAPSA Stars Technical Director. NAPSA Stars public relations officer Gwen Chipasula confirmed the development as Janza became the first Technical Director in the
history of the pensioners who are set to compete in the CAF Confederations Cup after finishing the 2019/2020 MTN/FAZ League on fourth position. And NAPSA Stars Board Chairperson, Greg Chola Nsofu, said the club was confident that Janza will add great value to the team especially at the stage that the club had reached as a continental contestant. "I'm happy to announce that we have engaged Janza
to help in steering the club to greater heights as Technical Director in line with our strategic plan. Janza is a man of great experience which I have no doubt will change the club’s fortunes even as we embark on our continental journey," Nsofu said “The new Napsa Technical Director comes with vast experience in coaching and football administration having served as head coach at various clubs in Zambia and at the highest national lev-

THE National Sports Council of Zambia (NSCZ) has backed the proposal by the Zambia Athletic Association to hold its election in December. NSCZ president Patrick Mutimushi says the council has had meetings with the ZA executive and agreed that elections be held in December according to their constitution. Some aggrieved parties within the ZA have argued that elections be held in October as the current executive was voted into office in October 2016. But Mutimushi notes that having looked at the ZA constitution, it was clear that the election must held in the last quarter of the year and that holding them in December was within the constitution. And Mutimushi has
reiterated that members of the ZA should not be afraid of being barred from contesting the election as long as they met the constitutional requirements. “We have had meetings with the ZA president and we looked at their constitution and it says that election should be held in the last quarter of the year. So we asked for their calendar after they suggested that the election will be held in December,” Mutimushi said. “If any Association does not follow the constitution, that’s where we come in because we have got the responsibility to ensure that they follow laid down procedure including how elections are supposed to be done.” For me if indeed there are true grievances and not perceived ones that Associations do not follow laid down procedures then we come but we can’t act on perception. Because anyone can have a perception that they will bar me but they have to go through the laid down procedure,” he said. Some Zambia Athletic members have been at loggerheads with the executive committee expressing fears that some members might be barred from contesting elections.

SANGOMA LOSES BONES, CHARMS TO HOOKER C ALL it an epic clash of the world’s oldest profession and the spiritual world of divination. A youthful sangoma from Inyathi, Matabeleland North province, reportedly lost a bag containing his bones and charms to a prostitute after he refused to pay her for services she had rendered to him. It is reported that drama started after the sangoma only identified as Hlongwane reportedly withheld payment to an unidentified prostitute who, in turn, relieved him of his bag containing his bones and powerful spells and magic charms that he was boasting could cure all kinds of ailments. The sangoma was reportedly robbed of his tools of the trade on Sunday last week. According to a source Hlongwane, who is known at the business centre for looking for a little pleasure each time he had money, hired a prostitute and agreed with her on a US$10 fee for an afternoon quickie. However, the hooker later
shifted goalposts and demanded US$15 claiming she had also offered him oral sex. “All hell broke loose after the sangoma refused to pay the $15 he had been charged. He was initially charged US$10 for a quickie but after sex the prostitute refused to take the money and in-
formed him that the price had gone up because she had also offered him oral sex. “His refusal, however, prompted the prostitute to grab his bag containing his bones and other charms. “The prostitute later called her colleagues who came and mobbed the sangoma
while accusing him of being ungrateful. “Normalcy only returned after the sangoma promised to pay the amount in question,” said the source who preferred anonymity for fear of victimisation. The source further said the sangoma was left embarrassed by the incident.

