On Gandhi Jayanthi day, Honorable Prime Minister Narendra Modi formally ratified the COP 21 Paris climate deal, marking a milestone in a worldwide treaty. The treaty binds nations to take action to reduce greenhouse gas emissions that avoid the threat of global warming due to human activities. The ratification by India, which is the world's third-largest emitter of green house gases, follows what is done by the United States and China, the bigger GHG emitters. This action by India for sure will accelerate the enactment of the landmark Paris agreement on climate change. While making the announcement at the UN General Assembly, foreign minister Smt. Sushma Swaraj had said that India has launched an ambitious effort to transform energy mix to achieve 40% share by non-fossil fuel sources by 2030. This shows that the Government is highly committed to the cause while ratifying the agreement. That is why the US President, Barack Obama, rightly tweeted that “Gandhiji believed in a world worthy of our children. In joining the Paris Agreement, the Indian people carry on that legacy.” SEEM, being the committed professional organization for fostering energy efficiency and energy/environment conservation, has decided to join hands with this laudable action, and will be organizing a 3 day workshop at Gujarat during December 2016. The workshop is titled “Evolving Energy models in Emerging Economies: Post COP 21”. The workshop is organized jointly with the Centre for Science and Technology for NAM Countries, New Delhi and is expected to attract delegates from 30 to 35 developing countries along with many Indian delegates. The main objective of the workshop is to sensitize the emerging economies on the possible pathways in achieving the goals of the Paris Agreement. This workshop is also expected to open up avenues for various technology providers from India to identify markets in other developing countries.
CONTENTS Dr. Jayant Sathaye, an Indian who has been the coordinating lead author of 11 publications of the IPCC (Intergovernmental Panel on Climate Change) ever since 1990, and also a member of the committee that was awarded the prestigious Nobel Peace Prize in 2007, will be one of the key speakers in the workshop. As SEEM is contemplating to set up Integrated Resource Efficiency Enhancement Services (IREES), so as to ensure wider adoption of sustainable production practices ensuring value addition, sustainability and competitiveness among industries, this workshop is expected to open up avenues for its members to be a consultant and resource person for many emerging economies.

Carbon Dioxide levels cross the 400 PPM threshold September 2016 will be marked as a major milestone for the world’s climate. At a time when atmospheric carbon dioxide is usually at its minimum, the monthly value failed to drop below 400 parts per million. Scientists ensure that 2016 will be the year that carbon dioxide officially passed the symbolic 400 ppm mark, never to return below it in our lifetimes.

The carbon dioxide we’ve already committed to the atmosphere has warmed the world about 1.8°F since the start of the industrial revolution. This year, in addition to marking the start of our new 400 ppm world, is also set to be the hottest year on record. The planet has edged right up against the 1.5°C (2.7°F) warming threshold, a key metric in last year’s Paris climate agreement. Even though there are some hopeful signs that world leaders will take actions to reduce emissions, those actions will have to happen on an accelerating timetable in order to avoid 2°C (3.6°F) of warming. Even if the world limits warming to that benchmark, it will still likely spell doom for low-lying small island states and have serious repercussions around the world, from more extreme heat waves to droughts, coastal flooding and the extinction of many coral reefs. Since carbon pollution has been increasing since the start of the Industrial Revolution and has shown no signs of abating, it was more a question of “when” rather than “if” we would cross this threshold. September is usually the month when carbon dioxide is at its lowest after a summer of plants growing and sucking it up in the northern hemisphere. At Mauna Loa Observatory, the world’s marquee site for monitoring carbon dioxide, there are signs that the process has begun but levels have remained above 400 ppm.

