Paradigm shift to people centric planning for climate smart growth We are witnessing unprecedented global attention to energy space. This is in recognition of the significant role of energy in multiple issues of humanity like climate change, poverty, economic and social well being. Paris agreement has come into force on Fourth of this month and COP22 which would be under way when this piece meets your eyes, will be hogging media space is a clear evidence of this recognition of centrality of energy to many of humanity’s sustainability concerns. Now that few are not convinced of why, the world is seized of what and how of solving the energy puzzle. UNDP was rather unequivocal when it declared “none of the Millennium Development Goals (MDG) can be met without major improvement in quantity and quality of energy services in developing countries”. Still are we in the right direction as far as planning for energy access to energy poor is concerned? Surveys by organizations indicate otherwise. The term holistic is often used in planning but is seldom put to practice. The needs of the energy poor are often not assessed and understood properly. For those who are now deprived of access to modern energy services counting around 3 billion, there are bare minimum individual domestic needs like lighting, cooking and food preservation and community needs of school, hospital food processing. This has to be juxtaposed against their capacity to pay and arrive at a globally acceptable minimum energy service level, so that there is no ambiguity as to what has to be achieved. Now to

provide this, central planners and decision makers even now continue to bank on conventional mega grid megawatt thinking. Unfortunately Megawatts will serve mega factories generating fewer employment and serve to improve quality of energy services to those who are already enjoying access. If the present energy poor are to be served effectively, the possibilities of an all inclusive approach exploiting multiple energy sources, technologies and infrastructure set ups has to be adopted. For this to materialize, the decision makers have to be reasonably knowledgeable in contemporary technologies in renewable and distributed energy generation, infrastructural innovations like mini, micro smart grids, importance of first fuel-energy saving and economic realities of poor. To make the planning thus truly people centric, civil societies can play a meaningful role in gauging needs, affordability of people and disseminating knowledge of technologies across layers of society. This is what SEEM always strived for and continuing to do. Our 4th Triennial International Workshop on Evolving Energy Models in Emerging Economies at Ahmedabad (Gandhinagar) on 12-14th December is also aiming at enriching discussions among experts, decision makers, academia and researchers on climate smart growth . Over to Ahmedabad!

National Award for former President- SEEM Dr. P.P. Mittal, Immediate Past President-SEEM has won the National Awards Outstanding Entrepreneur, adding yet another feather of a different colour in his cap. He won this recognition in the Micro Services sector of MSME National Award 2013 which constituted a Shield, Certificate and a Prize Money of Rupees Three Lakhs. Dr. P.P. Mittal received the award From Sh. Narendra Modi, Hon. Prime Minister of India on the 18th of October, 2016 at Ludhiana.

IGBC Platinum Award for Sh. Shreeganesh V Nair Green architect Sh. Shreeganesh V Nair, M-SEEM has won the IGBC Platinum Award for the residential building he designed. The building, Kottakkal House, is owned by Dr Roy Joseph Louis and is located at Dutch Square, Alapuzha, Kerala. This is the second residential building in Kerala that won the distinction of IGBC Platinum Rating; the residence of Mr. Sreenivasan at Ernakulam was the first. On a scale of 75 points, the Kottakkal House at Alappuzha scored 66, which is 2 points above the score of Mr. Sreenivasan's house.

SEEM Training program on Home Energy Audit SEEM organized a training program on Home Energy Audit on 22nd October 2016, Saturday at Petro House, Kochi, Kerala. Energy auditors, representatives of different energy related companies, and members of SEEM and its student chapters participated. Mr. C. Jayaraman, General Secretary – SEEM, directed the proceedings while Mr. Suresh Babu, Accredited Energy Auditor handled the training session.

The training was part of the SEEM-EMC project on home energy audit that has entered its second phase. The team is now prepared to carry out the audit in thirty sampled houses that are distributed in Panchayats, Municipalities and Corporation of Ernakulam district of Kerala.

SEEM Kerala Chapter, as part of its campaign on energy conservation, is coming up with a number of programs during the Energy Conservation Month from 15th November to 14th December, 2016. Theme of the current campaign is “Energy Conservation in our Daily Life”. The Chapter joined hands with interested energy stake holders of the State to organize joint programs across its length and breadth around this theme. With the diverse background of the associating organizations, it is hoped to collectively leverage on the synergy and reach out to a much larger audience than the individual organizations. “Pooling together the expertise and rich experience of its members in energy efficiency and conservation, we have developed standard modules for delivering the message of how to conserve energy. These are targeted at different segments of our society including the common man, technical students, entrepreneurs, industrialists etc. as the primary audience”, claim the Chapter leaders.

