“Prayas”, Pune, India one of the leading research organizations in India on Energy says that little research has been carried out in behavioral science to inform public policy in India, let alone behavioural research in energy efficiency. They reiterate that it is crucial that greater research should be carried out to understand the behaviour of people in India towards energy efficiency and conservation”( To Buy or Not to Buy or Can be ‘Nudged’ to Buy? A Discussion Paper Authors: Sambhu Singh Rathi and Aditya Chunekar). They had called in for meaningful collaborations and partnerships between researchers, academia, private sector, marketing professionals, NGOs and the government in the field of Energy Conservation. SEEM, as an organization with its membership spanning across the country, who all are energy managers or auditors, would be extremely happy to be a part of this call. Our experience during the past one decade has shown that more than technology and regulatory mechanisms, behaviour plays a key role in the field of Energy Conservation, Energy Efficiency and Sustainable Development initiatives. Many studies and experiments have been conducted in the developed countries to understand the impact of behaviour changes, mostly among residential sector, and SEEM has initiated a similar effort by conducting a survey among households in the district of Ernakulam, Kerala India. The results are being evaluated. Behaviour is more country and culture specific and theories developed from experiments conducted elsewhere may not fit-in easily as that of a technological retrofit . There is an urgent need for incorporating behaviour in to the Policies, as far as possible, taking care of the regional, cultural and economic dimensions. This will call for more in-depth studies across the nation and definitely include establishing contact and linkage between researcher- experts- academicians-policy makers-government agencies-non governmental agencies and
CONTENTS sponsors . In a matured economy that adopts sustainable consumption, behaviour change is a prerequisite. Establishing sustainability to this behaviour change can happen only through the proper intervention in our educational system. Academia – right from the school to the highest research level- need to be aligned to all socially relevant researches and its finding and shall support them once a concept or theory is acceptable. A huge amount of knowledge and expertise lie underutilized in this country and in the days of IoT, what we need is establishing connectivity to the right people who can spare time , energy and share expertise. In succession to the programmes on PAT and energy audits conducted at Raipur, Bhopal, Mumbai and Bangalore, SEEM conducted a one day technical session on “Back your PAT with sound energy audits” at Chandigarh on the 26th of August 2016. The seminar was inaugurated by Mr. Balkar Singh (Senior Manager, PEDA). The lead speaker for the event was Mr. K.K. Chakarvati, Renowned Energy Economist and Knowledge sharing Expert. Other delegates who graced the occasion included Mr. Yogesh Sood (International Copper Association of India, Asia Power Quality Initiative), Mr. Indraj Singh (Asst. Professor, Sant Logwal Institute for Engineering and Technology and MSEEM- Punjab Chapter) and Mr. R.K.Jain (Accredited Energy Auditor) Mr. Chakarvati’s session was on “Quality Energy Audits : Need of the hour”. Case studies were also presented on the topics of Energy Management Systems (Mr. Krishnakumar, MSEEM), Power Quality, Motor Driven Systems (Mr.

SEEM – NAM S&T International summit to be held in December 2016 The Society of Energy Engineers and Managers plans to conduct its fourth international triennial summit at Ahmedabad, Gujarat during December 2016. The programme will deliberate on “Evolving Energy Models in Emerging Economies- Post COP21”.
World renowned Nobel Laureate and Climate Change Expert Mr. Jayant Sathaye will be speaking at the event. Dr. Sathaye is internationally recognized for his work on climate change issues in energy demand and supply and land use change and forestry globally with particular assessment of the developing world and special emphasis on India.
More than a hundred participants are expected to attend the summit which will include representatives from over 35 international countries. SEEM has been conducting triennial International summits on various energy based subjects in association with the Centre for Science and Technology of the NonAligned and Other Developing Countries (NAM S&T Centre) which is an international organization with membership of 47 developing countries spread over Asia, Africa, Middle East and Latin America. The previous three summits were held at Cochin(2008), Mumbai (2011) and Bangalore(2014).

