When Development Means Displacement: Locals Vote on The Towns Future

In a recent Freedom of Information (FOI) request submitted to the City of Delta, a concerned community member received the municipality’s response regarding the claimed 200 letters of support regarding a mega development next to the Cliff Drive elementary school. However, to their disappointment, the city blacked out all the names in the letters

These hidden identities raises fundamental questions about the authenticity of the letters and whether a letter mill (or some form thereof) was used to submit multiple letters with similar content; and whether they were written by local residents of Tsawwassen.

Upon further investigation, it was discovered that the documents being provided to the public do not clearly outline the development plan nor is the municipality required to inform the entire town (only a small area around the proposed development). The attached map reflects the reality of the situation.

• Labelled in red, every house that is near the border or along a slope/cliff will not be able to develop

• Houses marked in blue can be sub-divided or sublet

• The area marked in gold are to become the re-branded apartment complexes (8 Ave & 53rd street, Cliff Drive Elementary pending) due to the geological assessments

I strongly urge all readers to take a drive around and observe how the frequency of subdividing is increasing because this impacts all residents in Tsawwassen and Ladner

Densification will spread to any remaining houses in our towns as developers, that have previously densified other areas in the lower mainland, are actively using North Delta as a gateway into Tsawwassen & Ladner Here is what locals should expect:

• Decrease in Safety and Security

Tsawwassen and Ladner are towns, not cities like Richmond and Surrey are With the RCMP’s entrance into Surrey, unwanted crime will begin to outflow from the area, seeking new ground that provides ease of operations The ideal target for crime migration is municipalities with a police force and the outflow has already led to the increase of serious crimes

Within the last year, there was a killing of a minor and, most recently, a shooting at a house on 4A Avenue Why is crime on the rise? Well, this is the dark side of densification. Tighter housing, more people, and no RCMP, brings opportunity to criminals The Delta Police force represents a pillar of solidary, integrity and respect in our community

However, the DPD is designed for towns Without RCMP level tools and resources, the potential of becoming overwhelmed by the inflow is real. In addition to this risk, with each subdivision, we are artificially increasing the town’s population without giving serious thought to basic infrastructure requirements such as schools, doctors, emergency care, hospital capacity, traffic, or the power grids

• Expansion at the expense of the homeowners

Arguably, the municipality has thought of this, as the municipality has recently raised the homeowner tax by 4.9%. Homeowners are now contemporaneously being taxed for the cost to develop this community through subdivision, without their input. Naturally, people are highly concerned and feel the line has been crossed when homeowners are paying not to have a say

It should be stated that Federal and Provincial governments do not collect property taxes, it goes directly to the municipality’s accounts However, one of the Provincial government’s tactics being deployed includes incentivizing sub-division in rural areas, which is attracting developers to Tsawwassen and Ladner

The consequence of citizens not voicing their concerns is enabling the municipality to proceed with the densification plan. Simultaneously, this is setting the stage for current and the future generations, to pay more for owning less space, at a higher tax.

• Disintegration of our grassroots community

As someone who had the honour of growing up here, it was a safe neighborhood to be raised. Compare that to neighboring cities where minors are exposed to swarming’s, gang members showing up at schools, drug addiction, etc.

A town provides the youth a foundation to stand on and the safe environment plays a critical role in the adolescent development stages

Families, community, and safety has led to great people being raised in our towns; Densifying land-locked areas through sub-division does not reinforce any of these elements and the threat of densification emerges when this structure is overhauled by developer greed.

Tsawwassen & Ladner need to prioritize the needs of their town first and the municipality needs to understand that the towns are land locked and dependant on the resources stationed in Ladner It is understood that there is a need for housing and at a lower price, but it seems that the importance of community has been forgotten; and that while the housing is cheaper, homeowners are currently picking up the tab with a higher tax.

What can we do?

Civil action is long overdue and should have happened when they plowed the power lines through Tsawwassen. As a community, we really need to come together and ask ourselves if putting affordability and densification is more

important than reinforcing our community and re-directing the Provincial Government to build more quality towns Tsawwassen, Ladner and the TFN have done their part for the provincial and federal government. Time is now needed to observe how the densification developments are going to unfold.

And, rightfully so, this is the community’s decision. The people do have power, we do not live in a watered-down dictatorship where municipal bodies can manage people out, and we are allowed to take legal action if a municipality does not listen or cooperate Ladner and Tsawwassen can separate from the municipality of Delta through a process known as incorporation proceedings

Perhaps though, some middle ground can be found. There are other options on the table, such as directing the sand being dredged from the Fraser River and surrounding area towards expanding Westham island for town development. The trend for developments to spiral out of control is clear Its time for the towns to do sediment analysis and identify where everyone stands This is a call to action for readers, visit the website newwassentrust.org and let us know your opinion about the developments

Delta Hospital and Community Health Foundation is pleased to announce the arrival of the Radio-Fluroscopic C-Arm Unit (also known as the C-Arm) which was funded by their generous and loyal donors launched at the Century Group Delta Health Classic last September

This portable C-Arm unit is located in the new Peter C. and Elizabeth Toigo Diagnostic Services Building and will be used in Delta Hospital’s busy operating rooms - one of the

highest volume day surgery sites in the Fraser Health region.

The new C-Arm at the Delta Hospital Campus of Care allows surgeons to perform procedures in real time with better outcomes for patients It gets its name from its C-shaped arm, connected to an x-ray source on one end and a detector on the other It will be used for orthopedic surgeries as well as urology procedures which have both seen a steady increase in cases at Delta Hospital this past year.

“We are all very grateful for the support that we have received from Delta Hospital and Community Health Foundation and the community of Delta over the years, ” says Dr Matt Lewington, orthopaedic surgeon, Delta Hospital. “It is so important to have up-to-date, state-of-the-art equipment so that people from the community can stay in the community for treatment. City looking at Beach Grove seawall solutions

The City of Delta is looking at how to better protect the Beach Grove neighbourhood from flooding

Currently gathering feedback and having held an open house at the South Delta Recreation Centre on Feb 8, the city is considering proposed conceptual design solutions for the Beach Grove seawall

The city secured grant funding from Emergency Management BC’s National Disaster Mitigation Program to conduct a condition assessment of the existing seawall and develop a concept design solution for future upgrades

In 2021, the city awarded a contract for an engineering consultant to undertake the assess-

ment.