Bangalore home built without BESCOM power A city-based industrialist has demonstrated that one can complete the construction of a house without obtaining even a temporary connection from the electric utility. Setting a new example in harnessing solar energy, Sh Dinesh Pagaria has accomplished the construction work of his house in Jayanagar 8th Block by using only solar power. From the foundation to completion of his new house, Dinesh has not availed electricity from BESCOM, instead relied on the abundant solar power available at the site to complete the construction work.
A strong supporter of eco-friendly green energy, Dinesh wanted to try out with solar power during the construction of his house. As the work progressed, the engineers not only increased the capacity of the unit but also gave it a proper shape that even in future Dinesh need not worry about availing any power connection from BESCOM. What was initially a 4 kW solar unit has now gone on to become 20 kW powerhouse on top of the house, which will be ready for occupation in a month's time.
While it is common for people to install solar units on rooftops after completion of construction, Dinesh set up the unit on his empty site a year ago and began with the foundation and the subsequent civil work. As the work progressed, he not only shifted the unit on top but even upgraded it to a higher capacity, thereby saving Rs 7 to 8 lakhs on temporary power connection alone during the construction on his 60×80 plot.

India joins Paris Climate Agreement, honoring Gandhi India chose the birthday of Mahatma Gandhi, who led the country’s independence movement and pioneered the philosophy and strategy of non-violence, to join the climate accord and ratified the Paris Agreement on climate change at UN Headquarters in New York, bringing the treaty’s entry into force. The Agreement was adopted in Paris last December by the 195 Parties to the UN Framework Convention on Climate Change (UNFCCC). It calls on countries to combat climate change and limit global temperature rise to well below 2 °C compared with preindustrial levels. The Agreement will take effect 30 days after at least 55 countries, responsible for 55 percent of global greenhouse gas emissions, deposit their instruments of ratification. The world’s top two polluters, China and the United States, have already formally joined the pact. UN climate negotiations will continue at the annual Conference of the Parties to the UNFCCC November 7-18 in Marrakesh, Morocco. The Indian Energy Exchange Day-Ahead Market traded 3,630 MU in September 2016, the highest ever monthly trade since its inception in 2008. The average spot power price at IEX touched a five-month high of Rs 2.43 in September 2016 due to higher demand, particularly from industrial units. The average power price was recorded at Rs 2.91 per unit in April this year. It was on the lower side at Rs 2.32, Rs 2.31, Rs 2.16 and Rs 2.17 in May, June, July and August, respectively. India to host International Energy Forum in 2018 India has agreed to host the ministerial session of the International Energy Forum in 2018, upon a request from the Saudi Arabian Minister of Energy, Industry & Natural Resources Khalid Al-Falih. The Ministry of Petroleum and Natural Dharmendra Pradhan invited his Saudi Arabian counterpart to visit India during which petroleum energy cooperation was reviewed and pending issues discussed. IEF is a forum of 72 member countries accounting for around 90%of global supply and demand of global supply of oil and gas. The 2016 edition of the event will be held in Algiers.

The Central government of India has waived inter-state transmission charges and losses on transmission of electricity generated from solar and wind projects by revising the National Tariff Policy. The government issued a notification on September 30, 2016, stating that the waiver for wind power projects will be applicable for those that would be commissioned till March 31, 2019, while that for solar projects will be till March 31, 2017. Maharashtra tops in green building footprint As many as 1,124 green buildings from Maharashtra have been registered with the Indian Green Building Council (IGBC), taking the state at the top position in the green building footprint in the country. The significant contribution by the state takes India’s registered green building foot-print to 3.86 billion square feet, the second best globally after the United States. According to the recent data on state-wise green buildings released by IGBC, Maharashtra is followed by Tamil Nadu (355), Karnataka (354), Uttar Pradesh (351), Telangana (253), Delhi (197) and Haryana (194). PLF of thermal power plants comes down The average PLF for thermal power stations on an all-India basis has remained subdued at 59.3 % during FY2017 so far, as against 62.3 per cent in FY2016, due to factors like paying capacity constraints of state-owned distribution utilities, higher generation from the hydro and renewable segment and a sizeable increase in thermal power generation capacity over the last 16 months.
