Opfer oder Täter oder beides zugleich? 1966 erlaubt Erich Mielke, Minister für Staatssicherheit in der DDR, Kinder und Jugendliche als Inoffizielle Mitarbeiter der Stasi zu rekrutieren. Damit wurden Minderjährige zu Spitzeln, mit weitreichenden Nachwirkungen. Victim or perpetrator or both at the same time? In 1966, Erich Mielke, Minister for State Security in the GDR, gave permission to recruit children and youths as civilian informants for the Stasi. This turned minors into police spies – with far-reaching consequences.

Drei Jahre hat Filmemacherin Kathrin Matern für ihre Doku recherchiert. Sie erzählt ganz unterschiedliche Geschichten und Motivationen vom „Mitmachen“: hier das Versprechen eines Hochschulstudiums, dort die Erpressung mit Nachteilen bei der späteren beruflichen Karriere. Und dann ist da auch der „Kick“ dazuzugehören – die konspirative Wohnung, der Verrat, die Verschwörung mit dem Geheimdienst als pubertärer Kitzel. Die Eltern der Protagonisten reagieren unterschiedlich In einem Fall unterstützen sie, selbst Stasi-Mitarbeiter, die Anwerbung. Ein anderes Mal reicht der Mut, eine Eingabe zu formulieren, um ihr Kind von den Spitzeldiensten zu entbinden. Einer der bekannten Fälle von Jugendlichen, die für die Stasi arbeiteten, ist der Berliner Sozialwissenschaftler Andrej Holm, der im Dezember 2016 Staatssekretär für Wohnen in Berlin wird und kurz darauf über seine eigene Vergangenheit stolpert. Er verpflichtete sich als 14-Jähriger. Doch wie viel Verantwortung tragen Menschen, die noch nicht voll schuldfähig sind? Und wie schwer wiegt trotzdem die Last, die diese Menschen seither tragen? Film maker Kathrin Matern spent three years researching for her documentary. She tells very different stories and motivations for ‘participating’: here the promise of a degree course, there blackmail with the threat of disadvantages in a subsequent career. And then there is the ‘kick’ of being part of it: the conspiratorial flat, the betrayal, the confederacy with the secret service as a pubertal thrill. The protagonists’ parents react in various ways. In one case they, Stasi civilian informants themselves, support the recruitment. Others muster the courage to pen a submission in order to absolve their child from these spy services. One of the best-known cases of youths working for the Stasi is the Berlin social scientist Andrej Holm, who in December 2016 was appointed under-secretary for housing in Berlin and soon after was dismissed over revelations about his Stasi past. He had signed up as a 14-year-old. Yet how much responsibility do people carry who are not yet fully criminally liable? And regardless of that, how heavy is the burden these people have been bearing ever since? NaF