The work included a detailed geotechnical, seismic and structural assessment and a conceptual design to accommodate climate change implications, as well as address concerns such as vigorous wave action during storms and overspray, according to a previous report to council

Potential solutions would be prepared after consultation with the community.

Having varying heights and construction standards, the seawalls in the Boundary Bay Village area are privately owned

Most of the seawall in Beach Grove is under a right-of-way, constructed under the Fraser River Flood Protection Program, and is Delta’s responsibility

Several sections were constructed as early as

1969 and 1972. Various repairs have also been completed, but the Beach Grove neighbourhood remains prone to multiple flood-related hazards

The city says with recent updates to the provincial guidelines, the existing seawall does not meet the current requirements to provide safe protection against flooding due to the wall height, wave overtopping protection and seismic requirements.

All feedback received will be considered in a final report of the Beach Grove Seawall conceptual design

According to the city, upon adoption of a design solution, Delta will seek further funding from senior government levels to assist with the detailed design and construction of the flood protection upgrades

Committee examines traffic safety concerns

47A Avenue in Ladner could see some safety improvements

The city is eyeing potential traffic safety improvements for several South Delta streets.

The Transportation Technical Committee a few weeks ago discussed traffic and safety issues along 47A Avenue in Ladner, prompted by concerns from local residents and businesses following several accidents

Peak hour turning movement and pedestrian counts at the intersections of 47A Avenue with Delta, Garry Street and 48B streets are to be collected

Possible road safety measures will be identified for consideration and public feedback, the committee was told

Correspondence was also received regarding traffic speed concerns along 53rd Street between Ladner Trunk Road and Linden Drive

The engineering department agreed to install a temporary speed reader board after a local resident suggested the installation of boards similar to those on Central Avenue.

Committee members also discussed correspondence regarding traffic speed concerns along 36th Avenue A resident noted that drivers were positioning their vehicles in the gaps of the speed cushions to avoid the vertical deflection

The engineering

department said updated traffic data would be collected to confirm the effectiveness of the speed reduction devices installed on the avenue.

Committee members also discussed concerns regarding vehicles speeding on 68th Street between River Road and 60th Avenue

Updated traffic data was also to be collected and reviewed to confirm the level of compliance with the posted speed limit

Meanwhile, on another front, the city with the help of a consulting firm this year, will be conducting community engagement to obtain feedback to help develop Delta’s Vision Zero strategy.

Vision Zero is a multinational road traffic safety project that aims to achieve a road system with no fatalities or serious injuries

One of the key differ-

ences between Vision Zero and traditional approaches to road safety is that traffic collisions are considered preventable, viewing safety as a shared responsibility between system designers, policy makers and road users

According to the city, the strategy should focus on addressing safety for vulnerable road users, including pedestrians, cyclists and motorcyclists

The consultant for Delta’s Vision Zero plan is to come up with a strategic document, which is to outline key performance indicators and set interim targets, as well as determine priorities for road safety interventions to guide investments.

The consultant is to also come up with cost estimates for each type of countermeasure identified in a crash analysis report

School District assessing childcare needs

Survey underway to see which elementary schools need programs

The Delta School District is undertaking a parent survey to determine which elementary schools are in need of before and after school childcare programs

Due to the recent addition of childcare to the Ministry of Education, school districts are becoming more connected to childcare school programs, the school district notes, adding it is now gathering more information from parents of students on the needs here in Delta.

The Delta Board of Education last year approved a new childcare policy for the district, which aligns with provincial legislation

Bill 8, the Education Statutes Amendment Act, came into effect in March 2020

It’s an amendment of the School Act related to childcare facilities located on board of education properties, including a prescriptive order from the Ministry of Education regarding the formal establishment of board policies to govern such facilities

The amendment includes a provision that school boards may pro-

vide childcare programs on district properties to students enrolled with the district if both the board is a licensee and that the childcare program is provided only on school days before or after school hours

The board may charge fees to a student to whom the childcare program is provided if the fees are not more than the direct costs incurred

A school board may also permit a licensee to use board property to provide a childcare program

If a board permits a licensee to use board property, the board must ensure that any revenue obtained by the board from that use is not more than the direct and indirect costs incurred

If a childcare program is provided on board property by the board or by a licensee other than the board, a school board must ensure that the program is in accordance with the district policy and does not disrupt or otherwise interfere with educational activities

The school board was told the new policy is a “Deltafide” version of a template used provincewide, developed by legal counsel and shared through the BC School

Trustees Association.

The Delta policy provides the board options on how the district can provide childcare as a licensee as well as clear direction on how it can establish contracts and partnerships with licensed childcare providers

In 2020, Delta council approved a new Delta Childcare Strategy and Action Plan

The strategy includes 24 recommendations which are grouped into three strategic directions including increasing accessibility, increased affordability as well as a focus on quality.

Among those recommendations is working towards a goal of adding 1,051 new childcare spaces over 10 years to reach the Canadian average ratio, as well as having a partnership with the Delta School District to explore options for co-locating childcare programs in elementary schools

The city received a grant through the Community Child Care Planning Program to undertake a childcare needs assessment, which found 80 per cent of survey respondents reported that there is an inadequate supply of childcare services

People of all political stripes joined together to make a powerful statement of opposition

This was just one of the comments by Delta MP Carla Qualtrough when news broke a few weeks back of the decision of the Federal Electoral Boundaries Commission for British Columbia

It was back in June of 2022, when residents, politicians – federal, provincial and local as well as the business community – packed the Coast Tsawwassen Inn to express their frustration that the federal riding for Delta would be carved up and we would see three MPs represent us in Ottawa.

The largest turnout for Commission meetings in the province was here in Delta Our voices were loud and cleardo not mess with Delta!

And thankfully the Commission listened to our loud voices and didn’t mess with Delta

“It’s an important victory for Delta and shows how we can all come together as a community on things that matter to us, ” Qualtrough told us in an interview when the Optimist broke the story earlier this month.

The commission’s recommendations still require final approval in Ottawa, but as far as we are concerned, this is a done deal.