That’s because one woman has just made a rather grim discovery about her boyfriend that might make you want to throw up. The woman recently found out that her partner hadn’t washed his pillows in 10 years. Yep, you read that correctly, the pillows he lays his head down on for sleep
each night had been left untouched for an entire decade. So gross! After making the disgusting discovery the unnamed woman confronted her boyfriend about it but says he refused to replace the pillows with new ones. So she decided to give the old, stained ones a good clean. She filmed the entire cleaning process for a TikTok video, in which she washes three yellowed and filthy pillows, with astounding results. While her boyfriend was
at work, the woman placed them in the bathtub and threw in a couple of dishwasher tablets. She then added some Borax powder into the water, before pouring in a little bit of bleach and leaving the pillows to soak. After a little while, the TikToker proceeded to use a mop to wring out the dirt from the pillows before tossing them into the washing machine to remove all the cleaning products and remaining grime.
“He felt hopeless, violated and deprived and he threatened to curse the prostitute’s privates,” the source said. Meanwhile, efforts to get a comment from the sangoma drew a blank after he hung up his phone soon after this reporter introduced himself that he was from B-Metro.
Guard forgets firearm in toilet WHAT a relief! A seemingly absent-minded security guard with a local security company who was deployed at a bank landed himself in trouble when he allegedly forgot his service firearm in the toilet where he was relieving himself. It is reported that after answering the call of nature, a forgetful Tonderai Manyange (38), employed by Modern Security Company, left his service weapon in the toilet and nothing clicked in his mind until it was picked up by another security guard who handed it over to the police. Circumstances are that on 16 September 2020, Manyange was on duty and stationed at the National Building Society (NBS) situated along Joshua Mqabuko Nkomo Street, between 8th and 9th Avenues armed with a firearm — a 38 Taurus revolver which was issued to his employer for the purpose of protecting cash and other valuables in transit. It is reported that around at 2.30pm when nature called, Manyange briefly left his workplace going to the toilet at Barclays Building situated next to his work station.
Woman beats hubby for disrupting boyfriend date A WOMAN from Umzingwane District under Chief Sigola’s area and who is also a builder by profession has reversed a common perception that only men beat up women in relationships after she allegedly rained blows on her husband as punishment for stopping her from meeting her boyfriend. This problem of female-onmale domestic violence which is often trivialised in society was heard at the Esigodini Magistrates’ Court where the victim, Hloniphani Msipa, narrated his ordeal before resident magistrate Nomagugu Sibanda. Msipa, who was seeking a restraining order against his wife Tafadzwa Moyo, was brave enough to tell the court that he was living a hellish life at the hands of his violent better half. He stated that in a fit of anger, his wife brutally assaulted him after he stopped her from visiting her boyfriend. As if the beating was not enough, Msipa said a daring Moyo went on to destroy their matrimonial property before she burnt down their bedroom hut. “I declare that my wife Tafadzwa Moyo is destroying our matrimonial property and she recently burnt down our homestead. I need the court to strongly warn her against her conduct. She has since gone back to her parents’ homestead and I have done the same due to the fact that we both no longer have a place to call home,”
complained Msipa. He said he once sought help from the police to no avail. “I engaged the police over the issue about my wife who is not taking any action to account for the damage she caused. Instead of apologising she is now prohibiting me from visiting our homestead because I am willing to do the repairs. I can’t imagine that I am now homeless yet I used to own my own homestead.