Kick off of the program is planned on 15th November at Thrissur in collaboration with Thrissur Municipal Corporation. The month long program shall be concluded at Kochi on 14th December, the National Energy Conservation Day in collaboration with Kochi Corporation. A state wide rally is also being organized during the month. Apart from the standard programs many special ones targeted at specific audience – both technical and non-technical, are being planned. Other professional bodies like Kerala Management Association, Institution of Engineers India, Computer Society of India, Kerala State Productivity Council, Indian Institute of Plant Engineers, Kerala Institute of Local Administration etc. are some of the participating organizations. These programs are expected to benefit participants and their community by throwing light on aspects of conservation and efficiency in day to day activities. This can help SEEM in establishing its commitment to sustainability and the state to get a step closer to it.

As part of the preparations for the program a SEEM team visited the state from October 24 – 28, 2016. Mr. G Krishnakumar, SEEM National Executive Council Member and Chief Program Officer, Ms. Sonia Jose Gomez, Chief Operating Officer, SEEM and Dr. C Sureshkumar, General Secretary of our partner organization CISSA held discussions with senior officials of Government of Gujarat and heads of premier educational institutions. The team met Dr. Rajul K Gajjar, Vice – Chancellor, Gujarat Technical University (GTU). GTU will be the academic partner of the program, and will send faculty and students working in the energy domain as delegates of the international program. GTU has also expressed willingness to constitute SEEM student chapters in engineering colleges under its administration. SEEM has offered specially discounted rate for GTU delegates in return.

Indian rooftop solar capacity doubles in a year

Solar power for Rs 3 to Rs 6

The India Solar Rooftop Map released by Solar Consultancy Bridge to India claims that the country has added 513 MW of PV capacity in the past 12 months. India now has total rooftop solar capacity of over 1,020 MW — 377 MW by the industrial sector, 263 MW by the commercial sector, 121 MW by government buildings and the remaining 260 MW on residential buildings.

Residents of Chandigarh, Himachal Pradesh, Puducherry and Uttarakhand will be able to buy solar power at Rs 3 per unit – the lowest tariff in India – from panels installed on their rooftops in a year. The solar panels will be set up by third parties, which will sell power at this price. The Solar Energy Corporation of India, the governmentowned company that has the mandate to develop the renewable energy sector, had sought bids for setting up 200 MW of solar panels on rooftops in the country to sell power to the residents of the buildings.

India’s total solar capacity was 8,052 MW at the end of July, the latest month for which figures are available. Rooftop projects thus account for less than 13 per cent of the country's total solar capacity. Among states, the best performer in rooftop solar addition has been Tamil Nadu, with its capacity rising to 132 MW by end-September from 85.4 MW in March. Other leading performers are Gujarat, Rajasthan, Karnataka, Andhra Pradesh and Telangana. 853 MW, out of the total capacity of 1,020 MW, has been added through the capex route (in which the building owner owns and operates the rooftop plant) and 167 MW through opex (where a third party owns and operates the plant after signing a power producing agreement with the building owner). Even though there are some hopeful signs that world leaders will take actions to reduce emissions, those actions will have to happen on an accelerating timetable in order to avoid 2°C (3.6°F) of warming. Even if the world limits warming to that benchmark, it will still likely spell doom for low-lying small island states and have serious repercussions around the world, from more extreme heat waves to droughts, coastal flooding and the extinction of many coral reefs.

Bids in Himachal and Uttarakhand and the Union Territories of Chandigarh and Puducherry were the cheapest, while the highest tariff of Rs 6.12 per unit was quoted for Gujarat, followed by Rs 5.92 per unit for Chhattisgarh and Rs 5.55 per unit for Tamil Nadu. The bidders have been able to quote such low prices because the government subsidy for the special category states is to the extent of Rs 52.5 per Watt of installed capacity. In general category states where the subsidy on installation has been fixed at Rs 22.5 per Watt, the lowest bid was Rs 4.46 per unit in Maharashtra.

Home Depot cuts emissions with Fuel Cell Home Depot, the home improvement retailer, is slashing the carbon footprint of its big box stores by using green energy that fits in a little box. Home Depot now powers 140 stores and charges forklifts at two distribution centers with Bloom Energy Servers that use fuel cell technology. The parking space–sized containers house fuel cells that turn fuel such as natural gas into electricity through an electro-chemical process rather than combustion, delivering low-emission off-grid energy. The servers also power eBay's data center in South Jordan, Utah and Morgan Stanley's New York City headquarters. By adopting the technology, Home Depot has driven down its electricity costs by 15 to 20 percent in the locations where it runs the servers.

The fuel cell business has seen something of a renaissance in recent years after an initial period of early hype that was followed by a prolonged period when pioneers saw their stock prices collapse as the technology failed to catch on. Revenue from fuel cells and other distributed generation exploded from $755 million in 2011 to an estimated $7.5 billion last year, according to Navigant Research. The firm expects revenue from fuel cell systems to reach $57.8 billion in 2023. Tax credits and state rebates have helped lower the cost of purchasing fuel cell technology. But the turnaround is also due to advances by companies like Bloom, which uses cheap, abundant ceramics rather than the rare earths utilized in earlier technology.