The same, however, can’t be said for other ridings.

One riding that is still near and dear to my heart is West VancouverSunshine Coast-Sea to Sky Country – a riding I covered for more than a decade when I was editor of Coast Reporter

MP Patrick Weiler told the North Shore News, that the changes proposed by the Commission are “cutting the heart out of West Vancouver”

And while I’m disappointed to see what is happening in that riding, all of us can rest easy that Delta’s heart is still intact. And we owe all the residents and politicans who came together thanks for that.

Grim anniversary reminds us the world is a small place

This week one year ago I was making my morning coffee when the news came that Russian President Vladimir Putin had ordered the invasion of Ukraine I was in disbelief

The capital Kyiv may be eight and a half thousand km away, but 12 months later our support and compassion for the Ukraine people continues. Take a walk around our neighbourhoods and you’ll see yellow and blue flags blowing in the wind Mini Ukrainian flags flap against car antennas, bumper stickers and graffiti express our solidarity with the Ukraine

In the past year Canada has granted 540,000 temporary work and study visas to Ukrainian refugees, 158,000 are here now I’ve met some of them who live and work

Most refugees can’t afford the plane fare, and if you don’t have support in Canada the uncertainty over immigrating is overwhelming and intimidating.

In the history books of Ukraine, Feb 24, 2022, will be recorded as the day the lives of every single Ukrainian changed forever; for that was the day that Russia’s leader, Vladimir Putin, ordered the unprovoked full-scale invasion of Ukraine

In the year that followed, hundreds of thousands of military personnel, on both sides of the conflict, have been killed or wounded, millions of women, children and the elderly have been displaced from their homes

The Russian leadership expected Ukrainians to greet the invaders with cheers and flowers and that any skirmishes would

be wrapped up in weeks, if not days Yet, here we are, a year later, and Ukrainians are more united, and more determined, in beating off this menace than they have ever been in their country’s history.

But, the struggle is not just between two far-away countries; it is a struggle between rule of law and rule by force; a struggle between life as we know it in the free world and life in an oppressive dictatorship, not just for Ukraine, but for much of Eastern and Central Europe

The free world has been extremely generous in its support for Ukraine While governments have supplied military train-

ing and sophisticated weapons, their citizens have opened their homes to displaced families and gathered and shipped non-military aid for wounded soldiers and civilians, both financial and non-financial, such as clothing and badly needed medical supplies

We all have a chance to Stand with Ukraine at a rally this Sunday, Feb 26, at 3 p.m. at Jack Poole Plaza in Vancouver I urge all who value freedom and democracy defeating autocracy and tyranny to come out on Sunday and show support for the all-too-real life and death struggle over good and evil

Ladner could see new overpass with tunnel replacement

A second overpass could end up being part of the George Massey Tunnel replacement project, after all That bit of potentially good news was conveyed at Delta council’s Feb 13 meeting during a presentation by the Ministry of Transportation & Infrastructure & Transportation Investment Corporation

Peter Argast said that while an overpass connecting River Road is not within the current scope, the province may be willing to consider the addition once the government has an idea of how much federal funding will be made available

“We are aware that this is an issue is of importance to the City of Delta It’s not in the current project

scope. The ministry’s (of Transportation and Infrastructure) focus right now is securing a federal funding contribution for this absolutely central piece of infrastructure. The ministry is confident that will be received. Once the federal funding contribution has been secured, the ministry is open to reexamining the scope and a potential overpass at River Road,” said Argast

The City of Delta is encouraged to work with the ministry on a potential overpass project, to ensure critical planning is undertaken if there is an opportunity to revamp the overall tunnel replacement program, he added

Coun Dylan Kruger, vice-chair of Metro Vancouver’s George Massey Tunnel Replacement Task Force, said it is encouraging news and the first time

he’s heard the ministry is open to considering adding the second overpass, something the city has been advocating for

“Right now there is only one exit out of Ladner onto Highway 17A One can exit the Massey Tunnel onto River Road, but cannot come back on River Road to connect in with Highway 99, so, it’s a critical element of Delta’s long-term plans

In fact, it’s been part of our area plans since the late 1990s to see this historical River Road East and West reconnection I certainly feel strongly that, given the scope of a project like this, it’s important to make sure that we get it right and we see needed enhancements for our community now, rather than having to add them at a later date at probably significantly greater cost,” said Kruger

The airshow has historically been produced through a cost-sharing partnership between the city and Alpha Aviation. Both parties make significant financial contributions toward the event in

order for it to remain a free and accessible family event, the report notes

This year, Alpha Aviation has requested additional financial support to offset increasing production costs. In subsequent conversations, they have confirmed a 2023 net cash request of up to $100,000, increased from $35,000 in 2022, and consistent with the cash contribution provided by the city in 2019

The report explains that Delta’s sponsorship campaign raised a total of $110,750 for the 2022 airshow, plus approximately $27,000 of in-kind services from private organizations, all of which were provided to Alpha Aviation to offset costs

Alpha Aviation reports that the net out-ofpocket 2022 event costs it incurred totalled $167,000

For 2023, an additional

cash contribution of up to $65,000 and increased shuttle service estimated to cost an extra $20,000 for bigger buses is requested by Alpha.

Delta’s proposed total cash contribution would be 50 per cent of the net out-of-pocket costs of the 2023 airshow, up to a maximum of $100,000.

The City of Delta and Alpha Aviation will also develop a traffic management and parking plan to better manage the onsite and off-site parking facilities and address the anticipated traffic for the event.

Alpha Aviation will manage on-site parking at the airport and proposes to charge a $20to-$25 on-site vehicle parking fee to encourage attendees to find alternative parking and sustainable transportation. That is up from $10 charged in 2022.

Renovated Ladner sports field will re-open this spring

For Delta’s soccer purists, it will be a welcome sight

While the City of Delta has made a significant investment with five synthetic sports fields now in operation for year-round play, it hasn’t ignored some of its traditional natural grass venues either

Immediately across Highway 17A from an impressive new covered Ladner Sports Court, is a field that will be re-opening this spring following extensive renovations.

