9.3 First position in main clauses
However, if there are two infinitives at the end of the SUBORDINATECLAUSE (generally the infinitive of the main verb, and the infinitive of a modal verb), then the finite verb comes before both infinitives:

As you saw in 1.8, one, and only one, element can come before the finite verb in a main clause. The finite verb is always in second position.
