Looking beyond energy audits - low cost manufacturing is the mantra Industries are under constant pressure nowadays to be more efficient amid increased competition and falling demand which results in reduced operating capacities. In spite of lower input costs, operating costs remain high on relative terms and industries are continually seeking avenues to lower manufacturing cost. Energy audits are a pro-active strategy adopted by industries to reduce operating cost. Why energy audit? Energy audit objectives vary between industries. Normally conducted to understand energy use within the facility to find opportunities for improvement and energy saving, energy audits also facilitate performance evaluation of an energy efficiency improvement project. The broader scope of energy audits includes preliminary facility assessment, energy use benchmarking, finding opportunities for energy saving, identifying alternative approaches as well as evaluation of potential savings. Energy audits frequently uncover a range of conservation opportunities usually with payback periods of less than three years.

What energy audits cannot do Poor quality energy audits can hinder the success of energy efficiency projects and end up in wastage of investments done by facilities who want to reduce manufacturing costs. It is important to select a seasoned auditing professional to do the job. In today’s context, the responsibility of energy audit quality belongs to the industry carrying out the energy audit rather than the auditor. Life Time Achievement Award for Dr. Sambandam Life time Achievement Award was conferred on Dr. M. Thirugnanasambandam, Professor, Kalasalingam University, Tamil Nadu, and past chairman of SEEM Tamil Nadu chapter, by the National Institute of Cleanliness Education and Research, New Delhi on 15th July 2016. The award was presented by His Excellency Petko Doykov, Ambassador of Republic of Bulgaria in the presence of Dr. P . R . T r i v e d i , President, Confederation of Indian Universities. The award is conferred for introducing the concept of Green Army in the university to make the campus green and clean by sensitizing young minds. The Green Army is committed to : • Ensure judicious use of fans and lights inside and outside the class rooms to minimize electricity consumption • Ensure litter free environment in and around the class rooms • Educate and advice co-students to follow environment friendly practices in the campus. Kalasalingam University has taken many initiatives, in the leadership of Dr Sambandam, to reduce CO2 emission to make the campus sustainable. The 400 acre campus with nearly 500 trees and 11 lakh sq.ft of green lawn has 100 stand

alone solar street lights and energy efficient T5, LED and CFL lamps are installed in Academic blocks, Administrative blocks, Library and Hostels. The campus also has 1.5 ML sewage treatment plant and the treated water is recycled for gardening. Rain harvesting sytem and bio gas plants are installed in the campus. The university observes “Resources Conservation Day” on 3rd Wednesday of every month. The university has its own sustainable policy.

Green Army members learning how to use energy audit instruments from Dr Sambandam

To inculcate the culture of protecting our environment the University has started “Green Army”- a set of volunteers who take care of the campus environment as well as spread the message of saving environment to nearby communities and educate co-students to follow environment friendly practices inside as well outside the campus. There are 100 volunteers enrolled in Green Army. These volunteers involve in Tree plantations, Tree adaptation and also ensure plastic free environment inside the campus. These volunteers conduct energy audits and vehicle emission study applying their engineering skills.

Mr. D.P Joshi IAS visits SEEM Office

SEEM Kerala meeting SEEM Kerala Chapter organized a meeting for all its members on 16th July 2016 at Petro House, Kochi. The main item in the agenda was a talk on “Energy Management on Cloud” by Mr. Tharian from Ireveal Technologies. Mr. Antony Joseph, Chairman - SEEM Kerala Chapter, gave a briefing on future programs while Mr. Azeem. K, MSEEM, shared his experience with the recent energy audits conducted in Kochi by CETIAT, France. Mr. C. Jayaraman, General Secretary – SEEM, deliberated on the National programs that SEEM has planned for the future. The meeting ended with a feedback-cum-interaction session by the participants and higth tea.

Mr. D .P Joshi, IAS, former Director – GEDA, Secretary - Government of Gujarat and Special Commissioner Ministry of Rural Development for Swachch Bharat Abhiyan, visited SEEM headquarters on the 14th of July 2016. He was received at SEEM office by Shri. K Madhusoodanan, Secretary - Energy Press and EC Member - SEEM and Ms. Sonia Jose, COO - SEEM along with SEEM staff for a meeting at 5.30 pm. Mr. Joshi enquired in detail about SEEM activities, functioning, magazine, and

current programmes. The upcoming programmes of SEEM, especially the International conference scheduled in December 2016 at Ahmedabad, Gujarat and the National Series on PAT were also discussed. Mr. Joshi offered his help in organizing the Ahmedabad conference. After the meeting that lasted for more than an hour, Mr. Joshi bid adieu, wishing SEEM the best. MSME institute goes solar Ministry of Micro Small and Medium Enterprises (MSME) goes solar with Hyderabad-based Central Institute of Tool Design (CITD) installing a 50 kWp roof-top solar energy power plant that generates close to 250 units per day. The plant is the first to be installed in all of the 300 institutes and centres that come under the MSME. Installation of the power plant has resulted in the institute saving Rs. 2.91 lakh every six months. The CITD is expected to expand its solar power generation to 400 kWp in the coming years. Inaugurating the solar plant, Mr. Tripathi, Additional Secretary and Development Commissioner Ministry of MSME, said that the Ministry wants its institutes to be self-sufficient energy wise.