Association Park, located on 60B Street, has long been used by adult league teams for spring season play. It also has been utilized in early September, but typically is closed for the rest of the fall and winter campaign once the rainy season arrives. That’s about to change as a year-long upgrading

project begins to wind down.

“This was one of our major field overhauls (drainage and irrigation systems) for 2022,” explained City of Delta Parks, Rec and Culture director Trent Reid.

“There is still a bit of work to do with respect to fencing installations behind the road and along the road frontage, it will be open in April of this year for the spring soccer programs ”

Reid said the field can also be added into the fall and winter season mix for the South Delta United youth soccer club. Typically, Upper Holly is the only grass field available at that time of year in Ladner

“With the upgrades, we see no reason why it shouldn’t be available year round, outside of those periodic closures due to maintenance/ wear and weather that all natural fields are subjected to,” he said.

The project is part of Delta Parks, Recreation and Culture’s detailed Strategic Work Plan.

“Delta continually works with community sport organizations to identify small field projects required to ensure playable natural grass fields for a variety of sports

“Annual projects typically involve minor drainage system repairs or replacements, replacement of turf in areas impacted by localized flooding, regrading requirements or invasive species As with other infrastructure, natural grass fields require either full or partial renovations on a periodic basis. Partial renovations involve components of subsurface/civil engineering work, drainage, irrigation or turf replacement, while a full renovation involves all of these components,” said a recent Delta staff report to council

Within local history, Delta has known little of its Black community members.

Most prominent is John Deas, a cannery owner who was an early participant in the salmon canning industry during its infancy on the Fraser River He was here for a relatively short time before competition drove him to sell his business and return to the United States with his family. This is where most people’s knowledge of Delta’s black history ends because little else had been documented However, there have been other black members of the community who lived intriguing lives here

Recently, we have come to document the presence of three Black servicemen who served at the Vancouver Wireless Station at today’s Boundary Bay Airport

– Claude Tyson, Vince Cadogan, and Harold Grosse. They were among the other servicemen of the Signal Corps that participated in the secret intelligence gathering operation at the base that monitored communications from the Soviet Union during the height of the Cold War.

Claude Tyson married one of the teachers at the base, Donna, and raised their family there There’s was an interracial marriage, something quite uncommon for the time, making them early local trailblazers for the growing acceptance

of the practice that can sometimes be taken for granted today. Claude is the only one of the three men who we have a photo of in our collection

Vince Cadogan was an immigrant from the West Indies and sent his children to Sacred Heart School It’s unclear why he chose Sacred Heart instead of the school on base. It may have been for religious reasons or simply for what is still a widely held belief held around the world that private school is preferable to public school education Vince moved on from the community and passed away in 2012 in Montreal His obituary can be read online complete with photos of the man himself

Lastly was Harold Grosse He had come from Truro, Nova Scotia,

an area which has been home to a significant historic Black community since the 1850s Unlike Claude and Vince, Harold’s story did not end well Harold was killed in a car accident in Delta while serving here He was only 33 years old He is now buried at the Boundary Bay Cemetery in Tsawwassen

Other work has been done by staff to uncover pieces of Delta’s Black history

The Canadian Home Builder Association (CHBA) is calling on the federal government and Canada Mortgage and Housing Corp (CMHC) to change regulations within the foreign buyer ban they say work against building more housing supply

The Prohibition on the Purchase of Residential Property by Non-Canadians Act, also known as the foreign buyer ban, was first announced last April

that has been zoned as mixed-use land can no longer be purchased for development by any company that is partially foreign owned, according to CHBA.

“Let’s suppose you want to buy some mixed-use land, to put up a shopping mall, a plaza or a theatre You actually can’t right now if any portion of your business has some foreign ownership” Lee said

“Obviously in the large development industry, there are a lot of companies that have larger percentages foreign ownership. It takes a lot of capital and equity to buy large tracts of land that are valuable to then turn into our built environment in Canada,” he added

Despite the presence of foreign ownership within some development companies, Lee said that they still contribute to building housing stock within Canada

and took effect on Jan. 1 of this year It prohibits non-Canadians and non-permanent residents from directly or indirectly purchasing property for two years

Part of the issue, according to CHBA CEO Kevin Lee, is that the regulations also prohibit Canadian companies with more than three per cent foreign ownership from buying vacant land for residential development, and from purchasing properties with fewer than four units on them.

“That has created a massive issue for our industry in home building and land developments because we have lots of companies in this country that have a small or, even in some cases, a larger amount of foreign ownership,” he said

When it comes to legislation like this, “the devil is in the details,” said Lee In cases like the foreign buyer ban, the federal government will typically release the regulations 30 days or more ahead of time to allow for review and feedback, he said

This time, the regulations were released on Dec. 21, 2022, just under two weeks before the ban took place.

“We’ve tried to say, ‘Hey, this is a big problem’ It’s not just a question of before it comes into law, it has become law,” Lee said

When it comes to solutions, Lee said that an easy fix is to provide exemptions for companies that may have partial foreign ownership, but contribute actively to building more housing stock within

Canadian communities CHBA has not heard directly from the federal government or CMHC as to what the course of action will be regarding the regulation of vacant land The hope, Lee said, is that the impact of the regulations are an “unintended consequence ” that will be addressed.

“It’s our sense that they’re going to try and work on something to rectify the situation, but they’re not able to tell us that for sure, ” he said

In a prepared statement, a spokesperson from the Office of the Minister of Housing and Diversity and Inclusion said that the federal government is closely monitoring the implementation and impact of the ban across Canada

“We will continue to engage with stakeholders as we consider potential additional steps to ensure this measure does not have unintended impacts on communities,” the statement said

High borrowing costs takes its toll on B.C. home sales

There were half as many B.C home sales last month as there were in January 2022, according to new data released Feb. 14 by the British Columbia Real Estate Association (BCREA).

It has been a slow start to the year for the market, with 3,047 residential sales recorded on the Multiple Listing Service throughout the province, down 50.3 per cent year over year.

The total active listings throughout B.C. were also “well below normal,” according to the BCREA, but up 67.1 per cent year over year to just under 22,000 listings in January 2023, compared13,072 active listings in January 2022.

In Greater Vancouver, active residential listings rose 31.3 per cent over the same period, to 7,862 units from 5,987.