Renewables surged past coal in 2015: IEA Renewable energy moved past coal in 2015 to become the biggest source of global electricity capacity, reports the International Energy Agency (IEA). Last year marked a turning point for renewables, the body said, with clean sources of energy representing over 50 percent of the planet's new power capacity, hitting 153 GW, a 15 percent increase in electricity capacity on the year before. The IEA said that in 2015 around 500,000 solar panels were installed every day, while in China – which was responsible for 40 percent of all increases in renewable capacity – two wind turbines were installed every hour. In its latest renewables forecast, the IEA said that the next five years would see this growth continue, with 30,000 solar panels and 2.5 wind turbines installed per hour. Renewables would see their share of electricity generation grow from 23 percent in 2015 to 28 percent in 2021. The IEA added that renewables were expected to meet over 60 percent of global power capacity growth in the next five years, exceeding 7,600 TWh in 2021. Technological developments, extra competition and better policy support in key markets were seen as the key drivers behind renewables' growth. Climate change was another factor, as well as the desire of governments to slash dangerous air pollution and improve energy security. Despite 2015 being an "exceptional" year, the IEA noted that there were still grounds for caution, with uncertainty surrounding policy in a host of countries "slowing down the pace of investments." Among other things, the rapid growth of wind and solar photovoltaic technologies had led to issues with system integration, while costs were still an issue for developing nations.

India renews plans on nuclear power

Government plans to rationalise power tariffs

The Indian government has new nuclear power plans as part of its infrastructure development programme, with negotiations on to unlock long-standing agreements with French, Russian and US companies. Its overall goal is to have 14.5 GW of nuclear generating capacity online by 2024, compared to 6,219 MW now. The government gave in principle approval for new nuclear plants at 10 sites in nine states, according to the report by the World Nuclear Association.

The government of India plans to make electricity billing more efficient and transparent by reducing the number of categories of consumers, which should improve tariff collection and improve the health of distribution companies. The Central government and states have begun talks to rationalise various categories of consumers. Currently, states have different and complex tariff structure with various categories and subcategories of power consumers.

Those for indigenous pressurised heavy water reactor are at Gorakhpur in Haryana's Fatehabad; Chutka and Bhimpur in Madhya Pradesh; Kaiga in Karnataka; and Mahi Banswara in Rajasthan. Those for plants with foreign cooperation are Kudankulam in Tamil Nadu; in Jaitapur in Maharashtra; Chhaya Mithi Virdhi in Gujarat; Kovvada in Andhra Pradesh and Haripur in West Bengal, though this location has been in doubt. In addition, two 600 MW fast breeder reactors are proposed at Kalpakkam. However, a report in IEEE Spectrum, October 2016 reports, “There have been cost overruns in the construction of nuclear plants and a frustrating inability to come up with an acceptable way to store spent nuclear fuel. Nor has there been much success in switching to reactors that might be safer and less expensive than the dominant design of pressurized water reactors.” It adds, “The failure part has to do with unmet expectations. The claim that nuclear electricity would be “too cheap to meter” is not apocryphal”. There has been a decline in the share of nuclear power in worldwide electricity generation. That share peaked at nearly 18 percent in 1996, fell to 11 percent in 2015, and is expected to bump up to just 12 percent by 2040, according to the International Energy Agency. Most states had agreed to the idea of having uniform tariff categories of electricity consumers at a two-day conference of Union and state power ministers held earlier this month in Vadodara. The Economic Survey of 2015-16 released by the government in February had pointed out that India should simplify its power tariff structure by classifying its consumers in just 2-3 categories to bring transparency and efficiency in billing. Offshore wind will blow in Indian grid India expects to get electricity generated by wind-propelled plants installed in Gujarat and Tamil Nadu in about five years as part of the country's green energy development programmes. A 100 MW pilot project is likely be installed off Gujarat shore in about three years. It is to kick start a new power generating sector under the Facilitating Offshore Wind Industry (FOWIND) programme funded by the European Union. A FOWIND consortium has done a series of report on wind conditions for wind-generated electricity and its integration into a grid along the coastlines of Gujarat and Tamil Nadu. FOWIND is supported by Euro 4 million grant from the Indo-European Cooperation on Renewable Energy programme and Euro 500,000 contribution through the Gujarat Power Corp Ltd (GPCL). The consortium, Global Wind Energy Council (GWEC), comprises GPCL, DNV GL, the Centre for Study of Science, Technology and Policy (CSTEP), and the World Institute of Sustainable Energy (WISE).
