At transition points, organizations struggle and need to shift, expand, or change leadership styles and/or people in order to move through these stages in comfort Richard I. Male . 2016 had seen SEEM taking a bold and conscious step to move forward from an awareness mode to an action oriented mode. One of the major activities carried out was the Investment grade audit carried out at the sea food industries with the support from ADEME (French Environment and Energy Management Agency). We could initiate a research oriented study conducted among 150 households in Kerala to identify the barriers of Energy Efficiency improvement. Both the projects are progressing. We could successfully conduct an International Seminar at Gujarat, joining hands with NAM S&T centre, at Gujarat. We also could initiate many Student Chapters in Engineering colleges. Looking back, we have many bright spots and many concerns yet to be addressed. During the International Seminar, SEEM could stand tall as model non-profit organization whose model can be emulated across the globe, in our pursuit of making an impact in the field of energy conservation, energy efficiency and sustainable development. As we all get ourselves prepared for the New Year, drafting new resolutions, let us understand that SEEM as non-profit organization is on a transition point and we have many more miles to go and there are many
more innovative strategies to be adopted. There is an urgent need to rededicate ourselves to a loftier vision enthusing our members. There is a need to develop a strategic plan which office bearers, chapters, members and staff commit to. Such a plan should integrate all activities to this commonly agreed and understood mission. We need to establish a sound evaluation process which evaluates critically all activities for their logical soundness, outcomes, impact and progress towards committed vision/mission / objectives, growth in numbers, influence, brand, values created, etc. I wish you all a very Happy New Year and at the same time I urge all members of SEEM to take a New Year resolution to be in constant touch with each other so that we can take this organization to greater heights.

NAM-SEEM International Workshop made a mark

The 4th Triennial International Workshop on “Evolving Energy Models In Emerging Economies – Post COP 21” at Ahmedabad, Gujarat during 12-14 December 2016 organized by SEEM in partnership with the Centre for Science & Technology of the Non-Aligned and Other Developing Countries (NAM S&T Centre) registered a significant leap in the national efforts for sustainable energy solutions besides ending as a memorable event . Participants included 15 scientists and professionals from 12 NAM countries, including Cuba, Egypt, Indonesia, Iran, Malaysia, Nigeria, Sri Lanka, Togo, Turkey, Vietnam, Zambia and Zimbabwe, the USA, and a large number of the Indian representatives from government agencies, NGOs, academia and industry. SEEM representatives from its 15 chapters were also among them. Mr. C. Jayaraman, General Secretary, SEEM delivered the welcome note in the inaugural ceremony. Prof. Dr. Arun P Kulshreshtha, Director General, NAM S&T Centre, gave a brief description of the NAM activities and also emphasized upon the basic issues related to sustainable energy and the challenges due to climate change while introducing the theme of the workshop. Dr. Kulshreshtha appreciated the role played by SEEM in Indian energy sector and urged the foreign participants to set up similar organizations in their countries too. Dr. Sasi. K.. Kottayil, President, SEEM, in the presidential address cautioned against the contradictory views of energy development and sustainability. Guests of Honour, Dr. Rajul. K. Gajjar, Vice Chancellor, Gujarat Technological University (GTU) and Mr. D. P. Joshi IAS, Special Commissioner, Swachh Bharat, Mission (Gramin), Government of Gujarat, also spoke on the occasion.

The key note address was delivered by the Chief Guest, Dr. Jayant Sathaye, the renowned Climate Change Expert and Nobel Laureate. Dr. Sathaye in his presentation shared an authentic account of UNFCCC efforts to combat climate change since its inception. Dr. Sathaye cautioned against the challenges ahead and gave his erudite explanations to the questions raised. That Dr. Sathaye stayed through the workshop interacting with almost all participants was the highlight of 4EM. The workshop involved five technical sessions spread over the three days and a concluding session on the final day in the Conference Hall of the Hotel Platinum Residency, Prahladnagar, Ahmedabad. The papers presented by the delegates were concise and relevant. Every session culminated in active interaction by the audience with the speakers. The major highlight of the event was the adoption of Ahmedabad Declaration on ‘Evolving Energy Models in Emerging Economies – Post COP 21’. The delegates who participated in the workshop deliberated at length in the final session that lasted for more than three hours and unanimously resolved that:

New business models of energy aided by renewable energy technologies and energy efficient practices need to be identified and promoted in all countries, which should ensure continual reduction of carbon foot print of the nations and enhance the energy infrastructure. Such models should have lower dependence on the government subsidies and are sustainable. This may be similar to the Blockchain Technology, an initiative where prosumers (consumers who also produce energy) of distributed generation share their excess/deficit supply/demand in a cooperative model. Weak infrastructure resilience being identified as a major challenge to transition to new energy models, governments may take urgent policy decisions and regulatory measures to ease the transition and handhold the new energy entrepreneurs. Non-governmental organisations in the energy and environment sectors too may play a catalytic role in this mission.
Eco-friendly energy technologies having zero impact on air, land and water resources should be implemented and the experience be widely shared.

Energy audit should be made mandatory in all countries, and there should be suitable mechanisms to ensure implementation of audit recommendations. Green building construction should be promoted by governmental incentives in all countries. Since developing and managing Evolving Energy Models require necessary capacity building and resource allocation, the planners should come up with feasible economic measures to support the same. The developed nations should also adhere to the commitments of finance in the Paris Agreement COP - 21. The informal, traditional, micro, small and medium scale manufacturing sectors should be transformed to become environmentally and financially sustainable by fostering R&D, capacity building and skill upgradation so that they are globally competitive. Since a large section of masses in the emerging economies does not have adequate supply of commercial energy, appropriate planning and implementation of the new energy models of distributive nature should be adopted. Large scale involvement of middle level entrepreneurs should be ensured with the evolving energy models like Energy Service Companies (ESCO) and Renewable Energy Supply Companies (RESCO). People‘s participation, including those of NGOs, should be encouraged at the grassroot level by appropriate government policies. Contd. on the next page‌

Appropriate waste management practices should be followed for solar photovoltaic, other renewable energy systems and energy efficient devices at the end of their useful life. The material recovery from waste and waste-to-energy conversion should be promoted in all countries.

Climate change departments should be set up in the governments of all countries at both the federal/national and state levels, emulating the initiative of the government of Gujarat in India. Appropriate tools and services to monitor climate change and to assess the effectiveness of climate change abatement initiatives should be developed in all countries. Emphasis should be given to continual cooperation among developing countries to share best practices in matters related to energy efficiency and climate change.

Apart from energy efficiency there should be an integrated approach focusing on resource efficiency, cleaner production practices and different forms of energy.

SEEM Annual General Body Meeting held at Ahmedabad The Annual General Body Meeting of Society of Energy Engineers and Managers (SEEM) India was held at Hotel Platinum Residency, Ahmedabad on 12th December 2016. The meeting that commenced at 6 pm was attended by 34 members including national and chapter office bearers from different parts of the country.
Dr. K .Sudhakar, Treasurer, SEEM - Madhya Pradesh, suggested that SEEM could introduce specially designed modular certified courses, and create permanent research facilities. He also suggested that SEEM could broaden its areas to renewable energy and environment. SEEM could also think of bringing out special publications in collaboration with reputed publishers like Elsevier.

Madhusoodanan, EC Member, added that SEEM can introduce specialized certification programs for energy auditors.Mr. C S Azad, Secretary, SEEM - Uttar Pradesh, added that a good E-Library be set up for members. Mr. Jayakumar R, Joint Secretary, SEEM briefed the general body about the upcoming SEEM National Energy Management Awards (SEEM NEMA) 2016. He emphasized the need for state chapter involvement to encourage applicants from the respective states. He also announced the plan to introduce SEEM National Awards for best performing chapters from this year. Dr. Pradeep Gupta, Vice President welcomed the SEEM members to the Annual General Body Meeting 2016.Dr. Sasi .K. Kottayil, in his Presidential Address, stressed on the need for SEEM to change its direction of activities, in view of the changing scenario and needs of the energy sector to enable SEEM to provide more meaningful inputs for energy engineers, managers and the others. Mr. C. Jayaraman, General Secretary, while speaking after circulating the annual report and audited accounts of SEEM apprised the members of the importance of state chapters to be active and involved in the programs and projects of the organization. Mr. Jayaraman also briefed members on the background of the 4EM international program, including the last minute withdrawal of GERMI from hosting the event despite funds being approved by Government of Gujarat. He invited all chapters and members to suggest projects or programs that can be taken up by SEEM in their respective states.