“I think that’ll happen for most of this year, we’re going to be at levels of active listings that are higher than they were last year, ” Brendon

Ogmundson, BCREA chief economist, told Glacier Media

“When we compare it to historical average levels, we’re still pretty low in Vancouver at what we had in January, just under 8000 active listings. Normal is a level closer to 15,000. So, we’re still not at a healthy level of active listings”

The slowdown in activity can be attributed to high borrowing costs that continue to put downward pressure on sales, according to Ogmundson.

Average residential prices in B.C fell 16.1 per cent from an average price of over $1 million in January 2022, to $872,934, according to the BCREA Greater Vancouver prices declined 8.4 per cent to an average of $1,167,134.

“While average prices have flattened out in many markets over the past few months, year-over-year measures reflect the decline that occurred from the peak in 2022, as well as a marked shift in the composition of sales away from more expensive homes,” Ogmundson said in a media release

More B.C. seniors are using reverse mortgages

B C is one of the leading provinces in Canada for reverse mortgages, as more British Columbians aged 55+ look to unlock equity from their home, according to HomeEquity Bank.

“Now more than ever, Canadians are viewing their home a central piece of their retirement plan, both to stay in the home they love and also to meet their financial needs Reverse mortgages allow Canadians to access equity in their home while still owning it, so they can age in place alongside their neighbours in a community they’ve come to love,” said Vivianne Gauci, senior vicepresident of customer experience and chief marketing officer at HomeEquity Bank.

According to HomeEquity Bank, there was a 30 per cent increase in reverse mortgages compared to 2021 B C and Ontario are the leading markets for Canada, with Gauci saying that 2022 had more new customers than ever before. The bank’s portfolio for reverse mortgages reached $6 28 billion in 2022.

A study between Ipsos and HomeEquity Bank showed that 95 per

cent of adults, aged 45 and over, say that aging in place would allow them to maintain their independence, comfort and dignity.

Reverse mortgages are an instrument that allows the mortgage holder to surrender equity from their home in exchange for regular payments. Over time, the mortgage balance will increase as the mortgage is or isn’t paid down, according to Eitan Pinsky, owner of Pinsky Mortgages

The one downside to a reverse mortgage, said Pinsky, are the high interest rates Almost all of the disadvantages to a reverse mortgage stem from this, he said The high interest rates can be attributed to the benefit of not having to make payments

Seniors who are paying off debts, experiencing financial pressures or want to improve cash flow can take advantage of a reverse mortgage, said Pinsky

As more baby boomers retire, the increase in reverse mortgages can be associated with demographics, said Pinsky.

“People might have seen that they’ve taken on too much debt, and they can’t qualify for the amount of debt they already have for consumer proposals or consolidation loans And the reverse mortgage is a great opportunity for them not to have payments,” he said

B C is a notable market due to its high home values across multiple regions and high percentage of residents above the age of 55, according to Gauci

In order to qualify for a reverse mortgage, a home must have a value of at least $250,000, be fully insured, in good repair and owned by someone 55+, said Gauci

“People are living longer, they may not have saved enough, and now inflation has made the cost of everything more expensive,” she said “Many of our customers recognize the flexibility our products provide so they can choose to take money in a lump-sum or over time, the latter being an option more customers are taking up recently as inflation has increased their monthly expenses ”

Ladner Village site eyed for eventual redevelopment

Delta council has approved an application for another temporary use for a pair of businesses at the corner of Chisholm and Delta streets in Ladner Village.

The property owner applied for a permit to allow the retail sale of furniture, home accessories, antiques, paintings and books in order for the two current retail stores at 4926 Delta Street to continue operating until July 12, 2024

The building currently accommodates three commercial units comprising an auto glass business in addition to two family-owned commer-

cial retail stores, Heritage House Interiors and Dragonfly Gallery, which sell home decorations, furniture and an assortment of antiques

A temporary use permit was previously approved by council in 2010 to allow both to operate in the location initially for two years

In 2012, council approved renewal of the temporary use permit for three years

In 2015, a new temporary use permit was approved for three years and it was renewed by council in 2018 to allow for the continued commercial use for an additional three years. The permits can only be granted for three years

The property’s Service Commercial 2 (CS2) zoning permits a range of uses such as automotive services, restaurants and eating establishments, boat building and repair, offices, sale of agricultural, fishing and marine supplies and motor vehicles

Retail sale of furniture, home accessories, antiques, paintings and books are not permitted in that zone, so a temporary use permit is required to continue to operate.

The planning department notes that it is anticipated that sites such as the one at Delta and Chisholm streets will be candidates for future redevelopment and revitalization of the Ladner Village waterfront.

“Despite the current zoning of the property, the retail businesses have been a good fit in this location The uses are consistent with the pedestrian-oriented retail uses envisioned for the area in

the OCP policies relating to Ladner Village,” the staff report notes. “The owner acknowledges the potential for redevelopment of the site and believes that this should occur together with the adjacent properties in the future However, as a small retail business owner and the owner of just one of several properties on the block, they do not believe they are in a position or well suited to redevelop the property on its own or have the ability to put forward a larger

redevelopment proposal at this time”

Although temporary use permits and renewals have been approved for the site since 2010, they are not intended to be a long-term replacement for zoning, the report notes

However, given the need for additional time for the area to transition, a new permit and the proposed term are appropriate, the report adds.

“A temporary use permit would allow the current retail use of this

property to continue and to activate this portion of Chisholm Street while also offering a further opportunity for the property owner to work with the city to proactively plan for future redevelopment,” the report explains

In December 2021, council adopted amendments to the Ladner Area Plan of the Official Community Plan for Ladner Village, resulting in increased height and density allowances for the site and others

Sobeys eyeing new fulfillment centre in Tilbury

A major new industrial development in Delta has moved a step closer to reality.

At a recent meeting, council gave preliminary rezoning approval for an application by Beedie (South Perimeter) Holdings Ltd to build a 254,028-square-foot customer fulfillment centre in the 7500 and 7600-block of 80th Street Three lots would be consolidated into one for the project

The site is 9.2 hectares (23 acres), situated between 80th Street to the west, Highway 17 to the east and the 80th Street (Tilbury) Connector to the south

To serve as a fulfillment centre for Sobeys, the project would bring 1,500 jobs into the community

The proposal includes an application for a development variance permit, but several conditions must be met. Those conditions include, among other things, an update to a previous traffic impact assessment to address transportation concerns.