AMBIA’s TV series ‘ Mpali’ on Zambezi Magic Channel 162 continues to excite viewers with its authentic approach to telling stories through acting. The Frank Sibuuku’s produced family drama has been the talk on various social media platforms following a successful feature of a wedding involving Mwanida, daughter to main character Monde Mutale aka Mr Nguzu and Frank, son to Nguzu’s friend and business advisor, Sitali. What was exciting about the wedding was the blend of real life situation and acting. For instance, the wedding was planned in
a normal way as it would be in real life. The guests were picked outside the cast, sent invitation cards and became part of the scene. One couldn’t be blamed for assuming the event was part of the Zambia Fashion Week as attendees and the cast all dressed to impress. Held at the Nguzu Plantation, Mwanida and Frank’s union was colourful. The journey to this point was soaked with tears—both of joy, and of heartache, but “Franida” as the couple is called, showed us that love conquers all. It was definitely a ceremony to remember. The guest list was a who’s who of Lusaka, with many trying to guess who sat behind the tinted windows of German engineered cars as the sun glistened off the various Mercedes models and large four-by-fours slowly pulling up to the venue. “ I was only there as my aunt’s plus-one and seeing all those famous people in one place had me gawking for a while. I felt a little out of place and it took all my strength not to pour my heart out to Hot FM’s Keturah when she sat next to me. But as the weather got cooler, so did
the company and conversation,” remarked Abigail Banda, one of the wedding guests as she narrated her experience at the Nguzu farm.“A few drinks had been served and finger foods I couldn’t pronounce had made the rounds by the time the sun was setting. Most of the guests had arrived and the chatter was beginning to get louder than the soft music coming from the speakers. “Where are these people?” I overheard Hot FM’s Honey ask. And just when we were getting anxious, the wedding party came dancing in.” Aby said the mood was as exciting as in real life. “People got up from their seats and rejoiced. The choreography was nothing like I’ve seen—it was a genuine expression of joy for the bride and groom. Bridesmaids got low, groomsmen fwenkulad, all eyes and phone cameras were on the bridal party,” she said, adding that the electricity in the air intensified when the bride and groom came in. “ It was a momentous occasion and they danced only like true friends would. Mwanida’s mother had tears rolling down her cheeks as she ululated and celebrated with her family. The bridal party all made their way to the high table and the MC announced that the celebration was officially in full swing,” she said. The MC for the event was TV personality, Master Chim-
bala. Other famous faces at the event included radio personalities Kaliwa Lubasi aka Black Stallion, PZee and Mako to name only a few. The food was an excellent mix of traditional Zambian dishes and international cuisine. “ I saw some fans trying to take selfies with YouTuber, Joey Mukando, and a small group of football enthusiasts was in a bit of a heated debate with SuperSport’s Makondo Mukando(Mako)” Aby said. Wedding speeches are usually boring, but Mr. Nguzu’s was one that hit home. He had taken off his trademark cowboy hat and almost moved most attendees to tears when he spoke about love and wished both Mwanida and Frank the best in their marriage. When the formalities were done and people had a few drinks, guests took to the dance floor and showed off their moves. Frank and Mwanida joined in the festivities. “Looking at the heartwarming smiles and listening to the laughter from where I sat, I was a little saddened that this wonderful event was coming to an end. And though I didn’t get Kenny Tonga’s number, I was sure glad I came. I would not have missed Mwanida and Frank’s wedding for the world,” concluded Aby. Will Frank and Mwanida’s union last? ing. It is really humbling to put in so much time and work in any worthwhile endeavour and to be recognised by the international community for it. A contribution to mass media has always been a dream of mine as a means to promote and help children, youths and the less privileged people in society,” Joel said. His brother Noel, had this to say, “I dedicate this award to our late mother, Carol Chakufyali, who, from a tender age, taught me the importance of giving alms. The act of charity goes beyond the context of philanthropic works, it ought to be a lifestyle, embracing all from different walks of life. It doesn’t have to take one to be wealthy or have abundant possessions to extend a helping hand, even the smallest action, done out of love goes a long way.” How do you hope to use this recognition? The recognition awards have
inspired us to continue reaching out to the less privileged through means we can manage. This also enforces our plan for our corporation to partner up with some Non-Governmental Organisations (NGOs) in improving more lives because we have discovered that on Earth, there is nothing more beneficial and fulfilling than living for others. What is the message to the youths looking up to you? As the Twins Plus Foundation, we exhort every youth to have a compassionate heart and engage themselves in activities that help elevate the standard of living of the less privileged people in our social setups. There is no exercise better for the heart than reaching down and lifting people up and it is always important to remember that it is not about the recognition but the souls you impact by being a pillar of support, strength and love to mankind.

