Jayaraman, General Secretary One of the major suggestions that came during the SEEM Energy Management Award function at Delhi in April 2016, was that the “Quality of Energy Audits” is to be critically evaluated and enhanced. Until recent times, energy management practices primarily consisted of replacing inefficient equipment and then using any number of methods to estimate the savings. There have been significant efforts over the last decade to define appropriate standards and best practices and implement consistent energy management systems to increase and retain energy savings. The knowledge gained from thousands of energy efficient projects is driving a transition from traditional tactical practice (one-time ‘‘build and forget” projects) to energy management strategies proposed and endorsed by a number of international organizations. Typically, energy audits tend to focus more on measures that require investment in a specific technology. They could, however, be successful in raising awareness about energy issues, a prerequisite for changing behaviour and consumption practices. Hansen J Shirley, Brown W J, in their book “ Investment Grade Energy Audit Making smart energy choices (2004)” observes that conventional audits are not effective and there is an urgent need to progress from mere fact findings to detailed feasibility reports. The foremost limitation of the conventional (traditional) energy audit has been its allegiance to the “snap shot” approach, which is like someone taking a picture where all conditions are frozen in time. Auditors, when assume conditions observed during the

audit would remain the same for the life of the equipment or the project, may come out with inappropriate suggestions. Many developed countries understood this concept and moved ahead from conventional/traditional approaches. Literature survey shows that one of the most important factors for successful implementation and operation of an energy management program is commitment to the program by top management. A comprehensive study done by USAID on the implementation of energy efficiency among SME sector in India under ECO III project also identified understanding and trust of unit holders to get the process going as one of the most significant barriers. Identifying factors that can make the whole process of auditing, implementation of its recommendations, systematic monitoring and verifying to make “Energy Audits” efficient is of great importance in determining the energy security of the country. Many factors such as government policies and regulations, behaviour aspects of the implementing and implemented bodies, technological, financial and market barriers affect the “Energy Audit Efficiency” . But, energy auditor plays the most crucial role in all these areas. If the Energy Auditor has a clear understanding about his role it will have a pronounced influence on the outcome of the energy audit, efficiency improvement and the savings that can be produced. With the advent of cheaper measurements and their transmission to computers the focus of energy audits will shift from instantaneous checking to continuous logging. Auditors’ job will also shift from measurements to drawing inferences from variations and from interviews with operating personnel, reviewing processes. That means the auditors have to develop a researcher mindset, with the consultant’s trait of core competence. This shift can lend a lot to enhancing quality of energy audits.

National workshop on Technology Day The Enterpreneurship Development Cell of Mar Athanasius College of Engineering, Kothamangalam, Kerala organized a national workshop on Advancement of Technologies towards Sustainable development on the National Technology Day 2016. French energy auditors from CETIAT to visit India Progressing with ADEME- SEEM association, Mr. Vial Francois Henri and Ms. Claire Valérie LOTTEAU, expert energy auditors from CETIAT, France are to visit Indian industries along with SEEM team. ADEMESEEM project deals with demonstration of industrial energy saving in selected sectors like ceramic and sea food industries. CETIAT has been invited to visit India to conduct energy audits and bring forth improvements. The visit will be held from from 13th June to 24th June 2016. The French team is expected to work in seafood industries of Kochi. SEEM had carried out preliminary audits in a few of such industries in the initial phase of the project towards the end of 2015. It will be accompanied by a comprehensive energy audit of 30 households with necessary measurements of different enduse equipment to plot their energy consumption profile. The end-use energy efficiency in the residential sector will be an integrated, transdisciplinary study, which will cover 50 households each in a Corporation and a Municipality to form a total sample size of 150. Mr. C. Jayaraman, SEEM General Secretary and the Principal Investigator of this study emphasized on the fact that even with adequate knowledge about energy savings consumers fail to take steps to achieve energy efficiency. Indian electricity Falling Solar Cost Attracts Foreign Investment in India consumption to touch 4 trillion units by 2030
Solar energy tariff in India has become extremely competitive, falling to a record-low of Rs.4.34 a unit in January as overseas and local renewable energy firms bid aggressively to win projects under the government provided solar parks. These solar parks provide ready infrastructure and land for developers to build projects, reducing the risks and helping bring the cost of energy down. India needs as much as $200 billion to meet its target to install 100 GW of solar power and 60,000 MW of wind power by 2022. This has seen global investors, including the renewable energy companies, make a beeline for the country. CLP India Pvt. Ltd, one of the largest foreign investors in India’s power sector, is planning to invest about $1 billion for setting up over 1 GW of solar plant over the next 3-5 years through JNNSM. CLP India operates more than 3,000 MW of power capacity across its wind, coal-fired and gas-based power projects. A number of renewable energy producers too are looking for investors and partners to finish their pipeline of committed projects. “Solar has now become manageable in the country as far as the tariffs are concerned. With tariffs coming down we thought it was a good time to start solar. Last couple of years we’ve been making a lot of effort to put up a bid together,” CLP India said. India's electricity consumption will increase four times from about 1.1 trillion units to 4 trillion units by 2030, forecasts Piyush Goyal ,the Union Minister for power. He said in a Delhi conference that despite massive roll-out of energy efficiency schemes, power consumption is expected to grow at 10 per cent annually over the next 10-15 years. Higher personal income and the emphasis on domestic manufacturing activities will significantly increase power consumption despite improvements in energy efficiency. The fresh demand for power will come from (a) the 230 million people who will get electricity for the first time, (b) the elimination of diesel generation sets because of access to power, and (c) increased economic activity coming from the Make in India campaign. India has set a target of setting up 175 GW of renewable energy generation capacity by 2022. The Minister expects the Ujwal Discom Assurance Yojana (UDAY) to improve health of state-run power utilities, enabling them to buy more power from producers and invest more in efficiency improvement. “The government will adopt new technologies to make coal-based power generation cleaner and also set up a pool of capital to fund research on green energy technologies with contribution from public sector companies, in which private enterprises could also take part”, he added. A new feather in the BLACK cap
BHEL has commissioned a 250 MW thermal unit in Maharashtra. The unit has been commissioned at Parli Thermal Power Station; this is the eighth coal based unit commissioned by BHEL here. The project is owned by Mahagenco. BHEL has commissioned so far 16,000 MW of thermal power generation capacity in Maharashtra, it’s highest in any single state. There has been substantial increase in coal based power generation in India made in the recent times. Despite ensuring energy security of the country for a short-to-medium term and abating the power cuts for some time, these power plants will raise the carbon footprint of the nation significantly. WB Loan through SBI for India's Solar Plans The World Bank has approved $625 million loan to support India's grid connected rooftop solar programme. The Board also approved a co-¬financing loan of $120 million on concessional terms and a $5 million grant from Clean Technology Fund. The project will also strengthen the capacity of key institutions and support the overall development of the solar PV market. It will be implemented by the State Bank of India, which will on¬lend funds to solar PV developers or aggregators and end¬-users, who wish to invest in commercial and industrial rooftop PV systems. Financing will be provided to those with sound technical capacity, relevant experience, and credit worthiness as per SBI standards. Energy Efficient Services Ltd (EESL), a joint venture of NTPC, PFC, REC and Power Grid, plans to go public in the next 2¬ to 3 years and expand operations globally. The company plans to raise $1 billion through overseas bonds and domestic borrowings. The firm expects to invest Rs 8,000 crore in its ongoing projects, 70% of which will be funded through debt. The company expects to close $200 million loan from the Asian Development Bank and another $350 million from the World Bank.