A staff report notes there are two driveway accesses proposed on 80th Street and one driveway access proposed at the 80th Street/Tilbury

Connector roundabout

The owner would be required to obtain an access permit from the province for the proposed driveway access at 80th Street/Tilbury Connector, as well as address traffic concerns to the satisfaction of both the City of Delta and the Ministry of Transportation and Infrastructure.

The report also notes municipal staff

The City of Delta has issued a request for proposals (RFP) for a consultant to assist in a pair of related initiatives, both aimed at streamlining development applications.

The first is a streamlining review for land development applications and to identify, evaluate and make recommendations on potential opportunities to speed things up

The second RFP is to prepare a new development application procedures bylaw to replace the current bylaw

According to the city’s request for bids, the review is to include current practices and comparisons with other municipalities

The city is hoping by this spring to have recommendations “for concrete measures to streamline development application processes and reduce processing times while also considering risk management and protection of the public interest”

The city also wants options to respond to the province’s recent legislative changes, including Bill 26, which became law in February 2022 Those changes were aimed at helping cities

speed up their application processes to get more new housing built faster.

Over the past four years, the City of Delta has undertaken various development application streamlining initiatives, including the Mayor’s Task Force on Building Permits and Development Applications

Delta staff also established a liaison committee with representatives from the Urban Development Institute, the Commercial Real Estate Development Association and the Homebuilders’ Association of Vancouver The committee meets approximately three times per year and provides an additional engagement forum between Delta staff and the broader development community.

The city last year received funding from the Ministry of Municipal Affairs through the Local Government Development Approvals Program to carry out process improvement projects and streamline the local development approvals process

Recently, other changes introduced to streamline things in Delta include the creation of a new Economic Development Project Review Group and eliminating the requirement for public hearings for land applications that meet the Official Community Plan

More changes coming for housing development

Another aspect of Delta’s Housing Action Plan will soon be implemented by the city

A recent update to council notes staff are currently preparing a report to bring forward in early 2023 with Official Community Plan amendments on removing unit per hectare density maximums, including for multi-unit dwellings

Other proposed changes include removing of the Ladner minimum lot width requirements to create additional housing opportunities

The amendments are part of a sweeping series of recommendations in the action plan approved in late 2021

The plan sets out strategies, each with short to long-term actions over the next five years, to address needs identified in Delta’s earlier Housing Needs Assessment.

One of the strategies is to promote priority housing types through a comprehensive incentives package to create purpose-built market rental, non-market rental, supportive housing, acces-

sible units and other priority and affordable housing types

Another strategy includes looking at city and community-owned lands and working with land owners interested in redevelopment to accommodate priority housing

The strategies, among other things, also include introducing tenant relocation and rental stock protection policies, piloting pre-zoning in select areas near town centres, as well as creating opportunities for “gentle density” in order to allow units like duplexes, triplexes, fourplexes, coach homes, detached suites and townhouses in historically singledetached neighbourhoods

Planning staff have identified shortterm actions that can be prioritized.

Council has already agreed to waive development cost charges for non-profit society affordable housing projects, and, more recently, gave the thumbs-up to a bylaw amendment to reduce the amount of parking stalls required for purpose-built rental apartments to further incentivize more units being built

Staff are also looking at the possibility of amending the city’s secondary suite policy to allow suites within duplexes.

Rental-only zoning comes to Delta

Rental-only zoning is coming to the City of Delta.

A recent staff report to council notes that Delta continues to take steps to secure the provision of rental housing

In line with provincial legislation, Delta has started to implement rental-only zoning for new purpose-built rental developments, and staff will continue to explore the use of rental-only zoning when feasible.

Community planning director Marcy Sangret told the Optimist that the city, however, currently does not have any plans to implement rentalonly zoning for properties or areas that are not proposed for redevelopment

Staff will continue to recommend rental-only zoning in cases where new development

projects include committed purpose-built rental components.

Recent examples include a development at 93A Avenue and 120th Street in North Delta, which includes a building containing 50 rental units secured through zoning, the Affordable Housing Societies’ Evergreen Lane rental apartment buildings with 198 affordable rental units secured through zoning, KinVillage’s Phase one project with 152 affordable seniors’ units secured through zoning, as well as the “Clara” apartment proposal at 56th Street and 14B Avenue with 48 market rental units to be secured through zoning

A rental stock protection policy would ensure that redevelopment doesn’t lead to a net loss of rental units by requiring that when purposebuilt rental units are redeveloped, the same or more new rental units would need to be part of that redevelopment

The economic impacts of the past few years are significant, and many people in Delta are finding their mental health struggles increasing while their income and financial stability are decreasing.

Rotarians help provide gift of music to KinVillage

The Rotary Club of Tsawwassen has partnered with one of its own members, Randy Scott of Randy’s Tire & Auto Service, and with the Interact Club they sponsor at South Delta Secondary to bring two electronic keyboards to KinVillage

One keyboard will be available in the Community Centre, which is used by KinVillage residents as well as many different groups in the community and the other keyboard will be placed in the long-term care home.

This week during a donor recognition event at KinVillage, CEO Dan Levitt thanked all three donors and spoke about the importance of music for the well-being of residents

“Music does something to us, ” he said “When you hear a familiar song it brings back memories and emotions from our past and takes us back to a specific moment in time

Entrepreneurs are amping up the volume in their pre-budget call to stem the rising tide of costs and complications of doing business in B C BC Chamber of Commerce (BCCC) executives added their voices to that chorus recently in Victoria during meetings with the provincial government

“We need the provincial government to take meaningful steps to reduce the costs on business so they can continue to operate and keep people employed,” Fiona Famulak said in a press release. “Rising and new taxes, high fees and mandatory benefits are impacting the well-being of businesses across the province.”

The BCCC president and CEO added that the BC NDP government also needs to address the numerous and unnecessary delays in permitting decisions that are adversely affecting the province’s natural resource sectors and hobbling investment opportunities in B C

Included in the chamber’s inventory of costs that the province has added to businesses in the province over the past few years are:

•five paid sick days;

•increases to the minimum wage five years in a row; and

•the recent introduction of a new statutory holiday.