The event was co-ordinated by Mr. Aneesh Kurian, Asst. Prof., EEE Department. Mr. R. Jayakumar, National Joint Secretary – SEEM, was the chief guest for the function. Other dignitaries included Prof. Paul Antony, HOD - EEE Department, Prof. Dr. Josephkunju Paul. C, Principal – VJCET, and Rev. Fr. (Dr.) George Thanathuparambil, the Director.
The Chief Guest inaugurated the EEE Association activities for the year 2016-17 as well as the Student Chapter. Mr. Azeem. K, Joint Secretary - SEEM Kerala Chapter and Mr. Nisshim Ahammed Kassim, Consultant, delivered talks on “Energy Management Systems” throwing light on various aspects which are highly relevant these days. The event concluded with the release of the newsletter, “VIDYUTH”, published by the student chapter followed by vote of thanks.

SEEM partners the launching of UN University Regional Centre of Expertise (UNU RCE) in Thiruvananthapuram
Centre for Innovation in Science and Social Action (CISSA) will be the coordinating organization and official Head Quarters. Society of Energy Engineers and Managers (SEEM) is one of the partners of UN RCE Thiruvananthapuram. Other partners include, State Horticulture Mission, Kerala, Triveni Ayurveda, Mitraniketan, Santhigram, Indian Institute of Information Technology and Management (IIITM-K), University of Kerala, MG College, Trivandrum and Bharatheeya Vidya Peetham Central School Parassala. The launch of the UNU RCE in Thiruvananthapuram was done by Dr.Thomas Isaac, Hon’ble Finance
Minister, Kerala, at a function to be organized at the Institute of Management in Government (IMG), Thiruvananthapuram. Dr. Shashi Tharoor, Hon’ble Member of Parliament delivered the keynote address, Shri. O. Rajagopal. Hon’ble Member of Legislative Assembly, Kerala released the UNU RCE Thiruvananthapuram Centre logo. Shri. K. Muraleedharan, Hon’ble Member of Legislative Assembly, Kerala, presided. The major agenda on focus of UN RCE include Climate Change, Health, Better Schools, Sustainable Consumption and Production (SCP), Sustainable Livelihoods, Youth, Higher Education, Traditional Knowledge, Biodiversity, Disaster Risk Reduction, Inclusive Development and Learning, Capacity Development, Research and Development, Communications and Engagement with International Sustainability Processes.

With the setting up of the new United Nations University Regional Centre of Expertise, Thiruvananthapuram would be part of a global network of 146 regions across various continents with a shared knowledge base and potential collaborations.

MNRE plans 1,000 MW wind power auction Ministry of New and Renewable Energy (MNRE) has invited stakeholders next week for consultation to firm up norms for auction of 1,000 MW grid connected wind power capacity. A scheme for setting up of 1,000 MW wind power projects connected to the national grid to supply power to DISCOMs of non-windy states was sanctioned by the ministry on 14th June, 2016.The Solar Energy Corporation of India (SECI), which is the nodal agency for implementing the scheme, will float tenders next month for setting up wind projects with cumulative capacity of 1,000 MW.
These projects will supply power at price discovered through competitive bidding. At present, the rate of wind power feed in tariff ranges between Rs 3.9 per unit (lowest in Tamil Nadu) and Rs 6.5 per unit in other states. This bidding may result in drop in prices of wind power as happened in the case of solar power. According to the scheme, the project capacity will be determined by SECI for each tender, but will not be less than 25 MW for a single project developer at one site.
Globally, India is at 4th position in terms of wind power installed capacity after China, the US and Germany. The Centre has set an ambitious target of achieving 175 GW power capacity from renewable energy resources by 2022 and out of this 60 GW has to come from wind power. GAIL, Bloom energy join hands for fuel cell State-run GAIL (India) and US-based Bloom Energy inked a pact to deploy natural gasbased fuel cell technology to generate electricity with lower emission levels.The technology is being used by over 100 of the Fortune 500 companies that are diversified majors in FMCG, IT, telecom, retailing and e-commerce.The solid oxide fuel cell (SOFC) technology of Bloom Energy Servers uses natural gas as the base fuel to generate power in a noncombustible process that reduces
greenhouse gas emissions and harmful air pollutants, with minimal use of water. GAIL’s subsidiary at Bengaluru is already supplying natural gas for energising a multi-MW Bloom Energy project for a large global technology company at the Technology Park.