The SEEM National Team answered queries of the members regarding various programs and projects by SEEM. The meeting appreciated the efforts of Mr. G. Krishnakumar, SEEM HQ, Ms. Sonia Jose, Gujarat Chapter leaders Mr. Alpesh Pandya and Mr. Jayesh Darji for organizing the international program in a highly successful manner.

Mr. G. Krishnakumar, during the Vote of Thanks, proposed a commitment to be given by state chapters to secure 10 new members, 2 new student chapters, 20 award nominations and 2 exhibitors for SEEM programs in 2017. The general body agreed to the commitments. The meeting lasted for more than an 90 minutes.
Kerala Tourism Development Corporation Ltd., a State Government Undertaking has received the Kerala State Energy Conservation Award 2016 for its Budget segment for the first time in its history for making an annual energy savings of 0.38 Million Units including electricity, diesel, LPG and other sources along with the productivity increase in occupancy, sales etc. The Award was conferred by Shri. M. M. Mani, the Minister of Power and Shri. Kadakampally Surendran, the Minister of Tourism, to Shri. Shajahan K, Chief Engineer - KTDC and Shri. Aneesh Rajendran, Assistant Executive Engineer (Electrical) with additional charge of Energy Manager – KTDC, in the Award Distribution Ceremony held at the Energy Management Centre, Trivandrum on 14th December, 2016. A cash award of Rupees Fifty Thousand was also conferred to the Corporation for this achievement.

KTDC Receives State Energy Conservation
The Budget segment operates 8 Properties which are located across the state and including one in Chennai. The Award recognises efforts taken in improving specific energy consumption and achieving energy conservation by installing Heat Pump based Central Hot Water System at Periyar House Thekkady, BLDC ceiling fans in large number at Hotel Nandanam, Guruvayur, LED Lighting solutions at Garden House, Periyar House, and Hotel Chaithram.

Dr. P.P. Mittal is the former President of SEEM and a Lead Auditor at IGBC. He has carried out over 700 projects and has won numerous awards- both national and international- for his dedicated work in the field of energy. His most recent achievement is the National Energy Conservation Award for the year 2016 in the Best Energy Auditors Sector. He received this award from the Hon. Prime Minister of India, Narendra Modi on the 14th December 2016 at New Delhi.

New power tariff structure for large domestic consumers

The government of India plans to introduce a new tariff structure to charge more the large domestic power consumers rather than industrial units that currently share the cross subsidy burden. An expert committee has been set up for simplifying tariff patterns by classifying consumers in two to three categories and sub-categories to bring transparency in power billing. The committee is studying the possibility of increasing fixed charges on connected load of domestic consumers to encourage them to surrender unutilized load. The committee that comprises senior officials from various states and the power ministry will also work to reduce the power bill of industrial consumers.
Power consumers are likely to gain to the extent of Rs 69,310 crore from the reduction in electricity tariff enabled by the auction of nine coal blocks to power sector firms so far.
Most states continue with electricity tariff structures created since their formation and are often criticized for political interventions and biases against industrial units that, despite being regular payees, are levied cross-subsidy and other charges. Domestic power consumption, on the other hand, is subsidized, though tariff increases with consumption. The utilization of thermal power plants may fall to 48% by 2022 as the government plans to add 175 GW of renewable energy capacity and 50 GW of new power projects in the pipeline. The auction proceeds from 83 coal mines allocated so far are estimated at over Rs 3.95 lakh crore over the life of the mines, which will be available to the coal bearing states. The actual revenue generated from these coal mines up to October 2016 is Rs 2,779 crore excluding royalty, cess and taxes. The government having agreed to forego entire tax on coal, the cost of coal will reduce by 50 per cent and the corresponding electricity cost by 40 per cent. The government also allowed public and private power producers to swap their coal supplies with a view to reducing the cost of electricity by ensuring more efficient fuel usage. Despite a subsidy-based revival scheme, plant load factors (PLFs) at gas-based power generation facilities are languishing at 20-25 per cent. Even those that received subsidy could operate only at half their target PLFs (50 per cent in the first half of current fiscal).

If the share of gas in India's energy mix has to rise to 10 per cent by 2020, it would mean a doubling of gas consumption to over 100 billion cubic meter from current levels. But given that domestic gas production is limited, demand for imported LNG would surge three-fold to 65 BCM, or over 50 million tonnes. Collaterally, to import this LNG, India's re-gasification capacity will have to increase to 60 million tonnes compared with 25 million tonnes now.