Faced with the current and ongoing challenges caused by high interest rates, inflation and supply chain challenges, the chamber said B.C. business-

es need help According to a recent BCCC survey, 87 per cent of respondents said the “costs of doing business” have gotten worse over the past year; 78 per cent said “costs of labour” have also gotten worse.

Famulak said the BCCC, which represents 100 chambers of commerce and boards of trade and more than 36,000 businesses, wants decisive action now from the provincial government to reduce the cost of doing business in B C that is eroding competitiveness and discouraging investment in B.C.

“We cannot have healthy communities without healthy businesses,” she said “If businesses struggle, their communities will too. It is time to address the barriers that are preventing our economy from reaching its full potential”

The chamber’s comments follow last week’s release of a Surrey Board of Trade (SBOT) report calling on the provincial government for a full review of B C’s taxation system

The SBOT’s BC Tax Review – For A Competitive Economy outlined the burden local businesses face from rising costs, red tape proliferation and rapidly eroding marketplace competitiveness

In releasing the report in the leadup to the scheduled Feb 28 release of B.C.’s 2023 budget, Anita Huberman, SBOT’s president and CEO, said, “ the No. 1 item that I’m hearing from our members at the Surrey Board of Trade is that they are faced with rising costs that are impacting their ability to invest in their businesses, to make money. ”

She added that the tax code is too

confusing and the weight of the provincial sales tax (PST), B.C.’s employer health tax and other levies “ are too onerous. For a small business, it’s very challenging to be an entrepreneur”

The recently released Canadian Federation of Independent Business (CFIB) Municipal Business Report ranking the overall business friendliness of eight major cities in Western Canada also found significant shortfalls in that friendliness factor for local entrepreneurs.

According to the report, 70 per cent of small-business owners in the West think their municipalities do not understand the cost pressures they now face, and data from the federation’s surveys shows that municipal tax reduction is the top priority for the region’s business

All three of the B.C. cities included in the report (Vancouver, Surrey and Kelowna) were awarded a failing grade of zero in adopting a budget commitment to reduce the tax burden for the businesses in their municipalities

The CFIB’s list of cost and regulatory reduction recommendations for municipal policymakers includes:

•halting increases in property taxes, utility fees and permit costs for small businesses;

•offering permanent and intermunicipal business licences;

•making target timelines for licensing and permitting processing available to the public; and

•adopting a construction mitigation policy for public projects

Minor hockey teams raising money for seniors project

A couple of South Delta Minor Association (SDMHA) teams are doing their part to help build a better community for local seniors.

The SDMHA U8 Oilers and the U11 Rep A1 Storm will be playing a special exhibition game on Sunday, Feb 26 at the Ladner Leisure Centre as a fundraising event that will see all proceeds donated to KinVillage’s New Day Program for Older Adults (DPOA)

“Our goal is to thank the people who, through their past contributions, have made it possible for us to live and play in the best community in the Lower Mainland,” explained Rick Albus, one of the event organizers “KinVillage is home to a large group of those people and they are undertaking the task of creating a new community for their residents We hope that our exhibition game will help raise awareness of what they are trying to accomplish”

The game will get underway at 12:45 p m and there

will be a number of additional skill competitions as well

The city’s first responders, including Delta Police, Delta Fire and BC Ambulance services will have representatives at the game to greet spectators. There will

also be a couple of surprise celebrity appearances

Funds will be raised through a 50/50 draw plus a raffle that will include Vancouver Canucks tickets and other great prizes

KinVillage is raising $5 million for its DPOA project, which will benefit those who need it most

“Donations like these will go directly towards purchasing new furniture, fitness equipment, flooring, open chef’s kitchen, music therapy, games and essential clinical equipment,” explained KinVillage’s Kristen Thomas. “The New Day Program is not capital funded, but the North Court building is funded by BC Housing These donations will provide our older adults with the resources and support they need while also helping them to remain independent and active This program also gives caregivers and loved ones the respite and help they so desperately need

With sadness, the family of Dina Kirkwood (née Geense) announces her passing on February 13, 2023, at the Irene Thomas Hospice in Ladner, at the grand age of 97.

Dina (aka Deine) was born in The Netherlands and enjoyed a happy childhood with her family until the beginning of WWII and the subsequent occupation of her home country. In 1951, she emigrated to British Columbia, Canada, to marry her wartime Canadian Soldier sweetheart, Andrew Kirkwood, whom she met at the end of the war and with whom she corresponded until she arrived in Canada. Dina was a city girl when she arrived but quickly adapted to country living on a small Surrey farm. When she wasn’t baking bread and cakes or helping out the neighbours, she had a career in office administration She visited her Dutch family as frequently as possible over the years. Her sense of family was very strong, and the friendships she made were lifelong.

Dina was predeceased by her husband, Andrew Kirkwood; parents Jaap and Janna Geense (Kant); sister Christine Schuster (Geense); and brothers, Rein and Cees Geense. She is survived by her daughter, Janna Kirkwood (Darrell Guard); her younger sisters who reside in The Netherlands, Mies Van Dam (Geense) and Maya Geense; as well as numerous Dutch, German and Canadian nieces and nephews and their children.

Dina will be greatly missed by all her many friends and family.

In lieu of flowers, donations to The Rick Hansen Spinal Research Fund or the charity of your choice would be much appreciated

A Celebration of Life will be held at a later date.

