Very shows a large degree. We can put very before adjectives and adverbs.

Too shows that there is a problem. We can put too before adjectives and adverbs. We sometimes use an infinitive phrase after the too phrase.

GRAMMAR IN USE To make a statement stronger, we use much too + adj/adv. She arrived much too late. Everyone was gone. Don't confuse much too (+ adj/adv) with too much (+ noun). I ate much too fast. I ate too much candy.