More frequent droughts and shifting precipitation patterns lower water levels in rivers, lakes and streams, leaving less water to dilute pollutants. VERY year since 2011, World Environmental Health Day, which is targeted towards preventing disease and creating health-supportive environments, has been celebrated on 26 September. This year’s commemoration is being held under the theme: ENVIRONMENTAL HEALTH, A KEY PUBLIC HEALTH INTERVENTION IN DISEASE PANDEMIC PREVENTION.
In view of this, we will share an article we published in July this year, which focuses on the relationship between environmental health and human health. It is often said that health and environment are two sides of the same coin but what does that really mean? “The relationship between the health of the environment and human health is one of interdependence— each affects the other”, says Dr. Jackson Katampi, a Senior Veterinary Officer at the Department of National Parks and Wildlife – DNPW. Ms. Irene Lungu Chipili, the Corporate Affairs Manager at the Zambia Environmental Management Agency – ZEMA puts it this way, “Clean air and water, sanitation and green spaces, among others, are interestingly key determinants for human health”. She adds, “A healthy environment is not only associated with a reduced disease burden but is also linked to lower levels of stress and it is generally agreed that investing in environmental sustainability serves as an insurance policy for health and human wellbeing.” Wildlife is one of the important components of our environment, with an essential role in ecological and biological processes that keep ecosystems in check. Commenting on the ecological importance of wildlife Dr. Katampi says, “For humans to thrive on earth, it is important to maintain balanced and healthy ecosystems and to protect the wildlife found in those ecosystems.” A healthy ecosystem depends on endless interactions amongst animals, plants, and microorganisms. These interactions have a direct effect on human life and health as they support endeavors that many people depend on such as agriculture, forestry and fisheries. Elephants help with seed dispersal, which ensures the survival of various species of wild fruits that humans enjoy, and bees make honey! The benefits of conserving nature go beyond promoting a healthy and food-secure society, it also has great potential for economic gain especially when natural resources like wildlife are harnessed appropriately and sustainably. Zambia’s vast wildlife populations are a big tourism draw and have significant economic value. Conversely, if we do not take proper care of our environment we are likely to suffer consequences we may not be able to mitigate. When we engage in behaviors that
endanger other species and push them to extinction, we alter the ecosystem’s balance thereby affecting our food sources, our habitat, and in the end our own survival. “The degradation of the environment (the air we breathe, food we eat, the water we drink, and ecosystems which sustain us), is estimated to be responsible for at least a quarter of the global total burden of disease”, says Ms. Irene. The recent COVID-19 global pandemic, which has been linked to the illegal wildlife trade, is just one of the many examples of how badly things can go wrong within our societies when we deliberately destroy nature. Unemployed Clinical Officers graduates provide services for free.

OR the love of the profession, a passion to serve and the desire to heal the sick, five fresh Clinic Officer General graduates have offered to work without pay at Chilanga's Kazimva Government Clinic, a busy health facility with a catchment area of over 2000 people.
The five, aged between 25 and 29
years, graduated from Zambia Royal Medical University, Kafue Institute of Health Sciences and City University of Science and Technology in 2019. The Clinical Officers, namely Eustus Chali (from Mazabuka), Mary Mutesi (Lusaka), Anna Banda (Lusaka), Oritia Mubita (Lusaka) and Ntanda Chilomba (Solwezi), told The Daily Nation Newsapaper in an interview, that the failure to secure full-time employment after their graduation also inspired them to volunteer in order to gain work experience. And, despite the many challenges that they face working without pay, the five said they were determined as ever to continue to provide quality health care to the people of Lusaka West, Barlastone, Garden House and part of George Compound. Reporter Mwansa Pintu had a chart with the Clinical Officers and the following is a verbatim report of the interview: Q: What inspired you to study medicine? Our decision to study medicine was inspired to serve the people, especially the sick who are in need of special care. Q: What were your hopes prior to pur-
suing the course? We hoped to get employed soon after graduating from University and earn better lives while serving the nation as Clinical Officers. Q: Why are you still not employed? Our efforts to try and secure full time employment has not yet yielded results because Government, which the biggest employers of health professionals, currently does not have any vacancies. Few Non-governmental organisations and private clinics are employing. Q: What inspired you to volunteer at Kazimva Clinic? We managed to secure vacancies to volunteer at Kazimwa Clinic be-
cause it was the only health facility with vacancies for volunteering in our specialisation. One of our colleagues, Mary, started work earlier, in September 2019 and the rest of us joined her in January 2020.

Q: What are some of the challenges you face in your work as volunteer Clinical Officers? Q: What keeps you going in your work and what are your future aspirations? Indeed, work as volunteer Clinical Officer is challenging but we are

port? Most families members have given us a lot of support and encouragement but of course there has been a few that have mocked us for working without pay. Q: Lastly what is your advice to fellow youths who despite being trained in particular fields of work, have chosen to just sit back and wait on government? Our advise to other youths is that, they ought not simply just sit at home, doing nothing and indulging in unproductive activities but they should instead go out there and gain more experience in their respective fields, even if it means volunteering.