EESL to take energy-efficient fans to five more states The distribution scheme of energy-efficient ceiling fans at lower rates is set to be rolled out in five more states -- Delhi, Haryana, Maharashtra, Rajasthan and Madhya Pradesh -- in the next 2-3 months. State-run Energy Efficiency Services Ltd (EESL) has already distributed 42,000 such fans (50W energy-efficient ceiling fans) in districts of West Godavari and Vijayawada of Andhra Pradesh and Varanasi and Kanpur of Uttar Pradesh. These fans are being provided at Rs 1,150 per unit on upfront payment and Rs 1,200 in equated monthly installments.

EESL is hereby alerting its consumers of fraudulent websites selling 9W LED bulbs claiming to be under the Unnat Jyoti by Affordable LEDs for All (UJALA) programme. These websites are not associated with the UJALA programme of EESL which is a public energy services company, under the Ministry of Power. Mr. Saurabh Kumar, Managing Director – EESL, said that the company is taking legal route to address such fraudulent issues and will continuously alert the consumers against such messages and advertisements through various media. He urged the consumers to purchase LED bulbs under the UJALA scheme only in the designated distribution centres. EESL's latest procurement price for LED bulbs is Rs 54.90 per unit. When it started procuring these lights, the market price was over Rs 300 per unit. EESL is distributing LED bulbs at a price ranging between Rs 75 and Rs 90. It has already distributed over 13 crore LED bulbs against the target of 77 crore.

Maharashtra government orders CAG audit of private DISCOMs

GoI sets RPO targets for state DISCOMs

The Maharashtra government says that the Comptroller and Auditor General (CAG) would carry out an audit of private power distribution companies (DISCOMs), Tata Power Ltd, and Reliance Infrastructure Ltd, which supply electricity in Mumbai. In Greater Mumbai four power utilities supply power. The state-owned Brihanmumbai Electric Supply and Transport (BEST) undertaking caters to more than 1 million consumers; Reliance Infrastructure has a consumer base of around 2.9 million, Tata Power distributes power to more than 500,000 consumers and the state-owned Maharashtra State Electricity Distribution Co. Ltd (MSEDCL) caters to less than 1 million consumers. Being state-owned utilities, BEST and MSEDCL are subject to CAG audit. The demand to open the two private entities to CAG audit has frequently been made by political parties. It has been claimed that the two private power distribution companies deliberately raised their capital costs to show losses and raise tariff to recover costs.

In 2014, the AAP government in Delhi was the first to order a CAG audit of three privately owned-and-run power DISCOMs in Delhi Reliance Group’s BSES Rajdhani Power Ltd and BSES Yamuna Power Ltd, and Tata Power Delhi Distribution Ltd. However, in December 2015, the Delhi High Court quashed the order upholding the plea made by the three power DISCOMs that they did not come under the purview of CAG as they were private entities. The DISCOMs also stated that power tariff was determined by the electricity regulator and not the companies themselves. The Delhi government has challenged the HC decision in the Supreme Court. The apex court is yet to pass a final judgment on the matter.

State DISCOMs will have to mandatorily pull during slightest 2.75 per cent of their sum appetite expenditure from solar plants in a stream fiscal, according to a renewable purchase requirement (RPO) norms laid down by an appetite ministry. States will have to boost a share of solar appetite to 4.75 per cent in 2017-18 and to 6.75 per cent in 2018-19, as per guidelines released by the Ministry of Power, GoI. The final targets will be set by the particular state’s electricity regulatory commission (SERC). The RPO has been divided into appetite from solar sources and non-solar. The set shares of appetite to be drawn from non-solar renewable sources are 8.75 per cent in 2016-17, 9.50 per cent in 2017-18 and 10.25 per cent in 2018-19.

ETW Energietechnik develops a new gas blending technology for CHPs ETW Energietechnik GmbH developed a new equipment that blends two gas streams of different qualities to fuel CHPs. This equipment blends the two gases to a homogeneous fuel mixture and is indicated for landďŹ lls that struggle with shrinking heating values and volumes of biogas along their lifetime. This shrinking heating value can be compensated by gradually enriching biogas with natural gas (NG). The blending is completely automatized and designed to consume the lowest possible amounts of NG. The CHP can be operated independently from the land-ďŹ ll gas supply.