Bangalore waste-to-energy dream project is seven years old Waste-to-energy (WtE) plants have been touted to be the panacea for all issues arising out of compost-based waste processing plants, which bring with them the challenges of dealing with odour and protests by the locals. However, the ones that have been given the go-ahead by the Bruhat Bengaluru Mahanagara Palike (BBMP) have remained wasted opportunities. All plans for the four WtE plants in the pipeline, the oldest from 2009, have remained only on paper.
Land had been allocated for the Organic Waste India plant first in Mandur in 2009. It was shifted owing to local protests. The management of the firm also changed. The BBMP has now allotted 15 acres of land for the plant in Kannur near Bellahalli. However, local villagers are protesting against it, as now, the BBMP is also dumping waste at a quarry in Bellahalli.Experts say that while the three other plants would engage in incineration of garbage, which is considered to be a major source of pollution, this was the only plant that used the gasification process and hence was crucial to the city.
Energy audits of Delhi buildings to be conducted by Power Department In a first-of-its kind initiative, energy audits and star ratings of the Delhi government buildings will be carried out by the state’s power department and the Centre’s Bureau of Energy Efficiency (BEE).The move is aimed at promoting energy efficiency and conservation among various government departments, according to the power minister, Mr.Satyendar Jain.
The Satarem plant, against which villagers of Gorur, Magadi had approached the court, has won the case against it. Meanwhile, Essel and Nexus Novas plants, which are also in the pipeline, are facing the same issues of disputed land ownership and protests from locals. The BBMP now wants to review all the four projects and issue notices to the firms to start work immediately, or vacate the project so that other firms can take over.

Under the initiative, power saving options will be suggested for the Delhi government buildings. After the energy audit and baseline star rating exercise, the government departments concerned will implement the recommendations of energy auditors in a time-bound manner.

MNRE has complained to the Central Electricity Regulatory Commission (CERC) that some DISCOMs are not fully evacuating the solar power available to them, resulting in losses for solar developers. DISCOMs have been arbitrarily shutting off power from solar projects, for varying lengths of time, often during peak consumption hours. ‘Back downs’, or temporary disconnection of some power sources from the grid, sometimes become inevitable if there is excess generation. It is up to the DISCOMs’ load dispatching centres (LDCs) to decide which power source should be blocked. Solar power projects have ‘must run’ status as there is no fuel cost. If any backing down is to be done, thermal projects should be asked to back down, so that some fuel is saved. But DISCOMs prefer to back down power from renewable sources, such as solar and wind, since thermal power is usually cheaper. Also, renewable energy supply, by the very nature of sun and wind, is erratic or infirm, unlike thermal power. Industry sources said DISCOMs in Rajasthan and Tamil Nadu were the main offenders.
Thermal power producers are paid a twopart tariff — one part for fixed costs incurred and the other for variable fuel costs. Thus, even if DISCOMs do not take their power, they continue to be paid for their fixed costs. Solar and wind developers do not have this benefit since their entire cost is primarily in installation. LED bulbs under DELP scheme Domestic Efficient Lighting Scheme (DELP) has touched a new milestone with the distribution of 15 crore energy efficient LED bulbs to households via DISCOMs. These 15.10 crore LED bulbs will help in saving of 53.74 million units of electricity per day and Rs 21.49 crore daily, according to UJALA web portal. This will further help avoiding around 4,000 MW peak demand of electricity and reduce 43,534 tonnes of carbon dioxide per day.

Under DELP, the government wants to replace all the 77 crore incandescent bulbs sold in India with LED bulbs. This will result in reduction of 20,000 MW load, energy savings of 105 billion kWh and GHG emissions savings of 80 million tonnes every year. The annual saving in electricity bills will be Rs 40,000 crore, considering an average tariff of Rs 4 per kWh. Each LED bulb helps a consumer save anywhere between Rs 160 to Rs 400 every year and has a life expectancy of 25,000 hours, thus making the cost recovery lesser than a year.