UTHORITATIVE, intelligent, focused, patient and God-fearing, are just a few words that describe 49-year-old innovative businessman, community service worker, politician, father and husband, Elias Daka. Born on 19 September, 1971, Mr Daka popularly known as Eriboma, a third born in the family of seven is not only an energetic and innovative businessman who has made significant contributions in improving the living standard of the people
in Petauke and the surrounding areas, but also a seasoned politician and a Seventh Day Adventist (SDA) church elder at Petauke Main SDA church. He said the burning desire to see people’s livelihoods improved and bring about development in the rural area, particularly his home village, is what motivated him to work hard every day. “My plans are to see my mother land develop, bring Lusaka in my home village, ”Mr Daka said. Mr Daka who completed his Grade 12 at Petauke Boarding school in 1994 is married to
Prosperlina and together they have five children. Prior to becoming a successful businessman and l active politician, Mr Daka, a holder of a Bachelor’s Degree in Human Resource Management from Rusangu University, started small. From an underprivileged background, Mr Daka started selling bananas from his father's garden and, through hard work, managed to establish his own company Eriboma Enterprises Limited which has become a household name in Petauke District and the surrounding areas. He was groomed from childhood by his father to become the ultimate successful entrepreneur and responsible man as evidenced by the fruits of his hard work. Despite growing up in such a humble background, Mr Daka jumped all the barriers to go from nothing to the top. The experience of growing up in such an environment actually taught Mr Daka to see the potential in limited resources, and to maximize the value that he derived from whatever was available to him. It was in the principle of never turning back that he started sell-

After saving from his previous employments, he later in 2004 formed his first company called Genuine Driving School and a photocopying shop, which later came to be known as Eriboma Enterprises limited. He explained that he one of the first people to start operating taxi in Petauke. Mr Daka also diversified to construction, hospitality, education and transportation among other businesses. Asked where he could attribute his successes, Mr Daka responded, “it takes discipline, hard work and believing in God.” Mr Daka who just graduated with a Bachelor’s Degree in Human Resource management from Rusangu University this year urged the people regardless of their age to upgrade themselves in terms of education because it was an equalizer. Apart from being a proprietor of Eriboma Enterprises Limited, Mr Daka is also PF Eastern Province mobilisation committee member responsible for Petauke and Lusangaza Districts.
In 2013 and 2015 despite being leading aspirant at the PF Petauke Central constituency election, Mr Daka pulled out from the race. The soft spoken but tough Mr Daka said he had decided to withdraw from the race in order to unite PF and work together with the current MP, Dora Siliya for the common good of the ruling party in Petauke Central Constituency after being advised by party leadership. “Yes it pained me but I understood that my time would come. I withdrew but still remained loyal to the party because, I believe no individual is bigger than the party,” he said. Mr Daka was however quick to mention that he felt it was the right time for him to offer himself to serve them as MP in 2021. He said he would like to contest as a parliamentarian for Msanzala Constituency in Petauke because, that was his home village which he would like to help in bringing development in the area because he understands the challenges that they facing.. “I hail from Kayoyo Village in Chief Nyamphande, Msanzala constituency. In fact, I am headman Kayoyo. I think I am ready now to represent the people
Msanzala constituency. I want to see my mother land develop, by bringing what we see in Lusaka in my home village,” he said. Mr Daka who said his role models in politic Edgar Lungu and late PF founder, Micheal Sata said once given the mandate to represent the people of Msanzala, he would prioritise road networks, provision of clean and safe water, as well as bringing health and education services closer to the people. He says he will work closely with various stakeholders including traditional leaders in improving the agriculture sector of the area which he believes is viable and has the potential to contribute effectively to national development. He further called upon PF members to intensify mobilization in their respective areas, saying "It was not time to relax as the Government had done its part especially in terms of infrastructure development as everyone could vividly see. Finally, he said, hard, discipline, determination, education and putting God first is key to building a better Zambia. As the people, we also need to work together and start thinking critically not really depending on others to realise our dreams.