It s with great sadness that we announce the passing of John, age 82 John passed away peacefully this January, 2023, with his wife of 56 years, Jean, at his side Daughter Anne and son-inlaw Jay have great memores of onng John on his bucket ist trip to Kyoto, Japan Son Paul and grandson Benjamin fondy remember hostng John on trips to Ontario that often included a vst to the Canadian Canoe Museum John cherished his roes both as a brother-n-law and as an uncle to hs nece and nephews John attended elementary and high school up to Grade 10 n Bnscarth, MB John did al his grade 11 and 12 prerequste courses necessary for universty admittance while in his grade 11 year at the Russel, MB High Schoo John’s marks were extremely hgh and he was honoured with the top award for secondary students, a Governor General Bronze Medal Award for his academc achievements John went straight from grade 11 to attendng the University of Manitoba where he competed his degree n Engineerng (BSc) John’s extensive career as a Professiona Engneer (Eectrcal) began as a young man in Russel, MB where he and his brother Bil (Linda) assisted ther electrician father Hubert and bookkeeper mother Phylis wth the day-to-day operations of the family eectrcal contracting busness Over a vared career John worked wth an abiity that earnt him respect and many frends John was a recyclng pioneer for the town of Tsawwassen Concerned about the amount of paper waste going to Deta landfil, John decded to do somethng about it at a loca eve as his vounteer contrbution to hs communty In the early 1980s, John set up a paper recycing station beside South Delta Recreation Centre John spent many of hs evenings and weekends sorting the paper stations For relaxaton, John enoyed accompanyng his wife Jean on summer beach outings at Boundary Bay Whle Jean swam wth their beach buddies, John would oke and talk current events, hstory, and great book reads wth any frends and strangers who were sitting withn talking distance Always one for a socal visit John alternated mowing the awn wth chatting up any frend or neighbour who shoud drop by John looked forward to sem-monthly face-to-face and Zoom meetngs with an amazing group of his professional friends, “The Guys” John, a member of Legion Branch 61, Deta, BC, honoured the service of his father by volunteering for the Royal Canadian Legon Poppy Fund We wll mss John a great deal, but we wll always be thankfu for the years we had wth him John wil be remembered as a kind, carng genteman, a dear and respectful husband to Jean, and a warm and supportve father to Anne and Pau In leu of flowers, please donate to the Canadan Cancer Socety or Heart + Stroke Foundaton A prvate memoral wil take pace at a future date

Hanni Mare Pedersen was born on a homestead n Worsley, Alberta Shortly thereafter, her family moved to Naramata, BC where Ria grew up on a picturesque orchard overooking Okanagan Lake After graduating from Pentcton High in 1953, she was off to Vancouver for nurses’ traning in residence at St Pau’s Hospita Ria graduated as an R N in February, 1957 and left for Port Aberni to start her nursing career It was there that she started dating UBC Engineering student Roy Merrtt, whom she marred on March 8, 1958 Ther sons Brad and Craig arrived soon after and in 1962 the Merritt famly moved to New Oreans, where ther daughter Cornne was born For the next few years, Ria’s focus would be on raising the famiy, as Roy’s career woud ead to stops in West Vrgnia, Ohio, Connecticut and California In 1973, the Merrtts moved back to Canada, settlng in Tsawwassen, BC Roy started his own business and Ra resumed nursing Folowing a short stint at Peace Arch Hospita, Ra worked as a home care nurse n Delta; a job that she loved right up unti retirement Outside of work, mom enjoyed famly get togethers, travelling with Roy, her brdge club, her golfing group at Beach Grove and lunches with her nursing friends

Ria emphaszed the positve and would often express gratitude for smple things in her day (the sun, the rain, a flower, a song, a good joke) no snveling alowed! To be in her presence was to be embraced by warmth, ove and laughter Ria was fun and funny and often used her sense of humour to make those around her feel wecome and at ease She never let the facts get in the way of a good story! Ra oved good food and was an excelent cook and deighted in tryng out new recpes wth her famiy and friends Nothng was more important to Mom than her famiy She hosted many memorabe famiy get togethers ncuding Chrstmas Eves, birthdays, Sunday nights any excuse; and food was always at the centre! We are al grateful for the lovng care that she showered upon us

Surrounded by family Irene passed away peacefully on February 15, 2023, at the age of 92.

Irene lived most of her life in Tsawwassen, where she and Gordon raised their family. Irene was an avid tennis player, as well as an active member of Beta Sigma Phi sorority. She enjoyed hosting dinners for family and friends and travelling with Gordon. Irene was a kind and gentle soul and loved by all who knew her.

Irene was predeceased by her husband of 66 years, Gordon. She is survived by her son Robert (Cheryl), daughters Linda (Ron) and Marlene (Ben), and granddaughters Kayla and Mackenzie.

A service will not be held.

It is with sadness that we announce the passing of Holly Horpestad. Holly was born on August 22, 1984, and passed in her Vancouver home on February 9, 2023. Holly was predeceased by her mother, Paula Storms (Horpestad), grandfather (or Grampa as everyone knew him) Mel Horpestad, grandmother Dorothy Horpestad, and her uncle Chris Horpestad. She is survived by her brother Joshua Storms, aunts, uncles and cousins. Holly was raised by her grandparents in Ladner, BC. You may remember her around Ladner with her bright orange fleece coat. Holly enjoyed riding, cattle penning, selling vegetables with her grandpa, swimming and meeting new people Holly loved animals, especially her horse, Lady, and her dog, Pokey. As an adult, Holly loved anything to do with Hello Kitty, colouring her hair in bright colours and getting tattoos. At the time of her death, Holly lived in Vancouver and was under the care of CLBC and BACI. Many thanks to the BACI team, Ross, Mike, Keith and Chris. (Especially for Ross and Mike for taking her to Victoria for her holiday.) Holly’s funeral will be held at a later date. And to the answer to Holly’s question, "Will there be ’dead food’ at the funeral?" yes, Holly, we will have "dead food" at your funeral. (Holly always asked if they were serving "dead food" at a funeral the little sandwiches, squares, etc.) Rest in peace, Holly.

Maretina "Tina" Heilker passed away peacefully on February 10, 2023, in Tsawwassen, B.C., at the age of 91. She was born May 5, 1931, in Rotterdam, The Netherlands. She will be dearly missed by her six children, John, Bill, Maja, Donna, Carmen and Bob; thirteen grandchildren; eight great grandchildren; and many friends and family in Canada, the Netherlands, Spain and the USA. She is predeceased by her husband, Johan "Jan" Frederik Heilker.

Tina was a great storyteller one of her best memories was when Holland was liberated on her 14th birthday. She said, "It was the best party ever." On behalf of the family, we want to thank the staff at the Delta Hospital with a special thanks to Dr. Fletcher.

There will be no funeral service as per her wishes.
